KALIBO, Aklan (PIA) The province of Aklan now totally disallows entry of live swine, products and by-products per Executive Order No. 21 issued by Governor Jose Enrique Miraflores on March 8.

The move is for the prevention of African Swine Fever (ASF) in Aklan, now that three provinces in Western Visayas, had been identified to have cases already, with the addition of Carcar City in Cebu, as red or infected zones.

Section 1 of E.O. 021, which amends EO No. 16, now orders that all swine, pork products,/pork-based or any products mixed/commingled with pork-based products whether raw, processed, cooked, labelled or unlabelled and those that cannot be ascertained including semen, non-pork processed or cooked products unregistered with Food and Drug Administration coming from ASF-infected territories and all provinces in the country, shall be banned from entering the province.

On the other hand, all incoming meat products other than pork bound to Aklan must secure an Approved Certificate of Acceptance while other meat products intended to other provinces needs to have an Approved Certificate of Transhipment from the Office of the Provincial Veterinarian (OPVET) one week before shipment.

The E.O. stressed, however, that such shipment and documents will be subjected to re-inspection and validation at different borders and ports of the province.

Meanwhile, Section 2 of the E.O. states that the outgoing movement of live slaughtered hogs, culled pigs, piglets in commercial quantities and purposes including gilts and boars remain suspended except native pigs intended for lechon, provided that proof of documents are shown.

The volume of outgoing pig carcass shall be regulated based on the volume allowed or prescribed by the Governor and the National Meat Inspection Service (NMIS) as con-

curred by the OPVET.

Motorists and passengers, private vehicles, airlines, vessels are required by the E.O. to subject themselves, their luggage and vehicles for inspection and disinfection, such as but not limited to stepping into the footbath, hand washing and other biosecurity measures/protocols at the vicinities/ports/ border or points of entries or exits in Aklan.

The E.O. also enjoins local government units, Barangay Biosecurity Officers, Philippine Coast Guard, Maritime and PNP mobile force to augment personnel and provide police powers for the Veterinary Quarantine Personnel at the provincial borders and ports, respectively. (JBG/VGV/PIA6 Aklan)

KALIBO, Aklan (PIA) Secretary Conrado Estrella III of the Department of Agrarian Reform (DAR), who recently visited the province of Aklan, led the turn-over of the "Tulay ng Pangulo" located in Barangay Naisud, Ibajay, Aklan.

The bridge, which is under the Tulay ng Pangulo para sa Kaunlarang Pang-agraryo (TPKP) program, was constructed on February 7,2022 and completed on July 7 of the same year with a contract cost of P8,497,000. It was constructed by the Department of Public Works and Highways (DPWH) – Unified Project Management Office as the implementing office.

The TPKP project will benefit a total of 7,785 constituents from the barangays of Naisud, San Isidro, Bugtong -Bato, and

Colong-Colong.

Per report from DAR-Aklan, residents of the four barangays who are Agrarian Reform Beneficiaries (ARBs) have waited for a long time for the realization of this Tulay ng Pangulo Project as this will bring high impact to their daily routines in agriculture.

Accordingly, the bridge will link the four barangays of Ibajay to the economic mainstream and open up opportunities for the ARBs and farmers to enhance their agricultural productivity and household income.

CAMP PERALTA, Jamindan, Capiz – 3rd Infantry (Spearhead) Division Commander BGen Marion R Sison condemned the CPP-NPA Terrorists (CNTs) in Negros Occidental for robbing the people's hard-earned money through their extortion activities.

"These CPP-NPA Terrorists are desperate robbers who are losing the support of the people; hence, they continued forcing businessmen, including ordinary civilians in Negros, to give in to their extortion demands to sustain their crumpling organization," BGen Sison said.

BGen Sison made this statement following the recovery of numerous extortion letters from possessing the slain NPAs in an encounter in Barangay Carabalan, Himamaylan City, Negros Occidental, on Wednesday, March 01, 2023.

The extortion letters contain demands to businesses, especially in rural areas, signed by Armando Magbanua, Regional Extortion Group of the NPA's Apolinario Gatmaitan Command.

BGen Sison also slammed the NPAs for blatantly fabricating lies through their extortion letters that their resources, mainly coming from the contributions of workers and peasants, were used to support the social needs of the people.

"They are not helping; they are robbing the meager income of the workers and peasants to fund their terroristic activities. They use Negrenses' earnings to cast fear and terror, destroy properties, and ruin innocent lives. Their continued extortion activities manifest their true nature as anti-people, antipeace, and anti-development communist-terrorist organization," BGen Sison stressed.

The new 3ID Commander also called on the businessmen and the Negreses to help fight the decades-long terrorism of the CNTs by rejecting the extortion demand of the NPAs and reporting their illegal activities to the government forces.

"Join us in putting the CNT's terrorism to an end. We can do it if you help us cease their extortion activities. Continue giving reliable information to your Army and PNP about the NPAs' movement and activities to prevent them from forcing you to give in to their extortion demands," he added. CAMP PERALTA, Jamindan, Capiz – The CPP-NPA Terrorist (CNT) in Negros Island suffered a huge debacle following the death of its members and the seizure of six highpowered firearms in an encounter with the troops of the Army's 94th Infantry Battalion in Barangay Carabalan, Himamaylan City, Negros Occidental on Wednesday, March 01, 2023.

The encounter happened while the troops were conducting combat operations in response to the information about the armed NPAs extorting foodstuff and supplies from the local populace of Barangay Carabalan. The operating troops were fired upon by more or less 20 CNTs which prompted them to fire back.

Prices of food and non-alcoholic beverages has consistentlyled the uptrend of average inflation rate of Aklan from 7.9 percent to 8.1 percent in a month. It increased 5 times from 1.3 percent inflation recorded in February 2022.

Other major commodity groups also contributed to the province’s inflation rate in February 2023 were Furnishings, household equipment and routine household maintenance at 11.1 percent, and Personal care, and miscellaneous goods and services at 1.7 percent.

The inflation rate is the year-on-year change in consumer price indices of goods and services across time relative to a base year (2018). According to the Philippine Statistics Authority, inflation of Food and non-alcoholic beverages went up by 13.3 percent in February 2023, compared to 11.0 percent rate reported in January.

Among food commodities, fish and other seafood mainly brought the increase in food inflation from 5.1 percent last month to 21.5 percent during the reference period.

Furthermore, Vegetables, tubers, plantains, cooking bananas and pulses, and Ready-made food and other food products n.e.c. followed at 36.4 percent and 7.1 percent, respectively.

Other food groups which showed uptrend in inflation were:

 Milk, other dairy products and eggs, from 8.3 percent to 9.0 percent;

 Fruits and nuts, 1.4 percent to 2.2 percent; and

 Oils and fats, from 27.4 percent to 27.9 percent.
