KALIBO, Aklan, (PIA) -- With Republic Act 11203 or the Rice Liberalization Law already in place, the National Food Authority (NFA) will now focus on its primary function as defined by this law to concentrate on buffer stocking of palay for utilization in times of calamities. This is according to Andy P. Ostan, Provincial Standards and Quality Assurance Officer (PSQAO) of NFA-Aklan when he guested recently over PIAAklan’s regular weekly program aired over RMN-DYKR here. With this primary function, Ostan said the NFA will no longer be selling rice by August 2019 as per effect of RA 11203. Currently, Ostan said Aklan has sufficient supply of rice, being a rice sufficient province, despite the effect of El Niño. The Rice Liberalization Law will already allow the entry of imported rice in the market, he said. NFA currently buys clean and dry palay at P20.40 per kilogram to P20.70 per kilogram from individual farmers and P20.70 per kilogram to P21.00 per kilogram from cooperatives. Nino in the province which affected the harvest of farmers, Ostan said NFAAklan still managed to buy palay for its buffer stock this cropping season. “The NFA is very thankful to farmers of Altavas and Madalag, who were able to share with us part of their harvest by selling to us their palay,” he said. The NFA was able to buy more than 1,000 bags of palay from Altavas, and from Madalag, more than 400 bags, ac-

He said the provincial office was not able to buy from other Aklan municipalities, especially those served by the National Irrigation Administration (NIA) because of the ill-effects of El Niño and the temporary closure of the irrigation system since October 2018 to give way to the construction of dams aimed to sustain water services for Aklan farmers year-round. Building constructions in Aklan contracted by almost 15 percent in 2018 based on the record of Philippine Statistics Authority-Aklan. A total of 601 construction projects from approved building permits were reported last year, lower by 108 compared to 2017’s 709 projects. Residential type of building showed the highest decline with 19.5 percent (from 451 in 2017 to 363 in 2018), followed by non-residential buildings with 13.9 percent (from 201 in 2017 to 173 in 2018), and additions with 12.5 percent (from 9 in
2017 to 8 in 2018). Alterations and repairs, on the other hand, grew by about 15.8 percent to 57 constructions from 48 projects in 2017.
