irliners don’t operate in a vacuum. That’s stating the obvious: aircraft need air to lift them and an atmosphere in which to fly.

However, the condition of the atmosphere today is a major challenge for those who fly aircraft around our world. Climate change is the issue exercising many scientists; not simply how the climate is changing but the extent to which human activity by a burgeoning population is contributing to that change and the speed of that change. One matter identified in nearly all assessments of the causes of climate change is CO2 pollution of the atmosphere and the extent to which that will exacerbate and accelerate climate change. Aircraft have been significant contributors to CO2 pollution and so managing, avoiding increasing and, instead, actively decreasing that contribution is a major challenge for the sector. Modern aircraft are far more fuel efficient and clean than were previous generations but the world cannot simply hope that things will improve. In that context, architecture is being put in place by the main overseeing authorities to manage fuel use and CO2 pollution from aircraft.

Thank goodness then for data and the increasing ability of software solutions to gather it, harness it and use it to improve understanding of fuel use and support decisions and developments to improve efficiency and clean operations. It is also true that fuel is a major factor in any airline’s costs. So doing

the right thing and making a profit are not at all incompatible in this context.

There are two major initiatives currently underway to understand what are current levels of fuel use and, importantly, bring them down EASA’s EU-ETS (EU-Emissions Trading Scheme) has been in operation since 2010 and CORSIA (Carbon Offsetting and Reduction Scheme for International Aviation), a new scheme from ICAO, will get underway in 2019. Readers will therefore want to read the white paper from ETSverification explaining these two schemes, how they’ll operate and the challenges of working with both… plus a silver lining. Ukraine International Airlines shares with readers its program to professionalize its fuel management and use data to record performance in this area and to inform as to what is working best, as well as point to where new initiatives are likely to reap rewards. Finally, Norwegian tells us about its EFB project, why it decided to undertake most of the development in-house and how that has gone over the decade or so since the airline embarked on this route.

UTC Aerospace Systems enhances aircraft intelligence to improve fleet operations and passenger experience In mid-May 2018, UTC Aerospace Systems relaunched the company’s Aircraft Data Management solution as InteliSight™ with added functionality. The newly-formed investment vehicle Alyssum Group has acquired leading aviation services company RocketRoute as part of its long-term strategy to transform the entire private aviation industry.

Jet Association to optimize crew and flight scheduling with jeppesen solver Right at the end of May 2018, Boeing, through its subsidiary Jeppesen, announced an agreement with Jet Association, a global network of premium private jets, based in London. Jet Association will integrate Jeppesen Solver technology to simplify the task of managing flight and crew scheduling across its operations.

Jeppesen Solver is a cloud-based optimization engine for business aviation operators that creates optimized FAA and EASA-compliant schedules based on operational preferences, crew utilization and other factors to increase efficiency.

Jeppesen and Jet Association will work closely together to enhance advance planning, day-of-flight preparation and recovery operations, should unexpected schedule disruptions take place.

“Optimization of flight and crew planning is a top priority to efficiently manage the fleet for our customer base,”said Ben Grant, founder, Jet Association.

“Jeppesen Solver tools provide the foundation for better management of complex operations and we look forward to working together to maximize revenue through efficient use of our resources and time spent with planning.”

Use of Jeppesen Solver’s automated process allows office staff and crew to

In mid-May 2018, Global Eagle Entertainment Inc. joined Southwest Airlines in announcing the addition of iHeartRadio® onboard, as an additional entertainment product to improve the inflight experience.

Aircraft tracking and GADSS compliance in the making from AIR SUPPORT Normal aircraft tracking Standards and Recommended Practices (SARPs in short), announced by ICAO at the end of May 2018 as part of the GADSS (Global Aeronautical Distress Safety System) concept, will go into effect later in 2018 and require larger aircraft operators to meet mandatory tracking- and GADSS warning standards. GADSS was adopted by ICAO in 2016 and the EU in 2015 to provide more accurate tracking of aircraft and, importantly, easier location of an aircraft in distress.

Consequently, AIR SUPPORT will soon release a basic stand-alone version of what is to become a new fully compliant flight tracking solution within the upcoming OpsControl module for PPS. The flight tracking solution will be based on an all-sources integration interface and be able to support common data feeds from, for example,

Boeing, through its subsidiary Jeppesen, announced at the end of May 2018 a significant new enhancement for Jeppesen International Trip Planning (ITP) customers by now offering Personal Assistant, a mobile app solution to access their trip briefing information and other resources.

The iPad-based Personal Assistant app was developed originally to work with Jeppesen Operator, a virtual corporate flight department solution that integrates multiple resources and operations capabilities in a united platform for business aviation operators. This new capability for accessing Jeppesen ITP data through Personal Assistant delivers added value by providing a quick reference platform for customers on the go.

Egypt Air will continue to benefit from SchedConnect codeshare management solution Lufthansa Systems’ product optimizes management of codeshare flights

Lufthansa Systems announced at the end of May 2018 that Egypt Air will continue to use its SchedConnect codeshare management solution for the next five years. The airline recently renewed its contract with the aviation IT provider. SchedConnect helps airlines optimize the management of codeshare flights, reduce costs and increase revenues. Egypt Air has been using the solution since 2008.

SchedConnect is currently the most technologically advanced system of its

kind. The solution ensures a high degree of automation by processing schedule data from 25 customers and their codeshare partners to calculate the optimal codeshare connections for the customers’ current schedules on a daily basis. If a minimum connecting time is violated due to a schedule change or if a partner flight is cancelled, SchedConnect assigns the marketing flight number to another suitable connecting flight operated by the partner. Changes are sent through the reservation systems to travel agents and customers as well as to the operations and passenger-related

systems of the airlines involved. In addition to SchedConnect, Egypt Air is also using the Lido/Flight 4D flight planning solution, the NetLine/Plan network planning solution and the Sirax AirFinance Platform for revenue accounting.

A dedicated web portal, data consumption trends, billing history, and specialized service management tools all guarantee fingertip access to onboard usage. In addition, a dedicated 24/7 customer support line addresses all commercial, technical, service activation and hardware troubleshooting issues, ensuring a single point of contact at all times.

FalconConnect offers a selection of all-in-one competitively priced packages designed to fit the requirements of each operator. Offerings include classic and high-speed cabin internet (voice, VOIP, e-mail, streaming, video conferencing), cockpit safety links (FANS, ACARS, ATC), standard ground communications and a wide range of value-added services designed to maximize data control and minimize costs.

The new service matches current Falcon fleet configuration requirements, including multiple networks, ground communications (3G/4G and WiFi) and Ka, Ku and L band satellite systems. It provides automatic handover between networks to ensure full high-speed data coverage at all times.

We have put customers at the forefront of this upgrade, with twice the amount of training content, developed from user feedback, and offering 24/5 chat support from our international hub centers in Malmo, San Diego and Melbourne.”

Rusada to Launch Mobile Apps for Web Manuals launches ‘digital Flight Operations and Engineering dashboard’ for aviation compliance managers Rusada showcased two new mobile applications that are being developed to integrate with their aviation maintenance and engineering suite, ENVISION® nGen. The applications, ‘Flight Log’ and ‘Engineering Portal’, were demonstrated at the Airline and Aerospace MRO and Flight Operations Conference in Amsterdam 5th and 6th June 2018.

The applications have been developed for use on Android and iOS tablet devices and are based on requirements gathered from across Rusada’s user community of airlines, rotor operators and MROs. Cameron Molyneux, Rusada’s Head of Technology said: “Throughout the development process we focused on two guiding principles; Firstly, users need access to the information they need when and where they need it. Our apps have been engineered to be used regardless of connectivity to the main nGen system.” He continued: “Secondly, maintenance information systems are only as good as the data that is input — our goal was to allow users to input accurate data with as little interruption to their day-to-day tasks as possible.”

The Engineering Portal application allows users to download work orders and related task lists onto a device which can then be taken offline for use in an environment that has limited connectivity. Parts and tools can be requested and tasks can be signed off while in offline mode before being synched with the main system when connectivity is restored and actions triggered.

Similarly, the Flight Log app can be used in offline mode on the flight deck and can be unique to either the pilot or the aircraft, depending on how the user organization defines its process. An intuitive interface allows the flight crew to capture vital flight data that is directly input into the operations information system for Flight and roster monitoring which improves the accuracy of data and eliminates duplication of effort.

Cameron concluded: “Although still in development phase, we have demonstrated the functionality of both applications to a selection of our customers and have been encouraged by the constructive feedback.”

Web Manuals International AB, is launching an online portal that gives operators an instant overview of every aspect of their digital documentation management system, from document revision status to support and training requests, providing the means to drive regulatory compliance through their organizations.

The customer portal dashboard, announced at the start of June 2018, gives an editor a graphical overview of their entire Web Manuals portfolio. This includes details on the number of users, documents and new revisions made or time spent on each page. Current customer service tickets, invoices and the Help Centre can be easily viewed, providing speedy and instant access to a range of training and support options.

Training is a huge focus for the customer portal, with options to advance to a Web Manuals Instructor or Advisor, which allows the individual to be able to train or run workshops for others in their company.

The company’s training programme, Web Manuals Academy, offers customers a range of online training with the Web Manuals team, as well as self-learning through videos and online resources, or in-person training at any of the Web Manuals offices. The customer portal enables editors to request and enroll on available training and see their team’s certification progression towards earning their ‘Web Manuals Wings’.

As well as a customer portal, Web Manuals has also launched an online store, allowing potential new customers to instantly begin a trial of Web Manuals on a self-service basis, only engaging with Web Manuals staff when ready to discuss a full implementation.

Martin Lidgard, CEO and founder of Web Manuals said: “With a focus on customer service and training, our new customer portal is ideally suited for small operators, or a department within a larger operator, yet still provides an additional touch point for our larger clients. Our aim is to make the transition to Web Manuals as seamless as possible, and with the new online store and customer portal, users can get started straight away.”

Norwegian EFB: to buy or build?

orwegian first started the EFB project around ten years ago, at a time when there were hardly any vendors that could provide the software the airline was looking for; so it was decided very early on to build our own. We have several AOCs (Air Operator Certificates) as the airline operates not only out of Norway (2 AOCs) but also in the UK, Ireland and Argentina. Having said that we decided to build our own EFB solution in cooperation with a company, FlightDeck Software in Sweden (http://www.flightdecksoftware.se/), who have more or less been Norwegian’s in-house developers from the start and they’ve been efficient, good at tailoring the software to meet Norwegian’s needs.

Before going any further, I’ll give readers a brief explanation of how the Norwegian EFB has been built (figure 1).

PROS AND CONS: IN-HOUSE VS COMMERCIAL

There are pros and cons for both sides of the decision as to whether to build your own EFB or buy a ready-made commercial solution.

Build your own software in-House

The biggest benefit of building in-house is the level of customization that can be incorporated which is not always so easy when using a commercial, off-the-shelf vendor. We also felt, at Norwegian, that building in-house gave us greater control with developing customized software that could make the interface more familiar and easy to use.

Furthermore building in-house means that the team doing the job will be of your choosing and gives the airline access to knowledgeable support, at first hand from the people who built the solution: as against a commercial vendor taking, perhaps, two or three quarters before they could deliver the software updates that the airline might want. That was very important to Norwegian. But, of course, building your own EFB isn’t all pros.

The cons of doing it in-house include that the in-house developers might lack knowledge, expertise and wider market experience to create sophisticated software capable of handling the tasks required by the airline. That said, if only basic software is required, that might not be an issue. Also, adapting to new platforms that might be encountered in the future could be difficult because technology is constantly evolving, as readers will be well aware.

integration. Furthermore, you can expect a relatively fast deployment from purchase to installation, allowing the airline to save time and get back to what is important for an airline because, again, commercial software has already been tested.

However, on the con side, commercial software can accrue high support and maintenance costs and, in order to address any technical issues, you’ll be at the mercy of a vendor who sets and can change the price of service. That could also be true of an in-house development but the waiting period for support is something that Norwegian quickly discovered when we went out and looked at vendors; and we concluded that we wouldn’t have the time to wait for any updates that we wanted as we would have been tied to the vendor’s release plans which could have ended up costing time and slowing operations.

Figure 3.1 shows how Norwegian’s EFB software layout looked in 2014.

And figure 3.2 shows how it looks in 2018. So, in four years, the main change was the logo in the center.

Well not quite because a lot of what happened took place in the background. First of all, Norwegian has

never paid excessive attention to appearance, the way it looks; for us it has been more about the functionality. There could be a lot of graphics to make things look super nice but that has never been a priority: the number one priority has been functionality (figure 4.1). That’s why, even though it appears that only the logo and a couple of bits of text have been changed, the reality is that everything in the background was revamped during that time to suit the airline’s and pilots’ needs.

Commercial software

Among the pros for commercial software is the fact that it has the benefit of being extensively tested. In comparison when you build your own tailor made EFB solution it will require you to take a more active role in the development and testing process.

Commercial software will also be in use with other customers which provides the vendor with the experience to be able to carry out a quicker, smoother

Norwegian has a very extensive EFB portal that has also been built by FlightDeck Software. It ensures a high-level of operative control under heavy growth, especially towards the authorities. The portal is developed with several needs in mind; easy retrieval of reports and data when requested or during investigations.

We gather all data in order to identify trends that might benefit the efficiency of the operation and, of course, to increase security and quality.

All access to the portal can be set and defined for each user on various levels. There are admin users, there are supervisors, there are specific users that might only need access to the QAR (Quick Access Recorder) files to ensure that the QAR files have been pushed from the EFB to the server. This is also a very easy way to show the authorities how the airline manages full control over the access to EFB data.

The same is true for pushing various files out to the EFBs which can be managed on either an AOC (Air Operator Certificate) level, on an aircraft level or on a refined aircraft level, i.e. 737NG or 737MAX or 787. It’s even possible to send program updates to the EFB, again selecting just one aircraft or all the aircraft or just a type of aircraft.

The system can also pull a lot of files from the EFB. Sometimes it’s necessary to access log files in order to troubleshoot as to why the system might not be working as it should. We can simply browse through each and every document, have it sent to a specific email or a group email to troubleshoot what might be the problem with a specific EFB or a group of EFBs. In the same way, configuration files can be sent out.

As was mentioned at the start of the article, Norwegian has up to five AOCs which means that, in theory, we have five different EFB set-ups because each authority requires different settings: for instance, one AOC might require one or two different parameters than another AOC. So we can easily send out all the configuration files to the EFBs. We can also select, quite quickly if an aircraft is moving between AOCs (say between Norway and Ireland), to send new AIRCRAFT IT Operations • JULY-AUGUST 2018 • 29

configuration files to ensure that the EFBs are configured to the correct AOCs at all times.

There are QAR files being pushed through to the EFBs: one EFB is in charge of pulling all the QAR files and sending them to the server using a small device called Web FB which can be set up with a router feature so that the EFB connects to the QAR device or to the Web FB device and fetches all the QAR data from that. It pulls it into the EFB and, through an automatic sync process, sends it to the server. Plus we can easily select each and every report in the admin portal or send it to the authorities if needed. On the server you can also download QAR files directly for specific aircraft if you wish.

We have very good control over with what or how often the EFB connects (figures 4.2 and 4.3) using color coding.

Everything in green indicates devices that have been in touch with the server in the past 24 hours. When a device on this screen changes to orange, it’s up to 72 hours and if it changes to red that indicates that it’s been more than 3 days since it has been in contact with the server, so we will see that there is a problem with connectivity and we can troubleshoot appropriately.

I’d like to give you a brief walk through of how we use the Norwegian EFB. The pilot would first have opened 3G but, as the screenshot (figure 5.1) shows at the bottom left, it’s already connected, flashing yellow and green. So, in this case it’s connected to the wireless network at the airport or the onboard wireless network.

This flight is being operated with a B737MAX and the next action for the pilot is to go into the flight plan viewer, again a direct connection with the EFB server which fetches all the flight plans that are available for the next 24 hours (figure 5.3).

There is also something called ‘Sync Files’ and Sync Doc’, programs that run automatically in the background. As long as the EFB client is connected, it will connect with the server, try to (continues on p34)

What the EFB first does is connect to the server, look for any updated files and, if there are updates, it starts pulling them down. Next, the chart software is started; Norwegian uses Jeppesen charts. The pilot goes into the system, enters his call sign and then, automatically loads his route; in this case, a rather long route from Stewart(SWF) up to Bergen(BGO) in Norway (figure 5.2).

option to read flight plans for other aircraft if needed.

The pilot goes into the flight plan, enters taxi fuel, take-off fuel (this flight needs a lot of fuel) and goes into the SIGN module where red items are mandatory actions, the yellow are optional and the green just

indicates that the item has been actioned (figure 5.4).

Now, going to the next piece of software, Tidy Cockpit, also developed in-house, there is the possibility to set various take-off mass if the aircraft is a 737NG (with the 737MAX it is set so the pilot is not able to change that). They select ‘pilot flying’ and ‘pilot monitoring’ to make sure all the reports are typed correctly, set the remaining fuel on the aircraft (in a lot of cases that is already set when they take the aircraft over) enter the required fuel, the fuel provider and fuel ticket number before setting the actual uplift. There are a lot of security measures here; so, if a wrong number is selected or entered, the system will tell the pilot, who is then able to correct it.

The fuel report is sent direct to the server and everything is available (figure 5.5).

Going, then, into Performance, the pilot sets the correct airport, selects runway conditions and temperature and then goes into the Mass & Balance section. Pretty much everything is pre-populated so the pilot just needs to enter the Pax, including how many children and infants are on-board. It’s also possible to change the catering with several catering

configurations and to move the catering back and forward in order to get correct weights. There will be bags in the hold but, as Norwegian is a low-cost operator, most passengers prefer carry-on, cabin baggage; nevertheless there will be hold bags plus some mail. The pilot calculates everything, gets their envelope and submits it all to the server. Again, the pilot needs to sign-off the load sheet using their employee ID and a set PIN code which can be altered by the crew themselves. After a few seconds there is a notification that the load sheet has been sent to the server (figure 5.6).

The next stage is the take-off data, select the runway, perform the calculation and it’s pretty much good to go (figure 5.7).

Going back to the main menu and into our flight planning software again, the final pieces of the RVSM (Reduced Vertical Separation Minimum) checks can be done. Then departure ATIS (Automatic Terminal Information Service) which turns everything green as soon as it is selected. It’s also possible, at this stage, to enter some miscellaneous information if needed.

mandatory to make sure that all notices have been read by all crew, so the Captain needs to confirm that and, again, sign with his PIN code. Finally, it’s a matter of saving and submitting to the server (figure 5.8).

Again, there is a confirmation that all data has been sent and the pilot can go back into the report software, if there were a couple of issues before take-off (no power available, no ground handler available…). The same is true for arrival and what kind of landing was performed, say Cat 3, what kind of approach, say RNP (Required Navigation Performance). It’s pretty much up to each airline as to what input they want on their report; this is specifically tailored to Norwegian’s needs Back, again on the main menu. There is also a temperature correction program that is very much

All reports are sent to the server before take-off to ensure full control if there is a problem with the load sheet or with the performance, it can be checked while the aircraft is airborne without the need to wait until it is on the ground again to connect and send the reports: everything is sent before take-off.

used nowadays, especially in Europe with all the variations in wind and snow conditions. Users can go into the system to read previous load sheets if they wish or need to; they can also send them directly to their email or to the handler’s email or get a print out through ACARS (Aircraft Communications, Addressing and Reporting System). The notepad facility is more or less an email program for quick notes that allows users to send emails within the Norwegian system or to a pre-defined group such as Catering, MOC (Maintenance Operations Center), etc. (figure 5.9).

Again the pilot needs to sign with his employee ID. There’s a pop-up saying that the email has been sent but, if it was not connected at that time, the message would simply stay on the EFB until there was connectivity when it would be automatically sent.

SUMMARY

That’s pretty much how the EFB is set up; as I said, we’ve done this ourselves from day 1 but it’s still not a cut and dried case; it’s quite hard to definitely conclude whether to buy or build. Of course, ultimately, it all depends on the airline’s needs. As I’ve said, Norwegian started out ten years ago when there was really no option to buy AIRCRAFT IT Operations • JULY-AUGUST 2018 • 32

Brightness can be adjusted through the software as well as by the buttons on the side of the EFB. Documents are handled by Vistair DocuNet (figure 5.10). Here all the AOCs are combined, something that you wouldn’t typically see in an aircraft where you would normally have only the documents for that specific AOC but whatever the pilot needs can be found here. There’s also a document browser that holds documents specific to the aircraft in question.

This is pretty much how the software works. As you see, we have an admin button on the side where users can actually exit the EFB Shell and go into Windows for maintenance reasons or rename the EFB if it needs to go on another aircraft. It’s also possible to put in information such as the SIM Card or some part numbers, the module allows that as well.

the software off the shelf. We had to start somewhere so we started building and have continued with that process ever since. The IT department at Norwegian wishes to be a part of this program but Flight Support is not sure how necessary that might be. As with the whole project, there are pros and cons from involving the IT department. There are times when we, in the

EFB Administration, would like to have IT on board for IT specific tasks that we cannot do for ourselves: so we hope in the future to get IT more involved than they are today.

If we were starting today with many EFB solutions available on the market, would we make the same decision as was made ten years ago? The answer is ‘Yes’ and ‘No’. We would probably buy the basic software from a vendor who had already developed content, features and functions that weren’t available ten years ago and would fit 60-70% of our needs; but we would still like to have the ability to tailor the solution to Norwegian’s specific needs so that would be a mixed decision.

In the end, whether to buy or build all depends on the operation, what they are looking for, what are their needs in regards to tailoring. So, rather than giving a definitive answer as to whether an airline should build or buy I’d rather leave the choice to readers with, I hope, this article giving them some idea of how Norwegian did it for ourselves.

I

n this article, we take readers into the field of aviation environmental regulations. It’s a voyage into the unknown and I’ll be sharing news about two systems for regulation, the challenges that they pose for the sector but also the long-term benefit of taking a planned approach to both systems.

ETSverification GmbH

The ETSverification GmbH is, as the name suggests, a verification body for greenhouse gas emissions delivering GHG audit and verification services to airlines, airports, shipping companies – a new addition to Europe’s strategy to combat greenhouse gas emissions – and air cargo security verifications.

This is all possible because we are an EU wide accredited Verification Body under DIN EN ISO 14065.

THE CURRENT REGULATORY LANDSCAPE

The EU-ETS (the EU’s Emissions Trading Scheme) for aviation has been in operation since 2010. Figure 1 shows how a number of other states have aligned their own emissions trading schemes with the EU ETS in the years since it commenced.

Switzerland has started to link its own GHG (greenhouse gas) regulating scheme to the EU ETS. Switzerland was formerly a safe haven, as flights into or out of Switzerland to any EU country were not included in EU ETS Intra-EU reporting scope. However, things have changed here: as of 2017, airlines and operators landing in Switzerland have had to submit a monitoring plan and in 2018 those flights will be counted, firstly to create a payload report. By 2019, we assume flights to and from any Swiss airport to any EU country will also be included in the Intra EU reporting scope and thus subject for offsetting (surrendering carbon certificates). That’s one part of the new landscape but there are others.

In 2019, Turkey is looking to set up its own GHG regulation scheme that will also include aviation plus

China and Canada, to name a few, are also looking to establish their own schemes. Those schemes emanate from the UNFCCC (UN Framework Convention on Climate Change) Climate Conference Accords, the 2015 Paris agreement COP21 (21st Conference Of the Parties) where the global framework was agreed that the world’s temperature should not increase by more than 2 degrees C. How countries can achieve this standard is by setting up their own local ETS schemes or plans, including many more than at the top of figure 1. Right now, countries around the world are trying to fulfill their commitments made from the Paris Climate Agreement. Emissions from domestic traffic have been always included in the UNFCCC (Kyoto before and Paris now), but international traffic was excluded.

Until now. The GHG reductions from international aviation will be governed by ICAO from 2019. .

in 2016 and devised CORSIA. We will now take a close look at what is involved with both schemes and how aircraft operators are impacted. As figure 1 shows, it is a patchwork of legislation with which airlines and operators will have to work.

Starting with EU ETS, let’s look at what operators and auditors have been doing since 2010. There are two deadlines to remember. The first deadline is always on March 31 each year when airlines need to submit a verified initial report; the second deadline (identified by the € in a diamond at Figure 2) is the point in time when carbon credits or certificates or allowances (they’re all the same) have to be handed in to the European authorities to offset the emissions from Intra EU flights flown in the previous calendar year. This process repeats itself every year. As already mentioned, Switzerland is linking its emission

trading scheme with the EU, so at the moment, operators have to submit a monitoring plan to the Switzerland Competent Authority to say how they are doing things, how they are monitoring TonneKilometres; then, in 2019, they’ll have to submit a Tonne-Kilometre (TKm) report for 2018. The intricacy of a Tonne-Kilometre report as opposed to an annual emissions report is that the TKm report is actually the airline’s application to receive free allowances or free carbon credits Free allowances, an additional lever with which Europe tries to regulate and decrease the amount of emissions that are created by every year reducing the amount of free emissions given to aircraft operators.

From 2019, aircraft operators impacted by EU ETS will have to submit an annual emissions report that includes flights from and into Switzerland, previously excluded so there will need to be an aviation emissions monitoring system update to take account of that change. That will continue until 2021, at least.

CORSIA

But now there is a second regulation scheme, the global one - CORSIA. The CORSIA regulations start in 2019 with a Benchmark: the 2018 RTK (Revenue Tonne-Kilometre) report that ICAO will receive from the states who, in turn, will receive the data from the aircraft operators and that will determine whether a state that is a member of the United Nations will be included in or excluded from CORSIA. The inclusion/ exclusion dilemma refers only to the offsetting part of CORSIA. All ICAO Member States must monitor emissions from international air traffic and send emissions report to ICAO Secretariat. The routes to/ from States that represent below 0.5 per cent of the overall reported RTK worldwide or with no aviation activity will be excluded from offsetting. Then, the two years 2019 and 2020 will be the Baseline years.

Basically ICAO’s idea of CORSIA is that they want to limit greenhouse gas emissions from aviation activities to the levels of 2020, hence the need for a AIRCRAFT IT Operations • JULY-AUGUST 2018 • 36

benchmark averaged over the two years. Of course, air traffic and the world economy will grow beyond that but ICAO takes the view that there cannot be any more emissions than the level of their benchmark (Carbon neutral Growth 2020). From that, CORSIA will start with a pilot year in 2021.

And there is one more thing that will impact the regulations: Brexit which will fall before the deadlines for the 2018 reporting year. The British Government is undertaking a consultation, in which I am participating, to minimize the impact of Brexit in this area, i.e. the treatment of UK-based airlines under the regulations.

EU-ETS VS CORSIA IN DETAIL

EU-ETS has been working since 2010 applying to any airline that flies to, from or within European Economic Area (EEA) or is regulated by an EU

member state. For these airlines, their emissions credits and payments for emissions are regulated by the EU but it deals with intra-EEA flights only.

Airlines have to monitor the emissions and calculate the fuel burn times 3.15 to arrive at the carbon dioxide that has been emitted for entry into a report to present to the auditor as the annual emissions report. Those annual emissions for the year, say 2017, depicted in the brown bar (figure 3.1) with yellow font are the actual emissions that need to be offset.

Looking now at CORSIA (figure 4) it is a Global Market Based Mechanism for the aviation industry aiming at carbon neutral growth from 2020 so that any other growth in the sector, say air traffic volumes, will have to be combatted or offset through the mechanism. The mechanism is a basket of measures with the aim to encourage aircraft technology innovation, use of sustainable aviation fuels, etc. but also the process of offsetting by the use of carbon credits.

Some of these offsets will be covered by the airline’s free allocation. The total emissions will either be more than or less than the free quota and, since it’s a ‘cap and trade’ system, the airline can either buy carbon certificates or credits in the market or can sell them if they have undershot their emissions target. The idea is to encourage airlines to optimize their fleets and operations, consider alternatives such as bio-fuels… in other words, the scheme aims to spur innovation.

There is one caveat: yes the regulation covers intra-EU flights but also intercontinental or extra EEA (European Economic Area) flights have to be taken into account (figure 3.2) because…

… if only intra-EU flights were covered, that would mean all intra-EU flights would have to be paid for and intercontinental flights would not need to report or pay. Most operators have a mixed bag of both types of flight but only need to offset for the intra-EU portion of those flights. Still, intercontinental flights are important because in order to determine whether an airline is impacted by ETS, the full scope, all flights including the intercontinental ones are taken into account.

What will happen to ETS in the future? The EU Regulatory Proposal says it will: • Continue aviation ETS with annual reporting and surrendering but limit the derogation for extra-EEA flights until the end of 2020 after which the EU will closely participate in the ICAO procedures to assess how it is developing and…

• Review the relevant developments in implementing CORSIA / GMBM (Global Market-Based Measure) and present legislative proposals to amend, delete, extend the derogations, consistent with EU climate targets by 1 March 2020, after which, I suspect, the systems will merge; • The EU will not extend the ETS derogation for any country that does not participate in the GMBM. 2018 will be the benchmark year for a state to either be included or not in the offsetting scheme which applies world-wide, not only in Europe. All states have to implement emissions MRV systems and regularly report emissions to ICAO. The years 2019 and 2020 will be baseline years to determine the overall aviation emissions on which the scheme will be based. 2021 to 2023 will be the pilot phase involving selected UN states and will be voluntary.

2024 to 2026 will also be voluntary and applicable to UN states that have volunteered to participate and then, from 2027 to 2035, the scheme will be mandatory for all states except those below the 0.5 per cent of the overall reported RTK worldwide or with no aviation activity (see above).

CORSIA route coverage is simple; if the airline’s home state and the state to which it is flying is included, the route both ways is included and the airline will need to monitor, report and offset the emissions it produces (figure 5.1). If the home state is included but the state to which the airline is flying is not or if both states are not included, the route is exempt. It’s similar to ETS inasmuch as 1 tonne of fuel burn is calculated to produce 3.16 tonnes of CO2 emissions (EU-ETS calculates 3.15 tonnes of CO2 emissions for every 1 tonne of fuel burned).

Looking at coverage from a different angle (figure 5.2), it can be seen that only if both states are included will flights between them need to be reported. But that will generate problems because intra-state flights, domestic routes, are included in ETS but not in CORSIA. How offset will be calculated in CORSIA will be different from ETS. It will start with the aircraft operator monitoring emissions and sending a verified emissions report to their State Authority every year.

States will consolidate the emissions data for all aeroplane operators under its jurisdiction before reporting it to ICAO who, in turn, calculates a Growth Factor which is communicated back to the airline. The airline takes the reported emissions and multiplies it by

ICAO scheme, I foresee that ETS and CORSIA will co-exist for some time. The common denominator is that all those data will have to be audited and, for all of those audits, MRV will be needed. MRV is Monitoring, Reporting and Verification, the common audit process that, once you stay on top of it, will not be that difficult (figure 6).

the Growth Factor and those are the emissions that have to be offset, called the individual airline offset requirement. That Growth Factor is taken from the two baseline years, 2019 and 2020, and this is what ICAO will communicate to the individual operator.

How airlines can actually offset differs from ETS which creates carbon credits that it sells to airlines – a good revenue stream. ICAO takes a different approach.

The aircraft operator is made aware of the quantity of emissions that have to be offset and will have to buy emission units, Certified Emissions Reductions (CERs), which are tradeable. The current price for CERs is lower than the EU emission allowance. Each emission unit is designed to offset 1 tonne of carbon dioxide.

The airline buys them, reports the purchase to ICAO and their obligation is covered.

An emission unit comes from a project that takes carbon dioxide out of the air such as planting a forest, or projects that reduce CO2 emissions (renewables, clean tech, electric transportation) where it is possible to measure the carbon dioxide that will be taken out of the air as the forest grows. Such projects yield certified emission reductions which can then be bought.

The MRV process explained in brief is that the airline has a monitoring plan in which they tell their authority, state or EU competent authority, how they are recording and measuring emissions. Then the airline goes through the year and records emissions which are delivered to an auditor who will provide the verification and produce an attestation and audit certificate which emission report is then all provided to the airline’s regulator – ICAO for CORSIA or the EU for ETS. At the very end the airline will surrender carbon credits (EU ETS) or offset the share of reported emissions (ICAO CORSIA).

What auditors will look at in an airline can be seen in figure 7.

The audit takes account of load sheets, fuel invoices, passengers… The green bar in the middle is the important one because it is where the MRV process starts and what any tool used by an auditor and/or employed by an airline will need to have

access to or derive data from. In MRV, there are tools employed at an airline, tools employed at the competent authority under, say, ETS, and then there are tools that record the offsetting, the surrendered carbon credits to cover any extra emissions that have been produced.

information will be forwarded to the third party verifier; then the information is sent to either EU-ETS competent authority (for EU ETS) and to the regulating state who will report it to ICAO (for CORSIA), who will communicate back to the aircraft operator the Growth Factor for offsetting. The silver lining is MRV; the Monitoring, Reporting and Verification process will be similar (and the flight, aerodrome and fuel data as well) in both GHG systems. So I foresee for airlines, in the middle, this will be a tool that can communicate to all parties, EU and ICAO. My advice to readers is simple…

WHAT YOU SHOULD TAKE FROM ALL OF THIS — THE SILVER LINING

Let’s take a closer look at the future process where airlines have to cater to the 2 parallel main GHG regulating schemes, that being EU ETS and CORSIA which will coexist from 2020 onwards (for how long, is unclear at this point in time), starting with the data collection process (figure 8) under ETS and under CORSIA. This is, if you like, the silver lining; inasmuch as, although there are two systems, the basic processes to support reporting and compliance for both systems will be the same: • Monitoring; • Reporting; • Verification; and • Administration.

So two systems will not, in this case, mean twice the work. The aircraft operator will perform its monitoring and reporting duties and compiling its flight and emissions data. This standardized

Stay on top of the process

Speak to your Civil Aviation Authority about CORSIA requirements, especially UK regulated airlines because, at the time of writing, the UK EU relationship it this area had not been settled. Also, learn about what ICAO is designing with regards to monitoring and reporting.

Urge your CAA to implement future Annex 16 Volume IV on time so it can send consolidate emissions reports for 2019 and 2020. The lack of emissions data may impact the 2019-2020 baseline making it lower than it is. This gap may result in higher offset requirements, thus increasing airline compliance costs.

Involve your verifier

Work closely with your auditor because deadlines will shift, in the case of UK operators because of Brexit. Schedule your ETS verification and discuss upcoming CORSIA verifications — monitoring and reporting requirements.

Be smart about tools

Implement MRV software that can support multiple regulatory emission schemes.

I could say good luck with these two major schemes but, in fact, if you plan ahead, get the right tools in place, cover all the steps and meet the timing requirements, you won’t need good luck and the whole process will become routine.

A

s the aviation industry looks to the future, fuel efficiency and emission reduction will play a dominant role in meeting the business challenges presented by global financial uncertainty. Ukraine International Airlines (UIA) has been flying for more than 25 years and, for the past ten of those years, has been applying and improving fuel saving procedures. The fleet includes Boeing types (737, 767 and 777) and Embraer 190; and, for the purposes of this article, we’ll focus on a fuel efficiency program as implemented with the Embraer fleet. But first, we’ll briefly look at those ten years of fuel saving initiatives.

HISTORY OF FUEL EFFICIENCY PROCESSES AT UIA

Our first step ten years ago was to analyze IATA manuals for some recommended good practices and to look at the manufacturers’ recommendations on the subject. We also looked at what other operators were doing for fuel management and, using the knowledge we had gained, created some fuel saving practices of our own. We supported it all with home-made programs to analyze the statistics from journey logs, tech logs, etc. The results that were generated have been rough and uncertain but even those results were better than nothing and, in the early years, we learned a lot of useful lessons that have helped us leverage the best results from the fuel management solution we use now.

We learned that a successful fuel efficiency program is only effective when all related staff (Maintenance, Flight Crews, Flight Operations Engineering, IT department and Management) work together and are fully aware that even small tasks and actions might have a significant impact on fuel savings.

Indeed, fuel saving is the sum of small contributions that seem insignificant when considered in isolation, but are effective when integrated over the years.

Based on those first steps, we decided to implement fuel efficiency procedures in Operation Manuals OM-A and OM-B, as the main purpose is to

At the same time, we also worked to optimize the OCC (Operations Control Center) and HUB center to choose alternative airports.

Furthermore we created fuel efficiency operation manuals for each UIA fleet type at the time (B767; B737; E190), implemented fuel efficiency practices into SOP (Standard Operating Procedures) and started creating the fuel efficiency airport briefings.

Figure 1 illustrates some of the fuel efficiency practices that were reflected in the OM (Operating Manual) and SOPs (Standard Operating Procedures).

Faced with the reality that we were unable to fully track, control and, therefore, manage the process of fuel efficiency, in 2014 we started to search for a fuel efficiency solution provider and, after a selection process based on the analysis of functional capabilities and their applicability for UIA, in 2015 a decision was made in favor of the SkyBreathe system from OpenAirlines. Almost the first thing we did with the new system was used it to check our beliefs about the efficacy of our then current fuel efficiency programs (figure 2).

Taking all of the procedures we had introduced, we knew that 100% of them had been added into the Operating Manuals OM-A and OM-B and we thought that about 80% of the time they were being followed by our pilots. The first proper analysis carried out using SkyBreathe revealed a quite different picture; that the fuel efficiency procedures were only being

applied about 44% of the time. We also learned for the first time what proportion of any savings we were making could be attributed to different initiatives (figure 3).

Today, many departments are involved in fuel efficiency using SkyBreathe to improve their quality as part of their roles in the fuel efficiency program in Ukraine International.

A FUEL EFFICIENCY FLIGHT

But the best way to illustrate UIA’s fuel efficiency is to talk about one fleet and we’re going to use the example of Ukraine International Airlines’ small fleet of Embraer 190 aircraft through explaining a fuel efficiency demo flight.

Usually, an increase of 50 NM on the distance will increase trip fuel used by 10kg, and the usual extra fuel taken by Embraer pilots is 360 kg, which increases trip fuel by 22kg per flight.

One usual practice is to compare GPU (Ground Power Unit) with APU (Auxiliary Power Unit). So, we created an airport briefing in which we considered the cost of using a GPU within handling packages; how long can a GPU be used for free time and what would be the extra charges beyond that free time. So the pilot/captain knows definitely where and for how long he can use GPU and when to start using APU. In some places GPU is not available and so APU has to be run.

But even running the APU, it is possible to save fuel, especially during the summer when the outside air temperature (OAT) is warmer.

Ukraine International has created fuel efficiency manuals for each type of aircraft in the fleet and figure 4 is an extract from the Embraer 190 Fuel efficiency manual.

Every flight starts with a briefing, the most important part of fuel efficiency because it concerns how much fuel the pilot decides to carry. As soon as the temperature is between 19-25oC, the cabin passenger compartment is comfortable and so the pilot is recommended to switch off the APU bleed; a very simple action but it was calculated, using the SkyBreathe system, that for a fleet of five aircraft just during warm days in the summer, this will deliver a saving of 196,500kg of fuel in the year.

Fuel management during taxi

An efficient taxi uses one engine only but it might not be that simple. UIA has kept a record of risk assessment for one engine taxi out. With the Embraer, it is necessary to increase power of the one engine at the start of the taxi, when taxiing uphill, on rough surfaces or on a curved taxi route. There is also more work for the flight deck during one-engine taxiing plus it’s necessary to take account of head down procedures and airport taxi hot spots.

Fuel management at take-off

After taxi, at take-off or rather preparing for take-off, there is an immediate decision to make. Maximum take-off power saves fuel while reduced take-off power saves engines. UIA has calculated that it is better to save engines and so the usual take-off mode is with reduced power. The way it works is that, considering fuel economic aspects, reduced take-off will burn slightly more fuel once less thrust is used. It means that lower rates of climb are provided until reaching the second segment so more time is spent at higher fuel flows. Another consideration at take-off is flaps selection. For the time being, UIA Embraer pilots use Flaps 1 for take-off whenever possible. But, during the initial training, pilots used to take-off with Flaps 2 and it

took nearly six months to change pilots’ minds that it is better and safe to fly with Flaps 1. Now, almost everyone takes-off using Flaps 1, saving 10kg to 20kg or more of fuel on each take-off, depending on field length, temperature and elevation.

Fuel management in flight

Our first consideration is the reduced acceleration altitude. For the Embraer 190, the reduced acceleration altitude is 400ft, when Noise Abatement Department Procedure (NADP) is not required. Based on a calculation using SkyBreathe, UIA set all reduced acceleration altitudes from 1000ft. to 400ft. which small change alone saved between 10kg to 13kg per flight.

In figure 5 you’ll see some of the results for the UIA Embraer fleet from using less Flaps in take-off in the past year.

Just from the five Embraer 190s there was a fuel saving of 3,005kg per month which totaled up to 36,060kg per year. Looking at the results for the whole fleet, UIA reckons a monthly saving of 28,800kg of fuel which amounts to 345,960kg of fuel in a year simply from using less flaps at take-off.

Looking at short to medium range flights, the next stage of the flight, the climb phase can represent 20% to 40% of the trip time with fuel flow at 40% greater than in cruise. When we considered this and calculated the profits from the climb schedule, we reviewed the fuel from the take-off to the top of the descent. There is an option available; whether to use Climb 1 or Climb 2 is an operator’s decision whether to save on engine wear or to save fuel. For instance, with UIA’s Embraer 190s, using Climb 1 delivered fuel saving of between 0.5% and 1.5% (depending on total route distance) but, using more power reduces the engine time-on-wing by 5%. So, after some discussions with General Electric, the engine maker, UIA took the decision to use Climb 2, moving to the lowest safe power setting as soon as practicable.

In another case, UIA is looking to implement Continuous Climb Operation (CCO) next year. From all of this, UIA has developed a climb schedule (figure 6)

Descent

UIA now calculates the most applicable method of descent taking into account the aircraft weight, the wind and other factors and uses continuous descent approach (CDA). Also, to minimize fuel consumption, idle thrust is recommended during descent because descent methods that require thrust application will increase fuel burn. Using the SkyBreathe solution, UIA has generated a number of clear results.

Looking at LRC (Long Range Cruise) UIA decided to manage for an optimum flight level using the FMS (Fuel Management System) option based on actual ambient conditions encountered. Using the system, it was made clear that the pilot setting the exact correct speed was a contributor to fuel consumption inasmuch as even if he set the speed just Mach 0.01 faster than planned, that would burn an additional 14kg of fuel per flight. Going to step climb, as reflected in the OFP (Operational Flight Plan), when the optimum flight level is not selected by flying, say, 2000ft below the optimum altitude, can increase the average fuel used by 37kg per flight.

In figure 7 the red area is where fuel saving steps UIA were not applied in CDA and the green area identifies where fuel saving steps were applied. In this element alone, the average saving managed on the Embraer fleet during continuous descent approaches is 20kg per flight.

Less flaps approach

Some pilots prefer to land with full flaps so we asked them why that was. Their response was they were simply more comfortable to land with full flaps. The airline suggested that, if the runway is not restricted, if there no requirement to make a full flaps landing, the pilots could try landing with flaps 5. They did so and we now know that using flaps 5 instead of flaps full saves 10kg per approach.

An extract from the fuel efficiency manual says ‘you should keep a clean configuration for as long as possible’; if flaps are extended and the gear is lowered too early, fuel consumption will increase by 150%. UIA wants its pilots to be aware of that.

The approach

Looking at the approach, and assuming good weather, pilots are encouraged to make a visual approach. UIA has analyzed 7,000 approaches and they are typically IMC (Instrument Meteorological Conditions) approaches with an average fuel consumption of 150kg. However, when the pilots are cleared for a visual approach under Visual Meteorological Conditions (VMC), there is a fuel saving with an average fuel consumption of 122kg; a saving of 28kg for a visual approach. Across the whole group of 7,000 approaches analyzed, UIA was able to save 10,100kg using this method.

Reverse thrust

As the aircraft touches down, the captain has to decide whether or not to use reverse thrust. Of course, if the runway is limited, they’ll have to use it but if there is enough runway and it isn’t necessary to use full reverse thrust then UIA prefers pilots to use idle reverse thrust.

Before we were using MyFuelCoach, as can be seen in February 2017, less than 20% of UIA pilots were using one engine taxi in whereas, using the application, by October 2017, that had risen to nearly 80%. Using the app, a pilot can analyze his own performance and this example shows the results that UIA’s pilots have achieved for the airline.

Another way in which fuel can be saved during taxi is with late APU start up. The common procedure here is land, flaps up, taxi, start APU. What we have done at UIA is implement a practice of taxi, lights off then start the APU which will be running by the time the main engine is switched off. This practice was about to be implemented at the time of writing and was expected to save up to 8kg of fuel per flight.

In 2014, the airline made revision 9 with Operation Manual A (OM-A) when the UIA Fuel Efficiency concept was designed. The next step was to design the fuel efficiency manual for each type of aircraft in the fleet, taking account of the characteristics of

WHAT NAVAERO DELIVERS In this first of our new features, Simone Giordano tells us about the technology that navAero delivers to Airlines and pilots

Aircraft IT: What is your role at NavAero and title within Global Eagle?

Simone Giordano: President navAero and Vice President Airplane Systems and Solutions, Global Eagle.

Aircraft IT: What does the navAero business do?

SG: navAero works closely with airlines to ensure aircraft benefits are realized.

We develop, produce and certify aircraft cockpit interfaces, and this specifically means Electronic Flight Bags (EFBs), Aircraft Interface Devices (AIDs) and ancillary avionics equipment. We are part of the larger Global Eagle business that provides connectivityenabled movies, music, games and content for airlines, maritime and land locations.

Aircraft IT: What are the airline benefits for using navAero services?

SG: We pride ourselves in helping airlines reduce aircraft operating costs, including saving fuel and weight, improving safety and situational awareness, reducing crew workload and airline maintenance costs. In total, our connectivity enables seamless

aircraft data transition, and big data retrieval, analysis and transfer. We collaborate with each airline to ensure they know the maximum possible benefits available.

Aircraft IT: Help us here — how does an Aircraft Interface Device work in layman’s terms?

SG: Essentially, it is a black box connected to all types of existing aircraft avionics systems, capable of sensing and retrieving data generated by avionics systems, and sending it to the crew for real-time operational benefit. It’s a secure bridge between traditional avionics and COTS (commercial off-theshelf) EFBs. Aircraft IT: Which airlines are using AIDs and EFBs? SG: All airlines in the world are using EFBs at some level – some more, some less. They are integrated with avionics systems, but, for some time, COTS EFBs have been in the cockpit of many aircraft flying today. Every minute in the air costs an airline money so ensuring pilots have the most up to date information for safe and secure routings and decision making is a priority for every carrier. We work with several dozen airlines to achieve this.

Aircraft IT: How have AIDs helped airlines evolve?

SG: EFBs need to be certified to be installed on an airplane, and we have all the certifications for this.

It’s actually a simple system. The paradigm change occurred when there was integration with avionics: that opened the door to a unlimited number of possibilities. Today crew can retrieve aircraft health data in real time, and this is more efficient via EFBs or traditional avionics. Bringing real-time weather updates or augmenting situational awareness by using moving maps has changed how pilots fly.

Aircraft IT: How secure is that data?

SG: The traditional AID linkage is wired, thus preventing intrusion. Added layers of security now exist, such as firewalling, segregation and separation of aircraft data domains.

Today, despite some reports, there is no way for unauthorized users to access aircraft data and affect aircraft flight security.

AIRCRAFT IT Operations: THE TECHNOLOGY

Aircraft IT: Give us an example of how this data makes an airline flight more efficient.

SG: It depends on the definition of efficiency. Looking at cost, for example, analyzing aircraft performance data in real time can give the pilot a better flight profile, optimizing fuel consumption and reducing cost on every flight.

Efficiencies also can be gained in how data is used to improve flight safety.

Accessing real time weather data is key to avoiding severe weather conditions — and this is both an efficiency and flight safety issue.

Traditional avionics instruments may not be able to detect some of these circumstances or detect them early enough. We also can look in very simple terms at pilot workload efficiency through all phases of flight, not to mention the hassle of transporting 40kg of flight charts and other paper in their flight bags.

Aircraft IT: How quickly can an AID be installed?

SG: It depends on the level of integration (i.e. the number of avionics

buses you connect to) and type of aircraft. Despite what some may think, different aircraft have different layouts and therefore can be more or less complicated when it comes to installing and connecting to equipment. Typically, it ranges from 50 to 100 man hours.
