Co-PLAN is a non-profit organization that has contributed to sustainable development by enabling good urban and regional governance, tackling key environmental issues, developing civil society, impacting policies, and promoting community participation knowledge-making since 1995. At the core of Co-PLAN’s activity is the work with people and institutions, to foster tangible social transformation and positive change on the ground by inducing change-driving knowledge in our society for smart management of our habitat. Co-PLAN fulfils this mission through means of pilot activities and advisory services financed by national and international institutions and direct involvement with communities, local government units and other nongovernmental organizations in the field of urban and regional management, environmental management, and municipal finance. Co-PLAN is currently working in the field of regional development, and in this framework it announces a vacancy for the position of “Public Relations and Communication Expert”, with details as follows:

Main Duties and Responsibilities The Expert will work under the direction of the Technical Assistance Team and will be in particular responsible for the following activities: - Implementing of the communication and visibility plan of the project, consisting of several components, i.e. visual visibility, virtual visibility, meetings, and conferences and workshops. - Furthermore the expert will be responsible in particular to the following activities: - Preparation and establishing communication and visibility strategy for the project and implementation - Supporting development of regional development policy communication and information tools and instruments of the Ministry responsible for regional development - Supporting information and communication measures for project appraisal processes/call for proposals/ competitive grants - Establish and maintain website containing all relevant information on events and documents produced in the context of the Project and, linked to the Ministry website; - Production of periodical newsletter several times during the duration of the project that will be issued by the Ministry and distributed electronically and as limited print version; - Preparation of news bulletins and press releases regarding relevant topics of regional policy development in Albania, distributed through Ministry’s press officer;


- Supporting the organisation of meeting organise meetings with all beneficiaries and relevant other stakeholders throughout the lifetime of the project; - Supporting the organisation and execution of Conferences, workshops and training sessions. Qualifications and Skills - Master Degree Academic level, (where a university degree has been awarded on completion of four years study in a university or equivalent institution) in communication/public relation, political sciences - or public administration or equivalent relevant general professional experience of 3 years above the general professional experience stated below.; (absolutely required) - Working knowledge of English (absolutely required) - Working knowledge of Albanian (absolutely required) - Excellent analytical, presentation and communication skills - General professional experience: - A minimum of 5 years of professional experience in working with institutions in development assistance and public sector planning, marketing and communication; - At least 3 years working experience in public relations and/or implementing communication strategies. - At least 1 year of relevant experience in the area of public relations and/or implementing communication strategies in a public administration. Specific professional experience: - Experience in communication strategy development and implementation; - Training experience in public relations. Application procedure
