● The primary challenge is flooding, threatening the life quality, safety, social and economic development of people in Sirajganj.
● Two key areas affected by flooding - housing and infrastructure.
● Our strategy will help Sirajganj address flooding, while improving housing conditions and infrastructure.
In order to achieve the following SDGs
Our strategy will focus on…
Sirajganj Embankment Reformation Project
: a 3-year project
Year 1: Study theArea &Assess
2 main focus points
- Measure the difference of elevation between flood & embankment, especially during flood season
- Measure the quality of existing embankment –How long can it sustain?
* This requires local experts in construction & geography
Year 2: Begin Stage-by-Stage
Implementation + sponge area
Year 3: Finalization of Embankment
Noting that Sirajganj has initiated development of an embankment system
Mid-term strategy (2025-2035)
Long-term strategy
(after 2035)
Financing: Create a Community Housing Development Fund that collects money from federal housing initiatives, and fees from new industrial development.
Actors Involved:
The municipality oversees the Community Housing Development Fund, dispensing funds to individuals, community organizations, and NGOs under the terms of the strategy.
Inclusivity:
The conditions of funding from the Community Housing Development Fund prioritize land ownership for women, and physical upgrades that improve accessibility and safety. Incorporate zoning restrictions in neighbourhoods for the creation of block-wise housing facilities for women only (e.g: single women, single mothers, female students led by female administration).
Relevant
SDGs:
(to be implemented in embankment and slum upgrading projects)
● To enforce flood-resistant infrastructure, roads will be built using an RCC (reinforcement cement concrete) foundation. The materials used will be of concrete and bitumen, as they are very resistant to water.
● Roads will include a cycle path specifically for bicycles and rickshaw transportation.
● Pedestrian pathways will be constructed using concrete interlock blocks.

• Area: 95635 m2
- Extremely poor settlement
- Moderately poor settlement
• Households: about 200 households
- Most of the households are 4 people, but there are various sizes.
“This area requires a special living model that pursues inclusiveness and welfare because there are various households among the areas with poor living conditions.”
Mohesh Kangla Govt. Primary School• The residents can choose their house types depends on their household size and lifestyle.
• Residents form communities around the courtyard.
• The courtyard can be used in various ways, such as playgrounds and kitchen gardens, depending on their interests.
•
To ensure inclusivity, community-building is crucial. We suggest creating an main open public green space where everyone is able to interact and socialise.
• The green park will include various amenities for people to use, such as water wells for clean water usage, benches and a playground behind the Mohesh Kangla Govt. Primary School
• Other amenities such as retail shops will also be present
1. Embankment System + Housing and Infrastructure Upgrading = a Flood Resilient Sirajganj City
2. If the strategy succeeds at the city level by 2035, it will be expanded to the municipal level
3. Inclusive participatory processes are essential to the implementation of the recommended strategies
