issue but the president that makes the choice. Obama's two picks, Elena Kagan and Sonia Sotomayor, have been justices are moderates that are fully protective of civil rights, civil liberties, and economic fairness. It's a matter of politics, ideology, race and gender that have long trumped qualifications. The first two names out the box that have been near universally mentioned to replace Scalia are textbook examples of that. Sri Srinivasan, an Indian American, and Paul J. Watford, an African-American, have legal qualifications that are beyond impeccable. Both have been confirmed for federal judgeships with almost no dissent from the GOP senators. But it's one thing confirming them for a judgeship among legions of appellate judges and quite another nominating one of them for one of only nine spots on the Supreme Court. Obama's two prior picks caused no ideological titanic shift on the court. This one will.

It has less to do with the hard-line conservatism of Scalia than the nearly encased ideological decision making that has roiled the court the last three decades. It has gotten even worse during the Obama years.

In the first five years under the chief justice watch of conservative John Roberts the court issued conservative decisions in nearly 60 percent of the cases. In the term that ended the year after Obama took office in 2009, the percentage of conservative decisions shot up to 65 percent.

This was the largest number of overt conservative political decisions in over a half century.

When Roberts had the temerity to cast the swing vote to uphold the Affordable Care Act conservatives read him the riot act. This was a stern warning that justices are expected to tow a rigid, conservative line on the court. And any deviation from that would not be tolerated. This was just a warm up drill in the court's war on Obama. The heavy duty stuff is already on the docket this term the court majority's rulings in the big ticket issues of voting rights, affirmative action, corporate and property rights,

and union and environmental protections, and abortion. The court has ruled against him in more than 60 percent of similar cases. In more than a dozen cases in the last two years the vote against him was 5 to 4.

It's much more, though, than a case of the justices voting their party labels.

In decades past, many Democratic and Republican-appointed justices have scrapped party loyalties and based their legal decisions solely on the merit of the law, constitutional principles and the public good. Thomas and the other four are judicial horses of a different color. The tip-off that they'd likely vote their ideology rather than the law came from George W. Bush. On the presidential campaign trail in 2000, Bush was asked if elected what kind of judge he'd look for and nominate. He didn't hesitate. He pledged to appoint "strict constructionists" to the court and specifically named Thomas, Scalia and William Rehnquist as the judges that perfectly fit that description. By then the three had already carved out a hard line niche as three of the most reflexive, knee-jerk, reactionary jurists to grace the court in decades. Their votes to torpedo, water down, eviscerate or erode rights on all issues from abortion to civil rights were so predictable they could have been mailed in.

This go around GOP senators could play for time and try to wait Obama out by stalling confirmation of his nominee in the year left he has in his term. The hope is that a Republican will bag the White House in 2016 and pick one of their own ideologically suited justices. Cruz was the first in the door to vow to do just that. It would be a naked hard-edged play of political football with a Supreme Court justice nominee. That's the way it's been for the past three decades, so it would be in keeping with what politics and ideology has turned the court into. This is all the more reason for Obama to fight harder than ever for his nominee. The two men of color that he's tapped once for judgeships are certainly picks that are more than worth waging that battle for the biggest legal prize of all.

I have a question that no one has been able to definitively answer for me. My question for you Dr. Jones is why is Black History traditionally held in the month of February? Someone told me that they gave us February because it is the shortest month of the year.

A. Wright must relate that I once heard a comedian say during one of his comedy routine, “White folk we are hip to your game, giving us February for Black History Month, the shortest month of the year.

I’m hip to your game.” Although the attentive audience laughed uproariously at the joke, I could only shake my head at the reality that very few people, regardless of race actually understand why Carter G. Woodson chose the month of February to begin Black History Month; it was actually a very strategic decision made to increase the chances that a celebration of Black History would not be a fleeting occurrence.

Carter G. Woodson, the individual who wrote the classic history manuscript, The Mis-Education of the Negro (if you have never read it, you should) displayed the value that he associated with a Black History Week/Month when told an audience that “We are going back to that beautiful history and it is going to inspire us to greater achievements.”

Woodson was no dummy; he realized that with the well-substantiated hatred routinely directed at African-Americans and erroneously held beliefs that their contributions to this nation were next to none getting the nation to adopt a celebration of Black History would be a difficult task. It was with this in mind that Carter G. Woodson chose to place Black History Week within the month of February.

February is the birth month of both Abraham Lincoln (February 12th) and Frederick Douglass (14th) two of the central figures in the African-American narrative.

Lincoln is of course remembered as ‘the Great Emancipator’ and Frederick Douglass is undoubtedly the most notable Black Abolitionist this nation has ever known.

Particularly important to why February was selected by Woodson is the fact that the nation already had celebrations in place that honored the fallen President’s birthday and African-Americans already had an existing tradition of celebrating Douglass as well.

Carter G. Woodson was well aware of the pre-existing celebrations and made the wise chose of building ‘Negro History Week’ around the aforementioned traditions that were already in existence. Put simply, Woodson had made the brilliant decision to prod Americans in the direction of embracing an extension of pre-existing celebrations that in one way or another celebrated ‘Negro History’ without attempting to forge a new tradition.

“BAD CREDIT AND A BIG GOD…” Before I Lay it Down...

his Spiveytorial is not for people with credit scores in the 700s and 800s; therefore, you don’t have to waste your time reading it. I must say, however, that I’m truly impressed at how you’ve managed to stay friendly with those three bastards named “Experian”, “Trans Union”, and “Equifax” while the rest of us are continually cussing them out. You can buy whatever you want on credit with low interest rates as well as low payments. Credit card companies beg for your service and pamper you with the gold and platinum variety. You get things that ordinary people with poor credit pray for and you can get it anytime you like. That’s a good thing.

You make up about 30 percent of the population who has credit like this. The rest of us have credit that is “toe (tore) up, from the flo (floor) up”.

We can only dream of owning a new car, new home, or even something as simple as a new cell phone. We have slow credit, bad credit, and extra bad credit. When we submit applications for credit, those damn people doing the credit checks (whose credit is worst than ours) just look at our applications and throw that ISH away. They don’t even have the common courtesy of calling us back. Our pretty asses will be waiting (and praying) that they’d feel sorry for us and give us a Master Card or Visa. . But, no-siree-bob! The next thing you know, we’re receiving denial letters in the mail. Trust me, I’ve been there before and it wasn’t that long ago.

But, there’s something that I want to share with you that might not really make sense. I’m gonna be transparent because I know it’ll help somebody, so here goes…

I live in a pretty nice neighborhood and I drive decent looking automobiles. My wife and I have a house full of furniture and a few TVs. I don’t want to embarrass Julle, because her

credit is a little bit better than mine, but even she will attest that how we got some of the stuff we have is mindboggling. No, we didn’t do anything illegal and we still manage to pay a bill late one or two times. But, when we look around and see how we got what we have with credit scores below 600, it just doesn’t add up. When my credit was above 600 (that one time), I STILL was denied credit. I was paying my bills on time and I couldn’t understand why I wasn’t getting the things I desired, then one day I just prayed and asked God for some nice (new) stuff. It didn’t have to be expensive, just nice. I didn’t want any more “used” cars. They always seemed to break down. I wanted something “new and dependable”. I wanted it for my wife. The more I applied for stuff, the lower my credit score got.

After a while, I just gave up.

That is when God showed up.

With credit scores dipping into the low 500s, God revealed to us why He is God. It had to be Him because simple logic tells us that people with bad credit shouldn’t be driving around in fifty thousand dollar cars and living in $200K dollar homes in middle class neighborhoods. But, some of us do.

It wasn’t because of anything we did well; it was because God was/is good.

He has a way of blessing you with things you don’t deserve. Can I get a witness?

Many of you can relate to what I’m saying because I’m just like you. That’s why African-American News&Issues is the “People’s Paper”.

We’re made up of ordinary folk with everyday problems like everybody else. That’s what keeps us so humble; so grounded; so real. We don’t forget where we come from nor do we forget where our “Help” comes from. We have gentle reminders…

It is necessary that young people learn how to manage their money and keep a good credit rating. Many variables play into that. God forbid if emergencies, calamities, job loss, or even death throws a “monkey wrench” into yo plans and strips you of your life’s savings and credit worthiness.

HELL, I DIDN’T DO IT, WHY ARE YOU BLAMING ME?

have come to discover that the vast majority of people can be a bit unreasonable when it comes to what they want, when they want it, and how it should be delivered to them. Now I am certain that you are wondering what in the world I am talking about, so I am going to do my best to make it plain in regards to what I am talking about.

I am speaking about the present plight of our newly elected Mayor, Acres Homes very own Sylvester Turner.

As you well know the African-American News&Issues family not only endorsed Sylvester Turner when he decided to pursue the Mayor’s office, but also publicly campaigned among our people to drive home the point that he was the best candidate for the position. With the help of the entire African-American community, Sylvester emerged victorious in a contentious, and too darn close, election against Republican Bill King.

I am certain that the newly elected Mayor and his transition team have frequently thought about the old saying of “be careful of what you ask for because you just might get it.” It was only after winning the election that Sylvester Turner and his transition team became fully aware of just what they were signing up

for; trust me when I say to you that the present condition of city affairs has presented significant problems and issues for the newly elected Mayor. At a moment such as this, I think that it is fair to refer to the current situation facing Houston Mayor Sylvester Turner as being in a word; unfair.

It is not a shock that the city of Houston was facing some very important decisions that would have to be addressed by whoever captured the Mayor’s office. As Sylvester Turner assumed the Mayoral position, he quickly learned that the City Council was facing a financial crisis that was calling upon them to close a projected $126,000,000 (OneHundred and Twenty-Six Million Dollar) budget deficit prior to the next fiscal year beginning on July 1, 2016.

As I am certain that you can imagine, the newly elected Mayor has been scrambling from the moment that he was elected. Just this past week, Mayor Turned issued an ‘Executive Order’ that called for the city to alter prior policies in favor of funding programs based upon their performance and not last year’s budget allowance.

One only needs to listen to Mayor Turner’s inaugural address to understand how many issues he was facing in his coming attempt to place the city on sound financial ground.

We MUST Understand

Mayor Turner is facing the following issues: • A spike in debt service payments • Rising pension costs • Voter-imposed cap on city property tax collections The biggest question that Houstonians should be asking about is whose feet should this financial crisis be lain at? One thing is for certain, the newly elected Mayor most certainly can not be held accountable for the current mess that he is inheriting from Annise Parker’s administration.

I hope that Houstonians, regardless of their race/ethnicity, would exercise a bit of restraint and plenty of logic before they criticize Mayor Turner for Houston’s current fiscal and infrastructure problems.

Quite possibly the best thing that Houston’s citizenry and business community can offer the Mayor is patience and cooperation. Trust me when I say that the road ahead is going to be quite bumpy, however, I am certain that we have the correct man in the Mayor’s office to fix this fiscal mess that he had absolutely no role in creating.

HOUSTON - Lone Star College-North Harris has recently named Dr. Valschkia Dabney as vice president of centers at Lone Star College-North Harris.

In this position, Dr. Dabney will oversee faculty, staff and student success initiatives, as well as all operations at the LSC-Greenspoint and LSCVictory Centers.

“I appreciate the opportunity that my colleagues and President Napoles have given me to serve LSC-North Harris in this capacity,” said Dabney. “The incredible quality of the faculty, staff and students, their collaborative spirit and commitment to equity and access assure me that together we will be able to build workforce development and academic transfer programs that will make a difference in the Greenspoint, Victory and East Aldine communities.”

Dr. Dabney brings more than 25 years of experience in higher education to LSCNorth Harris. She previously served as the associate dean of the college-to-careers program at the City Colleges of Chicago. Prior to relocating to Illinois, Dr. Dabney dedicated more than 20 years of her career to supporting students enrolled in academic and workforce education programs in the Greater Houston area, including five years of service at Lone Star College. She was also the former director of training and professional development for the San Jacinto College District and director of P-16 Initiatives at Blinn College.

During her tenure at Lone Star College, Dr. Dabney served on several leadership teams assigned to build workforce educaTX- 4

American News&Issues tion partnerships to support Career and Technology Education programs offered through Aldine, Klein and Spring ISDs. She also spent four years teaching online and face-to-face courses at both the LSC-Tomball and LSC-North Harris campuses.

“I believe in the vision for LSC-North Harris, LSC-Greenspoint Center and LSC-Victory Center. I am looking forward to collaborating with our faculty, staff and community members to identify innovative strategies, tools, and resources to positively impact student learning from the moment students enter the college until they complete their workforce education certification program or transfer to a four-year university,” added Dabney.

The LSC-Greenspoint Center and LSC-Victory Center play key roles in the Houston area. These centers help provide an additional resource for students, not only for educational purposes, but geographically as well.

“Our centers have made such a positive impact within the community, affording more students the opportunity to get a quality education close to home,” said LSC-North Harris President, Dr. Gerald Napoles. “Dr. Dabney’s educational background, work experiences and community service will be a welcome addition to LSC-North Harris, as we expand our educational efforts to reach more students.”

HOUSTON - From its humble beginnings, Frenchy’s has emerged into a Creole-style tasty sensation adored by millions. Its’ reach stretches across the nation by the suggestion of residents referring it to out-of-town guests. It is one of the most recommended restaurants to individuals longing for a unique blend of chicken. With its New Orleans born recipe and delight, the infamous chain has evolved into a commodity that will make the most sophisticated of men and women want to,“Slap their Mama”. However, it has not reached this destination without much perseverance. In fact, it is the product of a lineage of seasoned men and women of the Creuzot family.

The pioneer of Frenchy’s was a noble salesman with a vision to succeed, Percy “Frenchy” Creuzot, Jr. of New Orleans. In 1965, he set his eyes on Houston and worked as a, “traveling salesman”. Four years later, his craving for marketing swiftly transferred into the food industry. With his wife, Sallie by his side they established a po-boy shop located on Scott Street, near the University of Houston and Texas Southern University. Though the po-boys were the initial stage of the eatery, at the behest of a neighbor, Jesse Hearns; “Frenchy” began selling fried chicken. Along with the chicken, he added Creole-seasoned sides such as jambalaya, dirty rice and other eateries that were simple to him but new and fresh to the Houston community. With recipes inherited from his grandmother, he was able to multiply his business by leaps and bounds.

Hence the creation of “Frenchy’s Chicken”! The endearing nickname, “Frenchy” arrived from residents association with Creuzot as the owner of the business.

With a vision, support of family, mountain of motivation and a small monetary contribu-

tion, Frenchy’s leased a storefront location at 3919 Scott Street in the heart of Third Ward. It officially opened for business on July 3, 1969.

Throughout the summer month’s business gradually increased but when college students got the news upon returning to school, the revenue skyrocketed. At that time, Church’s Chicken was Frenchy’s local competitor. At an attempt to gain an advantage over its competition, Frenchy’s tactfully increased its’ operating hours to closing at 5a.m. This yielded an advantage for the newlyformed chicken restaurant. Through a significant amount of hard work and years after successfully engineering the original location, Frenchy’s was able to expand to its horizon by opening additional restaurants.

By the mid 80’s there were 12 restaurants that Houstonians had an option to choose from. In addition there were other locations in the Dallas area. The small unique restaurant had become a magnificent wonder within little over a decade after its origination. One of the key elements that set Frenchy’s Chicken aside from other restaurants at that time; was not only its innovative foreign style to Houstonians taste buds, but it was 100 percent Black-owned. To that regard it was family-operated as well. Percy “Frenchy” Creuzot, wife Sallie, niece Novella Jones who was a part of the establishment since its inception and various other family members all worked hard to keep the business an awesome wonder and “chicken-licking-good” restaurant.

Though the company saw a tremendous amount of success, it also experienced its fair share of lows. In the 1980’s the economy was hit with a major decline due to the oil industry.

HOUSTON - Taharka has over two decades of frontline work advancing the cause of the African/Black and Oppressed communities in Houston,and across the country. This no compromise, no sellout approach to activism and organizing has come at great personal sacrifice for Taharka

There will come a time in everyone’s life where you reach an age that you may no longer be able to care for yourself or make sound decisions when it comes to business and personal matters. The decline of one’s health and mental state is a sensitive subject that is often avoided, but needs to be addressed when you are still of sound mind and body.

There are measures that can be taken before one’s health declines that will dictate who has the power to make both business and medical decisions for them in the event that they are incapacitated. There are two documents that can be executed; the statutory durable power of attorney and the medical power of attorney.

Statutory Durable Power of Attorney: The statutory durable power of attorney is a document that allows you to designate someone to handle your business, financial, and legal affairs in the event that you are unable to do so yourself. The powers granted to the agent include: • Real property transactions; • Tangible personal property transactions; • Stock and bond transactions; • Commodity and option transactions; • Banking and other financial institution transactions; • Business operating transactions; • Insurance and annuity transactions; • Estate, trust, and other beneficiary transactions;

I love to cook. I love to cook so much that I knew I had to write an article specifically featuring what is one of the most loved and talked about topics at Booker T. Washington High School – food. So with this in mind I set off to figure out if all of these students who talked so much about food actually knew how to cook. Mearquinthea Johnson, a junior at Washington High School explained one of her favorite recipes, “One of my favorite dishes to prepare is pecan pie. Jarvis Christian College to host First Lady of the Republic of South Africa

HAWKINS - Jarvis Christian College will host Madame Gloria Bongi Ngema-Zuma, First Lady of the Republic of South Africa, Feb. 20-24, 2016.

During her visit, Madame Ngema-Zuma will be involved in several activities, including a Black History Month program at 11 a.m. Tuesday, Feb. 23, in Smith-Howard Chapel; photo opportunities with students; and interview sessions.

In addition, Jarvis Christian College also has made arrangements for the First Lady to make appearances at other venues, including Wiley College on Wednesday, Feb, 24; and several other organizations and agencies in the East Texas area.

Madame Ngema-Zuma was born in Durban and became First Lady of the Republic of South Africa when her husband, the Honorable Jacob Zuma, became the fourth president of the

Republic in May 2009.

As First Lady, Madame Ngema-Zuma participates in programs that support presidential community development objectives, focusing mainly on primary health care. Her aim is to engage stakeholders around issues that are of importance to her, the President and the people of South Africa, and the world. One such issue is her work concerning diabetes.

Madame Ngema-Zuma founded the Bongi Ngema-Zuma Foundation in 2010 and has been working to raise awareness of diabetes and other non-communicable diseases. Her passion is to ensure that no one suffers unnecessarily or dies because they are unaware they have diabetes or because they are not receiving appropriate treatment for the condition.

She founded the initiative in memory of her mother, who lived with diabetes for three de-

cades. Her mother’s commitment to leading a normal and active life has made Madame NgemaZuma determined to ensure that everyone living with the condition have the same quality of life.

On a broader social level, Madame Ngema-Zuma aims to promote the empowerment of women and children, rural development and education in South Africa.

She has held positions in companies such as Deloitte-IBM, Standard Chartered and Merchant Bank (SCMB). Her experience

Executive Director of Public Safety/Chief of Police at TSU TEXAS SOUTHERN UNIVERSITY - TSU announced today that Remon Green has been hired as the new Executive Director of Public Safety and Chief of Police at Texas Southern University.

Green, a veteran police officer of 22 years, brings a wealth of experience and knowledge to the institution where he’s served in several capacities. Working his way through the ranks, Green has been at the university for nearly 14 years - first as Sergeant, then promoted to Lieutenant, followed by a promotion to Captain, and more recently serving as Deputy Chief.

The announcement was made by Edward Craig Ness, Vice President of Administration and Finance, who states, “Chief Green has served as the Interim Chief of Police since November. His enthusiasm and allegiance to TSU and our students is evident and I look forward to working with him.”

About the appointment, Green states: “I can’t tell you how thrilled I am to serve as Chief of Police at Texas Southern University. I want to let TSU and the community know that I will do my very best, day in and day out to serve, protect and promote the

PRAIRIE VIEW - In order to promote cooperation in academic mobility, research, entrepreneurship, innovation and training of students and teachers, Prairie View A & M University (PVAMU) and the National Technology of Mexico (TecNM) signed a bilateral Memorandum of Understanding.

Signing this historic agreement is part of a larger plan within the Texas A&M University System, of which PVAMU is a part, to strategically strengthen its educational relationships with Mexico.

The Memorandum of Understanding allows for 266 students studying at National Technology of Mexico institutions to study abroad at PVAMU. The university will also award up to 50 Mexican Citizens with Financial Need –Border Nations Waivers to students from Mexican partner

institutions that meet the financial need criteria and other eligibility requirements.

The ceremony was chaired by the director general of the National Technology Mexico, maestro Manuel Quintero Quintero and Dr. George C. Wright, president of PVAMU, the second oldest university in the state of Texas.

“Prairie View A&M University is committed to helping all students reach their full potential. This partnership is one step in ensuring that we continue to serve diverse populations by providing an excellent education and a one-of-a-kind PVAMU experience,” said Dr. Wright.

Quintero noted that the agreement allows teachers and students to work on projects of mutual interest while leveraging the strengths of each institution.

“This partnership will allow our young people to join the knowledge society with a comprehensive training, where they will not only can strengthen their English skills but also learn the rich cultures of other countries,” explained Quintero.

In addition to Dr. Wright, several PVAMU administrators were on hand for the sighing of this historic agreement. Representatives from PVAMU included: Dr. Lauretta F. Byars, vice president for Student Affairs and Institutional Advancement; Dr. Cajetan M. Akujuobi, Dean, Research and Graduate Studies; Evie M. Myers JD, special assistant to the president; Dr. Deland J. Myers Sr., endowed professor, Department of Agriculture, Food and Nutrition; Dr. Laurette B. Foster, director of the Center for Academic Excellence; Dr. Shield B. Lin, Dean, Mechanical Engineering and Elma De Luna González; Director, Multicultural Affairs.

National Technology Mexico representatives included: Dr. Ofelia Guerrero Angulo, Secretary of Extension and Liaison; Imelda Vega Platas teacher, director of Outreach and Academic Exchange; engineer James Vega Mendez, director of Cooperation and Information; lawyer Nancy Mireya Ruiz Durán, Coordinator coalition; master Humberto Delgadillo Ambriz, director Institute of Technology Pavilion Arteaga; Luevano architect

Green further noted that he plans to work in concert with the TSU community to build a safe environment for our students, faculty and staff to live, learn and work.

Green received a Bachelor’s Degree in Business from Concordia University, a Master’s Degree in Business Administration from the University of Phoenix, and a Graduate Certificate in Criminal Justice Education from the University of Virginia. He is currently pursuing a Doctor of Philosophy in Administration of Justice from Texas Southern University where he has completed all required coursework. Additionally, he is a graduate of the Law Enforcement Management Institute of Texas Leadership Command College, Class #58; Federal Bureau of Investigation National Academy, 237th Session; Police Executive Research Forum’s Senior Management Institute for Police Executives, Class #55; and a host of other leadership and command level training.
