enters a 90-day period asking the public about names.

The city is discussing the renaming process for the East Lawn portion of Auditorium Shores in Central Austin.

The East Lawn portion of Auditorium Shores is bound by the trailhead parking lot to the east; Ann and Roy Butler Hike and Bike Trail to the south; Riverside Drive to the north; and the Stevie Ray Vaughan Walkway to the west.

The 90-day period for public discussion is about possible names for the parkland. Deadline for submissions is Sept. 1, 2014.

Submit your news to news@aframnews.com The Beaumont Independent School District Board of Trustees presented additional costsaving considerations offered by Dr. Timothy Chargois, Superintendent of Schools.

In addition to the recently approved Reduction in Force (RIF) that will take place by the end of this month, Chargois is reviewing a list of other unfunded line items contributing to a state of financial exigency of school district.

The RIF will trim millions of dollars from the school district’s $173 million of annual expenditures and help re-establish BISD’s dwindling fund balance that is projected to end this school year at just over $6 million.

“We have to make budget cuts in excess of $25 million for the coming school year in order to end the year in the black. Next year, we may have to make additional cuts to help shore up our fund balance and maintain an overall healthy budget,” 12:2 Dr. Chargois said. “The standard for a recommended fund balance designed for maintaining a school district during disasters as hurricanes or other emergency situations is two to three months of the cost of operating. For BISD, the current recommended fund balance is $28 million to $42 million.”

According to Dr. Chargois, the suggestion of retirement incentives has been discussed. “However, at this point in time, the cost associated with funding a retirement incentive to qualifying employees would be another unplanned for and unfunded budget item.

“We have to eliminate as many surprise costs to our budget as possible to streamline,” he said. “Our operations are hurting, but I see no other choice.”

The Dallas City Council is eyeing beefing up its security.

The plan calls for spending $400,000 to do security upgrades and improve on security measures in the event of an emergency.

District 4 Councilman Dwaine Caraway said the security changes are needed to better protect the council in the event of a situation involving threats or violence. Some of the changes include visitors being subject to new security screenings to be checked for weapons. In the briefing room, Council members will sit behind bullet-proof desks.

Caraway noted that Dallas has been fortunate not to have any incidents like in other parts of the country.

Times have changed so this is for the safety of citizens,” Caraway said. “You never know when a deranged person may have had a bad evening and decided to take it out on innocent people.”

Community Activist Deric Muhammad, the men of Project FORWARD and others have declared this Fathers Day, June 15th, “A DAY OF ENCOURAGEMENT FOR BLACK FATHERS in MacGregor Park from 5 p.m. To 8p.m.

The theme for the event is “Moving Forward as Fathers” Fathers Day in the Black community is different than in any other community. Statistics say that nearly 70% of the homes in the Black community are headed by females.

This creates an interesting dynamic on Fathers Day. “We want to encourage fathers to accept their divine responsibility and become the men they were born to be,” Muhammad said. “At the end of the event we will all take a “Pledge to Become Better Fathers.”WHAT: A “Day of Encouragement” for Black Fathers.”

The event is headed up by Activist Deric Muhammad and Project Forward.

Low-Income Texans To Enroll in State Electricity Discount Program

State Representative Sylvester Turner (D-Houston) today urged qualified low-income Texans to enroll in LITE-UP Texas, a program authorized by the Texas Legislature through which participants can reduce the monthly cost of their electric service by 82%.

“I want to ensure that everyone who is eligible for this discount, particularly senior citizens, is aware of it and can receive it,” said Turner. “For example, a customer who receives a bill for $100.00 in May, June, July or August will only have to pay $18.00 based on the 82% discount. This is significant and could literally mean the difference between whether these families can put food on the tables during the hottest months of the year.

“Please call the PUC today to enroll so you can get your discount as soon as possible.”

The LITE-UP Texas program is designed to help qualified low-income individuals who live in areas where they can choose their own electricity provider to reduce their monthly cost of electric service.

Customers qualify if they currently receive Texas Medicaid or the Supplemental Nutrition Assistance Program (SNAP). Customers can also self-enroll if their household income is at or below 125% of the federal poverty guideline, which equates to a family of four having an income of $29,000.

During the last legislative session, Rep. Turner led the effort to win approval from the 83rd Texas Legislature to make profound changes to the LITE-UP Texas program, increasing the discount from 10% to 82%. For example, a provider of last resort rate of 14 cents per kilowatt hour (kWh) would be discounted by 11.48 cents per kWh. The discount will be effective May through August 2014 and will appear on customers’ bills for the month following their meter readings for those months.

The program will permanently end on September 1, 2016.

Turner said that 85% of Texans who qualify for the program are enrolled automatically, but many qualified families are missed.

“It is important to get all eligible people enrolled into the program so that they can receive the benefits,” Turner said. “The legislature approved this increased discount because we understand how desperately our most vulnerable Texans need this help. I don’t want to see anyone who qualifies overlooked.”

Individuals not currently participating in the LITE-UP Texas program can obtain a self-enrollment application by contacting the PUC toll-free at 1-800-454-8387 or visiting the PUC’s website, http:// www.puc.texas.gov/consumer/ lowincome/assistance.aspx.

I could have easily been a statistic. Growing up in Brooklyn, NY, it was easy -- a little too easy -- to get into trouble. Surrounded by poor schools, lack of resources, high unemployment rates, poverty, gangs and more, I watched as many of my peers fell victim to a vicious cycle of diminished opportunities and imprisonment. If it weren’t for the mentorship and guidance from people like my mother, James Brown and others, I wouldn’t have been able to make something of my life.

Today, as the father of two young women, I can tell you firsthand that while I continue to push for a society that doesn’t disenfranchise them, I cannot ignore the reality that our young Black men are facing unique and jarring challenges. We simply cannot fight for equality without addressing the gravest injustices around us.

I’m proud to say that we have a President who not only understands this concept, but is doing something about it.

My Brother’s Keeper is a White House initiative designed to empower boys and young men of color. Last week, the Presidential Task Force for My Brother’s Keeper released a 90-day report that entailed progress and a set of recommendations. Various clergy members, academic professionals and civil rights leaders including myself gave input on this initiative all the way to its launch, and I was very happy to see this report released. In order to keep progressing forward, we cannot close our eyes to certain realities. While we fight for justice across the board, we must have a candid conversation about the specific plight of young Black men in this country. As I like to say, it’s time to keep it real.

In 2012, the Schott Foundation for Public Education released a study titled “The Urgency of Now” which indicated that the national high school graduation rate for Black male students was only 52 percent, while the rate for White males was 78 percent. In other words, almost half of all young Black men in high school do not graduate in four years. We should all be ashamed of that abysmal figure.

When education and educational opportunities are one of the greatest mechanisms by which a child can excel, how can we do such a disservice to our young men of color?

Not graduating high school on time leads to fewer chances of attending college and obtaining good paying jobs, and creates instead higher chances of incarceration and unemployment. And the problem begins even before high school.

According to the Department of Education, 86 percent of Black boys read below proficiency by the time they reach the fourth grade.

That is simply outrageous. If studies continually prove that most brain development occurs during the earliest years of a child’s life, we must reach these kids from the beginning. Why are we leaving so many of our young Black men behind? What have these innocent children done to receive such an insufficient education? It’s no wonder that we see higher dropout rates and incarceration rates among these young men. In fact, as Valerie Jarrett and Broderick Johnson wrote over at the White House blog, “by the time students have reached 9th grade, 42 percent of Black male students have been suspended or expelled during their school years, compared to 14 percent of White male students,” and 23.5 percent of Black female students. Which leads to the next problem: the school-toprison pipeline.

We Must Stop Tripping Over the Word “SUPER”!

What is the meaning of “Super”? To be “Super” means to be: of high grade or quality; to be very large or powerful; and extremely good.

The Super Neighborhoods concept started by former Houston Mayor Lee Brown was designed to fit the definition of being “Super” for citizens and “Super” for the voice of citizens. At the heart of that initial push was to create something that was a vehicle for real action for the people.

The question of the week is what has happened to Super Neighborhoods?

Why are so many Black people tripping over the word “Super” in Houston when the number one concern in Black America should be providing Black people with real leadership.

Leadership means taking on the responsibility or position as a leader of a group or organization and being able to use the power or ability to lead other people.

Leadership is stepping up to the forefront and being the one soul who can inspire the group with words, deeds and example, while at the same time being firm in demanding action on ideas and plans.

Real leaders are committed and don’t walk away or quit when the going gets tough. They stay until the sun goes down and the job is done or the mission is accomplished.

We MUST Understand that measuring that definition against many of our leaders today in Houston, it comes up lacking.

Too many people leading Super Neighborhoods and Civic Clubs seem more interested in the title and position rather than setting a high quality standard for getting things done for the people.

Having a Super Neighborhood with “Super” leadership is the recipe to get things done.

We MUST Understand that being called “Super” does not mean you can run faster than a speeding bullet , be more powerful than a locomotive or leap tall buildings in a single bound.

Being “Super” and having Super Neighborhoods means caring enough to build Black pride, restore and preserve history and be creative enough to ensure that the community gets its fair and equitable share of good drainage systems, streets, affordable homes and clean neighborhoods. It is the unbiased support that we give one another that makes us “Super”. Working together makes us “Super”. Being proud of our ancestors and building on their hard work and knowledge is what makes us “Super”.

Transferring that pride, expertise and love for Blackness makes us “Super”. Grooming true voices and Black leaders for tomorrow makes us “Super”.

What Black America needs is new leadership that sees the value of the big picture - A picture not loaded with personal agendas or political cronies who control spin on news, projects in communities and holds them hostage by dangling small carrots before a people struggling to make it.

Being “Super” means having substance, having a solid, complete and understandable blue print that is easy and leadership that rolls up its sleeves, speaks with a united voice and works that plan.

“Super” is demanding the total community be heard and delivering the goods.

You don’t have to be “The Flash” to be “Super”. Black

America doesn’t need another “Bat Man” who just reacts to things and arrives when things are happening in the community.

Black America needs Super Neighborhood leaders like “Thor”.

Leaders who know how to use a “hammer” and strike hard, lay down the law and agenda for the community to the mayor, city council, school board and state leaders in Austin and who speaks in unison with neighborhoods and strikes with the power and precision of a lightning bolt.

We MUST Understand that it is time to groom and raise up some “Super” Leadership. It is time for another Malcolm X, Stokley Carmichael, Adam Clayton Powell or Chockwe Lumumba.

Black America needs some “Super” Heroes, but only the kind that understand real genuine leadership and the dedication it takes to inspire people.

Real changes start Local... so, it all starts with Super Neighborhoods.

A Super Neighborhood can only happen when we as Black people provide some “Super” Leaders who understand the seriousness of their responsibilities to get things done and hold public servants and politicians accountable.

Stop tripping over the word “Super” and thinking it alone makes you somebody.

Anyone can take on a title. Don’t just talk about being “Super”, Just Do it.

Quit Showing us the sizzle... and “Show us the Steak”.

7 Ways for Dads to Connect with Teens During the “Other Terrible Toos”

The Terrible Twos is a normal stage of child development when toddlers try to show their growing independence, often with mood changes and temper tantrums.

Children eventually grow out of the Terrible Twos, but they—and their parents—face another developmental stage that can bring similar challenges.

As your child becomes a teenager, the Other Terrible Toos can become routine: “No, that costs TOO much money.”

“That’s TOO loud. Turn down the music.” “Those pants are TOO loose on you. Pull them up.” “You spend TOO much time texting.”

“Is it TOO hard for you to put your dirty clothes in the hamper?”

“Don’t you think that’s TOO much makeup?”

The Other Terrible Toos can strain a dad’s tolerance for his child’s increasing desire for independence. In addition, the Other Terrible Toos can be a struggle for young people as they enter new environments and new relationships that test their values and self-discipline.

However tough the Other Terrible Toos may be, this developmental stage is a critical time for fathers to help their children learn how to become responsible

adults. “Each parenting stage has its own rewards and challenges,” says Kenneth Braswell, Director, National Responsible Fatherhood Clearinghouse (NRFC). “The key is to keep the lines of communication open to help children navigate each turn in their life journey.”

Dads can help teens stay on the right track by building a loving connection with them in several key ways: Be involved. Simply spend time with your teens, especially one-on-one time. Pay attention to them, share conversation, and actively listen to what they have to say. Talking about their favorite television shows, music, friends, school activities, and other interests is a good start. Involved fathers often make sacrifices, such as giving up some of their own favorite activities, to devote more time to interacting with their teens. Together, make some memories your teens will keep for a lifetime.

Be accepting. Experimenting with fashion, friends, hobbies, or sports is a normal part of the Other Terrible Toos. Don’t let outward appearances or odd fashion statements come between you and your teens. Make them

understand that although you will hold them accountable for their decisions and behaviors, you will love them no matter what.

Teenagers who feel accepted by their fathers are more likely to trust them and open up about their thoughts, fears, and dreams.

Be affectionate. Most dads recognize that young children thrive on attention and affection. However, many fathers do not realize that these needs do not change as a child grows.

Teenagers crave acceptance too--especially from their parents.

Teens often act as if they do not need or want love and attention from their fathers, but they actually do. They look to you for support and information. Tell teens often that you love them.

Something as simple as a few encouraging words or a quick hug can strengthen your relationship with your teenager tremendously.

Despite the eye rolling, your teen might offer a hug in return!

Be consistent. When you show stable personal behavior and parenting habits, teens know what to expect and what is expected of them. Consistent support, combined with fair rules and their regular enforcement, give teens certainty in their lives. Aim to show your teens consistent behavior, even when it is difficult to do.

Be a role model. Providing physical or financial support to your children is essential, but it is not enough. Fathers also need to give emotional support, act as role models, and guide their teens.

Modeling responsible behavior is key for any dad seeking to teach his teen responsible habits and behaviors. No parent is perfect, so when you make mistakes, recognize them, apologize when

appropriate, and try to use those opportunities to model accountability to your teen.

Be available. A father who is routinely unavailable to his teenagers, despite saying he loves them, can make them believe other aspects of his life take priority. When a dad is available, he demonstrates to teens that they are important. Being available can be as simple as helping teens with homework or chatting with their friends when they come over.

Be fun. At times, it is easy for fathers to take themselves too seriously; so many interactions between you and your teens are to correct or direct them. While keeping the rules is important, you can be more than an authority figure to your teens. Fun and

fundamentals can live together happily. Being able to laugh together can open the lines of communication with teens. They will be more comfortable sharing their thoughts and feelings—even admitting mistakes—which can be a starting point for important conversations about conduct and character.

Being a loving father is not easy. It requires commitment and time, no matter what age your children are. Staying connected with teens can bring some unique challenges to both you and your child. In Houston, in many communities sidewalks are needed, drainage needs to be improved, police and trash issues and complaints continue to pile up and mayors and city councils have pushed forward with their own personal agendas and left the government of, by and for the people completely out of the equation.

His initial idea for his Super Neighborhoods child was for it to grow up and be that answer and develop into a mechanism that increased trust and faith that Houston government officials listened, cared and would do what needed to be done to keep its words to make government work for the many and not just the few.

ORGINAL PLAN FOR SUPER NEIGHBORHOODS Brown said as mayor, he went to work and set up a system similar to neighborhood policing that trained community leaders and nurtured his staff at the time to communicate regularly and set priorities, dates and then worked together to get that need or concern rectified, not put on hold or set aside.

“Government is in the public service business and that business should be conducted right,” Brown said. “Super Neighborhoods concept was a vehicle I set up to give the people a voice in improving the quality of life in the city and in their respective communities.”

According to Brown, the people in neighborhoods know the needs of their respective areas and the mayor and city council must listen to that and take steps in every area to let each citizen in each area know their government cares and reacts quickly and responsibly to that need.

“It is neighborhood oriented government and I wanted people at the neighborhood level to have real input followed up by real action,” he said. “It was never intended to be a “one-size fits all” or a cookie cutter government where everyone got the same. I wanted to be a mayor with the kind of staff who had the same mind to make a difference in the lives of the people of Houston.”

Brown said government too often dictates, talks down to taxpayers and tells taxpayers what to do or just fails to respond to citizens at all.

In each group, Brown wanted each community to unite and its leaders come up with a set of action plans for each area. Those same leaders were asked to bring their concerns, needs and issues back to city leaders and together work with the city in joint effort offering definitive plans and timetables to take care of the issues.

“We made the concerns of the Super Neighborhoods a priority,” he said. “As Mayor, I computerized each issue and I managed it and it was a sound system.”

Brown said the idea of solving community and citizen problems came from the neighborhood policing idea when he served as Houston Chief of Police.

“It was a custom made approach that looked at issues one neighborhood at a time,” he said. “From Acres Home to River Oaks, each neighborhood was special and each had my ear and my attention.”

Brown added a touch by going into the community, holding special meetings with his staff at Super Neighborhood meetings, would bring the government to the neighborhoods to answer questions, do updates and get a firsthand look at what his government was doing or not doing for the people.

Brown held regular town hall meetings in Houston communities and had an open door at city hall for any citizen with issues in communities. At his meetings, he would bring department heads and directors to deal directly with citizens.

“I came to neighborhoods because people identify themselves with their neighborhoods and coming to them lets them know that you as the city’s leader care about them as citizens and about what they say and think” MAYOR SETS TONE “The speed of the boss is the speed to the crew,” he said. “In order for a Super Neighborhoods program to be successful and effective, the mayor must be behind it and show that it matters.”

Brown was serious about setting the tone of his Super Neighborhood program. His goal kept the Super Neighborhood plan a priority and he did not back away from the mayoral

goal he set to make government accessible and deliver prompt and courteous service.

He constantly measured, reviewed and evaluated his program.

Part of that process would evaluate whether services or issues were handled professionally within five working days.

He also used secret shoppers to check on services and follow up to ensure the staff were professional and treated people with respect. He also had a “Mobile” City Hall and held office hours for citizens.

“I measured the quality of what we were providing in every neighborhood,” Brown said. “I was serious about it because our citizens deserve the best and it was our responsibility as public servants to ensure that we in a satisfactory way and an unselfish manner improve the quality of life for every citizen living in Houston.”

EPILOGUE “Elected officials and public servants can’t be aloof to the people they serve,” Brown said. “The people deserve more full service than lip service.”

Brown was not just a ceremonial ribbon cutter. He was the kind of mayor who rolled up his sleeves for the citizens of Houston. He used his humble spirit and a sincere heart to motivate the community to get involved in government and offered a great example of how government should serve the people.

“My program was full-grown and I had it where I wanted it before I left office,” he said. “It is up to current leaders to buy into it and be genuine enough to give the people a true voice and make the government truly accessible to the people again.”

Lee Brown developed a picture perfect program that in its infancy worked for everyone, but unfortunately that idea was not fully grown, developed or carried on in the way the man whose brainchild it was had intended for it to be.

New Life Tabernacle Church Church Of God In Christ

Pastor Carl A. & Harloyn Davis

HISTORY In May 1981, the late Elder N. H. Henderson, Jr. founded the New Life Tabernacle Church in the Acres Home area of Houston, Texas. Its purpose to reach the unreachable, feed the hungry, teach the unlearned, provide housing for the homeless, and of course to spread the word of God. After the Lord led Pastor N. H. Henderson, Jr., to 916 West Little York, he also impressed upon him to visit Romans 6:4, from which the name “New Life” originated. Due to continued growth, during Pastor Henderson’s leadership it was necessary to search for property to build a larger edifice.

The Lord blessed the church to purchase two acres of property at 3021 De Soto Street where (Phase 1) is presently located.

At the demise of the late Pastor N. H. Henderson, Jr., the Jurisdictional Prelate, Bishop N. H. Henderson, Sr. appointed Elder Carl A. Davis as the Pastor. Pastor Carl Davis has been in ministry for over 35 years.

PASTOR CARL DAVIS Davis is a native of Memphis, Tennessee and has been pastoring at New Life Tabernacle Church, in Houston, Texas since 1997. As the Lord has led, Pastor Davis has been blessed to build three sanctuaries in seven years, so as to accommodate membership growth.

He has served in many capacities including: Texas South Central Jurisdiction; District Sunday School Superintendent of TX-8

the Northwest Houston District; State Chaplain; State Sunday School Superintendent; Task Force for TRIAD; he is the presiding Superintendent of the Acres Homes District; a member of the Houston Minister’s Against Crime Organization in which he served as Public Relations Director; he also served on the Mayor’s Minister’s Advisory Council for the City of Houston, and as an Administrative Assistant in the Texas South Central Jurisdiction.

At the age of 12, Pastor Davis invited Christ into his life under the pastorate of his father, Superintendent Sherman Davis, Jr. of Tacoma, Washington. At this time he was a member of Lakeview Gardens Church of God in Christ, where he served as one of the church musicians.

It was under his father’s leadership that Pastor Davis acknowledged his call to the ministry in 1974. After a three day consecration in June, 1974 he preached his first sermon. For two years, Pastor Davis trained as a licensed minister of the gospel. He was ordained in July of 1976, under the leadership of the Presiding Prelate, Bishop J.O. Patterson, Sr. Since that day, Pastor Davis has served faithfully under different pastors throughout the country, before settling in Houston, Texas which he now calls home.

Pastor Davis graduated from Central High School in Memphis, Tennessee. He later attended Memphis State University,

majoring in Business Administration, with an emphasis on Business Management. Pastor Davis received an Honorary Doctor of Theology degree from the North Carolina College of Theology and an Honorary Doctor of Divinity degree from the Sacramento Theological Seminary and Bible College.

CHURCH VISION & GROWTH With his appointment came experience, not only in church workmanship, and stewardship, but also vitally important, corporate adeptness, enhanced by managerial exposure. With these attributes, Pastor Davis continues the quest to make the “vision” become a “reality”.

Under the leadership of Pastor Carl A. Davis, a new edifice (Phase 1) became a reality on May 8, 1999.

As God continued to bless the growth at New Life an additional two acres of land was purchased which initiated (Phase 2) when an edifice to seat 600 people was built.

Growth again extended beyond the walls, infringing upon the church to implement (Phase 3).

Construction was completed in the year 2005 and a new sanctuary was available to serve the community with seating capacity for 1200 people.

We are the church where people come to experience our name “New Life”.

Pastor Davis has also spent 25 years in Corporate America thriving in sales and marketing.

As an Area Director for a Houston Telecommunication Firm, his responsibilities included: hiring, training, developing, and motivating sales marketing teams for the Houston area.

Pastor Davis has been married for over 30 years to the lovely Harolyn Davis and they are the proud parents of two children.

HCC Energy Institute filling Oil & Gas Labor Shortage Gap with Trained Technicians

As Texas continues to be a top producer of crude oil, the demand for skilled workers in the industry increasingly grows.

The Houston Community College Northeast Energy Institute and other workforce programs play a vital role in delivering trained technicians to oil and gas and energy industries. The Energy Institute (EI) is a part of the Division of Science and Engineering Technologies (DSET) and is a premier center for high-tech training designed to address the critical shortages of qualifying personnel in energy and related fields. Located on the Northeast Campus, the division is also known for having the most engineers on staff, with many having more than 25 years of industry experience. EI trained students are landing high-wage jobs in upstream, downstream and midstream sectors of the petroleum industry.

Former students like Lamine Ganame, a petroleum engineering technology graduate was hired by Occidental Oil and

Gas Corporation with a starting salary of over $70,000 in the upstream sector. This sector includes oil and gas exploration and operating wells that bring natural products to the surface.

The petroleum program’s core curriculum focuses on geology, drilling, hydrocarbon safety and exploration. Ganame works in the office using computer and software skills gained in the program to set up databases and monitor more than 700 wells.

He also keeps track of drilling costs and completion.

“There is a high demand in the field and if you learn what you need to know in the program, you have a good chance of getting a job. Working in this field offers a good salary, travel and you meet people from around the world,” says Ganame.

According to the Bureau of Labor Statics Occupational Outlook, petroleum engineering technicians are projected to see a 15 percent increase through the year 2022 due to high prices for oil and increased demand

for natural gas. Because of the high demand from industry and success of students, the HCC petroleum program has seen a significant increase in enrollments, growing by 66 percent in the last year.

Top oil and gas companies are recruiting and hiring EI students each semester as they near the end of their program. Industry leaders like Shell Oil, Marathon Oil, BASF and Occidental Oil and Gas often attend information sessions to expose EI students to career opportunities.

“Houston’s top employers know that they can rely on the Energy Institute and Northeast College to produce skilled workers in the oil and gas industry.

We are delighted to make such a significant contribution to the workforce,” says Dr. Margaret Ford Fisher, president of HCC Northeast.

There is also increased demand for technicians in the downstream sector of the industry that involves converting crude oil into other products at refineries and petrochemical manufacturing plants. The EI offers training in process technology where students learn how to monitor, control and troubleshoot various industrial processes in a production environment. Through strong partnerships and corporate

donations, HCC students have access to industry software, equipment and internships that expose them to the practices and standards required at a job site.

Much like the petroleum program, enrollment increases are being driven by the workforce demand for process technicians.

Since spring 2013, the program’s enrollment has doubled, growing by 108 percent.

The oil and gas boom and planned expansion of several petrochemical plants in Texas is also creating employment opportunities in the midstream sector that involves transportation by pipeline, rail, barge or truck. Career areas not ordinarily associated with the oil and gas industry, like drafting and design are also being touched by the upswing. A number of trained architects are returning to Northeast College for additional training in piping design; training that focuses on process plant based mechanical design.

The DSET has also seen increased demand from the industry for electronics and fiber optic technicians who can work in equipment maintenance, testing, production and manufacturing. Leading scientists from Halliburton recently visited the College to discuss the challenges they face due to a shortage of trained technicians.

In the near future, the College plans to expand its capability to train technicians in the area of photonics education.

Transportation of crude oil and processed byproducts is generating an increased demand for tanker truck drivers in the oil and gas midstream sector as well. HCC Transportation program director Martin Garsee

states that most of the demand is for tanker drivers in the west Texas area.

“The pay for many of the drivers transporting crude oil products can be as high as $30 an hour and even more when paid by the load,” says Garsee. The HCC Truck Driving Academy, also located at the Northeast Campus is led

by Garsee. “We are seeing this increase in demand for drivers create opportunities in two ways. HCC partnering tanker companies are looking for drivers to haul chemicals that are being locally processed in plants; and we also know, as experienced drivers take crude oil transportation jobs out in west Texas, it is leaving a void in the freight industry, so our trained drivers are finding employment in that sector as well.”

The Northeast College is a comprehensive instructional center with multiple locations that includes the flagship Northeast Campus located near Houston’s transportation corridor and numerous chemical processing plants. The College offers academic programs as well as workforce training that lead to high-wage careers. Carver High Alumna Makes It Past Audition Round Megan Marcano, a Carver High School alumna, made her alma mater proud.

The 22-year-old advanced from the audition round on So You Think You Can Dance, which recently aired during the 11th season premier on Fox. Megan, who raised herself since

the age of 12, demonstrated her lithe, light-footed routine, which mixed sadness and elation into her audition.

According to some online commentators, she’s a serious contender for the Season 11 crown.

Rosalyn Sweat, principal at Carver High,

is proud of Megan. In Megan’s backstory, she describes how circumstances affected her life, but how families, friends and teachers helped her. She went on to finish high school, earn a scholarship and finish college. Now, Megan loves her life and is showing the world her love for dance.

“Her story sends a powerful message to show us (educators) how important our jobs are to the lives of children,” said Sweat. “Her story is so touching. She was a star a Carver High and now everyone is getting a chance to see her talent.”

You can give him a task and just walk away, knowing it’s going to be handled. Our motto in the department is ‘adapt, adjust, and overcome,’ and that’s just what he does.”

“When HISD rolled out the Youth Watch program, I saw Cpl. Harding act as a mediator, counselor, and comforter to each student he came in contact with, even making early morning, night, and weekend phone calls,” says Westbury High School At-Risk Program Administrator Craig Zeno.

“Because of Cpl. Harding’s hard work, Yates High School’s estimated dropout rate for 2014 was 3.2 percent.”

Lone Finalist for the Superintendent Position

Dr. Rodney E. Watson

HOUSTON - Recently, the Spring Independent School District Board of Trustees announced that Dr. Rodney E. Watson has been named the lone finalist for the superintendent position. Texas law requires a 21-day waiting period following the naming of a lone finalist to allow time for contractual negotiations.

In addition, the district plans to provide opportunities for district staff and the community to become acquainted with Dr. Watson during this time.

Rhonda L. Faust, Spring ISD Board of Trustees president, said “Dr. Rodney Watson is well-qualified and uniquely suited to serve our community and our children as the next superintendent of Spring ISD. His professional experience and educational credentials are both highly diversified and aligned with our needs in Spring ISD, making him a very well-rounded candidate.

“Rodney has successfully served as a chief school officer in Houston ISD, a role quite comparable to that of superintendent in Spring ISD,” said Faust.

In this role Dr. Watson was responsible for overseeing operations and staff at 53 campuses, including the management of an operating budget more than twice that of Spring ISD’s annual budget, a capital expenditures budget of nearly $200M, and the coordination and implementation of educational programs, support services, and

business and compliance functions at those campuses.

Dr. Watson currently serves as the Chief Human Resources Officer for the Houston Independent School District, which has over 210,000 students and 30,000 employees.

He has been an administrator for HISD since 2010. During that time he served as a School Improvement Officer before becoming the Chief School Officer over 53 elementary schools. Prior to his assignments with HISD, Dr. Watson served as a campus principal with the Hickman Mills School District and the Lee’s Summit School District in the Kansas City, Missouri metropolitan area.

“Rodney has a proven track record of raising the bar in his work with diverse demographic and socio-economic student populations. I believe he will be a highlyvisible and charismatic leader who will focus on driving student achievement, building public trust and community confidence, bolstering staff morale and retention, and creating a climate and culture across the district of continuous improvement and excellence,” said Faust.

While serving in both campus and district-level leadership roles, Dr. Watson has gained experience in improving academic performance, student attendance and parental involvement.

PREVENTION KEY TO PREVENTING 2014 WEST NILE VIRUS OUTBREAKS HOUSTON-Harris County and other areas across Texas are bracing for another battle with mosquitoes and that opens the door to the possibility of sickness and death caused by the West Nile Virus.

“One of the best defenses against West Nile Virus and mosquitoes is to beef up prevention,” said Sandy Kachur, spokesperson for Harris County Public Health and Environmental Services.

“There currently are no cases in the county, but our battle is in the beginning stages and surveillance operations are underway.”

She said recent heavy rains have resulted in a bumper crop of mosquitoes in the area and that increases the risk that one of the critters could be carrying the deadly virus.

• What is West Nile virus?

West Nile virus is an arthropodborne virus (arbovirus) most commonly spread by infected mosquitoes. The virus can cause febrile illness, encephalitis (inflammation of the brain) or meningitis (inflammation of the lining of the brain and spinal cord).

West Nile virus transmission has been documented in Europe and the Middle East, Africa, India, parts of Asia, and Australia. It was first detected in North America in 1999, and has since spread across the continental United States and Canada, according to the Centers for Disease Control.

Kachur said the Harris County Mosquito Control Division is responsible for monitoring the mosquito populations, does surveillance and checks across 1,800 square miles of the county.

During surveillance, the county collects samples of mosquitoes to get a snapshot of the virus and keeps traps in 268 locations above and below ground where mosquitoes are known to thrive in the county.

In 2013, Harris County reported 9 human cases of West Nile Virus and 147 of the traps tested did test positive.

A positive test increase the level of urgency and results in spraying

of any area affected by the positive test.

“It was a lighter year, but the disease was still around,” she said.

“We hope we can keep the numbers down this year too.”

• How do people get infected with West Nile virus?

Most people get infected with West Nile virus by the bite of an infected mosquito. Mosquitoes become infected when they feed on infected birds. Infected mosquitoes can then spread the virus to humans and other animals.

In a very small number of cases, West Nile virus has been spread through blood transfusions, organ transplants, and from mother to baby during pregnancy, delivery, or breastfeeding.

Kachur said Harris County has 56 different species of mosquitoes.

Of those one in particular is a nuisance to human health- the CULEX Mosquito is the primary carrier of the virus in Harris County.

“These the mosquitoes that primarily come out at dusk and dawn to feed on us,” she said. “They are pesky and determined and during the night time hours, these biters who can make your life miserable.”

• What are the symptoms of West Nile virus disease?

No symptoms in most people.

Most people (70-80%) who become infected with West Nile virus do not develop any symptoms.

Febrile illness in some people. About 1 in 5 people who are infected will develop a fever with other symptoms such as headache, body aches, joint pains, vomiting, diarrhea, or rash. Most people with this type of West Nile virus disease recover completely, but fatigue and weakness can last for weeks or months.

Severe symptoms in a few people. Less than 1% of people who are infected will develop a serious neurologic illness such as encephalitis or meningitis (inflammation of the brain or surrounding tissues).

The symptoms of neurologic illness can include headache, high fever, neck stiffness, disorientation, coma, tremors, seizures, or paralysis.

Recovery from severe disease

may take several weeks or months.

Some of the neurologic effects may be permanent. About 10 percent of people who develop neurologic infection due to West Nile virus will die.

• How can people reduce the chance of getting infected?

Kachur said one of the most effective way to avoid West Nile virus disease is to prevent mosquito bites: Use insect repellents when you go outdoors. Repellents containing DEET, picaridin, IR3535, and some oil of lemon eucalyptus and paramenthane-diol products provide longer-lasting protection.

Wear long sleeves and pants from dusk through dawn when many mosquitoes are most active.

Install or repair screens on windows and doors. If you have it, use your air conditioning.

Help reduce the number of mosquitoes around your home. Empty standing water from containers such as flowerpots, gutters, buckets, pool covers, pet water dishes, discarded tires, and birdbaths.

Another is for Neighborhoods to launch an early strike attack on the critters by ensuring all water bowls and eliminating stagnant water locations making sure the areas are dumped and remain dry.

“It does not take much for them to breed,” she said. “They will even breed in standing water inside your home so be aware and do not help their cause.”

Increased vigilance will help eliminate potential breeding sites, since mosquitoes can grow from egg to adult in as little as seven days. Breeding sites for mosquitoes include stagnant swimming pools, stagnant ponds, pet water dish, birdbaths, potted plants, tires, empty containers, toys and clogged gutters and drains, she said.

She also noted that problem areas that harbor mosquitoes and can help spread nurture more are storm drains and gutters.

“Don’t feed the problem by feeding storm drains with grass clippings and clean gutters completely,” she said. “They can will and do breed there.”

Communities can also help cut

down on chances for a West Nile Virus infestation by eliminating high weeds, high grass and other standing waters in neighborhoods.

Kachur said rising temperatures will bring on more mosquitoes, but hopes the public will step up and do their part to help hold down mosquitoes breeding and the increased chances that someone will contract the disease.
