HOUSTON - Houston Rapper Paul Wall has taken on a new focus from just spittin’ and pressing the latest rap beats to playing a new song in the keys of Life – Being a Dad. He said that his role as a father has changed his focus on what really is important in life.

“Being a Dad made me realize things and push the reset button on my life,” he said. “I have spent time rethinking my life and seek to be the best father and role model I know how to be.”

Before as a young and upcoming artist, he experienced great successes and thought he could measure happiness through the music, the money and material things that came his way.

From the age of 15 to 35, it marked a journey that has remade him new. He has become the recreation of a renaissance man.

Harris County Democrats Want to Get Out of Hell?

STOP MAKING DEALS WITH THE DEVIL

The transition is being fought behind the scenes and going on in the underbelly of the party where the public is not aware.

It is what elitist establishment Harris County Democrats feared the worst – A Black Awakening and the changing of the guard.

Black Voters Used & Taken for Granted Black people have long supported Democrats but the party treats African-Americans like slaves on the plantation.

The so-called “Powers that be” have learned nothing from the election and continue to take Blacks for granted and rule the party with an iron fist, looking over new ideas and new blood in the party and not listening to the real calls for changes.

They are trying to direct the community in their own way – from the top of the party because only “we” know what is best for you.

That attitude has ruffled the feathers of the new Progressives and young Millenials in the party who want a voice, want to participate and want real change over past practices.

New Blood Needed It is time for the rise of the younger “Progressives” and demise of the “Old Guard” of county Democrats.

Old Guard Democrats have long ruled with upper hands using the power and influence of labor unions, education groups and entrenched incumbent politicians to call the shots.

The people who vote Democrat have not really benefited or had a real voice and are seldom are heard in their own party.

Voters are Majority and Give the Party its Power – Not the Elitist Oligarchs.

For far too long, these politicians and elitists have dictated our way of voting, thinking, reacting and where we placed our support dollars for campaigns.

Crumbs of discontent have arisen against Democratic elitists acting like Marie Antoinette telling its Black

Harris County Democratic constituencies to just “Eat Cake” Well in France, the end of that statement did not turn out well for the queen.

The Harris County Democratic Party and the national wing party of the party that duped former Presidential candidate Bernie Sanders are in the same boat today.

No More Cake People no longer want to “eat cake”. They want a voice. They want to be heard and they want substantive results.

The million dollar question is what have everyday, blue collar hard working blacks and the poor done to deserve such disrespect.

The elitist party leaders on national, state and local levels bask in the sunlight of the financial perks and benefits of the positions they hold while the regular guy gets absolutely nothing but...

Unemployment, failed representation, failed schools and failed education systems, lack of business contracts, the prison population skyrocketing and communities falling into ruin and crime rampant in neighborhoods.

That’s what Democrats have handed the Black community and we have taken it over and over and over again.

Schechter has been a political strategist and fundraiser who has advised local and national Democratic candidates for nearly a decade.

She has seen these trends unfold, but now has benefited by securing the blessings of the elite as the new Harris County party leader.

The big question is will she

listen to the real people who power the party and work to change and fulfill the real needs of the Democratic Party or will it still be business as usual?

Business Tax Deadline Reminder Property Value Matters

ost of my recent columns have focused on tips for homeowners, but I know there are many business owners who also need some advice.

This is the time of year that business owners have to submit information to the appraisal district. If you are a business owner and you own tangible personal property that is used to produce income, then you must file a rendition with the appraisal district by April 15.

However, since April 15 is a Saturday this year, the state tax code moves the filing deadline to the next business day which is

Monday, April 17.

Tangible personal property is physical property that you can touch. This would include any inventory and equipment used by a business to produce income. Examples would be office furniture, computer equipment, supplies, inventory, raw materials, work in process and business vehicles, vessels or aircraft.

A rendition is a report that lists all the taxable personal property you owned or controlled on January 1 of this year.

If you filed a rendition last year, we mail you a rendition

packet. However all business owners are required to file renditions whether or not they have received a rendition packet.

We started mailing rendition forms mid-December so many of you should have received your rendition forms. If you have not or do not receive one by the beginning of March, a rendition form is available on the appraisal district’s website at www.hcad.org. Use the search option at the top of the screen and type in renditions.

There you can find the forms and more information about renditions.

Some renditions may be filed electronically using HCAD’s iFile system. If a unique iFile number is printed on your rendition form below the account number, then you may submit your rendition online by going to www.hcad.org/ifile. If no iFile number is printed on your rendition form, then you will have to complete and file the form manually.

If you do have questions, the appraisal district is offering rendition workshops throughout the county. Three workshops will be held at the appraisal district offices at 13013 Northwest Freeway from 1 p.m. to 5 p.m.

March, 29 and April 12 and from 8 a.m. to noon on April 8. Two workshops will be held offsite. All the workshops will be posted on the appraisal district website at www. hcad.org and on the district’s Facebook page.

hen I talk to different people at times, they can tell me the last show they watched, the last movie they saw, they can tell me something funny they found on Facebook, but when I ask them,

What’s the last book you read?”

I don’t get a quick response.

The Facts

According to the Barbara Bush Literacy Foundation: • “Of the 75 most populous cities in the United States, Houston was ranked 56th, with number 75 being the least literate.”

• “1 in 4 Houston adults have not earned a high school diploma, GED or equivalent.”

• “75% of future high-growth, high demand jobs in the Houston/Gulf coast area will require the minimum of an associates degree.”

• “Hispanic and AfricanAmerican third graders in the greater Houston area were 2 times more likely to perform unsatisfactorily on the State of Texas Assessment of Academic Readiness (STAAR) reading assessments in 2013.”

• “Children who do not read on level by the end of Grade 3 have only 1 in 8 chance of ever catching up and are 4 times most likely to drop out of school.”

The Problem We simply do not read, and if we do, it is simply not enough. As a race, we have not taken advantage of the fact that we can pick up a book and read. During slavery, many slaves were beaten and sometimes even

killed if their master knew that they were educating themselves, or even if others educated them. There were also some laws that were implemented in order to help prevent slaves from learning how to read and write. Read below this excerpt from the South Carolina Law of 1740.

“Whereas, the having slaves taught to write, or suffering them to be employed in writing, may be attended with great inconveniences; Be it enacted, that all and every person and persons whatsoever, who shall hereafter teach or cause any slave or slaves to be taught to write, or shall use or employ any slave as a scribe, in any manner of writing whatsoever, hereafter taught to write, every such person or persons shall, for every such offense, forfeit the sum of one hundred pounds, current money.”

The masters were scared that if slaves were educated, it would interrupt the slave system, and their ability to control the minds of slaves.

If you’re not educated, you’re naïve, and if you’re naïve, you will believe almost anything. If you don’t educate yourself, you are enslaving yourself to ignorance.

The Solution There are two quotes that stand out to me by Frederick Douglass.

“Once you learn to read you will be forever free” is one quote, and the other one states, “Knowledge makes a man unfit to be a slave.” The answer is simple, pick up a book and educate yourself.

Even though I highly encourage education, people don’t have to go to school in order to be informed, or to learn something new. Turn off the television, get off of social media, and open your mind to something you can benefit from. Being educated opens so many doors as far as new opportunities, job growth, speaking and holding intellectual conversations, and more importantly, being able to control your own mind, just to name a few.

TRUMP: DEMOCRACY OR DICTATORSHIP?

We MUST Understand that in times past, the harshest types of dictators to ever exist, initiated their administrations on demeaning and warring with various media outlets. While it is true that the press has the power to persuade, with that, it also has the means to inform and empower our people about certain ills that continue to invade our fortresses. Usually, it is those who have the most to hide that exhibit the greatest offense against news and how it is distributed and reported. Be that as it may, there is nothing unconstitutional about reporting news and the press having the freedom to do it in the most objective way determined.

As a matter of fact, the truth is that it is very much so constitutional for the press to express itself freely. I believe that all of the alarms should be sounded in regards to Trump’s consistent allegations of the “fake news” simply doing its job!

In order for us to best understand what is going on here, I think that it is important that I present two terms, democracy and dictatorship. Democracy has been defined as: a government by the people, exercised either directly or through elected representatives; a political or social unit that has such a government; the common people, considered as the primary source of political power; where the majority rules and the principles of social equality and respect for the individual within a community.

On the other hand, a dictatorship is best described as a form of government where a country is ruled by one person or political entity, and exercised through various mechanisms to ensure the entity’s power remains strong.

Furthermore, a dictatorship is a type of authoritarianism, in which politician[s] regulate nearly every aspect of the public and private behavior of citizens. In our current presidential administration, as the days pass it is seemingly appearing to be a dictatorship type of

government, more and more. This statement can be evidenced in many ways but in this editorial, I am strictly targeting the continual attacks against the free press by President Donald Trump.

At the Conservative Political Action Conference (CPAC), Donald Trump referred to the media as, “the enemy of the American people”. It is not right to attack the free press just because we do our job. Any time a situation arises and the President does not like the way it is presented he calls it, “fake news”. This is disturbing and should raise immediate flags; because a bond between the press and one of the highest branches that this country operates under is pertinent in solidifying trust between the American people and the Chief Executive Officer of the country.

To that regard, calling the news media “the enemy of the American people”; is about as wrong as “Congress still debating if Negroes were individuals or property in 1963”. But that’s a statement for another issue.

Alluding to the phrase, “the enemy of the American people” in correlation with the free press contradicts the very sentiments outlined for the press as listed in the Constitution.

The last person that should be in contradiction with the Constitution of these United States should be the commander-in-chief. To me, that is a major conflict of interest and he too as I state about ALL politicians, should be held accountable.

To further prove my point, let me just state what the Constitution states about the freedom of press as defined by the Lincoln Educational Criminal Justice System. “Freedom of the press protects the right to obtain and publish information or opinions without government censorship or fear of punishment. Censorship occurs when the government

examines publications and productions and prohibits the use of material it finds offensive. Freedom of press applies to all types of printed and broadcast material, including books, newspapers, magazines, pamphlets, films and radio and television programs. The Constitution’s framers provided the press with broad freedom. This freedom was considered necessary to the establishment of a strong, independent press sometimes called ‘the fourth branch’ of the government. An independent press can provide citizens with a variety of information and opinions on matters of public importance.”

It continues to reveal that, “In the United States, the government may not prevent the publication of a newspaper, even when there is reason to believe that it is about to reveal information that will endanger our national security. By the same token, the government cannot: pass a law that requires newspapers to publish information against their will; impose criminal penalties, or civil damages, on the publication of truthful information about a matter of public concern or even on the dissemination of false and damaging information about a public person except in rare instances; impose taxes on the press that it does not levy on other businesses; compel journalists to reveal, in most circumstances, the identities of their sources or prohibit the press from attending judicial proceedings and thereafter informing the public about them.”

So I have presented the facts and I rest my case! Now it’s up to you ask yourselves the question…

Is this Trump administration operating under a democratic system or that of a dictatorship?

HOUSTON - Houston has a real problem lurking in and plaguing its neighborhoods – the proliferation of sexual predators living in every neighborhood and near schools, day cares and playgrounds.

“This is my fight!” said Sonia Parker, founder of Parents Against Predators (P.A.P.), a 501(c) non-profit organization. “Before I leave this earth, P.A.P. will be known worldwide. I will not stop fighting to end child abuse. I will not stop fighting until we have tougher laws that will keep predators behind bars.”

She has teamed up with renown Houston Rapper Paul Wall to raise awareness about the dangers children face living and playing in neighborhoods amongst the ticking time bombs that are sex predators and convicted sex offenders.

Since 2010, Wall has been involved with working to inform communities about the dangers of sexual predators filling up and living in neighborhoods around Houston. The award winning rapper also has even volunteered in youth programs and on numerous USO tours to help members of the Armed Forces since 2006.

Wall said every parent should be concerned because of the behavioral unpredictability of these offenders and fear for the safety of their children because of the lack of monitoring and uncertainty of the attack on a child chosen at random.

He would even like to see legislators address the problem in Austin by stepping up and clamping down on sex offenders by filing legislation that puts better identification and monitoring systems in place before another child is harmed.

According to Rape, Abuse & Incest National Network (RAINN), every 98 seconds, another person experiences sexual assault.

Of those victims, Child Protective Services agencies substantiated, or found strong evidence to indicate that, 63,000 children a year were victims of sexual abuse.

SHOCKING STATISTICS ON HOUSTON NEIGHBORHOOD OFFENDERS According to a state database shows there are 7,597 registered Sex Offenders in Harris County, TX, a ratio of 17.86 Sex Offenders per 10,000 residents. Of those, 6,514 registered sex offenders are living in Houston as of March 12, 2017.

This is higher than the national average of 15.47 Sex Offenders per 10,000 residents. Adding to concerns is the statistics that indicate there are about 28,903 offenders whose location is unknown in Texas due to the sex offenders being transient or their address not being mappable.

The overall ratio of number of residents in Houston to the number of sex offenders is 332 to 1.

“This is an issues that is near and dear to my heart.” said Paul Wall. “It upsets me that so many of the offenders live in neighborhoods around the homes and schools of these children.”

Wall says every child walking the streets on a daily basis in these neighborhoods are either at high risk of attack or in imminent danger of being raped or assaulted at some point.

“This is a quiet crisis building and going on that no one is addressing,” he laments. “It won’t take long for it to become an epidemic in our city. Right now, it’s the hidden underbelly that no one wants talks about openly.”

The predator map showing where predators live is a sobering reminder and truly demonstrates just how dangerous the streets are for children and the threat sex offenders pose in neighborhoods, especially near elementary, middle and high schools and daycare centers.

“We want parents to be aware of the mine fields their kids walk through each day within their own neighborhoods,” Wall said. “Our kids are at high risk and in very real danger. I want to sound the alarm that wakes parents up to the serious threats on our streets and currently living among us in our neighborhoods.”

Sexual violence affects hundreds of thousands of Americans each year.

RAINN is the nation’s largest anti-sexual violence organization and also carries out programs to prevent sexual violence, help victims, and ensure that perpetrators are brought to justice.

KEY INFORMATION ON CHILD PREDATOR ATTACKS Reports give insights into how and where the attacks are prevalent and what the survivor was doing when the crime occured?

Of the children attacked: 48% were sleeping, or performing another activity at home 29% were traveling to and from work or school, or traveling to shop or run errands 12% were working 7% were attending school 5% were doing an unknown or other activity A majority of child victims are 12-17. Of victims under the age of 18, 34% of victims of sexual assault and rape are under age 12, and 66% of victims of sexual assault and rape are age 12-17.

Houston is also a known crossroad for sex and human trafficking.

Wall, who is now a father, is seeking to raise awareness and spark a movement he hopes with result in better oversight, monitoring and actions that protect children.

“Abuse impacts a child’s life forever and no child should have to go through it,” Wall said. “I want to stop the abuse of children and I want every parent to take this serious and stand with me in the fight to do something about sexual predators taking over neighborhoods.”

WEEKLY NEIGHBORHOOD MONITORING Working with Parker and P.A.P., Wall and the group voluntarily travel weekly from neighborhood to neighborhood in various zip codes across Houston to monitor activities of sexual predators and check on the safety of children in those neighborhoods.

Parker was a young lady whose life was forever changed after she experienced all three forms of trauma at an early age – physical, sexual and psychological.

She was the victim of sexual abuse at an early age. From age 11 to 13, Parker was sexually assaulted, but never spoke about it until 2009, when she started her non-profit organization when she turned 43.

“Our number one goal is the safety of these children,” Parker said. “Parents need to know that the movements and activities of these offenders travels under radar and is mostly unchecked. We make sure people are in compliance and not bothering the children.”

She said some of the offenders are frequent visitors, loiter and hang out near schools and city parks in low income communities.

“This is something we have brought to authorities attention, but there is always an excuse for why more is not being done,” she said. “That is why we are calling on the parents in these communities to call for action to protect their children.”

Wall agreed. “These (sex) predators have a disease that’s not being treated seriously while our children are walking around our neighborhoods and they are like innocent birds in a shooting gallery.”

rior to making a nationwide breakout in 2005 with a guest spot on Mike Jones’ “Still Tippin’” and his Swishahouse/ Atlantic Records debut, The Peoples Champ, Wall was involved with promotional street teams, DJ’ed parties, put together underground mixtapes, and was half of the Color Changin’ Click with Chamillionaire.

He recorded 2002’s Get Ya Mind Correct with his partner, and then followed that with 2004’s solo Chick Magnet.

Controversy Sells, another disc billed to Wall and Chamillionaire, hit the streets in early 2005, just months before Wall kicked off support for the chart-topping Peoples Champ LP with “Sittin’ Sideways.”

Two years later, Get Money, Stay True was introduced by the single “Break Em’ Off” with Lil’ Keke.

Changing labels with the rest of the Swishahouse family, his first album for Asylum, Fast Life, followed in 2009.

A year later, The Heart of a Champion arrived with blink-182 drummer Travis Barker handling production on half the tracks.

In early 2012 he dropped the mixtape No Sleep Til Houston, which was picked up for an official release by the Fontana label late that same year. Affiliated throughout the years with Paid in Full and Swishahouse, Wall has also held down a lucrative business as a maker of diamond-laced grillz. His clientele includes Lil Jon and T.I. His 2014 LP The Po-Up Poet was a collaboration with producer June “The Jenius” James, while 2015 saw the release of Slab God, an album that featured Snoop Dogg, Devin the Dude, and Curren$y as guests.

A year later, Wall returned with his ninth LP, The Houston Oiler, which included appearances from fellow H-Town icons like Z-Ro, Chamillionaire, and Slim Thug.

The Turning Point In his youth, Walls genre of Rap focused on the money and material and party lifestyles of the rich and famous - only to discover that all of it is fleeting and does not offer lasting personal and financial gratification.

He also said much of his early music represented somewhat of an escape from the pains of growing up being mistreated and abused.

According to Wall, many walk around with the demons and ghosts of their past for years and that they can haunt you on a regular basis.

Some of the physical, mental and verbal abuses remains as fresh as though they happened yesterday.

It is those demons that help shape and develop young adult ideas about love and relationships and can distort the natural and civil way to define and have a healthy relationship.

He said as he has aged and become a family man, it has changed and made him more of a role model and example to his child and other youth and with that said, more responsible about his words and how he uses them and expresses himself as an artist.

Cover Story “Its a do-over where we are putting our best feet forward,” he said.

“Young in the game, I traveled in a single lane, spoke and played childish, but now as an adult, I have grown up and am not following foolish trends. I am traveling my own route now.”

He also said the age of macho-ism and the threat of violence has made the world too dangerous for kids to even walk to the streets in some neighborhoods.

He added that violence, murder and the role guns play in society playing too large a role in shaping the way youth are thinking and living.

“The macho mentality is dangerous,” he said.

“We must change the way we handle conflicts between one another and change our thinking.”

Maturation Leads To Change Part of that maturation process also meant a change in the focus of his music.

His new genre focuses on a new way to express oneself as a more creative rap artist in the 21st Century.

The new music has a new emphasis and direction being a four-fold focus on responsible music that is positive, motivational, inspirational and life conversational.

“We want to send better messages about women…,” he said. “We want to reset the meter with music and messages that are more positive and teach a better way to look at life, the woman and family life.”

All the music success in the world is no substitute for family life with his wife Crystal, a daughter and son.

“It not about flossing gold, jewelry and driving nice cars and living the fast life anymore,” he said.

“

The goal is to build a lasting legacy that focuses on respect and building better families and quality of life in communities.”

Walls awareness as the father of a daughter and son has him seeking to protect them while being an example to both, other kids and working in the community in numerous volunteer projects to encourage other families and help make all communities safer for families and children.

Conclusion of the Whole Matter

“We must be concerned about the world we are leaving to our children,” he said. “We live in a show me world and social media demands we present ourselves a certain way. We must teach our children that life is not about money, the material things or outdoing and out competing the next guy by showing off what you have. Its about being responsible with what you have and helping the family and the neighborhood be best it can be.”

HOUSTON Je’Caryous Johnson stated, “We broke records tonight Houston.

Johnson’s play Married But Single Too hit the city of Houston, which is also his hometown. A product of Acres Homes, Johnson was ecstatic due to the success of his play.

Every seat was filled, and the audience truly enjoyed their night of entertainment. Johnson and his cast did not disappoint as many people left the play highly satisfied. With over 19 years of experience under his belt, Johnson’s play will be the talk of the city for a while. In the play, he had some well-known actors and actresses. The show included; LisaRaye McCoy, Chante Moore, Bill Bellamy, Carl Payne, Tony Grant,

from her husband. Even though Sharon is married, her actions make her single too.

The play focused on the life of Sharon Wilson (LisaRayye McCoy) and her marriage to her rising R&B star husband Julian (Tony Grant). The marriage is in jeopardy as Julian has neglected his wife for his music career.

She has tried to do everything in her power to save her marriage, but when rumors spread of Julian’s infidelity, Sharon is left to give Julian two options, which is to end his career, or end their marriage. Because of Julian’s inability to make a decision, Jackson (Bill Bellamy), an old lover, comes back into the picture and he gives her the attention that she’s been missing

If one truly looks at the play, there are many things that this play exposed.

Firsat and foremost, it exposed the struggles that some people may go through in a marriage.

Being married is not easy, and many couples are faced with problems that may leave their marriage hanging by a thread. In addition, it showed the hard work and dedication it takes in order to rebuild a broken marriage.

The cast was phenomenal, and the audience was even shocked and went crazy when Lenny Williams came out and performed his song Cause I Love You. This tour is not over yet as the cast will hit the states, Washington, California, Tennessee, Missouri, Illinois, and Ohio.

HOUSTON - The beautiful ladies of Delta Sigma Theta Sorority Inc. North Harris County Alumnae Chapter, presented their 2nd annual Literary Café at Roberson Middle School. This intimate event was filled with singing, dancing, comedy, spoken word and poetry. Many performers took the stage and touched the heart of their audience. Barbara Jordan Endeavors Organization recently celebrated their seventh year and held their 3rd Annual Unique Blue Carpet Scholarship Awards Brunch at the Shearton Brookhollow Hotel. Our Barbara Jordan Endeavors Ambassadors S.T.E.M. Program provides scholarships to high school students with disabilities who are proud of who they are on the inside and not afraid to discover their own unique abilities.

Our Community Outreach Program provides monthly Resource Workshops at different high schools to educate our parents on how to become a disability advocate for their children. Our main vision is to reduce the dropout rate and suicide rate for high school students with disabilities (Unique Abilities). Our new campaign selected several institutions in the Houston area thanks in part to our new endowments with HCC, Lone Star College, San Jacinto College, Texas Southern University, Prairie View A&M, University of Houston and New partnership with the Shearton Brookhollow Hotel.

This is so amazing this year, under the new leadership of Pastor David Allen and First Lady Regina Allen of Christ Temple Apostolic Church and Congregation, Barbara Jordan Endeavors raised more in donations than they have in the 17-year history of the organization. The Barbara Jordan Endeavors S.T.E.M. Program 2017 sponsored ten scholarships to our 2017 scholarship Recipients.

A Chat with Former Eagle, Erica Butler

younger, what motivated you to finish school and strive for success?

Mrs. Butler: “When I was younger I was motivated to finish school because I had older cousins and I noticed that graduating from college and earning their degree was a great accomplishment for them. I wanted to experience the feeling they had for myself.”

rs. Butler knows the importance of giving back. A graduate of Washington’s Class of 2011, she has returned to lend a helping hand to the younger eagles who are finding their way.

The Eagle’s Nest chat with her about her inspiration, challenges and goals.

Kennedy: How would you describe yourself as a teacher?

Mrs. Butler: “I would describe myself as a laid back, but stern teacher. My goal is to build a good and strong relationship with all my students, but also to make sure that they complete their assignments and turn in their work on time.”

Kennedy: When you were There’s a new look at Washington High School, and it has nothing to do with steel beams, poured concrete or a fresh coat of paint. We are ‘touching up’ on accountability and students have a lot to say.

The school dress code gets a lot of attention at Washington. Some students follow it, some don’t and then there are those who really just hate it Having a dress code has been a part of the school for several years now, so the problem had to be solved. We just needed a new approach, and maybe a new dress code all together.

Why the change? It was an opportunity to teach a valuable lesson plus the dress code and students wearing their ID badges consistently was a requirement that Dr. Phillips was not giving up on.

Since the dress code was the biggest challenge, something had to give.

Some students thought, “We should

Kennedy: When did you decide to become a teacher and why did you chose this field?

Mrs. Butler: “I was definitely encouraged by some, including Dr. Phillips, to consider the field of teaching.

My mother is a retired teacher. Teaching on the high school level was definitely out of my comfort zone; I wasn’t really used to teaching older students; it really wasn’t what I had planned, but I decided to give it a shot at Booker T Washington High. After giving it some thought, I wanted to stretch myself and succeed at something outside of my comfort zone.”

Kennedy: Was returning to your alma mater important to

you? Why?

Mrs. Butler: “Returning to my alma mater was very important to me because I wanted to give back to the school that invested so much time and effort into me.

Washington molded me into a young lady and the teacher that I am today.”

Kennedy: How do you perceive the changes in school culture or in students from when you were a student here?

Mrs. Butler: “The school culture has changed. The students have more of an opportunity for free dress and earning rewards for improving academically and following school rules. That is one thing that stands out that did not happened when I was here. It’s a positive change.”

Kennedy: What has been one thing you’ve gotten excited about since you’ve been here at Booker T Washington?

Mrs. Butler: “The one thing I have gotten excited about since I have been here at Washington is being a part of the facility and staff. The staff has welcomed me with open arms and has assisted me when I

needed help. They have truly made me feel a part of the Eagle family several times and in many situations.”

Kennedy: What strategy do you think is most effective with students who are struggling in class?

Mrs. Butler: “I plan to help the students who are struggling or missing the mark in my class by being more available and offering more help. I will also find more creative ways to help them grasp the concepts that are difficult to them, or I can assist them one on one about the subject.

I will also find some fun games on the subject just for them to remember it more easily.”

Kennedy: Even though you are just beginning as a teacher, have you given any thought to the legacy you would like to leave behind?

Mrs. Butler: “The lasting message I would want my students to embrace is to keep pushing forward even when it seems too hard- always keep going.”

With the help of the teen leadership academy, a group of students who meet with Dr. Phillips to discuss what students want and need, the verdict was not about giving up or giving in. It was about holding students accountable for creating an alternative to the dress code and following it. If students wanted a change, they had to organize. The new rule: If students reported to school with the ID badges clearly seen and if the young men kept their pants pulled up and on their waist during the trial period, the administration would consider relaxing the dress code so students can have ‘free dress’ one day a week. It was a start, but for some not enough. “We need more days than just one day out of the week, this isn’t elementary school!” a few students believed.

The positive outweighed the negative opinions and things are going pretty well. One teacher added, “I agree with the new dress code standard. I also believe that most of the student body likes the new idea and agree with the

change, but some students do not realize how much Dr. Phillips is listening to their opinions.” Another tenth grade teacher said; “I don’t mind. I believe that it’s one less thing that students and teachers have to worry about.”

Although some students might have some concerns, there are just as many others who agree that we are going in the right direction.

Most of the students like the plan while others believe “we shouldn’t have to qualify to wear free dress, we should just have it.”

If we are given this opportunity, what happens when one person, or a few students do not follow the rules and jeopardize the plan for everyone else? Will students band together and encourage each other to follow and obey during the new trial period? This is a privilege

A lot of thought went into modifying the dress code. New issues that were never an issue before had to be addressed. The voice of the student body is represented by the Teen Leadership Academy.

They had to consider whether shorts would be allowed or how young ladies can be instructed to wear skirts that are appropriate. What about students who align themselves with the LGBT(Lesbian, Gay, Bisexual and Transgender) community?

Should their dress code be the same? What freedoms will the students be able to enjoy and will they respect their friends enough to begin showing responsibility?

Many discussions still linger.

These are all tough question for both sides to answer. In the end, the dress code issue boils down to accountability, expression and freedoms. Which will win?

SANDRA BLAND ACT PROMISES BIG CHANGES IN LAW ENFORCEMENT POLICIES & PRACTICES Other significant findings revealed that the Committee found that it would be beneficial to the public that all law enforcement would use de-escalation tactics in all interactions with the public. The officer escalating the routine traffic stop was the catalyst for the events that led to the death of Sandra Bland.

Implementing policies that better train officers to de-escalate interactions with the public will keep us all safer and prevent future tragedies.

Committee Endorses Need to Increase Personal Recognizance Bonds

AUSTIN - Changes could be over the horizon that will alter how police conduct traffic stops and jailers treat incarcerated citizens in the Lone Star State.

“The events leading up to Sandra Bland’s unnecessary jailing and tragic death sparked statewide and national outrage,” said District 147 State Representative Garnet F. Coleman of Houston. “The Sandra Bland Act aims to improve and correct Texas’ criminal justice system to make it better for all people and prevent future tragedies like the death of Sandra Bland.”

Coleman has served the people of District 147 in the Texas House of Representatives continuously since 1991. Throughout his years of service, Representative Coleman has earned a reputation as a diligent leader in the areas of health care, economic development and education. He is currently the Senior ranking member of the Public Health Committee as well as the Chairman of the County Affairs Committee. Representative Coleman also serves as a member of the House Select Committee for Mental Health.

Coleman filed House Bill 2702, and released his statements about findings in the bill, known as the Sandra Bland Act. The Sandra Bland Story On July 10, 2015 the civil rights advocate originally from Naperville, Ill. was pulled over in Prairie View, Texas, for not signaling a lane change.

Bland had recently moved to Texas for a job at her alma mater, Prairie View A&M University.

According to The Texas Department of Public Safety report, Bland was “argumentative and uncooperative” during the stop.

Texas Trooper Brian Encinia, asked Bland to put out her cigarette but she refused. According to the video, Encinia appears to threaten to use his Taser on Bland for being uncooperative, saying “I will light you up.”

She was ordered out of the car, arrested, and charged with assaulting a public servant. He also claimed that she had swung her elbows and kicked him in the shins.

In the video taken by a bystander, Bland can be heard saying that officers “slammed her head into the ground.”

After her arrest, Bland was taken to the Waller County Sheriff’s Office jail and held for three days. On July 13, she was found dead in her cell. Autopsy findings confirmed that Sandra Bland, the 28-year-old woman who was arrested in a routine traffic stop and later died while in police custody as a result of an alleged suicide.

Reports Reveals Racial Disparities on Traffic Stops The House Committee on County Affairs of the 84th Legislative Session held several hearings during the interim to discuss the facts, circumstances, and policies that led to her death.

In the report, the Committee found that there are significant racial disparities in how the Texas Department of Public Safety treats Blacks when compared to Whites after they have been pulled over for a traffic violation.

Report Points to Need for De-Escalation Training

According to Coleman, Sandra Bland was arrested for a fine-only offense.

“It is not logical and potentially unconstitutional to send someone to jail for an offense that carries no penalty of jail time,” he said. “If these policies would have been in place, there is good reason to believe Sandra Bland would still be alive” The committee found that county jails are also spending millions of dollars every year combined to house these inmates who have yet to be proven guilty.

Hence, this Act will increase diversion by creating policies to encourage it, and supporting funding for places where people can be diverted to and additionally, create policies aimed at properly increasing the use of personal recognizance bonds “Sandra Bland, like many people currently in jail waiting for their trial, are unable to pay their bail,” he said. “Many of these individuals pose no risk to the community nor are they a flight risk.”

Call for Better Jail Training and Policies The committee found that Sandra Bland died in jail because our jails are not as safe as they could be, and that people who have yet to be proven guilty and even those proven guilty should not be subject to the dangers found in our jails.

To address that issue this, the act requires improved training for our jailers, requires jails to have medical personnel present and access to a mental health professional either in person or through telemental health at all times, and automated electronic sensors to ensure accurate cell checks.

“It also creates a grant program to ensure that all County jails will be able to afford these necessary changes.”

Improved Mental Health Focus

Coleman said the committee found that far too many people are being brought to jail and remaining there unnecessarily.

It appears that current policies of diverting people who are in crisis and running afoul of the law either due to their mental health or substance abuse would be better served being diverted into treatment, rather than cycled through the jail system and released with the same problems that caused them to get arrest.

The committee also found suspending medical benefits upon detention instead of terminating them to ensure there are not gaps in treatment would help elevate this revolving door problem.

Changes at Department of Public Safety The committee also said there is reason to

believe that Sandra Bland and many other people are still being stopped for an underlying pretext.

Though pre-textual stops are not the policy of DPS, Texas law needs to be strengthened to ensure that it does not happen at DPS or any other law enforcement agency in Texas.

The Sandra Bland Act does this by explicitly outlawing the practice of pretext stops, as well as outlawing consent searches, and raising the burden of proof needed to both stop and search vehicles in Texas.

Coleman noted that the committee also found that the way DPS records and presents the data needs to be improved.
