Vietnam PM Opens India Pavilion

The Prime Minister of Vietnam, Pham Minh Chinh, inaugurated the India Pavilion at Vietnam Defence Expo 2022. The inauguration was held in the presence of Indian Ambassador to Vietnam Sandeep Arya, T Natarajan, Additional Secretary (Defence Production), Department of Defence Production, Ministry of Defence, Government of India, and P Radhakrishnan, Director, Production, Bharat Dynamics Ltd. The Chairmen and Managing Directors of various Indian companies were also present.

Around 20 Indian companies, including defence PSUs and private firms, are attending the expo as India marks its strongest ever presence in Vietnam with the aim of boosting defence business and strengthen bilateral relations. India is showcasing the best products in the defence sector at the expo exploring further prospects in export business.

Rosoboronexport showcases 400+ Russian defense products at Vietnam

Rosoboronexport JSC (part of Rostec State Corporation), the organizer of Russia’s participation at the Vietnam Defense 2022 will exhibit more than 400 military, civilian and dual-use products developed and manufactured by leading Russian enterprises, including those affiliated to Rostec.

“Russia and Vietnam build their relations on long-standing traditions of friendship and mutual respect. Rosoboronexport supports the development of bilateral strategic partnership and makes every effort to strengthen military-technical cooperation between our countries,” said Alexander Mikheev, Director General of Rosoboronexport.

Showcasing the defence manufacturing prowess of Vietnam and the South East Asia, the Vietnam Defence 2022 began in its usual grandeur at Gia Lam Airport, Hanoi. The international exhibition and conference on defence products and technologies is hosted by the Ministry of National Defence, Vietnam, General Department for Defence Industry and Department of Foreign Relations.

The Vietnam People’s Army and other forces are actively participating in the event, show casing its defence preparedness along with the local defence manufacturing industry.

India is marking its strongest ever presence at the expo this year and a large contingent of Indian companies, public sector undertakings, and delegates are attending the event showcasing their best products.

Dynamics Limited (BDL), Bharat Electronics Limited (BEL), Mishra Dhatu Nigam Limited (MIDHANI), Tata Advanced Systems Limited (TASL), Armoured Vehicles Nigam Limited (AVNL), Advanced Weapons and Equipment India Limited (AWEIL), BEML Ltd, Gliders India Limited (GIL) and Garden Reach Shipbuilders & Engineers Ltd (GRSE) and Defence Research & Development organisation (DRDO).

Indian Naval Ships, Shivalik and Kamorta which are forward deployed in the South China Sea are in Ho Chi Minh City, Vietnam. The ships would be undertaking numerous professional interactions with the Vietnam People’s Navy during the visit. The visit is part of the bilateral defence cooperation activities to further enhance the robust ties between the two navies and also to mark the 50th anniversary of diplomatic relations between

India and Vietnam. Earlier this year, two Indian Naval Ships, Sahyadri and Kadmatt had also visited Ho Chi Minh City. The visiting Indian Naval ships Shivalik and Kamorta form part of the Indian Navy’s Eastern Fleet based at Visakhapatnam. The two ships, designed and constructed in India, are equipped with a versatile array of weapons and sensors, carry multirole helicopters and symbolise India’s advanced warship building capabilities.

GRSE Ushers in a new Era in Shipbuilding

Building vessels ranging from 5 tonne boats to 24,600 tonne fleet tanker, Garden Reach Shipbuilders & Engineers ltd. (GRSE), Kolkata, has ably proved its mettle as a pioneer warship builder in India over the last six decades. the modern infrastructure facilities of the shipyard coupled with its vast expertise, gives GRSE a significant edge over other defence shipyards around the world. With the global maritime industry constantly evolving, the shipyard aims at tapping the potential of strategic shipbuilding industry in India, thereby setting the sail for a voyage to excellence include exploring further horizons in export business. at Vietnam Defence 2022, GRSE aims to project India’s indigenisation abilities and expand its global presence by forging new business relations and securing more export orders.

Over the years, GRSE has responded to the varied shipbuilding requirements of the Indian Defence Services and has evolved from building simpler vessels to building larger and technically advanced warships. GRSE has developed capabilities for in-house design and shipbuilding and has made considerable contributions to the indigenous warship construction programme of the country. With the maritime needs continuously evolving, GRSE is constantly upgrading its techs and assets to tap potential in the shipbuilding industry and support India’s quest for pushing its defence exports to further heights.

GRSE’s capability to design and build modern ships with latest technology has been recognised and appreciated by several countries across the globe. Warships built by GRSE have been exported to Mauritius and the Seychelles. In 2014, the Offshore Patrol Vessel (OPV) CGS Barracuda was exported to Mauritius. This was India’s first export of a warship to that country. In 2021, the PS Zoroaster, a Fast Patrol Vessel was exported to the Seychelles. Both these ships have won the shipyard accolades and several other countries have shown keen interest. Since the last several years, GRSE has also participated in global tendering processes to bag orders.

going ferry for the Cooperative Republic of Guyana & also bagged an order to build six patrol boats for Bangladesh. Both these orders will be completed by the end of 2022-23. The INS Ajay, India’s first indigenous warship built by GRSE in 1960 was also gifted to Bangladesh after that country’s Independence in 1971. It served for years with the Bangladesh Navy. Indigenisation is the Keyword Atmanirbharata or self-reliance is key to any country, particularly in the defence sector. In keeping with the impetus given to Atmanirbharata by the Government of India, GRSE has laid stress on self-reliance. The shipyard recently finished building four Anti-Submarine Warfare Corvettes for the Indian Navy with 90% indigenous content. That is not an easy feat, given the complex nature of the Corvettes. At the moment, GRSE is working on three advanced frigates, the P17A Class Frigate. Two have already been launched. These ships will have a huge percentage of indigenous content. These are very modern vessels, the likes of which have never been built in India before.

It is GRSE’s endeavour to become 100% self-reliant in shipbuilding. Several steps are being taken to achieve this goal. GRSE is tying up with Indian industry - both large as well as Micro, Small and Medium Enterprises (MSMEs) - for supply of equipment that meet the standards. The idea is to create an entire eco-system of shipbuilding and ship-repairing activity in the eastern region of India. From humble beginnings as a small ship repairing unit on the banks of River Hooghly before Independence, GRSE has now emerged

as a giant, adopting latest technology in shipbuilding with a design laboratory that is at par with any other facility in the world. GRSE has adopted technologies such as modular shipbuilding and have some of the best naval architects and marine engineers in the world.

In today’s world, diversification is the key for any company. GRSE has been building pre-fabricated portable steel bridges for long. These bridges have been supplied to the Indian Army, the Border Roads Organisation as well as state governments. Bridges have also been exported to countries like Nepal, Bhutan, Myanmar & Sri Lanka for better connectivity in mountainous terrain. A latest addition has been the Class 70 Bridge that is wider and can accommodate heavier vehicles, including tracked ones. GRSE has also signed MoU with the BRO for supply of 27 bridges.

Under GoI initiative towards making a self-reliant India that is in line with the latest Mantra ‘Make in India, make for the Globe’ drive, Garden Reach Shipbuilders and Engineers Ltd., (GRSE), is actively associated with various Global leading Shipyard(s) to collaborate in the field of high-end surface ship manufacturing in the region. DRDo Showcases its Best Systems at Vietnam Defence

With the prime focus towards the concept ‘Make in India and Make for the World’, systems designed and developed by Defence Research and Development organisation (DRDo) are being exported by Indian industry. DRDo is working with a vision to empower India with cutting-edge defence technologies thereby enabling self-reliance and in parallel enhancing exports to friendly countries. With an extensive network of laboratories that focus on both traditional as well as futuristic technologies, DRDo has front ended the entire R&D work for the defence sector in India. DRDo is participating in the Vietnam Defence 2022 in Hanoi where various systems & technologies related to surveillance, missile, naval systems & aeronautics will be displayed. India’s apex defence research and development body aims to highlight India’s defence export prowess at the expo.

India continues to look at defence as a major avenue to strengthen geopolitical relations as well as enhance exports. Defence exports of a country will always be subject to the strength of its R&D ecosystem, which in India is driven by Defence Research and Development Organisation (DRDO). DRDO is working with a vision to empower India with cutting-edge defence technologies thereby enabling self-reliance and in parallel enhancing exports to friendly countries. With an extensive network of laboratories that focus on both traditional as well as futuristic technologies, DRDO has front ended the entire R&D work for the defence sector in India.

DRDO is participating in the Vietnam Defence Expo during 8-10 Dec 2022 in Hanoi. During the expo, various systems & technologies related to surveillance, missile, naval systems & aeronautics will be displayed. Many of these systems are already in use by Indian armed forces and are available for export through government route.

A large number of DRDO-designed and developed products are currently in service with the Indian Armed forces. Many new technologies are in the advanced stage of development and / or are on the verge of technological breakthroughs. DRDO has also released its list of 156 products (spread across air, naval and land segments) under the ‘Export Compendium of DRDO’. These products can be exported to friendly countries through the Government route across all segments.

Bharat Dynamic Limited has exported Light Weight Torpedoes developed by Naval Science & Technological Laboratory (NSTL) and is in process of exporting Akash missile system. BrahMos order of $375mn contract from Philippines is another big export order. Emergence of LCA Tejas as a prime contender for procurement by countries such Malaysia, Argentina, Australia, Indonesia as well as the Philippines, is reflective of the increasing strength of India’s defence industry on the back of DRDO research. What also needs to be highlighted is that these systems have successfully complied with the most stringent technical requirements in global competition. The systems have undergone extensive field trials ranging across terrains from plains to deserts to mountainous regions and across temperatures from -40 to +40 degree Celsius.

Today India’s defence R&D has reached a stage where we are ready to provide customised solution based on the requirements of the end users. DRDO is the main driving force of the defence R&D ecosystem in India and takes pride in these success stories.

Systems on Display at Vietnam Defence

In the Missiles Systems category, DRDO will be presenting its Astra missiles, a Beyond Visual Range air-to-air missile with all-weather day and night capability suitable for highly manoeuvring supersonic air targets. Astra has already been inducted into Indian Air Force.

Akash missiles, which is a short-range surface to air missile system, to protect vulnerable areas and points from air

attacks, will also be on display. The missile system has already been inducted into both Indian Air Force and the Indian Army. Helina, a third-generation fire and forget class ATGM mounted on the advanced light helicopter with all-weather day and night capability, will also be on display.

suite (SMS-X), a compendium of multiple sensors for passive detection which includes all of passive, active, intercept, obstacle avoidance sonars and underwater telephony, will be on display.

Advanced Light Torpedo, an electrically propelled self-homing anti-submarine torpedo, will be another highlight. The torpedo can be launched from ship and rotary wing aircraft. It has both active and passive modes of operations and has an all-digital control and guidance systems.

In Surveillance Systems, DRDO’s 3D Surveillance radar ‘Revathi’ will be on display. It is a ship-borne radar with a digital receiver and programmable signal processor providing high resolution, accuracy, response and information availability which can auto track up to 150 targets including tracking with IFF.

Another highlight will be the Airborne Early Warning and Control (AEW&C) system, which is a potent force multiplier providing surveillance, tracking, identification and classification of the Airborne/sea surface targets. The Identification of Friend or Foe (IFF), which is available in three variants, will also be on display. The IFF has been developed for airborne, ground and ship applications.

Under Naval Systems category, there will be HMS X Sonar, a compact hull mounted active and passive solar system targeted for installation on small to medium platforms. Also, Submarine Sonar

Under Aeronautics Systems category, LCA Tejas Mk1 Trainer, a light multi-role, supersonic fighter aircraft, will be the highlight. The LCA Tejas Mk1 Trainer has relaxed static stability, fly by wire flight control, advanced glass cockpit, and multimode radar. The aircraft has air to air refuelling and day & night operations capabilities.

In line with the vision of Prime Minister Narendra Modi to achieve ambitious defence export target of USD 5 billion by 2025, GIL has successfully completed its first export order from Malaysia for brake parachute of Sukhoi-30 Fighter Aircraft within 4 months after receipt of order.

In this series, in addition to this, GIL is in contact with various other countries like USA, Kazakhstan, Malaysia, Kenya, Bangladesh, Uganda, Angola, Nepal, Indonesia etc.

Strong R&D Division

A strong Research and Development division is one of the main reasons for GIL’s success. Under research and development efforts, GIL has developed drone rescue parachute which will make drone operations much safer. This drone parachute is under rigorous testing before making it available for market. In another feat, GIL has successfully developed a high-quality speed resistance parachute made from nylon fabric. This is going to be a vital equipment for cardio-vascular preparations of an athlete.

In prestigious Gaganyaan, India’s manned Human Spaceflight Programme (HSP), in association with ADRDE, GIL is successfully manufacturing and providing high quality parachutes for safe splashdown on ground. The parachutes would reduce the speed of the crew module from over 216 m/s (710 ft/s) to

under 11 m/s (36 ft/s) at splashdown. Each of the parachutes is capable of carrying four tonnes of weight.

Rain Poncho is major requirement of the armed forces, GIL has received request from forces to developed Rain Poncho. GIL has In-house developed this item which has huge market potential among Armed forces as well as Export.

Collaboration with Premier Institutions and Startups

GIL has signed a memorandum of understanding (MoU) with IIT Kanpur to jointly work on the emerging opportunities

in the field of parachute design and development to provide thrust to research and development activities of GIL.

In line with the vision of Prime Minister of India to create an ecosystem which fosters innovation and encourages technology development in Defence by engaging R&D institutes, academia, industries and startup, GIL is providing growth & innovation opportunities to start-ups, MSMEs by means of iDex (Innovations for Defence Excellence) Challenges.

Further GIL is determined to increase its profit figure in running financial year 2022-23. Diversifying Exports

BDL is a manufacturer and supplier of guided missiles, underwater weapons, air-borne products and allied defence equipment for Indian Armed Forces. After establishing itself as the backbone of India’s missile armoury with advanced missile systems, BDL is rapidly expanding its footprints in the global market. BDL has forayed into international market by offering its exportable products to foreign countries. It is already executing an export order of torpedoes.

BDL is offering an array of products for export to friendly countries and those are the following. Akash, which is a short range surface- to- air missile having a range of 25 kms. The all - weather, air defence weapon system, uses a high explosive, pre-fragmented warhead that can engage multiple threats simultaneously.

Astra is an Air - to- Air, Beyond Visual Range missile. The weapon system comprises of Astra Missile and Launcher. The system has been indigenously developed by the DRDO. BDL is the manufacturing agency of the Missile Light Weight Torpedo (TAL – XP) is an electrically propelled, self-homing underwater weapon that can be launched from ship / helicopter. Varunastra (Heavy Weight Torpedo) is a ship launched, electrically propelled underwater weapon. Equipped with the most advanced automatic and remote controlled guidance system.

Counter Measures Dispensing System (CMDS) is an airborne defensive system providing self-protection to the aircraft against radar-guided and IR seeking missiles by dispensing Chaffs and Flares. Smart Anti Airfield Weapon (SAAW) is a long range standoff air to surface weapon with a range of 90 - 100 Km range based on release conditions.

Amogha – III, designed and developed by BDL, is a third generation fire and forget ATGM.

KONKURS – M is a second generation, mechanised infantry ATGM to destroy armored vehicle equipped with Explosive Reactive Armour, moving and stationary targets.

Nag is a third generation Anti-Tank Guided Missile with Fire and Forget top attack capability. Drone Delivered Bombs of 1 kg and 3.5 kg class, designed and developed in-house by BDL, can be used against troop concentration and soft skinned vehicles as targets.

The company is fully geared up to take up and execute export orders. BDL is also enhancing its production facilities to cater to the domestic as well as export demand for its products. BDL can deliver a wide variety of world class weapon systems meeting the highest standards of quality, durability and affordability that can play a critical role in a nation’s security framework.

Innovation- a Key to Success

Taking cognizance of the rapid strides being made by countries over the globe in utilising Artificial Intelligence (AI), BDL has started undertaking development of Next Generation weapons for the Armed Forces with AI based Technologies.

BDL has been constantly upgrading its manufacturing technologies and processes to state-of-the-art including industry 4.0, Robotics operated workshops, latest Surface Mounted Devices assembly lines and has always maintained highest quality standards in its products by adopting to best QA practices like AS 9100, Zero defect, etc. The pursuit has resulted into reduction in production cost, benchmarking of productivity norms and modernization of management system and less dependence on imported technology.

BDL has also taken up several initiatives to be a part of global supply chain by entering into MoUs / agreements with foreign OEMs. Recently, BDL and Dassault Aviation Pvt Ltd., have entered into a MoU for Integration of BDL Weapon Systems like Astra & Smart Anti-Airfield Weapon on Rafale Aircraft for Indian Armed Forces and future export market.

BDL and MBDA signed MoU during EUROSATORY - 2022 at Paris for manufacture of Mistral Missiles in India. BDL and MBDA, UK have signed a MoU to establish a facility for Final Assembly, Integration and Test (FAIT) of Advanced Short Range Air-to-Air Missile (ASRAAM) missiles in India. The new facility will be coming up at BDL premises. Under the licensing agreement, MBDA will transfer the equipment and knowledge to BDL for establishing the facility. This will further strengthen the collaboration, which BDL has with MBDA for its various missile programmes.

During Defexpo – 2022, BDL has signed 15 MoUs with various companies including foreign firms. The MoUs signed will open new avenues for further cooperation between the partners. The company is working relentlessly not only to achieve self- reliance but also to export its ‘Made in India’ products to friendly foreign countries.

Adding to its existing wide range of product portfolio, BDL has launched three new products during Defexpo – 2022. These are ‘Anti-Tank Guided Missile for MBT ARJUN’, ‘Sangramika’, a Light Weight Vehicle Mounted Anti -Tank Guided Weapon System and ‘Sanharika’, an Armoured Vehicle mounted Laser Guided Short Range Anti-Aircraft Weapon System.

MoD signs Rs 1,700-cr deal for dual-role surface-to-surface BrahMos missiles

A combination of the names of Brahmaputra and Moskva rivers, BrahMos missiles are designed, developed and produced by BrahMos Aerospace, a joint venture company set up by Defence Research and Development Organisation (DRDO) and Mashinostroyenia of Russia.

The first test launch of the initial version of BrahMos took place in 2001. Various types of the BrahMos, including those which can be fired from land, warships and the Sukhoi-30 fighter jets, have already been developed and successfully tested and inducted since then.

India’s Ministry of Defence (MoD) has signed a contract with BrahMos Aerospace Pvt. Ltd. (BAPL) for acquisition of additional dual-role capable surface-to-surface BrahMos missiles at an overall approximate cost of Rs 1,700 crore under ‘Buy-Indian’ category. Induction of these dual-role capable missiles will significantly enhance the operational capability of Indian Navy (IN) fleet assets and the contract will provide further impetus to ‘Aatmanirbharta’ (self-

sufficiency) in defence production.

BAPL is a joint venture (JV) between India and Russia and has been making crucial contributions to augment the new generation Surface-to-Surface Missiles (SSMs) with enhanced range and dualrole capability for land as well as anti-ship attacks.

The latest contract would be giving further boost to indigenous production of critical weapon systems and ammunition with active participation of indigenous

BrahMos is a two-stage missile with a solid propellant booster engine. Its first stage brings the missile to supersonic speed and then gets separated. The liquid ramjet or the second stage then takes the missile closer to three times the speed of sound in cruise phase. The missile has a very low radar signature, making it stealthy, and can achieve a variety of trajectories.

The ‘fire and forget’ type missile can achieve a cruising altitude of 15 km and a terminal altitude as low as 10 m to hit the target. The enhanced range version of the missile has a range of 4,000 km, as compared to the original range of 290 km.

In March 2022 India successfully testfired the surface-to-surface missile at Andaman and Nicobar Islands.

Rajnath Singh calls for Regional Security in the aSE an Region

Defence Minister Rajnath Singh called for urgent and resolute global efforts to counter transnational and cross-border terrorism. He pointed out that the global security environment has transformed fundamentally over the last few decades, with terrorist groups creating interlinkages across continents backed by new-age

technologies to propagate ideologies, transfer money and recruit supporters. He was speaking at the 9th ASEAN Defence Ministers’ Meeting (ADMM) Plus in Siem Reap, Cambodia.

The ADMM Plus is an annual meeting of Defence Ministers of 10 ASEAN countries and its eight dialogue partner countries, viz., India, USA, Russia, China, Australia,

Rajnath Singh reiterated India’s commitment to nurturing practical, forward-looking and result-oriented cooperation between India and ADMM Plus countries for enhancing the maritime security in the region and the safety of the global commons. He asserted that India advocates a free, open and inclusive Indo-Pacific region and calls for peaceful resolution of disputes while respecting the sovereignty and territorial integrity of all nations. He stated that the ongoing ASEAN-China negotiations on the Code of Conduct in the South China Sea should be fully consistent with international law, in particular United Nations Convention on the Law of the Sea (UNCLOS) and should not prejudice the legitimate rights and interests of nations that are not party to these discussions. He called upon all the member states to work together with a positive intent, towards a stable, safer and more secure world for our future generations.
