Introduction The growth of air traffic movements expected during the Rio 2016 Olympic and Paralympic Games signals the need for promptness and efficiency in the provision of Air Traffic Services (ATS) and Air Traffic Flow Management (ATFM).

On behalf of COMAER, the Airspace Control Department (DECEA) planned a set of actions for the Rio 2016 Olympic and Paralympic Games, which focused on the safety and the maintenance of a fast and orderly air traffic flow. Meanwhile, the Brazilian Airspace Defense Command (COMDABRA) developed a meticulous plan of the necessary actions for airspace security.

In order to implement these plans, the Air Navigation Management Center (CGNA), under the command of DECEA, prepared another plan of action considering the increase in traffic demand and the constraints imposed in some areas of the airspace.

During its preparation, the DECEA invested in exchanges with countries and Air Navigation Service providers (ANSP) that hosted or participated in major events, such as : United States - FAA Command Center , UK - NATS , Belgium - CFMU and Eurocontrol and South Africa The result of this interaction was the international recognition of the work done in all the large events in Brazil, achieved through the Command and Control Master Room at CGNA, where Collaborative Decision Making (CDM) concept was applied.

Command and Control Master Room The command and control master room will count on the participation of several different government agencies to coordinate the actions during the Rio 2016 Olympic and Paralympic Games and share information about the arrival, displacement and departures of authorities and delegations.

Surrounded by videowalls, the master room allows its participants to view the status of the aircraft movements in the

airports (runways, apron, and terminal) and in the airspace, with the aircraft position and its corresponding flight information, providing to the professionals real time information, making possible better decisions and coordinations.

Air Traffic Control To ensure a fast, safe and orderly air traffic flow, as well as the security of the whole Brazilian airspace security, our air traffic controllers will be standing by, ready to perform an excellent service, as verified by the International Civil Aviation Organization (ICAO) in its audits.

We will count on 1900 controllers, specially trained by the so called Air Movement Simulation Program (PROSIMA) at the Airspace Control Institute (ICEA) to deal with the forecast excess demand and mainly with extreme situations such as terrorist attacks, aircraft hijacks, and identification of aircraft approaching competition venues without authorization.

Airports and Their Vocations The selection of airports was based on technical criteria aiming the maximum utilization of the installed infrastructure among them, the distance from the host city, existing infrastructure in the vicinity of the airport (access roads, traffic flow, quick access to state and federal highways), airport capacity (number of parking places for regular domestic and international aviation, general aviation and military aviation involved in the event), runway complex (length of runways, pavement classification number of the runway, taxiways and aprons), and air traffic services (navigation aids, air traffic control, meteorology, communications, aeronautical information service, departure and arrival procedures).

the Presidential Chief of Staff and Civil Aviation Secretary of the Presidency of the Republic (SAC), in conjunction with the National Civil Aviation Agency (ANAC).

The coordination of an airport is a methodology that consists in establishing predetermined time intervals, named ATC SLOT, for the landing and departure operations of all aircraft operating at the airport, with the purpose of regulating the use so that the operational capacity is not exceeded. Thus, it is possible to maintain the safety and efficiency in the provision of aeronautical and airport infrastructure services.

The involved airports coordination period may vary, depending on the number of sporting events. Users may consult the Decisions number 98 to number 105 published by the National Civil Aviation Agency (ANAC) at http://www2. anac.gov.br/biblioteca/decisoes2015.asp ANAC will allocate ATC SLOT for commercial regular flights (domestic and international), commercial non-scheduled flights (domestic and international), and flights of delegations.

CGNA will be responsible for the allocation of ATC SLOT of the aircrafts that perform private and public specialized air services and air taxi as well as for aircraft transporting Heads of State, Heads of Government, and VIP, as related by the Brazilian Government. This service will be available at the CGNA webpage, using the link www.cgna.gov.br

Airspace Restrictions The security of the audience, athletes, authorities, aircrafts and airport facilities will guide the location, size and levels of the restricted airspaces.

Following the worldwide adopted security criteria in large events and the conservation of the provided air traffic services level, the COMAER created the following exclusion areas: - RESERVED AREA Area named WHITE, existing in all cities involved in the event, in which specific rules for using the airspace are

applied, so ATC units can identify every air movement in it, thus increasing the security level.

- Airspace restrictions; - Aircraft circulation rules in exclusion areas; - Arrival and departures operations at the host cities;

- RESTRICTED AREA Area named YELLOW, located within the WHITE area, existing in all cities involved in the event, with the purpose of limiting the access only to specific air movements which meet the Airspace Defense Authority criteria.

- PROHIBITED AREA Area named RED, located within the YELLOW area, existing in all cities involved in the event, permitting the exclusive access of aircraft involved with the event, under strict permission of the Airspace Defense Authority.

The exclusion areas are located at the lower airspace of the Flight Information Region (FIR) and inside the Terminal Control Areas (TMA) in the locations where the Rio 2016 Olympic and Paralympic Games official events are going to take place: BELO HORIZONTE, BRASÍLIA, MANAUS, RIO DE JANEIRO, SALVADOR and SÃO PAULO.
