Council seeks help to honour Her Majesty

How do you honour the incredible life and memory of our late Sovereign, Her Majesty, Queen Elizabeth II?

That is the question Toowoomba Region Mayor Paul Antonio would like to ask residents as the Council seeks community engagement to consider memorial options for Queen Elizabeth II.

“Aside from the longevity of her service, it was the Queen’s unwavering devotion to duty and her many personal attributes that endeared her to so many people across the spectrum of society that have been fondly recalled in the wake of her death,” Mayor Antonio said.

Pipeline secured for local towns

Cambooya, Greenmount and Nobby are set to be connected to the Toowoomba to Warwick pipeline after Toowoomba Regional Council (TRC) gave its approval last week, subject to conditions. support to the project.

The pipeline will see the townships of Cambooya, Greenmount and Nobby, as well as Clifton, connected to treated water supplied from Wivenhoe Dam via Toowoomba.

The process of planning and designing the pipeline has been an ongoing discussion for many months now between TRC, Southern Downs Regional Council and the Queensland Department of Regional Development, Manufacturing and Water.

With the main priority of the pipeline to provide Warwick with water during prolonged drought, its connections with Clifton, Nobby, Greenmount and Cambooya have not always been a foregone conclusion.

Minister for Water Glenn Butcher said, subject to some final negotiations, the Queensland Government is now in a position to meet its commitment to get the project underway and on track for scheduled completion by the end of 2026.

“Construction of this pipeline is critical to providing improved water security for the residents of Southern Downs Regional Council as well as delivering approximately 420 jobs to the Toowoomba and Southern Downs communities during construction,” he said.

Mr Butcher said pre-construction works are to begin before Christmas.

The project is estimated to cost over $300 million.

The pipeline will carry raw water from Wivenhoe Dam and connect with Toowoomba Regional Council’s existing water infrastructure to deliver water to Warwick.

While acknowledging the need for Southern Downs to have water security, TRC Mayor Paul Antonio said Council’s main priority was to the residents of the Toowoomba Region.

“While the dams are full at the moment, it wasn’t that long ago Warwick’s situation was dramatically different so we understand the importance of this project for the future of the Southern Downs,” Mayor Antonio said.

“In saying this, our focus has to be for our residents and the long-term water security needs for our community.

“This is why we requested and met with State Government representatives on a number of occasions to express the key objectives we need to be satisfied with, before giving our

“Some of these objectives included the relocation and increased capacity of the Wivenhoe Pump Station; enlarging the pipe to connect with our southern towns and ensuring our ratepayers won’t be subsidising the supply of water to the Southern Downs Regional Council.

“While this idea was originally proposed as a way to help the Southern Downs in times of drought, we have worked hard to make sure any pipeline project benefits their Region, as well as the Toowoomba Region.”

In addition to this, Mayor Antonio said it was crucial for the project not to have any adverse effect on Toowoomba’s water security, including that existing Council infrastructure has sufficient capacity to deliver the required demand/flow.

In addition to providing water security, many residents will hope the water from Wivenhoe will bring an end to problems caused by hard water sourced from bores in the towns, particularly Cambooya and Greenmount, which in addition to an undesirable taste can cause issues with pipes, appliances and shower screens.

The Department of Regional Development, Manufacturing and Water estimates pipeline construction to start in early 2024 and continue through to the end of 2025.

Commissioning is expected to be completed by mid-2026.

Small businesses are particularly vulnerable to this union power grab. The legislation exposes them to industry-wide bargaining and coordinated strikes. Business groups have warned of staff reductions and business closures as a result.

The worst part is, because this was pushed through without proper scrutiny, most small businesses don’t know what’s coming. According to a recent survey by the Franchise Council of Australia, 68% of small franchised businesses did not understand the industrial relations changes or how they might impact their business operations.

Amid the worst cost of living crisis in decades, Labor’s only response is to put control of the economy into the hands of unions.

Cambooya Landcare is also continuing to operate the Felton weather station and supporting the Lantana Busters, who have continued their work to reduce lantana in woodland at Symes Thorpe in Toowoomba.

In the report, Mrs Reardon-Smith spoke about projects planned for the future.

“We’re keen to obtain funding for a project to map flood risk and develop strategies to manage erosion on Umbiram Creek, particularly in the lower reaches near its confluence with Hodgson Creek,” she said.

“The key driver for this project is Ian Whan, who has been tireless in compiling the case for the project, writing a report on erosion associated with a poorly designed culvert where the creek intersects the Cambooya-Felton Connection Road,

hosting inspections of the culvert by Toowoomba Regional councilors, and developing funding proposals.

“Other projects we are keen to implement are a trial of new Hoggone feral pig control technologies developed by ACTAAnimal Control Technologies (Australia) - and a riparian weed control and nesting box project in the RiverReach plantings between Patterson Park and Policeman’s Point along Hodgson Creek within Cambooya township.”

The meeting included a presentation by guest speaker Ken Keith, who gave a background explanation of Agro-Ecology through his presentation ‘Transitioning to Agro-Ecology in Australian Agriculture - The Landcare Way’.

Mr Keith related it to the Darling Downs then facilitated a discussion on how Landcare groups could take a lead role with the whole of landscape approach.

Renaming Tabletop

The potential renaming of Mount Tabletop has moved a step closer with Toowoomba Regional Council endorsing a motion to begin consultation.

Mayor Paul Antonio said it was of critical importance to speak with Traditional Custodians and registered Aboriginal Parties before consulting with the wider community.

“The Department of Resources has outlined the process for submitting a new name and one of the key considerations they take into account is whether the level of consultation is adequate,” Mayor Antonio said.

Lockyer Valley Regional Council will also be involved in the process.

Australians concerned about the survival of our native fauna, in particular the much loved koala, will be heartened by a recent Toowoomba Regional Council announcement that it intends to engage in a plan to help map the koala population in the Region.

With koala populations declining TRC Environment and Community Committee Portfolio Lead, Cr Tim McMahon said urgent action was required to better understand the population numbers within the Toowoomba Region.

Locals share Toowoomba health horror stories

At a ‘Queensland Health Crisis Town Hall’ event held on Monday, arranged by the Liberal National Party of Queensland, dozens of locals from across the Darling Downs shared their stories with the local health system.

Hospital delays, ambulance ramping and a lack of resources dominated the experiences of more than 70 people.

In attendance included Leader of the Opposition David Crisafulli, Shadow Health Minister Ros Bates, Shadow Treasurer and Toowoomba South MP David Janetzki and Toowoomba North MP Trevor Watts.

Mr Crisafulli said locals’ experiences with the health system in Toowoomba would be taken straight to the floor of Parliament House.

“It takes a lot of bravery for people to stand up in a room full of strangers and share stories about their health,” Mr Crisafulli said.

“But we need to hear these stories to push the government to act and heal the Queensland Health Crisis.”

Mr Janetzki said Toowoomba was struggling under the weight of a broken system with only 1 per cent being spent this financial year on the Palaszczuk Government’s hospital plan.

“Our region needs the delivery of our new hospital rather than announcements and glossy brochures,” he said.

“The Government is asking for another seven years to fix a health crisis they’ve already had seven years to solve.”

Ms Bates said ambulance ramping is now at 40 per cent.

It was the 28th Queensland Health Crisis Town Hall, held across the state.

the Toowoomba Region, the reality is the total extent of the numbers and their exact locations are not known.

“This is why it’s so important we undertake a mapping exercise to find the precise details that will then make it easier for us to look at ways to provide protection.”

Cr McMahon said the Federal Government has launched a $224.5 million Saving Native Species Program and implementation of the Threatened Species Action Plan (2022 -2025).

“To get some funding through a program like this would be crucial to undertake baseline population mapping of koalas across the Toowoomba region,” he said.

“We have passionate residents who are already doing work in this space and it’s envisaged this would compliment the work being done by our community groups who are undertaking a koala count this month to raise further awareness of our numbers.

”We will continue to work with all levels of government for the conservation of the koala in the Toowoomba Region.”

Existing mapping shows koalas inhabiting parts of Mount Rascal, Mount Peel Bushland and other small areas around the district, particularly to the west of Cambooya, Wyreema and Westbrook and to the east of Ramsay.

New drought grants boost on farm resilience

Over $14 million is available to eligible entities under the Future Drought Fund Extension and Adoption of Drought Resilience Farming Practices Grants program.

Successful projects will receive between $100,000 and $3 million to drive adoption of proven Australian and International generated research and development (R&D) that will help farmers prepare for the impacts of future droughts.

Deputy Secretary Rosemary Deininger said this program is another means in supporting a proactive approach to effective risk management, climate action and resilience.

“Proven R&D practices and technologies that present solutions and can assist farmers with improving drought resilience are already out there, but there’s a gap when it comes to getting them adopted on farm across the country,” Ms Deininger said.

“These projects could reduce the impacts of drought or help farms to bounce back quicker.

“By making these kinds of practices and technology within reach for more farmers, we can make sure more people are better prepared to manage dry conditions in future, whilst keeping their business afloat.

“Indeed, some areas are experiencing widespread and devastating flooding at the moment.

“However, drought is also a natural part of the Australian landscape, and periods of drought are likely to become more

frequent and severe with climate change.”

Under this new program, at least $14.3 million will be available to eligible entities to drive large-scale uptake of Australian and international generated R&D to assist farmers with improving drought resilience.

The program will focus on practices and technologies that are proven to reduce the impacts of drought on agricultural productivity, enable a quicker recovery of farmers and their lands from drought, and demonstrate public benefits.

Applications are open and close 9 January 2023 at 8pm.

Slaughter on the rise

Overall cattle slaughter and production increased 4 per cent quarter-on-quarter, while carcase weights only eased 1kg.

Although these results are below year-ago levels, slaughter numbers remain strong for the year.

The female slaughter rate reached 44 per cent, an indication that the herd rebuild continues moving into the last quarter of the year.

Queensland saw a large increase of 9 per cent quarter-onquarter for cattle slaughter and production.

Slaughter numbers are still back 9 per cent on last year’s results at 753,100 head.

National calf production increased by 50 per cent, which is typical for this time of year.

National lamb slaughter rose 1 per cent to 547,660 head this quarter, but production eased 1 per cent.

Production is still 8 per cent higher year-on-year.

Queensland increased slaughter and production by 12 per cent coming off a lower result from Q2.

Sheep slaughter improved greatly reaching 155,170 head for Q3.

This is a 13 per cent increase quarter-on-quarter with production increasing 19 per cent. Carcase weights also increased 1.45kg to 26.9kg.

Christmas bells ring in the season

Not-for-profit organisation Kreation Music is bringing the

Kreation Music is all about enabling choirs, music groups and performers in the local area to experience events that would normally be out of reach.

Supported by the Toowoomba Regional Council Cultural and Arts Support Grant Program, Kreation Music last year ran a project to record a collaboration of Christmas songs using local community groups and artists.

Based in Greenmount, the Director of Kreation Music, Cassie Midgley, explained that the CD project gave participants an exciting goal

to work towards throughout the year, which was particularly important after the challenges of Covid-related restrictions.

The project culminated in a Christmas concert at the Empire Church Theatre, featuring a number of songs from the CD performed by the groups and artists involved, including local singing group, Amity Quartet.

“We normally sing at charity or community events around Nobby, Allora and Clifton, such as Australia Day, so recording a song on a CD and performing at the Empire Theatre was an amazing experience,” Amity member Don Burge said.

“We were overwhelmed by the level of support received from the community for the project, with the Christmas concert completely selling out,” Ms Midgley explained.

“With the incredible local talent we have here in the Darling Downs region, it got us thinking that maybe we could try for a bigger concert event in 2022.”

This year’s concert will feature men’s chorus High Altitude Harmony and the Toowoomba Municipal Band, along with Toowoombells Handbell Ensemble and soloist Calista Walters.

“Smaller community ensembles don’t often have the chance to perform at the iconic Empire Theatre and all three groups are excited at the opportunity to be involved,” Ms Midgley said.

Kreation Music successfully applied for funding support from Toowoomba Regional Council to move the concert to the larger Armitage Centre.

“By the time we had an entire choir, handbell ensemble, quartet, keyboard and various soloists on stage, it was quite a squash. We’re looking forward to having more space for both the audience and the performers.

“This will be a concert for locals, performed by locals, and we’d really love the community to once again get behind the amazing musical talent we have here in the region,” Ms Midgley said.

Tickets to the “Christmas Together” concert are available from the Empire Theatre box office or website.

No update on new Westbrook school

Toowoomba Catholic Schools is yet to formalise a timeline for the construction and opening of St Francis Catholic College after it was formally announced in March.

A Toowoomba Catholic Schools spokesperson confirmed there had been no updates since the announcement. The K-12 school will be built on close to ten hectares of land at the corner of Boundary Street South and Shoesmith Road. One aspect of the school’s design that will be of particular interest is how traffic will be managed around the entry to the school on Shoesmith Road, which has considerable traffic during peak times.

A plan for the school’s layout when the development application was submitted in 2020.

Program

Permanent reconstruction works is expected to total around $100 million.

$6 million of work has been fasttracked to repair our Region’s priority roads.

Emergency works

Emergency or immediate reconstruction works occurs soon after a disaster, which involves restoring public access to roads in a temporary nature.

Permanent repairs

Permanent repairs follow the completion of emergency works. The project takes longer to complete and requires more planning, engineering and design to restore the roads to previous conditions.

The project is anticipated to be completed by June 2024, weather permitting.

Huge investment in smart meters

Toowoomba Regional Council (TRC) will spend upwards of $27 million

meters to all properties in the Region.

Following an initial trial of almost 2000 meters, TRC Water and Waste Committee Chair Cr Rebecca Vonhoff said Council had voted to commence full implementation of the program.

“This is a large financial commitment from Council so prior to rolling out the meters to all households we targeted as many suburbs as possible to make sure the technology was compatible for all areas within the Toowoomba Region,” Cr Vonhoff said.

“We’ve been able to detect leaks on customers’ properties which we previously wouldn’t have identified which is one of the main goals of this program.

“The system also has the ability to alert our team of any significant spikes in usage.

“Once the rest of the meters are installed we’ll be able to identify further leaks which will help us save valuable water and improve our water security which is vital.”

Cr Vonhoff said residents will also be able to use an app to check how much water they are using.

“This will allow them to review their data and see what activities around their property use a lot of water so they can reduce their water use and also reduce their water bills,” she said.

“If properties have an underground leak, the meters will also help with early detection.

“Essentially, this means that Council will be able to operate more efficiently and residents will be able to monitor their own water usage effectively which will provide cost savings to both the resident and to Council.”

A man was flown to hospital after he was repeatedly struck by a bull at Felton last Saturday night.

Paramedics were alerted to the incident at 10.05pm and subsequently attended a private residence at Felton.

A male in his 50s was reportedly struck several times by the bull and was transported to Princess Alexandra Hospital by helicopter, in a stable condition with a suspected back injury.

Councillors Nancy Sommerfield and Rebecca Vonhoff show off a smart meter when they were first trialled in 2020.

The cost of the project, which includes the installation, operation and maintenance, is estimated to be $27,650,000 in total.

New mammogram technique helping women

Local women now have access to a new type of mammogram procedure, making some breast cancer examinations quicker and easier.

The contrast enhanced mammography device was installed at Toowoomba Hospital to enhance the Diagnostic Breast Service and to have the latest technology available for Darling Downs patients.

Operations Manager of Medical Imaging Roslyn Farquharson said this mammography technique works in a similar way to a CT scan, where contrast is injected into the body to make any tumours light up so they can be seen clearer.

She said women who have used it at Toowoomba Hospital have said that it’s a much easier process.

Cambooya State School

RIBBON

DAY

It was a sea of white at a recent parade at Cambooya State School.

This sight was unusual as the uniform colours are maroon and gold.

Cambooya was celebrating White Ribbon Day with a theme of peace and kindness to all.

Children dressed all in white, made white ribbons to hang around the undercover area and Year 4 did a presentation on parade promoting the great message of peace and kindness.

RM Williams Equestrian Centre holding two day carnival

Equestrian competitors from 11 years to over 70 years are all set for the two day carnival at the RM Williams Equestrian Centre, 248 Hodgson Vale Road, Hodgson Vale on 3rd and 4th December.

The Centre is less than one year old and this is the first carnival in conjunction with Equestrian Queensland.

A variety of events will include Dressage, Show Jumping, and over 100 competitors contesting a Cross Country event on the Sunday.

Riders from as young as eleven to as old as some in their seventies will be competing.

The carnival will also conduct a “Come and Try” section for under 16 year old riders and an Open division with Equestrian Australia coaches available to help and guide riders according to their level of expertise.

The dressage events will be conducted in the new arenas financed by the Toowoomba Regional Council and those watching can relax on the front deck with a canteen and bar open.

Organising Director Jo Williams said the Centre would welcome new riders or club members and would be grateful if they could get some jump judges for cross country day.

“They will be given a little snack pack and take their own chair sitting in the sun ticking off riders as they jump the jump they are delegated,” she said.

For information, call Jo Williams on 0412 790 417 or email rmequestriancentre@gmail.com

Check your gas bottles

As the weather warms up, many of us are planning gettogethers with family and friends, and nothing could be more Aussie than hosting a barbecue.

But before you partake in the time-honoured tradition, undertake a safety check of your gas barbecue.

To check for gas leaks, you should inspect the hose for signs of cracking or damage. If you have any doubts about the hose, replace it before you barbecue.

The next step is to make a soapy solution to check for leaks on your cylinder connection.

Mix a little household detergent in a water bottle and give it a shake.

Squirt the solution onto the connection between the hose and the cylinder – bubbles will form if gas is escaping.

If you see bubbles, turn off the gas immediately.

Take another look at the hose as well as the connections to make sure there are tight.

If the hose or O ring on the connection is damaged, then you need to replace it before you barbecue.

Re-test with soapy water, if bubbles still form turn off the gas and contact a licensed gasfitter.
