To advocate for individuals age 60+ and adults living with disabilites, and assist them in securing needed services or benefts, live with dignity and security, and achieve maximum independence and quality of life.
34 Years of American with Disabilities Act
The ADA is Everywhere
On July 26, 1990 President George H.W. Bush signed into law the Americans with Disabilities Act (ADA) to ensure the civil rights of people with disabilities. Both the county and city of Eau Claire will affrm the principles of equality and inclusion for person with disabilities with proclamations.
Sparked by an ADA request, Eau Claire county is one of the frst in the state to permit remote attendance by board and committee members at its meetings. As with ramps, something that started because of the ADA benefts many.
ADA Highlights in Eau Claire County
Numerous organizations in the county and state of Wisconsin work to bring forth the promise, hope and freedom that is envisioned by the passage of the ADA. Check out some of the offerings in our County and celebrate ADA month:
• Multiple Sclerosis (MS) - Take Charge is hosting an ADA Celebration, 7/26, 11 am-4 pm at LE Phillips Senior Center.

ADRCs: Help for Older Adults and Adults Living with Disabilities
The Aging and Disability Resource Center (ADRC) of Eau Claire County provides information about resources and support on all aspects of life related to aging or living with a disability. ADRC staff are unbiased and knowledgeable professionals who listen to your concerns, help clarify your options and direct you to appropriate resources. The ADRC administers the Senior Nutrition Programs for Eau Claire County and is also the access point for information about long-term care options and public benefts. Services provided by the ADRC are free and available to all Eau Claire County residents regardless of income or assets.

The primary purpose of the ADRC is to provide the customer with unbiased information about services that will meet their needs. This includes sharing information with customers about agencies that provide needed services. The ADRC may operate programs that provide direct services to customers. The ADRC Specialist:
• Cannot attempt to influence customers for fnancial gain or other self-interests.
• Cannot attempt to influence customers in the interest of any service or program provider, including the ADRC itself. The ADRC is prohibited from using revenue generated from direct service programs to support the ADRC Specialist program.

ADRC's assist anyone age 60 and over, as well as adults age18-59 living with a disability.
ADRC services are also available to family members, friends, caregivers and professionals working with these populations.
VA’s Housing Adaptation Programs
The VA may provide adaptations to a Veteran’s or Servicemember’s home by the Veterans Health Administration (VHA) under the Home Improvements and Structural Alterations (HISA) Grant or the Veterans Benefts Administration’s (VBA). The mission of the VA’s Housing Adaptation programs is to adapt or modify a home to accommodate the Veteran or Servicemember’s disability. These adaptations and modifcations are individually determined based on the medical feasibility for them to reside in their home, continuation with medical treatment and rehabilitation; and the capability to live independently in a barrier-free environment.
HISA-Provides a grant for medically necessary improvements and structural alterations to a Veteran/ Servicemember’s home for the following : allowing entrance into a home; accessibility to kitchens or bathroom counters; safe use of bathrooms; improving entrance path or driveway to facilitate access to the home; and update plumbing/electrical systems necessary due to installation of medical equipment.
A $6,800 lifetime beneft may be provided for a veteran rated with a 50% or higher service connected disability rating.
A $2,000 lifetime beneft may be provided for a non-service connected condition.
HISA does NOT include exterior decking, purchase or installation of a spa or hot tubs, home security systems, removable equipment such as portable ramps, porch lifts, and stair glides, and routine repairs.

Healthy Mind Salad
Besides tasting great, berries have numerous health benefts. Berries, specifcally blueberries, strawberries, and raspberries, are the best fruit sources of antioxidants. Antioxidants are important substances that protect the body’s cells from free radicals or molecules linked to causing various diseases such as heart disease and cancer. Berries also contain flavonoids. These are molecules designed to protect brain health by preventing the formation of neurotoxins and neuroinflammation. By limiting the brains exposure to toxins and inflammation, flavonoids promote improved memory, learning, and overall cognitive performance.
INGREDIENTS
• Dark, leafy greens-baby spinach, baby kale, romaine lettuce, or green salad mixes
• Blueberries, raspberries, or strawberriesfresh or frozen
• Nuts-walnuts, almonds, or pecans
• Red wine vinaigrette dressing

Wisconsin Aging Advocacy Day
(Madison, WI) - On May 15, nearly 200 advocates from across the state participated in the 8th annual Aging Advocacy Day. Community members and aging network professional gathered in the morning to prepare for their legislative visits and then walked to the State Capitol for afternoon meetings with their state legislators.
Advocates shared fve priorities for the 2025-2027 state budget with legislators. The priorities include:
• Investing in Aging and Disability Resource Centers (ADRCs),
• Caring for Wisconsin’s Caregivers,
• Safeguarding Nutrition Supports,
• Reducing Falls Among Older Wisconsinites, and
• Supporting Increased Funding for Specialized Transportation

The Aging & Disability Resource Center began distributing a limited supply of Senior Farmer’s Market vouchers in June 2024 at local Farmer’s Markets. Eligible seniors can receive $45 in vouchers to be used at any approved Farmer’s Market vendor in the state of Wisconsin. The vouchers can be used to purchase fresh fruits and vegetables grown in Wisconsin. One $45 voucher packet per person. To be eligible to receive the vouchers in you must be:

Preventing Heat Exhaustion and Heat Stroke and Recognizing the
As the temperature rises, so does the risk to heat-related illnesses like heat exhaustion and heat stroke. Recognizing the warning signs and understanding the differences between these conditions can help keep you safe and healthy all summer long.
To avoid heat-related illnesses, on hot, humid days, be sure to stay hydrated, wear lightcolored and breathable clothing, and take breaks in cool shaded areas. Additionally, never leave children or pets in hot cars. Be sure to check on neighbors at high risk, such those with health conditions.
Heat Exhaustion—occurs when the body overheats, often due to strenuous activity in hot, humid weather. Symptoms include:
• Heavy sweating
• Cold, pale and clammy skin
• Muscle cramps
• Fast, weak pulse
• Fatigue, weakness, or dizziness
• Headache
• Nausea or vomiting
• Dark urine or decrease urination. If left untreated, heat exhaustion can escalate to heat stroke, so it is essential to seek shade, rest, loosen clothing, and hydrate immediately. Get medical help if you are throwing up, symptoms worsen, or your symptoms last longer than an hour.

Heat Stroke—is more severe and occurs when the body’s temperature rises to 103°F or higher. It can cause damage to the brain, kidneys, and muscles. Warning signs include:
• High body temperature
• Headache
• Dizziness
• Nausea
• Hot, dry, damp or red skin
• Rapid heartbeat
• Confusion, agitation, unconsciousness
• Seizures
Heat stroke requires immediate medical attention. In addition, move the person to a cool place, and help lower the body temperature by putting cool cloths or ice on them. Do NOT give a person anything to drink unless they are fully awake.
