To advocate for individuals age 60+ and adults living with disabilities, and assist them in securing needed services or benefits, live with dignity and security, and achieve maximum independence and quality of life.

Adaptive equipment (also referred to as assistive technology) are devices that are used to assist with everyday activities like bathing, dressing, grooming, toileting, bathing and much more! It can be life changing to use a device that makes routine tasks safer or less painful. It’s also easier and less costly than hiring a caregiver. Even for those who are living with someone who can assist with these tasks, adaptive equipment reduces the number of things they would need to physically help with. Using a device gives more independence than relying on another person, and relieves caregivers. Items have been added to our inventory and there is a robust variety in the loan closet that Eau Claire County residents can borrow for up to 3 months. There is also a set of items that are available for staff to demonstrate but not loan out, because these items are harder to clean or not appropriate to share person-to-person; for example, a longhandled hairbrush. Before purchasing one, you may want to see if it’s long enough to help you reach the back of your hair. The categories of our equipment are: Mobility, Home Safety & Accessibility, Health/Medical, Personal Care/Dressing, Hearing Loss, Vision Loss, Vehicle Mobility & Recreation. We ask for a $10.00 non-refundable contribution for larger items and $5.00 for smaller items. This can be waived in cases of hardship. ADRCs: Help for Older Adults and Adults Living with Disabilities The Aging and Disability Resource Center (ADRC) of Eau Claire County provides information about resources and support on all aspects of life related to aging or living with a disability. ADRC staff are unbiased and knowledgeable professionals who listen to your concerns, help clarify your options and direct you to appropriate resources. The ADRC administers the Senior Nutrition Programs for Eau Claire County and is also the access point for information about long-term care options and public benefits. Services provided by the ADRC are free and available to all Eau Claire County residents regardless of income or assets.

There are no income requirements to utilize the services of the ADRC. ADRC's assist anyone age 60 and over, as well as adults age18-59 living with disabilities. ADRC services are also available to family members, friends, caregivers and professionals working with these populations.

Until recently, we didn’t have much concrete data on the impact vision loss is having on aging adults across Wisconsin. That changed with the publication last year of “Wisconsin’s Older Population and Vision Loss: A Briefing,” a detailed report prepared by researchers from The Ohio State University College of Optometry and published by VisionServe Alliance. We now have a much clearer understanding of the impact of vision loss among Wisconsin’s older adults. The report tells us not only how common it is, but also what groups are more likely to be affected. We can also better grasp the connection between vision loss and physical, mental and social health. Who Has Vision Loss? • More than 4 out of every 100 older people report severe vision impairment or blindness. •

Women over 65 are significantly more likely than men to experience vision impairment.

African Americans over 65 are more than three times as likely to experience vision impairment as their White peers.

Vision impairment rates vary widely across Wisconsin counties, with high rates found among both urban and rural counties.

The vast majority of older people with vision impairment do not receive vision rehabilitation services to help them adapt to their changing vision.

Older adults with vision loss are much more likely to be living in poverty than their peers who are not visually impaired.

What’s the Connection Between Vision Loss and Health? Older people with vision impairment are more likely to have chronic conditions like stroke, arthritis, diabetes and kidney disease, and are twice as likely to suffer from depression. More than half of older people with vision impairment in Wisconsin report fair or poor health, compared to only 20% of older people without vision impairment. So, what does all this mean for you? Above all, it means that if you are experiencing vision loss, you are not alone! It’s very common to feel more isolated and lonely as your vision declines, so it’s important to understand that (1) others in your community are going through the same thing; and (2) services are available that can help you feel more independent and empower you to continue with many of the activities you enjoy. Practicing good eye health and seeing your eye doctor regularly will help preserve your vision as long as possible. It will ensure that your eye condition is diagnosed properly and you know your treatment options. If vision loss has begun to affect your day-to-day life, please consider reaching out to an organization that provides vision rehabilitation services, which can teach you strategies for daily living. They can help you determine if vision rehab or other related services are right for you: WI Dept. of Health Services Office for the Blind and Visually Impaired 888-879-0017. Changing vision can be frightening, but with the right information and support, you can continue to live a vibrant and fulfilling life!

Winter Reminders Meals on Wheels and Senior Dining Sites may be closed if we have heavy snowfall, extreme temperatures, icy roads, storms/tornado/heavy winds, etc. Typically we follow the Eau Claire schools for weather closures. For delivery, we ask that you please have snow and ice removed from entrance and sidewalks so that our volunteers can safely deliver your meal to you. If your sidewalks are not cleared you run the risk of no delivery. To check for our closings, you will be able to find them scrolling on the bottom of the TV along with the school closings on your local channels WEAU-TV 13 and WQOW-TV 18. You can find our closings directly on their websites: www.weau.com and www.wqow.com. They will also announce our closings on WAXX radio.

Brain Check-Up A Closer look at Memory Changes A brain health check-up (memory screen) is a wellness tool that helps identify possible changes in memory and cognition. We screen for other things, why not our memory? It creates a baseline of where a person is at so that future changes can be monitored.

It’s free, confidential, and takes only 15 minutes!

Just as blood pressure, cancer, diabetes, or stroke screen contribute to prevention and better treatments, so do memory screens. Treatment may be possible. Some types of dementia are reversible, like those from nutritional & vitamin deficiencies, depression, thyroid issues and more. Knowledge means more control. Dementias that are not reversible may be treated with medications that could help with symptoms and preserve quality of life for a longer period of time.

The Vehicle Modification Grant has money available, up to $5,000, to make a vehicle accessible for caregivers, adults 60 and over, or adults living with a disability. This may also help with the purchase of a new/used modified vehicle. Applications are reviewed and granted based on funding availability. Must be an Eau Claire County Resident to qualify. Examples of possible modifications: lifts, ramps, left foot accelerator, right hand turn signal, modified-effort steering, swivel seat…and so much more!

Healthy Living with Chronic Pain (virtual) If living with ongoing pain is keeping you from doing the things you want to do, this 6-week workshop can help give you tools and strategies to manage your pain. If you’re 18 or older and have or live with someone who has chronic pain, this program is for you! Topics include: Short-term goal setting, Relaxation, Getting quality sleep, Better emotional health, Medication usage and evaluating treatment options, Balancing activity and rest. Creating a pain profile, fatigue management, communication skills with friends, family, and medical team. This program does not replace existing treatments, but serves to complement your current medical treatment plan, and is not meant for a person who has pain medication addiction issues. Walk With Ease (in person) Six-week walking program developed by the Arthritis Foundation. While walking is the central activity, it also includes education to ease arthritis symptoms, stretching and strengthening exercises, and motivational strategies. Classes meet indoors three times weekly for one hour. Proven benefits include: Reduce pain and discomfort of arthritis; Increase balance, strength and walking pace; Build confidence in your ability to be physically active; Improve your overall health. The first Installment of Property Taxes is due Jan 31st to your municipal Treasurer. City of Eau Claire, City of Altoona and Town of Ludington residents pay 1st installment to Eau Claire County Treasurer by any of the following means: •

The City of Eau Claire’s Winter Mission is a 4 mile walking path that will be plowed and maintained after snow events. This is a perfect way to get outside for some fresh air and

exercise. Two area parks, Owen and Lakeshore, are located along the route for a handy place to park your car while you are getting your steps in. Stroll along the Chippewa River from Owen Park, along Water Street, which may be a good spot to stop for a warm beverage or a bite to eat. Homestead Tax Credit Program

The homestead credit program is designed to soften the impact of property taxes and rent on persons with lower incomes. The benefit available may take the form of an income tax credit or a direct refund. The credit is based on the relationship of your household income to the amount of your allowable property taxes and/or rent for the calendar year. To qualify for the Homestead Tax Credit in 2023 you must be: 1. A legal resident of Wisconsin for all of 2023, from January 1 through December 31. 2. 18 years of age or older on December 31, 2023. 3. Less than $24,680 in household income for 2023. And Meet One of the Following Conditions:  You (or your spouse, if married, and reside in the same household) have positive earned income during the year.  You (or your spouse, if married, and reside in the same household) are disabled.  You (or your spouse, if married) are 62 years of age or older at the end of 2023.  You own or rent your Wisconsin homestead that is subject to Wisconsin property taxes during 2023.  You are not claimed as a dependent on someone else's 2023 federal income tax return. Note: This limitation does not apply if you were 62 years of age or over on December 31, 2023.  You did not live for the entire 2023 year in housing that is exempt from property taxes.

Note: Property owned by a municipal housing authority is not considered tax-exempt for homestead credit purposes if that authority makes payments in place of property taxes to the city or town in which it is located. If you live in public housing, you should check with your rental manager.  At the time of filing a claim, you are not living in a nursing home and receiving medical assistance.  You are not claiming Wisconsin farmland preservation credit for 2023.  You are not claiming the veterans and surviving spouses property tax credit on 2023 real estate taxes.  Only one claim may be filed per household. A married couple residing together is one household.  You are not filing a claim on behalf of a person after their death.  You have not received Wisconsin Works (W2) payments of any amount or county relief payments of $400 or more for each month of 2023. How do I claim homestead credit? If you meet all of the qualifications, you must complete a Wisconsin Homestead Credit Claim, Schedule H or Schedule H-EZ to determine the amount of any benefit available. Please note that you may meet all of the qualifications but still not receive a credit because the credit is based on the relationship of your household income to the amount of your allowable property taxes and/or rent. If you do qualify for a credit, you must submit a copy of your 2023 property tax bill, if you owned and occupied your home, or an original rent certificate signed by your landlord, if you rented, along with your Schedule H or H-EZ. PARATRANSIT PARTICIPANTS REPORT SATISFACTION

The City of Eau Claire and Eau Claire County offer Paratransit Transportation to residents in the county who do not have ready access to transportation or are unable to ride other public transportation options. Recently the Paratransit participants were surveyed as part of the State of Wisconsin Department of Transportation 85.21 Specialized Transportation Grant process, and riders reported high satisfaction with this valuable service.
