T

he Woodburn Fire District would like to extend sincere appreciation to district residents for support of the replacement bond request on the May ballot. The approved bond will replace the district’s current bond that expires in 2022 and allow the fire district to continue funding long-term capital expenses through bond revenue, as it has for the last 20 years. There will be no tax increase as a result of the bond approval. “The passage of the bond will ensure that our firefighters have the tools, equipment and facilities that they need to provide the high level of emergency response service that the residents deserve and expect.” - Joe Budge, Chief of the Woodburn Fire District. The approved 20 year bond will provide funds for capital expenditures including emergency response vehicles, district facilities, and life-saving equipment such as thermal imagers, breathing apparatus, cardiac monitors, and other emergency equipment. Bond approval allows the district to retain all firefighter-medics who provide emergency medical and fire response for 39,000 people that reside within the 75 square miles served by the fire district.

INCREASED FIREFIGHTER STAFFING

The immediate result of the bond approval is the ability to use the district’s reserve funds that had previously been earmarked for capital expenses for the hiring of one additional career firefighter. The new firefighter will be used to fill a new position created by the start of a peak activity unit that will be staffed by two firefighters four days a week during hours of high call volume. The district has placed a high priority to incrementally add new firefighter positions over the coming years with the goal of a second engine staffed with career firefighters as the growth of the community and resulting tax revenue allows. This goal will be realized much sooner with all capital expenses funded by the bond which allows the use of the district’s permanent tax rate and local option levy for staffing and operating expenses.

APPARATUS REPLACEMENT

The district is making plans for the purchase of replacement fire engines, tenders, and support vehicles that will commence when the bond funds become available beginning in July of 2022. The first apparatus to be purchased will be an air unit and a brush rig. The new air unit will replace the current 1990 model that provides compressed air in the cylinders that firefighters use in structure fires and other toxic environments.

The air unit also supports firefighter rehab during extended emergency incidents. The brush unit is a small engine on a heavy-duty pick-up chassis. The new brush unit will be one of two of this type of apparatus that are well suited to fight brush and grass fires that require off-road access. The district plans to replace 8 of the 13 front-line apparatus as they reach the end of their reliable use over the 20 year term of the bond.

GERVAIS FIRE STATION REESTABLISHMENT

The district will also be moving forward with the planned partnership with the city of Gervais for the joint construction and use of a building that is the first step in the reestablishment of Station 23. An existing fire engine and two of the district’s six student resident volunteers will be moved to the station when complete. The student volunteer firefighters will be backed up by career firefighters responding from Woodburn. Under the terms of the concept agreement with Gervais, the district will have use of the structure for 25 years.

PROJECTED INSURANCE SAVINGS

The increased staffing, reestablishment of Station 23 and the development of a training facility that is also included in the bond plan, is expected to allow the fire district to improve the Insurance Service Office (ISO) rating from the current three to a two rating. Fewer than 5% of the more than 41,000 fire agencies in the U.S. have an ISO rating of two or less. The improvement of the ISO rating is expected to save property owners about 5 percent on their insurance premiums which equates to about half of the cost of the bond for the average residential property owner in the fire district.

I

t’s always exciting discovering new restaurants, isn’t it? Once you’ve decided to try a place you’ve never been to before, regardless of whether it ends up being a positive or a negative experience, it’s always one of those small kinds of adventures that keeps life interesting. Of course, it is that much better when the new place is fantastic - replete with great atmosphere, friendly servers, and delectable northwest inspired dishes. These are the kinds of places that do become new favorites. That new place you’re going to want to try very soon is the Parkway Grille inside the Wilsonville Hilton Garden Inn Hotel! Parkway Grille opened less than a year ago, right in the thick of the pandemic. It was a tough time for

restaurants to survive, let alone open to the public for the first time, but Parkway Grille made it through due to the fact that it is a truly exceptional restaurant and bar. It’s the perfect balance of fine and casual dining, so you can enjoy a chance to get all dressed up and go out for a special occasion (they even have a banquet room that is perfect for weddings, family reunions, business meetings, etc.), or dress casually and enjoy a fantastic meal in a relaxed atmosphere with friends or family. Whatever the occasion, Parkway Grille is aesthetically designed to accommodate a wide range of events. Of course, when it comes to a new restaurant, the main question is always “what about the food?” This is perhaps the most exciting aspect of the experience at Parkway Grille, as they are immensely proud to introduce Executive Chef Dolan Lane. He is a chef of renowned excellence, having spent the last 20+ years honing his craft, and working his way up in the industry.


Dolan grew up in Seattle and at the age of 17 began one of his first jobs working at a mom-and-pop Italian joint. At the time he didn’t intend to make a career in a restaurant, but he enjoyed the energetic, fast-paced nature of the business, as well as the specific sort of employee-customer interactions you only get in this kind of setting. He actually went to college to study photography, but kept working in the food industry on the side and eventually realized that was where his passion really lay. Leaving photography behind, he moved to San Francisco to attend one of the most respected culinary schools in the country. Upon graduation, he moved back to Seattle, began his career as a chef, and it’s been a steady climb ever since! In 2000 he and his Portland-native wife moved to the area, and the timing was fortunate enough to catch the “great food movement” that was taking place here while it was still in its initial phase. Portland is an exciting place for chefs, with restaurants serving cuisine which spans the entire gamut. He started as a Sous-chef at Blue Hour, working with well known restaurateur, Bruce Carey. From there, he moved up to Executive Chef at Clarklewis in 2008 (another restaurant owned by Carey), where he really got his feet wet in the whole farm-to-table experience. He spent some time at other restaurants here and there, but his next biggest stint

The lunch and dinner menu is replete with mouthwatering delights such as Seared Sea Scallops with Wild Boar Risotto, Grilled New York Steak, and what they call “Roasted Airline Chicken Breast,” which comes with seasonal vegetables, creamy polenta, and a flavorful mushroom & sherry sauce. If you still have room for dessert, be sure to finish off with their delectable Apple Strudel, Butterscotch Budino, or Wild Berry Sorbet!

Due to restrictions during the first year of business, they had to focus primarily on take-out and easily-transportable items; burgers and fish and chips have been popular in that regard. However, Dolan is very excited about the next few months, with restrictions easing and inhouse dining opening back up. He can’t wait to get back to cooking fun, seasonal, and fresh dishes that are best served in person, and he’s sure they’ll bring smiles to every face.

Their biggest challenge right now is with staffing, so when you go in please be aware and pack your patience while they work through it (as all restaurants are having to do right now). Make Parkway Grille the place for your next dinner out and it will become a new favorite! 4th of July fireworks are an annual tradition that many of us love to enjoy, but they can make our pets miserable! Many animals become so frightened by the noise and commotion that they run away, making July 4th and 5th among the worst days of the year for lost pets. Even if they don’t run away, it’s hard for pet-parents to see them so miserable, so here’s how to keep your furbaby as safe and comfortable as possible when the explosions begin:

KEEP YOUR PET AWAY FROM FIREWORKS! This may seem obvious, but it’s extremely important to make sure your animals are nowhere near any fireworks being set off. The best way to ensure this is to keep all pets indoors for the duration, including those that may normally live outside. If you are attending an event and can’t leave them at home, make sure they are securely leashed and under your direct control at all times.

Your veterinarian can provide sedatives to give to animals that are especially stressed during the holiday, whether due to fireworks, crowds, or general commotion. Make sure to follow directions carefully and never give more than the prescribed dose. If possible, try a practice dose of the medication beforehand to see how your pet responds. Last, but not least, make sure your pet is wearing their collar with an ID tag, and verify that their microchip information is up to date. In the event that the worst happens and your pet disappears, these two things will help ensure that they are found and reunited with you as quickly as possible.

Fruit Pizza

Whether you need the perfect dessert for a 4th of July celebration, or you just want a tasty treat to make and enjoy all summer long, this fruit pizza recipe is easy and customizable for any occasion! Go with blueberries, strawberries, raspberries and cherries for a festive holiday theme; embrace the flavors of summer by topping with peaches and blackberries; or be bold with tropical fruits like kiwi, pineapple, mango, and banana. INGREDIENTS

Crust: 2 C flour 2/3 C powdered sugar 2 sticks salted butter Frosting: 2, 8 oz. packages of cream cheese, softened 2/3 C granulated sugar 1 t vanilla extract

Fruit: A variety of fresh fruits of your choice, sliced thin. Glaze (optional): 2 T strawberry jam thinned with 1 t warm water

DIRECTIONS

1. Combine sugar and flour and cut in butter until crumbly. (It may seem too crumbly to set, but it’s basically shortbread so it will be fine.) 2. Press into a lined 12 inch pizza pan. 3. Bake at 350 for 12-15 min or until very lightly brown. Allow to cool completely. 4. Mix frosting and slice fruit while cooling. You can use an egg slicer for larger fruits like strawberries and bananas, but leave small berries whole. 5. Frost shortbread cookie with cream cheese frosting, and top with fruit. 6. Spread with glaze (if using) to keep fruit fresh. 7. Chill until serving time. Cut in wedges to serve. *recipe reprinted from gwens-nest.com

I

t has to be said: school lunch programs aren’t what they used to be. The movies don’t exaggerate on this point. Back in the seventies and eighties, the evil “lunch lady” was a real thing, clad in her spiderweb hairnet, brandishing her oversized scoop like a weapon, and nagging at the unappreciative kids for not showing enough enthusiasm over her “Mystery Meat Mondays” or “Free-for-All Fridays” (which was usually some kind of stew designed to hide any number of surplus ingredients from the prior week’s meals). It was a bit of a horror show to say the least. To be fair to those underappreciated and, perhaps, misunderstood lunch ladies of old, we didn’t know then what we know now regarding the nutritional needs of our youth. Time has brought improvement, and today’s school Food Service Programs are a far cry from what they once were. Although the numbers vary slightly depending on the source, CNBC reported in 2020 that the National School Lunch Program serves more than 30 million children daily. The National School Breakfast Program serves another 14.7 million children, and the Child and Adult Care Food Program an additional 6.1 million. For many children, these are the only hot meals they are getting on a daily basis. Another source, The Washington Post, stated in a report from 2017 that as many as 1 in 5 school children in the United States live in food insecure households (meaning they lack consistent access to a stable supply of food). It’s imperative, of course, that growing children receive not only sufficient quantities of food, but also the right kinds. The SNA (School Nutrition Association) explains on their website that balanced nutrition throughout the day is essential to a student’s success both in and out of the classroom. It plays a critical role in a child’s brain development, their ability to concentrate

and learn in school, and their ability to combat stress, anxiety, and depression. Also, these early years are when habits are formed; habits which may go on to last their entire lives. In order to ward off obesity and other health problems, children need to learn good eating habits early on. All of this is to highlight the immeasurably important role school nutrition services have come to play in our children’s lives. No longer the suppliers of meat of questionable origins and integrity, the current school food programs generally provide authentically balanced, healthy and nutritious meals. And none do so with more care, consistency, or tenacity than our very own Woodburn School District. Chelsea Allen, Supervisor of Nutrition Services, is our local champion in this effort, and her enthusiasm and passion for the work she does is evident. Her mother and grandmother both worked in the school district as she was growing up, and their example instilled within her a similar desire and willingness to dedicate her life to serving the needs of her local community. In particular, she has a real soft spot for children and the elderly, so when the opportunity presented itself to work in the school Nutrition Services program in 2019, she jumped in with both feet. Little did she know that less than one year later the world, and especially school programs, would change significantly. What is truly amazing, however, is that under her guidance, they have managed to continue serving children throughout this entire fiasco of a year! With the exception of a few weeks early on (when nobody knew what was going on and literally just about everything was closed), Chelsea has done her utmost to keep the gears turning. It took a lot of effort, patience, and adaptability on the part of Chelsea, her Nutrition Services Specialist, Rhonda Barrett, and the entire Nutrition Services Department, but they have prevailed. As we all know, restrictions have changed frequently as new information has been released. With these ever-changing rules and regulations, it has been a nonstop roller coaster ride adhering to

protocol and adjusting on-the-fly to make sure the children in the community were still receiving at least a portion of their regular meals in a safe and secure fashion. Many, many families rely on the school food programs for those one-to-two meals per day. If we deduce that if upwards of 30 million or more students are participating in the food service programs daily, then when the schools are shut down due to a pandemic, we potentially have upwards of 30 million children who are regularly missing 1-2 meals per day! Chelsea wasn’t about to let that happen in her local community. In an effort to combat this catastrophe, she and her team established 6 service sites around town where parents and children have been able to pick up grab-and-go meals via drive-thru or walk-up. Anyone ages 1-18, has been given the ability to get free meals daily at any of these sites. And these are the same nutritionally-balanced, quality meals that they would have been receiving on site if the schools had remained open. Chelsea stated they’ve had to make some adjustments (sometimes the food has to be delivered frozen with instructions on how to cook it once it’s taken home), but even so, they’ve managed to continue providing free food to every child in need. Although it appears that things may at long last be returning to some sort of “normal” in the fall, this summer, Chelsea and her team are continuing to offer their auxiliary services. They will be preparing and serving Graband-go breakfasts and lunches at Nuevo Amanecer from 1111:30am Monday-Friday. What Chelsea and her team have done this past year is nothing short of a miracle. It’s no exaggeration to assert that one meal can be enough to change a life or even save a life. Those working in our school Food Service Programs deserve our greatest respect and most sincere thanks. So to Chelsea, Rhonda, and the entire team in the Food Service Department of the Woodburn School District, thank you for going above and beyond to help keep our children fed, healthy, and nutritionally balanced!
