PLANNING FOR WINTER EMERGENCIES

A

s winter looms, so does the prospect of storms and inclement weather capable of wreaking havoc on both life and property. Planning ahead for weather emergencies can safeguard your home, as well as your loved ones. The following tips will help you prepare for the worst that nature might throw your way.

Property maintenance is a preventative measure that may help avoid or mitigate damage to one’s home. Attend to tree branches that could break in high winds or freezing conditions.

Consider purchasing a portable generator in case power is out for an extended period.

Family Preparation

Assemble an emergency kit. Be sure you’re equipped with extra blankets, flashlights with extra batteries, a batteryoperated radio, a first aid kit, a fire extinguisher, and enough prescription medications to last at least a week.

Stock up on non-perishable food and water. Provisions should be adequate to last your family a minimum of three days.

Regrouping locations.

Families should establish locations both on and off their property to rendezvous should they become separated during an emergency.

Family members should learn basic First Aid and CPR should a medical emergency occur.

Home Preparation

Check that walls and attics are properly insulated, and that doors and windows are weather-stripped and adequately sealed.

Inspect and clean chimneys, and make certain heating equipment is in good working order.

Insulate pipes. If freezing temperatures are forecast, allow faucets to drip to avoid freezing solid.

Monitor fuel supplies. If your home is heated via propane, oil, or wood, be sure you’re adequately stocked should an extended storm hit.

Stock up on water. In addition to bottled water, filling one’s bathtub with water as well as extra containers will help address a host of water-related needs from drinking and cooking to flushing toilets.

Winterize your vehicles. Have your mechanic check wiper blades, ignitions systems, batteries, antifreeze, lights, heater, brakes, defroster, and oil.

Inspect your tires to ensure that they have adequate tread. Be certain that the type of tires mounted on your car will be effective in inclement weather. In certain climates and jurisdictions, chains or studded tires will be required for travel.

Keep the following items in your vehicle: • • • •

A windshield scraper and small broom A bag of sand to create traction for tires in snowy/icy conditions Matches stored in a waterproof container A brightly colored cloth to tie to your antenna (preferably neon orange, yellow, or red) • An emergency kit (including first aid supplies, warm clothing, a flashlight, and blankets).

• Keep gas tanks full and batteries charged (for electric vehicles) in the event that you are required to leave your home.

Bring your pet animals indoors.

Outdoor animals should have an area where they can be sheltered from severe winter conditions. Grazing animals should have a protected food supply and a non-frozen water source.

Many of us won’t find time to address every item listed above; however, any preparation is better than none. A little forethought can go a long way when winter weather hits.

RECIPE

Keto Zuppa Toscana Soup This is a copycat version of the Olive Garden soup that is perfect for a chilly night. Made with sausage, bacon, cauliflower and kale or spinach. It’s a hearty soup that is perfect for dinner!

INGREDIENTS

1 Pound Ground Italian sausage 1/2 t Crushed Red Pepper (to taste) 6 Slices Bacon, Cut Into Pieces 1/2 Medium Onion, Diced

1 T Minced Garlic 8 C Chicken Broth 4 C Cauliflower Florets 1 C Heavy Cream 5 C Kale or Spinach

DIRECTIONS

1. Cook the Italian sausage and red pepper flakes in a Dutch oven (or large pot with a lid) over medium-high heat until crumbly, browned, and no longer pink, 10 to 15 minutes. Drain, remove from pan, and set aside. The purpose of removing the sausage is so that you aren’t boiling it in broth.

2. Add the bacon and cook until crispy. Remove from pan.

3. Add the onions and garlic the the same Dutch oven; cook until onions are soft and translucent, about 5 minutes.

4. Pour the chicken broth into the Dutch oven with the onion mixture; bring to a boil over high heat. Add the cauliflower, and boil until fork tender, about 15 minutes. Reduce the heat to medium and stir in the heavy cream and the cooked sausage; heat through.

Mitchell Raines Promoted to Lieutenant

oodburn Fire District’s Mitchell Raines was promoted to lieutenant during a ceremony at the board of directors meeting earlier this month.

Lieutenant Raines is leading the firefighters assigned to the district’s new peak activity fire engine that was put into service on November 1st.

Raines is one of four career lieutenants that serve as the district’s front line supervisors responsible for maintaining 24 hour operational readiness for emergency response. WFD lieutenants supervise four-person crews, manage emergency scenes, train firefighters and ensure that policies and procedures are upheld while keeping firefighters safe, and meeting the district’s mission to protect the lives and property of those that live and work in Woodburn, Gervais, and surrounding areas.

of many awards and commendations, including recognition as Firefighter of the Year in 2016 and the Fire Chief’s Award of Excellence in Community Service in 2019. Raines also received a Letter of Appreciation following completion of an intensive 14 month, 1,208 hour training program to achieve certification as a paramedic. Raines will continue to serve as a paramedic when needed, as part of the district’s ongoing commitment to advanced life support service that was approved by voters as part of a local option levy in 2018.

Lieutenant Raines, along with his wife Amber, and their newborn son, Trevor, are residents of the Woodburn community.

“Throughout his tenure with the district, Mitch has shown exemplary leadership skills. He takes the initiative at every opportunity to teach and train new volunteers and career Members,” commented Woodburn Fire Chief Joe Budge.

“Recently, Mitch jumped at the opportunity to run a six week training academy for four new career firefighters who joined the district in September.” The curriculum for the academy, which was developed by Raines, included rigorous academic and physical fitness components along with extensive training in firefighting, emergency medical procedures, and the operation of the district’s fire engines and equipment.

Lieutenant Raines is an eight year veteran of the Woodburn Fire District with an associate’s degree in fire protection technology. Throughout his years of service, Raines has been the recipient

As for advice and tips on preventative care, Kevin added, “Nearly everyone waits until the problem arises. And since prices are not subject to season, contrary to popular belief, we advise that you don’t wait until your furnace or air conditioning is in trouble. Continual care and maintenance go a long way. So call us whenever the thought crosses your mind like, ‘Hmm, our furnace is old but I think it will last one more winter.’ Don’t wait until you have a problem.”

e’re counting down the days to the last holiday of the year, so before you break out the noisemakers and champagne, we want to help you and your pets prepare for a fun and safe New Year’s.

BE MINDFUL OF CELEBRATORY SUBSTANCES Pets ingesting alcohol can lead to depression, unsteadiness, vomiting, reduced blood pressure and body temperature.

Edible marijuana like gummies can cause unsteadiness, sleepiness, touch-sensitivity, reduced heart rate and body temperature; in rare cases, seizures and death may be possible.

If you suspect your pet has ingested alcohol or marijuana, contact a veterinarian or animal hospital right away, and always be sure to keep these substances away from your pets.

BE WARY OF FIREWORKS You should ensure that your pet has a safe, quiet, comfortable sanctuary away from noise; if you plan on going out with family or friends, make sure all exits are secured. But you should also remember that dogs will eat anything, including fireworks. Be sure to secure fireworks at all times and keep an eye on your pets when using them. Remove anything else harmful (like plants, foods, medications) that your pet could get into, should they chew or eat something out of anxiety. And if you plan on hosting guests, remind them to keep any dangerous items or substances out of reach of your pets.

DON’T FORGET TO HAVE FUN! Being safe is important, but you should also have fun with your pets as you ring in the year. Fun things to do include: Dressing up with your pet for photos and social media; Cuddle up for a movie marathon and a comfortable night in; Have a baking party (and with pet-friendly treats); Watch the ball drop together!

HISTORY

The History of Fort Vancouver

Fur Traders, Settlers, And The Hudson Bay Company

or many of us, Fort Vancouver and fireworks are synonymous with the Fourth of July. As one of the region’s largest fireworks displays, thousands gather each year to enjoy the brilliant pyrotechnics exploding over the shimmering waters of the Columbia. This annual celebration could not be located at a more prominent site when considering the significance of Fort Vancouver to the history of our region.

source of revenue. American interests, on the other hand, centered primarily around the ownership of land for settlement and agricultural development. This conf lict of interests would eventually tilt in favor of the United States.

Established in 1824 as a trading post for the British Hudson Bay Company, Fort Vancouver was headquarters for the Company’s Columbia Department which covered 700,000 square miles stretching from Alaska to California, and from the Rocky Mountains to Hawaii. The fort was named after Captain George Vancouver, a British Naval officer known for his exploration of the Pacific Northwest, British Columbia, Hawaii, and Australia.

Holding the position of Chief Factor for 22 years, McLoughlin administered the law among his British subjects, kept peace with the indigenous, and strived to maintain amicable relations with the American settlers in the nearby Willamette Valley. It was McLoughlin who had originally allowed Americans to settle south of the Columbia River, which earned him the title, “Father of Oregon.” Contrary to the wishes of the HBC, McLoughlin provided substantial aid to American settlers, and in 1846 he resigned from the Company to found Oregon City along the bank of the Willamette River.

George Simpson, an employee of the HBC, was initially responsible for founding the fort.

However, it was Dr. John McLoughlin, the fort’s first Chief Factor (manager), who was instrumental in developing Fort Vancouver as a primary hub of commerce in the region. At the time, the northwest was still in f lux, with the f ledgling United States vying with Great Britain for dominance over the territory. The fur trade, which was well-established in the area, generated immense profits for the HBC, and the Company was committed to safeguarding this valuable

Fort Vancouver was originally composed of a 20-foot high palisade approximately 750 feet long by 450 feet wide. Inside the palisade were 40 buildings, including a school, library, pharmacy, chapel, and blacksmith shop, along with individual homes. Residing outside the walls were a tannery, shipyard, hospital, and distillery. Agricultural products were cultivated in the orchards and fields surrounding the fort, in addition to a dairy providing milk and cheese. At the height of its activity, Fort Vancouver employed up to 600 workers who

staffed its network of two dozen trading posts, with six ships regularly plying the waters of the Columbia in transport of the Company’s goods. It was one of the largest settlements in the West, and also served as the end-point for migrants on the Oregon Trail. Between 1840-1850, fur trading revenue began to decline as increasing settlement of the region led to an economic shift towards mercantile activities based largely on agriculture, livestock, and timber operations.

Originally, the fort’s primary employees consisted of French Canadians and members of indigenous tribes including the Metis, Iroquois and Cree. English, Scots, and Irish were found among the workforce as well. In the 1850s, workers from Hawaii arrived to augment the burgeoning enterprise, and in time became so populous that the village outside the fort became known as “Kanaka Town” or “Kanaka Village.” “Kanaka” translates roughly to “Hawaiian native,” or “Pacific Islander.”

By 1849, this multi-cultural village was home not only to the employees of the HBC, but also became the site of Camp Columbia, a military base for the U.S. Army located on a rise 20 feet above the fort. Initially, traders and soldiers coexisted amicably at the fort. The Army provided additional employment for local workers and rented buildings in the village. The HBC allowed the Army access to its sawmill for cutting timber to construct the military post. During this period the Army built a number of structures, including the Quartermaster Depot and Captain Rufus Ingalls’ home, where the future Civil War general and U.S. President, Ulysses S. Grant, lived from 1852-1853. In time, the Army expanded the post to more than 10,000 acres and renamed it Fort Vancouver Military Reservation.

land overlapped the HBC’s fur trade activities, sparked conf licts between the Company and the United States. In June of 1860, the HBC withdrew from Fort Vancouver and consolidated its operations in Victoria, British Columbia.

Following the departure of the HBC, the Army took over the fort and commenced adding additional facilities, notably the Vancouver Arsenal in 1859.

Unfortunately, catastrophe struck in 1866 when a fire broke out that destroyed the entire original trading post. Over time soldiers rebuilt the fort, adding two double-story barracks at each end of the parade grounds. Officer quarters were also erected during this phase. In 1879, the post was renamed the Vancouver Barracks, and by World War I it had grown considerably.

Upon the outbreak of World War II, the Army mobilized the post as a staging area for the Seattle Port of Embarkation. In 1946, the fort was officially closed.

To honor Fort Vancouver’s historical significance, on June 19, 1948, the site was declared a U.S. National Monument. It was re-designated “Fort Vancouver National Historic Site” on June 30, 1961. Today, visitors can tour a full-scale replica of the original fort, including historical re-enactments and exhibits commemorating this iconic landmark, a site that figured prominently in our regional heritage.

In the wake of the 1846 Oregon Treaty, which established the U.S./Canadian border at the 49th parallel north, Fort Vancouver was effectively isolated within U.S. borders. And while the treaty provided for the HBC to continue operations at Fort Vancouver—including free access to the Columbia, Puget Sound, and Straits of Juan de Fuca—conducting business had become problematic. JEANIE CLARKE

off when she got hired almost immediately as a graphic artist for MacMillan McGraw-Hill, a company which produced textbooks. She did that for almost a decade before moving back to Portland (where she had lived previously).

Upon Jeanie’s return, her sister introduced her to a relatively new but burgeoning company by the name of Jackson Pacific, where she still works today (although she technically retired in 2017). Jackson Pacific is known around the world for producing beautiful customized brass ornaments, the kind you might find at many vacation destination spots! Pittock Mansion, Camp 18, and the OHSU Tram are just a few of the local attractions boasting such ornaments, many of which were designed by Jeanie.

These are gorgeous, highly-detailed, intricate 3D designs of all shapes, sizes, and colors. They make a perfect and tasteful keepsake, even for those who aren’t generally into knickknacks. lthough there are always exceptions to the rule, it’s safe to assume that most of us have done a little traveling at some point in our lives, even if only around the state of Oregon.

Often our travels likely included an interesting destination, like the picturesque Oregon coast or majestic Crater Lake, or perhaps just a pit stop at a random fantastical site claiming to be the “World’s Only This” or the “Country’s Biggest That.” Inevitably, with eyes full of wonder, many of us simply refused to leave without a souvenir to commemorate our experience; but did you ever wonder where those souvenirs might have come from?

Let me introduce you to Jeanie Clarke. Born in South America and raised in New York, Jeanie came from an artistic family.

Her father was a painter and several other relatives on her father’s side designed Hallmark cards, so Jeanie was exposed to the arts from an early age and was encouraged to develop her own style of creative outlet.

In grade school, art classes were her favorite field of study, but she’d always had a practical side as well. The plight of the tortured starving artist did not appeal to her, and so she earned a much more marketable degree in Graphic Arts from Monterey Peninsula College in California. Her decision paid
