Greetings!

I hope everyone has enjoyed the long sun-filled summer days with family, friends and furry companions. The 2024 Paris Summer Olympics taught us valuable lessons about how real heroes and athletic stars handle both triumph and failure.

• Resilience & Perseverance: Athletes demonstrated incredible determination, overcoming injuries and setbacks to compete at the highest level.

• Sportsmanship: We saw many examples of athletes showing respect and kindness to their competitors, regardless of the outcome.

• Unity & Diversity: The games brought people together from all over the world.

• Mental Health Awareness: Many athletes openly discussed the importance of mental wellness, including Simone Biles triumph return, overcoming what she called the twisties.

GOVERNMENT AFFAIRS UPDATE

Lawmakers adjourned the short session on June 27 after failing to reach a budget agreement for the remainder of the biennium. With campaign season in full swing and restrictions on fundraising during legislative sessions, they opted to reconvene monthly for the rest of the year. Votes are expected to take place only during the November session, which will serve as an extension of the short session, allowing all bills that met the crossover deadline to be considered.

Throughout this session, AANC pursued several key legislative initiatives, including HB 551 , initially proposed during the 2023 long session. This bill proposed significant changes to landlord-tenant laws, including prohibiting local ordinances that classify income source as a protected characteristic, reducing fraudulent emotional support animal claims, clarifying late fee laws, and addressing abuses of the eviction appeals process. HB 551 successfully passed the House in 2023 with bipartisan support. With the fast pace of the short session, many of the HB 551 provisions were incorporated into another moving bill,  HB 556 this year. HB 556 passed both chambers with strong, bipartisan support in June. Another bill backed by AANC this year was HB 1070, a bill addressing key issues for property owners and rental housing providers. The bill aimed to streamline small claims appeals, clarify indigency claims, ensure timely disbursement of rental payments, increase penalties for significant property damage, and criminalize fraudulent rental activities.

Given the short session’s tight timeline, the provisions of HB 1070 were strategically incorporated into SB 445, an already-moving bill. This maneuver allowed the key elements of HB 1070 to advance more quickly. SB 445, now carrying the substance of HB 1070, passed both the House and Senate unanimously in June, reflecting broad support for the measures it contained.

Unfortunately, Governor Roy Cooper vetoed the bills in early July. You can read the Governor’s veto messages here: HB 556 + SB 445. AANC disagrees with Governor Cooper’s rationale for vetoing both bills. The House reconvened at the end of July for a short veto override session and successfully overrode the veto of HB 556 with bipartisan support. The Senate has not yet returned for a vote since adjourning in June. The AANC lobbying team is actively working with legislative leadership to have both bills calendared when they schedule a veto override session later this fall.

The MHCNC is an independent expenditure political committee regulated by the state and the IRS. Under the reporting requirements this PAC can accept contributions from individual donors as well as corporate entities. The MHCNC focuses on areas with significant impact, such as advertising, advocacy, and other activities to influence public policy debates or elections. The funds raised cannot be directly distributed to political candidates and there are no contribution limitations.

STORIES FROM THE GROUND UP

When Hurricane Helene swept through the region, leaving a trail of uncertainty and damage, Jonathan Brophy, Area Manager at Ari Apartment Management, emerged as a key figure in protecting the well-being of residents and staff. His commitment to ensuring a secure, supportive environment for all under his care demonstrated the importance of proactive, resident-centered leadership in times of crisis.

From the earliest moments following the hurricane, Brophy took ownership of the critical task of assessing and addressing the immediate threats posed by structural damage, fallen trees, and potential electrical hazards. Collaborating with his property management team, he implemented a comprehensive safety check across all properties. His priority: ensure that every resident and staff member was accounted for and safe.

Brophy coordinated open communication channels, providing residents with updates about ongoing repairs, potential evacuation points, and access to community resources. Recognizing the emotional toll a natural disaster can take, he ensured the staff were equipped to offer support beyond physical safety measures. The sense of community really did shine like a bright light through the darkness at our sites in Asheville during those first critical days after the storm.

While safety remained paramount, Brophy also prioritized the well-being of his staff. He acknowledged the stress and long hours and ensured staff received adequate rest and resources to cope with the challenges. His leadership fostered a supportive, team-oriented culture that was pivotal to the swift and successful response after Hurricane Helene. Brophy led our efforts to gather information on what supplies were needed from the home office to sustain properties during the aftermath of Helene until government authorities could get power and water evaluated and restored.

Jonathan Brophy’s actions in the aftermath of Hurricane Helene underscore the essential role of dedicated, hands-on leadership during times of crisis. His leadership has set a standard within Ari Apartment Management, showcasing the impact that compassionate, organized action can have in a community’s time of need.

APARTMENT ASSOCIATION OF WESTERN NORTH CAROLINA (AAWNC)

AAWNC has some exciting events coming up this Fall, and if you find yourself in western North Carolina, we invite you to join us.

On September 19, AAWNC will embark on a new construction bus tour starting in Biltmore Park Town Square, visiting five new construction properties, and ending with an after party at the Thirsty Monk. Seating is limited and sold out to supplier members.

On October 24, the day after AANC's board meeting in Asheville, we will be hosting an Economic Forecast breakfast with speaker Chuck McShane, Director of Market Analytics at CoStar. GREATER CHARLOTTE APARTMENT ASSCOCIATION (GCAA)

If there were a drawback to having a full staff of high-performance team members, it would be that work is never done. Having a team never take off their thinking caps puts them in a place of continual thinking and reinvention. Curating ways to amplify member requests or alleviate gaps between the silo of communities and suppliers. But exceeding expectations is fuel for this team!

TRIANGLE APARTMENT ASSOCIATION (TAA)

TAA’s Government Affairs team kicked off the beginning of the third quarter with a successful Christmas in July raffle, raising funds for TAA-PAC. Keeping the momentum, their next TAA-PAC event is a 2024 Raleigh Mayoral Candidate Forum. Attendees will have the opportunity to discuss key issues surrounding the multifamily family housing industry and meet the future mayor of Raleigh.

As TAA membership continues to grow, our commitment to providing valuable opportunities for members to learn and engage remains stronger than ever. Our quarterly membership orientation and networking session, Maximize Your Membership, sold out again with a packed room. On the education front, our CAPS course concluded with 11 students. We are confident in this group’s ability to grow and excel in their careers. As we continue to support professional development within TAA, we are excited to start the new CAM program at the end of this quarter.

Looking ahead, TAA is preparing to host a free roundtable event for our supplier members, Inside the Multifamily Mind. This seminar will feature a panel of owner/operator members, ready to answer questions and teach supplier members on how to effectively communicate with apartment communities and management companies.

Through these initiatives, TAA continues to build our membership, foster connections, and drive advocacy efforts for the multifamily housing industry.

Advocacy Efforts Stand Strong for NAA’s Members
