Dear AANC Members,
I hope this message finds you well. As we reflect on a phenomenal season for the Apartment Association of North Carolina, I am filled with pride and gratitude for the energy, passion, and commitment of our members.
Last month, we came together in Raleigh for the 2025 AANC CONNECTed Conference - and what an extraordinary gathering it was! Over 720 multifamily professionals from across the state united to learn, network, and celebrate the strength of our industry. From the energizing keynote by Joel Zeff to engaging breakout sessions, the return of the AANC Trade Show, and an impactful Lobby Day at the Capitol, the conference was a true testament to the power of connection and collaboration.
I want to extend a HUGE thank you to Kristin Goins, AANC Director of Education &
Engagement, whose leadership, creativity, and tireless dedication were instrumental in bringing this event to life. Kristin’s passion for connecting people and delivering value shines through in everything she does. I also want to recognize the entire AANC Staff—Executive Director, Jon Lowder, Kat Nicholas, and Julie Powers—for their exceptional work behind the scenes. We are so grateful to have such an incredible and dedicated AANC team!
A heartfelt thank you also goes to the AANC Education Committee, particularly the AANC Conference Subcommittee led by Stephanie Loyd with Smart Apartment Data and Elizabeth Anne Richardson with Phillips Management Group. Their hands-on leadership and unwavering commitment were instrumental in delivering an experience that truly raised the bar!

Another Successful 2025 AANC Lobby Day
The 2025 AANC Lobby Day, held on May 14, was a resounding success. Members from local affiliates across North Carolina came together at the General Assembly to advocate on key policies impacting the rental housing industry and its residents. With dozens of meetings held with lawmakers and staff, advocates spotlighted top legislative priorities for AANC, including summary ejectment reform, rising building and development costs, and addressing unauthorized occupants, aka squatters. Thank you to everyone who made their voices heard at this year’s Lobby Day —your engagement is critical to AANC’s legislative success!
Legislative Session Update
The North Carolina General Assembly remains active in its long session, which began January 8 and is expected to continue into the summer. A week before Lobby Day, lawmakers passed the important “crossover” deadline, solidifying which bills remain eligible for consideration for the rest of the 2025-2026 biennium. Legislation we’re working on includes:
SB 648: AOC AGENCY REQUESTS.-AB At AANC’s request, this bill includes a clarifying amendment to ensure landlords are not discouraged from settling cases due to unclear language about attorney fee recovery in summary ejectment cases. The amended bill passed the Senate unanimously and now awaits a hearing in the House.
HB 96: EXPEDITED REMOVAL OF UNAUTHORIZED PERSONS AANC negotiated alongside other stakeholders in support of HB 96, which establishes an expedited removal process of an unauthorized person from residential property and defines an “unauthorized person” as a person who has no legal claim to occupy the property under a lease or otherwise. HB 96 has passed the House with bipartisan support and now awaits a hearing in the Senate.
HB 765: SAVE THE AMERICAN DREAM ACT The Local Government Development Regulations Omnibus, this bill aims to remove barriers imposed on housing developers by local governments that delay the construction of new development and increase the costs associated with building new developments. Most recently, HB 765 passed the House Committee on Housing and Development and now awaits a hearing in the House Committee on Finance.
HB 768:
CLARIFY EMERG. COMM. EXEMPTIONS/FIRE
CODE This legislation includes provisions that could reduce development costs by hundreds of thousands of dollars—savings that ultimately benefit renters. HB 768 passed the House with only one no vote and now awaits a hearing in the Senate.
AANC’s public policy priorities reflect our industry’s commitment to increase the housing supply and reduce the costs that contribute to North Carolina’s affordability crisis. Whether in urban, rural, or growing communities, we continue to advocate for solutions that expand housing options and create a healthier rental housing market statewide.

AANC Board Highlight: Angela Raupp

Angela Raupp (she/her) is a dedicated multifamily professional, with a story rooted in resilience, hard work, and advocacy. Born and raised in Karthaus, Pennsylvania, Angela spent her high school summers working in a powdered metals factory, where her mother oversaw quality control. Her responsibilities included drilling, tapping, molding, and baking metal components in a sweltering warehouse. The challenging environment inspired Angela to pursue a college education and explore a long-term professional path.
In October of 2000, Angela moved to Fayetteville, North Carolina. Once settled, she realized how much she enjoyed being away from the snow, so she made North Carolina her permanent home. In 2012, Angela married her husband Andrew, who was active in the military. Today, her and her family live in a house they built years later, in Hope Mills, NC.
After moving to North Carolina, Angela completed her associate degree in Business Administration from Fayetteville Technical Community College. She then applied for a Leasing Professional position, drawing on her experience renting rooms and promoting amenities as hotel front desk clerk in Kansas. Angela has been active in the multifamily industry ever since, holding a variety of roles ranging from Leasing Consultant to Manager, Regional Manager, and Director of Operations.
Now, with over 24 years in the industry, Angela is currently the Remote Training and Support Specialist for Apartment Dynamics, where she has been for the last two and a half years. She shares “I’m fortunate to be in a position where I can share both industry and company knowledge with team members - and I truly love helping others grow and succeed in multifamily.”

Angela’s experience and dedication to the multifamily industry has led to a variety of leadership positions and recognition. She served as Vice President of the Cumberland County Apartment Association (CCAA, now the Greater Fayetteville Apartment Association, GFAA) in 2012-2013 and President of CCAA in 20142015. Angela currently represents GFAA on the AANC Board of Directors. Her recognitions include:

• 2018 National Apartment Association Community Manager of the Year
• 2018 Fayetteville, NC 40 Under 40 Recipient
• 2018 GFAA Community Manager of the Year.

Outside of her busy life in the multifamily industry, Angela’s personal life is equally as active. Her days often begin with an early morning run, keeping herself in shape for her next half-marathon (she’s already completed five!). She is a committed and proud mother of three: Myles (24), and 8-year old twins Madison and Mitchell. She reflects that “Twins are the BEST buy-one, get-one free!” When the weather turns warm, you can often find her and the kids enjoying their backyard pool or eagerly awaiting their next trip to Disneyworld.
Angela’s commitment to helping others extends far beyond her work. When she was pregnant with the twins, she learned that one of them (Madison) had markers for Trisomy 21 (Down Syndrome) and a heart defect. It was a time of fear, uncertainty, and overwhelming questions.
Madison spent the first 75 days of her life at the Duke NICU, underwent multiple surgeries, and faced more medical challenges than many adults see in a lifetime. Angela shares that today, Madison is “absolutely thriving and truly rocking her extra chromosome—with a whole lot of sass and personality to match.” Her experience has made her a fierce advocate for Madison and others in the Down syndrome community. She asks that “If you’re a parent facing a prenatal diagnosis, have questions, or just need someone to talk to— I’m here. Please don’t hesitate to reach out.”
Angela has built a life defined by service and compassion. From the factory floor to the boardroom, and from the fear of the unknown to championing others in the Down syndrome community, she’s an inspiration to us all.

Shifting Sands of Federal Agency Actions Impact Cares Act Duties

While we all wait for Congress to take action and pass the "Respect State Housing Laws Act" that has been introduced for 3 consecutive years in Congress, there have been some interesting developments from two Federal Agencies that will still impact the Multifamily Industry's actions with regard to tenants who are in default of their Leases. The 1st is from the FHFA, aka Fannie Mae and Feddie Mac - in 2024, the Agency put forth a rulemaking that would have required all new loans issued by the Agency after Feb. 28th , 2025, to make mandatory the CARES Act's 30-day Notice to Vacate as part of the loan obligations. But just before that deadline, the Agency's new management put a pause on that rule and directed that no further action be taken until at least May 31st, and as of today, no new directive has been issued.

What this means in practical terms for Multifamily buyers is that, until further notice, there is no current mandate for new FHFA Loans to insist on 30-day Notices as part of the financing package given to the buyer by the Agency. Will that requirement be re-instated?

Whew! There was something for everyone in Q2.
We’re celebrating 30+ members completing the CAM and CAPS courses, 60+ members leveling up with a Hands-On session, and 300+ members adding a big splash to their resumes with a CPO certification!
We took our Association Out Of This World with 169 exhibitors and over 1,000 attendees at our annual Trade Show.
We elevated the women who serve multifamily with a seasoned and textured panel curated to celebrate their impact and encourage their efforts.
We’ve met with government officials and legislators to embolden the needs and initiatives that drive change and impact our industry.
We’ve cleaned local streams and streets and revived the multifamily dinners lost to the pandemic.
And if we ran short on steam, we’d reenergize ourselves with coffee and real talk in our Morning Perks Podcast studio.

TRIANGLE APARTMENT ASSOCIATION (TAA)

TAA launched the second quarter at the TAA Trade Show, where over 150 supplier members showcased their products and services to over 960 attendees. This year’s theme, “A Cosmic Connection,” created an energetic atmosphere filled with networking, prizes, and fun. Thank you to all our participating suppliers and TAA’s Special Events Committee for organizing an unforgettable experience that set the tone for the months ahead. During the Trade Show, TAA’s Education committee hosted their 25th annual Battle of the Baskets fundraiser, raising $5,182 for the Copper Circle Education Foundation Scholarship Fund with proceeds to benefit scholarships for NAAEI credential programs.
Education remains the full focus of our industry. This quarter offered a variety of learning opportunities at TAA, including:
NAA Lease Review, Leasing Boot Camp, and CPO courses.
The continuation of the 5-month TAA Leadership Lyceum program.
A highly demanded legal issues course equipped attendees with NC landlord-tenant laws.
Maintenance Roundtable hosted by TAA’s Education Committee.
A Rise & Grind session on inclusion was hosted by TAA’s DEI, PR & Community Outreach, and XCEL committees. Athletes from Special Olympics North Carolina (SONC) led the conversation and sparked reflection on how our industry can better support individuals with intellectual disabilities.
TAA members also strengthened partnerships and demonstrated commitment to community engagement. On May 31, TAA Members and friends joined for a Day of Service. The groups volunteered at the SONC Summer Games, assisting with competitions, presenting awards to athletes, and supporting the Victory Dance celebration. Their efforts contributed to over 400 collective volunteer hours. (continued)

Advocacy remained central to TAA’s mission, with members joining nearly 40 meetings with state legislators during AANC’s Lobby Day. At NAA’s Advocate Day on the Hill, TAA connected with every North Carolina Triangle U.S. House delegation member. In addition, TAA President Franklyn Rodriguez discussed key policy issues for our industry with Sen. Thom Tillis.


Looking ahead, June presents new opportunities for engagement as TAA members participate in a New Construction Bus Tour. Attendees will visit four of the Triangle’s newest communities and learn about the latest trends in the industry.

Disparate Impact in Jeopardy: President Trump has issued an executive order eliminating disparate impact liability as the industry knows it. The order “eliminates the use of disparate-impact liability in all contexts to the maximum degree possible to avoid violating the Constitution, Federal civil rights laws, and basic American ideals.” Read more.

NAA regional elections for all even regions are scheduled to take place during Apartmentalize on Wednesday, June 11 from 8am - 9am (Local). The following is a summary of how the elections will be conducted and information on the candidates:
• During the region meeting, NAA Regional Vice President, (RVP) elections will be conducted first. Please note only verified delegates will be eligible to vote in the NAA RVP elections. Instructions on how to register for the vote will be forthcoming.
• NAAEI Regional Board Representative elections will follow the RVP elections. Everyone presents in the region meeting may vote for NAAEI Regional Board Representative.
• Each candidate running for office will have an opportunity to make a brief statement prior to their respective vote.
• The UNOFFICIAL Election results will be announced immediately following the vote. NAA Election officials will convene and certify the election results 5 days after the elections close and official results will be announced.
• Submitted applications were reviewed and vetted for eligibility in accordance with the NAA Policies and Procedures - Appendix 9.
• All applications as well as a complete list of eligible NAA Regional Vice President and NAAEI Regional Board Representative are available for view in the Region 04elections folder. All voting delegates and delegate alternates should review the applications in advance of the June 11, regional elections.
