And just as surely, oil also is the fuel for old memories to be dredged up, past histories to be polished to suit new visions, and war-like postures to take hold. Oil is the context and a fixture from which hard national conflicts emerge.

The exchanges are heated, obvious distinctly edgy, and fraught with dangers that are not imaginary. Clearly, this has to be a source of grave concern if this is the state of things in civilised and managed America.

Group proposes border patrols unit staffed by Amerindians nomic, Social and EnvironmentalNationalDevelopment.Amerindian Development Foundation noticed with great satisfaction the results of the recently concluded National Toshaos Council Conference. Shortsighted persons who envisaged doom for the Indigenous Peoples and concluded that the conference was just another political ploy have already seen changes and progress and upgrading of Amerindian and other peoples living standards.

If in a place like America, why not lesser advanced, less organised, and less lawful societies around the world? If the spectre of another Civil War is feared in America, then what hope is there for avoiding that same ghastly shadow in still more divided, more hostile, and more unmanageable countries? The outlook doesn’t leave much room for optimism, and worsens when every side dig in their heels, refuse to give ground, and prefer confrontation than a reasoned way out of looming conflict. In a recent poll, 2 out of 5 Americans believe that the political climate will deteriorate so severely that there is the likelihood of Civil War within the next decade. As polls go, 40 percent of any population thinking along these lines is a terrible place for any country to be. It means that the social environment is in a most precarious state, with some fateful crumbling into chaos pending. In America, ideological divide, burning racial tensions, calculating leaders, and an all but paralysed partisan system have only gotten more visible, and more pronounced, since the 2020 elections, and the January 6 riots, attempted coup, insurrection, or whatever fits. Still, there was flickering hope. “We can join forces, stop the shouting and lower the temperature. For without unity, there is no peace, only bitterness and fury. No progress, only exhausting outrage. No nation, only a state of chaos. This is our historic moment of crisis and challenge, and unity is the path forward” (New York Post, August 30). The one giving voice to those confidence enhancing words was a leader known as a unifier, the incoming President Joseph Biden. Rather sadly, he has failed, fallen short of the high promise of unifying a divided, agitated nation. Donald Trump, the American leader that preceded Joe Biden in the White House, though vilified by opponents and their people as a destructive force of the first order, is still held in the highest esteem by his own huge army of millions of devoted followers. It should be instructive and uninspiring that these are the convictions and passions that rage in today’s sharply divided America.

Wherever there are insiders and outsiders, haves and have nots, and oil is around, then trouble is always in the vicinity

DEAR EDITOR, In a divided society like ours, the pursuit of equity demands that all voices are heard, and no community is taken for granted. When VP Jagdeo queried about possible mismanagement of subventions provided to IDPADA-G, the response was swift. No one even bothered to ask if any Indian organisation benefitted similarly from government subventions.Fortherecord, from 2009 to 2022, no Indian organisation received any public funds. Yet, African leaders are now pushing the false narrative of an “emerging apartheid” (“economic apartheid” according to Norton). This belief, however, is not simply held by “fringe elements”, as Ralph Ramkarran intimated in his 8/ 28/22 column. It is a mindset embraced by mainstream AfricanHenryleaders.Jeffrey, former UG lecturer who served in four ministerial portfolios with the PPP government for 17 consecutive years, says the foundations of the “apartheid” state were established since 2013 (presumably the Granger years are exempted!). On August 23, Jeffrey, perhaps, in a Freudian slip, alluded to Kean Gibson’s “nancy story” about racism inspired by Hindu casteism. “It might be that Hinduism can cause them to be more racist”, he told Dr. Hinds. It’s difficult to fathom exactly what political values Ralph Ramkarran, Beni Sankar, and Timothy Jonas shared in common with Jeffrey when they conceived of the ANUG in 2019. Nigel Hughes recently delivered an emotionally uplifting emancipation sermon to Buxtonians. But when Nigel

The issue of interest (and anxiety) is how much hope could there be for peace and stability, and the necessary degree of unity and harmony that serve as the foundations of continuity in weaker, more shakily perched countries. There is Libya in a state of upheaval, and in Iraq sectarian animosities just will not cool to those levels that allow for clear heads and receptive hearts. Matters have calmed for the time being in Sri Lanka, Nigeria lives with brooding tensions that are more of an attack and retreat strategy, and nearby Venezuela somehow hobbles by in a slightly lesser state of decay. Wherever we look, it seems that temperatures boil and threaten to flare into the uncontrollable. It should be noticeable that in most of the countries identified above, except for Sri Lanka, enormous oil resources are a common denominator. To be sure, it is an article of faith that oil makes many things in the modern world possible and fuels many economies of the world.

inferred that “Africans were here for four hundred plus years, the others are guests”, his legitimate argument for “sharing the corn” equally (he probably meant equitably) evoked a type of bigotry associated with the prior arrival theory – more than 480,000 Africans moved 100 million tons of “dutty” to humanise the rugged Guyanese landscape, and cleared a slavery-free state for the arrival of the interloping Indians. Nigel’s presentation on KAMS TV has apparently since been scrubbed from the internet. Vincent Alexander referred to “an analogous” and “metaphorical apartheid” akin to the South African experience. Vincent spoke of the “national liberation struggle” and “resistance” initiated by Kofi (Cuffy), which Africans must continueIndeed.today.Social media extremism has produced political entrepreneurs of all stripes. Lincoln Lewis can now brazenly object to a more inclusive GECOM, despite what former commissioner Robeson Benn identified as a legitimate concern. Ogunseye supports datadriven assessment for the allocation of Guyana’s natural resources, but then proceeded to abuse “Indian activists” for suggesting that data analysis be utilised to assess claims of discrimination by any community. Science has been reduced to a mere perception. A dangerous myth that Indians control the economy took on a life of its own when in March 1997, Dr. Clive Thomas, using questionable data, made a similar claim at an ACDA conference. Professor Tarron Khemraj and Dr. Ramesh Gampat have argued that ex-

isting data points to a different Guyanese reality - more Indians and Amerindians live in poverty. Yet, the entire panel of speakers appearing on the “emerging apartheid” programme on Sunday placed all their problems squarely at the feet of Indians. David Hinds has declared that only Africans can genuinely speak on their behalf. Fair enough. But Indians have a right to remind black leaders that when they make vulgar appeals to primordial instincts through false narratives, Indians ultimately become the victim of ethnic violence. On August 20, Attorney General Nandlall enumerated a cluster of epithets in the Constitution (Article 149 and Article 160A (1), for example) that allow citizens to challenge government policies and protect them against discrimination. Yet, those constitutional provisions have not protected Indians against racially targeted violence.

The GIHA and GIFT reports, documenting violence against Indians, become meaningless. It remains to be seen if the proposed COI on the 2020 election will include an examination of the events that took place in West Berbice.

The memory warriors conveniently forget that coalition politics, tempered political rhetoric and eschewing of street protests, not the drumbeats of war, contributed to David Granger’s electoral victory in 2015. Yet, Jeffrey continues to peddle the “winner take all” falsity, ignoring the fact that the Indian population has been reduced under the Burnham dictatorship from a majority of 51% (1980) to 39%No(2012).onecan argue that the excesses of the current government should be excused. They must be confronted. But, if, as Aubrey Norton claims, that the government exists solely for the promotion of Indian interests, how does he explain the government’s failure: a) To ensure that the Atlantic Reader Series be revised to fairly represent the cultures of Amerindians and Indians as suggested by activist Ravi Dev and novelist Ryhaan Shah; b) To respond to calls for digitizing the indentured labour route immigration documents housed in the Rodney Archive; c) To acknowledge the history of Indians by officially attaching “Indian” in front of Arrival Day; d) To ensure ethnic balance in all state institutions. Public funds designated for the palpable upliftment of Africans should never be withheld from any organisation, provided that an annual audit is submitted to the Ministry of Finance. But the current issue raises a basic question: Which Amerindian or Indian organization will receive this amount of public funds, which, for IDPADA-G, will continue until 2024? Our problem is clear. Beyond the senseless screaming of political leaders, both major parties are guilty of not confronting the ethnic dilemma frontally. There has been an absence of genuine national dialogue. Indians are being asked by the Irfaan Ali government to unfairly bear the burden of sacrificing for the greater political good. “One Guyana” is meaningless to the memory warriors who continue to make a mockery of theToday, initiative.there is practically no organisation that articulates and speaks to the problems of Indians. The heavy intolerances and bigotries that had remained beneath the surface before suddenly find new energies and new directions, and these are all because of the presence of oil.Guyana now is the owner of immense oil resources. Nevertheless, Guyana is still the unhappiest of habitats for raw hatreds and seething resentments. We don’t know what is in our future, but whatever it is, the arrival of oil did not lend itself to a comforting state of peacefulness.

DEAR EDITOR, There has been a longstanding argument within the ranks of the Opposition that the GECOM Chairman must demit office and that she should do so immediately.Itall stems from that party’s valiant effort at getting the former justice to sign on to a fraudulent declaration to make them winners of the March 2, 2020 General Election which the alert justice did not accede to. This infuriated them and from that day onwards, the Opposition has been singing that chorus that the Chairwoman must go. The point is they wanted a chairperson who they could control or one that is a puppet on a string easily swayed by their whims and fancies. It was their mistaken belief that they could have goaded her into signing an illegal document, and seal the deal in that final chapter of their rigging apparatus. But that sordid arrangement was met with a blunt no, which has caused them to turn on the Chairwoman with unconcealed venom. One must remember that the first call for a verification recount of the votes came from Justice Singh herself. The keen and erudite judge was the person who initiated the call for a recount, in her

Why is Norton obsessed with the removal of the GECOM’s Chairman

Why only now Jagdeo? for the selection of the buildings?” Jagdeo questioned. Clearly with the disbursement of such a large chunk of Guyanese tax payers financial resources, there may be no need for a forensic audit as that organisation may have all its documents clearly outlining and showing how these funds were spent and this information needs to be shared with the Guyanese public as a matter of urgency. What intrigues me is why is Mr. Bharat Jagdeo only now after two years in government since 2020 bringing this important matter of tax payers funds disbursed to an ethnic organization to the attention of the nation and what other important matters are suspended in mid-air that the Guyanese nation has no knowledge on or the details of. This comes at a critical time when Mr. Bharat Jagdeo, the Vice president of Guyana is the subject person of a Vice News Report on corruption in Guyana and Mr. Bharat Jagdeo brushes off any calls for his inclusion in an international investigation compliant with the requirements of the Rule of Law. In addition, both of the two major political parties, the People’s Progressive Party/ Civic which is the current government and the PNCR Guyana which is, in the main, the Opposition and both of these two political parties adamantly and quite inexplicably refuse to renegotiate the outrageous, horrific and lud icrous oil agreement between the Government of Guyana and Exxon/ Mobil Oil Company. This agreement from the standpoint of benefit to Guyanese families from the provisions of the agreement and its application is simply not even worthy of the paper that it is written on. Mr. Bharat Jagdeo questions further, “Why was IDPADA-G registered as a private limited liability company where a number of persons (inclusive of Mr. Vincent Alexander) are listed as the benefi cial owners instead of a taxformedtitledmilksunsetwhorectly.burseddollarsandrocksinstitutionalisedorganization?not-for-profitAscorruptiontheGuyanesenationeconomyinallitscrev-icesandfinanciallyvulner-ableareas,IjoinmyGuyanesebrethrenawait-inganswersastohowthenation’staxpayersareallocated,dis-andwhobenefitdi-Guyanesefamiliestoilfromsundowntotoputbreadandontheirtablesareen-toknowandbein-howtheirhard-earneddollarsarespent.

DEAR EDITOR, It was Benjamin Franklin who remarked: “Be careful of little expenses, a small leak will sink a great ship.” In the absence of accountability and careful management, the most powerful businesses, empires and economies are invariably often brought to a crushing demise. On what basis and grounds, did the previous Government of Guyana, the PNC-R Guyana as part of a coalition of political parties see it fit to allocate up to $0.5Billion (G) at an exchange of @200.00 (G) to $1.00 (US) is equivalent to $2.5 million (US) to International Decade for People of African Descent Assembly – Guyana (IDPADA-G) and the thought crossed my mind, where is the similar grant to an organization in Guyana representing East Indians? The Vice President of Guyana, Mr. Bharat Jagdeo is quite understandably and quite rightly requesting the following: “How much of the $100M allocated annually since 2019 and $68M in 2018 was spent on paying salaries, who are individuals that were paid, what amounts were they being paid and how were they selected? How much of that sum was spent on rental, who owns the buildings rented, and what process was used

own words “We shall count the votes all over again, one by one.” She later would go on to say, “I want not one dollar of the oil money,” Judging from the fact that she knew the narrative the PNC would throw her way. A vast number of their followers peddled the false accusation that the Chairwoman took bribes, so the former justice was making it pellucidly clear that that was not the case. You see, the mountain Aubrey Norton, Leader of the Opposition would have to surmount is that Justice Singh was legally and aboveboard in her selection to office. Unlike her predecessor, James Patterson who was selected on the basis of being a rubber stamp for the PNC, there was nothing untoward in Singh’s appointment. However, in all of this, Norton and the PNC’s remorse to this day would have been “We should have done a more thorough background check to confirm her political leanings and whether she was into the rigging of a legitimate process.” That is the irksome task that has him having nightmares right now. Finally, Justice Singh with her many years of experience would know who the PNC are. Who can know the PNC more than Madam Justice Singhtheir lies, propaganda and deceit. As a Guyanese, she would have witnessed it in her daily life and moreso in the courts where she presided.

The world revolts against Norton and his revolving revulsion on these kinds of activities, legal action will be taken against them.” His choice of words again underscored him resorting to threats and his bullish actions, the big difference, this time he is threatening the police. Forgetting that he is not the president of the country, he wants to direct the show by dictating from outside what cannot be done and what must be done, based on his terms and conditions. No wonder the attorney General, Mr. Anil Nandlall, surmised that the man is living in ‘La La Land.’TheAttorney General took umbrage with Norton’s words, deeds and actions, prompting Minister of Parliamentary Affairs and Governance, Gail Teixeira, to call on the police to investigate the threats and acts of intimidation by the Leader of the Opposition against the Chair for GECOM. “These threats and verbal attacks expose a sinister plot to bully and intimidate a former Judge and the Chairperson of a constitutional body, the Guyana Elections Commission, one of the highest in the land which is established to protect the right of the Guyanese people to vote for a Government of their choice in freely and fairly managed elections,” Minister TeixeiraGuyanesestated.would recall and the world will not forget the “misogynist and racist attacks” by members of the Opposition party against the national, regional and international observers at the General Elections 2020, including members of the ABCE diplomatic corps. This country was held hostage for five agonising months when the Granger led PNC Government had their knees on the back of Guyanese and the nation was not allowed to breathe, their freedomMeanwhile, snatched.the diabolic administration functioned illegally and a number of illegitimate resolutions and approvals were passed. Minister Teixeira further stated, “Mr. Norton and his party cannot accept any person that opposes their interest and stands in their way for their thirst for power, more so women daring to stand up for what is right. This is evident even within their own party in his abhorrent treatment as the newly elected leader of his party of former General Secretary, Amna Ally, a woman who served her party loyally for 53 years.” Chip off the block, Norton continues from where Granger left off. Former CARICOM Chairman and Prime Minister of St. Vincent and the Grenadines, the Honorable Dr. Ralph Gonsalves, had substantial and tangible reasons to refer to former President David Granger as a “Sanctimonious Gangster.” It is noteworthy to reflect on his pronouncement, calling on the then President Granger to denounce those speaking ill of the Secretariat officials. “I am deeply disturbed at the credible reports that persons, purportedly allied to certain political forces in Guyana, have been threatening, defaming, and verbally abusing leading personalities in the CARICOM Secretariat, including the Secretary General, His Excellency Irwin La Rocque. This is wholly unacceptable! Accordingly, I publicly call upon His Excellency President David Granger, an honourable man, to denounce those who have been engaged in such threats, defamation, and verbal abuse. The voices of all decent men and women of democratic temper must join in the denunciation and condemnation of those whose nefarious agenda is antithetical to everything that is good and honourable in our Caribbean civilization,” he was quoted as saying. His words remain relevant and applicable to the batch of Coalition members and their performance in and out of Parliament. Perhaps the Honorable Attorney General and Minister of parliamentary Affairs and Governance must have memorized the added comment by Dr. Ralph Gonsalves, implying and imploring remedial follow up actions: “These self-same vile and vulgar persons, having failed in their attempts to curse and bully Prime Minister Mia Mottley and former Prime Minister of Barbados Owen Arthur, and me, have now turned their demonic attention to senior staff members of CARICOM and other reputable persons in Guyana and the Caribbean Community. We must continue, fearlessly, to do the right thing. The evil of the anti-democratic brigands must not be allowed any space to triumph. I await, soonest, the declaration by the Chair of GECOM of the results of the elections. It is long Guyanaover-due!”andlaw abiding Guyanese cannot allow Norton to continue with his mission to disrespect the law by issuing intimidating threats. Minister Teixeira is well within her rights, intimating her intention to write the international community regarding the ‘targeting and threats to Justice Singh, as well as Norton’s “dastardly plot” to undermine the GECOM and the electoral system in Guyana.” Meanwhile, the world revolts against Norton and his revolving revulsion. DEAR EDITOR, An intimidated Norton, meekly back peddled and admitted that, “There is nothing to be investigated as it relates to my call to the Chairman of GECOM to go.” Chewing on his previous words, “We hope we don’t have to close it and Claudette Singh will do the decent thing and resign…pressure her to resign or face unspecified action,” he conveniently skipped this portion and left this statement outside of the room.Choosing not to refer to this ransom, he fast tracked to mutter, “The police have nothing to investigate….” Those are damaging, dangerous and incriminating words, certainly not meant to lower the blood pressure of the Chairperson but rather, on the contrary, to make her gulp and gasp in fear for her life. There is no ambiguity about any veiled threat and the nature of the man is again reproduced when he continued with, “the police could be sued and if the police goes in the direction of following PPP

DEAR EDITOR, The Ethnic Relations Commission, (ERC), extends warmest greetings to the Indigenous peoples and all Guyanese in observance of Heritage Month 2022. In that regard, the Commission encourages Guyanese of other ethnic groups to participate in the observances, connecting with the Indigenous peoples and recognising their contributions.SinceIndependence from colonial rule, Indigenous cultural practices have become more embedded and are welcomed alongside the African, East Indian, Portuguese and Chinese cultures in our plural society. Let’s persist in that practice of tolerance.

Power! While some Guyanese are busy “su suing” about things that matter not in the grand scheme of things, there are others who have been speaking out with a view of reversing the tide of indiscretion that threatens to harm this nation for generations to come. Why grumble about things in the privacy of group chats and behind closed doors when you too can stand up and represent the land of your birth? Why must a few be vocal in defense of the masses? Even the Creator won’t act if the people remain silent and refuse to flex their muscles. People power, it is the potential that ordinary citizens in a democracy have to change situations that they believe are unjust by demonstrating in non-violent ways. Timidity will get you nowhere in these times!

There was no television in those days, no video games and no internet. Life was simple and fulfilling. Children read a lot including comics which were generally discouraged in my household.Thesedays, television, video games and the smart phone dominate. I have seen some children’s heads buried in their smart phone when being driven home. They hardly take the time to observe the scenery outside. And when they reach home, their heads are still bent and looking at their smart phones.Ofcourse, there were some children who did not have it that easy. After sc hool, many of them had to go and work on the farm or in the kitchen garden, milk the cow or attend to the livestock. Girls generally had a lot of housework to do. But there was always time to relate stories, meet up with friends and go for a walk, and in the case of the boys, go for swim in the sideline trench or venture into the backdam. That was how life was back in the day. You would be surprised at how much got done in the time after school and on weekends. It was not the most prosperous of t imes but it was, at least for me the best part of growing up. It became their most successful hit and is still delightful to listen to. A few days ago, I heard one of the band’s members Felix Cavaliere doing a cover of theNaturally, song. I kicked my heels did a little strut and started to sing along. As things would have it, my young granddaughter just happened to walk into the room at the same time. She heard me singling lustfully about “Groovin on a Sunday afternoon.” She asked me, “Grandpa, what did you do after school or work when you were young?” The days of my youth flashed by in a blink and I began to tell her about how we would spend our afternoons after school or a hard day’s work. When I lived in the countryside, primary school would end around 2:30 pm since some children had long distances to walk to get home. Many of the children could not afford shoes and attended school barefooted. But that did not prevent them from enjoying their school days. After school, a group of us would head to the ball field for some cricket or football. We would play but would ensure that we left for home before 5 pm. There was always some little chore which your parents wanted you to do when you got home so as to instill a sense of responsibility. Then you would have a bath and clean up in time for dinner. Dinner was at 6 pm sharp and by 6:30 pm., the dining table had to be cleared for the

children of the household to do their homework. Even in the homes of the rich, many children did not have their own desks and homework had to be done at the dining table. By 8:30 pm, the homework would have been finished and my parents would allow us to join them in some game: a card game, LUDO, Snakes and Ladders, draughts or Chinese checkers or the next hour would be spent reading a book, which had to be approved by your parents. Some parents would sit and recap their days while the children listened attentively.Thiswas the afterschool routine in many households. And the chi ldren did not turn out too badly. No one said they had a terrible childhood. You could be poor and still have a wonderfulWeekendstime.were a treat. After doing your chores on Saturday morning, you had the rest of the day for yourself that you would spend with your friends or heading to the nearest ball field to either play or watch a competitive game or listen to one over the radio. In my household, cinema was only allowed once a week, usually on Sundays if you had the money to do so. My parents, like m any others tended to feel that too much cinema was not good for your academic development. The cinema in those days was an experience. There were usually two movies which were shown and the cinema was also a place where you met up with persons. When you were not at the cinema or looking at a sporting event, you could be simply going for a walk and groovin’.

From page 12 Monetary Fund (IMF) and World Bank. “China is the largest single creditor to developing nations after the World Bank, according to a March report by the Green Finance and Development Centre at Fudan University in Shanghai. Sixty-eight of the world’s poorest nations will pay US$52.8 billion this year to service debts and more than a quarter of that will go to China. Despite its outsize role in development finance, China has drawn criticism – especially from the United States – for not offering enough transparency around its loans, which has helped fuel accusations of “debt trap diplomacy,” said Otaviano Canuto, senior fellow at the Morocco-based Policy Centre for the New South. Only in November last year, it was reported that China ranks among the top three richest countries in the world, with available liquidity being doled out in the form of loans to the tune of trillions. The country has been on an aggressive campaign pursuing a global infrastructure agenda under the rubric of the Belt and Road Initiative. Lauded when first announced just over a decade ago, several countries that latched onto millions in loans for haveinfrastructurallarge-scaleprojects,sincebeenfinding

themselves in a predicament where they would end up having to forfeit state assets and in some cases sovereign land. This is as a result of the terms and conditions attached to these loans, including the exclusion of specific international arbitration bodies such as the Paris Club. The latest victim at the time, Uganda, was unable to pay its debt to China for a US$207M loan from the Chinese Exim Bank it contracted back in November 2015. The loan had a maturity period of 20 years including a seven-year grace period. According to International reports, the country was forced to sign an agreement to virtually surrender the new airport to the Chinese lenders. That airport serves as the country’s only international airport for a nation with a population of some 46 million people and a US$37.4B economy. Kaieteur News has highlighted how China has been targeting weak and/or corrupt governments to sign onto its initiative, signing away exorbitant loans for mega-infrastructural projects.In2018 alone, China acquired over 20 deepwater harbours and airports from several countries around the world. The country was able to do so by lending those countries massive amounts of money, which they would be unable to repay within the stipulated period. The country is accused of leveraging these massive loans it holds over small states worldwide to snatch assets and increase its military footprint.Developing countries from Pakistan to Djibouti, the Maldives to Fiji, all owe huge amounts to China. Already there are examples of defaulters being pressured into surrendering control of assets or allowing military bases on their land. Uganda is not the only country to have suffered the fate of having to turn over its assets to the Chinese for defaulting on loans. Sri Lanka is one such country that had to formally hand over the strategic port of Hambantota to China on a 99year lease, in 2019, in a deal that government critics have said threatens the country’s sovereignty. The state-controlled China Merchants Port Holdings Company signed a deal with the Sri Lanka Ports Authority to control a 70 percent stake in the Hambantota port, which lies on the southern coast of the country. Sri Lankan politicians said the Hambantota deal, valued at US$1.1 billion, was necessary to chip away at the debt, but analysts warned of the consequences of signing away too much control to China.

So what we have been doing is that the team has been going out and we are encouraging people to go.” According to Dr. Persaud, the Ministry will be implementing many more plans in the future which will lend support to improving the state of Georgetown.Asshespoke on the matter, she said that “From this week, we will be intensifying these efforts; you will see me launching a task force, you will see me perhaps, and members of the team, going out trying to get people off of the streets.”Buteven as she detailed an elaborate plan aimed at ridding the streets of vagrants, the Minister admitted that her Ministry cannot solve the problem in isolation. She noted that there is need for other government agencies, the City Council and citizens too to get on board. To this end, she said that her Ministry has thus far been in contact with the Ministry of Health and its Mental Health Unit to come up with solutions on how to not just house, but also provide the necessary treatment to those mentally ill and mentally unstable individuals who are among the vagrants.

Ukraine war: G7 agrees to impose price cap on Russian oil selling oil to countries that imposed price “Companiescaps.that impose a price cap will not be among the recipients of Russian oil,” Kremlin spokesman Dmitry Peskov said. The G7 (Group of Seven) consists of the UK, US, Canada, France, Germany, Italy and Japan. The group is an organisation of the world’s seven largest “advanced” economies, which dominate global trade and the international financial system. At their virtual meeting, the finance ministers said the oil price cap plan was “specifically designed” to reduce Russian revenues and its ability to “fund its war of aggression”. They also said they wanted to minimise the damaging economic fallout of the conflict, “especially on low and middle-income countries”. The introduction of a price cap on Russian oil means countries that sign up to the policy will only be permitted to purchase Russian oil and petroleum products transported via sea that are sold at or below the price cap. In the aftermath of Russia’s invasion of Ukraine the price of oil soared and has remained at high levels, meaning Russia has increase its revenues from the fossil fuel despite its export volumes falling. The EU plans to impose an embargo on Russian crude oil from 5 December.

Dr. Anthony reflected that while he was Minister of Culture, Youth and Sport, he recognised that archaeology in Guyana was not properly highlighted and he sought to implement a programme with one of the authors, Dr. Plew, to involve local students in the museum field school. “We wanted local people to go out into field, I think that led to us building capacity. Today, Ms. Daggers is a product of that programme and I am so proud to celebrate this book,” the Minister added.Inhis brief remarks, Chair of the UGP Editorial Board, Professor Danns, applauded the Press and the Vice-Chancellor for their efficient work in ensuring that the book materialised. Ninvalle, who is also the Director of Sport, said for the first time an international competition was held here with local officials. “We should no longer be dependent on other countries and very soon we will have referees/judges going for their two stars,” he stated.Ninvalle also added that Bristol has been a bed rock and contributed immensely towards the success of the tournament.Heindicated that the U16 programme will restart on September 16 and they are looking to expand across Guyana. “We are looking to take the tournament to Rose Hall and we want to make sure we have at least one international fight on the cards. This success shows what we can achieve when we work collectively,” he Ninvallesaid.added that the future of the sport is on a better footing than it was three years ago. “During my tenure as President I found many reasons to be happy and once I am at the helm Guyana would be a respected nation,” he related. However, Shai Hope, Hemraj Chandrapaul, Colin Ingram, and Heinrich Klaassen are the other leading batters in the squad. This is a lineup filled with potential but it is by no means without its drawbacks. Hope can struggle to find the pace of T20 cricket while the rest of the batters struggle with consistency.Having Romario Shepherd and Odean Smith in the lineup is a massive plus. Both players are genuine six-hitters and also frontline bowlers. They add a lot of flexibility to the team while giving it tremendous batting depth. Tabraiz Shamsi is the standout bowler to watch out for in this lineup. Ninvalle was excited at the overwhelming success and stated that next year, the tournament will expand. “This tournament will become such a marquee tournament that we will have boxers not only from the Caribbean but further afield. We need to rub shoulders with our Latin American counterparts so we can have boxers compete at the international level,” Ninvalle posited. He stated that the young boxers made the entire country proud with their performances. “We as a Country are able to achieve the pride that we all would have shared when our boxers represented us so well,” he added.

The Jamaica Tallawahs, who won their opening match of 2022 Hero Caribbean Premier League, will now be taking on the Guyana Amazon Warriors, who will be playing their first match of the tournament, from 10:00am at Warner Park in Basseterre, St Kitts.Despite the strong performance from the Tallawahs in the opening match, they are the underdogs in this contest. A very strong batting performance by the Jamaica Tallawahs saw them score 183 for the loss of just two wickets. Brandon King top scored with 89, Kennar Lewis scored 48 of 46 (but also smashed six sixes) and then Rovman Powell finished with 30 of 15. The team eventually won by 47 runs, a big margin but would be a little concerned about the number of dot balls that Kennar Lewis ended up facing.Amir Jangoo, Shamarh Brooks, Imad Wasim, and Fabian Allen were all a part of the batting lineup in the previous match but did not get a chance to bat. This shows just how much depth there is in this batting lineup. The bowling lineup is also quite good. In Chris Green and Imad Wasim they have two excellent defensive bowlers that can bowl in the powerplay or at the death. Mohammad Amir will attempt to use the new ball while Migael Pretorius and Nicholson Gordon will round out the bowling lineup. Meanwhile, Guyana Amazon Warriors are still being priced as the favorites ahead of this contest. Their batting may be considerably weaker now that Nicholas Pooran has left the lineup and a lot of pressure will fall on Shimron Hetmyer.

(CPL) - The Barbados Royals claimed victory in their opening fixture of 2022 Hero Caribbean Premier League (CPL) against the St Kitts & Nevis Patriots with a dominant performance in all three facets of the game. The Royals won the toss and opted to field first and it proved to be a wise decision as Andre Fletcher’s sparkling 81 aside they were able to take regular wickets to restrict the Patriots to 149/8. In reply Rahkeem Cornwall and Kyle Mayers raced to a 64 run partnership to set the platform for a straight forward win. With Mayers batting through the majority of the innings the chase was always a formality as his 73 from 46 balls put the result beyond doubt. The Patriots were handed a blow prior to the match with the injury enforced absence of Evin Lewis but the new opening pair of Andre Fletcher and Joshua Da Silva ensured that the Patriots had a firm foundation reaching 43/0 at the end of the PowerPlay. Fletcher was in imperious form as he raced into the 40s and although he slowed down somewhat as he approached his 50, once that landmark was reached he pressed on the accelerator once again eventually being dismissed for a brilliant 81 from 55 balls. However that was the only knock of substance in the Patriots innings as no other batter was able to stick with Fletcher long enough to help set a more challenging total. The Barbados Royals were excellent in the field, and this was no more typified than Corbin Bosch’s five catches in the outfield, a Hero CPL record. If the Patriots were going to defend their

total, they had to match the Royals’ excellence in the field, but drops in the field released the pressure on the Royals Mayers was to be the biggest beneficiary of the chances that went begging as he survived three drops to guide to the Royals to the cusp of victory before Azam Khan and David Miller saw them over the line with plenty of balls to spare. Match Details: Barbados Royals 150/3 (Mayers 73, Cornwall 39; Bravo 2/33, Pretorius 1/18) beat St Kitts & Nevis Patriots 149/8 (Fletcher 81, Da Silva 19; Holder 2/21, Simmonds 2/28) by 7 wickets

Aleem Hussian (left) accepts a hamper from Arjune Jr. and other representatives of the Survival Supermarket this was carried verbatim in SN just a little more than a week ago when they reported FIFA Member Association Manager, Sofia Malizia, as stating as follows: “One of FIFA’s primary objectives is that all of its members, shall comply with their obligations as provided in the FIFA Statutes. In this respect, GFF, as a member of FIFA and CONCACAF, must ensure that their statutes fully comply with the mandatory provisions and requirements contained in the Statutes of FIFA and CONCACAF. Furthermore, FIFA encourages all member associations to adopt additional principles of good governance and best practices in their statutes and regulations.Inthiscontext, the revision process which is being carried out with the GFF is something that FIFA is doing with the 211 members associations, and in particular, in the Caribbean, we have finished and we are carrying out the process in all the federations in due time. Consequently, we can confirm that a large number of members in the Caribbean region (and CONCACAF as a whole) are currently conducting Statutes revision processes as required by FIFA/ CONCACAF.”Obviously dissatisfied, SN then used the hallowed column inches of its August 24 editorial to not only assert the proposed changes will not contribute to good governance and transparency, but in arguing its case, it engaged in a number of falsehoods. It is therefore with a heaviness of heart that the GFF once again seeks to set the record straight.First the a.Mayprocess:3,2022 - FIFA wrote the GFF directing that there be a revision of the 2015 statues during in the 3rd quarter ofThereupon2022. the GFF appointed the Statutes Review Committee comprising the Chairperson and six (6) Statutory Members of the GFF. b.June 13-14, 2022FIFA and Concacaf representatives visited the GFF and conducted working meetings with the GFF Executive Committee, the GFF Statutes Review Committee, and the GFF Legalc.JuneOfficer. 27, 2022 - FIFA prepared and submitted the first draft of the Statutes to the GFF. This occasioned the Statutes Review Committee convening a total of five (5) Working Meetings with members of the GFF General Council to examine the first draft submitted by FIFA. Proposals and submissions from the Members were received discussed and shared with FIFA. d.July 19, 2022 - The new draft resulting from the Committee’s work was sent to FIFA for review along with the proposal submitted by the members.e.August 2, 2022 - A virtual working meeting was held with the Statutes Review Committee, the GFF Administration and the FIFA and Concacaf representatives to discuss the new draft of the Statutes. The agreed points coming out of that meeting were then submitted to the GFF Legal Officer, who was tasked with updating the said document and verifying the cross referencing of Articles. The final draft was then submitted to FIFA, Concacaf and the GFFf.AugustAdministration.6, 2022 –The final draft was sent to FIFA, Concacaf and the Members of the GFF and is awaiting Congress’ approval. What the process shows is that at all material times there were opportunities for participation by the GFF membership, and indeed, they did participate. Every member had the document in their possession for the past twenty (20) days. How then can one claim the process lackedThentransparency?thereistheissue of good governance. A constitution by its very nature proscribes how an organization will be governed.

In a nutshell it sets forth the Who, What, When, Where, Why, and How the organization will be administered. Any learning organization will, with the passage of time and altering objective conditions, find it necessary to adapt to these changing conditions.Praytell us, how can the revision of the GFF Constitution not be seen as a mechanism to enhance good governance? We said earlier we are responding to the inaccuracies spewed forth by SN with a heavyThisheart.isbecause we remain convinced that notwithstanding the evidence we proffered to the contrary, SN will continue in its falsehoods as it engages in its agendasetting function. When journalists abandon the canons of good journalism and hew towards entrepreneurial activities by becoming promoters of sporting activities that may not find favour with sporting authorities, the commingling of the two pursuits will always result in a conflict of interest. Biased and inaccurate reportage will therefore be its handmaiden. SN’s reportage of things GFF is Exhibit A. That the management of SN cannot discern that simple fact and continues to give free rein to such a journalist, leads one to wonder who is hoodwinking who.

As their launching pad, they harnessed the disaffection of an Elite Club member to catapult their charges.Inresponse, the GFF established beyond cavil that the first two aforementioned concerns were baseless and

“But since we already have two players in the USA, it would make better sense to host the camp (for the men) in New York. Ray Victor also said he’s available. Those guys have the style of play that we’ll need in that tournament. The GABF will make an announcement about the team heading to Miami,” SinghThesaid.GABF president further added, “We’re grouped with the USA who won both the men and women tournament last year, so it’s important that we put together our best teams; we will have to raise the intensity of the squad to be competitive. I actually like our chances. If you look at the guys we’re looking to bring together, I think we will give a good account of ourselves.” As it relates to sponsorship, Singh said KFC, E-Networks and GTT have so-far raised their hands to lend support. At the 2021 FIBA AmeriCup, Guyana’s female team came from Joy Brown, Jada Mohan and Jesanna Charles, while Ryan Stephney, Tyron Hamid, Travis Burnett, and Timothy Thompson made-up the men’s team. The men and women representing the ‘592’ at the firstof-its- kind event, turned in some impressive performances, but when the dust settled at Bayfront Park, it was the women who found more success.Brown did the bulk of the lifting for the women and became an instant favourite for fans at the tournament. She propelled Guyana to the top of Group C in the qualification round, which saw them moving on to face Chile and Mexico in the Main Draw. Brown put up 31 points in the qualifying round alone, including 18 in one game. She scored another 20 points in the pool stage for a Guyana team that didn’t make it to the bracket.

By Rawle Toney With Guyana set to compete at this year’s FIBA 3X3 AmeriCup in Miami, USA, president of the Guyana Amateur Basketball Federation (GABF), Michael Singh, believes the composition of both male and female teams, puts Guyana in a position of being contenders at the second hosting of the championship. The November 4 – 6 tournament will see both teams (male and female) facing the USA in Group A. The men’s side will also play Guatemala, while the women are down to square-off against Colombia. As compared to the event last year, which was also hosted in Miami at Bayfront Park, both sides have automatically qualified for the tournament’s Main Draw. Speaking exclusively with Kaieteur News yesterday, Singh said the former AEK Athens ‘big man’ Delroy James and Deylon Bovell, the former Berkeley College stand-out point guard, are expected to form part of the four-member team that will suit-up for the men’s side.
