Dr Vincent Adams has accused Vice President Bharrat Jagdeo of being afraid to ask ExxonMobil Guyana Limited (EMGL) to renegotiate the oil contract governing the Stabroek Block operations despite promising to do so while in opposition.
Dr Adams at the AFC’s press conference on Friday notedthatJagdeohasshifted the blame on the previous APNU+ AFC coalition government who signed the Production Sharing Agreement (PSA) with the oil giant. He then outlined that the PPP government signed previous contracts with the oil giant containing the same terms as the StabroekBlockPSAthatthe partyisnowvilifying. He accused Jagdeo of breaking his word to the public by refusing to renegotiatethecontractafter returning to office. He also outlined that despite the contract catering for the government to ask Exxon to make changes to the contract, the PPP government are now hiding behind “sanctity of contract.”
Dr Adams noted, “He said they sold us out to the foreigners Every time there’s a find out there, our people should be sad, because nothing comes our way…and suddenly, when he gets into office, he’s hiding, his tune changed to sanctity of contract, fearing to even ask Exxon to renegotiatethecontract.”
Back in 2019, Jagdeo while being interviewed on 94.1FMsaid,“Theysoldus outtotheforeigners–theoil companies.Everytimethere is a find there, our people should be sad because nothing comes our way. We are going to renegotiate those contracts because that’s not what we had in mind. When we were in the earlydays, wewerecoaxing thepeople(ExxonMobiland partners) to go along. They (APNU+AFC) came into office (and met) 3 billion barrels of proven reserves and then gave up zero royalty, no taxes, no ringfencing, no local content for
these people to spend any moneyhere.”
He continued: “Paying our people GY$72,000 a month when the foreigner is getting US$10,000
Bringing water from California to drink here. We are paying for all that Landscaping – they wanna contract it to a company coming from abroad and the Trinidadians and others are just walking in not only in the oil sector but they are getting all the prime lands too… So that is why I got back into politics. I’m not preparedtoseethishappen;I have no desire to be Presidentagain.”
Although Jagdeo’s comments at the time were focused on the lopsided natureoftheExxoncontract, he now claims that the statements were meant for theotheroilblocks.

There has been ongoing speculation and blame thrownaroundregardingthe breakdown in coalition talks between the PNC and AFC.
Concerns have mounted recently over what some have said are the ‘outrageous’proposalsmade bytheAFCduringthetalks.
“We did not find favour withtheircounteroffers,and we maintain that our offers were very reasonable in the d i s c u s s i o n s a n d negotiations,”Mahipaulsaid Friday during the PNCR’s pressconference.

It could be asserted with some soundness that, in Guyana, taxes apply mainly to Guyanese. Or, that the foreignoilcompaniesoperatinghereenjoyavirtuallytaxfree environment. Before the deluge of oil made Guyana such a household name globally, the tax-to-GDPratio was approximately24%,afairtocomfortinglevel. DearEditor,
The Oil and Gas Governance Network (OGGN) here amplifies Ms. Danuta Radzik’s letter in Kaieteur News on 30 May ‘Open letter to EPA on lack ofregulatorymechanismfor offshoreoil&gasindustryin Guyana’. We take up numbered paragraph 8 in Ms. Radzik’s letter, on the discharge of produced water from the three currently operating Floating Production Storage and Offloadingvessels(FPSOs).
In the table below, we show just for the first two FPSOs – Liza Destiny and Liza Unity – the scheduled discharge overboard of thousands of barrels of hot dirty water every day. Ordinary, safe-sustained peaksandpotentialpeaksfor oilextractionaregiveninthe environmental impact assessments (EIAs) for each of the separate oil fields, as drafted by Environmental Resources Management Inc. (ERM, consultants for ExxonMobil) or Acorn Consultantsandapprovedby our Environmental ProtectionAgency
Subsequent information presented in the graphs on t h e w e b p a g e o f www.petroleum.gov.gy/data -visualization?tid=207 show that EMGL has increased some extraction and discharge rates well beyond what are given in the EIAs, apparently without any reviewofsafetybyqualified auditing engineers. This management policy greatly i n c r e a s e s r i s k o f environmental disaster, so ExxonMobil has foisted on

In its usual antidemocratic manner, the r u l i n g P P P / C h a s disregarded every suggestion made by citizens and the parliamentary opposition to improve this get-out-of-jail Bill President Ali, although aspiring to re-election, has preferred to favour the oil companies by assenting to the Act instead of standing upforthecitizensofGuyana. And not to mention our Caribbean neighbours with their down-current tourist and fishing beaches at great risk from a Guyanese

The principal data on discharges of wastes are in tables in the first volume of each Environmental Impact Assessment prepared for ExxonMobil by consultants ERM orAcorn. Going forward, we must avoid the populist approach to development
DearEditor,
There is an ongoing discussion in the press over the effectiveness of the house lot distribution programme. If we consider the pent-up demand caused by years of fiscal restraint that has hindered our national development, the rush to meet the demands of o u r c i t i z e n s i s understandable However, we must take a more pragmatic and deliberate approach towards the housing sector going forward. The President and theMinisterofHousinghave both stated on several occasions that the cost of infrastructure development
to support each house lot.A valueof$5millionGYDhas beenmentioned.
Reaching the 50,000house lot mark was very important to the current administration to satisfy the electorate, while also ensuring that credibilitywas gained Although this approach is commendable, we must be cautious and avoid using a populist approach to future development. In most countries the infrastructure is first put in placeandthenthehouselots are provided. The true value of the property is understood, andgovernment subsidies are then considered. This approach ensures that the banking system remains solid, and interestratesarealsousedto support the government's affordablehousinginitiative. Unfortunately, by taking a rushed approach that excludes the needed infrastructure for housing development the growth of thesectorisslowed. It should also be mentioned that the road improvement projects undertakenintherecentpast also fall into this category Many of the roads lack the correct substructure needed for durability and although the immediate improvement desiresoftheelectoratehave
been satisfied, rework will be required in the not-toodistant future Going forward, the next administration must first ensure that the drainage and irrigation improvement worksarecompleted. This is then followed by the sewage system, water distribution, electricity d i s t r i b u t i o n a n d telecommunication systems. The road and bridge works are then completed so as to avoid the destruction that results from carrying out of the previous works mentioned.Atthebeginning ofthisimprovementprocess, itisimportanttolayout (Continueonpage6)
DearEditor, Itissickeningtolookand listen to a daily diet of the PPP/C’s blatant falsehoods suggesting that the terms in the lop-sided oil contracts
were created by the APNU/AFCCoalition–alie perpetrated to cover-up the PPP/C’sspinelessnessinnot
s e e k i n g c o n t r a c t renegotiations to make a better deal with Exxon for a fair and just share of our people’sownpatrimony The irrefutable facts presented herein will expose that the PPPC created all of the lopsided terms for which they nowhypocriticallyvilifythe Coalition.
Fact#1–Todate,thereis atotalofninedeep-wateroil contracts. the PPP/C signed thefirstsevenbetween1999 and 2015, followed by the Coalition’s signing of the finaltwoin2016.
Fact #2 – The PPP/C created every single one of the lop-sided terms which they put into their original seven contracts and afterwards copied into the two contracts signed by the Coalition, with the only change being to double the PPP/C’s 1% royalty to 2%;
but that fact didn’t stop VP Jagdeo from barefacedly lying that the Coalition “gaveupazeroroyalty”.
Fact #3 – Neglectful of the above facts, Jagdeo, in his most recent Thursday diatribe, calledtheCoalition “the biggest crooks and culprits who signed the Contract”, and hilariously sermonized that it’s “not a questionofwhatyousay,it’s a q u e s t i o n a b o u t believability” With the evidenceinfullviewherein, let the people judge who are the real “crooks” for being the mother creator of the contracts, and how believableareJagdeoandthe PPP/C.
F a c t # 4 –
Notwithstanding the above facts that all contract terms were created by the PPPC, Jagdeo dishonestly imputes the Coalition for “no taxes and no ring fencing”. First, thereisabsolutelynothingin the contracts stopping the PPP/C from imposing Ring Fencing;buttheyspreadthis lie to cloak their unpatriotic subservience to Exxon not wanting Ring Fencing, consequently robbing the nation of our patrimony
desperately needed to bring us out of dire poverty, while putting it into Exxon’s pockets. Second, as already established, the “no taxes” term was created by the PPP/CandnottheCoalition.
Fact #5 – Despite the above facts that all terms were created by the PPP/C, AG Nandlall in his characteristic devious way, describes the Coalition’s 2016 Stabroek Block contract as “the most lopsided in the world, and the Coalition can’t explain sensibly why they entered into it and indicted us with this burden in the first place”.SincetheCoalition’s 2016contractisindisputably a re-write of President Janet Jagan’s 1999 contract with the only change being the Coalition’s doubling the royalty from 1% to 2%, by his own standard, Nandlall then needs to “sensibly explain why they entered into the 1999 contract and burdened us in the first
place” and why they stop at nothing to side with Exxon against the nation, including perverting Parliament and joining with Exxon waging war in the courts against the nation’sfightforfullliability coverage to pay for cleanup of an oil spill that would otherwisebankruptGuyana.
Fact #6 – Jagdeo pedals the foolishness that his and President Ali’s pledges to renegotiatethecontractwere satisfied with the new shallow water contracts; but beyond the fact that the videos displaying their pledges left no doubt they meant the 2016 Stabroek Block contract, any 3rd gradepupilwouldgraspthat the prefix “re” means a repetition or to do again, hence, onlyanairheadwould deem a new contract as representing a “re” negotiatedcontract.
Fact #7 – Jagdeo spouts hisidiocysuggestingthatthe 1999 contract signed by JanetJaganhadonlyentailed
the exploration phase, and so, excluded the lop-sided production sharing terms which were only first introduced by the Coalition in the separate 2016 production phase contract. Onthecontrary, thereareno separate Contracts for exploration and production.
All nine contracts incorporate both the exploration and production phases and the lop-sided terms. Unless exceedingly daft, howcouldanyoneread any of these Contracts and comprehendotherwise!
Fact #8 – True to his character, Nandlall has cowardly chickened out runningfromdebatingyours truly, coming up with all kinds of wimpy excuses, though, he was the one who bluffingly mouthed off that “these guys would not sit down with you and debate publicly Iampreparedtodo that. Let us go on the TV They would never do that because I would like to do
that”. It’s obvious that these chaps do not possess the courage, trustworthiness, honestyandmentalacuityto be taken seriously to lead a country with such great potential I repeat my challengetodebatethisman sothatthepeopleofGuyana wouldseeandhearthetruth, rather than be misled by his hiding behind talking to
sycophantic NCN. He must eitherputuporshutup! Clearly evident from all oftheforegoing, thesefellas, inspired by their Putinesque maxim, want Guyanese to doubt what they hear with theirownears, seewiththeir own eyes, read with their ownlips, andthinkwiththeir own brains, leading to Jagdeo’sinsultingutterances that Guyanese are “stupid”. Minister of Education and attorney-at-law Priya Manickchand has publicly condemned the court's decision to remand Daniel Wharton, popularly known as'BabySkello',afterhewas charged with blasphemous libel.
Wharton, who sang a vulgar and distasteful song about the Hindu Goddess Lakshmi, appeared before MagistrateJudyLatchmanat the Diamond Magistrates' Court on Friday, where he wasremandedtoprisonuntil July1,2025.
The Ethnic Relations Commission (ERC)
condemned the song following a public outcry from the Hindu community andothersectionsofsociety and called for disciplinary actiontobetaken.
Minister Manickchand took to her personal Facebook page on Friday to express her disapproval, describing the court's decision as inconsistent and misplaced, particularly in contrast to how other, more seriousmattersarehandled.
“The bench needs to be consistentandsensibleinits application of the law We are jailing someone for mumbling or trying to sing something offensive against afemalegoddess(whichwas terrible and should never be encouraged or listened to and which I personally condemned) but [the court is]failingtoaddressspeedily DV [domestic violence] matters where women are at the mercy of the court, failing to address matters of cyberbullying where women's nude photographs

Echoing the minister's stance, attorneySaseGunraj who sits as a commissioner of the Guyana Elections Commission (GECOM), also expressed concern over the decision to remand Wharton.
“The remand of Baby Skello is unnecessary and excessive. His attempt at music was undoubtedly b l a s p h e m o u s a n d disrespectful, but refusal of bail ought not be used as a penalty,”Gunrajstated.
Attorney-at-law Dexter Todd also criticized the ruling, questioning its rationale: “Why would a personberemandedforsuch a charge? What is really goingoninthiscountry?”he asked.
Similarly, attorney Ronald Daniels also took to
his personal Facebook page condemning the actions taken against Wharton. He argued that the decision to remand Wharton speaks more to the arbitrary use of institutional power than to a sincereeffortatjustice.
“We cannot rectify, repair or mitigate this by selectively punishing one sinner while we cast a blind eye and deaf ears to all the other angels and advocates ofthedevil,”hesaid.
Daniels also questioned the relevance of the blasphemous libel charge itself, notingthattheoffence has colonial roots aimed at protecting Christianity in a now-outdated system where Church and State were intertwined.
“TheEnglishsocietyhas l o n g a b a n d o n e d blasphemous libel We hold on with a vice grip to that which our colonial mastershavelongletgoof.”
On the legal matter of bail, Daniels was clear: the denialwasunjustified.
Frompage4 where the water and sewage treatment facilities will be located; where the electricity substations and telecommunication towers will be located; where the clinics, police outposts and fire stations will be located; and where the schoolswillbelocated.
“There is hardly any basis upon which Skello should have been remanded into custody… Bail should havebeengranted.”
While Daniels made it clear he does not support or endorse Skello's music, he maintained that justice must befairandbalanced.
“I hold no brief for Skello However, I am firmly against any selective pursuit of justice and abuse of institutional powers; whichthismatterreeksof.”
The court's decision has also drawn widespread criticism from the public, particularly on social media platforms Many users expressed outrage and disbeliefovertheseverityof
the action taken against Wharton.
One Facebook user commented: “This is so wrong.”Anotherquestioned, “Did he murder someone?
What about bail or a fine?” The phrase “Free Baby Skello” has since begun trending online as a form of protest against what many seeasjudicialoverreach.

During his 2025 budget presentation, Finance Minister, Dr. Ashni Singh saidthegovernmentislikely to enter three new PSAs in thefirsthalfofthisyear.
Dr Singh said, “delivering on our commitment of ensuring all oil blocks are competitively tendered and aligned with global best practices, Guyana held its first licensing round in 2023
Among the eight shortlisted blocks, three PSAs will be finalised and signed in the first half of 2025, while the remaining bidders are engaging government with finalisation also expected thisyear.”
The government has since passed the Petroleum Activities Law and has

Kaieteur News had reported that 11 of the oil blocks on auction are located in the shallowareaandthreearein the deepwater zone Importantly, each area is governedbyseparatePSAs. They range between 1000 square kilometres to 3000squarekilometreswith the majority of them being close to 2000 square kilometres.
History in Guyana never dies. It simply waits to be reenacted. What began as a bold experiment in selfdetermination ended in predictable mediocrity And the tragedy is not so much that it happened, but that it happenedagain.
Burnham’s dream of ‘Guyanization’ a euphemismforreplacingthe colonialadministrativeclass with locals loyal to the new order—was, at its core, a nationalist ideal. But ideals withoutdisciplineoftenlead to farce. The result was a bureaucracy filled with incompetents, party hacks, and ideologues. The state became bloated, inert, and suffocating.
Burnham, it is said, later confided in private that many of those to whom he had entrusted power had failedhim.Theyweresquare pegsinroundholes, menand w o m e n w i t h o u t administrative temperament or managerial ability. Some were gifted only in sycophancy. And yet he could not remove them. He had created a patronage machine and he was now trapped within it. The sugar boom gave the illusion of prosperity for a while, but theglossworeoff.Whenthe lean years came, Burnham had ideas but no competent lieutenants to implement them The machinery of the state creaked, groaned, and
ultimatelybrokedown.
The irony is that the People’s National Congress Reform (PNCR), the direct descendant of Burnham’s party, the PNC, learned nothing Rebranded and realigned, first into the PNCR, and then into the APNU+AFC coalition, it returned to office in 2015 after23yearsinthepolitical wilderness. It was given a second chance—rare in the politics of the Caribbean. But instead of introspection and course correction, it repeated history almost step by step. Once again, square pegs were hammered into round holes. Once again, loyaltytrumpedability
The ministries became parking lots for political aspirants and loyalists
Critical state agencies were handed over to people who had neither the training nor the talent to lead. Some ministers mistook holding a portfolio for competence.

It was a scheme so clumsy, so badly executed, that it embarrassed even seasoned strongmen elsewhere.

Recently, itwastheKing Cobra, Exxon. Before the Guyana offshore oil consortiumleader, therewas senior of the two lesser partners, Hess Corporation with its 30% share in the Stabroek Block investment. Is this middling to bottom feeding US oil company gettinganewleaseonlifein Guyana!Todreamofareturn on capital of 30-40% is just that, dreaming, so mindboggling it is To achieveareturnoncapitalof 68.5%ismouthwateringand jaw dropping, to put it mildly. But this is what ExxonMobil's 30% partner inGuyana'sStabroekBlock, Hess Corporation, just did. Itisworthrepeating:68and a half cents on every dollar of capital invested. Even money laundering does not yield that kind of return on capital. Maybe the drug
trade, butoil, nah! ButHess didjustso. Accordingtothe company's own financials lodged at Guyana's registry, it made a profit of GY$877.34 billion in 2024. Using an exchange rate of GY$215 to US$1, Hess's profitfromits30%oilstake in Guyana for 2024 was slightly over US$4 billion. WhenthiscameoutonMay 25, 2025, my thinking was that if Hess Corporation did so well with its 30% share, what about ExxonMobil with a share of the Stabroek Block that is almost 50% bigger at 45%? But, of still more importance, how is it that Guyana's 50% share of profits and 2% royalty adds uptoamereUS$2.6B?
S o m e t h i n g i s challenging about the math. Hess's share of the oil producingStabroekBlockis 30%, while Guyana's profit
percentage is 50% and another2%inroyalties. The company collected US$4B (WorldEnergyNewsreports US$3.1 billion), Guyana's total receipts from its oil toppedoutatUS$2.6B. The oil money accounting is not comforting, not when the corporation's 30% portion beats the 50 percent + 2 percent of this country To make matters still more baffling, Hess's 30% is its part, what comes to it, is from ExxonMobil's half (50%) with Guyana getting the other 50%. There is more than a standard formula in operation here. There is what gives off strong whiffs of yet another secretinGuyana'soilsector, in which just about everybody benefits more than the owner of the oil. I am kind of ashamed to say Guyana. My bottom-line
question is this: what is the profit calculation, the formula, used by Exxon to derive its half share and Guyana'shalfshare? Idon't think that is something that should be a secret to Guyanese On this particular issue, I am sure that the Exxon Guyana Country Head, Mr Alistair Routledge would have neither objection, nor disagreement. Iamwaiting. So are all other Guyanese; those who are honest, those who still love this motherland.Iamnotholding mybreath, though. Because Exxon has everything going in its favour. One little something that perplexes is the practice of the ExxonMobil-ledconsortium of presenting separate financials, instead of a consolidated set of documents This would facilitate the presentation of the clearest picture of revenue and expenses, and the total profit, for a start. Thereafter, thereiscleanand clear reporting of how the totalprofitfromGuyana'soil
is divided up with this country's 50% in one column, andthatofthe three oil companies, in the next. The problem with calling for this is that ExxonMobil has struck morethananoilbonanza. It has discovered another one intheleewaythatitisgiven with accounting for it, and presenting it in the straightest manner It is given considerable leeway withitstensofUSbillionsin expenses (they are not shared with Guyanese).
Anotherleewaygiventothe consortium by a crass and captive PPP Government is that it can and has blocked scrutineers from accessing certain areas at its offshore operations. Why is that so, even necessary? What is there to hide, or is there that Guyana shouldn't see and know? Howcomeallofthis is happening, without so muchasawhimperfromthe likesofVPJagdeo,HEAli?
This is the conduct of a government that either doesn't know or which doesn't want to know The
secrecies of the PPPC Government only add another layer of mystery to the management of this oil. What more could an ExxonMobil ask for, when the host country's government is so negligent withitsresponsibilitiestoits citizens. Orcolludeswithit, probably to deceive all Guyanese, who are the true ownersofthiswealth. Why should Exxon conduct itself anydifferently? Whygiven that accounting for the billions in oil collections is shrouded in darkness, crudely kept away from locals, likely deliberately? Remember! the question aboutthatprofitformulastill stands. What about it, Messrs. Routledge, Ali, Jagdeo?
