DEAR EDITOR, I was in the process of having breakfast with my family when someone called and drew my attention to an article appearing in Kaieteur News edition of Monday, August 22, under the Freddie Kissoon column headlined, “People in 2022 who ruled in 2020.” Against my better judgme nt, I decided to peruse its contents even as I sipped a hot cup of coffee and munched on my cheese sandwich. Needless to say, after reading the article I experienced a digestive abnormality that forced me to abort the meal. In other words, I simply lost my appetite.Ifind it impossible to conceptualize that Freddie, who boasts of such superb academia, could actually extract such bilge from his ‘brilliant’ mind, shamelessly spew it into the public domain and then sit back awaiting applause. I find it appalling that Kissoon, whether deliberately or inadvertently, failed to address the issues in my article but like a rabid canine, attempts to snarl and bite at those he presumes to be incapable of intelligent responses. It really pains me to respond to this feeble mind least I am painted with the same brush. I’ve said it before but for emphasis, may I remind Mr. Kissoon that he might be qualified in sociology and other areas but that certainly does not qualify him to advocate for AfroGuyanese especially since his experiences significantly differ from those of this ethnic grouping. By the way, growing up in a predominantly African community is certainly no indication of UNDERSTANDING the plight of thisMr.group.Kissoon’s mind is all over the place when he accuses me, in my capacity as Chief Executive Officer of Central Housing and Planning Authority (CH&PA), of laxity in my job.

Yours truly, Dr. Devanand Bhagwan

Categorically, GECOM staff should reflect the ethnic composition of the country! complexioned staff in the planes and stated that such airline staff should reflect on what India looks like. Ditto for the case in Guyana. Indians consist approximately 40% of the population in Guyana; Africans about 30%, and Amerindians 10%. Therefore, the ethnic composition of GECOM ought to reflect this ethnicMr.composition.Ogunseye queries, ‘Does the PPP accept the present racial composition of GECOM’s secretariat?’ How can anyone answer such a question when the manager of GECOM had ignored the Ethnic Relations Commission (ERC)’s request to provide information regarding the ethnic composition of that outfit? If Mr. Ogunseye is privy to that vital data, he should inform the Guyanese people of it. Mr. Robeson Benn, the former GECOM Commissioner, claimed that approximately 90% of the senior staff at GECOM is Africans (who comprise less than 30% of the population). Mr. Benn stated that Justice (Ret’d) James Patterson had made his point “emphatically, about the perverse ethnic and political domination, and lack of diversity and racial exclusion in the make-up and hiring practices of the Guyana Elections Commission (GECOM), in his considered –but irrational decision – to reject the top ranked candidate, Vishnu Persaud, for the post of Deputy Chief Executive Officer (DCEO) of GECOM”, using his deciding vote to vouch for Roxanne Myers, a less qualified candidate, who is African (see KN country!theinGECOM“damning”.toHumantheMarchwroterunningwascomposition“unbalanced”emphasizedCommissioner,Shadick,matter/).2018/06/19/the-fact-of-the-wwwhttps://letter,.kaieteurnewsonline.com/ThelateBibialsoaformeralsothatsuchanethnicattheagencyaffectingthesmoothofGECOM.GHKLallalettertothepresson20,2019,sayingthatfailureoftheGECOMResourcesManagerappearbeforeERCwasCategorically-staff,onthefieldandtheoffice,shouldreflectethniccompositionofthe

Freddie Kissoon sets himself up as a self-employed, unsolicited consultant for African Guyanese These are his words “During Mr. Saul’s tenure, Guyanese, including African citizens, complained to me about the impossibility of getting their documents from CH&PA. It was the identical situation at Lands and Survey (LAS). We will start with Apparently,LAS.” this esteemed columnist has lost his marbles. The tactic of lumping the functions and responsibilities of both entities gives one the impression that he is speaking of MY manager ial lapses when in effect he is speaking of two distinctly different entities under separate management structures.Thismust not be overlooked as an error but rather, a deliberate attempt to besmirch my character and/or mislead the reading public. I am now beginning to understand why the media organ he uses to dispel his bilge has attracted so many lawsuits. Freddie boasts of his journalistic expediency accrued from more than 34 years in the media. He bemoans the fact that persons were disallowed from entering the building (CH&PA) to conduct their business. He went on to say, “I met five African-Guyanese who said that they cannot enter the building because LAS has instructed that persons must show gate security their ID card. I am talking about LAS during the reign of the APNU+AFC.” Mind you, Freddie did not bother to engage me or any other authority figure to solicit reasons for this socalled imposition. If he had, I would have informed him that the CH&PA is a distinctly different entity from the LAS. Later on in his missive, Freddie did say that he engaged Mr. Benn. This is his reci tal, “I went to visit Mr. Trevor Benn who at the time was out of the office. I was told that there was a robbery at LAS thus the requirement for an ID card. This was strange to me. If a robbery takes place in an institution, then security becomes the issue.”

Thursday August 25, 2022 Kaieteur News PAGE 5

I don’t think I need to dissect such intellectual nonsense to make my point. How was Freddie to know if the request for an ID card was not a security measure? Naturally, he had to enquire about the management of the firm in question. Had he done that?Might I also state that LAS is a totally different entity than the CH&PA and the security measures employed there, even after a robbery, cannot be juxtaposed to those of the CH&PA. The same can be argued for the GRA, commercial banks, or any other Ministry for that matter.

Kissoon plunges ahead (Continued on

DEAR EDITOR, I respond to Tacuma Ogunseye’s KN letter, Rohee must explain what he meant by ‘GECOM needs staff that reflects what Guyana looks like’. I am not writing on behalf of Mr. Rohee; he can articulate his thoughts. However, I shall attempt to address Mr. Ogunseye’s, my respected friend’s question/ concern.Iremember clearly (a few decades ago) wanting to make some inquiries at the GECOM head office in Georgetown. I was quickly and efficaciously stopped in my tracks from the first point of contact with the security officer. The message I got was that I, an Indian Guyanese, did not have a right to enter that (government) office; that politically sacred space appeared to be the domain of only a particular ethnic group. Should the composition of GECOM staff reflect what Guyana looks like? Absolutely!Iremember reading an article in a respected media outlet by a former American diplomat to India. He lamented the practice of airlines in India only hiring light-

Vice President Bharrat Jagdeo launched a stinging attack on theAfrican Guyanese Umbrella Group, the International Decade for People ofAfrican Descent Guyana (IDPADA-G).

And this is the 'One Guyana' we speak of.

Why has there been no investigation into SU-GATE?

It was thus disheartening to hear from the agency, that the unjust tongue lashing from the VPcame just months after the Government launched an investigation into the agency's spending, allegedly, because of a media report.

It was a media report by the foreign, VICE News agency, that also accused the Vice President of corruption and bribery, but nothing has been done about those damning allegations.

Several Chinese nationals accused Jagdeo of bribery and corruption in the mining sector, oil and gas, construction and others, yet it was more fitting to launch an investigation into anAfro GuyaneseAgency, claiming that they have done nothing for their people.

He accused the agency of corruption, claiming that their leaders were pocketing tax dollars that are supposed to benefitAfro-Guyanese but provided no evidence.

“By definition, a limited liability company is separate from its owners meaning that the limited liability company is responsible for all debts, liabilities and responsibilities. It is held accountable for its operations and again, it is separate from its owners.”

“In this particular case, EEPGL is separate, legally, from Exxon. So, whatever EEPGL does, it insulates Exxon legally.”

Ministry of Agriculture Construction of research and demonstration plots to support the Ministry of Agriculture extension system – Lot 1: Fort Wellington, West Coast Berbice, Region Five, and Lot 2: Tarlogic, Corentyne, East Berbice Ministry of Human Services and Social Security Procurement of smart phones with voices and data plans

Adams expounded that when he recognized that EEPGL was the one handling all risk for Exxon, he refused to sign off on the Liza 2 permit until Exxon had given assurance to cover what EEPGL was unable to. He said he even saw in the petroleum agreement that EEPGL could self insure against oil spills but once he recognized that EEPGL did not have the assets, he continued to refuse his signature for Liza 2 until there was that assurance of full liability coverage. He said too that for EEPGL alone signing off on the documents meant that “anything that happens (within the sector) EEPGL will be responsible for all liabilities.”Adams said that the issue for him is not insurance but rather full liability coverage that involves the parent company guarantee. He said even if the oil spill insurance was one dollar, it would not matter since the important thing is the parent company guarantee to cover what its junior agency cannot afford. And all Exxon has to do is put this guarantee in writing, especially since this guarantee will not cost the company any money.

Information of EEPGL’s registration provided by opencorporates.com of it owning a limited liability company- Esso Exploration and Production Guyana Limited (EEPGL)-which is legally responsible to Guyana for oil and gas development in the offshore Stabroek Block. EEPGL is a limited liability company registered in the Bahamas, a friendly tax haven to offshore companies, that are also attracted by the country’s secrecy posture.

6 companies vying to procure books for Education Ministry

Adams insisted, therefore, that he has no problem with Exxon having a separate company conducting its oil business here as it is a sensible strategy on the business’s behalf. The problem presents itself however, when the Guyana Government does nothing to counteract that strategy as an important part of the country protecting itself. It is for this reason, that Adams said he continues to fight for a parent company guarantee for all oil spill related liabilities being handled by EEPGL. He said in his oil and gas experiences in the United States, he has always had to deal with limited liability companies, so the authorities used their own strategies to counteract the disadvantages that come with such a company being used on behalf of another.

United States oil major, Exxon Mobil is adamant that the company and its partners are taking all the risks associated with the development of Guyana’s lucrative oil and gas sector since it does all the investment and production of the nation’s oil resource. The company has insisted on this explanation as one of the main reasons for its massive take in the problematic 2016 Production Sharing Agreement (PSA). The flipside of this coin however, is that the Exxon Mobil-led consortium is in fact legally insulated from any risk and liability associated with the development of the oil and gas sector by virtue

Govt. must insulate Guyana from oil and gas risks

From previous editon

This was the reasoning of Petroleum Engineer and former Environmental Protection Agency (EPA) head, Dr. Vincent Adams, when he explained the manner in which ExxonMobil has sought to protect itself from all forms of liability regarding the sector. As parent company/ owner, Exxon collects all profits made by EEPGL from the local oil and gas sector Adamshere.pointed out however, that all agreements and permits signed with Guyana, are in EEPGL’s name and “signed by the EEPGL people.” He said therefore, that Exxon does not have its signature on any of these documents, but is the owner of EEPGL, which is the main distinction that must be recognized.“Now,there is nothing illegal about Exxon or any company forming a limited liability company,” Adams told the newspaper. In fact, it is one of the biggest advances for companies to insulate themselves from liability and as such is called a limited liability company. He said, “It’s a normal strategy and it’s a legal one. They are not doing anything illegal except it is to their advantage, but it’s to our disadvantage.”

Adams said Exxon continues to verbally assure that as parent, it will not walk away from its responsibility even as a mere US$2B guarantee is what it is offering. Adams indicated that if Exxon is genuine about honouring all liabilities pass that US$2B, then they must put it in writing. He claimed however, that “…when you do a limited liability company, the reason why you are doing that is because you don’t want to sign that document.” He reminded that limited liability companies are perfectly legal, but noted, “We (US regulators) never just accepted it like this because we protected ourselves with our strategy which is what is expected from our government.” as ExxonMobil takes steps to protect itself

The President of Guyana, at an event hosted in Bartica, said that he is interested in getting things done. He told those who are interested in gaff to check out Critic. The President’s presentation, however, to the Agri-Investment Forum in Trinidad sounded like gaff. There were the usual clichés about the right mindset and about bringing the population on board the food security agenda. But there were also some inaccuracies. The President said that there are not many examples of other communities setting specific targets. Supposedly he meant food security-related targets since the European Union (EU) is known to have set targets including for reducing greenhouse gas emissions. The EU is developing such a plan for food security inside and outside of its community. It has already announced a massive plan for offering emergency food and humanitarian aid. The EU is almost self-sufficient for food security but the supply and production of certain foods have been disrupted by the conflict in the Ukraine. As a result the EU knows that it will have to find substitute supplies for at least 25 million tonnes of grain. The Asia-Pacific Economic Community (APEC) has developed a 10year food security roadmap since 2021. The road map sets specific targets which member states will pursue to From page 3 pieces of legislation. In addition, he also led several parliamentary delegations to international conferences and meetings in the United King-

The boys from Brazil ensure accessible, affordable and nutritious food for all. APEC and the EU are therefore far ahead of CARICOM when it comes to setting food security targets. The President therefore should not be misled into believing that other communities are not setting targets.During his presentation, the President mentioned a facility which he saw and which was at the cutting edge of packaging. He would have also seen how far ahead of Guyana the twin-island is when it comes to the use of technology. President Ali lauded the role of Republic Bank in providing financing for food production. Given his mind-blowing experience in Trinidad and Tobago, he may wish to have a chat with his Vice President who spoke less than complimentary about Trinidad’s economy. In his presentation, President Ali spoke about areas of progress. Jamaica he said has already reached 25 percent of its targets and has increased production of onions and Irish potatoes. St Lucia was also doing well in terms of increasing the production of fruits and vegetables. But he raised alarm bells in Guyana when he mentioned that Trinidad and Tobago had increased its production by 83 metric tonnes. The President however failed to appreciate that increased production does not automatically translate to reduced extra-regional imports. The President presented no statistics – it is likely none were available –as to how much the region’s food imports have declined as result of all this increased production he bragged about.

You see, as this column had suggested some time back, the prime beneficiaries of Guyana’s drive to be become selfsufficient in corn and soya production will be Brazil. Guyana is outsourcing its food security in feedstock to Brazil. It was therefore not surprising that following the end of the forum in Trinidad and Tobago, the President flew to Brazil to inspect some food facilities in the Roraima Region. He also did mention during his presentation that the Brazilians can add value to our food system and create a chain right through to Miami.Brazil’s northern state of Roraima is exerting tremendous influence. They have already made an unprecedented request for representation on the Special Ministerial Task Force on Food Production and Food Security in the Caribbean Community. They again got honourable mention during President Ali’s presentation in Trinidad and Tobago Brazil will become the prime producer of corn and soya in Guyana. Sure enough, the local private sector will get a bite – they have already established, at no cost to the Brazilians, that corn and soya can be feasibly grown in Guyana. The Brazilians will now come and dominate the production of corn and soya. But will they stop there? The Brazilians have already shown that rice can be grown on the Intermediate Savannahs. They cultivated an exotic brand of rice. But you can never tell, they may want to venture into producing the same varieties of rice which are produced and consumed locally. If that happens, local rice exports will be displaced. (The views expressed in this article are those of the author and do not necessarily reflect the opinions of this newspaper.)

A party gat to pick its own representative

Trinidad was supposed to be a major market for Guyana’s poultry. The Government of Guyana has zero-rated everything when it comes to poultry production. But Trinidad has jumped ahead and is now likely to not want to import poultry from Guyana. So is President Ali’s food security agenda boomeranging against his ownNotcountry?really!

Acting Executive Secretary of ECLAC, stated during the launch of the Economic SurveyThe2022. document emphasizes that Latin American and Caribbean countries are facing a complex economic outlook in 2022 and in the coming years. Lower economic growth is compounded by strong inflationary pressures, little dynamism in job creation, declining investment, and growing social demands. This situation has translated into major challenges for macroeconomic policy, which must strike a balance between policies that would drive the economic reactivation, and policies aimed at controlling inflation and ensuring the sustainability of public finances.Inaddition to the region’s complex domestic scenario, there is an international scenario in which the war between the Russian Federation and Ukraine has caused growing geopolitical tensions, less vigorous global economic growth, reduced availability of food, and higher energy prices that have increased the inflationary pressures already in play, due to the supply shocks prompted by the coronavirus disease, (COVID-19) pandemic, the report indicates.

The Economic Survey 2022 also shows that the Ukraine conflict intensified the upward trend for commodities prices that had already emerged starting in the second half of 2020, leading some of these prices to hit historic highs. For the region on average, the effect is mixed, and a 7% decline in the terms of trade for basic products is forecast. Inflation, meanwhile, has continued to rise, reaching a regional average of 8.4% as of June 2022, which is equivalent to more than double the average value recorded in the 20052019 period. At a sub-regional level, as of June 2022, the economies of South America had the highest level of inflation on average (8.8%), followed by the economies in the group composed of Central America and Mexico (7.5%) and those in the English-speaking (Continued

ECLAC forecasts that South America will grow 2.6% (in comparison with 6.9% in 2021); the group made up of Central America and Mexico will expand 2.5% (in comparison with 5.7% in 2021); and the Caribbean – the only sub-region that will grow more than in 2021 – will experience a 4.7% expansion in 2022, without including Guyana (in comparison with 4.0% a year earlier).

With the country’s first monkeypox case confirmed on Monday, the Government through the Ministry of Health has been in discussion to procure vaccines that can be used to treat persons that have been exposed to someone with virus. This is according to the Minister of Health, Dr. Frank Anthony who noted during his daily COVID-19 update yesterday that orders have been placed with the Pan American Health Organisation (PAHO) for a quantity of vaccines which are expected to arrive next month. The Minister noted during his update that while there are about three different anti-retroviral medications being used under emergency use authorization, and noted these medications are not widely available around the world, so very few countries would have access to those medications.

The Economic Commission for Latin America and the Caribbean (ECLAC) on Tuesday released its annual report, in which it projects 2.7% average economic growth for the current year, in a context of of low growth

“So the medications that are currently used to suppress the virus are not readily available, but once these become available, we will ensure that we have some arrive next month end - Health Minister of it available to patients here in Guyana. The second thing perhaps in treating patients or persons exposed to monkeypox, is to make sure that we can have a vaccine for those persons who are exposed. So we have placed an order with PAHO and we are expecting that we will get some of those vaccines by the end of September,” he explained. The Minister noted that those vaccines are important because for persons who would have been exposed to anyone with monkeypox they can now get vaccinated. As reported, according to the World Health Organisation (WHO), the monkeypox virus is an orthopoxvirus that causes a disease with symptoms similar, but less severe, to smallpox. Monkeypox is a disease that is transmitted from animals to humans. The general symptom of monkeypox is a rash. From the time one is exposed to the time of sign of infections, the disease last between 14 to 21 days. With over 90 countries recording monkeypox cases, Guyana on Monday, confirmed its first ever case which is a 57-year-old man from Region Four. Kaieteur News was told that the man still remains in isolation and the persons who he has been in contact with remain in quarantine.

Through the Hope Foundation, work will also be done to improve the literacy levels of the residents and provide job-readiness skills training, entrepreneurship, and small business empowerment classes. A total of 40 persons including both Guyanese and migrant residents will be trained. The visit to the Region provided High Commissioner Berman with a firsthand insight on the work the Government of Guyana is already doing, and how Canada can further support the local government and partner activities. On Monday High Commissioner Berman had one on one meetings with Regional Chairman for Region 7, Mr. Kenneth Williams, and Mayor Gifford Marshall, where he was informed of the priority areas of concern for the region and where Canadian support would be most needed and beneficial.

From page 15 Caribbean (7.3%). This has prompted central banks to raise their monetary policy rates and reduce monetary aggregates.Inaddition, the deceleration in economic activity is constraining the labor market recovery, especially for women. While the male unemployment rate went from 10.4% at the end of the second quarter of 2020 to 6.9% at the end of the first quarter of 2022, marking a 3.5 percentage point drop, the female unemployment rate fell by 2.1 percentage points in the same period, going from 12.1% to 10.0%. Furthermore, at the end of the first quarter of 2022, the rate of women’s labor force participation (51.4%) showed a greater lag than the men’s participation rate (74.2%). This lag in women’s reincorporation into the labor market is conditioned by the sluggish recovery of economic sectors in which female employment is concentrated and by the increased need for care that emerged sharply once the pandemic began. The second section of ECLAC’s report stresses that beyond the dynamics of the economic cycle, low growth in investment in the last three decades has become a structural limitation on development. This means that reactivating the investment dynamic is central to achieving sustainable and inclusive growth, since investment is the bridge between the short and medium term and is essential for confronting climate change.Between 1951 and 1979, gross fixed capital formation (investment) grew 5.9% annually on average in real terms, while between 1990 and 2021 the annual rate of average investment growth was just 2.9%. That is why ECLAC is making an urgent call to increase investment in Latin America and the Caribbean, which was positioned at the lowest levels when compared with other regions in late 2021. To achieve this, greater coordination is needed between fiscal, monetary and exchange-rate policy, and authorities must take advantage of the full set of tools at their disposal to ensure that growth and investment is not subordinated to antiinflationary policy. In addition, macroeconomic efforts must be complemented by industrial, trade and social policies and the care economy, the documentFinally, indicates.whilethe report emphasizes that an important part of the financing to increase investment should come from domestic resource mobilization, international cooperation must accompany this process. For that reason, official development assistance and financing from global financial institutions and development banks must be significantly increased.

George was also asked about the relationship the residents share with miners and this she said varies depending on what exactly would be happening in the villages.George also importantly noted that whatever benefits the Community receives from Miners, are not to be considered as useful in furthering the community’s growth in the long term and that her people require lasting benefits that will positively affect the development of both the residents and the land.

The carjackers, however, were not so lucky to get away with their crime because swift police action led to the recovery of the stolen car before it was stripped, and arrested the suspects. The 47 new cases the ministry via its latest dashboard reported, are that of 26 men and 21 women. The 47 new COVID-19 cases recorded dashboard also revealed that two patients are still admitted into the COVID-19 Intensive Care Unit, 11 persons are in institutional isolation, 296 are in home isolation and two are in institutional quarantine. To date, a total of 69,301 persons have recovered from the virus.

George further added that her rights, along with the rights of the people of Mazaruni, were violated and continued to be violated, as she said that the villages were not even consulted before mining started on the lands. George also went on to say that all she and the people of Mazaruni want is for the Government to recognise and acknowledge their rights to the lands, and their rights as citizens, while reinforcing the fact that a decision being made would be of massive assistance to them. “A decision being made would also really help us to propel any other discussions and any other work that we need to do to secure ourselves, and we want the Government to respect our rights.”

The Allion was the seventh car to have been reported stolen this month and Kaieteur News understand that the number could be high as 25. So far police were able to recover five of the seven cars that were stolen, rescue a hijacked taxi driver from his car trunk, and nab four suspects after a shootout. One of the suspects nabbed in a shootout is dead, another is hospitalized, and the remaining two have been slapped with 13 charges and remanded to prison. Police had also captured another man, Dinash Persaud, in Essequibo, Region two, with a stolen Toyota Fielder Wagon he had allegedly hijacked from his girlfriend on August 14 at Blairmont, Berbice, Region Six. He too has been remanded to prison

Members of the Upper Mazaruni District Council (UMDC) have expressed their concerns that the Government, more specifically the Judiciary, has been ignoring their 24-year long plea to regain the rights to their ancestral lands – the lands currently being used for mining by the Government. The indigenous people of Upper Mazaruni had their final submissions in the High Court before Acting Chief, Justice Roxanne George, against the lack of response from the Government approximately five years ago (in 2017), but they , Community Leaders and UMDC, are still waiting a ruling from the court. According to Ms. Laura George, Coordinator of the Amerindian Peoples Association (APA), “The Plaintiff and the Toshao sent in a letter to the Chief of Justice asking when the date will be made and on the 8th of August (of this year) they said that the decision will be given before the end of August.”

George went on to express her concerns regarding the prolonged wait, stating: “The Plaintiffs are waiting and we are all waiting to get a date on when exactly this is going to happen. We hope as well that it will not be a date to announce a date of the decision. That is what we are all so scared of.”

Constitutionalaccused’sright (BARBADOS) - A civil court judge has called for strict timelines to be set for hearing all criminal matters as she awarded a murder accused $95 000 for the 14year delay in having his matter heard, and ruled that his case should be Madamdismissed.Justice Cicely Chase Q.C. ruled on Tuesday that Larry Patrick Agard’s right to a trial within a reasonable time had been infringed and, as such, awarded him $85 000 in damages as compensation along with $10 000 for vindicatory breach. Her decision was based on the fact that while Agard was charged for the June 8, 2006 murder of Marville John and was committed to stand trial in 2011, when the constitutional claim was filed on his behalf in 2020, he was still awaiting his day in the High“StateCourt. agents must actively engage in case management and must also ensure that there is a speedy disposal of criminal matters, from charge to trial and even to appeal of sentence,” Justice Chase ruled. She added that timelines should be implemented – for example, in six-month stages – and strictly followed by all parties involved in the administration of justice.

When asked what plans the community has for the land in the case of the court’s favourable ruling, George said, “the decision of what would be done would be completely up to the community, and that the APA would continue to provide it with whatever support it may require.”

The Ministry of Health on Wednesday stated that within the last 24hour period they have recorded a total of 47 new COVID-19 infections across the country.

C arjackers have struck again, this time one of them on Tuesday, posed as passenger to lure a unsuspecting taxi driver into a trap and to be hijacked at Dookie Road, Soesdyke, on the East Bank of Demerara (EBD).Kaieteur News made contact with the Taxi Base from where the now distraught taxi driver worked, and was able to confirm that one of its cars, a new model Allion, was indeed hijacked while heading up the East Bank of Demerara (EBD) during the evening hours. This media house received information that the fake passenger hired the car and told the driver, a 48-yearold Roxanne Burnham Gardens man, that he wanted to go to Timehri but as they were getting close, he changed his destination to Dookie Road and it was there that he and some other accomplices pounced on the taxi driver and stole his car.

Russian rockets kill 15 at train station on Ukraine’s independence day - Zelenskiy

Following a devastating fire that destroyed some of its main teaching areas, the burnt section of the North Ruimveldt Secondary School is on a path of being reconstructed.OnWednesday, at the school’s auditorium the Ministry of Education signed a $566.9 million contract with Kares Engineering Inc. to rebuild the burnt section. Kares Engineering Inc., Kaieteur News had reported was among nine companies that had placed bids for project which at the time was estimated to cost some $622,375,321. This building which will form part of the $6.6 billion that was allocated from this year’s budget towards the construction, rehabilitation, extension, and maintenance of educational facilities across the country, is expected to be completed by November next year and is said to be rebuild in the footprint of the existing burnt building. The new modernised structure will be three-storey building that will be fitted with science labs, IT Labs, new and remodeled classrooms and staff rooms. The $566 million project, this publication understands, will be supervised by Marcel Gaskin Associates. Speaking at the contract signing and sod turning ceremony yesterday, Headteacher of the school, Ms. Allison Cosbert, who expressed gratitude for the rebuilding project said that following the destruction of the building, the teaching staff had a really difficult time during that period. The Headteacher added, “However, with the support we got from the Ministry we were able to hold on to the hope that yes we can continue having school.” Ms. Cosbert said she welcomes this project and specifically thanked the Minister of Education, Priya Manickchand for staying committed to her words that the building will be rebuilt. Minister Manickchand who is pleased to have the project come on board, said yesterday that due to the destroyed section of school, this year the Ministry was only able to placed some 60 students at the school. North Ruimveldt Secondary which is noted to be the top school in South Georgetown, the Minister said would usually take in some 150 students at the new school term but unfortunately this is not the case this Whileyear.expressing that the project should be completed on time and of high standard, the Minister during her address issued a warning to contractors taking on education projects, by indicating failing to execute the job, there are consequences. She said that when contractors fail to do what they are suppose to do at the quality they are suppose to do it , “children suffer.”“And so I am going to be harsher and more vigilant on delivery and that will see us doing things like applying liquated damages because people suffer when you don’t get schools ready or they are not done to specs,” she said. It was reported that on June 19, 2021, a fire reported to be that of arson, destroyed the main teaching area of the North Ruimveldt School which housed the first ever Minister of Education, Priya Manickchand delivering her remarks yesterday. KYIV, AUG 24 (REUTERS) - At least 15 people were killed and dozens wounded in a Russian rocket strike on a Ukrainian train station on Wednesday, President Volodymyr Zelenskiy said, as his nation marked the anniversary of its independence from Moscowdominated Soviet rule. Zelenskiy had warned on Tuesday of the risk of “repugnant Russian provocations” on Independence Day, which by chance was also six months since Russian forces invaded Ukraine, touching off Europe’s most devastating conflict since World WarInTwo.avideo address to the United Nations Security Council, Zelenskiy said the rockets hit a train in the small town of Chaplyne, some 145 km (90 miles) west of Russianoccupied Donetsk in eastern Ukraine. Four carriages were on fire, he said. “As of now, at least 15 people have been killed and around 50 people have been wounded,” Zelenskiy said. “Rescuers are working, but, unfortunately, the death toll could increase.” The Russian defence ministry did not immediately respond to a request for comment. NO PUBLIC CELEBRATIONS Celebra tions of the Aug. 24 public holiday were cancelled, but many Ukrainians marked the occasion by wearing embroidered shirts typical of the national dress. After days of warnings that Moscow could use Independence Day to fire more missiles into major urban centres, the second-biggest city Kharkiv was under curfew, following months of frequent bombardment.
