A Letter from Robert Halfon MP Working Hard For Harlow

Dear Residents, Since becoming our Town’s MP I have worked hard to campaign for the higher wages for lower earners, apprenticeships and more jobs for our town.

That is why it is good news that since 1st April, the National Living Wage has been introduced.

This means that lower paid workers will now get a minimum of £7.20 hour, rising to £9 by 2020. This will boost over 1.3 million workers pay by £5,000 by 2020. There is also a tax cut for the lower paid and over the coming years, no one will pay income tax from earnings of £12,500 a year. Since 6th April there is a £60 tax cut for the average taxpayer.

To help businesses and jobs, Harlow small businesses will have the business rates substantially cut. Small business rate relief is being doubled and the threshold is being raised for the higher rates of business rates. To encourage apprenticeships, the Government is abolishing national insurance contributions for employers and increased the apprentice wage by 20%.

Lower taxes for lower earners, the national living wage, and help for small businesses and apprentices will do much to boost jobs and apprenticeships in our Town.

In Old Harlow, I’ve been working hard with your Old Harlow Council representatives for Fitzwilliam Court residents to fight the changes to the 7 bus route. I held a meeting with affected residents, local councillors and Arriva to discuss the situation and voice my concern. Arriva promised to go back and look further at the changes made to this bus route and will be engaging with local councillors and residents when reviewing their decision.

In Church Langley, your Conservative councillors hold a surgery from 12noon-2pm outside Church Langley Tesco on the first Saturday of every month.

The next one will be on Saturday 7th May. Cllr Simon Carter has been your Councillor there since the ward was created and is your Conservative candidate there for the upcoming elections. If you have any issues or concerns, feel free to pop along to have a chat with him or one of your other councillors who would be very happy to offer their help.

Along with Hannah Ellis, who is the Harlow Common Conservative candidate, I have been in many discussions with the Post Office about their plans for the postal service in our town. It is important that they continue to provide a good service in Harlow.

I was particularly pleased that the Potter Street Post Office branch was recently refurbished with Government investment to ensure that it continues to provide a high quality and accessible service for residents.

It is also brilliant news that Potter Street Academy will be one of 1,030 academies across the country to receive a share of £435million of Government funding. This money will come from the Government’s Condition Improvement Fund to be used for improving and expanding existing school buildings. It is important that we create the best possible learning environment for our next generation to give them the best possible start in life.

A hub of creativity...

Until 15th May Opposites Attract Vibrant paintings by Isabelle Beaubien This exhibition is a journey with colour which gives surprising results, pushing the concept of perception and colour contrast to the extreme Some of Isabelle Beaubien’s works have very strong and powerful colours while others are more neutral.

In both cases, she creates striking paintings where background and foreground can appear to shift and this intrigues the eye.

Each painting is finished by adding a thick layer of clear resin which generates a depth of colour beyond expectation. The colours shine and the contrast intensifies. The final effect is so strong, well defined and precise that the paintings have often been mistaken for digital work or print making.

Isabelle is an emerging artist, a native of Montreal in Canada, who lives in London and commutes to her studio at Gatehouse Arts in Harlow.

19th May - 26th June Making Marks Lines and dust, drips and scrapes - large scale monochrome drawings by Hilary Owers Describing her working practice she says, “Drawing, for me, is an intuitive process, a very physical whole body activity that begins with no plan. In the studio I stand with the paper pinned against the wall. I begin with a mark, a line, a smudge, a gesture. As the marks add one to another, I constantly turn the paper disrupting progress, allowing the drawing to evolve organically as a response to the medium. With very large paper, sometimes up to 5 metres long, I draw with it on the floor, kneeling, reaching across, or walking around the paper back and forth, working from both sides. There are periods of nothing, just sitting, looking, then rapid bursts of activity trying not to think, just do”.

Hilary Owers is a working artist who lives in rural Suffolk, and has had a studio at Cuckoo Farm Studios in Colchester, Essex for the past 17 years.

As well as the drawings exhibited in The Gallery, two of Hilary’s 5 metre long drawings will be displayed in the Project Space.

are you watching your speed?

The old harlow Neighbourhood Speed Check About a year ago, in Old Harlow, we set up a Neighbourhood Group on Facebook this was so local residents could voice their worries on line. We now have over 50 members. A lot of our local residents voiced their concerns about speeding in Old Harlow.

At one of the Old Harlow Neighbourhood Action Panel meetings the Police suggested setting up a neighbourhood speed check team. This involved volunteers going on a short training course with the police. Stuart Crook, Paul Mancha and Mike Garnett volunteered and were trained by the police on how to operate the speed camera and the information required by the Police so they could send a warning letter to anyone violating the speed limit.

We then had a visit from the Traffic Police and we showed them the Roads we thought were the most affected. Since then we have been provided with high visibility coats, signs and a speed gun all provided by the Police.

If the person is reported a second time they could find a traffic officer knocking on their door and explaining what happens if they are caught speeding again.

Only last week we caught and reported 13 drivers travelling over 37 mph in a 30 mph area.

The main purpose of this action is to alert drivers of the fact that they are speeding in a restricted area and hopefully in future they will adhere to the speed limit.

Since we started this speed check action we have only had good responses from the public.

We usually go out in threes (minimum) and when we find vehicles travelling over the speed limit we send specific details on a pre-printed form to the Police. A letter is then sent, by the police, to the driver informing

YCT (known then as Young Concern Trust) started delivering therapeutic services to young people in Harlow in 1988. We now deliver 1:1 and group work support across 37 primary, secondary, alternative provisions, specialist schools and colleges plus 4 community locations.

At any time our 34 accredited therapists may be counselling a young person struggling with depression, delivering an issue based drama therapy group to primary school children, building selfesteem and independence whilst treeclimbing, or using puppets to explore abusive behaviours.

action for family carers: supporting carers Supporting Carers in Essex is a group of registered charities led by Action for Family Carers, working together to support unpaid carers of all ages across Essex. An unpaid carer is someone who, without payment, provides help and support to a mother, father, sibling, grandparent or friend who could not manage without them. This could be due to age, physical or mental illness, addiction or disability. It is often difficult to recognise yourself as a carer; you might think you are just being a good friend, neighbour, spouse or parent and “just doing what needs to be done”. There are over 180,000 unpaid carers in Essex with over 30,000 people providing care for over 50 hours per week. At Supporting Carers in Essex we work with unpaid carers from the age of 8 years old+.

Identifying issues relating to their caring role that are affecting their education.

Harlow Chorus Gilbert & Sullivan’s - Iolanthe

Following the excitement and passion of our 40th Anniversary concert at Chelmsford Cathedral last month, we are now preparing for a very light hearted concert to bring our Anniversary season to a close. Whilst the happy memory of the wonderful collaboration, which made our concert such a wonderful occasion, remains, I have to apologies to CM17 Connection readers for misleading those who attended on the order of the programme. However I’m sure that the rendition of our two Anniversary commissions, in particular Cecelia McDowell’s, will remain long in all our memories, as will the extraordinary African Sanctus. Thanks, again, go to our superb soprano soloist, Emily Yarrow, to our percussionists, to our Training Choir and, or course, to the excellent support of the Henry Moore Children’s Choir, whose part in the rendition of The Lord’s Prayer I found especially memorable.

7.30pm, we will present the concert version of Gilbert and Sullivan’s ‘Iolanthe’.

This was the seventh of fourteen operatic collaboration’s by the librettist, W.S Gilbert to music composed by Arthur Sullivan.

This comic opera has an alternative title, ‘The Peer and the Peri’, and had the unique feature of a simultaneous opening night in the D’Oyly Carte Savoy Theatre in London and the Standard Theatre in New York on the evening of the 25th October 1882.

Our performance in July will see a rare opportunity for members of Harlow Chorus to take on the numerous solo parts and the accompaniment will be provided by our ultra-talented, and very popular, Susan Graham Smith on piano. Our conductor, Alexander Chaplin, will have rehearsed us to the nth degree and will be ‘Master-ofceremonies’ for this ‘different’ evening, of which I shall tell you more next month.

This will be my last article for the CM17 due to my impending redundancy. My last day with Essex Police will be Monday 9th May. In April 2016 Essex Police launched ten new Community Policing Teams (CPT’s) one for each district policing area. These replace the old Neighbourhood Policing Teams (NPT’s) The new teams will work as part of Community Safety Hubs with partner agencies, including councils, other emergency services, health providers, charities, Neighbourhood Watch and community groups. Their main focus is on community safety priorities and solving local problems, such as high risk anti-social behaviour, local ‘hot spot’ crimes, repeat victims or keeping the night-time economy safe.

The team at Harlow will have an Inspector, 2 Sgts, 6 PC’s and 6 PCSO’s split over two shifts A and B. My understanding is that the remaining PCSO’s will no longer have designated beat areas but will deal with low level crimes such as incidents of criminal damage, taking statements and investigation as officer on the case once they have completed their training in June.

Essex Police has also launched new online platforms to make reporting a crime or seeking advice from the police easier and more convenient. The force’s website has a new Do it Online section, which allows people to report non-emergency crime, road traffic collisions and lost and found property and to access a range of information and advice easily and conveniently.

I attended an over 60’s club that meets every Tuesday at the St. Mary of Latton Church hall in the Gowers and gave a personal safety talk to approximately 60 people. I asked for a show of hands as to how many of the members had access to a computer or had email on their mobile phones to which just 5 people said they had.

Over the past month I have tried to call in and say goodbye to as many of you as possible that I have got to know or assisted whilst out on patrol. Old Harlow has become my second home and I shall miss it and you all enormously.

When I first started in February 2005 my radio/ callsign was GQ5 (Golf Quebec 5) then I became DQ132 (Delta Quebec 132) then DQ147 and finally I am now referred to as WQ317 (Whisky Quebec 317). It is certainly going to feel strange not having a radio earpiece in my left ear and responding when called to attend incidents.

Unfortunately my job search has been unsuccessful so far so I shall be taking a few months off to relax and enjoy the summer before deciding what my future holds.

At this moment in time Laura is a totally independent child who no longer requires help from the hospital. Her growth and development is normal for a child of her age, now six. She is at a mainstream school and is doing very well in year one.

2 x 175g sirloin steaks 1 tbsp lime juice 2 tbsp light soy sauce 1 garlic clove, peeled and crushed 1 tsp dried chilli flakes 6 spring onions, trimmed and thinly sliced 8 radishes, trimmed and thinly sliced 100g fresh bean sprouts 1/4 cucumber, thinly sliced 4 firm plum tomatoes, quartered 200g mixed salad leaves FOR THE DRESSING juice of 2 limes

TOUGH AND CHEWY.

1. Place the steak in a shallow dish. Mix together the lime juice, soy sauce, garlic and chilli flakes. Season with freshly ground black pepper and cover and leave to marinate for 1 hour.

2. Heat a cast iron skillet or griddle until very hot. Add the steak and cook for 4-6 minutes on each side. Remove from the pan, cover with foil and leave to rest for 15 minutes.

3. Toss together the spring onions, radishes, bean sprouts, cucumber, tomatoes and salad leaves. Mix together all the dressing ingredients, stirring until the sugar has dissolved.

Season with salt and freshly ground black pepper.

4. Slice the warm steak thinly across the grain. Toss gently into the salad with the dressing. Pile into a large shallow serving dish and serve immediately, or leave to cool and serve chilled.

TIP: Lemon grass stalks are sold in small packs by the fresh herbs in the supermarket. You only need a small amount to give an extra zesty fragrance to the dressing but the stalks will keep for 1-2 weeks in the fridge. Try adding chopped to curries, fruit salads or infuse in hot water for a refreshing alternative to tea.

The Henry Moore Primary School A Busy Choir Weekend!

The school Choir had a very busy weekend in April!

On Saturday 16th April, a small group of twenty children from Choir participated in a 40th Anniversary concert with Harlow Chorus at Chelmsford Cathedral.

They sang ‘African Sanctus’ by David Fanshawe singing solo the beautiful Lord’s Prayer (not a dry eye in the house!) and then sang the Children’s Choir part to a specially commissioned piece - ‘A time for All Seasons’

by Cecelia McDowell. We met Cecilia McDowell when we had a piece of the Harlow Chorus birthday cake.

Programme items included, The Ash Grove, Early One Morning, a selection of Olympic songs by Alan Simmons and a medley from My Fair Lady.

The children did themselves proud at both concerts they were both very exciting events!

We have gone straight into rehearsing for the Harlow School’s Music Festival in June now!

Well done Choir!! Keep singing!

It was a very exciting event in a spectacular setting and a wonderful opportunity for the children to sing with Harlow Chorus.

On Sunday 17th April, the full choir-54 children, sang at Harlow Playhouse at the Chair of the Council’s Charity Concert.

Health Alzheimer’s: How can we fight back?

Alzheimer’s is the most common type of dementia in the UK, affecting over 500,000 people - and public awareness is higher than ever, thanks partly to Terry Pratchett’s wellpublicised diagnosis and death. But as we welcome Dementia Awareness Week (May 15th-21st), are we any closer to understanding Alzheimer’s causes - and preventing or curing it?

What Causes Alzheimer’s?

In Alzheimer’s patients, beta-amyloid protein builds up to form ‘plaques’ or ‘tangles’ in the brain, preventing nerve cell connections and eventually causing loss of brain tissue. There is also a neurotransmitter shortage.

These problems produce dementia symptoms such as memory loss, behaviour changes and a decreased ability to process information and stimuli, which increase in number and severity over time.

Can We Prevent Alzheimer’s?

Some risk factors for Alzheimer’s are unavoidable. Alzheimer’s is more common if:

• Heart disease risk factors such as smoking (including passive smoking), lack of exercise, high blood pressure, high cholesterol levels and being overweight.

• A lack of mental activity - so keep your mind active by reading, playing strategic games (e.g. chess) or completing word puzzles.

• There is a family history of Alzheimer’s or you carry the apolipoprotein E (APOE) gene or MTHFD1L gene. Other genes are specifically responsible for rare, early-onset Alzheimer’s (although this is not solely hereditary).

Diabetes, depression and head injury also increase the risk of Alzheimer’s. While not necessarily ‘avoidable’, you can lower your chance of developing depression and diabetes through lifestyle choices, seek treatment for depression, and wear a helmet when biking or engaging in hazardous pursuits to reduce risk of head injury.

• You have Down’s syndrome, which can cause amyloid plaque build-up in the brain.

Although more research is required, recent studies suggest risk can also be reduced by:

• You’re a woman – even accounting for your longer lifespan, although it’s not clear why.

• Sleeping on your side rather than your back or stomach, allowing the brain to remove waste products more efficiently.

• You’re over 65 (occurrence rapidly increases over 85).

Avoidable risk factors: • Excessive alcohol intake.

Drug treatments: cholinesterase inhibitors such as Donepezil (Aricept), Galantamine (Reminyl) and Rivastigmine (Exelon) increase levels of the neurotransmitter acetycholine, They can sometimes improve brain function in sufferers with mild to moderate Alzheimer’s. For severe Alzheimer’s (or moderate Alzheimer’s, unresponsive to cholinesterase inhibitors), Memantine (Ebixa or Axura) may slow the decline in brain function.

• Following the MIND diet: plenty of vegetables (in particular, green leafy ones), along with nuts, berries, beans, whole grains, fish, poultry, olive oil and wine (in moderation), and limiting intake of red meats, butter, hard margarine, cheese, pastries, sweets, and fried or fast foods.

Can We Cure Alzheimer’s?

Not yet. However, there are treatments to alleviate symptoms.

Cognitive Stimulation: enjoyable activities that stimulate thinking and encourage engagement.

CBT (Cognitive Behavioural Therapy): to help sufferers discuss concerns and adopt more positive ways of thinking.

Alternative Therapies such as aromatherapy,

Medicines to reduce depression, agitation, anxiety and aggression may also be given.

Hope for the Future Researchers are working on Alzheimer’s prevention, identification of further genetic markers and potential treatments such as ultrasound waves and drugs already used for diabetes and rheumatoid arthritis.
