Standard Operating Procedure-SECURITY 80 Watt District Security SOP Date of Issue: March 2021 Physical Security Plan Purpose. To facilitate a clearer understanding for Security support and service between (business) __________________, (address)___________________________________ & the 80 Watt District-PBID Responsibilities. Security on the private property and/or within a store setting is covered by your own private security. Security is expanded by the ‘Private Security of the District,’ for public areas, and the property & interior business location with a NOA (Notice of Agency) form on file with (SPS) Sacramento Protective Services. Emergency coverage: Sacramento County Sheriff (9-1-1) _______(initial for acceptance/understanding) ADD the Sac County APP (311) to your mobile phone for ‘non-emergency issues’ Your Link to County Services: https://technology.saccounty.net/311/Documents/HowtoDownloadApp.311.pdf Sacramento County 311 is a simple, three-digit number to call for help with almost any non-emergency issue in Unincorporated Sacramento County. Sac County 311 Customer Service Representatives are available 24 hours a day, 7 days a week to assist with submitting any of the available service request types offered by the County. For information and referrals on social services such as homeless shelters, call 211 or visit www.211sacramento.org/211 1. Policies for the Security in the 80 Watt District A. Area Security. All areas within the 80 Watt District-PBID is considered critical and are a priority for their protection. The level of service is determined by the need and assessment (DAILY). As the PBID is Security for over 300 businesses, each business is given priority. If you have a non-emergency call, you can add to the 311 App, to Sacramento County teams. EXAMPLE: CATEGORY I: This level of security by the PBID (SPS-Sacramento Protective Services) is required for a business area containing material or items that have an attraction for an intruder in addition to monetary value, such as retail stores, gas stations, fast food restaurants and more. These areas may contain equipment necessary for the continual functioning of the activities and should be afforded additional private security or consideration of such security, during hours of open business, if at a higher security risk (shop lifting, panhandling.) CATEGORY II: This level of security (by the PBID and SPS-Sacramento Protective Services, is established to protect items or for the principal purpose of providing administrative control, safety, or a buffer area of security restriction for areas of higher security category. industrial and/or commercial operations and may need additional private security or consideration of such during night shift hours. CATEGORY I Example: Sam’s Furniture

2. Security Control Measures. In case of an Emergency while your business is open or closed, the 80 Watt District -PBID has established services for Properties/Business locations: EMERGENCY: A. Call Sacramento County Sheriff (SSD-Call 911) and then after calling 911-call to request Assistance from SPS, if needed. a. Crimes in progress (Felony level) b. Violent Suspects c. Mentally ill suspects d. Possibly armed suspect e. Issues on the exterior of the actual buildings / need Trespass f. If a Security member is in DANGER (or Active Shooter issue) call both SSD AND SPS, as we all team up to support the problem B. If you have PRIVATE SECURITY or LOSS PREVENTION--Businesses should personally handle the issue or call Sacramento Sheriff’s Department: a. Shoplifters inside the store (call SSD) b. Trespasser violations outside your store-(previous notice given) call SPS c. Private Parking Enforcement: for SPS to tag a car-must have HB Towing agreement for your private property. d. Public Parking Enforcement: If a car needs to be towed on a public street/area- CHP must tag and tow or use the 311 app to notify the County. We (the PBID) does not have the authority to tow. See below for more info. e. TRAINING of business staff by Sacramento Protective Services team is available. Call 916-575-9900, ask for Commander Ingman. f. If a Security member is in DANGER (or Active Shooter issue) call both SSD AND SPS, as we all team up to support the problem.

Sacramento Sheriff’s Department: • Shoplifting detentions: will arrest and/or complete a 602 or citation for criminal. • Shoplifting detentions: (Loss Prevention Associates) LPAs should be able to cite-and-release subjects detained for shoplifting and process a (602) Trespass Notice. • Law enforcement usually respond to assist LPAs or SPS when they have followed all the prerequisite steps and protocols (i.e., verbal trespass warning, written trespass notices, positive identification of suspects, etc). Outcome is dependent on the Officer. California Highway Patrol (CHP) response (when, why, length), responsibility, follow through: • For cars, RV’s, trailers parked on a public road, CHP is the authorized department to tag or remove the vehicles. Depending on the ‘Law,’ in process (COVID, Camping law) they may/may not be able to move the vehicles. • If the parking lot is private property; all parking issues must be addressed by property owner through SPS or by your private security. The Property Owner must sign a towing agreement with a local towing service, (80 Watt District-suggests HB Towing) which would permit onehour tow removal of any non-customer vehicle parked on the property. Cost of tow needs to be determined with the towing company, however, most do not cost the business. • Parking Enforcement Hours: Towing usually requires a 96-hour or less-- grace period upon citation before a vehicle is subject to tow removal. Your Parking Lot MUST HAVE signage ‘not allowing overnight parking,’ from the local towing company. Hotel/Motel/Retail/Gas Stations: The 80 Watt District-PBID provides assistance to area businesses by offering a private security patrol service that includes a response to individual calls for service. • To provide fair and appropriate use of the District’s funds, it is necessary to limit our responsibility for calls for service at area hotels to situations that take place in public or common areas around your hotel/motel business. • Adopted, June 1, 2017, The Watt Avenue Partnership (through its private security contract) will respond to calls relating to issues that take place in your public/common areas only. • Issues pertaining to activity that takes place after a (Motel/Hotel) guest has checked in or activity inside hotel and meeting rooms should be directed to Sacramento County Sheriff’s Department for response. • Issues pertaining to ‘Shop Lifting or Theft,’ within a ‘retail space should be directed to your LP (Loss Prevention) to handle and/or directed to the Sacramento County Sheriff’s Department for response. • Our Private Security will only be able to give parking violations-IF your business has filled in the ‘Towing Form, the NOA (Notice of Agency,) and Emergency Form (for after hours and supervisor information.) Our Security is not able to TAG a car without posted signage: https://hbtowinginc.com/ C. IMPORTANT FORMS/SIGNATURES: Security personnel must have access to your property (exterior) and during open hours (interior) for services: 1) SPS must establish controls pertinent to each area or structure as agreed upon a. Authority for access: NOTICE OF AGENCY with the 80 Watt District/ SPS b. Criteria for towing: HB TOWING AGREEMENT c. Alarm Activation authorization (if you want SPS to be first responder) d. Emergency Contact Form: SPS/80 Watt District authorization to call/email contacts

D. Vehicle control: (parking illegally) 1) Parking regulations for your lot needs to be updated 2) Towing Signage must be posted to allow from 1 hour to 96 hour towing. 3) Towing agreement must be on file with HB Towing (or if another company-give information to the 80 Watt District-for your file). 4) BIG RIG Trucks, RV’s parked on private property will be tagged for towing, (with proper signage). Parking on public streets- will be turned over to the CHP for towing, signage, violation tags. LODGING: 1) All cars MUST park -front end in- only and be given a NEON TAG- with approval for parking in the lot and for how long. This alleviates possible ‘quick drive out,’ and allows the security to see the approval quickly. 3. Security aids. Indicate the manner in which the following security aids will be implemented on the property including Retail, Restaurants, Gas Stations, Industrial and Commercial buildings: • • •

Protective barriers in areas-Do you have areas that can accommodate fence, cement blocks or ‘no entrance’ signage? Remember to ask the Fire Dept. for clarification. Signage posted- for ‘No parking, Tow Zone and/or No Trespassing as needed’ Cameras – Locations needed to show facial descriptions of those shopping, entering your business. Have you filled in a SEE agreement for the Sheriff’s to look at your cameras? The Sacramento County Sheriff's Office wants you to join our crime fighting team by joining our Sheriff's Electronic Eye (S.E.E.) Camera Registry Program. The S.E.E. LODGING: Welfare Checks (NO EVICTIONS) Hotel/Motel Response POLICY Adopted:5/17/2017 The Watt Avenue Partnership provides assistance to area businesses by offering a private security patrol service that includes a response to individual calls for service. • To provide fair and appropriate use of the District’s funds, it is necessary to limit our responsibility for calls for service at area hotels to situations that take place in public or common areas around your hotel/motel business. • Effective Thursday, June 1, 2017, The Watt Avenue Partnership (through its private security contract) will respond to calls relating to issues that take place in your public/common areas only. • Issues pertaining to activity that takes place after a guest has checked in or activity inside hotel and meeting rooms should be directed to Sacramento County Sheriff’s Department for response. • As a business in The Watt Avenue Partnership, (80 Watt District), our Private Security is not under contract for additional services including specific calls for evictions, however, welfare checks (higher level of need) our security will assist your staff if needed. 80 Watt District-PBID ∙

Protective lighting system • Lighting of your property, the businesses and the parking lots are crucial for security. CPTED allows you to look at your specific need- so that the illumination sets your business in a place of safety. There are several companies with the PBID that can service your property and/or business for a nominal fee each month. Join the monthly Security Meeting and sign up for the texting system to stay informed. CPTED (Crime Prevention Through Environmental Design): The goal of the CPTED requirements in the 80 Watt District-PBID is to reduce opportunities for crimes that are inherent in the design of structures, landscape, and/or in the design of the community/neighborhood. These areas should be provided physical protection through barrier systems, cameras (to video facial recognition) and access control or a combination of these. Lighting of the actual business, property (parking lot) is necessary. Plants/trees/shrubberies need to be CPTED ready – so that security may view the building in all areas, at all times. Natural Surveillance is the placement of physical features, activities, and people in such a way as to maximize visibility of the community. “To see and be seen.” • Involves design and maintenance elements that ensure full opportunity for residents to engage in their normal behavior and activities to observe the space around them. • 80 Watt District-PBID ∙
