PPHCSD Approves 1.16 MWt Solar Project

A 1.16 megawatt solar project was approved by the Phelan Piñon Hills Community Services District’s Board of Directors at the September 17, 2014 Board meeting. It could potentially save the District an estimated $13,856,965 over the next 30 years.

SBC Fire Capt. Kittleman Transfers to Fontana At the September 3, 2014 Phelan Pinon Hills Community Service District Meeting of the Board of Directors, San Bernardino County Station 14 (Phelan) Fire Captain Bob Kittleman announced he would be transferring to a station in Fontana on September 24, 2014. Capt. Kittleman has been assigned to the Phelan/Pinon Hills area for 16 years. He has been involved with the training of Tri-Community CERT members for many of those years and will continue to do so. Perhaps, the achievement he is most proud of is his tenure is Fire Explorer Post 351. Through the years he as trained and mentored Tri-Community young men and women interested in a career in
fire fighting/Rescue. Affectionately known as Kittleman’s Kids he has ushered some 25 explorers in to full time positions throughout the county and beyond. “I’m still going to be around, I can’t leave them,” Kittleman said. “I have chosen to make this move to gain training in urban fire fighting, rounding out my skills to better position myself for promotion.” On September 14, Local Fire Fighters, Explorers, CERT members, residents and Battalion Chief Jeff Birchfield gathered in Pinon Hills for a surprise going away party for Capt. Kittleman. Over 50 people showed up to show their appreciation for Capt. Kittlemans service to the Tri-Community.
On September 17, 2014, the Board of Directors of the Phelan Piñon Hills Community Services District approved contracts with SunPower Corporation for the installation of a 1.16 megawatt solar project, located on District owned property at the former Meadowbrook Dairy in El Mirage. The project, set to break ground in March 2015, is expected to save the District $13,856,965 in electricity costs over the next 30 years.
In fiscal year 2013/2014, the District spent $821,431.48 purchasing electricity from Southern California Edison (SCE) for operations such as pumping wells, and powering pressure reducing and booster stations. This expense represents 17% of the District’s total water operations budget. While the solar project assumes savings based on a 4% annual increase in electricity rates from SCE, the District experienced an 18% increase in 2013, and an additional 10% increase in 2014, making the solar project even more profitable with potential increased savings for the District. The next phase is engineering design. Installation is scheduled to begin in March 2015, with final project completion set for June 2015.
Remember Your Vote Counts-Nov 4th There are several ballot propositions and one ballot measure for TriCommunity residents to vote on in this years’ November 4th General Election. There is only one measure on the ballot this year which is Measure L. This is a School Bond Issue affecting all voters who live in the Snowline School District. Since 2008, the district budget has been cut by $45 million. The Snowline School Board approved a measure which would levy an ad valorem tax of $60 per $100,000 of assessed valuation for all taxable properties in the school district. It requires a 55% majority and
would generate $60 million over 30 years. All funds would be used locally and could not be taken away by the state, or used for teacher or administrator salaries. The new money would upgrade outdated classrooms, science labs, vocational education facilities, improve security and safety systems, replace old portables (currently 49% of classrooms), and repair, construct, and acquire sites and equipment. This year’s Phelan Phun Days theme ‘Spirit of Freedom’ brought attention to the freedoms Americans
as did the Blue Falcon of Phelan Elementary and his pride of youthful participants won a trophy in their division. Miss Tanya Dance Studio also won an award for their WWII era clothing and boogie woogie dancing. High Desert Challengers 4-H Club paraded a flatbed with bales of hay and many of the members and their livestock on that float. Under the Equestrian division, Hermandad Mexicana again took first place with their colorful and ornamental horsemanship, while Dusty Spurs represented the Gymkhana groups and Mike Randal led his team of pack mules to the road of success.

Approximately 40 venders participated some providing information about their non-profit organization, others selling gifts and other novelty items and others fitting into the food court and providing tasty meals.

The winner of the Burn-Out competition was Okan Jack 1971 Ford F250 pick-up for the street category and in the race it was Frank Forsyth in his 1970 Plymouth Barracuda. Supervisor Lovingood Creates Youth Advisory Council Supervisor Robert A. Lovingood is seeking high school students interested in serving on the new First District Youth Advisory Council. Council participants will help Supervisor Lovingood and his staff identify issues that are important to young people in the First District. Participation on the council also gives students an opportunity to become involved in their communities and learn about County Government. The First District Youth Advisory Council will also participate in local volunteer activities and events. Applications for the Youth Advisory Council are now available for the 201415 school year. All high school students in the First District are eligible to apply. The Youth Advisory Council will meet seven times beginning in November on the 2nd Thursday of the month in Victorville. The final meeting will take place at a Board of Supervisor’s meeting in San Bernardino in June 2015. Students must provide their own transportation to and from meetings. Students serving on the council may not miss more than two meetings, must have the consent of a parent to participate, maintain a GPA of 2.7 or higher and have a keen interest in community and government. Crossover Lanes Come To The Cajon Pass As part of the Interstate 15 (I-15) Cajon Pass Pavement Rehabilitation Project, crossover lanes went into effect on I-15 began on Saturday, September 27, 2014. A crossover lane allows one to two lanes of traffic to be shifted to lanes on the opposite side of the freeway through the construction work zones. Freight trucks are excluded from using the crossover lanes. The new lane configuration will occur on southbound I-15 from Oak Hill Road to 1.5 miles north of State Route 138. Traffic will be switched to run through the median. One of three lanes will be moved to the northbound I-15 median and the other two lanes will be moved to the southbound I-15 median. Construction will take place on the existing lanes of southbound I-15. The new traffic configuration, which will be in place for several months, will allow the project work to continue quickly and efficiently. A 60 MPH speed limit will be enforced within the construction limits; in addition, the existing median barriers will be upgraded to concrete barriers to reduce the risk of vehicle crossover collisions
and maintenance pullouts will be constructed to reduce the exposure of maintenance personnel to traffic. Delays will exist throughout the project limits, so please plan your travel accordingly. And Remember, Caltrans asks that motorists please be aware of the work and “Slow for the Cone Zone.”
Spaghetti & Music at Pinon Mesa Pinon Mesa Middle School Music Department will hold a Spaghetti Dinner Fundraiser on Tuesday, October 9, 2014 from 5:30-8pm. The evening will consist of a complete spaghetti dinner with salad, bread, desert, and drinks. “A World War II Series” The special history program continues at the Wrightwood Library on the third Saturday in October and November at 3pm. This program is for adults and teens. On Saturday, October 18th, author/aircraft crash archeologist G. Pat Macha will talk about Aircraft Wrecks of San Bernardino County. Learn about important events that happened locally during WWII. In November, Lt. Col. (retired) Harry Krig, long time resident of Wrightwood, will share some of his adventures as a pilot during WWII. While these are adult programs, this is a great opportunity for students to learn about WWII from those who lived through it.

Ken Anderson sold his family’s business which actually dates back to 1970 when Ken’s grandfather, James and father, De Loy purchased Wrightwood Lumber and it soon became Anderson’s True Value. Originally located in Wrightwood on the southeast corner of Highway 2 and Cedar St. The business expanded in 1986, opening a store in Phelan, which quickly be came the flagship location for the local hardware enterprise. The Wrightwood location was eventually sold in 1992, leaving the Phelan , larger and more equipped to serve the Tri-Community. New owners Jeanna and Dane Mills have both worked for Anderson’s since
1985. Jeanna and Dane’s families moved to the area in 1978, they both attended and graduated from the newly constructed Serrano High School. It would be a few years after when they become involved and married in 1988. Jeanna has worked her way up the ranks at Anderson’s, starting off as a clerk, and finally as President of the company. Dane worked at Anderson’s between serving in the Air Force and Reserves for many years. The Mill’s have five childern together, Jaylin, Jaymee, Jaysen, and Jaydah. They are, also, involved in many extracurricular activities with their church and community. A New Face At NewsPlus By Jordan Moon EDITORS NOTE: I would like to welcome Jordan as the newest member of the NewsPlus team. Jordan will be a great addition to the paper. She is excited, has an enthusiastic attitude and can’t wait to get out there and report the news! I am looking forward to the coming months , watching Jordan bring our readers a new and fresh perspective on the Tri-Community. Without further adieu, let me introduce to you, Jordan Moon: I am a 16-year-old Junior at Serrano High School. I’ve just moved to Phelan, from Wrightwood, where I lived for 14 years. I was born on Camp Pendleton Marine Corps Base, where my father was stationed. Being the newest Staff Writer/Reporter for NewsPlus is my first real job. Previously I’ve enjoyed volunteering at the Family Bargain Boutique, and with Megan Minier as a childcare assistant, when a free preschool program was offered to the community. In Elementary school, I became involved with a fundraising effort for the Leukemia and Lymphoma Society. My teacher was running a marathon to support the society and asked students to help raise funds for this cause. Becoming immersed in the fundraising efforts, The I was able to raise almost $5,000.
I developed a good eye for presenting art in photography. Other than traveling across the United States, I recently traveled to Japan. I’m is looking forward to continuing my travels. My love for writing started in middle school and was encouraged by my parents. My mother was also a Staff Writer/Reporter for a local newspaper and has written children’s book manuscripts. She asked me to help proofread her manuscripts and suggest concepts for new stories. During my experience with News Plus, I hope to be able to gain more of an understanding of writing and expressing myself. I enjoy a challenge and am looking forward to providing quality articles from the viewpoint of a teenager.

Baldy Mesa OHV Trails Update The Baldy Mesa OHV expansion project has been a hot topic amongst local historians, community members and Off road enthusiasts as the proposed trail crosses over an historic wagon trail called the Sanford trail and will disturb many Native American sites, some dating back 8,000 years. Monsoon Season Continued Into September Thanks To Norbert The active Summer monsoon season continued for the month of September as remnants of Hurricane Norbert blew through the High Desert bringing with it thunder, lightning, strong winds and heavy downpours. Hurricane Norbert peaked as a Category Three system on the Saffir Simpson scale of Hurricane intensity, packing winds of 115 miles per hour this powerful Hurricane thrived in the warmer than normal ocean temperatures off the Baja coast. As it moved north it set it’s sights on Northern Mexico, Arizona and Southern California. After weakening to just a tropical wave there was still enough energy to produce thunderstorms in the Southwest and provide some much needed rainfall. Phelan received .22 of an inch of precipitation to add to
Fall temperatures are soon approaching and that means it is prime time to enjoy the outdoors. That’s just what a handful of adventurous mountain bikers gathered at Cinnamon’s Bakery for on the morning of September 20th. The idea was to travel a fiftymile course mapped out by the owner of Wrightwood Cyclery along the challenging trails and forest service roads that are carved into the San Gabriel’s Mountain slopes. Mountain biking in the Wrightwood area is not typical in comparison to other cycling destinations. These trails are narrow; surfaces are loose, unpredictable, and gain enormous amounts of elevation in very short distances. Riders, by the end of the route, climbed close to 10,000 feet in elevation. To be asked to cover a distance of fifty

All riders who left the bakery that morning returned with smiles, tales of adventure, and were looking forward to the next opportunity to experience our area by bike again in the future.

Are Your Shocks Spooked? BY STACY FLEEUP It’s SHOCKTOBER! Yes it is ‘shocking’ that it is already ‘October’, but in the automotive industry Shocktober means that now is a great time to treat your car to new shocks and struts. Discounts and ‘buy 3 get 1 free’ rebates abound this month.
As with everything in life, with age comes deterioration. The oil inside often leaks out, which means dampening abilities are lost. The strut mount bushing at the top of the coil spring fails with time and mileage and should be replaced at the same time as the struts. Strut replacement requires a special tool to remove the coil spring and is a very dangerous job.
All vehicles have shocks, struts, or a combination of both. A shock absorber is filled with a fluid or gas that helps to absorb bumps of the road, while at the same time exerting pressure on the tires to keep them firmly on the road. Any time a tire’s contact with the ground is reduced or broken your ability to drive, steer and brake is severely compromised. A strut is similarly configured but has a coil spring surrounding it and is capped by a steel plate holding everything together.
Not sure if your vehicle needs shock and strut replacement? As you are driving be aware of the following: does your vehicle float, sway, or drift during turns? Does your vehicle bounce excessively over bumps? Does your vehicle tends to ‘nose dive’ when you hit the brakes? If you answered yes to any of the above, you are probably overdue for replacement shocks and struts.
If you aren’t confident in your diagnostic skills your local mechanic can assess the condition of your shocks and struts several ways: by visually inspecting your tires for uneven wear, looking for damaged or leaking shocks or struts, and checking for broken or worn shock mounts and strut bushings. You should replace shocks and struts in pairs (ie both front, or both rear), or preferably as a set of four. One of the great things about replacing worn out shocks and struts is the amazing satisfaction that you'll have when you are done - they often make an old vehicle feel like a brand new car again. Very few auto parts will give you such a noticeable difference from before to after the repair. And as a bonus, saving a good chunk of money on needed maintenance items is ‘scary-good’!

The Sportsmen’s Corner Dove Season Opens In So Cal BY TOM FRACASSO The first portion of the split dove season has come to pass and this years harvest was sure to please. Active dove hunting was reported all over Southern California. The usual hot spots such as Calipatria, Salton Sea and Niland may have produced good numbers but many hunters had good success hunting in local spots as well. The Cajon Pass flyway was producing birds in the early morning with a slower shoot in the evening. Reports of scratch type hunting was quite common here locally, areas such as El Mirage, Helendale, Adelanto, Lucerne Valley and Barstow had just enough birds to keep hunters on their toes. As limit hunting was rare in the High Desert, most hunters managed to scratch out a few birds to throw in the hunting vest. The same was true for the higher terrain such as South Phelan and Pinon Hills where most hunters went out for the morning flight due to the lack luster action in the evening.
The hunting in Yucaipa , Banning and Beaumont areas proved to be just a tad better than here locally, the trick was finding the right spots to post up and locate the flyways. The problem with these areas is due to thick chaparral it can be quite a challenge to locate downed birds without a good dog. After it was all said and done the Inland Empire and the High Desert did have enough birds to make the always anticipated dove opener a good time for all. Fall is the start of many more hunting seasons poised to open such as Deer, Quail and Red Legged Partridge ( Chukar ). The huge news continues to be the amazing and historic Ocean fishing all along the Southern California Coast. Exotics such as Yellowtail, Dorado, Yellowfin and Bluefin tuna continue to be slammed on the decks of all boats targeting these fish. The warm water temperatures influenced by El Nino and compounded by two Hurricanes, Norbert and Odile pushing even more warm water further North has made this years Ocean fishing the best in decades! The numbers of fish being caught from the San Diego sportfishing fleet north to San Pedro is absolutely incredible. The Oceanside 95 located at Helgren's sportfishing in Oceanside had a real slammer recently, with only 26 anglers fishing an overnighter catching 207 yellowfin tuna, 48 skipjack and 4 Bluefin tuna ranging from 30 to 35 pound class. The 3/4 day, full day and long range boats continue to find fish as close as 12 miles off shore. Most Captains are doing less trolling and just fishing meter marks and searching for kelp patties, locating birds working the surface has been a good technique to find 30 to 60 pound class tuna crashing through huge " Meat Balls " of bait. The large

size of the sardines being used for bait makes it easier to cast then a small "Pinhead" anchovy. It is suggested that during a wide open frenzy bite to use the heavy gear and line so you can reel in the fish much faster, re-cast and get another one hooked up. If the fish are line shy go back to using light line and smaller gear. Many of the boats in San Diego are taking anglers to Mexican waters for their limits of fish then returning to the United States for a U.S. limit as well. This is a quick easy way to fill your freezer with some nice fresh fish to last for months. I suggest vacuum sealing for all fish and game to maintain freshness and make your harvest last twice as long. If your interested in going big game fishing I suggest making your reservations as soon as possible due to the fact that the boats are filling up fast ! Local lakes update Hesperia Lake received a catfish stocking on September 11 making the fishing pretty steady for the wiskerfish ranging from 2 to 3 pounds. Jess Ranch is reporting a great bite on bluegill with the tasty slabsiders biting on mealworms, cut nightcrawlers and wax worms. A heavy trout stocking regiment will begin in late October. Mojave Narrows continues to battle underwater vegetation problems in Horseshoe lake, even with the Lake being tough to fish a few catfish are
still being caught. Pelican Lake is much easier to fish with plenty of open water and shoreline. I would rate this lake as poor fishing due to the lack of consistency in stockings. Silverwood Lake continues to kick out stripers, largemouth bass, crappie, catfish, bluegill and a few trout. The secret here is to find the fish then figure out what they want to chew on. Drifting an anchovy on the bottom from a boat is a good way to catch stripers, largemouth bass and catfish.

RE-ELECT STEVE FOX TO THE CALIFORNIA STATE ASSEMBLY. Steve Fox is currently serving on the Veterans Affairs Committee. During his tenure he was able to co-author a 600 million dollar Veterans Housing Bond which the public voted into effect in May. He authored a Transition Assistance Program to help veterans transition into civilian life. Steve Fox serves on the Assembly Aero-Space Committee. While in his time there he was able to author a bill which the governor signed into law; creating a 420 million dollar tax credit for Lockheed Martin & Northrup Grumman. This tax credit secured jobs in the Antelope Valley directly creating 1,400 jobs in the aerospace industry, and subsequently 6000 total jobs including supporting fields. He also serves on the Assembly Jobs Committee influencing the legislature to pass and create an Enterprise Zone for the Antelope Valley. This gives small businesses a tax credit for hiring new employees that will give a tax break over 5 years, thus not only encouraging new hires but retaining them with a long term tax break. Steve Fox has the highest rating of any democrat with the Chamber of Commerce and the NRA. Steve Fox led the charge to kill SB 53, a bad gun bill hurting the second amendment rights for law abiding citizens. If Re-Elected, Steve Fox will be sponsoring legislation to make it easier, more objective, and less subjective for citizens to obtain a concealed carry permit. Steve Fox was able to get AB-1607 passed to stop sexual predators from being dumped in our area.

Thus Oak Hills Boxing Club was Opened in early 2014. Oak Hills Boxing Club is a family oriented boxing gym. A place children can go after school and adults can go after work and work out and train. They are even developing a team to box in various matches across the southwest.
You can always walk in off the street, but they offer training packages for both youth and adults. For about $48 per month, kids can train 6 days a week and receive a starter bag with gloves, headgear and mouth piece. The adult package is about $58 dollars per month. The Oak Hills Boxing Club is opened Mon-Fri 4pm to 9pm, Saturday 10a-2pm. Kids classes are M-F 4p-5pm and Teens are 5:30p-6:30pm. They are located at 12221 Poplar St, Unit 14 in Hesperia. The Science of Composting Composting does not have to be an exact science. It can be as simple as digging your carrot and potato peels into holes around your tomato plants during the summer and anywhere you wish in the winter (if you put egg shells out there rinse them first and no meats otherwise you will attract maggots). You may also bury or layer leaves, pine needles and manures (chicken is the best) and create a “lasagna” style compost pile in your garden. In order for the lazy composting method to succeed the garden will need some water so if there is no rain give it a good drenching from time to time and then let Mother Nature do the rest. In the Spring turn the soil with a shovel or rototill and you are ready to go. At Moonstruck we are watching the first of our trees turn their leaves, this would be our Zee Diamond peaches and the rest will follow soon as the weather is showing the firsts signs of Fall with the lower night time temperatures, the change in the winds and the shorter days. The strawberries are bearing the last fruit of the season and even the blueberries have a little color change signaling the season. The 20x100 greenhouse is cooling and the tomatoes in there are now flowering (tomatoes will not flower at temperatures above 90 degrees) and I was very pleased to see the first of our Artisan cherry tomatoes pop up. Hopefully these tomatoes will keep us through December. The Juliet tomatoes (small roma) are abundant as always outside along with the Champion slicing tomatoes. The Lemon
Cukes are prolific and have a beautiful mild taste with a hint of lemon. The jalapenos have been producing some in the greenhouse and enabling us to sell salsa bags at market that everyone is enjoying and we are very anxious to put the first of our lettuce and spinach seed in the greenhouse this week. We also ordered Broccolette seed and a mini cabbage to see if that will do well in the greenhouses this winter. In addition we ordered a new carrot seed that has been bred to ensure good flavor even through the heat and these items will help fill in some blanks at market. This is a beautiful time to visit the farms at the faarmers market because they have a little bit of everything. Tomatoes and peppers are still in season yet at the same time the first of the Winter squashes are there including pumpkins and Acorn squash. “As Halloween & Thanksgiving return to our social schedules, pumpkins return to our plates. Perhaps no pumpkin dish is more beloved than pumpkin pie, which home bakers can prepare with the following recipe courtesy of Emily Luchetti’s book titled “Classic Stars Desserts””

A Look Back At Jackson Lake By Terrance Graham It was 1940, when due to Los Angeles County financial problems, permit problems, and budget short-falls for maintenance on the Big Pines Park, Los Angeles County and Forest Service agreed on dividing the administration of the Park. In June of 1940, the Forest Service took over the Big Pines Park Jackson Lake area. The “dividing line” of the take-over was the big switchback just above and to the east of Apple Tree Flat. Everything from Apple Tree Flat and to the west was administrated by the Forest Service. Everything to the east, and up to the Arch at Big Pines, was controlled by Los Angeles County Parks and Recreation. The two areas were referred to as the Jackson Lake Division and the Arch Division, the Arch Division being the main division of the county. The Forest Service take-over included all organizational camps and other facilities that were located within the Jackson Lake area, including Jackson Lake (also referred to by old timers as the Manzanita Mud Bath). When the Forest Service took over the Jackson Lake area, they acquired

the rock house located at the Mountain Oak Campground. The rock house is now boarded and no longer in use. This became Head Ranger Harry Grace’s residence. The Big Pines guard station sign at the Arch was moved down to the rock house and posted there, and the location was known as the Big Pines Guard Station. Jackson Lake itself was pretty much of a mud hole when the Forest Service took over. Down at the far east end of the lake was the only place that people could swim without difficulty from the muck and reeds. The organized youth camps in the area exclusively used the lake for swimming. The origin of the lake itself had been debated for years. The Park did no construct the lake, but it was believed to have been a natural runoff and collecting pool for rain and snow melt that was later dammed up around 1919 by the Llano Del Rio Colony that was located on the desert floor near present day 170th Street East and Highway 138. The colony did have a sawmill just north of All Nation’s Camp (which was the Park boundary line), but documented references of Job Harriman’s socialist Llano Del Rio Colony, and an

interview that I conducted wit Dale Cheesman, the son of Forest Guard Harvey Cheesman, who was assigned to the forest from 1914 to approximately 1921, revealed that the water source came from somewhere else. In later years, geologists determined that Jackson Lake was a sag pond created by the San Andreas Fault, as were Caldwell Lake at Mile High (which disappeared overnight from additional fault activity) and Lost Lake, east of Wrightwood. The water source for the colony came from west of their location — the Big Rock Creek Fan from the lower drainage of Big Rock Creek. In their first year of their administration of the Jackson Lake Division, the Forest Service decided to develop a swimming area on the south side of Jackson Lake. They brought in twelve dump trucks, and for seven days, hauled in sand from the Sheep Creek area. Included in the development was the reinforcing of the north side of the lake to prevent spill over. The Forest Service dumped and spread the sand on the south side of the lake, built a lifeguard stand, and maintained a lifeguard there at the new beach. The lifeguard worked specified hours during the day, and the public, as well as the youth camps, were invited to swim there. The camps weren’t too happy with the lake’s development, for suddenly it was used by everybody. The or-

ganized camps saw their private lake fade away, as even people from Wrightwood came to use the facility. A year later, the Forest Service took over the administration of the whole Big Pines Park — from the Jackson Lake Division and all the way up to the Arch. Can Jackson Lake again be used as a swimming hole? The Forest Service is only interested in keeping the lake in its natural state. Taking into consideration the cost to abate the reeds and remove the debris in the water from careless visitors, the legal problems of personal injury lawsuits, and vandalism that some uncaring forest visitors may inflict on it, the answer to that question would seem to be a resounding “no.” The glory of the old Jackson Lake may be gone, but it can still be the place to go to relax in the quiet, dip your feet into the cold water with a loved one, toss a fishing line in the water, or paddle a canoe. The glory and serenity of the present day Jackson Lake offers a charm of its own!
