BY ALEX BRANDON The County of San Bernardino used to have a successful monthly nutritional lunch program for seniors in all three Tri-Communities. From one year to the next it went from a Department of Aging and Adult Services program to community block grants being awarded to senior groups to selfadminister IF they had a 501c3 set up and did all of the county paperwork to

Joyce has since moved away, but you can find Bruce in the thick of it on the third Wednesday of each month. “We serve a pretty eclectic group of about fifty each month” Bruce tells this reporter. “Some are vegetarian or vegan, some need gluten free foods, but the majority are good with just comfort food.” They ask each person to donate $6 – and most of them do.

State Plans Public Meeting On The Baldy Mesa OHV Trails & Staging Area The California Department of Parks and Recreation, Off-Highway Motor Vehicle Recreation Division and the Grants and Cooperative Agreements Program have scheduled a public meeting to obtain input for the environmental analysis to be addressed in a proposed California Environmental Quality Act or CEQA document for the Baldy Mesa Trails/Staging Area Development and Restoration Project. The CEQA document would be a supplement to a National Environmental Policy Act (NEPA) Environmental Assessment (EA) previously prepared for the Baldy Mesa Project project. The meeting will be held on Wednesday, November 19, 2014 from 6-8:30pm at the Courtyard by Marriott VictorvilleHesperia, located at 9619 Mariposa Rd. Hesperia, CA 92345

The San Bernardino National Forest has approved construction of new trails, designation of existing, user created trails as authorized trails, and restoration of unauthorized trails, in the Baldy Mesa Off-Highway Vehicle (OHV) Area. The project is intended to provide a legal alternative to ongoing unauthorized OHV use. The San Bernardino National Forest prepared an EA for the project in September 2013 and issued a Finding of No Significant Impact and Decision Notice approving the project in September 2013 despite significant concerns and protest from local Baldy Mesa and Phelan residents and historians. What Businesses Would You Like To See In Phelan/Pinon Hills? Looking back 30 years ago, living in Phelan and Pinon Hills was very different than today. There was no Stater Bros Plaza, Phelan Towne Square, Arco, Circle K, and the Pinon Hills Market looked much different.

Sheep Creek across from Pinon Mesa Middle School. Sunshine Market also had a great deli and the only place to get groceries besides Holiday Foods, now Jensen’s in Wrightwood. Most made a monthly or bi-monthly trek into Victorville to buy groceries. It was common to have two refrigerators to store your food and drink.

Traffic lights? I seem to remember the closest one was…probably Main Street/Phelan Rd. at Interstate 15. A long standing joke was that you could play a hand of poker in the middle of Phelan Rd. before having to move to let a car go by.

Back to 2014 and you can see how much Phelan/Pinon Hills has changed.

Downtown Phelan looked very much like the old picture, you’ve inevitably seen, of the Old Post Office and General Store at the corner of Sheep Creek and Phelan Roads. No McDonalds, KFC, Pizza Factory, or Burger Basket (now Wimpy’s). The best places to eat were the Yucca Inn, a cheeseburger from the Thunderbird, or a burger from Mac’s Drive Thru located on

So what is next for Phelan and Pinon Hills. There have been many rumors over the years, a bowling alley, even Walmart, but all just rumors, some plausible and some not. What businesses would you like to see in Phelan/Pinon Hills? Starbucks, Taco Bell, In ‘n Out, Sizzler, Trader Joe’s, Costco?

President Obama Designates 346,177 Acres As The San Gabriel Mountains National Monument On October 10, 2014, President Obama used his authority under the Antiquities Act to establish 346,177 acres of national forest land in the San Gabriel Mountains in southern California as a national monument, permanently protecting the popular outdoor recreation destination to increase access and outdoor opportunities for the area’s residents. The National Monument is located on 342,175 acres of the Angeles National Forest and 4,002 acres of the San Bernardino National Forest. It is the eighth National Monument managed by the US Forest Service. A national monument designation prompts a new management plan that is developed with public input. A national monument is a designation given to a protected area of federal land. National monuments encompass landscapes and objects of beauty, diversity, and historic and scientific interest.

President Obama is able to designate areas as national monuments through the Antiquities Act of 1906. It “grants the President authority to designate national monuments in order to protect ‘objects of historic or scientific interest.’” Most of the 110 national monuments have been designated in this way. Though Congress also has the power to establish national monuments to protect natural and historic features.

these communities are on the west side of the mountains in located in LA County. A nonpartisan poll was conducted in 2014 and found that four-in-five LA County voters expressed support for protecting the San Gabriel Mountains and rivers, specifically for permanent protection because of the tangible benefits to the community. They felt that clean water, clean air, wildlife habitat, and ensuring access to public lands protected from development for children to play and experience nature, were most important. Over the past decade two studies of the area have been approved to assess the way the open space should be protected and managed in the future

and to determine how to achieve additional recognition, resources and special designation to enhance recreational opportunities for the area. Through these studies it was determined that the San Gabriel Mountains warranted national monument status. The monuments history is vast, with over 600 Native American and European archeological sites and features. In the 1800’s recreation in the area become popular and eventually fancied the eye of Hollywood and became a “back lot” to many early film productions. Serrano’s Key Club Is On The Rise BY JORDAN MOON Key Club is a group of students on Serrano High School’s campus that is concentrated on community service in the Tri-Community. High school student members perform acts of service in their communities, such as arranging food drives, raising money for organizations, and helping out at local events. They are responsible for planning projects, choosing which services they want to do, and getting in a certain amount of hours of volunteer work. Sarah Pearson, Key Club advisor, is responsible for helping the members set up events, going to events, figuring out the logistics, and keeping track of money. Members of the club also go to meetings every Tuesday after school to discuss which services are available and to compare ideas about the club. These meetings are led by the president of the club, Matt Lin, who is a senior at Serrano. Matt states that the reason he wanted to be the president of Key Club is, “to be a leader and to help out the community one step at a time.” As stated in the Student Handbook, this club is, “an opportunity to develop leadership and initiative, and to devote a portion of your time to the betterment of our community.” Students who participate in Key Club are also eligible for scholarships. Key Club is sponsored by Kiwanis International. They offer help to Kiwanis to assist the children of the world by raising money for organizations such as Children’s MirMiracle

Page 7

www.4newsplus.com

Miracle Network, March of Dimes, and UNICEF. Children’s Miracle Network raises funds for children’s hospitals, medical research, and community awareness of children’s hospitals. March of Dimes Foundation works to improve the health of mothers and babies. UNICEF is a children’s rights and emergency relief group that gives long-term assistance to children and mothers in developing countries. They save lives by immunizing children against diseases, rebuilding schools after disasters, and working to change laws and policies to help future generations as well. Key Club utilizes fundraisers in order to raise money for these organizations. They sell food, bracelets, and other great stuff that will help them get the money they need. This year, Key Club will be helping out at the veterans’ dinner, hosted by Heritage Middle School’s history teacher, Todd Anton, on Wednesday, November 5th. Every year, this dinner is held to honor the brave men and women who have served, and are still serving, our nation. This year marks the 20th anniversary of the veterans’ dinner. There will be a patriotic concert

from 4:15 to 5:15pm in the Performing Arts Center on Serrano’s campus and the dinner itself will be from 5:15 to 7pm in the Serrano gym. Key Club assists by working with the community businesses to raise funds in order to meet the budget required to hold the event. Club members will also be helping with set up, selling tickets, and serving food to everyone who comes. The members of Key Club do an amazing job of helping out and building a better community for us all. Parents and students who are interested in learning more about what Key Club has to offer are encouraged to stop by room 807 on Tuesdays after school.

Builders Club students feed nearly a thousand former service members and guests. The dinners over the years have evolved from hot dogs in crock pots to tens of six foot sandwiches at Heritage, to Stater Bros chicken in the Womack Auditorium, to Outback’s steaks and chicken in the high school gym. Likewise, the beginning budget of $200 now burgeons to $7,000.00. It takes a lot of

planning and volunteers each year, as well as money. And it doesn’t just get a dinner and some goodwill. It is a real opportunity at each annual event for students, adult volunteers, and veterans to interact. It is a chance for kids to learn about honor, duty, sacrifice and service; a chance for older Americans to share their own personal history, and that of the country, with another generation. Mr. Anton reminisces – “At our first dinner we had a WWI veteran of the Argonne Forest, and now we have former Snowline students attending as veterans themselves who have served and sacrificed overseas. It is a real homemade American story each year.” Please help support this very worthwhile event on its 20th anniversary by making a donation online at www. gofundme.com/fogdnc, or mailing a check to the Tri-Community Kiwanis at P. O. Box 720390, Piñon Hills, CA 92372. Tickets are available in Phelan at Pizza Factory, McDonalds, Desert Community Bank, Heritage, Quail Valley, Piñon Mesa and Serrano High Schools. And for any more information, you can always give me a call at (760) 338-ALEX.

Don’t Miss The Wrightwood Mountain Holiday Celebration

The Smell Of Fall Is In The Air

Considered by many, October is one of the

best months of the year to enjoy the awesome High Desert weather. Because of Santa Ana wind conditions the weather in the Inland Empire (down below as we say) can turn extremely hot in a short period of time, it’s quite common to see these types of wind conditions produce temperatures in the 100’s in places like Fontana and Ontario while the Tri-Community can be over 20 degrees cooler on the same day. Why you may ask? The answer is a form of Kinetic Energy, as the winds blow from the north the air molecules become compressed as they move through the Cajon Pass and heat up during their decent to the lower elevations, this can cause extreme fire danger and hot temperatures. During Santa

Wrightwood is getting ready for the Christmas season with its Wrightwood Mountain Holiday Celebration 2014. The Village Shops will be open until 9pm on Friday, November 28th and Saturday, 29th. The town comes alive Friday where holiday spirit can be seen and heard throughout the Village with colorful lights and decorations, music, hayrides, activities for children, and of course, a chance to visit with Santa. Friday evening comes alive at 5:30pm in anticipation of the annual Tree Lighting at the Veterans Memorial Park. Is Your Vehicle Ready For Winter? BY STACY FLEEUP

2. Coolant. Whether you call it coolant or antifreeze, the fluid in your radiator is a great multi-tasker - it helps your engine run cool in the summer and also lowers the freezing point of water so the mixture doesn’t turn to ice in the winter. It also contains additives to prevent rust and corrosion development in the radiator and engine. It is a good practice to drain and refill your radiator every 1-3 years. There are several types of antifreeze available now, be sure to use the proper concentration and type for your vehicle.

Even though winter doesn’t officially begin until December 21st, this is a great month to ready your vehicle for the upcoming cold weather. Remember what Mom said about an ounce of prevention, and consider these five points: 1. Battery. Winter months are tough on your battery. This is a good time to have your battery and electrical system inspected, tested and serviced. Make sure connections are clean, tight and corrosion-free, and that the battery is securely mounted. If your battery has removable caps on top you can carefully fill each cell to the proper level with distilled water. Testing the specific gravity of each cell is an important but often overlooked assessment of battery life; car batteries typically last 3-5 years.

3. Tires. Make sure your tires have plenty of tread; worn tires on slick roads are dangerous! Maintaining correct tire pressure is important and should be checked and adjusted monthly. Holding the pressure a few pounds below the maximum pressure listed on the tire sidewall is a good practice. Don’t forget to air your spare!

4. Visibility. Small chips in your windshield often spider into cracks during cold winter months. Obviously, a windshield that is chipped, cracked or pitted is a dangerous visual distraction. New windshield wipers are an inexpensive treat, and after a hot, dry summer almost every vehicle could use a new set of wipers. Make sure all of your driving lights work properly and replace bulbs as needed. Headlight lenses dull over time; the increased visibility from replacing lenses or even just renewing the surfaces will amaze you!

If any of these checklist items are beyond your comfort level a quick appointment with your neighborhood mechanic or with Stacy and Clark at Service On Site in Wrightwood is definitely in order. Having a reliable vehicle is especially appreciated in winter, so take the time now to get your vehicle ready for cold weather fun!

5. Four-wheel drive. If your vehicle is equipped with 4WD, this is the time to check the functionality of that system. Be sure your transfer case is engaging and disengaging properly and consider servicing the fluid. If you use snow chains be sure to start carrying them and know how to install them! Practice installation on a sunny, dry day.

California Sport Fishing Is “Off The Hook!” BY TOM FRACASSO The San Bernardino County Regional Parks trout opener started on October 24th. The following lakes are currently being stocked with trout and will continue their stocking regiment through April 16 2015. Prado Lake located at 16700 Euclid Avenue in Chino, Yucaipa located at 33900 Oak Glen Road in Yucaipa, Mojave Narrows located at 18000 Yates Road in Victorville and Cucamonga Guasti located at 800 North Archibald in Ontario. Vehicle admission is $8.00 Monday through Friday and $10.00

d o o w t Wrigh

on weekends and holidays, County fishing fees are $8.00 per person per day for all ages. Note: a valid California State fishing license is required. All of the above mentioned lakes received an initial stocking of 2,000 pounds of Nebraska Tailwalkers and Ruby Red trout. Tailwalkers and Ruby's are well known for their firm Pink meat and have a taste similar to Salmon. These trout are super strong and provide an excellent fight for anglers to enjoy, It's quite common to have these trout jump out of the water when hooked and tailwalk across the surface, hence the name Tailwalkers. Being sterile hybrids the fish do not go through a spawning cycle that deteriorates the meat and changes the flavor, that's why they are awesome tasting fish.

CAN YOU SAY FISH TACOS?: Fontana Kaiser Hospital employees chartered the fishing boat Chubasco 2 on July 19th out of San Diego. The trip was a real “Slammer” with plenty of Yellowfin Tuna and Yellowtail hitting the deck. Pictured is Charter Master Raul Morales holding a nice “ Football “ Yellowfin Tuna.

wait fishing" Berkley's powerbait in my opinion is the best. The most popular colors and scents include green/chartreuse, rainbow, salmon, peach and orange. When selecting your bait look for labels that say extra scent, some powerbaits will advertise 42% or 56% stronger. There are also many types of garlic oils and scent sprays on the market to dip or spray your bait in, when used, these oils cause a slick and spread the scent throughout the surrounding water to attract the fish. Even when bait fishing it's a good practice to move your bait slowly to cover more area and generate a reaction bite from the target fish. Although Irvine Lake is a long drive for High Desert residents, I must include information on a historical fish planting that took place prior to October 31st. Lake officials have confirmed that an amazing 10,000 pounds of hook-jawed brown trout were stocked along with an-

other 10,000 pounds of Calaveras rainbow trout. This super stocking was the largest single planting of Brown trout in the history of the lake. With huge numbers like that it just might be worth the long drive! Do you know a young child who would like to become an experienced angler? if so, San Bernardino County Regional Parks will be hosting a series of junior fishing workshops that include volunteers to assist. Here is the information: Guasti Regional Park Junior workshop 11/15/2014, an Adult workshop will be held at Guasti 12/6/2014 and more Junior workshops include Parado Regional Park 1/17/2015, Yucaipa Regional Park 2/21/2015, Glen Helen Regional Park 3/14/2015 and here locally The Mojave Narrows Regional Park Junior workshop will be held on 04/11/2015. Walter Feller’s Photography Featured in Mary Austin’s Reprinting of “Land of Little Rain” Many of you may know Walter Feller as your web master, and you may have seen his photographs here and there and on the internet. Since 1996 Walter’s work has focused on documenting the natural history of the Mojave Desert. Most recently his photographic works can be seen in the reprinting of Mary Austin’s “Land of Little Rain.” In case you haven’t guessed by the title, the book is about life in Southwest. Mary Austin was born in 1868 in Illinois and later moved to California, where she gathered most of the background for her writings. She wrote 32 books, and more than two hundred essays in her lifetime. She was a Naturalist, essayist, feminist and a devoted opponent of commercial development. She moved to Santa Fe, New Mexico in 1925 where she died in 1934. “Land of Little Rain” is considered by many to be one of the foundational texts in environmental writing. Mary Austin published the, now classic book in 1903 after being struck by the harshness and beauty of the eastern Sierra Nevada, Owens Valley and Death Valley down to the Mojave Desert. It has been a best seller for over 100 years.

Walter Feller, a lifelong admirer of Austin, has added his photographic art to match the poetic words describing the deserts and mountains of eastern California. You can order this 200 page “Coffee Table” book on Amazon.

The rivers of the San Gabriels not only provide over 1/3 of the drinking water for LA County, they support rare populations of native fish, animals, and plants. The California Condor, California Spotted Owl, Nelson’s Bighorn Sheep and 1,000 year-old Limber Pines also live in these mountains. The Angeles Forest portion of the monument provides more that 70 percent of the open space in LA County. The boundaries of the monument were based upon the desire to high-

light the area for visitation, protection and management. Many factors were considered such as the various permitted uses, legislative proposals for area boundaries, input from the public and what is necessary to protect the area’s historical sites and ecological values. It is expected that the designation will bring additional resources to the area. The Angeles National Forest already receives over 4 million visits per year and that number is expected to increase with the designation. Based on 2012 data the Forest Service estimates that the “Angeles National Forest, with the monument overlaying about half of the forest, contributes 597 full and part-time SEE “SAN GABRIEL” • PAGE 23

ed the North County Combined Highway Corridor Study with similar perspective of diverting truck traffic from the L A Basin to points north, south and east. The Metro developed a Memorandum of Understanding (MOU ) with the already existing High Desert Corridor Joint Powers Authority (HDCJPA) consisting of high desert cities and county organizations in the Victor and Antelope Valleys.

Since 1993, the HDCJPA has been working on a ‘freeway’ that would connect the two valleys and until the 2004 MOU it was not the primary focus of truck bypass or as an alternative to moving containers from the Port of Los Angeles to points east. As the 63-mile freeway is taking form it appears that the freeway will be 8 lanes wide at the SR-14 freeway interchange heading east along 30th St East transitioning into a 4 lane

expressway to US-395 then widen to a 6 lane expressway into Apple Valley ending on Hwy 18 just west of Bear Valley Road. There are alternate plans that could run the freeway along Ave P-8 and stay just south of El Mirage Rd probably along Ranchero Rd splitting the communities of El Mirage and the PPHCSD property. Metro is considering adding a high speed railway down the middle SEE “E-220” • PAGE 15

Don’t Forget To Set Your Clocks

Once again it’s time to set your clocks back one hour. Sunday, November 2, 2014 daylight savings time ends. Did you know? The federal government doesn’t require U.S. states or territories to observe daylight savings time, which is why Arizona, Hawaii, Puerto Rico, the Virgin Islands, American Samoa, Guam and the Northern Marianas Islands won’t be changing their clocks.

The historical El Nino induced Ocean sportfishing season continues to be wide open. Boats all along the South-

ern California coast continue to slam the exotics such as; Yellowfin tuna, Bluefin tuna, Dorado, Yellowtail and even Wahoo! Yes, that's right, Wahoo one of the fastest fish on planet Earth. Although on average only 1 out of 5 "hoos" hooked made it to the gaff, it was a deviation of the norm for this species to be found as close as the Coronado Islands. It's not too late to book a trip to go chase some tuna, but do it soon because the fishing fleets will begin to target rockfish and only the expensive long range boats will continue to hunt down the exotics. Good luck to all and please help keep our outdoors clean.

Get Ready For Fall Flowers BY ROWENA MCDERMOTT I was planting some mums or chrysanthemums you may call them in my herb garden today for some Autumn color, which is my absolute favorite color scheme, and thought to myself “I don’t think I have ever written about flowers?” Mums come in a wide variety of colors from lavender to burnt orange, and love the cool temperatures of Fall. In addition to Mums other Fall loving flowers include Asters, Snapdragons, Celosias, Cosmo, statice and even day-neutral sunflowers. Most of these flowers are built to flower during the short days of this season, and many make great longlasting cut flowers. I would be remiss in not mentioning the fall blooming bulbs of Fall Crocus, Dahlia, Cyclamen, Gladiolus and Begonias to name a few. These are planted in the Spring, but spring to life in the Fall. At Moonstruck Farms we are enjoying the results of this very warm Fall, which has created an almost perfect germination of our carrots. Snap peas, snow peas, Mexican onions, radishes, lettuce

and kale are germinating almost just as well, but since the days are shortening the tomatoes are at almost a standstill ripening outside so those will be pulled this last week of October as I am writing this. We do have a few plants in the greenhouse that hopefully will supply some tomatoes for the next month. In the meantime everything around those tomatoes in the greenhouse with the exception of a few pepper plants and cucumbers are being planted in lettuces, spinach, kale, Swiss chard, nasturtiums and even a cold variety of green beans just to see what the limits of this green bean variety are. In the meat division we are finishing up the beef cycle, and will not be starting for at least another year due to the exorbitant calf prices. Pork is on track as normal with a new batch starting as I am writing this. Chicken and turkey are still on hold until our restructuring is done, and hopefully will be added back in next year. “Sweet potatoes are a staple of many families' Thanksgiving dinner tables, and different cooks have their own special sweet potato recipes. Those trusted with hosting this Thanksgiving who don't have their own unique take on sweet potatoes might want to consider the following recipe.”

INGREDIENTS • 3 Tablespoons Extra-Vi rgin Olive Oil • 1 Teaspoon Fresh Thym e Leaves, Minced • 1 Teaspoon Minced Fresh Sage • 1 Teaspoon Minced Fresh Oregano • 3 Medium Garnet Swe et Potatoes, Peeled and Cut into 1/4-inch Slice s or Dice • Kosher Salt To Taste DIRECTIONS 1. Preheat the oven to 375 F. Spray a large roasting pan with nonstick cooking spray. In a large bowl, thoroug hly combine the olive oil and herbs. Add the sweet potato

dice to the mixture, and use your fingers to coat them well. Season with salt to taste. 2. Transfer the mixture to the prepared roasting pan. Bake for 45 to 60 minutes, until your desired consistency is reached, whether you want them a bit firm or fork-tender. Edible Tip: A good alte rnate variety to Garnets are Red Jewels, which are easy to come by at both farmers' markets and local grocers. Loo k for a deep, bright colo r, and be sure to cook them fairly quickly afte r purchase. Unlike potatoes, sweet potatoes do not store very well.

Packing In The Back Country Part 1 Local Wrightwood resident Jim Wilkins recalls a 1999 trip into the Golden Trout Wilderness, giving us a glimpse of life in the back country and a look back in time. BY JIM WILKINS The weather at the Black Rock trailhead gave a promise of what the week would be like in the backcountry of the Sierra Nevada. High cirrus clouds trailed across a brilliant, bluebird sky; letting us know that a ridge of high pressure was building and rain would not be in the forecast for our fall volunteer work party and pack trip. It was the week before Thanksgiving and the possibility of snow in this high and remote country, lots of it, is normally very real. The trailhead sits at the end of steep, narrow and windy road above Kennedy Meadows, a popular summer and winter destination for Southern Californians. The grade from the Owens Valley floor known as the “Nine Mile”, is long and narrow and is famous for eating transmissions on the uphill grind and brakes and nerves on the downhill. Several aluminum stock trailers are parked in the long parking stalls. Unlike trailers that recreational riders favor, these trailers are “no frills”. Two draft horses stand quietly tied to the outside, and the two men lead-

ing mules from the dark interior of the trailers and tying the stock in a row are packers. Jim Woodring leads his personal mule, Amy, to the spot next to her working partner….a stocky, black Percheron draft horse named Black. Molly, a black cow dog of dubious origin and constant companion, is looking for something to herd. Jim, a United States Marine Colonel, now retired, has spent the past six years as a volunteer with the United States Forest Service and knows these mountains as well as any man alive. He has the quiet watchfulness of one who has spent his life leading others as a soldier through three wars. Eyes twinkling and bushy mustache wiggling slightly and a Stetson hat that has seen ten thousand miles, he takes in the measure of a person with a glance. Black stands with droopy eyes and Amy rubs her big, floppy Belgian draft mule ears up against his flank. The two are inseparable. Jim’s partner is Andy Richard. The first thing that impresses someone about Andy is his size. Andy stands about six foot seven and

weighs close to 300 pounds. Like Jim, Andy rides a draft horse and this trip he was working with a young Belgian that didn’t have too many miles on it. He has an uncanny sense about horses and mules and works with stock like the horseman and packer that he is. To those who don’t know Andy, he might seem quiet but given the right circumstances, he can recite cowboy poetry of his own design and has a photographic memory for the works of other poets. He is also the first packer that I have seen fall asleep in the saddle after a week of fifteenhour days while leading a pack string of six mules. He traveled that way for over four miles and awoke as his horse gently walked over a creek crossing.

We make last minute checks and start down the trail to an Eastern Sierra crossroads, the meadow at Casa Vieja. From Casa Vieja, trails lead east to Monache and West to Jordan Hot Springs. Both are popular with backcountry visitors. Both have seen travelers since man first explored these mountains. Dust rises and mixes with the smell of the tree sap as the morning temperature gives way to outright warmth. Jim and Andy lead the mules as we begin our descent to the meadow that someone once called, “the prettiest in the Eastern Sierra”.

“SAN GABRIEL” FROM PAGE 11

jobs and more that $39 million to the local economy. The Forest Service has already begun to improve visitor experiences in the San Gabriel mountains. The Angeles and San Bernardino National Forests were provided $300,000 to the eight additional youth conservation corps crews to improve various visitor recreation sites and visitor centers. Visitors to the monument should benefit from the designation. Already the forest is a recreational destination for millions of LA County residents, for many this is the only available open space they have. The monument will also provide general educational, cultural and recreational opportunities, including hiking, hunting, fishing, horseback riding and cycling, and archeological, astronomical and geological interpretation. Within three years of the designation, a management plan will be de-

veloped with public input. The plan will be developed in an open and transparent process. The Secretary of Agriculture has directed the Forest Service to provide for maximum public involvement, including consultation with tribes, state, and local governments, as well as communitybased environmental conservation, health and justice organizations. The ultimate goal of the plan is to “enhance access for diverse communities to an exceptional experience in one of the nations special places.” The monument designation will not affect existing operation, maintenance, replacement or modification of water resource, flood control, utility, pipeline or telecommunications facilities with the monument. Though expansion of such service will fall under scrutiny. Currently recreational opportunities include: Geological, natural history and cultural interpretation activities, hiking, bicycling, hunting, horseback riding, fishing, picnicking,

skiing and off- highway vehicle use. The Forest Service will continue to manage these opportunities, consistent with the proper care and management of the objects protected by this proclamation. Nothing in the designation will prohibit special events and the Forest Service will continue to evaluate requests for special use permits on a case-by-case basis.

caused mortality, it will be necessary to conduct thinning or prescribed burning with some periodic removal of timber or biomass. Reducing the risk of severe wild land fire is a critical factor in protecting the objects of the monument.” The Monument designation, itself, does not prompt a fee. An Adventure Pass will be required at picnic areas where a pass is required today. The same site-specific fee will continue to be required at campgrounds and off-highway vehicle areas.

Many have been concerned about fire protection. The Forest Service stated “Wildland fire is a natural part of this ecosystem and the area has had significant fires in recent years. There are five firefighting stations within the monument. The monument designation will not interfere with future wildland fire management.”

The San Gabriel Mountains National Monument will be managed by the U.S. Forest Service and will be the eighth national monument under Forest Service management. There are more than 100 national monuments across the country managed by the Forest Service, National Park Service, U.S. Fish and Wildlife Service, Bureau of Land Management and National Oceanic and Atmospheric Administration.

They go on to explain “Vegetative management treatments will continue to be used to address the risk of wildfire, insects or diseases that could endanger the natural and cultural resources or threaten public safety. To manage for healthy forests and reduce the risk of severe fire and/or insect-
