One Community News It’s cold and wet and traditionally a time of year where, with resolutions already broken, there can be a lack of enthusiasm for getting on with things.

However, the Voluntary and Community Sector has no let up and all of us are working hard to help others, arrange meetings and events for 2016 and generally plan ahead, with the end of the financial year fast approaching.

We have a couple of dates for your diary, both in Volunteers’ Week, a Volunteers Fair on Saturday 4 June at Eastleigh Museum, 10am-2pm—let us know if you would like to book a stall—and our annual Volunteer Certificate Presentation on the evening of 7 June. Goodbye to Morris Chifunda

After nearly eight years with us as a community development worker, we have said a sad farewell to Morris Chifunda, who will be following a completely new career path in electrical installation.

Morris, pictured here with Carol Grant and Rachel Webb from the Community Development team, will be greatly missed by the staff and volunteers at One Community and all the many groups he has worked with over the years.

Here at One Community we are trying to become a littler greener. We have signed up to the Waste Not UK Campaign which is about reducing food waste.

There are a few things you can do to have a positive impact on the planet, and we will share these with you each month. Please let us know of any you have to include.

Planning meals If you have a meal plan for the week it helps ensure you do not buy more than you need when doing your weekly shop. It will also help you get portions right again reducing waste. This way you can plan for any leftovers too, so if you have roast chicken one night, you can use the leftovers to make soup for dinner the next night etc. Think Eat Save has some great tips.

FareShare in Hampshire As part of Local Welfare Assistance (LWA), £200,000 has been invested in a scheme to help extend the reach of FareShare across Hampshire.

Community groups and organisations who provide breakfast clubs, meals, food parcels, cookery lessons etc. for vulnerable groups and low income families, can sign up to FareShare in Hampshire for a monthly fee and collect FareShare food boxes to provide nutritious food at a fraction of the retail price.

Utilising the Hampshire Furniture Reuse Network (HFRN) locations, six new FareShare hubs will be working within their local communities to receive and distribute high quality, surplus food from some of the major supermarkets and food producers. By using the HFRN as spokes we aim to create better local community links, with organisations increasing their knowledge of services available in their area and working together to provide the support to local residents.

More about LWA LWA is discretionary, non-statutory provision of support for vulnerable groups and individuals facing financial hardship and critical need.

The aims of LWA are:  To provide accessible and free (at the point of delivery) individually tailored information, advice, guidance and signposting to local residents. Ensure local community capacity is utilised to the full through developing working databases of local services and generating strong links with organisations that can support vulnerable residents. 

Use the data and information generated through this process to develop, and where appropriate, commission local responses where needs present and gaps are apparent.

Information Charity Commission’s Top Excuses for not Filing Accounts

The Charity Commission has published a sample of excuses given by charities not filing their accounts on time. Despite all charities with income over £25,000 being required to submit accounts, thousands are in default. Excuses received by the commission include: “I don’t have access to the internet” [sent via email], “I’m not involved with this charity’s requirements, I am a trustee”; and “I already did it…last year”.

This comes after commission research found earlier last year that 32 percent of accounts submitted were not of ‘adequate quality’ in the 12 months up to 31 March 2013 – based on a random sample. This represents an improvement from the previous year analysed, where nearly half (46 percent) were inadequate.

If a charity’s income is over £25,000, accounts must be filed with the commission. Failure to do so indicates a lack of transparency on the part of the charity. It may affect the charity’s reputation and in extreme cases can jeopardise trust in charity as a whole. To avoid this, the commission advises trustees to follow 3 easy steps:  do not wait until you approach the 10 month deadline; when you have the documents, submit them  ensure you have a password to access the commission’s online services or ensure that you know who within the charity has the password  know that submission is the collective responsibility of the entire trustee body, not just the treasurer or secretary, for example The commission receives 60,000 sets of accounts each year. Almost 7,000 are required to have their accounts formally audited. 12 months ago the commission began a 3-year programme of transformation in the way it works. When complete it will enable the

commission to more effectively monitor accounts and intervene earlier when problems arise.

William Shawcross, chairman of the commission said: “Although these excuses are amusing, there is a serious point – after a difficult year for charities, it is essential they do all they can to be open about their finances. I hope trustees take note and file their accounts. If not, they could be hearing from the commission soon.”

A sample of excuses received by the commission for not filing their accounts include: I cannot file my accounts because…  I don’t have internet access [sent by email]  Your website was closed  I’m only a volunteer  Joe does this, it is not my job  The person with the password is in Malaysia  The person with the password is in New York and isn’t contactable because of a Hurricane  I’m not involved with this charity’s requirements, I am a trustee  The School provides us with office space but it’s the school holidays and they are shut  I cannot log onto your site, what is my charity number  Can I log onto your site from someone else’s Computer?  I already did it…last year  I’m not a trustee, I’m on the committee  My secretary schedules to file each year (on deadline day) and she is off sick  The accounts aren’t ready so I recorded zero income and zero expenditure so we wouldn’t show as being in default on the Register  It’s the accountant’s responsibility not mine  Our computer caught fire and we lost all the financial data  Deadline day falls on a religious holiday so we couldn’t file [sent by a multiple defaulter]  I’m only new  No-one told me when we registered  You never sent me reminders  I don’t believe in using computers  Computers are satanic  Our office was broken into and the thieves made off with the financial records  My boot came open on the motorway and the papers went down the M1 The commission also received one set of incomplete accounts with bite marks!

Information Canadian Pacific Project

Footcare Workshop A free footcare workshop is being held at the Mercure Winchester Wessex Hotel, 11am till 3.30pm on 18 March. The workshop, aimed at addressing high rates of diabetes amputations in West Hampshire, is part of the Diabetes UK Putting Feet First Campaign. The charity is working with a number of health organisations to put on education sessions for

The Canadian Pacific Project centres around the restoration of the Merchant Navy class locomotive, Canadian Pacific. It was built in 1941 at the Eastleigh Works and was built by a largely female workforce.

In 2015 the Canadian Pacific Project received ÂŁ895,000 from the Heritage Lottery Fund to restore the locomotive, two wooden framed carriages and undertake a large outreach programme.

The restoration of Canadian Pacific is taking place at Eastleigh Works by a team of dedicated volunteers and work experience people from the Job Centre. A lot of progress has been made in restoring the Watercress Line’s flagship locomotive since receiving funding.

Progress can be slow at times and the process of cleaning every part of the locomotive can be laborious. However, the team is dedicated to getting her up and running, and back on the Watercress Line in 2018.

Planning for Emergencies Emergencies can affect anybody with little or no notice. Being prepared can help reduce the effects on people’s lives, reduce the need for support from others and enable you to support the vulnerable members of your street and community.

Emergencies such as floods, fires, gas explosions and bomb threats may require you to leave your home for short periods of time. Other incidents such as disruption to essential services that we all rely upon (such as water, electricity, telecoms and travel networks) or being stranded due to adverse weather or illness are not always an emergency but can affect our everyday lives.

If you are involved in an incident and believe you may be in danger always dial 999 and request the appropriate emergency assistance.

If however you are not in danger but may be affected indirectly, you may be advised to:

It is recommended that you have an emergency box or bag to hand or available in case of emergency evacuation or being stranded in your home. Extreme weather has become relatively common place in recent years with water damage caused by torrential rain being one of the main causes of business premises being damaged, and machinery and livestock being lost. The devastation from such events is catastrophic causing long term problems for many undeserving business and homeowners alike.

Of course we have no control over what the weather does but can at least minimise the damage from extreme weather by being prepared and protecting ourselves as much as possible.  Keep up to date with yard maintenance and make sure that all roof pipes, gutters and drains are clear so that rainwater can be efficiently transported away.  Ensure that you understand your local authorities flood warnings and have an emergency plan of action prepared.  Regularly check for any water damage and make sure that any leaks are promptly dealt with.

Check for a history of flooding in the vicinity of the building and for recent developments which may make it more likely. If it is a known possibility, consider the following:  Installing intervening walls and banks  Providing flood gates, boards and sills to doorways and gateway openings in walls ONE COMMUNITY NETWORK: PAGE 8

Effective communicating strategies to manage resistance and negativity Tuesday 22 March 2016, 9.30am-12.30pm This clinical training session will look to address the often difficult scenario of interacting with individuals who present as being resistant and challenging.

Drawing on over 20 years of clinical experience, Dr Richard Maddicks will identify some of the common behaviours associated with resistance, such as arguing, denying and interrupting as well as look at thoughtful ways to prompt and encourage individuals in a way which reduces the probability of a hostile or negative response.

A large segment of the strategies discussed will be underpinned by motivational interviewing techniques and a very interactive approach is always key to this training.

FUNDING Postcode Community Trust Community Grants Programme Opens The Postcode Community Trust’s Community Grant scheme opened on 5 January to applications from charities and other not-for-profit groups in England, Scotland, and Wales. There are two rounds of funding in 2016, the first closed 28 January 2016 but there will be another in May. Established in 2014, the Postcode Community Trust is a grant-giving body funded by players of People’s Postcode Lottery. The Trust provides funding opportunities to community groups and charities in Scotland, England and Wales, through grants ranging from £500 to £20,000 (or up to £10,000 in Wales).

The Trust provides short-term, designated funding to good causes that promote community development and demonstrate positive change through access, engagement and skills development.

Registered charities, SCIOs, constituted voluntary and community organisations, community interest companies (CIC), not-for-profit organisations and sports clubs can apply. Applicants that are not formally registered as a charity can apply for small grants of between £500 and £2,000. Those that can provide a valid charity number can apply for grants of up to £20,000 for England and Scotland and up to £10,000 for Wales.

The funding is for activities that meet one of the following themes: Promote community development projects including:  Support for older people relieving isolation.  Support for young carers and their families and/ or support for families caring for disabled children or relatives, enabling them to engage more fully in their local area.



Projects which enhance or enable volunteering opportunities which help to regenerate communities.

Support community cohesion by:  Enhancing facilities which benefit a wide segment of a community.  Increasing public participation in sports especially for those at a disadvantage due to disability, age, financial hardship or gender.  Utilising sports to enhance the skills and life chances of disadvantaged groups.  Providing recreational facilities, or the organising of recreational activities, with the object of improving the conditions of life for those utilising the facilities/activities.  Promoting inter-generational cohesion.  Promoting a community’s social history.

Funding is not available for projects that:  Request sporting kit or equipment.  Relieve poverty through training or advocacy programmes, family support/intervention projects or relief of addiction and/or homelessness.  Enhance the natural environment with habitat conservation programmes or community garden schemes.  Promote the human rights/citizenship of marginalised groups.  Promote healthy living or better mental health.
