We are located behind Hawkwell Village Hall with free parking. We have compost, grow bags and all sorts of fertilisers, all at very competitive prices. Membership is £3 per family per year. There is also friendly advice on various aspects of gardening.

Mark Francois welcomes Hockley Primary School to Parliament
R
ayleigh and Wickford MP Mark Francois recently welcomed a party of 110 pupils from Hockley Primary School when they paid a visit to the Houses of Parliament. The pupils were taken on a tour of the Palace of Westminster, during which time they were able to go into the chambers of both the House of Commons and the House of Lords before the House sat for the day. Mark then met with the pupils in Wesminster Hall where he spent time undertaking a question and answer session with the children. During this session Mark answered questions on a range of subjects from the US Presidential Election, Brexit and Mark’s political day-to-day life. Mark said: “It was a real pleasure to welcome these young people to Parliament, to see and learn about this historic building.” 13

Church Road Through Route
I
n our February residents association meeting we were asked by residents for help with a traffic issue in Church Road, Hockley. They are getting heavy vehicles speeding through the area and getting stuck under the bridge in Church Road and in the very narrow one way Fountain Lane. It is believed that satnavs may be responsible for a recent increases in these incidents plus the building works taking place off Folly Lane. The local residents have now got together and produced a petition that has been signed by more than 100 people living in that area. About a year ago we requested a weight limit for Fountain Lane but nothing was done about it, we now believe the whole area needs the access for heavy vehicles to be dealt with. The residents in that area have a number of possible solutions, so I am sure an answer could be found that would be suitable for all concerned. On 21st February 2017 I wrote to all 3 local councils (parish, district and county) on this issue, so far I have only had replies from parish and county. Essex County Council replied: We can advise that Folly Lane and Church Road are both Priority Two (PR2) routes and therefore form part of the priority network. As such they must remain accessible for all traffic therefore imposing a weight restriction on these roads would not be considered. Any changes to a road that are not considered to be a maintenance issue such as this request, may be considered by the Local Highways Panel and would be best addressed by your parish councillors in the first instance. Hockley Parish Council replied: The residents attended a recent council meeting and explained the problem to the council. I understand that their petition was taken to Essex County Council Highways who are the only ones who can order weight limit and vehicle size restrictions. However, there are some things that the Parish Council might be able to do and I am investigating the possibility of using their power to erect road signs warning of danger or hazards (Road Traffic Regulation Act 1984, s.72). The Parish cannot put up mandatory signs but a blue ‘Unsuitable for HGV’ blue sign with a yellow ‘ignore satnav and re-route’ sign underneath should deter all but the most wilful lorry drivers. The council will be considering this at a forthcoming meeting. So far I have not received a reply from Rochford District Council. I will keep you informed in future issues of Hockley Living. rony, “The expressions of one’s meaning using language that usually signifies the opposite.” So it all seems rather ironic for there to be a political ideology which has based its fundamentals on a policy named “the four freedoms” to now back an exit-bill with an alarming figure in the tens-of-billions. Of course, “the four freedoms” policy (Capital, Movement, Service and Trade) is not the reason for an exit-bill, but surely in a first-world diplomatic western society, there would be a need for empathy towards a nation (or a union) when it is experiencing social and economic pressures. (At least within a membership that wears a mask with four faces of freedom…). The world can now see how the EU regard a fellow member that wishes to question or re-negotiate its membership within the bloc. The British citizens can now confirm that the EU’s capitalist intentions are always the underlying factor of any policy it obligates upon member-states. Let us not now take for granted this political turning point in our nation’s history. The triggering of Article 50 should be a bold, brave and British step forward into a more fortunate and fairer future for ourselves and the rest of the world.
