A well-known taxi owner and pastor of Louis Trichardt, Mr Samuel Tshifhango (64), was shot and killed at his home in Louis Trichardt on Tuesday afternoon. His death is allegedly related to taxi violence. His murder sent shockwaves through the taxi industry and community, with many calling on the police to tighten the screws and apprehend the killers. Tshifhango was the chairperson of the Louis Trichardt Musina Taxi Association, who were fighting for the route with the Beitbridge Taxi Association (BTA). The two associations are to appear in the Polokwane High Court on Monday for route-related matters. The daughter of the deceased, Ms Kundani Tshifhango, said that only after her father had parked his car at the gate had the attacker shot him several times. “Our father was a loving person who took care of all of us. We have lost a good, caring father who always came up with solutions when we had problems.” She further indicated that the family would not be safe when the attackers were still at large. She urged the law-enforcement agencies to speed up their investigations and to apprehend the perpetrators. “We are still shocked and terrified by this assassination,” she said. She mentioned that it was difficult to understand why her father had been killed. “He was a visionary and the strategic thinker of the family’s transport business. We have received many

messages of condolences locally and from abroad and it shows us that my father was a people person and accommodating to everyone, irrespective of colour, race and religion,” she said. The secretary of the LTT Musina Taxi association, Mr Collen Luvhengo, said that he was still shocked that one of its members had been shot dead. “The deceased’s colleagues, who have been traumatised by the incident, are receiving counselling,” added Luvhengo. He expressed his condolences to the Tshifhango family. “The role he played in fostering unity, discipline, hard work and dedication within the family and community shall always be cherished,” Luvhengo said. Speaking on condition of anonymity, a neigh-

bour said they heard two speeding vehicles, followed by gunshots. “It was so sudden. I was not far from here and when I went out to investigate, I saw a black VW Jetta and VW Polo speed off. That was when we realised our neighbour had been shot dead at the steering wheel of his car. It was so terrifying, and it will take time for me to forget this incident,” he said. Police spokesperson Brig Motlafela Mojapelo said the police were investigating the tragedy. No arrest had been made at the time of our going to press, and a case of murder was opened. Mr Tshifhango is survived by five children. According to his daughter, funeral arrangements are at an advanced stage.

Thieves get away with R2 million during Nedbank heist By Tshifhiwa Mukwevho Rumours spreading through town since Monday morning that a large amount of cash was stolen from a bank in Louis Trichardt seem to be true. The police confirmed that more than R2 million was stolen from the Nedbank branch in town. When Nedbank’s doors remained shut on Monday morning, with only the ATMs outside working, the gossipmongers started working. At first the whispers claimed that thieves had broken into the VBS Mutual Bank and the local Nedbank branch. The general suspicion was that the burglars could have gained entry to the two banks to steal documents related to the VBS saga. This idea might have sprung to

mind because of the relationship between the two banks. The curator of VBS Mutual Bank appointed Nedbank in July 2019 to facilitate the pay-out of funds to VBS Mutual Bank clients. On Wednesday morning, the spokesperson for the Directorate for Priority Crime Investigation (DPCI), or Hawks, Capt Matimba Maluleke, provided some clarity and confirmed that a burglary had indeed taken place at Nedbank. “The suspects had made an opening in the roof at Nedbank and gained entry into the premises,” he said. He revealed that over R2 million had been stolen from a safe. Capt Maluleke reiterated that, as far as the DPCI’s investigations were concerned, the case had no connection with the VBS Mutual Bank.

One of the bank’s customers, 21-year-old Norman Mukhavhuki, complained that he had to drive back home to Manavhela village on Monday without being able to conduct his business at the bank. Mukhavhuki wanted to open a savings account at the bank but was

turned away. “I had just burnt my fuel for nothing,” he said. “I just got a job and the requirement is that I have a bank account, so that the employer can pay my salary into it. So, my uncle lent me his car, but then I couldn’t open the account.”

Only ATMs were operating on Monday morning after it was discovered that thieves had broken into Nedbank.

Spate of water meter thefts leaves Louis Trichardt dry By Andries van Zyl Louis Trichardt has been plagued by a spate of water meter thefts at homes and businesses the past two weeks and the Vhembe District Municipality (VDM) is struggling to keep up with the replacement of these stolen water meters. The past weekend the situation became so bad that the VDM had to suspend the water supply to Louis Trichardt because of the thefts. “Water supply has been stopped due to the theft of water meters in Louis Trichardt

For the past two weeks now, water leaks have been spotted across Louis Trichardt because of stolen water meters, such as at this home in President Street. Photo supplied.

Town. Vhembe technical team is assessing the situation and water supply will resume at 14:00 in the afternoon today. The theft of water meters has resulted in serious loss of water in the town. We apologize for the inconvenience caused,” reads a statement issued by the VDM on Sunday. What seems to be causing a bigger frustration than the actual theft of the water meters is the municipality’s seeming lack of response. Mr Ronald Mkoki of Douthwait Street told the newspaper on Wednesday that he had noticed that his water meter had been stolen last Friday. He reported the matter through the Makhado municipal call centre and on Saturday the municipality came out and closed the leak. “Up till today, I am still without water. My meter has not been fixed and every time I phone the municipality, I get an arrogant response. My wife and I were even told that we could complain to whoever, nothing would come of it,” said Mkoki. Similar frustration was experienced by Ms Elize Venter, who acts on behalf of a couple of local rental and leasing agencies. When water meters were stolen at several of their rental properties, she phoned the VDM and asked if they could do anything to protect the water meters. She was told very abruptly that they were not allowed to tamper with the meters in any way, as the meters belonged to the municipality. As far as could be determined, the thefts occur throughout town, including Eltivillas, and the thieves do not discriminate between private homes, flats or businesses. What had sparked the thefts is uncertain and whether this is the work of one person or a group

of people, but indications are that the meters are stolen purely for their scrap-metal value. Mr Moses Shibambu, spokesperson for the VDM, confirmed on Wednesday that they were in the process of replacing the stolen meters. He said that they had replaced 22 meters already, which included repeat cases. In several instances, the brass meters were replaced with “plastic” meters. “We are not replacing them with cheap meters,” said Shibambu, indicating that the meters were being replaced with SANS 1529-1:2006-approved polymer domestic water meters. As for the “slow” pace at which the stolen meters are being replaced, this might have something to do with available supply. Shibambu said that they did not have enough replacement meters in stock, but that they were busy with the procurement process to acquire an additional 1 000 meters for this financial year. The question many readers might ask themselves is what is being done by the authorities, such as the police, to curb the spate of thefts. When asked about this last week, Shibambu said that the matter had been reported to the Makhado police. In response, local police spokesperson Constable Irene Radzilane said she could find no record of any such case reported by the VDM. She said she could only find records of individuals’ reporting the thefts. When asked for a case number under which the thefts had been reported, Shibambu stated on Wednesday: “Our team has reported the case; however, the SAPS has not opened a case as they wanted to go to the scene and they didn’t have vehicles.”

In Genesis is ‘n hele paar belangrike vrae: Aan Adam vra Hy: “Waar is jy...? - Ds. Johan Marias (Louis Trichardt, Baptistekerk)

“In time, incident might again reveal probable absence of moral fabric” Anonymous from Louis Trichardt, writes:

A

s an unfortunate witness to the above event, I believe the potential horrific outcomes associated with the “Lucky escape for speedster” newspaper article in time might reveal again the probable absence of moral fabric among some entities associated also with this incident.

A mindset among drivers responsible for especially traffic-related carnage to face and to admit to remedying wrongdoing seems a very rare phenomenon in South Africa. Acknowledgement even in the presence of devastating evidence often seems to be avoided in every and any way possible. Embarrassment, the acknowledgement and acceptance of guilt associated with wrongdoing seems a common personality trait among thousands of drivers with whom we share our roads. Whether it will be the case in respect of this incident remains to be seen. As this case unfolds, time will tell how various people involved such as the suspect, “potential associates”, members of the police, insurance industry, legal profession, municipal authorities, town watch, Zoutpansberger etc. have pursued an honest, morally sound and fair outcome for those who suffered severe trauma and loss as a result of this unfortunate yet potentially deadly incident that was none of their wrongdoing. A particularly interesting feature involves members of the legal profession where it often seems advice is based on whether their services associated with a given civil claim in respect of shortfalls by an insurance claim involving thousands of rand will warrant the amount of their efforts, “expenses” and, ultimately, profits. Apparently, this is based on the legal perspective that there is no guarantee that a civil claim by a completely innocent party may be discouraged by the possibility of legal costs being awarded in favour of the guilty party. This suggests an absolute mockery of our judicial system. After many years of sharing the roads in Louis Trichardt/Makhado and surrounding areas, I have little doubt that our sharing of the roads in and around Louis Trichardt daily exposes many drivers who, although in possession of a “valid driver’s licence”, are completely unfit to possess such a licence. The question remains if this phenomenon is a matter of capability, ignorance or arrogance or a multiple of these reasons simultaneously. When one continually witnesses the driving skills of “licenced” drivers in powerful or heavy-duty vehicles with driving skills that could rather be associated with the skills required to “drive” a mode of transport that requires to be drawn by an animal, one has reason to fear that any trip at any time could end in carnage and loss of life. The reasons for this probably varies from complete ignorance, consideration of driving intoxicated as perfectly acceptable or the absence of basic driving skills especially those with a mentality that often leads to the ignorance of the effect of alcohol, stop signs, allowed speeds, passing on solid lines leads to weekly reporting of people who perished as a result. When going to my places of work in Elim, Thohoyandou etc. I rarely do NOT pass a traffic official sitting on a bumper of his or her car trying to catch somebody exceeding 60 km/h. I am sure that the number of fines issued must be impressive. On the same road to Elim, however, I regularly see buses, trucks, taxis, and vehicles passing on bends or uphill across a solid line. This presents little more than a self-made death trap. Such driving is begging for coffins, funerals, heartache and by now the well-known and common speech by a politician seeking victory in a next election. I have yet to see any of the “bumper-sitting” traffic officials making any effort to bring these “passing-on-a-solid-line angels of death” to book. I suspect that an analysis of their arrests, fines etc. might prove a point in case. Issuing traffic fines and inspecting vehicles for being roadworthy are important duties but by no means deserve the allocation of all our traffic re-

sources as the death toll time and again confirms. Not a day goes by when one does not fear for the safe return from our roads of your loved ones. An incident such as this one adds to such fears the justified yet mindboggling possibility that one is not safe from irresponsible, traffic-related injury even when sleeping. Particularly appreciated in this instance is the rapid support of the town watch, police, emergency services, the Zoutpansberger etc. Especially the Zoutpansberger plays an important role to promote morally justifiable outcomes and remind residents and the municipality of what

could and should be done to protect vulnerable citizens from such preventable, potentially deadly incidents. Whether the handling of this particular case by the police will suffice to justify a proper judicial outcome remains to be seen. By now, many of us we have witnessed the quick excitement among politicians, municipal officials prompted by many honourable intentions to confront multiple safety challenges on behalf of its citizens, once elected. However, we regularly witness how this phenomenon is counter-balanced by poor duration and its eventual consequences.

Hierdie week, 25 jaar gelede in die

Zoutpansberger

ZOUTPANSBERGER, 7 FEBRUARIE 2020

A busy week on Foot and Mouth combat front Agricultural News The Democratic Alliance (DA) in Limpopo said they were very concerned that the Department of Agriculture and Rural Development had identified more premises as positive for Foot and Mouth Disease (FMD) in January 2020. According to the DA’s Mr Jacques Smalle (MPL and the DA Limpopo spokesperson on agriculture and rural development) the total number of locations positively confirmed for FMD has risen to 16 since the outbreak in November 2019. The number of livestock affected now stands at 27 000. “The lingering outbreak is maintaining a nationwide moratorium on livestock auctions, which is causing economic havoc in the red-meat industries. Low prices for beef, job losses in the industry and a ban on auctions are exacerbated by the persistent drought. The DA has been reliably informed that farmers now lose up to R3 500 per head of cattle as a result of the FMD,” said Smalle in a press release. He added that the losses in the industry had run up to billions of rands and the department did not seem to have a clear plan to curtail the current outbreak outside the red zone and to control livestock efficiently within the red zone. “The DA is calling for the Department of Agriculture to urgently adopt and implement the World Organization for Animal Health’s (OIE) guidelines on Livestock Identification and Traceability Systems (LITS). A well-managed LITS will broaden the scope of animal recording and

adopt a multipurpose approach that integrates animal identification and registration, animal traceability, animal health information, and performance recording,” said Smalle. Smalle added that the lack of bio-security control measures was further threatening the agricultural industry as a whole, which included game farming, and this was a huge cause for concern. “A well-regulated and controlled red-meat industry in Limpopo has huge export potential, which in turn will be a catalyst to job creation and prosperity for all our farmers,” said Smalle. Smalle’s call comes during the same week as the announcement by the minister of Agriculture, Land Reform and Rural Development, Ms Dié groep jong onderwysers en studente-onderwysers het op 30 Januarie ‘n gespreksThoko Didiza, that an auctioneer from Limpopo, geleentheid gehad op skoolhoof mnr. “The outbreak of Foot and maak, waarna Linde se vrou, Elsje, hulle bederf het met ‘n lekker middagete.

In February, rain is not uncommon in the Soutpansberg, which means that the route can easily turn into a slippery and treacherous experience. Trial races are growing in popularity, not only in South Africa but also the rest of the world. Such routes give runners the opportunity to not only test their strength and endurance, but also to appreciate the beauty and diversity of the environment. The first Soutpansberg Mountain Race was sponsored and organised by the then Louis Trichardt municipality in 1991 and started and ended at the local rugby grounds. The following year, the Soutpansberg Athletics Club took over the race and has been presenting it ever since. Saturday’s Mountain Race has a double significance.
