Police arrest six By Andries van Zyl

In what many describe as a major breakthrough against crime in the area, the Makhado police managed to arrest six suspects in connection with an early-morning burglary at a well-known hardware shop in Eltivillas last Friday morning. According to the provincial police’s Const Maphure Manamela, the arrests followed after members of the crime intelligence unit acted on information that the suspects planned to commit a

business robbery at the store. Manamela said that the suspects were cornered after the robbery and a car chase ensued along the N1 south of Louis Trichardt. The chase ultimately ended with the six suspects being arrested at a farm next to the N1. Following the arrest, the police recovered a box full of stolen metal coins, a cutting torch, a bolt cutter, gloves, balaclavas and, believe it or not, a state-of-the-art signal jammer. Four vehicles believed to have been used in committing the crime were also seized by the police. These include a

Mercedes Benz A-class, a Mercedes Benz C-class, a Toyota Etios and a Hyundai Atos. The local police remained tight-lipped about the arrests, explaining that the investigations were continuing. Only on Tuesday, after local media enquiries were referred to the police’s provincial head office in Polokwane, did Manamela confirm the arrests and the incident. He also confirmed that the six suspects had appeared in the Louis Trichardt Magistrate’s Court on Monday on charges relating to business robbery. Their case was, however, post-

poned until Monday, 5 November, for a formal bail application. “Preliminary investigations revealed that one of the vehicles was linked to a carjacking in Mamelodi around Gauteng Province. More arrests are expected,” said Manamela. In the meantime, the six suspects have been identified as Simon Mahlangu (36), Welcome Sifiso Nzima (40), Andrew Moagiemang (44), Anthony Letsoalo (39), Thabo Mabula (34) and Godfrey Hlongwane (40). “Police investigations are continuing,” said Manamela.

Former acting MM suspended over VBS scandal By Kaizer Nengovhela and Anton van Zyk

During Tuesday’s special council meeting of the Makhado Municipality, the decision was made to suspend the former acting municipal manager, Johannes Kanwendo, provisionally in connection with the VBS investment scandal. A motion to remove the mayor, Cllr Mildred Sinyosi, failed after the councillors were asked to vote on the matter. The Makhado Municipality came under a lot of pressure the past months to act against officials and councillors responsible for investing R155 million since 2016 in the mutual bank. When the bank was placed under curatorship earlier this year, the outstanding balance owed to the municipality stood at just over R62 million. Last week, the ANC’s integrity commission recommended that all its members implicated in the looting of the bank should step aside while the investigations were continuing. Even the ANC Youth League in Limpopo released a statement saying that the mayors of municipalities that had

invested in VBS should resign. None of this was on the cards during Tuesday’s council meeting and the scapegoats were seemingly to be found among the officials authorising the transactions. This can prove to be slightly problematic, seeing that the first investment (R15 million) was made in mid-2016. In 2017, three further investments were made, totalling R140 million. During this period, the chief financial officer (CFO) was Mikateko Palesa Makhubela. She resigned early in 2018 to take up a position at the Greater Tzaneen Municipality, where she is still the CFO. Currently, the acting CFO at Makhado is Godfrey Raliphada. In December last year, Freddy Tshivhengwa was appointed as municipal manager (MM). His appointment followed a prolonged period of uncertainty, after Sakkie Mutshinyali was suspended. Mutshinyali vacated his office at the end of 2016, when the situation apparently became unbearable. He later argued that he was the victim of a campaign by the newly appointed mayor to get rid of him.

Members of the DA displayed placards outside the Makhado municipal council chamber.

Before Tshivengwa’s appointment, different officials acted as MM. On 17 October 2017, Chris Kharidzha was listed, but for most of 2017, Johannes Kanwendo’s name appeared next to the title of acting MM. The question as to who had signed off on the investments is rather important. The municipality’s investment policy prescribes that municipal funds must be invested in more than one institution, to limit risks. The CFO must obtain three quotations. The MM is accountable for all transactions entered into by his or her designates. The day-to-day handling of the investments is the responsibility of the CFO. Based on documents that became available, VBS Mutual offered the municipality a much higher interest rate than the commercial banks. The officials, as well as the council, seemingly ignored National Treasury’s warning that for a municipality to invest in a mutual bank was illegal. When the Reserve Bank appointed a curator to investigate what was happening at VBS Mutual Bank, an affidavit was filed in the High Court. In this affidavit, Anoosh Rooplal, the curator’s representative, referred to the payment of “commissions” to officials and politicians to entice the municipalities to invest in VBS. Rooplal described these as “bribes”. To try and hide these payments and not make it show up in VBS’s statements, a separate company, Robvet, was set up to handle the payments. Robvet’s overdraft stood at R8,43 million before it was “cleared”. At Makhado Municipality, Mikatelo Makhubela’s name appears on the documentation authorising the investments, but not the MM or any acting MM. The other signatures are those of more junior officials and, in one case, the acting CFO, NR Radzilani. The responsibility of the councillors, and especially the mayor, is also set out fairly clearly in the council’s investment policy. “Council has a responsibility to invest public funds with great care and are liable to the community in that regard,” the policy reads. During Tuesday’s council meeting, the only “culprit” named, was Johannes Kanwendo. He now

has seven days to respond and supply reasons as to why he should not be suspended. This did not go down well with opposition parties and their representatives argued that the mayor must take responsibility for what had happened. The Democratic Alliance’s Cllr Geoffrey Tshibvumo said that the ruling party continued to defend the indefensible. “The mayor has shown no intention to deal with the VBS saga. She continues to defend the illegality of the deposits made to VBS. She should have acted a long time ago,” he said. Tshibvumo said that the continued refusal to act resulted in a municipality where employees thought they could perform malpractices, and nothing would be done to them. He said that the ruling party would continue to defend corruption and all the anomalies by using their power of numbers inside the council. “The DA caucus in Makhado will not rest until all the people who are involved in the VBS saga are held accountable,” he said. Cope’s representative in the council, Cllr Edward Malema, said that they believed this provided a perfect opportunity for the council to prove to the ratepayers that the cancer of corruption did not have a place in society any longer. He warned that the provisional suspension of Kanwendo should not be seen as the final step the council had taken in dealing with the matter. “Service delivery has been compromised to a degree where there are no projects taking place. Makhado Municipality needs new political and administrative leadership,” he said. The EFF members were very critical of the role the Speaker of the council, Cllr Lindiwe Mohale, played during Tuesday’s meeting. EFF Cllr Anthony Matumba accused the Speaker of turning the council into her own spaza shop. “She removes items on the agenda on her own and also takes illegal decisions which favour herself and those close to her,” he said. Matumba said the EFF’s view was that the municipality must wait for a forensic investigation to be completed. “Those who are implicated must face the law,” he said.

Alistair Stewart’s long and colourful life ends at 80 By Anton van Zyl

Alistair Stewart, during his time one of the world’s top business executives, died on 6 September at the age of 80 in Scotland. He was born and grew up in the Soutpansberg and for the last 18 years he ploughed effort and resources back into the local communities, setting up and helping to run farming initiatives. In the international business arena, Alistair Stewart needs little introduction. He formed part of the executive team of General Electric Corp when it was the largest company in the world. He headed up GE International. He was born on 6 October 1937 at the Swiss missionary hospital at Elim and grew up on the farm, Geluk, on the Witvlag road, not far from Louis Trichardt. As a farm boy he learned to speak Tshivenda fluently, which he used at every opportunity. This was put to good use when he met Cyril Ramaphosa in New York in the 1980s and addressed him in his home language. The two men became lifelong friends. Alistair was sent to Johannesburg at a young age to study at the King Edward VII school (KES), one of the top public schools in the country. Here he finished matric and was also a prefect. One of his proudest achievements was when he won the one-mile race. After finishing school, he enrolled at Wits University for a degree in accounting. He had to

take up a job as an article clerk to pay for his studies. In 1960, at the age of 23, he completed his studies and became a chartered accountant. While studying at Wits, he also started dating his future wife, Helen Cluver. Her father, Eustace Cluver, was the dean of the medical school at Wits university. Apart from being an academic, Eustace Cluver was also a keen timber grower, and the family owned a plantation in the Soutpansberg. Alistair’s son Murray, who now manages the macadamia part of the Molozi Trust, tells the story of how the courtship started during school holidays. His mother, Helen, had three sisters and the family visited the Soutpansberg during the holiday periods. Alistair had two brothers and a sister. The three brothers would hear that the Cluver girls were in the neighbourhood and would then ride on horseback for about 20 kilometres to pay them a visit. Alistair and Helen were married in 1962. Their first years of married life were spent in Scotland, where Alistair studied at the Edinburgh University. He completed his specialist business management diploma in 1965 with honours. He then studied at the London School of Economics, focusing on productivity, a subject that would become his passion in years to come. He worked for a year at Unilever in England before returning

to South Africa. His career at the General Electric Corp (GE) started in Benoni. It did not take long for him to be noticed and in 1975 he was transferred to the GE headquarters in Fairfield, Connecticut. He stayed in the US for a couple of years and was transferred to Miami, Florida, where he joined the Latin American division of GE. His first real taste of international conflict came in 1981 when he was stationed in Buenos Aires, Argentina. The Falklands war between the UK and Argentina then broke out and the family were briefly war refugees in Uruguay. He returned to the US in 1983, where he headed up the GE International Trade Corp in New York. In 1986, he took up the position as vice-president for GE in the Middle East, Africa and Central and Eastern Europe. This was also the same time that GE pulled out of South Africa in opposition to the discriminatory politics. Alistair was still stationed in Saudi Arabia when the Gulf War broke out. He kept the reins tight and, after this period, he was appointed as GE president of an area that included the Middle East, Africa, Europe, Russia and India. Alistair Stewart’s contribution to GE shows in the growth of the company. When he started at GE, the company was valued at $12bn. When he retired in 2001, GE’s market value was $410bn. He took up residence at the Molozi Forestry House, situated in the region of the Luondo Mountain, the fourth-highest mountain in the Soutpansberg range. The couple spent the summer months at Loch Lomond Castle in Scotland, while returning to Johannesburg and the Soutpansberg for the rest of the year. For the next 17 years he spent part of his time mentoring young CEOs from around the world, in partnership with Jack Welsh. At Molozi he started farming with, among others, macadamia trees. He believed in learning from others and he travelled extensively to all nut-producing countries to establish best practices. He implemented these

techniques on the farm while also Country Club in Auckland Park. experimenting with new ideas. Alistair realised that producing nuts was only part of the process and that the global macadamia market had to be expanded. He worked towards global marketing collaboration, with the focus on the health qualities of macadamia nuts. At the local farm he followed a unique farming method by sub-contracting all the work. This empowered dozens of small contractors from the neighbouring areas and helped them to gain experience and earn an income. He leaves behind his wife, Helen, two children (Murray and Catherine) and two grandchildren (Alexander and Claire). First off-take agreement for Makhado Mining News

MC Mining confirmed the conclusion of their first off-take agreement for hard coking coal at their Makhado Project just north of the Soutpansberg this week. In a press release issued on Tuesday, the mining company said that the coal purchase agreement was reached between a subsidiary of theirs, Baobab Mining and Exploration (Pty) Ltd (Baobab), and Huadong Coal Trading Center Co (HDCTC), a Chinese state-owned enterprise and a subsidiary of the Chinese Forestry Group Corporation. According to the three-year take-off agreement, the Makhado Project will have to supply a minimum of 400 000 tonnes of hard coking coal per annum to the HDCTC. That is more than half of the Makhado Project’s annual production of 800 000 tonnes of hard coking coal. Apart from the expected 800 000 tonnes of hard coking coal annually, the Makhado Project will also produce between 900 000 and 1 000 000 tonnes of export-quality thermal coal. “The

agreement confirms the quality of the Makhado hard coking coal and international demand for the product and represents another significant step in the development of the Makhado Project, which will generate significant employment opportunities in the Limpopo Province,” reads MC Mining’s press release. Under the terms of the agreement, the first supply of hard coking coal is due 18 months after construction of the Makhado Project commences and is subject to several conditions. This includes Baobab’s confirming by 1 April 2019 that it has secured enough funding for capital, mining and operations at the Makhado Project, extendable by 12 months. Another condition is the commencing of site works at the Makhado Project by 30 June 2020. The deal is also subject to the two parties’ obtaining all the necessary internal and regulatory approvals. According to MC Mining, it is envisaged that the coal will be sold free-on-board at the Matola Terminal in Maputo, Mozambique. It is anticipated that the balance of Makhado’s

coking coal production (not sold to HSCTC) will be sold domestically. “The signing of the first hard coking coal agreement is a significant step for Makhado, reaffirming its world-class coal qualities and international appetite for this type of coking coal,” says MC Mining CEO Mr David Brown in the press release. Brown says that South Africa is a traditional producer of thermal coal with no significant hard coking coal being produced currently, which results in producers’ having to import the commodity. “Makhado’s coking coal has the necessary attributes to replace some of these imports, whilst the development of the project will generate employment opportunities in the Limpopo Province and make a positive contribution to the national balance of payments,” says Brown. “We are currently progressing negotiations with other potential domestic customers for the balance of the Makhado hard coking coal, positioning MC Mining as South Africa’s pre-eminent producer of high-grade metallurgical coal,” says Brown.

With the 2019 election around the corner, political grandstanding is the order of the day. One of the hot topics open for debate is the proposed Musina-Makhado Special Economic Zone (SEZ) just north of the Soutpansberg. Judging by the recent deal signed with China to develop the SEZ, the South-African government is clearly trying to fast-track this initiative. Not everyone, however, supports the proposed development. Many say they first need answers as to what exactly is being planned for the region and what the China deal actually entails. One of those seeking answers is opposition leader of the Democratic Alliance Mmusi Maimane. He spoke about the proposed SEZ outside the Limpopo Economic Development Agency (LEDA) office last Friday. Maimane’s message was clear – Limpopo needs sustainable jobs, not mega-corrupt projects. He was specifically referring to the Musina Makhado SEZ. “If you cast your mind back to the ANC’s election campaign in 1994, you’ll remember it was all about ‘jobs, jobs, jobs’. But that never happened. Today, 24 years later, we’re worse off. We didn’t gain jobs, we lost them,” said Maimane. Maimane said that the most important change they needed to bring about was opportunities for work. “So, when we hear of a massive project aimed at bringing development and industry to the area, it should be cause for celebration. The announcement of a Special Economic Zone between Musina and Makhado, along with the promise of 22,000 jobs, should be welcomed,” said Maimane. But, warned Maimane, residents should wait before starting to celebrate. “…we need to know exactly what is being offered, and at what cost. And this proposed SEZ, of which the Limpopo Economic Development Agency is the implementing agent, has been cloaked in secrecy from the very start,” said Maimane. Maimane said that this SEZ, complete with its own proposed power station and coal mines – belonging to MC Mining, with a Chinese company as its largest shareholder – is being bankrolled by nine Chinese companies who have committed to invest more than $10 billion in the project. That’s more than R145 billion – almost 10% of our country’s annual budget. “With an investment of this magnitude, it is critical that we know exactly what the terms and conditions are, but as was the case in the Eskom mega-loan from the China Development Bank, all details around this deal have been deliberately kept under wraps,” said Maimane. He warned that everybody knew what happened when countries signed opaque deals with China. “It never ends well for the host country,” said Maimane. He added that although South Africans must welcome foreign investment from anywhere, they should know what they are getting themselves into. “Because what this increasingly looks like is the establishment of a small Chinese empire in the north of our country, from which a handful of connected cadres will get fabulously rich,” said Maimane. He added that when people saw who had already lined themselves up to benefit from the deal, one

would find the name of Cassel Mathale right at the top of the list. “The very same Mathale who brought this province to its knees through corruption and mismanagement and now, along with his friends, owns substantial interests in the MC Mining projects,” said Maimane. According to Maimane, very limited beneficiation will be felt by the local community in this SEZ project, with only one of the four mines providing any community interest at all. “In fact, a 10.8% community share in Coal of Africa Limited somehow disappeared when Coal of Africa changed its name to MC Mining at the inception of this project. In whose pocket did this shareholding end up?” Maimane wanted to know. Maimane also placed serious question marks over the proposed 4 600MW power station to support the project. “We also need to connect the dots between the proposed expropriation of coal-rich farms in the area – along with a last-minute change of plans for the transportation of coal from rail to road – and plans to build a new 4600MW power station just 40km up the road. A power station that doesn’t feature anywhere in our integrated resource plan and will seemingly not benefit the 45 000 people within a 100km radius who are currently without electricity,” said Maimane. According to Maimane, South-Africans also need answers on crucial issues around the environmental impact of this project, and where the millions of litres of water needed to sustain it in a drought-stricken region will come from. Because no such answers have been given. “In fact, the environmental impact assessment (EIA) has not yet been concluded, and yet the memorandum of understanding has already been signed. When asked about this, the man tasked by LEDA with the planning and implementation of the project dismissed it by saying: ‘I have yet to see an EIA that has not been approved’,” said Maimane. That, said Maimane, seems to be the central theme of this project: “It will happen, no matter what, because connected cadres have already lined themselves up for a massive windfall. And because it is done under the banner of ‘job creation’, we dare not question it,” he concluded. Some of the questions Maimane said South Africans need answers to include: * What are the terms and conditions of the investment deal with China? * What precisely is the nature of the 22 000 jobs that have been promised, and where will this labour come from? * How can we consider building a power station that does not feature in our IRP? * Where will the water for this project come from? * How were contracts signed before any of the EIAs were concluded? * What are the details of local beneficiation around this project? * And who are the people who sat on the advisory board at the time when the Musina-Makhado SEZ project was approved? “Until we have truthful answers to all of these questions, we cannot conclude that the motive for this deal is honourable or that the promise of thousands of local jobs is genuine,” said Maimane.

Angus Buchan het reguit gepraat by Saterdag se It’s Time gebedsdag. Ramaphosa kon nie die gebedsgeleentheid byAngus Buchan het reguit gepraat by Saterdag se It’s Time gebedsdag.

EXXARO COAL (PTY) LTD NOTIFICATION ON THE AMENDMENT OF THE WATER USE LICENSE AT TSHIKODENI MINE FOR EXXARO RESOURCES (PTY) LTD, LIMPOPO PROVINCE Tshikondeni, which is part of Exxaro Resources (Pty) Ltd (Exxaro) is located in the northeastern corner of the Limpopo Province of South on the farms Tshikondeni 88 MT and Tshikondeni 280 MT. The existing mine lease area lies directly adjacent to the Makuya Nature Reserve, which on its eastern border, is adjacent to the Kruger National Park. Tshikondeni is located far from major towns with the nearest being Musina, approximately 140 km by road and Louis Trichardt (Makhado) approximately 190 km southwest. The Pafuri Gate, which gives access to the Kruger National Park, is situated approximately 40 km northeast of Tshikondeni and Tshipise approximately 100 km west. Project Background and Description Historically Tshikondeni produced 316 kilo tonnes per annum (ktpa) of premium hard coking coal mined from the Madzaringwe formation by underground and open pit methods. Beneficiation took place at a central plant and processed product was transported via road to the Musina railway siding, from there it was transported to ArcelorMittal works located at Vanderbijlpark for producing steel. Tshikondeni depleted its mineable reserves in 2014 with mining of coal ceasing in October 2014 and final beneficiation at the end of October 2014. Tshikondeni Mine has an existing Water Use Licence (WUL) that was issued on 24 June 2010. Subsequent to the issuance of the WUL the Tshikondeni Mine ceased all operations at the end 2014 and commenced with the rehabilitation activities in 2015. The existing WUL thus no longer reflect the water uses on site, since most of the uses ceased with the closure of the mine. Subsequently the rehabilitation activities are triggering some new water uses as defined in Section 21 of the National Water Act, 1998 (Act No 36 of 1998) and the Department of Water and Sanitation (DWS) has requested the review of the Water Use Licence (WUL) so it reflects the new situation on the mine. Digby Wells Environmental (Digby Wells) has been appointed by Exxaro to independently facilitate the review of the existing uses as well as the application of new uses as it relates to the closure activities so that the WUL reflects the water uses on site. PUBLIC PARTICIPATION PROCESS The Public Participation for this project will commence on 2nd November 2018 for a legislated 60-day commenting period during which a Background Information Document (BID) will be sent to Interested and Affected Parties (I&APs). You are requested to register as an Interested and affected party should you want to be involved in this process. Should you have any comments or questions please feel free to contact us at:

SA landbouvroue kom in Windhoek bymekaar Landbounuus

Die SAVLU se volgende drie-jaarlikse-kongres sal in 2021 by Overvaal in Gauteng plaasvind.

Foto verskaf.

aarom moet die volgeling homself vrywillig verklaar: “As iemand agter My aan wil kom…” Daarom moet die volgeling homself verloën: “As iemand agter My aan wil kom, moet hy…”

081 217 9213. Alternatiewelik kan Frikkie Venter geskakel word by tel. 082 058 7601.
