The exact amount that the Vhavenda traditional leader is supposed to have received, is not clear. What is not clear either is whether he received the money directly or whether his status and name were merely used by unscrupulous people involved in the looting.“To the best of my knowledge, no amount of R17 million was paid to me‚ gratuitous or otherwise‚” Ramabulana stated in an open letter on 14 October 2018. “Most significantly‚ the (Motau) report does not find that I was part of any criminal enterprise. The report describes the payment as a gratuitous payment,” the letter reads. Ramabulana then explains that, in his capacity of king of the Vhavenda people, he receives various grants, including financial support from various individuals and entities. “Any such receipts I deem them to be legitimate, untainted, and bona fide support to the responsibilities I hold in relation to Vhavenda people.” He then absolves himself from blame and states that, should he have received payments flowing from fraudulent or criminal activities, “I would have received (such) without knowledge of the criminal wrongdoing which the report identifies”. - Continues on p2

Clean water for Matsila/Njakanjaka By Kaizer Nengovhela Residents of Matsila and Njakanjaka village will now have clean drinking water, following the handing over of boreholes and (hippo) water rollers by the Radzambo Cultural Foundation, the Lepelle Water Board and AECI on Friday. This is to ensure that the community has access to clean water, a key ingredient in the fight against the spread of the coronavirus. More than 4 000 households now have access to clean water after residents used to rely on water tankers. Chief Livhuwani Matsila of the Radzambo Cultural Foundation said that the boreholes and water rollers enhanced the ability of members of the communities to comply with

the Covid-19 regulations to wash their hands regularly and maintain satisfactory standards of hygiene. “With water at their doorsteps, our people will now stay at home without travelling long distances in search of water. We also wish to express appreciation for the generous donation of more than 200 water rollers of 90 litres each, which ensure efficient delivery of water from the boreholes to households. These water rollers will be communal property to be utilised by households on a roster basis within each community.” The chairperson of Lepelle Water Board, Mr Joe Mathebula, said that they alleviated water shortages as the country battled against Covid-19. “We are ready to change the lives of our communities for the better,

and as we are the water services authority, we will not rest until our communities get better services.” One of the residents, Vho-Muofhe Mudau, said that they had struggled with water provision for many years. “We were using water tankers most of the time, sometimes once a week and it was not enough. From today, we are very thankful,” said Mudau. Vhembe’s executive mayor, Cllr Dowelani Nenguda, has urged the residents to take care of the water infrastructure. Nenguda is concerned about people who tamper with the boreholes. He appealed to the communities to stop vandalizing the material at the site. “Stealing will move the construction of the project off its tracks,” he added.

How did the Vhavenda leader become involved in VBS? To answer this question, one must go back to 2013. Up to that stage, VBS Mutual Bank was a small financial institution, holding deposits made by hundreds of stokvels and other small investors, predominantly from the former Venda homeland. “The PIC, which had succeeded the pension fund of the Venda bantustan government, held a substantial shareholding in VBS,” the Motau report reads. The mutual bank then became the target of what some former employees of the bank describe as a hostile takeover. The central character in this episode is Tshifhiwa Matodzi, who later became the chairperson of the VBS Board of Directors. The Motau report describes how Matodzi approached Ramabulana’s advisor at the time, attorney Paul Makhavhu. The plan was then set in motion to acquire a controlling stake in the mutual bank. Makhavhu told the investigators that this led to the establishment of Dyambeu Investments (Pty) Ltd, which was owned by Matodzi’s company, Brilliant Telecommunications (Pty) Ltd, Promafco (Pty) Ltd owned by David Mabilu and the Vhavenda Trust (“Vhavenda”) representing the Venda royal family. Mabila is a politically well-connected property tycoon and lately owner of media enterprises such as the Sunday World newspaper. The Vhavenda Trust held 51% of the shares in Dyambeu, with Brilliantel and Promafco each holding 24.5%. Dyambeu Investments then

purchased 26% of VBS for R6 million. This effectively meant that Dyambeu Investments, with the support of the individual PIC members, could control the bank. What became clear quickly was that the new team at the helm had a different vision for the bank. From primarily receiving deposits from small investors and lending money to local people, the bank set its target on a multitude of small entrepreneurs vying to supply government institutions or municipalities with goods or services. In the 2015 annual report of VBS, the bank’s CEO, Andile Ramavhunga, explains the three main products that the bank would focus on, namely fuel guarantees, bridging finance/contract finance and invoice discounting. He also explains the new funding model of the bank. “Due to the limited savings that are available from the general public, the bank changed its strategy of sourcing deposits and funding. A focus was placed on sourcing funding from institutions and municipalities.” What also becomes clear from this report is that the bank will rely on the contacts and goodwill of its shareholders. In the report, Ramavhunga refers to the PIC’s capital injection and the role that Toni Mphephu started playing: “During the current financial year, we concluded a revolving facility of R350 million from PIC (major shareholder). This facility is aimed at financing fuel and energy-related transactions. Cash holdings increased by 54% in the current financial year, mainly due to marketing collaborations and interventions of His Majesty the King through Dyambeu investments.” The bank’s new direction clearly relied on contacts, and for this they needed figures such as Ramabulana, and they needed to rope in the services of politically well-connected people. Whether a person like Toni Mphephu Ramabulana was always aware of what was happening, is debatable. In the Motau report, Paul

The Motau report clearly believes this: “Indeed, it emerges very clearly that VBS and Vele have been operated as a single criminal enterprise, with Matodzi firmly at the helm”. The report mentions Toni Mphephu Ramabulana as having received R17 729 758. The report also mentions that “TP Mphephu, the Venda king, received R8 million”. Whether this is an additional amount remains uncertain. People close to the acting king who feature in the Motau report are: * Paul Makhavhu, at the time Ramabulana’s advisor, allegedly received R30 461 788. The Motau report quotes Makhavhu as describing the very substantial payments made to him and the Venda king as “shameful”. * The Dzata Trust received a R9 million deposit and an R8.5 million facility. * Makuya received a R1 million deposit and a R 900 000 facility. * Mafunzwaini received a R500 000 deposit and a R460 000 facility. * Vhavenda Heritage Trust received a R1 million deposit and a R2 million facility. Another teacher tests positive for Covid-19 at Thohoyandou school By Kaizer Nengovhela A teacher at Thohoyandou Technical High School tested positive for the coronavirus last Wednesday. Some of the staff members at the school have been placed in isolation. At the beginning of the month, a teacher was tested positive at Liivha Combined school and the school was closed. At Thohoyandou Technical High, the classes of Grade 12 pupils are continuing and only nine teachers were isolated and are still waiting to be tested by the Department of Health. The chairperson of the SGB, Ms Livhuwani Ravhuanzwo, said that the teacher had felt bad and gone to the doctor. The results came back positive last Tuesday. She said that an urgent meeting of the SGB was called. The Departments of Education and Health were also informed about the situation at the school. She said that the SGB and the school were waiting for the department to come to the school, but the department was

Nobody is safe now because the law is failing every community member. “We thought the law would issue a strong warning to the public by not giving bail to the suspect, but now we are powerless. Everyone is now a potential victim of murder because the law is incredibly soft on a potential killer.” Mulovhedzi said they would have mobilised the community and gone to court to urge the court not to give him bail if they had known. “We are greatly saddened. Traditional leaders need to be consulted on development matters By Silas Nduvheni Some of the senior leaders who are also members of the Vhembe House of Traditional Leaders and who met the executive mayor of Vhembe District Municipality (VDM), Cllr Dowelani Nenguda, raised concerns that they are not consulted on matters that involve them and their communities. “We as traditional leaders, we are the custodian of development in our communities and local sphere of government. We must be part of any developments and challenges affecting our communities,” said Hosi Busa Nxumalo. He said consultation in terms of service delivery was vital between the district municipality and traditional leaders as 90% of the population fell under the leadership of traditional

leaders. The VDM met with some traditional leaders on Monday in the council chamber as part of strengthening relationships and informing them about the work of the district command council and the Integrated Development Plan (IDP) ahead of the new financial year of the municipality, which will start at the beginning of July. The meeting took some time to realise, since the district municipality and senior traditional leaders could not meet because of the Covid-19 pandemic. Thovhele Vudzidzhena Nethengwe told the gathering that traditional leaders seemed to have been left out of the information and awareness campaign regarding the Covid-19 pandemic, because he never saw any councillor visiting his tribal council and informing

My dream was to spend some time with him and tell him how his music inspired me. He might be gone, but inside me he still lives, and he has a special place in my heart.” These are the words of Tshivenda traditional musician Takalani Gadabeni of Ha-Tshikundamalema outside Tshilamba. Known as Texas in local music circles, Gadabeni is placing the final touches on his fifth album, which is a tribute to Zimbabwean music legend Mtukudzi. “I started listening to the music of Oliver Mtukudzi at a young age before I started playing keyboard in church. When I first heard of his death on the morning of 23 January last year at the age of 66, I mourned the whole day without eating or drinking anything. I was so hurt that I could no longer think logically. I wanted to attend his funeral at his home village of Madziwa in Zimbabwe but, unfortunately, I did not have enough money to cover my transport and accommodation costs. During the day of his funeral, I closed myself in my room and wept until tears dried up from my eyes. But with time, the pain is healing slowly, and I decided to heal completely by recording an album in his honour,” said Texas. The artist, who enjoys airplay on Phalaphala

FM and local community radio stations, is not a novice in the music industry. He has played with musical heavyweights such as the late Amon Mvula, Mutendas, Dr Roxley Masevhe and Mukosi Netshiheni. She stated that there was no point she could pinpoint and say that that was when or how she started singing. “Singing has always been something that’s part of my life,” she said. “On any random day, you can tell that my father is awake because that’s the first thing he does every single morning and someone, somewhere in the house will just join in and then you just have a song going. So, singing has just always been singing for me.” Mpho has been part of Sumbandila since 2010 when she was in Grade 8. She started as an Outli-

She matriculated at Ridgeway College and went on to earn a BSc in Geoinformatics (2015-2017), a BSc Honours in Geoinformatics (2019), and she is currently doing an MSc in Geoinformatics. She revealed that Just Breathe was the first song which she had ever written and recorded. “But ever since recording it, I have had this newfound love for making music, not just singing but the making of music,” she said. “Making this song has inspired me so much that I went and got myself a small recording microphone, and I am now actively practising on my guitar that I have had for years.”

She was born and bred at Matsila village in the Vuwani area. She attended Matsila Primary School and matriculated at Tshiitwa Secondary. She then enrolled for a BA Law at the University of Venda, where she joined the campus radio station. She said that her stint at Univen campus radio had been an excellent experience. She started off as a newsreader before she joined the SABC Phalaphala FM news desk in 2007. The current affairs programme is on air on weekdays from 06:00 to 07:00 and 18:00 to 19:00 and weekends from 06:00 to 07:00. It features breaking news, politics and live interviews with politicians and experts in different fields. According to the listeners, she is already a force to be reckoned with. “I always make sure that I do my homework by researching my topics to excel at my duties. I find radio work to be interesting and challenging, especially when it comes to interacting with the listeners,” she said. She told Limpopo Mirror that she was determined to root out unfair practices in many spheres of society. “I use my show to get solutions to social ills,” she said. She enjoys working at the actuality programme. “At Ndevhetsini, you cannot say you did well yesterday, so today you relax. You must make sure that you inform the listeners correctly. One thing is that you work for 24 hours per day. Wherever you are, you are on duty, because if something happens related to the news, you need to report it.” She wants to empower young women, so that they do well in business. “I love young women who have a clear vision of what they want, regardless of where they come from. I am planning several seminars with women to tackle issues they face every day. I want young women not to be afraid and to know how to deal with problems head-on,” she said. Mashamba said that knowing God was important: “Follow your heart and go to church regularly.” Mashamba said one off the biggest highlights was when she interviewed the South African president, Cyril Ramaphosa, last month in the Tshivenda language. She said to young people, “the world is your oyster and remember your dreams are valid; never stop believing.” She encouraged those who are still looking for a job never to give up. Mashamba said that during the difficult of Covid-19 pandemic, she encouraged people to follow all precautions and keep on adhering to all the rules and regulations to be safe.

He has been instrumental in the advancement of service delivery initiative for our communities. His contributions will never go unnoticed in the history of our municipality.” These were the words of Musina Mayor Mihloti Muhlope in praise of Mr Richard Morolana, who was the general manager of community services at Musina Municipality. Morolana’s five-year employment contract has expired while the country is in the middle of the lockdown period. As general manager of community services, Morolana oversaw refuse removal, traffic, licencing, sports, arts and culture, municipal health, and community safety, to name but a few. We wish him good luck in his future endeavours.” The municipal manager, Mr Nathi Tshiwanammbi, said it was sad that Morolana was leaving the municipality during the lockdown period. “Our tradition is that we hold farewell parties for our colleagues when they leave the municipality, but this time, the lockdown has caught us off guard. Under normal circumstances, all staff members would converge and bid farewell to the colleague to appreciate the good working relationship they had with the one who is leaving the municipality.” Tshiwanammbi cited Morolana as a faithful community servant who was readily available and dedicated to his work. “He was always available whenever he was needed, and he was very committed to his work. He would spend sleepless nights to make sure that our community members got the services they deserve out there. Words alone cannot express our gratitude, but we feel proud to have been associated with a great man of his calibre.” Morolana thanked the municipality for giving him the opportunity to realize his potential. Musundwa and her children need a house By Kaizer Nengovhela Life has always been tough for a Maelula Tshidaulu woman, the mother of five children. The family have been the most tragic victims of poverty and need a decent house to stay in. The sickly and unemployed Ms Munyadziwa Musundwa and her family do not have proper shelter and they sleep on the cold floor during the winter. Musundwa stays in a shack that was damaged and can collapse any time. She gets child support grants for four children. “I am living in this shack with my children because I have nowhere to go,” she said.

She said that sometimes they went to bed on empty stomachs because they had nothing to eat. Musundwa said that she could not raise enough funds to feed the family. She said the little money she received from the child support grants was used to buy food or to fix her house. When the rain comes down, water pours through the roof of the shack. Musundwa addressed her plea to any person or businesspeople who might be prepared to assist her and family. “What we need is a house to stay and other kinds of donations as we are suffering for a long time in silence. We are trying hard to make ends meet, but our efforts seem fruitless and unrewarding.

Vuwani villages unite against virus By Tshifhiwa Mukwevho As Grade 7s and 12s are preparing to go back to school and face masks are being widely recommended for everyone in an attempt to reduce the further spread of the virus, some villages in Vuwani under the Collins Chabane Municipality decided to start a campaign to donate masks and sanitary towels to pupils. The initiative Unite 4 Face Masks and Sanitizers was started on 24 May by members of different communities, comprising the villages of Nngwekhulu, Tshilata, Davhana, Sundani, Mabidi, and Hanani. “We collected donations in

the form of cash to purchase face masks for all learners in these communities, and we managed to realise our dream,” said the team’s chairperson, Aubrey Lusunzi. “We donated face masks and sanitary towels to the primary schools, which included Nngwekhulu, Matamela, Sundani, Mabidi, and Hanani.” The face masks will be given to more than 200 primary school learners from the participating communities. The initiative is run by a committee, namely Thabelo Ramulifho (deputy chairperson), Norman Malange (secretary), and Rolivhuwa Ramulifho (treasurer). “We have coordinators representing all other

villages who are doing a great work by collecting donations daily,” said Rolivhuwa Ramulifho. The 19-year-old Angel Mulaudzi of Mailaskop is a keen member of the Louis Trichardt Gymnastics Club. Mulaudzi matriculated at Makhado Comprehensive school and spent a lot of time watching gymnastics, which made her fall in love with the sport. “I had a burning desire for the sport, so much so that I pushed my family until they let me join.” I joined the club for three months, but then I had to leave it because of financial challenges. That did not diminish the love I have for the sport. While I was away from the club for the rest of the year, I used to push myself to train alone at home,” she said. She mentioned that this was not easy, because they use apparatus in artistic gymnastics and the space was limited at home. “I always motivated myself with the idea that if you don’t quit, you will win.” The following year, her family sent her back to the gymnastics club, which she considered a “God-answeredmy-prayers situation”. opportunity to go for a judging course, where she managed to become a qualified judge. She said that becoming a judge had not been easy, since she was the only black judge. As time went on, ”I adapted to working with others”, she said. In December 2019, she had an opportunity to judge at national level as the youngest judge to do so in school sports championships. Earlier this year, she went on a judging course for rope skipping, and she passed. The journey is not an easy one, considering the lack of financial stability of her family. “I used to call it a sport, but as I was becoming more successful, I realized that it was not a sport for me but my passion.” She advises the youth to surround themselves with dreamers, doers, believers and thinkers, “but most of all, surround yourself with those who see greatness within you, even when you don’t see it yourself. Disappointment as Bilisi Festival is cancelled By Frank Mavhungu Teams that participate in the MS Quality Bilisi Sport Festival are disappointed after the organizers of the annual tournament announced that it would not be possible for them to stage the event this year. According to one of the organizers, Mr Richard “Bilisi” Rambiyana, the nationwide lockdown was the only factor that influenced their decision to cancel the annual tournament. Rambiyana appealed to the participating clubs to bear with them, saying that, as the organisers, they knew the financial constraints the clubs were going through. He reiterated the fact that the tournament would be staged next year. He added that the organizers were ready to stage the tournament this year and that they had been forced to cancel the event after the pronouncement for the lockdown.

Maramanzhi Home Sweepers were crowned the 2019 MS Quality Bilisi Sports Festival champions at the Tshenzhelani grounds last year. Home Sweepers were declared the champions after their final game against Gumbu Peace Makers ended abruptly two minutes before the end of the regulation time. The referee gave the keeper of Gumbu his marching orders. That prompted the fans of Gumbu to throw various objects onto the pitch before invading the field. The organizers were forced to call the game off and declared Home Sweepers the champions. The score was 1-1 at that stage. Home Sweepers were presented with R3 500, a floating trophy, soccer balls and gold medals during a ceremony at the grounds shortly after the final game. Gumbu Peace Makers took home R1 500, soccer balls and silver medals. Home Sweepers’ way to the final went via Tshenzhelani Diiteleni, whom they

beat 3-1 in their quarterfinal match. They beat Tuwani FC 4-2 in their semi-final match. Gumbu Peace Makers beat Rangani FC 7-6 in their opening match. The winner was determined through penalty shootout. They went on to beat Mutele FC 2-0 in the semi-final. The teams that were booted out of the tournament in the semi-final stage, Mutele FC and Tuwani FC, were each presented with a cash prize of R1 000. This was the third time that Maramanzhi Home Sweepers won the tournament since its inception way back in 2011. Just like the previous years, last year’s event was preceded by a 10 km fun run. Children residing within the borders of Vhembe District who wish to pursue a career in football will in future have a place where their talent can be nourished. A well-known sports administrator, Mr Livhuwani Nicholas Madzuhe, recently established a new sports academy. According to Madzuhe, Vhembe Future Stars Academy is expected to fill the vacuum that has been existing for some decades. According to him, the two academies currently operating within Vhembe District, Benny’s Care and Greenway Academy, were not enough to cater for the whole district. Madzuhe revealed that their primary objective was to unearth raw talent at grassroots level. He said that although the academy would cover a number of sporting codes, including netball, rugby, and cricket, they would focus on football as their starting point. Their aim is to form partnership with the schools from around Vhembe District. He revealed that they have already approached several schools in the past weeks and that the schools welcomed the idea with open arms. By Frank Mavhungu Following the proposals made by the South African Football Association (SAFA) and the Premier Soccer League (PSL) to the Minister of Sports and Recreation, Mr Nathi Mthethwa, relating their intentions to resume with the league programme for the current season, indications are that the PSL teams will play their remaining league matches without spectators. The PSL, SAFA and the government were still discussing the safety protocols to be followed to ensure the safe return of domestic professional football without fans next month at the time of our going to press. Should the PSL decide to implement the proposal as anticipated, the highly supported teams such as Kaizer Chiefs, Orlando Pirates, Black Leopards and Mamelodi Sundowns, will undoubtedly be affected in a negative way.

History shows that the four teams attract a capacity crowd even when they play away from home. Asked about their level of readiness when it came to playing behind closed doors, Mr Alan Clark, the head coach of Black Leopards, revealed that he believed that his side could benefit from playing their remaining matches in the absence of big crowds rallying behind the team. Clark said that he was aware of the proposal and that his side would consider it in a positive way. He stated that playing without the crowds would ease the players’ fear and the pressure from the supporters. “We will probably be one of the teams most affected by the lack of a crowd. We usually have many supporters on the stands when we play home games. Sometimes if you are not doing well at home in the position that we are now, we feel a little bit of pressure,” said the 40-year-old mentor. Leopards were languishing at the bottom of

the log standings when the activities for the current league programme came to a halt because of the nationwide lockdown about three months ago. Lidoda Duvha managed to collect 20 points from the 24 matches they played to date. They are three points behind Polokwane City, Baroka FC and Amazulu. Leopards remaining matches will be against Amazulu, Lamontville Golden Arrows, SuperSport United, Maritzburg United, Bidvest Wits and Mamelodi Sundowns.

TTM’s road to the Premiership Division

Mr Masala Mulaudzi, the former president of Tshakhuma Tsha Madzivhandila FC (TTM), might have surprised many when he recently bought the Absa Premiership franchise from Bidvest Wits, but this move has been part of his plans for a long time. TTM was established in 2015 after Mr Mulaudzi decided to buy the SAB League status from Peace Lovers FC. Peace Lovers were renamed Tshakhuma Tsha Madzivhandila FC upon conclusion of the sale agreement. The team performed beyond expectations when they completed the season in the fifth spot on the log standings. Mulaudzi went the extra mile the following year when he bought the ABC Motsepe League franchise from Bilika All Stars FC. Although that was their debut season in the ABC Motsepe League, TTM did the unexpected by finishing their league programme in the

third position. The year 2017 saw Mr Mulaudzi go for a big gamble. He procured the GladAfrica Championship from Cape Town side Milano United FC. The team proved all the critics wrong by finishing the season in the sixth spot on the log. During the same season, Black Leopards gained promotion to the elite league after their success in the promotional playoffs. The 2019/20 soccer season was a memorable one for the Tshakhuma side. Vhadau Vha Damani, as they are affectionately called, finished the season in the third spot, thereby qualifying for the promotional playoffs. Unfortunately for TTM, the team did not make the grade in the promotional playoffs. They finished in the second position, with Maritzburg shining on top of the log standings. TTM were in the fourth position on the log when the activities for the current league programme came to a halt, following the

Some of TTM’s achievements while they were campaigning in the GladAfrica Championship Division include qualifying for the promotional playoffs and booting their elder brothers, Polokwane City, out of the Nedbank Cup KO competition. Mulaudzi summed up the whole story by saying that he had had a five-year plan to campaign in the Absa Premiership Division when he had bought the GladAfrica Championship status from Milano United. He stated that he had decided to procure the Absa Premiership franchise from Bidvest Wits after realising that the club would not gain promotion to the elite league at the end of the current season. “Now that we are in the premiership division, my job will be to ensure that the team maintains the status for many years ahead,” said Mulaudzi.
