cities are crowded with installed infrastructures all compete for space several are over burdened, out dated and beyond maintenance each has it's owner and users information is incomplete and incorrect regulatory frameworks are incomplete there is no hierarchical control over the domain planning and execution of projects are notoriously unreliable citizens and press are scrutinizing every move headaches for city governors

BROADER PERSPECTIVE FROM SMART TO SMARTER CITIES

While many cities struggle to keep their infrastructures functioning § maintenance budgets are cut since the credit crisis § loading increases population, climate change, new technologies § the real space is crowded by many intertwined networks § the governance space is crowed by many owners and users § lack of information about the actual (real) situation § acting (projects) is complex, costly, unpopular and painful

regardless of the ambition to become SMART… we have to make the city's transitions less painful !!
