Many Governments across the world have recognized the opportunities presented by Open Source and have put in place intentional actions to promote its adoption in the public sector. In Kenya, this has been formalized by the ICT Policy which mandates public institutions to adopt open-source software in all new software deployments.

Governments can therefore leverage the benefits provided by open source to automate more services quicker while working with constrained budgets and resources. This will lead to better service delivery to citizens and the development of local capacities.
