Message from the Secretary Education Sindh Graduates Association It gives me immense pleasure to share with you Annual Status of Education Report (ASER) of Roshan Tara Schools for the academic year 2013/14. The objectives beyond this report are manifold: to strengthen gapes in the monitoring system at Roshan Tara Schools; to ascertain strengths in streamlining achievements of Roshan Tara Schools; to highlight curricular and co-curricular activities; to exhibit efforts of SGA Volunteers , Teachers and Management of Roshan Tara Schools. This type of historic report on the Education Sector in SGA is landmark achievement which shall InshAllah pave way for future proactive and pragmatic strategies and projects for developing status of education in Sindh. One of the prime objectives of this report is to present true, valid and research based information related to status of education at Roshan Tara Schools. Since one of the mottos beyond making of Sindh Graduates Association was to construct peaceful and developed society by providing quality education to the marginalized and downtrodden people. Education is panacea for all diseases in the society so it has been one of the prime sectors of Sindh Graduates Association (SGA) since inception besides serving in other sectors like Health, Social Mobilization, Poverty Alleviation, Women Empowerment and Development, HRD, Preservation of cultural Heritage and Emergency Relief. I am, first of all, thankful to Allah Almighty for enabling my team to make my dream come true against all odds. I am highly beholden to my mentor for his continuous inspiration in working selflessly –Dr Muhammad Suleman Shaikh Sahib. I am also thankful to SGA Chairman- Mr. Rafique Ahemd Jaffri sahib and Secretary General –Mr. Ali Hussein Sahib for teaching me many things. About Sindh Graduates Association (SGA)

Sindh Graduate Association (SGA) is a non-profitable Civil Society Organization, which believes on construction of developed & peaceful society in Sindh, SGA has been making untiring efforts in the areas of Health, Relief, Education, and Income Generation & Human Resource Development through social mobilization, sensitization and advocacy for the welfare & development of the disadvantaged and backward communities across Sindh. The organization is running 22 Roshan Tara Schools (RTS) with the active support and dedication of SGA branch volunteer members and a number of philanthropists in the nook and corner of the Sindh Province. Roshan Tara Schools (RTS) have a vision to provide quality & standard education to the children of marginalized and downtrodden families at a very low fee structure. At present, 5087 boys and 3251 girls are getting quality education from nursery to intermediate level by trained and dedicated teaching staff.

1. Community Development Program (CDP) During the year 2013-14 the Association signed an agreement on 30th may 2012 with the Community Development Program, Planning & Development Department (P&D), Government of Sindh, to implement a project “Empowering SGA’s Education Portfolio for Better Quality Education in the Roshan Tara Schools”. In this regard, the first installment was released in mid-October 2012 whereas the second installment was released in mid-November 2013.

1.1. Objective of the Project: 1. To provide standard and quality education to children through enhancement of RTS teachers’ salaries for a period of 18 months followed by restructuring the RTS fee structure for making all RTS financially self-sufficient institutions. 2. To Establish Information Technology (IT) laboratories in 03 selected Roshan Tara Schools, located at Sehwan, Mehrabpur and Kashmore districts to ensure access of rural children to IT. 3. To Develop technical capability of SGA in terms of quality Research in education through establishment of a Research & Development Centre at SGA secretariat in Karachi, which will initially be used for strengthening the quality of education within SGA’s Roshan Tara Schools (RTS) and subsequently expanded to public sector schools through collaboration.

1.2. Teacher’s Enhancement in Salary:

Under this project, Rs. 2000 per month was paid to all teachers of RTS as an enhanced salary from January 2013 to September 2013, whereas, from October 2013 to June 2014, Teachers’ were paid Rs.1000 regularly from CDP project whereas Rs.1000 was paid monthly by Roshan Tara Schools. It is planned the all Roshan Tara Schools will be self-sufficient to pay Rs.2000 after completion of CDP project. In this regard, the required information was collected from all Roshan Tara Schools regarding salary enhancement of teachers, the information was verified with the original School Attendance Register and then the salary enhancement amount was paid to teachers through cross cheques in the name of schools. For transparency purpose, the process was continuously monitored through visiting the schools and interacting with the beneficiaries and school management committees to gauge teacher’s performance and overall impact of the project on academic progress. As yet an amount of Rs.10045000 of have been released to the teachers, the actual number of target beneficiaries in the Community Development Project (CDP) was 380 but the number varied month to month from January 2013 to April 2014. Besides academic teachers, there were also IT teachers because under the CDP project, 3 IT labs were also established in following schools, 1. RTS Kashmore 2. RTS Mehrabput 3. RTS Sehwan

The salary enhancement was supposed to retain the number of teachers and increase the admission by attracting the parents towards quality education in Roshan Tara Schools, in this regard, following schools were selected randomly and a brief discussion was carried out with the concerned principals and chairman.

RTS Gulshne Hadeed All the principals and chairman shared that having had the enhanced salaries, the teachers are content and producing satisfactory performance and such imitative has resulted into the retention of the teachers except those who have got the government job offers. Besides, the school management complained that due o delayed in payment from SGA head office the teachers were sometimes discouraged and RTS management managed to meet the gap and provided them the salaries on their own, so, the school management suggested to improve the coordination mechanism between head office and CDP project. In year 2013, there were

5115 boys and 3141 girl students and 419 teachers, whereas in the year 2014, there were 5087 boys and 3251 girls. A slight positive change in the enrolment of girls was observed during year 2014 due to quality education but it needs to be improved, whereas, experienced and trained teachers should be hired to provide quality education in all RTS.

1.3. Teachers’ Trainings 1.3.1. Goal

1. Practical teaching competencies will be improved. 2. The quality of teaching methodology will be improved, with all teachers having knowledge of teaching and balances theory and practice. 3. All teachers will be engaged in relevant and effective Continuing Professional Development, based upon regular reviews of their training needs. 4. The quality of Teacher Education will be improved.

Recently in the year of 2013, in order to bring reforms in education sector, which is the core component of SGA, it was decided to change the publication of few subjects like Science, Math and English by introducing the Oxford university press book series to bring all Roshan Tara Schools to the level of competing private schools in Sindh and to enhance the skills, knowledge and information of teachers as well as students by providing quality education, which is the vision of RTS. All newly introduced books of oxford university press were in English, therefore, the teachers in RTS found it hard to explain and elaborate the topics. Therefore,, Research &Development Centre, decided to design a training program to build the capacity of [Sindh Graduates Association (SGA)]

teachers on these subjects, hence, master trainers were identified and hired to train the teachers. Although, the trainings were proposed to conduct in 3 phases but due to certain administrative and financial challenges, the trainings were completed into 2 phases. In the 1st phase, 250 teachers participated and trained, whereas in the 2nd phase, the capacity of 109 teachers was enhanced in the first phase of the CDP project. Total 359 teachers are trained in CDP project as yet. Teacher training is the most important within-school factor affecting student performance. As such, it is vital to the achievement of future goals and for a bright future. Sindh Graduates Association always remained active for teachers’ trainings in creating quality education and training system was recognized as a source to improve and furnish teaching techniques and strategies of RTS Teachers. Sindh Graduates Association deems the professional values and attitudes such as reflective practice, autonomous learning and collaboration for the training of teachers in RTS.

1.4. Establishment of Research and Development Centre Under this proposal SGA established a multi-purpose Research & Development Centre at its Headquarter Office in Karachi. The R& D centre is primarily being planned to provide internal education development facilitation, which was supposed to strengthen the overall quality of education within the Roshan Tara schools (RTS) through following components, 1. Teacher Trainings; 2. Technical Support for a range of academic activities including information education communication (IEC) material development; 3. IT based teaching; 4. Hands on understanding of concepts in science etc. On the other hand, this was also supposed to strengthen by becoming a consulting arm of SGA to provide education Services to public sector schools as well. In this regard, only the office for R&D center could be established in the headquarter and following project activities are carried out, 1. Teachers Training 2. Establishment of IT Centres in RTS Mehrabpur, RTS Sehwan and RTS Kashmore 3. Enhancement of teachers’ salaries from march 2013 to April 2014

Whereas the core objective of the R&D center to provide consultancy services to public sector schools and development of IEC material couldn’t be achieved yet.

1.5. Establishment of IT Labs with equipment and appointment of IT Teachers at RTS Sehwan, RTS Mehrabpur and RTS Kashmore The third component being sought by SGA is establishment of computer labs in the three selected secondary schools for expanding IT education to rural and semi urban children. SGA’s schools are mainly located in rural areas and small towns where IT training is not available in government or even private schools. SGA believes it’s extremely important to introduce IT in increasingly in all its schools gradually. SGA was supposed to construct 3 rooms for labs in above mentioned schools and supplied PC’s, Equipments, AC’s and Generators. All of these three labs were to be established & IT teachers were to appointed at RTS Sehwan, RTS Mehrabpur and RTS Kashmore. As a result, 3 Computer labs are established and reported by RTS Principles functional, whereas, more than 330 students from class eight to intermediate are availing the facility as well as enhancing their skills in information and technology under the guidance of trained IT teachers but visits carried out by SGA CEC members describes another story, which is unsatisfactory regarding achievement of the project objectives. Therefore, it is recommended to visit all IT labs to find out the facts and improve the labs as envisioned in the proposal.

2. Pakistan Petroleum Limited (PPL) Pakistan Petroleum Limited is the pioneer in the gas industry of the country contributing about one fourth of total gas supplies besides producing crude oil, condensate and LPG In the light of recent discoveries in Gambat South Block, located in District Sanghar, Sindh, Pakistan Petroleum Limited (PPL) started an initiative under a social welfare obligation to financially support the construction of Roshan Tara High School, Shahpur Chakar. Therefore, In May 2012 dialogues started with PPL for the construction of school building for Roshan Tara High School Shahpur Chakar, District Sanghar. It was decided that the construction work will be started in June 2014.

As per agreement, the PPL approved the grant of Rs.10 million to Sindh Graduates Association (SGA) for construction of ground floor of the proposed Roshan Tara High School (RTHS) premises at Shahpur Chakar, Taluka Shahdadpur. In this regard, the school has been registered, land has been donated by a philanthropist, funds have been deposited and several meetings have been conducted with government officials and PPL officials over the subject matter. There has been a partnership between SGA and PPL in the past too, when; PPL extended its financial support in terms of construction of RTS Kashmore. Besides this recent initiative, PPL extends merit-based higher professional education scholarship to two eligible students from District Sanghar every year to study in reputable institutions across the country. Though, it was a great achievement of SGA that PPL, which is a reputable gas industry, extending second time its financial support for construction of Shahpur Chakar Roshan Tara High School under its social welfare obligation. At present, the grant funds have been deposited in National Bank by PPL but the DCO District Sanghar is insisting to deposit it Sindh Bank instead of National Bank. On the other hand, school registration, Site Map and proposal is signed as well as consultant is hired but there is need to increase the coordination with DCO and PPL for expediting the project.

3. INFAQ Foundation Roshan Tara High School Sehwan Sharif & Roshan Tara Higher Seconday School Sachal Karachi were in acute need of more class rooms and computer labs with equipment as well as lavatories. Due to increasing enrolment in these schools from marginalized and middle class families, the existing buildings of these schools couldn’t accommodate the students as well as to run higher classes under the same roof. On the other hand, there was no computer lab in the whole Sehwan city and Sachal village except newly established computer Lab in Roshan Tara School Sehwan and Sachal. Hence, with the financial support of INFAQ Foundation, the buildings of Roshan Tara School Sachal Goth and Sehwan were expanded and renovated. A computer lab was also established in both schools. Yet, the INFAQ Foundation has provided Rs.2 Million rupees for construction of RTS Sachal and RTS Sehwan buildings. Due to intervention and support from INFAQ Foundation, both schools are successfully maintaining quality education in all respects ie; curriculum and co curriculum activities and due to trained teachers and support from SGA secretariat, a sufficient number of students got A-1,A & B grades and gold medals and the number of students increased from 1271 in year 2013 and 1289 in year 2014. The I.T lab in RTS Sehwan started working form August 2013 and since then 632 students are benefiting directly from the lab. The school has also planned to start evening IT lab shifts to ensure access of students, coming from outskirts areas of Sehwan.

4. Conclusion with Recommendations There has been a vital role of ongoing projects in the development and expansion of Roshan Tara Schools, every project benefited the schools in particular and the organization in general. The collaboration with the planning and Development Department (P&D) government of Sindh, INFAQ and PPL culminated into the establishment of IT labs in three schools, 359 teachers are trained, a sufficient ratio of teachers retained into schools due to enhanced salaries, the building of certain RTS expanded and more and more students are enrolled in schools. As there has been a room for improvement in every organization, similarly, there is need to improve following in SGA as well, 1. 2. 3. 4. 5. 6. 7.

1. Purpose of introducing new syllabus in Roshan Tara Schools In order to promote quality education in overall Roshan Tara Schools, located in Sindh province, it was decided to establish the network of Roshan Tara Schools, in this regard; the first Roshan Tara School was established in Hala district Matiari in year 1980. Hence, slowly and gradually, the network of Roshan Tara Schools expanded all over Sindh. Currently, 22 Roshan Tara Schools are running in the nook and corner of the Sindh, particularly, in rural, semi-rural, urban and semi urban areas to ensure the access of children to quality education.

1.1. Development of REHBER Due to growing number of Roshan Tara Schools, it was indispensible to devise the rules and regulations; therefore, with the efforts of the deceased secretary education, Mr.Mazharudin Memon sahb, a guide in the name of “REHBER” was published. Mazharudin Memon’s another major contribution was the development of syllabus for Roshan Tara Schools, which he did in collaboration with many scholars and educationists. He included the complementary books along with the course books; the complementary books were made compulsory to study and specified for the students of grade four to eight in all Roshan Tara Schools.

The complementary books were consisted of following, 1. The heroes of Sindh- 12 Books, published by Ministry of Culture 2. Selected verses from Shah Abdul Latif Bhitai’s Magazine 3. Junior Knowledge Bank, Published by Sindica

1.2. Time to Time Changes into RTS Syllabus As there has always been a room for improvement, therefore, it was realized very much that the approved syllabus by deceased education secretary, Mr.Mazhar Ud Din memon, has been taught in overall Roshan Tara Schools since 1980 to 2006 and there was utmost need to bring changes into the rules and regulations as well as the syllabus of RTS. In this regard, in the year 2007, the then education secretary, Mr.Nazir Ahmed Bhand sahb in collaboration with Project officer, Ms Aroosa Khati formed a syllabus committee, consisted of 08 members. Hence, the existing New Active English course was discussed in details among the members and in the light of their valuable suggestions and critical examination of the course, it was concluded that the teachers find it hard to teach the active English series with translation but on the other hand, the course was successful giving better results in few schools. However, the committee member, Ms Aroosa Khatti, introduced Get Ahead Series, which was approved after a detailed discussion and analysis of the course content for all Roshan Tara Schools from new academic year 2008 and decided that English, Math and Science from grade 1 to 08 will be studied from Get Ahead series. So, once again the meetings were conducted to change the Get Ahead Series through mutual understanding by forming a committee of 07 educationists and SGA members. The meetings remained unfruitful. In the year, 2012, central executive committee election was held and Mr Khalid Husain Channa was elected as a new secretary education. The secretary education was also a renowned educationist and associated with academic; therefore, having joined Sindh Graduates Association (SGA) he first of all shared his vision and mission for RTS followed by regular meetings with stakeholders. With his efforts a syllabus committee was formed, consisted of renowned educationists and SGA education team. The RTS prevalent and contemporary syllabus was shared with the syllabus committee members for their input so, after consultation and suggestion of syllabus committee members, the recommended syllabus was brought into Central Roshan Tara School Committee for approval. Hence, Oxford University Press published English, Math and Science was approved and applied in the RTS for new academic year 2013-2014. The education secretary visited all Roshan Tara Schools to ensure implementation of newly introduced course. Hence, the new syllabus of oxford was distributed in the year 2013 in three phases to all RTS and since then it is being taught in schools. It was also decided to debate over the preprimary books, published by different publishers, and the decision will be made to publish pre-primary books by secretariat. 10. Review of English & Social Studies: It is decided that decision to impose social studies in English language will be taken in next meeting after review of Gaba, Rehber, Oxford and Afaq publications’ book on social studies and the decision to teach uniform English language in all RTS will be taken in next meeting. 11. As per convention on the rights of the children’s article 31, the States Parties recognize the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts. In compliance to this article, Roshan Tara Schools (RTS) across Sindh province have regularly been promoting the co-curriculum activities ranging from social, religious, cultural, musical, art to sports.

The prime objective of organizing such events is to enhance the cognitive development and emotional development as well as to highlight the creativity and talent in RTS Children. Though schooling helps children develop creativity and emotionally and acquire the skills, knowledge, values, attitudes necessary for responsible, active and productive citizenship. The co-curriculum activities in Roshan Tara Schools support peace, social harmony, citizenship, sympathy, human rights and cultural values down to future generation. It has been observed that having recognized the talent and student’s performance and their achievement publicly, the dropout rate has also been reduced dramatically in all Roshan Tara Schools across Sindh. In such programs, the students belonging to minority groups ie; bhil, Klohi, Bagris and the students, having physical impairment, benefit a lot by availing the opportunity. Besides, the participating children, who perform on the stage, inculcate the leadership qualities, problem solving skills, time management, multiple tasking. Apart from other benefits, when a student decides they want to join a co-curricular activity, they look for one that interests them and one that they like or enjoy. When students are in high Secondary schools, this could be the thing that helps them find a career as well. By participating in co-curricular activities, they will find something they enjoy and see how they can use that as a career too.

Recommendations: During year 2013 and 2014, 10 co-curriculum activities were conducted in many Roshan Tara Schools (RTS) across Sindh but it is observed that there has been neither any plan nor any uniformity, hence, it would strongly be recommended to all RTS that such programs are supposed to disseminate the RTS values to a wider section of society as well as these are a source of inspiration for non-participating children. Therefore, RTS Secretariat should develop a list of celebrating co-curriculum activities before start of academic session and it should be followed by all RTS by making the list an important part of their school improvement plans (SIP), so that we can represent all Roshan Tara Schools in a uniformed way. Besides, it has also been observed that there are a sufficient number of students in RTS, belonging to minority groups; therefore, besides celebrating the national and international days, there is an utmost need to promote the social harmony and peace especially among children by celebrating the days of minorities in all RTS to make realize the minority children that they are also equally treated.

1. A glance at status of Education The picture of illiteracy in Pakistan is grim. Although successive governments have announced various programs to promote literacy and education with the support of national and international organizations but still there is lot to do. Official statistics released by the Federal Education Ministry of Pakistan give a desperate picture of education for all, especially for girls. The overall literacy rate is 46 per cent, while only 26 per cent of girls are literate. Independent sources and educational experts, however, are skeptical. They place the overall literacy rate at 26 per cent and the rate for girls and women at 12 per cent, contending that the higher figures include people who can handle little more than a signature. There are 163,000 primary schools in Pakistan, of which merely 40,000 cater to girls. Of these, 15,000 are in Punjab Province, 13,000 in Sind, 8,000 in North-West Frontier Province (NWFP) and 4,000 in Baluchistan. Similarly, out of a total 14,000 lower secondary schools and 10,000 higher secondary schools, 5,000 and 3,000 respectively are for girls, in the same decreasing proportions as above in the four provinces. There are around 250 girl’s colleges and two medical colleges for women in the public sector of 125 districts. Some 7 million girls under 10 go to primary schools, 5.4 million between 10 and 14 attend lower secondary school, and 3 million go to higher secondary schools. About 1.5 million and 0.5 million girls respectively go to higher secondary schools/colleges and universities. The situation is especially alarming in rural areas due to poverty, bad governance and social and cultural issues. Besides, Punjab province, the access to education is unsatisfactory in rest of all provinces. In KPK, the girls’ schools were set on fire or blasted by extremist groups, who are opposite to girls’ education, on the other hand, there several schools, which are closed due to non-availability of teachers or missing facilities in Sindh and Baluchistan. But few positive things are also happening to promote quality education at the end of government and one of them is strengthening private and public partnership, enhancing the education budget, establishing the institutions like STEDA, RSU etc. Under private and public partnership, the closed or dangerous condition schools are adopted and rehabilitated by NGOs/INGOs

Each SMC in RTS is consisted of a chairman, followed by Vice Chairman, Secretary, Parents representatives and Educationists respectively. There are 21 RTS and the total numbers of SMC members are 121. The Sindh Graduate Association (SGA) concerned branch is mandated to nominate Roshan Tara School Management Committee for each Roshan Tara Schools (RTS). There are 5 members in each SMC, who administrates the RTS with collective decision.

2. Roles& Responsibilities of RTS SMC as mentioned in REHBER 1. According to page number 09, article # 7 in REHBER (A Guiding booklet for RTS Administration), each SMC would conduct meetings twice in a month 2. The SMC will dispatch the minutes of the meeting to RTS Central Committee 3. The SMC is authorized to control financial and administration affairs of RTS. 4. After every term, the SMC would hold the meetings with the teachers and parents to discuss the expansion and improvement of RTS and would take actively implement the suggestions and inform with complete information to central committee for RTS at SGA Karachi. 5. Every financial transaction will be through bank and accounts will be operated through dual signatures of Chairman and General Secretary. 6. The Committee is responsible for overall monitoring, quality education and capacity building of teachers 7. The committee would decide the leaves of teachers 8. The committee would develop the budget for June to July ever fiscal year and would send the details of income and expenditures monthly to central Secretariat for Roshan Tara Schools 9. 11. SMC would implement the rules and regulations, set by SGA for its employees 12. The SMC would report the students’ performance to RTS central committee 13. The SMC would implement the code of conduct, approved by SGA secretariat, for RTS Children. 14. The SMC would present the complete report, including financial details, to executive committee every quarterly. 15. The SMC would wave off the 10% tuition fees of RTS Children 16. 3. Recommendations for Improvement

1. The SMCs are backbone of each RTS and without an active SMC, neither the quality education nor transparency and accountability could be ensured, therefore, all meetings at RTS should be emphasized to conduct the scheduled meetings as guided in REHBER. The findings show that though each RTS was supposed to hold 24 SMC meetings monthly but only Roshan Tara School Mehrabpur out of 18 conducted 27 meetings and 12 SMC could only maintained minutes of the meetings. RTS Ghotki, Kaloi, Meher and Bachal couldn’t conduct teacher and principle meetings 2. Most importantly, neither the minutes of the meetings nor the financial record with complete details of income and expenditures of all RTS have been dispatched to central committee for Roshan Tara Schools at Karachi during academic session 2013-2014. 3. The trend of School Improvement Plan (SIP) should be introduced at all RTS and the capacity building of SMC members should be ensured. 4. The major decisions regarding appointment or terminating the employees in all RTS should be informed to central committee for RTS. 5. There should be a one day orientation workshop of chairman of all RTS 6. There should be training of all RTS principals 7. There must be training of all RTS clerks at RTS to make financial records of the school 8. There should be an exposure visit of all RTS Chairman to other system schools or all RTS 9. Project Background With the financial support of Planning & Development Department (P&D) Sindh, Sindh Graduates Association (SGA) implemented the first phase of the project “Empowering SGA’s Education Portfolio for Better Quality Education in the Roshan Tara Schools in all 25 Roshan Tara Schools, located in overall Sindh province. Under this project, Rs. 2000 per month was paid to all teachers of RTS as an enhanced salary from January 2013 to September 2013, whereas, from October 2013 to June 2014, Teachers’ were paid Rs.1000 regularly from CDP project whereas Rs.1000 was paid monthly by Roshan Tara Schools. It is planned the all Roshan Tara Schools will be self-sufficient to pay Rs.2000 after completion of CDP project. The objective behind such salary enhancement was to retain the RTS qualified and well performing teachers and the project got it besides the turnout of teachers due to government jobs in education department. Hence, 8224 students more than 420 teachers of Roshan Tara Schools are the direct beneficiaries of this scheme. On the other hand, Sindh Graduates Association established Research and Development Centre (R&D) at SGA headquarter at Karachi to strengthen its education portfolio but only the office was established and due to certain reasons neither the required staff was timely hired nor any research activity was carried out. During project implementation, 359 teachers were trained on Science, English [Sindh Graduates Association (SGA)]

and Math by master trainers, the trainings enabled the teachers to confidently teach these subjects in their classrooms and enhanced their knowledge and skills in this regard. Moreover, 3 Research Labs were also established in RTS Sehwan, RTS Mehrabpur and RTS Kashmore, which also enhanced the IT skills of teachers and students of RTS. Hence, the entire project aims to improve quality education of Roshan Tara Schools in Sindh an enabling learning environment.

These subjects play a vital role for building up a critical thinking and analytical ability to grasp the major areas of learning. Under the CDP project, the prime objective behind organizing the trainings on Science, Math and English was destined to encourage as well as equip Roshan Tara School teachers to teach newly added oxford curriculum in all schools. The trainings improved not only teacher’s knowledge on Science, Math and English rather sharpened and enhanced their skills too. Thus, trained teachers inculcated the advance teaching methodology against the conventional methods at classroom level and created a learning environment in Roshan Tara Schools. During training workshop, the participation was fully ensured due to nearest training locations. On the other hand, for a meaningful training workshop and effective resource utilization, Prior to conducting the training workshop, a training need assessment (TNA) was also carried out in all Roshan Tara Schools on Science, Math and English to measure the knowledge of teachers on these specific subjects and in the light of training need assessment (TNA) findings, the training contents were designed and delivered.

1. Importance of Conducting Exams at central level Besides ensuring the effective administration and management in all Roshan Tara Schools, devising the examination system is also one of the key responsibilities of Roshan Tara Secretariat. Previously, examinations were carried out individually in RTS but in the year 2014, the existing examination system was reformed and it was decided to conduct examinations centrally due to its significance because not only the standard of education will be improved rather the coordination, healthy competition among teachers and students will be strengthened and quality of lagging behind schools will also be improved. In addition, the loopholes in existing exam system would be highlighted and addressed by developing an effective strategy at central level. Due to transparency, the copy culture will be reduced and quality of examination systems will keep on improving gradually on the basis of lessons learnt. On the other hand, certain changes were also made in the REHBER after detailed meetings and discussions by RTS central committee members and concerned School principals. The meetings were held at RTS Secretariat and other places. Each meeting was conducted under the chair of Mr. Khalid Hussain Chana (Secretary Education Sindh Graduates Association). Honorable Secretary Education presented working paper of Annual Examination 2014 and shared 03 plans with members to conduct examination 2014.

Following is details of each plan (Plan-A) Every Roshan Tara School will conduct their Annual Examination on their own. Prior to that they are supposed to develop the examination system and time table. Whereas, the externals, suggested from Head Office will monitor the examination methodology.

Decisions

After having discussed three plans in detail, it was decided that annual examination in all RTS will be held on 17th March 2014 to 25th march 2014.        

A monitoring cell will be formed at SGA Head Office. An examination vigilance team will be formed. With the consent of all CRTMC members, the committee would develop the time table. According to plan A, all Roshan Tara schools will conduct annual examination as per time table, developed by secretariat whereas every RTS will conduct examination itself. Every RTS will select externals locally and assign their duties according to consent and instructions of honorable Secretary Education. A central monitoring vigilance team will be formed. Through centrally formed externals, all the examination process will be monitored Central monitoring cell/Central Externals will be formed.

Step-1 The Secretary Education will send letters, containing the selection criteria of externals to all RTS and as per selection criteria, the externals will be selected on the basis of high qualification, sufficient experience in the field, would provide services as a volunteer and no T.D/D.A would be paid to externals. Step-2 List of externals consolidated and letter with instruction /suggestion will be sent to all externals.

Step-3 As per decision, Annual Examination will be started from 17 th March 2014 to 25th March 2014 under the instruction of worthy secretary education, all the examination centres will closely be monitored through central examination monitoring cell.

2. Formation of Central Examination monitoring cell 2014      

Its main objects were: To monitor all examination centers through head office. To control all examination centers as well as to ensure transparency in examination process. To control and avoid any kind of unwanted indiscipline activity during examination process in all Roshan Tara Schools. To provide professional facilitation and assist SMC and externals. To get feedback from stakeholders regarding the proposed system through externals. To inculcate the importance of transparent examination system and ensure the active involvement of School Management Committees.

3. Few Achievements and outputs of proposed system Education is one of the core components of Sindh Graduates Association (SGA), which is destined to provide quality education to marginalized segments of society so that a peaceful and developed society could be evolved in Sindh. That’s why it has been undergoing certain reforms every year by mutual understanding and participatory involvement from grassroots level to high decision making body. Such endeavors and personal interest of SGA volunteers culminated into introducing a uniform examination system in overall Roshan Tara Schools. Hence, extensive meetings and detailed discussions resulted into significant out puts. It proved to be the first step towards uniformity in education component from syllabus to examination system. The newly introduced system enabled and facilitated the SMC in terms of managing the examination process successfully and efficiently. First time, transparency and discipline was maintained in overall centres. The decisions were implemented in the filed as directed by secretariat. The development of forms, criteria, process facilitated all externals. Through implementation of newly introduced mechanism, the Roshan Tara Secretariat came to know the availability of human, capital, and material resources at local level and effectively utilized it.

The secretariat received very positive feedback from all stakeholders and on the basis of such feedback the future strategy for conducting examination system will be more strengthened. The secretariat also came to know the standard and quality education being delivered in selected Roshan Tara Schools and hence could better devise the future strategy. There had been lack of effective and timely coordination at Roshan Tara Schools level, which hampered the secretariat performance. It was found that there is no uniformity in syllabus in Roshan Tara Schools that created problem during paper assessment. Few RTS distributed hand written question papers. And certain examination centers were not visited by externals such as RTS Gadap whereas few centers were visited by only vigilance team. During visit, it was observed that due to lack of furniture, the candidates attempted their papers on broken furniture, which caused inconvenience to them. At RTS Mirpur, seat numbers were not allotted in time.

1. Aim of quality education in RTS 1. In order to cope with future challenges in terms of producing capable and civilized youngsters by promoting quality education in Roshan Tara Schools.

2. Salient Features of Quality Education at RTS. Every School has an instrumental role to help children to achieve & inculcate their own cultural, economic and social values and by doing so the new generation, in every nation, protect their societies and transmit the learnt values to the next generation. So, every school has a cultural significance, that’s reason, the schools, as an institution has been the focus by sociologists, anthropologists and policy makers planting the seeds of values for a positive social change throughout the world. The schools have also a crucial mandate to create leaders so that the society acquires the values, skills and knowledge to be responsible and productive citizens. Hence, there is utmost importance of such institution in every society; therefore, the education is at the priority agenda for the national as well as international organizations and policy makers. Previously, the policy makers seemed more inclined towards ensuring the access to quantity in schools but after 2002, the focus shifted by educationists, policy makers and legislators to ensure access to a good quality education too. The shift was due to unsatisfactory results, obtained from research and surveys in schools to measure the quality teaching and learning level of students in schools around the world with special focus in developing countries, where the millions of children are out of schools yet and those who are in schools luckily but getting poor quality education

With a critical study of international treaties and legislations, It has been learnt that all human rights legislations and declarations have focused much more on access to education but not the quality education except Convention on the Rights of Children (CRC), which indicates that education should allow the children to reach their fullest potential in terms of cognitive, emotional and creative capacities. Therefore, the method of teaching and learning do depend upon how long students stay in schools and regularly attend their classes. But few institutions, despite of their limited resources, are trying their best and bringing reforms time to time. Similarly, the establishment of Roshan Tara Schools in 1980s throughout Sindh province in Pakistan was also an initiative by SGA’s founder Dr.Suleman Shaikh to achieve the goal of providing quality education to those who don’t afford high fees structure schools with respect, dignity and self-esteem with the untiring support of energetic and dedicated volunteers of Sindh Graduates Association (SGA) around Sindh Province. On the other hand, for ensuring quality education, all Roshan Tara Schools have been undergoing time to time reforms by enlightened educationists and SGA’S senior. So, the results of such endeavors culminated into establishment of RTS management system in terms of a

booklet, named “REHBER� to ensure quality education and effective administration in all RTS. Hence, following 3-tier management system with the specific responsibilities of duty bearers were defined by REHBER in all RTS,

4. Major Hurdles in achieving Quality Education 4.1. Unavailability of School Improvement Plans

It is found from information, obtained from school monitoring forms, that none of RTS have developed School Improvement Plans, which holistically address the development and issues of all Roshan Tara Schools. On the other hand, certain schools have set their short and long term targets as well and trying to achieve them in collaboration with RTS central committee and SMC

4.2. Financial Constraints

Financial hurdles to Roshan Tara Schools are the key factor behind Lack of interest in the growth and development of proposed new systems, ensuring quality education by hiring high paid and high quality teachers. It has been observed that matriculate and intermediate teachers are hired by certain schools. The minimum salary

Dilapidated School Building Problems A better educational infrastructure creates friendly atmosphere for teaching and learning in schools, the availability of basic facilities including the toilets, safe drinking water, and learning and playing material, teaching aids, sufficient furniture and tree plantation boost the performance of students and attract parents towards enrolling their children into that school. As per monitoring forms, collected from 18 RTS, it is found that 07 RTS buildings are in a dilapidated condition and requires urgent construction and renovation. On the other hand, the numbers of toilets are not compatible and insufficient for overall school strength, drinking water is available in 16 schools out of 18 and for promoting using soaps, there are only 11 wash basins in 11 schools. Therefore, there is utmost need to find out the donors/philanthropists for renovation of at least toilets and dilapidated classrooms and school building. 4.4. Poor Policy Implementation

Approximately many Roshan Tara Schools are not following the rules and principles of REHBER, which were unanimously approved by Roshan Tara Schools Central Committee members; it has also been observed that there is no uniformity in using formats for classroom observation, Teacher Performance etc. So, there is need to develop and ensure implementation of uniform formats by all Roshan Tara Schools by adding the formats in REHBER.

4.5. Examination System

The standards of examination system of RTS don’t meet the requirements of modern age. The practices of assessment and evaluations at RTS are traditional. Assessment and evaluations are conducted to check only the memory of students rather than quality performance. There is need to carry out internal assessment of all schools by hiring a consultant. The RTS are registered with multiple boards, hence, there is need to uniform the system and registering a board of Sindh Graduate Association.

4.6. Ineffective Communication

Communication is the backbone of any system or organization. It connects the various parts of a system and develops sound coordination. It has been observed that teachers in the Roshan Tara Schools often remain indifferent to the developments in the overall system of education due to poor system of communication. The system of checks and balance is very poor due to weak administration and coordination. Most of the time teachers remain uninformed about the policies and plans framed at the governmental level due to poor communication. All this affects the quality of teaching and learning in RTS.

4.7. Lack of Professional Development

Teaching is a professional activity and pedagogy methods are changing day by day by contemporary educationists around the world, therefore, teachers need to continuously be abreast with latest theories, research and new knowledge. Teachers who are not professionally sound can’t solve their professional and use child centered methodologies. Teachers who acquire latest knowledge and develop their skills teach effectively. There are less training facilitates available to the Roshan Tara School’s teachers. Due to lack of latest knowledge and skills, the teachers are found weaker in their teaching the content. Untrained teachers cannot manage the children as per their learning level; hence, physical punishment is used as a tool, which results into drop out of children from Roshan Tara Schools.

4.8. Lack of Learning Resources

Primary and secondary education in Roshan Tara Schools is faced with acute problem of lack of learning resources. Due to lack teaching and learning aids in schools teacher face many problems during teaching process. There are no playground facilities in schools which affects the physical development of students. This situation has created more problems for teachers as they cannot provide the students wider opportunities for learning and development. Teachers are forced to cover the syllabus within the given period of the year. Teaching and learning becomes mechanical. In these conditions teachers fail to create meaningful learning environment in schools.

4.9. Lack of School Supervision

The process of supervision in schools is fraught with many weaknesses, the supervisors are professionally untrained. The process of supervision is undertaken bureaucratically. The process of supervision is characterized with the idea of inspection rather facilitation to teachers. Supervisors behave with teachers in an supervisor and subordinate manner. This trend has diminished the purpose of professional supervision in RTS due to which teachers get discouraged and feel inferior and turn out of teachers increased in RTS. So, there is utmost need to train them especially in terms of monitoring, leadership and effective communication and feedback.

5. Recommendations It can’t be generalized that all Roshan Tara Schools are not providing quality education, there has always been room for improvement, many schools like RTS Sachal, RTS Gulshn-E-Hadeed, RTS Sehwan and Ghotki and others are performing well but there is utmost need to improve monitoring and evaluation and capacity building of teachers as well as finding out the new funding sources and partnership with donors. Besides, there is need to revise the practical implementation of teachers hiring policy, as per data, obtained from monitoring forms, 11 matriculate and 92 intermediate teachers are teaching in Roshan Tara Schools.

1.Roshan Tara Magazines By taking a revolutionary step, Sindh Graduates Association (SGA) laid the foundation of Roshan Tara Schools in Halla Sindh near the shrine of great Sufi poet Shah Abdul Latif Bhitai with the aim to provide quality education to marginalized children. Currently there are 22 Roshan Tara Schools are working in overall Sindh from Karachi to Kashmore, where besides the poetry of Shah Abdul Latif Bhitai, the syllabus of oxford university press is being taught. Every year excellent results are the hallmark of this institution, which is a source of inspiration for students and encouraging parents to enroll their children every year.

In addition to this, with the support of dedicated volunteers of SGA, secretary Education took a fabulous step and started a series of quarterly magazine for promoting History, Poetry, Innovations, Information Technology, interviews, Real Stories of distinguished personalities, Exposure to places ,Advertisements, Quotations, Comedy, Life Tips, Co-curricular event reports, Environment, Global issues, current affairs, literature, English speaking tips, Wonders of science, Religious Information, Space Science etc.

As yet 4 magazines have been published by Roshan Tara Secretariat more than 8000 copies have distributed in Roshan Tara Schools across Sindh and shared with the regular and prospective donors as well as philanthropists of Sindh Graduates Association. Every quarter, the magazine is being published on its own, the cost is being recovered from all Roshan Tara Schools and day by day its demand is increasing due to rich information and knowledge.

2.Academic Calendar 2014-2015 The Academic Calendar serves as an information source and planning document for Roshan Tara School’s students, Teaching Staff, Roshan Tara Secretariat as well as outside organizations. The calendar includes registration dates, academic and co-curricular activities, holidays, tentative days for terms and examinations. In this regard, Roshan Tara Secretariat in collaboration with education and technical team designed different posters for the purpose and shared with secretary education for approval and guidance. Having got the approval and guidance, the team further worked day and night to complete the calendar for despatchment to all Roshan Tara Schools before Eid Ul Fitr. Hence, the dedicated and untiring efforts resulted into development of Academic colander for 2014-2015 session and distributed among all RTS before eid Ul Fitr.

3.Complementary Book for Roshan Tara Schools Establishment of Roshan Tara Schools was a brain child of a great leader and driving force of SGA- Dr.Muhamamd Suleman Shaikh Sahib, who had dreamt to impart quality education at easy and affordable level of both the common man and rural and urban areas of Sindh. At present, by the grace of almighty Allah and indefatigable efforts of SGA members, we have a wide network of Roshan Tara Schools in Sindh. There are more than 9000 students enrolled, who are taught pottery of shah Abdul latif Bhitai apart from syllabus of oxford university press. Curriculum committee of Roshan Tsara Schools secretariat recommended a change in existing syllabus of RTS and introduced Science, Math and English subjects by oxford university press. Therefore, a handbook of English communication and language skills, realizing the dire need of students of secondary and higher secondary Roshan Tara schools in particular and students of Sindh in general. This book will in fact help the cover areas of not only grammar but also build up vocabulary. Many units consist of dialogues, which will encourage the communicate in real world, art of letter writing, prĂŠcis writing, comprehension are explained in the easiest ways. This book will prove to be of great help for BBA, BCS and CSS aspirants in the long run.

1.Importance of monitoring the progress of schools by leadership & School Management Research has demonstrated that when school management use student progress monitoring, students learn more, teacher decision making improves, and students become more aware of their own performance. A significant body of research conducted over the past 30 years has shown this method to be a reliable and valid predictor of subsequent performance on a variety of outcome measures, and thus useful for a wide range of instructional decisions (Deno, 2003; Fuchs, Deno, & Mirkin, 1984; Good & Jefferson, 1998). Similarly, Secretary Education, Mr Khalid Hussein Channa Sahib carried out several visits to all Roshan Tara Schools and his all visits proved helpful to school management and staff. The visits were utmost important because many new initiatives were taken during 2013-2014 academic session and it was essential to physically visit the schools to ensure proper implementation and assess the results and on the basis of lessons learnt, he further took more initiatives. Soon after undertaking the responsibility of Secretary Education, Mr.Khalid Hussein Channa Sahb first of all started visiting all RTS to get a general view to devise certain policies and strategies to improve the quality and services of Roshan Tara Schools. The visits culminated into uniformity of syllabus in all Roshan Tara Schools, Introduction of Oxford University Press syllabus, Successfully publishing Roshan Tara Magazines, Uniformity in conducting annual examinations and formation of vigilance committees in all RTS, Resolution of past conflicts in certain Roshan Tara Schools, Proper Record Maintenance, Asa Jo Shah events at cluster level, Planning for Balik Melo, Capacity Building of teachers and School Management Committees, Development of Academic Calendar and Publishing of Annual Status of Education Report(ASER).
