Helping Us Heal: Behavioral Health Services Close to Home

“We are very happy to bring a new, much needed service to our community. With the help of funding from a FEMA grant, we were able to expand and create this beautiful space to house our behavioral health clinic.”
When people can find the very best health care close to home, where they often enjoy the support of family and friends and longtime healthcare providers, they can more easily focus on healing. Familiar places and familiar faces can help reduce the stress that often accompanies illness.
Mr. Chastant, the hospital’s chief executive officer since 2010, anticipates that the new clinic “will see patients from all walks of life and from age 5 to seniors,” adding: “LaTosha Williams, a board certified psychiatric mental health nurse practitioner and an advanced practice registered nurse, and Katy Schurman, a licensed clinical social worker, make a great team in this great environment.”
Williams earned a Bachelor of Science in nursing at Southern University’s acclaimed school of nursing in 2011, and in 2012 she found her home at West Feliciana Hospital “as the registered nurse for the Behavioral Health Services Intensive Outpatient Program, which sees patients with chronic mental illness.”
Her next steps: in 2014, she was named nursing supervisor, and in 2016, director of the intensive outpatient program. By 2017, she had earned a Master of Science in nursing, with a concentration in nursing education, and joined the adjunct faculty at Southern University School of Nursing as a clinical instructor.
In January 2022, she added postcertification as a psychiatric mental health nurse practitioner from the University of South Alabama after completing 600 hours of clinical practice, 300 at Delhi Community Health

psychiatrist. Murphy, she notes, serves as clinical director for West Feliciana Hospital’s intensive outpatient program.
Two years later, on January 1, 2024,
Williams began leading Behavioral Health Services at St. Francis Cypress Rural Health Clinic on the West Feliciana Hospital campus.
Schurman, who will join Williams at the clinic in July, earned a bachelor’s degree in social work at Ferris State University in Big Rapids, Michigan, and a master’s in social work with a concentration in mental illness and chemical dependency from Eastern Michigan University in Ypsilanti.
Completing the behavioral services team are Behavioral Health Licensed Practical Nurse LaMartha Elliott and the clinic’s behavioral health receptionist, Crystal Steven.
Williams notes that since joining the Rural Health Clinic, she has seen “children ages 5 and older…as well as adults who are experiencing family and marital issues, work conflict, anxiety, depression, loss and complicated grief, and forgetfulness and changes in memory. We have also worked hard to help our patients lessen the burdens of ineffective coping, anger, phobias, mood disorders, post-traumatic stress disorder, attention deficit disorders, and psychosis.
“And we see people after their hospitalization for mental health concerns.
“I have seen positive changes in our patients’ lives; I’ve seen a lot of positive outcomes. That is my goal.
“And that is the true inspiration for everything we do at West Feliciana Hospital.”
When mental health professionals treat the entire person, she says, “both mentally and physically,” a positive outcome for mental and emotional difficulties is more than possible. That is the ongoing goal of an holistic approach to health care: Improvement. An ongoing series of positive outcomes. A healthy and hopeful “path to wellness.”

The Role of the School Board in the Current East Feliciana Public School System

schools, specifically in letter grade ranking, performance scores, teacher retention, and infrastructure maintenance.
I am a proud graduate of the East Feliciana public schools and received an excellent education in this system. Many of those who graduated with me, a few years before and after, have gone on to very successful careers in Fortune 500 companies, in the federal government, and in education, as college professors and teachers. So I was disappointed to discover that in the last 10 years, the school system’s ranking is below the 25 percent level overall and

the English and Language Arts proficiency is below 25 percent as well. This decline did not happen overnight. I must wonder whether it is due to the community’s not holding accountable those responsible for overseeing our schools.
Again, from my perspective as a certified project management professional for 12 years with the United States Department of Agriculture, one of the biggest issues I see is that our school board has created no viable strategic plan to address the low ranking and reading proficiency of our school system, though the superintendent has stepped in with a plan of her own.
To address the current deficiencies, the board must create a clear strategic plan that establishes specific goals for teacher retention, student enrollment, school performance rating, and proficiency scores. For each of these goals, the board must set measures for improvement, such as 5 percent, 10 percent, or 20 percent, goals that include timelines for completion.
The board, however, cannot accomplish these goals alone. A strategic plan can be successful only if all stakeholders are involved. This inclusion requires that the board understand clearly who the stakeholders are and not only allow but encourage their feedback, whether it is negative or positive. We cannot improve our public school system if there is a resistance to hearing hard truths or opinion from the stakeholders on their concerns.
Those overseeing the school system, therefore, should build trust and transparency with the people, the stakeholders, by entertaining and addressing their concerns or questions. Those overseeing the system should consider the following actions if they want to gain the community’s cooperation and trust, which is the first step toward providing the children of East Feliciana with the best public education possible:
1. Start school board meetings 30 minutes later, at 5:30 p.m. instead of 5 p.m., to allow more parents to attend after work.
2. Provide livestream access to the board meetings so that people who cannot attend in person can keep informed.
3. Reorganize the school board by decreasing the number of members. East Feliciana’s board, with 12 members, is one of the largest school boards in the state. The Orleans Parish school board has only seven members and East Baton Rouge has nine, both with a far larger population base. The West Feliciana school board has seven members. The East Feliciana Police Jury, which shares taxes with the school board, has only nine members. Why does this school board still have 12? Is there a verifiable need for 12? Perhaps, as members leave or resign, or at the end of current terms, the board should consider reducing the number of its members.
4. School board members should visit the schools at least once a year to speak personally with the teachers, school employees, and students and to inspect the school infrastructure. In addition, they should attend all major events, such as the graduation ceremoney.
5. The public should have an opportunity to speak at school board meetings, and the agenda should clearly state the parameters for addressing the board. The board could also consider providing comment cards that people could fill out before the meeting starts, or during the meeting, with a time limit for each person who submits a request to speak.
6. The board should establish a strategic plan. The plan posted on the East Feliciana Web site is not a strategic plan; it is an operational plan that is task based. Further, it does not meet the SMART criteria, which is necessary if we plan to improve the performance scores and low school ranking we are currently facing.
S—Specific: The plan does not list specific goals.
M—Measurable: The plan includes no measures, as it contains no specific goals.
A—Attainable: Since there are neither goals nor measures, there is no way to know what is attainable.
R—Realistic: Without specific goals and measures, there is no way of truly knowing what is realistic.
T—Timely: Timeliness can be determined only if there are goals with time-
lines.
While “#HomeGrownPride—Come grow with us”—is a catchy hash tag and reflects the knowledge, focus, determination, and work of the administration, teachers, and employees of the school system, it is not a strategic plan.
My purpose is not to fault those who are working hard every day to help our students.
But no parent is going to be interested in bringing their kids to this school to “grow with us” if our performance scores and ranking do not improve. The parish is growing; however, parents are choosing to send their children to other schools as a result of our low school ranking and performance scores.
I feel that the children in the current East Feliciana Public School System deserve the same quality of education that I received. I am not ready to give up on the people who are doing everything they can to provide that education, and I am certainly not giving up on our students, who are just as capable as the students in the school systems to our west and south.

I am calling for a school board that will step up to help them by doing its job.
