Capital Improvement Program Introduction The Capital Improvement Program (CIP) section of the Annual Budget document is intended to provide the reader with a summary of the major capital projects for FY 2020-21. The City’s Capital Improvement Program is divided into six major categories: • Drainage • Beaches, Parks and Medians • Sewer • Street • Water • Facilities and Other Improvements This section provides a summary of the CIP process, master plans, six year project plans presented by the six major categories for easy reference, and an overview of Carry Forward Projects (projects appropriated

by Council in previous fiscal years which are reappropriated into FY 2020-21). In addition, an easyreference map allows the reader to identify the location of major new projects in FY 2020-21.

Individual project sheets outlining the project description, project location (including maps), projected cost, operation and maintenance costs and funding sources are included in this section and are organized based on the major categories listed previously.

Master Plans The City utilizes “master plans” to guide the development and maintenance of existing infrastructure, as well as future capital improvements. The plans provide a foundation for the development of goals and priorities for capital improvement projects. The list of master plans includes: • City General Plan • Master Plan for City Facilities • Park & Recreation Master Plan • Regional Circulation Financing and Phasing Program (RCFPP) • Street Improvement Program • Water Master Plan • Drainage Master Plan • Wastewater (Sewer) Master Plan • Water and Sewer Asset Management Plan • Recycled Water Master Plan • Urban Runoff Management Plan • Other Specific Plans (e.g. Pier Bowl Specific Plan) These master plans demonstrate the City’s commitment to long-range capital improvement programming by focusing attention on the current and future needs of the community, while balancing the community’s needs with its available fiscal resources.

CIP Process The long-term Capital Improvement Program includes projects that have a value of $25,000 or more with a minimum useful life of 5 years at a fixed location. Equipment, operating and maintenance costs are identified and will be included in future operating budgets.

Capital Improvement Program The Capital Improvement Program Committee, consisting of members from all City departments, annually prepares and updates a six-year capital improvement plan. Projects are reviewed by the CIP Committee to ensure that the City’s priorities are addressed and that staffing levels and funds are adequate to complete the projects. Capital Improvement Program projects are addressed based on the following four categories: • Replacement Existing improvements that are deteriorated and need to be replaced and/or upgraded to continue to provide service and to meet current codes and regulations.

• Expansion New improvements that are growth-related and funded through development fees. These improvements are identified in master plans and/or agreements, and funding sources are in place.

• Growth New improvements based on projected development. These projects are “development dependent”, and the funding source is through future development fees and/or financing by developers.

• Economic Vitality and Diversity This includes construction of improvements for promotion of economic vitality and diversity and to eliminate and prevent the spread of blight and deterioration in the City.

FY 2021 Capital Improvement Projects The total budget for the City’s Capital Improvements in FY 2020-21 is $17.0 million. There are 20 Capital Improvement Projects included in the program for FY 2020-21. The chart below summarizes the FY 202021 new CIP program by project amount (in millions), number, and type: Category

The individual projects by category and fund are listed on the New Capital Improvements Projects – Summary by Category and the New Capital Improvements Projects – Summary by Fund schedules. A six year capital plan is presented. However, only the first year of projects are funded and approved with the additional years presented for planning purposes only. The Street projects ($6.4 million) are primarily based on the Street Master Plan and the Street Improvement Program. Water ($1.5 million), Sewer ($1.7 million) and Drainage ($0.3 million) projects are based on their respective master plans or to meet regulatory requirements. In addition, the Parks and Medians ($0.4 million), and Facilities and Other Improvements ($6.7 million) are based on the City Facilities Master Plan, staff risk assessments, or additional Council identified needs.

Funding for the projects is outlined in the New Capital Improvement Projects – Revenue Summary.

Projects are funded through existing revenues in the General Fund, capital project, special revenue or depreciation reserve funds.

Capital Improvement Program Maintenance and Other Projects These projects include normal maintenance, studies or small contractual projects. The details of these projects are listed in the schedules of Maintenance and Other Projects – Summary by Category and the Maintenance and Other Projects – Summary by Fund. The City will spend $6.5 million on 31 maintenance and other contractual projects which consist of $0.5 million in Drainage, $0.1 million for Beaches, Parks and Medians, $1.3 million in Sewer, $1.9 million in Streets, $2.4 million in Water and $0.3 million in Facilities and Other Improvements.

Significant Capital Projects and Operating Impacts Two significant projects completed during the year that were non-routine in nature were: • 910 Negocio Remodel – City Hall Relocation • Marine Safety Building Structural Repair and Upgrades Most projects are replacements of existing capital assets. A significant project that could increase costs is the OCSD Police Substation, but it is anticipated savings will be achieved in other areas which would offset this increase.

The project detail sheets show projected future operating costs by year and the related funding source.

Carry Forward Projects (Section to be completed as part of final published budget) Carry Forward Projects are CIP projects approved in prior fiscal years which are brought forward into the new fiscal year budget. There are XX projects totaling $XX million being carried forward into FY 2020-21.

Project Description: The existing light poles and fixtures at Bonito Canyon Park need replacement, and several poles have already been removed and replaced due to excessive deterioration. This project will replace the remainder of the park light poles and fixtures with new concrete poles with decorative arms and LED fixtures similar to the ones used on the Pier, Beach Trail and selected other parks.

Solids are heated in a digester to further break down the material, in which, a byproduct methane gas is produced.

The methane gas is utilized to operate boilers while the excess gas is burned in the Gas Flare to meet regulatory requirements. The Gas Flare was constructed in the early 1990's and is in need of replacement due to no availability of replacement parts and its at the end of its useful life. Initial funding for the project was in FY2017 in the amount of $600,000. Additional funding is needed to complete the project.

General Plan Policy M-1.01, M-1.02 (Please refer to the General Plan for policy code descriptions) Project Description: This project will replace several existing protected/permissive signal heads from 'doghouse' style to the more updated and intuitive 'flashing yellow area (FYA)' style. Both configurations allow for protected and permissive left turns at different points in the signal cycle. However, federal and state guidance as contained in the Manual on Uniform Traffic Control Devices (MUTCD) recognize the ability of the FYA to program features such as a nonpedestrian overlap which can disable permissive left turns when a pedestrian crossing indication is activated.

Locations will be selected based on several factors including whether mast arm length is able to accomodate the new signal head in the correct position in relation to the left turn pocket, presence of software to allow for desired overlaps, etc. The City began use of the FYA style of protected/permissive signal heads with two recently completed capital projects. Conversion locations include Camino Vera Cruz/Plaza Pacifica, Camino Vera Cruz/Via Pacifica, Camino Vera Cruz/Calle Paradiso, and Camino De Los Mares/Calle Nuevo.

RRFB's are user-actuated LEDs that supplement warning signs at unsignalized intersections or mid-block crosswalks and would be actuated manually by push button. The Federal Highway Administration (FHWA) has indicated that RRFB's are very effective at increasing driver yielding rates. Installation locations include the pedestrian crossing on Calle Sarmentoso at the elementary and middle school access, and the pedestrian crossing on Avenida Magdalena connecting the municipal golf course parking lot with the clubhouse.

Project Description: Calle Real Pump Station has met its useful life and is in need of replacement. The upgraded station will pump water to Reservoir No. 10 since Reservoir No. 6 is planned to be removed from service. The upgraded system will also provide system redundancy for improved reliability in the event of an unplanned outage. $1,400,000 is proposed in FY 2021 for construction of a pressure reducing station and a new water line, prior to upgrading the pump station.

Additional funding of $3,000,000 is proposed in FY 2022 is for upgrading the pump station.

Project Description: Alum is dosed before the recycle water filtration treatment process to control turbidity when secondary water influent quality is low. Alum dosing also meets the coagulant induction system permit requirement in the CSC Title 22 Recycle Permit. Due to the reactive nature of alum and the process dosing system design the alum distribution lines frequently plug which causes lengthy recycled water production outage. This project will repalace old alum lines to avoid plugging and to be accessible for line repair or replacement. The scope will also include replacing the existing bulk tank with a larger tank that will allow the plant to receive a full delivery of alum ( minimum least 6,500 gallons).
