Our mission is to help children and families live successfully. We gain their trust, build relationships and provide resources to empower them to take the necessary steps toward success.

In this way, children, families and our staff grow and become empowered. Young people and families gain control of their lives and move forward toward a better future. Our staff are galvanized by the positive results, energized to make a difference in more lives.

And the results have been—well, empowering for our organization.

In 2022, we served 36,336 children from more than 100 locations in 23 states and the District of Columbia. Eightyeight percent of children and youth who received our services achieved long-term success in 2022.

Here are other highlights from the last fiscal year that spanned from July 1, 2021, to June 30, 2022:

• Our Intercept® intensive in-home services program model earned a “well-supported” rating from the Title IV-E Prevention Services Clearinghouse. The rating allows states to receive federal funding to pay for our effective in-home program that strengthens and restores families and reduces the need for out-of-home care. This will allow us to serve more children and families across the country.

• Our Memphis Allies community violence intervention initiative launched to bring community groups and resources together to significantly reduce gun violence and homicides in Memphis by 2026. The program already has 41 staff members reaching out to youth and adults at the highest risk of involvement in gun violence.

• We saw a 64% increase in the number of youth served daily from 2019 to 2022 as a result of the expansion of both our residential programs and community-based work through direct services and partnerships across the nation.

In this report, you’ll read about some of those we helped this year. Their accomplishments inspire us to expand our reach to help even more children, young people and families.

We know these results would not be possible without the commitment of our supporters, volunteers, foster parents, donors and partner agencies. On behalf of the children, young people and families we serve—and our staff— we thank you for your support of our mission.

Chinishe Ray had listened to all the talk, but in 2015, she put what she heard to the side and began the process of becoming a foster parent through Youth Villages.

“There are so many misconceptions about foster care, and I’ve heard them all,” Ray said. “You don’t need to have a whole lot; all you need is an open heart. You have to love children and provide them a loving home. I encourage others to do it.”

On any given day in the state of Tennessee, there are more than 8,000 children in foster care with nearly half in need of an adoptive family. Last year, Youth Villages celebrated 92 adoptions. Now, Ray is not only sharing the great news of foster care and adoption, but she’s living it out.

After going through foster care training with Youth Villages, Ray welcomed brothers Kalen and Kobe—now 9 and 7, respectively— into her home. Ray adopted them Nov. 23, 2019, which was National Adoption Day that year.

Also in 2019, Ray again opened her home, this time to twin boys Jace and Jaxon. She received the boys into her home just weeks after they were born. Ray quickly learned both boys were facing medical issues, and one of twins needed open-heart surgery. “They were presented early on with a multitude of medical concerns. It was quite shocking,” Ray said.

Undeterred, Ray moved forward. After fostering them for more than 1,000 days, she adopted Jace and Jaxon on May 3, 2022, which was National Foster Care Day. “It’s been a long road. To see how they have progressed as far as their medical conditions… to see them thriving and being rambunctious 3-year-olds is a blessing. I’m so amazed it worked out the way it did.”

And Ray gives praise to the support system she has in place for her family. “Youth Villages is so helpful. I can’t express all the support they give in the foster and adoption arenas and how they move the process along. Youth Villages has been instrumental.”

At times, there’s just one person who can get to the heart of the matter. For Tamirra, that someone was Youth Villages Family Intervention Specialist Aubreyana Bedford.

“Aubreyana got to the real issues,” said Tia, Tamirra’s mother. “She helped Tamirra be truthful and work through things.”

Tamirra and her mother received help from Intercept, our intensive in-home services program model. It was rated “wellsupported” by the Title IV-E Prevention Services Clearinghouse this year, based on studies that show it helps children achieve permanency and reduces foster care placements.

Intercept helped Tamirra reunite with her mom after a traumatic past.

When she was 6, Tamirra suffered sexual abuse from a family member. She didn’t tell anyone about it. A couple of years later, Tamirra was placed in her aunt’s home when her mother was going through mental health issues of her own.

When Tia was better, she took steps to get her children back, like completing parenting and drug courses. Tamirra returned home, where her healing began.

Although Tamirra had previous therapy, she never opened up about what happened when she was younger. Aubreyana, though, got through to her.

“She never told anybody about her abuse—I hadn’t heard about it,” Tia said. “Tamirra would have depression and heightened anxiety about it. Aubreyana got her to talk.”

After sharing her story, Tamirra, now 11, learned how to cope with her anxiety and promote a positive self-image. Aubreyana also worked on boundaries with Tamirra, which now includes her having own bedroom.

“We didn’t have a family advocate until Youth Villages,” Tia said. “Tamirra feels so comfortable with Youth Villages. They have helped us through so many things, and I’m so grateful.”

In 2022, the Youth Villages Intercept® program model achieved an important milestone, earning the “well-supported” rating from the Title IV-E Prevention Services Clearinghouse. The rating is based on two studies led by Dr. Fred Wulczyn’s team from the Center for State Child Welfare Data at Chapin Hall at the University of Chicago. The studies found that

Lexi struggled with disordered eating. Her anorexia led to body-image issues, suicidal ideation and self-harming behaviors. When it was discovered that she was cutting herself, Lexi was sent to a hospital emergency department (ED).

For two weeks, Lexi waited in the ED for a mental health bed to open, a concept known as boarding. On her 14th day of boarding, her family learned about the Youth Villages Intercept for Emergency Diversion program.

The program, launched in Massachusetts in 2021, works to help combat the ED pediatric boarding crisis. In less than 24 hours, Lexi was discharged and on her way home with her Youth Villages specialist to begin treatment.

Lexi’s specialist immediately went over safety planning, reviewing what needed to be locked up and what could safely stay out.

She even provided lock boxes so things like medications, knives and razors could be kept in a safe place.

After five months, Lexi is thriving. She has been able to safely have sleepovers with friends, is trusted to drive and stay at home alone, and will be moving out on her own to live near her college soon. Lexi has also stopped her self-harming behaviors and has had a significant decrease in suicidal ideation.

“There are so many reasons why an emergency room is not a place for kids with mental illness,” said Angela, Lexi’s mom. “We can be doing so much more for kids who are just waiting there. I am so glad we found Youth Villages. They are the reason my daughter was able to go home and heal. Everyone needs to know about this program.”

Intercept for Emergency Diversion launches in Massachusetts

Each day in Massachusetts, there are more than 100 children boarding in hospital emergency departments waiting for mental health treatment. Intercept for Emergency Diversion was started in 2021 to help prevent long waits for care. When a child is brought to an emergency room for mental health treatment, they are

evaluated by a doctor and referred to Youth Villages. Within 48 hours, a Youth Villages Intercept specialist meets the family where they are at, in the emergency department.

The young person is discharged, brought home and intensive, inhome services begin right away.

Almost 90% of Youth Villages families who have gone through the Intercept for Emergency Diversion program have not re-entered the hospital or emergency department after receiving our in-home services. Since its launch in one hospital, the program has grown to serve the entire state of Massachusetts through 22 hospitals.

Regularly in the evenings, it’s “phone call time” on our residential campuses—time for children and youth receiving help away from home to make calls to their parents or family. It’s something they look forward to, a tangible link to home and the people who love them.

James had no one to call. There were only state caseworkers on his contact list, and their availability usually ended at 5 p.m. Having no family on his list set James apart from the other boys and deepened his sadness and anger. He felt all alone and that increased his behavioral problems.

Youth Villages believes in helping children and families through community-based programs whenever possible, but residential services are critical for youth, like James, who face the most serious emotional and behavioral challenges. Our residential staff work to make personal connections with each child, building relationships that foster hope for the future.

Latoria Jenkins, a program manager, built a rapport with James and saw the pain his sparse contact list was causing. It was an emotional wound that opened in the evenings during phone time.

“He touched my heart,” she said. “I got myself added to his contact list so he could call me in the evenings. I wanted him to have something to look forward to, like the others did.”

The ability to do a little more than required, to make a healing connection, to meet children where they are, and to empower

stability, change, and a little joy is the hallmark of the work our more than 3,600 employees in 23 states and the District of Columbia do every day.

James’ phone calls to Jenkins have continued for more than a year. She recently paused a recruitment interview to take his call. “It was good for that potential employee to see what comes first at Youth Villages. A call from a child is most important,” Jenkins said.

“All he really wants is a family,” Jenkins said. Our adoption program found forever homes for 92 children and youth last year, with some adoptions happening just months before 18th birthdays.

No matter when adoption day comes for James, he’ll still always have a special connection with Jenkins—and her cell phone number.

At the age of 9, Tony sat at his family’s kitchen table bagging heroin to sell. At the age of 10, he joined the Black Disciples as a lookout for older gang members. He spent most of his 20s in prison, sentenced to 10 years on a combination of charges: aggravated assault, gun possession and drug sales near a school.

Tony was released in time to watch his mother die of leukemia. When his older cousin, whom he idolized, was shot down in the streets, he decided it was time to change direction.

Now, he’s a life coach and a key member of Memphis Allies, a bold, new Youth Villages initiative to reduce gun violence and homicides in our hometown.

Gun violence and homicides increased in cities across the nation between 2019 and 2021; in Memphis, the rates soared. After 60 children were shot and killed over two years, CEO Patrick Lawler determined that Youth Villages had to step up and do more. Finding research-based solutions was a matter of life and death.

Working with national experts and local leaders, Youth Villages developed Memphis Allies to bring together community groups and resources to significantly reduce homicides over the next four years. In the Memphis Allies initiative, Youth Villages works alongside other organizations—including Lifeline to Success and Neighborhood Christian Centers providing training, administrative and research support, and critical funding.

To power Memphis Allies, Youth Villages’ clinical team developed SWITCH Support with Intention to Create Hope a community violence intervention model. In the model, life coaches work as part of a team that includes outreach specialists, case managers and clinical specialists who surround participants usually adults ages 18 to 35 with support for 12 to 18 months.

An adaptation of the program model, SWITCH Youth, provides intensive intervention and supervision for young people ages 12 to 18.

As a life coach, Tony works with eight participants who the team has concluded are in immediate danger of getting shot or shooting someone else.

Tony and his SWITCH team form a positive support network something that most have never had.

“I’m a father, I’m a big brother, I’m an uncle, I’m one of the guys,” he said. “I wear a lot of different hats.”

SWITCH and SWITCH Youth increase community safety by giving participants the support they need to change the trajectory of their lives over the long term.

“I’m talking about relentless, intentional engagement,” Tony said.

Hannah starts college online this fall. After four years, she plans to complete a one-year master’s program. Her field of choice? Social work. While her studies will help prepare her for the job, Hannah’s lived experience in foster care and adoption will shape her career too.

“Since I was little, I’ve wanted to do social work,” Hannah said. “The ones I can help, they will know they can talk to me. For many years, I had no one who would listen to what I wanted or needed. No one was there to advocate for me.”

Hannah’s experiences in foster care began at age 4 when she and her brothers were taken into custody after officials learned of their parents’ substance abuse. She and her brothers bounced around together and separately to several foster homes. When she was 12, Hannah was placed in a home that adopted her. Although that family had the financial resources to support her, it did not go well.

“As a foster kid, you can’t buy somebody’s love,” said Hannah, who was self-harming in middle and high school while in her adoptive home. “The school told my parents, but instead of helping me, I was punished.”

Hannah remained with her adoptive family until she was 17 when she reentered foster care. Her goal was independent living, but she needed help getting there. Hannah was referred to LifeSet, a Youth Villages program that serves as a bridge from foster care to adulthood and is designed to help young people reach their goals of self-sufficiency and independence as they prepare to age out of foster care. According to Hannah, it didn’t seem like she belonged in LifeSet at the start, but those thoughts quickly changed.

“At first, I didn’t think I was going to be a fit,” Hannah said. “It seemed like it (LifeSet) was for kids who needed more help than I did. Honestly, it was the best thing that ever happened.”

Hannah was grateful when her LifeSet specialist began asking her about her goals and the steps to reach them. “Actions speak louder than words,” Hannah said. “It’s not something that’s handed to you. You have to earn it. They showed me where my responsibility needs to be, and from that point, I’ve been moving forward.”

Hannah’s move toward the future includes her infant son, Krue. When she was pregnant, Hannah didn’t think her career goals were possible. However, LifeSet gave her hope.

“Statistically speaking, my son should be a foster kid, like everyone on my mom’s side of the family,” Hannah said. “My goals have changed over the past year, especially with having Krue. It’s nice knowing that I have people in LifeSet who care about me, and they are my biggest cheerleaders.”

Youth Villages' LifeSet program model is offered through direct services and partner programs across the country. Hannah was helped through LifeSet offered by our partner Hoyleton Youth and Family Services in Illinois.

Actress, producer and director Melissa Joan Hart, known for her role as Sabrina the Teenage Witch, generated some magic for Youth Villages in the fall of 2021. Hart competed on the game show Celebrity Wheel of Fortune and chose Youth Villages as her nonprofit beneficiary.

“It was such a joy,” Hart said. “It was such a fun thing to be a part of. First of all, I always lose on game shows. Growing up I was asked to do a lot of Nickelodeon game shows and Jeopardy!, and I always lost. So, this time I went in very prepared.”

Ares Epps is a LifeSet participant, LifeSet Scholar and a North Carolina State University student-athlete who has accomplished many of his goals through track and field and with the support of Youth Villages. However, his path to being a college studentathlete was not easy.

Born in Memphis, Tennessee, Ares moved to Raleigh, North Carolina, with his family at just 8 years old. At 13, Ares entered the foster care system after experiencing physical/verbal abuse and neglect from his mother. He lived with eight different families and switched schools four times.

Running helped Ares escape the pain of his childhood and led him to receive an athletics scholarship for track and field.

Now, Ares is on track to graduate in 2023 with a bachelor’s degree in communication studies. He serves as a youth specialist for foster kids in the transition-age youth group, and he attributes a lot of his accomplishments to his journey within LifeSet.
