Called to serve: a three-word phrase that, for Youth Villages staff, reflects a passion and a way of life to help children, young adults and families live successfully every day.

The work we do is not for everyone. It’s for those willing to do whatever it takes for those we serve.

Like our Intercept® specialist, whose unending dedication turned a young teen from aggression to engagement. This amazing transformation left a mother crying tears of joy over the progress and her son’s future.

Like our LifeSet™ specialist, who stood beside a young woman whose goals and dreams suddenly changed after a breast cancer diagnosis. Instead of helping with job interviews and education plans, the specialist supported the young woman through doctors’ appointments and treatment. Staff joined together to move the young woman to a more accessible apartment.

Like our Memphis Allies© life coaches, many of whom have experienced life in gangs and past criminal activity and are now devoting their lives to making neighborhoods stronger and safer. They are mentoring and molding young adults

and teens, so they make better choices that lead to more positive change for themselves and their community.

As an organization, we’ve answered the call to expand our services — increasing the number of children and families we serve by 25% in the last 16 months, the most significant growth in any period in our history. We’ve deepened our work in many states and added two new ones: Arizona and Rhode Island. We’ve also seen tremendous growth on our residential campuses with construction and renovations at Inner Harbour and Dogwood, increasing our ability to help more young people.

Finally, our employees as a whole answered the call to give, donating $1.6 million to Our Family Campaign — funds used not only for programs but to help staff and their families in times of need.

In FY24, our 4,500 staff members helped more than 43,000 children, families and young adults, achieving an 88% success rate. But the call to serve

can never go unanswered, and there is more to be done. Our passion is to reach more of those who need us the most. It is why we will continue to go above and beyond for our mission, and our hope is that these stories will motivate you to find your calling to support them.

In this report, we’ll share some of the remarkable stories of progress and hope. Results like the ones in these pages are only possible with your encouragement and support. On behalf of the children, young adults and families we serve, our board of directors and our staff, we thank you for supporting our call to serve.

Restoring Hope

For Mark and Roxanne, hope was fading fast.

Mark and Roxanne’s large, blended family was suddenly challenged when their daughter, Alexis, began exhibiting uncontrollable violent behavior as a teenager. Her problems were rooted in the past. Growing up, Alexis and her three sisters saw their biological parents use drugs, get clean and then relapse. After the family lost their home, the girls lived in a van for a short time. Finally, they moved in with family friends — Mark and Roxanne — who already had four children of their own.

While fostering was the plan at first, the girls became family, and Mark and Roxanne eventually adopted them. The eight children grew up happily together in California and later Arkansas. But, in her teen years, Alexis’ problems began.

“Alexis had such rage,” Roxanne said. “Her fits were almost disassociating. She would shake, scream and have night terrors like something you’d see in the movies.” The family searched for help, and Alexis went through 17 different programs. Nothing helped.

Alexis finally was discharged after an unsuccessful hospital stay, and there was nowhere else to go. Roxanne took her to a hotel, where Alexis finally dropped her guard and shared what was at the root of her outbursts.

There was a heart connection we both wanted, but we had walls between us. Andrew helped us get on the other side of that.

“At that moment, I understood why she had so much rage,” Roxanne said. “No one can hold something like that in.” Along with the trauma of growing up in an unstable, frightening biological home, Alexis had experienced abuse.

The next steps were not easy. Alexis went to juvenile hall for two assault charges and was placed in foster care. A judge recommended the family try a different approach, and Youth Villages’ Intercept, an intensive in-home services program, was recommended. “I am a woman of faith,” Roxanne said. “By the time Youth Villages came, I didn’t have any hope. We needed hope.”

Andrew, an Intercept supervisor, worked with the entire family and helped them see it is OK to be vulnerable. Alexis and the family learned communication and

coping skills and began to see the way forward. “There was a heart connection we both wanted, but we had walls between us,” Roxanne said. “Andrew helped us get on the other side of that.”

In June, Alexis returned home with all charges dropped. She and the family are doing well. She graduated from high school and plans to pursue a career in nursing.

“We were broken until Youth Villages came in and gave us hope again,” Mark said.

Racing to the Finish Line

LifeSet expands to Connecticut thanks to public/private partnership

Garrett entered his senior year of high school with the goal of attending college. However, the track-and-field athlete needed assistance in getting over some hurdles to reach his goals. He was referred to LifeSet , which is called Transitional Supports for Emerging Adults in Connecticut.

Through a public/private partnership between the Department of Children and Families and Youth Villages, LifeSet launched in Connecticut in late 2019, aiming to make the passage from foster care to adulthood smoother for young people like Garrett. LifeSet services are offered by two providers — Wheeler Health and Community Health Resources —

and are available in roughly two-thirds of the state.

At age 17, Garrett entered foster care. The foster home provided Garrett with a safe place to stay, but he still needed help to make his college dreams come true. That’s when his foster care caseworker referred him to LifeSet through Wheeler Health, a nonprofit community-based agency providing primary care and behavioral health services across Connecticut.

Garrett was paired with Danielle, a LifeSet lead specialist. They hit it off and began navigating the college application process. They researched schools along with scholarship and financial aid opportunities.

“LifeSet is great for me,” Garrett said. “Meeting Danielle once a week made it easier to get a lot more done.”

LifeSet also was there to help provide another voice on his journey.

“Our program works well because it is youth driven,” Danielle said. “LifeSet gave Garrett another adult as a guide through this journey. It’s support that LifeSet offers.”

Now, Garrett is an advocate for programs like LifeSet in Connecticut. He served on a state youth advisory board, and he made trips across the state sharing his experience. In February 2024, he provided in-person testimony to the state legislature, advocating for continued funding for the program.

In December 2024, Garrett took his advocacy to Washington, D.C., where he spoke on a panel supporting the federal Chafee program, which funds state services that support young adults who’ve experienced foster care as they transition to adulthood.

“I’ve been able to get a lot done since coming into LifeSet,” Garrett said. “It helps you with important things you’re going to need for the rest of your life.”

A Calling of Faith

Having children was not in the Browns’ plans. Funny,

though, how plans can change.

Chris and Miranda’s path in life shifted thanks to their strong faith and a group lesson at church.

“I was listening to a lesson, and it was on people helping others, with a focus on children in foster care and up for adoption,” Miranda said. “I felt a punch in the stomach.”

She thought the feeling would go away. But for the next three weeks, she was surrounded

by foster care mentions — billboards, radio commercials, yard signs. Miranda shared with Chris what she’d been going through, and he responded he’d been feeling the same way.

The Browns’ foster-to-adopt journey began in 2016. It culminated eight years later with the adoption of their son, Zach. The time and obstacles in between, though, offered many opportunities to give up. Chris and Miranda weren’t having it.

“Zach has been our kid the whole time,” Miranda said. “In our hearts, that never changed.” After the “gut punch,” the whirlwind began for the Browns. They began training in February 2017 and were certified in April. Zach was placed in their home in June of that same year.

Then came the detours. Zach originally came into care for therapeutic services in 2015 due to a caregiver’s drug use and domestic violence and neglect in the home. He faced mental health challenges and was physically and verbally aggressive.

Unfortunately, Zach’s problem behaviors continued in the Browns’ home, and he was placed in a residential program. This occurred three times, with the last in 2019 when they were told Zach could no longer live with them.

The Browns didn’t walk away, although they could not visit Zach for the next two years. In 2021, the Browns began

seeing Zach again, traveling across the state for visits. They maintained contact through calls and letters, even when he was at an out-of-state facility. They also received more training and gained experience in how to deal with challenging behaviors like Zach’s.

In December 2022, Zach returned to a residential program nearby, and the Browns inquired about having him in their home. He was placed back with the Browns a year later and adopted in April 2024

“It’s been a crazy journey,” Miranda said. “Even if it’s a calling, it doesn’t mean it’s going to be simple.”

A Code for Saving Lives

Impact. Truth. Grind. Unity.

The short-term goal: stop the next shooting. The longterm goal: reduce gun violence and homicides in Memphis so families can thrive and communities can grow stronger together.

Memphis Allies, the gun violence reduction initiative Youth Villages formally launched in 2022, continues to make huge strides. Services for adults expanded throughout the city to the areas most disproportionately affected by gun violence, from Raleigh/Frayser and Orange Mound to Hickory Hill and South Memphis. Soon, service areas for adult SWITCH programming (Support with Intention to Create Hope) will include Whitehaven, North Memphis and Binghampton. SWITCH Youth services are offered citywide.

In FY24, Memphis Allies served 512 people, ages 12-35, at highest risk of involvement in gun violence. Those in SWITCH or SWITCH Youth –community violence intervention programs –are supported by a life coach, case manager and clinical specialist and connected to educational and employment opportunities.

Early results have been encouraging. While in services, 87% of SWITCH and SWITCH Youth participants did not receive a new gun charge.

Vital grassroots community partnerships also grew. Memphis Allies’ implementing partners include: “I Shall Not Die But Live!” in Orange Mound, founded by Renardo Baker; “TWINS” in Hickory Hill, founded by Brandon and Bryan Mathis; “Big Homie” in South Memphis, founded by Tim Jones; and Red Door Urban Missions in South Memphis, founded by Eric Watkins.

Neighborhood Christian Centers Inc., where Ephie Johnson is CEO and president, works with Memphis Allies as a direct services/case management partner in Raleigh/Frayser. Among the partners working with SWITCH Youth are Randy Dixon’s Elite Boxing in Hickory Hill and Ladell Beamon’s Heal the Hood Foundation, which offers instruction in the arts.

As Memphis Allies has expanded, with support from city, county and state leaders, the staff has grown to more than 160 fulltime employees. At the Memphis Allies retreat, the leadership team unveiled the new Memphis Allies Code: Impact, Truth, Grind and Unity

Raising Our Sights

IInner Harbour expansion elevates the standard of care

n October, Youth Villages hosted a ribbon-cutting ceremony at the Inner Harbour campus in Douglasville, Georgia, to commemorate two milestones. The organization marked the 15th anniversary of its merger with Inner Harbour and applauded the completion of the first leg of its three-phase ‘Elevate’ campaign, which will transform the entire campus to enhance the youth and staff experience.

The ceremony was attended by staff, children and key dignitaries from the greater Atlanta area. Norah, a youth at Inner Harbour, read an original poem titled, “I Am Me,” and the campus’ West African drumming group performed to express enthusiasm around both milestones.

Through the ‘Elevate’ campaign, Youth Villages’ goal is to enhance the level of care provided to youth at Inner Harbour by investing in new facilities. The construction and renovation will add more than 100,000 square feet of new therapeutic space to benefit youth now and in the future.

“What we’re doing here at Inner Harbour will impact children and our workforce for generations to come,” said Tanya Anderson, executive director of Youth Villages Georgia.

“I truly believe this transformation will be the blueprint for high-quality residential care and mental health services in Georgia and other areas of the country.”

This first phase included a new administration building to offer state-of-the art workspaces for staff and training areas for professional development . It also included a new cottage, increasing capacity to accommodate 16 additional young people needing residential care in Georgia.

The Inner Harbour expansion project began in summer 2023 and its estimated completion date is set for 2028. Future phases include four additional cottages that that will increase capacity to 172 youth; a new state-of-theart education building; and a recreation and wellness center, where children will be able to engage in sports activities.

Inner Harbour, located just west of Atlanta, merged with Youth Villages in 2009, becoming one of the largest providers of children’s behavioral health services in Georgia. The union of Youth Villages and Inner Harbour has ensured the availability of improved services and resources for children and families – including LifeSet for transition-age youth and Intercept, Youth Villages’ community-based program that helps prevent children from being removed from their homes and reunifies families if out-of-home placement was needed.

Janie’s Fund

Lifting Her Voice

Janie’s Fund — a partnership between rock legend Steven Tyler and Youth Villages — supports young women who have experienced trauma.

As a child, Tyra suffered physical and emotional abuse. As a teen, she struggled, becoming involved with law enforcement and experiencing foster care. At times, she was so unsure of the future, she was suicidal.

“Those long months changed my life a lot more than I imagined,” Tyra said. With the help of Youth Villages’ residential and LifeSet programs, Tyra overcame her challenges. She graduated high school and earned her associate and bachelor’s degrees in psychology. She started a business, bought her first home and got married.

Last year, she stood on the stage at the Hollywood Palladium surrounded by celebrities at the Fifth Annual Jam for Janie GRAMMY Awards ® Viewing Party. She represented the thousands of girls who suffer abuse each year and face lingering trauma.

The event raises donations for Janie’s Fund, the philanthropic initiative between rock legend Steven Tyler and Youth Villages that helps girls and young women who have experienced trauma.

Since it began in November 2015, Tyler has helped Janie’s Fund raise more than $19 million — from more than

4,000 donors across 40 countries — to support girls and young women in their trauma recovery. More than 2,200 girls have received therapeutic support, which amounts to 353,000 days of counseling and trauma-informed care.

“I am so grateful to each of you for choosing to support young women just like me,” Tyra told the audience.

“Many of us didn’t receive the love and care we deserved as children, that every child deserves… that’s why LifeSet and Janie’s Fund are so critical. For many of us, it’s truly lifesaving.”
