More than a decade after the city of Sarasota unsuccessfully attempted to ban smoking on city-owned beaches, smoking cigarettes and filtered cigars will soon be prohibited not only on beaches but also in cityowned parks.

A father and daughter have been arrested and charged in connection with a video that went viral on social media depicting a raccoon that had been apparently burned alive.

Sheriff’s deputies in Sarasota County arrested 30-year-old Alicia Kincheloe and 63-year-old Roddy Kinchloe on Thursday afternoon.

One of the main reasons for the shift in traffic patterns was to allow for a protected cycling lane along Ringling Boulevard. In so places, striped “no-go’’ zones buffer the cycling lane from the travel lane.

Anyone who has ever tried to make a right turn from Ringling Boulevard to U.S. 301 while heading west will appreciate the new, dedicated, right turn lane.

Shade Avenue is the No. 4 priority in the city’s transportation master plan, Sarasota in Motion. Ringling Trail is the first complete street project to begin construction. In May, the city unveiled design concepts for complete streets for 10th Street and Boulevard of the Arts, which followed public survey periods for each.

This week marked the end of a survey period for public input on a complete street project for Shade Avenue, a north-south corridor, between Hibiscus and 15th streets. To date, complete street planning has been limited to east-west corridors.

The city has projected as many as 1,000 bicyclists a day using the bike lanes.Ringling Boulevard is a suitable route for the project, Mills said, because the road, which runs parallel to Main Street, it is not a thorough fare or designated evacuation route.

Planners will analyze the survey results and work with designers to develop three proposals to present to the public in the fall. As they did for the Ringling Trail, citizens may then offer feedback on those designs. The city estimates that the first phase of the the Shade Avenue project will be completed in fall 2023.

RIGHT-TURN LANE

Often, vehicles had to squeeze past others stopped at the light to make a right turn on red, or simply wait their turn when the signal turned green. Not everyone was thrilled with the new design, though.

The city posted an advisory on its social media accounts alerting driv ers of new traffic flows and changing conditions from day to day.

A complete street promotes safe travel for all modes of transportation from walking to public transit. It is intended to be accessible to all and to create a sense of place for the community. Each complete street is unique and can include features such as enhanced sidewalks, street lighting, benches, street trees and landscaping, art and more.

In addition to striping, landscaped islands near intersections will serve as visual and physical separations between motor vehicles and bicycles.

The trail currently terminates at Fruitville Road while the city of Sarasota either successfully com pletes negotiations with Seminole Gulf Railway to co-locate along the railroad’s right of way or, failing that, plots alternate routes through the city’s neighborhoods.

City, SRQ squabble over approved apartment plans

At Tuesday’s Sarasota City Com mission meeting, commissioners green-lit Raleigh, North Carolinabased Aventon Cos. plans for Aven ton Sarasota on the 25-acre prop erty across University Parkway from Sarasota-Bradenton International Airport.Byidentical 4-1 votes, commis sioners approved an amendment to the Future Land Use Chapter of the Comprehensive Plan, then the rezoning of the parcel to Residential Multiple Family 4 and the site plan for Aventon Sarasota. Commissioner Jen Ahearn-Koch cast the dissenting votes.But“must” the city have approved residential on the site formerly zoned for commercial or mixed-use only? Both Lincoln and SRQ President and CEO Rick Piccolo cited a 2018 agreement between the city and airport. That agreement included prohibiting residential-only devel opment on land surrounding the airport beneath the 65 decibel daynight average sound level (DNL) contour from the end of the runway, under which the majority of Aven ton’s residential buildings would stand.Unless, the agreement reads, housing “must” be built on the site. Lincoln defines that to mean that if a subject property has a preapproved residential use or a deed restriction that requires residen tial be built, the restriction is ren dered invalid. Conversely, city staff — which recommended approval of Aventon’s plan — and the majority commissioners interpreted “must” as a determined need for housing

The Sarasota Bradenton Airport Authority suggests legal action may ensue to block Aventon Sarasota, a 372-unit multifamily complex beneath its noise contour.

Brody suggested potential legal action will be between SRQ and Aventon only, but before commis sioners voted on the rezoning and site plan, Lincoln launched one final salvo across the dais.

“The verbiage in the comp plan and zoning code all cite the health, safety and quality of life reasons that residential units in the 65 DNL are only permitted in a must situation,” Lincoln said. “It’s the official posi tion of the city adopted by this com mission. No must situation exists.”

Ahearn-Koch based her objec tions to the apartments for health and safety issues, citing research that continued exposure to com mercial aircraft operations result in hearing loss and even mental health problems. In the end, commissioners agreed with Detert’s request, providing it only offers a review and recommen dations for improving the county’s affordable housing strategies rather than eliminating them entirely.

The CRC has come under criticism in recent years, notably by State Senator Jeff Brandes (R). He has argued that both parties detest the CRC, and the fact that members are appointed, not elected, means they are not accountable to the voters. He tweeted: “It’s rediscovered every 20 years, has no rules, players have no experience, once it starts it can’t stop, crazy things pop out, and you never know how damaging they will be. Election night, you yell ‘Jumanji.’”Heandother CRC critics say that citizens can amend the constitution with proposals from the Legislature, citizen initiatives, a constitutional convention, and via the Taxation and Budget Reform Commission. We have been through three rounds of the CRC since the state constitution was created. In 1978 the commission was appointed all by Democrats and not even one of the measures they put on the ballot was approved by a majority of voters. In 1998 CRC was bipartisan and much more successful with voter approval. In 2018 Republicans appointed all the CRC members and all seven of their proposals that went to the ballot were approved by over 60% of voters.

But the biggest change would be creating a citizen legislative initiative process in addition to the constitutional amendment initiative process. Most of the issues people bring to the CRC each time it convenes are legislative issues they are frustrated the Legislature has not addressed. Lacking a direct democracy mechanism to change the law, they take the only route they have, addressing the issue via the state constitution. A constitutional amendment to create a citizen legislative initiative process and require the CRC to focus on issues appropriate to address in the constitution would both improve the CRC process and answer many of its critics and give citizens a more appropriate outlet for change.

As Carlos Beruff, a Manatee County developer who chaired the 2018 CRC put it, “The first one wasn’t terribly successful. the second one I think eight of the nine items they put on the ballot passed so it was pretty successful. So, we are going to be very careful with the taxpayer’s time and money and only bring forward things that we think will pass that 60% litmus test.”

On the other hand, the South Florida Sun-Sentinel Editorial Board has pointed out that decades of corruption led the U.S. Supreme Court to force a new state constitution for Florida, and the CRC was included in it “to protect Florida from ever being paralyzed again by the self-interests of an entrenched political empire.”

State Sen. Darryl Rouson (D) served on the 2018 CRC and says that “The CRC may not be perfect, but as lawmakers, we should work to improve it rather than scrap it. Abolishing the CRC along with other efforts to make it more difficult and more expensive to circulate citizens’ petitions to amend the Florida Constitution will make it harder for citizen voices to be heard in shaping the future of their state.”

ne of the initiatives on the ballot in Florida this November is Amendment 2, titled Abolish the Constitution Revision Commission Measure. Not surprisingly, all that Amendment 2 does is abolish the Florida Constitution Revision Commission.

An initiative on the November ballot could abolish the Constitution Revision Commission, but should we instead be working to improve it?

It would make much more sense to reform the CRC and the citizen initiative process than to eliminate it as Amendment 2 does.

n Create a simple set of rules and procedures for all CRCs in the future so they do not make up their own each time.

But the single biggest criticism of the CRC is that many of the measures it proposes are things that should be legislative changes in law, not enshrined in the state constitution. Over the years the fact that Florida citizens can only vote on ballot initiatives that change the constitution, and do not have the option to change the law by initiative, as in other states, means the constitution is full of “issues of the day” rather than timeless rights and rules for the state.

“Then the market crashed,” he says. “And I said, ‘This is crazy.’”

He had opened his own shortlived art space in a Detroit suburb in 1990, but he quickly learned that it could be a tough business.

“And finally the guy was like 80 years old; he said, ‘I’d like to retire. Why don’t you buy my gallery?’ So we worked out a deal and he stayed with me for about three years.”

At one point, says Greenberg, Stakenborg had the largest collec tion of Rembrandt etchings. Those were all sold to a private investor, and Greenberg began to diversify.

This wasn’t Greenberg’s first time running a gallery.

Cary Greenberg is an architect by trade and an artist by nature, and he’s enjoying his second life in business as the owner of an art gallery.

Greenberg recently began selling the work of Otto Neumann, a famed German painter who died in 1975.

There are 10 Neumann pieces in the Stakenborg Greenberg gal lery, and that number will eventu ally jump to 24. Greenberg expects to stage a Neumann show later this year, and he says there’s a lot of inter est in seeing the works. The show, he says, will include one-of-a-kind monotypes created by the artist.

It’s a LeRoy Nieman painting of an event at Madison Square Garden honoring great boxing champion Joe Louis. It’s like the cover of Sgt. Pep per’s Lonely Hearts Club Band in that you can stare at it forever.

Rockwell has an All-American enduring appeal, says Greenberg, both because of the prolific nature

of his work but also because of its familiar and dated aesthetic.

Right when you walk into the art space, you’ll see the highly distinc tive figures painted by KD Tobin, a fine artist based in Sarasota since 2004. Tobin’s abstract figures resemble ancient murals in their conception and their delivery.

“There’s only 100 of these,” he says of the Toulouse-Lautrec. “This is what makes my gallery different. I’ve tried to bring in originals and differ ent things that nobody else carries.”

But it’s the stories behind the work, and the rarity that makes it worth owning for a collector.

KEEPING IT LOCAL

Greenberg says Neumann donated much of his work to the Rothschild Collection, and now Stakenborg Greenberg is one of a few galleries in the United States that has Neumann

The back room boasts a collec tion of numbered and signed photos from Rob Shanahan, personal pho tographer for Ringo Starr and author of “Volume 1: Through the Lens of Music Photographer Rob Shanahan.”

Greenberg says that at one point, the art on his gallery walls represented a sweep of about 500 years. But now it’s only about four centuries’ worth of artistic achievement.

A few steps away, back in the main room of the gallery, there’s a collec tion of four Norman Rockwell prints signed by the artist himself.

But now, in his second attempt at running his own gallery, he approaches it with new tools and experience.Greenberg, who holds a bachelor’s degree in fine art and a master’s in architecture, went back to school and became an appraiser in the hope of better understanding which kinds of art will sell.

“This is a great story here,” he says of the Rockwell pieces. “These were brought in by the daughter of a teacher who was his neighbor on the East Coast. He would show up and lecture her students, who were in elementary school. Every time he came in, he’d bring them a poster.

He says that most of the art in his shop is there on consignment.

“A monotype is a one-time piece,” says Greenberg. “He does the art on glass, then he presses the paper down. He pulls it up, does more col or, presses the paper down and pulls it up. That’s it.”

There’s also a wall of rock-and-roll memorabilia, including a painting of John Lennon and prints of original artworks made by roots rocker John Cougar Mellencamp.

Greenberg wanted to have a person al touch in his gallery, so he’s begun representing a select group of local artists and trying to sell their work.

Greenberg says he had a ToulouseLautrec in the same series that sold for $42,000. The one he’s selling now is marked for $38,000 because the stamp on it has faded a little.

Slowly but surely, he’s carved out space in his gallery for them to hang in a prominent place.

THE MASTERS

Greenberg has multiple pieces by Kavouklēs, who works in a variety of mediums including oil painting and monotypes. And it’s his hope that they’ll sell just like the masters arrayed on the wall around them.

Greenberg points out Frank Sina tra and Jerry Lewis, Billy Cosby and Henry Kissinger, even Ladybird and Lyndon Baines Johnson.

The artists — or the people who own the pieces — have left them in the hope he can sell them, and Greenberg says he relishes making connections in the community.

“Mostly, we get serious art col lectors,” he says. “I also get a lot of estates. Kids come in and say, ‘My grandpa died and we don’t want the art. What can you do with our Rembrandts? What can you do with our Picassos?’ And that’s what I do. I sell them for them.”

“This is a print, a high-end print, but he’s hand-signed it. That’s the value on this. There’s four of them.”

Built in 1938, this landmark on Tamiami Trail has served the community by hosting myriad events, from socials and stamp shows to theater productions and galas. Now, The Players has proposed an agreement that will see the space taken to new heights in symbiosis with other organizations while honoring the venue’s history as a community gathering space. “We think it’s an unprecedented and mutually beneficial proposal for us, the city and the region’s arts community,” says Skaggs.

With so much history at stake and so much enriching activation, the city has a tough decision to make. Will it honor, celebrate and preserve an historic structure by letting an historic organization invest in and assume a lease at the Municipal Auditorium, or will it let the space often sit empty, unappreciated and underutilized?

Players has a strong business case for its proposal that works in tandem with its service proposal. On the business side, the initial investment upgrades the facility, alleviates over $200k in operating costs from the city’s annual budget, provides economic activation by way of more secure fulltime jobs and by attracting new stakeholders to the space as visitors and rental partners. On the service side, the Municipal Auditorium would see greater traffic by way of educational programming, expanded volunteer opportunities, productions from other arts organizations, expos, fundraisers, galas, and banquets, not to mention utilization by The Bay during the summer for its own initiatives.

The proposal would see The Players manage and utilize the production space from September through April, with administrative offices being utilized yearround. The Bay Park Conservancy would schedule the production space May through August. Even with the shared approach, The Players would still invest as much as $6 million to upgrade the facility, including collapsible, modular theatre seating, new lighting and sound capabilities, upgrades to mechanical equipment, the addition of multi-use office space and IT enhancements, all without tarnishing historic architectural features. During the summer months, The Players would use the Payne Park Auditorium for its smaller-scaled programming.

The organization traces its history back 92 years to the city’s birth as an arts capital of the region, and it has worked dutifully during those nine decades to fulfill its unique promise as a community-based arts organization. “Alongside our commitment to providing high-quality and affordable theatre, our organization has also established itself as a service provider for the arts community over its history,” says The Players’ CEO, William Skaggs. Those services include adult and children’s theatre education, a safe space for the city’s diverse public and a conduit for volunteerism.

Today, The Players finds itself in a unique position for a nonprofit organization, particularly one that straddles the seemingly disparate pursuits of generating revenue and providing services to the community. With a robust capital commitment, the performing arts organization has an opportunity to put a stake in the ground on a venue that shares a similarly long history—The Municipal Auditorium.

It feels like Flora Imaginaria was just installed, but there’s some bad news: It’s about to be disassembled. The exhibit, curated by photography historian William A. Ewing, attempts to tell the story of the history of flowers in photography. Ewing says that photos of flowers have existed pretty much since cameras were invented, and he wrote the book to prove it. Now, with the assistance of curator Danae Panchaud, he’s revisited the topic.

The annual race brings hundreds of sailors of various ages to Sarasota’s shores for a day of sailing races. hree years after it was announced, the World Baseball Softball Confederation’s U18 Baseball World Cup 2021 is finally coming to Sarasota-Bradenton after being delayed by the COVID-19 pandemic (while keeping its original name). Games begin Sept. 9 at Ed Smith Stadium and Bradenton’s LECOM Park. Team USA is scheduled for two games at Ed Smith during the event’s opening round, at 7 p.m Sept. 10 against Korea and at 7 p.m. Sept. 12 against Canada. After the opening round, schedules are still TBD, but the event’s gold- and bronze-medal games will be held at Ed Smith on Sept. 18. If Team USA makes it that far, it will be a cool finish. It’s the kind of thing that play ers are taught in youth ball, then take for granted as their reaction skills improve. But players can’t take it for granted in senior softball. LoCastro, who has 20 years of travel softball experience with the Florida Hitmen, would“Thisknow.league is like fun practice for travel ball,” LoCastro said. “It’s also great for recruiting new players (to travel ball). I’ll watch them a bit and invite them to a batting practice ses sion. I try to get more than one look at them because anyone can have one good day, you know? But it’s great for making friends and since we change teams every season, it keeps it bal anced and fair. I end up rooting for people on the other teams to do well.”

This isn’t strictly local news, but it is news you can use: JustWatch, an app and website that help you look up where your favorite movies are streaming, had added a sports section to its site, tennis, soccer and Formula 1 streaming schedules, with more sports like baseball and basketball coming in the next few weeks. As the sports streaming landscape becomes more and more fragmented, tools like this will become all the more useful.

After a few minutes postgame to recharge and get a drink of water, the players went back on the field. Yes, the ‘A’ League plays double headers. By the end of game two, the players will be exhausted. But they’ll be smiling, too. When looking for a sport — a community — to fill your week, that counts for a lot.

Jay Wolfinger, 74, was not playing Wednesday, but was in attendance cheering on, well, everyone. Wolfin ger plays in the association’s Monday ‘B’ League, which is a step down in competition from the ‘A’ League. It’s not necessarily by choice; the league selects teams for each season by holding a draft. If a player is not selected for the ‘A’ League, he will fall to the ‘B’ league, and so on. Wolfin ger does not take it as a slight. In fact, he loves the system. Wolfinger said it is great for players who either don’t want to face elite competition or were once elite but are no longer. A player may be upset about the situ ation at first, but players often find that the more appropriate level of play makes for more fun games. The Blue and White teams in Wednesday’s game certainly seemed

After Booker’s week one loss to Cardinal Mooney High, 10-9, firstyear coach Scottie Littles expressed disappointment in his team’s discipline. Booker had plenty of chances to score a touchdown but failed, to go along with some untimely penalties and a few low snaps which cost the team yardage (and handed the Cougars two crucial points on a safety.)Inweek two, Booker remedied some of these issues. The Tornadoes beat Southeast High 31-17.

The Rams lost 48-0 to Sanford Seminole High in week one and 45-6 to Gainesville Buchholz High in week two. On paper, those scores look bad. But there’s a few things to consider here. One, both Seminole and Buchholz are legitimate state contenders; Seminole reached the Class 8A regional finals last season while Buchholz reached the Class 7A state semifinals. Two, the Rams tend to start slowly; they lost to the same Seminole program 35-6 in 2021’s opening week before winning seven straight games.

This Friday’s road game against First Baptist Academy, which reached the Class 2A state semifinals in 2021, won’t get easier, so things have to improve fast.

Either way, the Cougars won’t win many games if they routinely allow opponents to score that many points. That’s not exactly string theory to understand. Before the season I praised the Cougars defense on its potential. I still believe it and the team as a whole can be quite successful, but they have to prove it. It will also need some assistance from its offense: while the defense definitely allowed too many yards, the offense turned the ball over five times.

Which Sailors performance is closer to reality?

It’s early, but further success for Sarasota-area teams likely depends on how they solve initial issues.

specifically for the Mooney defense, which allowed zero offensive touchdowns in its 10-9 week one win over Booker, then allowed seven of them in a 51-23 loss to Lakewood Ranch High in week two. It’s true that Booker had a few opportunities to score in week one, so that zero is a bit misleading, but the Mooney defense deserves credit for locking those opportunities down. Conversely, Mooney could not stop Lakewood Ranch quarterback Clayton Dees at all; he threw for three touchdowns and ran for three more, accounting for 424 total yards. The game was Dees’ first as the Mustangs quarterback — Lakewood Ranch had its week one game against Lemon Bay High canceled in the first quarter— so perhaps the lack of video on him was a factor.

CARDINAL MOONEY HIGH Which Cougars defense is for real?

Booker High senior Gavin Stanford breaks a Mooney tackle. Booker lost to Mooney in part, Coach Scottie Littles said, because of a lack of discipline. That was better in the team’s win over Southeast in week two.

So the two losses are not the end of the world. The Rams can still make the postseason. But the losing streak can’t get extended. Riverview plays on the road at Palmetto High (1-1) on Friday.

The good news is these underclassmen will learn with experience and, Sailors fans can hope, get better. Junior Jaden Judge, a running back, has done a lot of good things. He has three rushing touchdowns and a receiving touchdown. If more young Sailors follow his trajectory,

Sarasota crushed Bayshore High 56-8 in week one and lost 42-20 to Manatee High in week two. My guess is that the Sailors are closer to their first performance; against Manatee, the Sailors put up a fight, cutting the score to 21-20, before Manatee scored 21 straight points to end the game. Sarasota had its chances but failed to execute well enough. That will happen with underclassmen in key positions.

They certainly solved their problems with scoring, though I don’t think scoring on Southeast is going to be the toughest of challenges this season — it gave up 50 points to Coconut Creek High in week one. Doing it against Sarasota on Friday will be a sign that Booker has turned an offensive corner. But the Tornadoes will have to do it while not allowing the Sailors to score on them.IfIwas a Sarasota-area fan deciding which game to attend this week, I’d go to that one, because I have no idea it will turn out. No matter how it does, it will answer some questions.

Yes, each squad has already lost at least once. While no team wants to lose at all, losing early means there is time to fix the problems that plague them and still have a successful season. Here, I’ve put together the one big question I have about each program and looked at how those questions might be answered in week three and beyond.

I can’t answer these outright, because the real answers will only be found on the field. That’s why we watch, after all.

I golf some, like I said. I watch the Red Sox. I even wake up in the morning and look at the box scores of Boston’s affiliate teams to see how they did the night before. I keep track of the stats of their top pros pects. I also play a lot of cards.

I started when I was 5 years old and played through high school in west ern Massachusetts. I’m a Boston Red Sox fan. I have always loved the game. In college, I decided my studies were more important than playing ball. I picked it back up when I turned 60. I found this league (the SSSA). Now I’m playing with all the young guys and trying to stay in shape.

Playing tournament ball was always a blast. I traveled the state on the weekends playing in what is called Half Century Softball. I played a lot of good teams and met a lot of people. The quality of the games is good, with teams from Miami and Orlando and Tampa.
