The vote authorizes staff to begin the process of searching for the meters that will be used in the city’s parking program.

School Board picks superintendent semifinalists The Sarasota County School Board narrowed its list of superintendent candidates to eight Tuesday, focusing largely on Florida applicants as it searches for a successor to Lori White.

The list has one internal candidate: Todd Bowden, the district’s executive director of career, technical and adult education.

Sarasota resident Bambi Lockman also made the list, along with Florida residents Andrew Rynberg, Mark Porter, Brennan Asplen III, Kevin Gordon and Vickie Cartwright.

The only out-of-state semifinalist is Arthur Anderson, from Georgia.

On Oct. 4, board members will decide which candidates to interview. The final vote on a new superintendent is slated for Oct. 18. White, the current superintendent, will retire in February 2017.

eaded into a busy week at the Sarasota County Emergency Operations Center, Emergency Services Director Rich Collins described Hermine as the storm that was, then wasn’t — and then was again.

At the time, the system was traveling northwest through the Gulf of Mexico, after having developed into a tropical depression in the Straits of Florida earlier that week. It didn’t pose a threat to the state until Aug. 31, when it was upgraded to a tropical storm and took a sharp northeastern turn toward the state.

Siesta Key residents woke up to flooded streets Thursday morning after heavy rains doused the island overnight. However, that didn’t discourage many residents and beachgoers from heading to the beach to get pictures of the rising surf.

Charlie Davis walked from his home on Avenida Veneccia to Beach Access 2 early Thursday afternoon. He was dressed in sandals, shorts and a long sleeve T-shirt like it was any other day at the beach, even as water lapped over his sandals and onto driveways just behind him.

“It doesn’t happen that often,” Davis said about the storm. “But it’s kind of interesting when it does.”

n 40th Street floods near Cocoanut Avenue, and residents are evacuated. Most find a place to stay overnight, but crews bring four people to the Robert L. Taylor Community Complex, where the Red Cross helped them connect with friends and family.

n Sarasota County announces its wastewater facilities are at capacity and cautions residents to conserve water. n Sarasota County declares a local state of emergency.

Later that day, Tropical Storm Hermine was upgraded to a hurricane as its outer bands dumped more rain on the Key. “Thursday, it rained harder than I think I’d ever seen it rain before,” Davis said. “And then Friday it rained harder.”

Davis was one of the 905 Siesta Key residents who temporarily lost power on Friday because of Hermine. Even though he thought the storm was worse than any recent tropical storms that have hit the key, it probably won’t affect his future storm preparation plans.

“It’s just another storm,” Davis said.

The storm did impact many Labor Day weekend plans for other Siesta Key visitors.

Several business owners in the Siesta Key village reported smaller crowds and quieter storefronts even after the storm cleared on Saturday and Sunday. Still, Siesta Key Village Association President Mark Smith thinks Siesta Key fared well given the potential impacts of Hermine.

“We dodged a bullet,” Smith said.

Airport budget decreases after security improvements

Sarasota-Bradenton International Airport upgraded security earlier this year following a string of terrorist attacks.

On Sept. 11, 2001, Air Force One was parked on the tarmac at Sarasota-Bradenton International Airport. After the terrorist attacks of that day, the airport spent an estimated $15 million on security improvements to address the new threat of an in-flight terrorist attack.

According to airport CEO Rick Piccolo, the threat has evolved since 9/11 — and so, too, has the airport.

“We changed a lot of our philosophies based on what’s going on in the world,” Piccolo said.

“We’re trying to adjust as quickly as possible.”

Although the $16.75 million proposed budget for fiscal year 2017 does not include specific security improvements, the airport does have $1.7 million in surplus funds that could help fund emergency expenses.

Last year’s expenses for the airport included a special expense of $250,000, which the Sarasota-Manatee Airport Authority approved following the March 2016 attack in which two men detonated explosive vests at a Brussels airport.

additional casualties in case of a detonation within the facility.

Perhaps the most visible addition is a long rifle and a bulletproof vest for the airport police officer in the terminal.

“If there is an active shooter situation, we have someone going toward that situation immediately with the same level of firepower,” Piccolo said.

Piccolo said the airport will do its best to keep up with new threats.

“You can’t guarantee 100% security anywhere, but there are things that we can do to react and prevent (threats),” Piccolo said.

Despite criticism from neighbors and concerns of the Florida Department of Transportation, Benderson Development is moving forward with its plans for the mixed-use Siesta Promenade project.

On Aug. 22, Benderson filed an application to rezone the 24-acre parcel on the corner of Stickney Point Road and U.S. 41 to commercial general. The developer’s plans include 506 residential units, a 150-room hotel and 140,000 square feet of commercial space.

Benderson is also applying for a critical area plan that, if approved, would entitle it to 25 units per acre, as opposed to the 13 units per acre typically permitted under commercial general zoning.

The rezone petition has not been scheduled for discussion, but the County Commission is slated to vote on the proposed density increase Oct. 11.

The Pine Shores neighborhood, located directly behind the proposed development, has been vocal in its opposition.

concerns, spokesman Robin Stublen said the agency will not be officially involved with the project until after the county takes action on the rezone issue.

“There will be more vetting of their traffic study once Sarasota County has made a decision on the zoning,” Stublen said.

Benderson Director of Development Todd Mathes has attempted to curb concerns that the addition will negatively affect traffic.

“You’ll never know the difference with our project in place,” Mathes told the Sarasota Observer in a June interview.

Traffic projections included in Benderson’s application estimate the development will increase traffic between 4% and 6% at the Stickney Point and U.S. 41 intersection.

Kochman, like many surrounding residents, is not convinced.

“The traffic study they’re presenting doesn’t show the whole picture,” she said.

If the county approves the critical area plan, Benderson will be required to hold more neighborhood meetings before the commission will decide on the proposed rezone.

Following earlier community meetings, Benderson amended its original plans for the development, which included 250,000 square feet of retail space and two hotels, when residents voiced concerns regarding the proximity of the commercial space to their homes.

dwelling units as a buffer between the commercial properties and neighboring residents — which prompted new concerns about density and traffic.

Although there is no formal ongoing dialogue between Benderson and residents, Kochman has been active in keeping her neighborhood network up to date.

“I wouldn’t say our interest is waning ... Everyone is extremely engaged,” she said.

And as the Oct. 11 vote nears, Kochman believes that residents will soon begin to speak out en masse.

“I would anticipate probably after Labor Day is when there is going to be a whole lot of emailing going on to commissioners to state our case,” Kochman said.

“People are very passionate.”

development is unsustainable and incompatible with the surrounding area, which is mostly single-family homes.

“They are entitled to develop their property,” said Sura Kochman, of the Pine Shores Neighborhood Alliance. “We’re not asking that they not develop it and put a park there, but they need to ... be sensitive. You can’t have eight- to nine-story buildings with the balconies overlooking the entire neighborhood, where all the privacy is gone for those who live there.”

Many fears center on what the development would mean for traffic at the intersection of Stickney Point Road and U.S. 41.

FDOT is among the concerned parties. In late July, the agency wrote a letter to the county highlighting potential safety issues at the intersection.

According to the letter, crashes at the intersection increased 175% between 2010 and 2014— an increase FDOT called “astonishing.” The letter describes lengthy traffic backups during peak hours along Stickney Point and says efforts to coordinate the signals have failed to alleviate the congestion.

As a result, FDOT encourages the county to give careful consideration to the future of the Benderson-owned parcel.

“Significant increases in traffic for eastbound or westbound will only cause additional delay and congestion,” the letter said.

City Commission to consider park tax Officials will discuss plans for a dedicated taxing district to fund the city’s expanding parks and recreation operations.

City leaders are continuing to work toward improving parks and recreation services in Sarasota — and will soon publicly consider plans for a new taxing district to create dedicated funding for parks.

Jerry Fogle, hired in March to fill the newly created position of parks and recreation director, said staff is preparing to present a concept to the City Commission in October. Although finer details regarding the structure of a parks district are still being developed — staff is meeting with city administration and attorneys this month to discuss the topic — it would represent a major step in the city’s recent focus on park improvements.

If a parks district were to come to fruition, it would draw funds from a new, distinct property tax on city residents. Revenues could only be used for parks and recreation purposes.

As the city’s budget trends upward, parks have become a priority. The 2016-17 budget included more than $430,000 in new spending for improving parks, recreation and landscape maintenance. This is a response to citizen input, for multiple

neighborhoods have listed parks as a primary concern.

“This is Florida,” City Manager Tom Barwin said. “There is year-round activity that leads to healthy living, healthy lifestyles and longevity. We want to be sure we can meet the needs and aspirations of the community.”

Parks districts are relatively common in other states, but that’s not the case in Florida.

That doesn’t mean it’s a thorny process. Deputy City Attorney Michael Connolly said creating a parks district would be just like creating other special taxing districts, such as the Downtown Improvement District.

That process just requires City Commission approval, but the board could also let residents vote on a nonbinding referendum.

“There are certain things the commission can do on its own,” Barwin said. “If the wisdom is to put an initiative on the ballot and have the public weigh in, that’s certainly another option.”

BALLOT QUESTION

At a July 21 meeting of the city’s Parks, Recreation and Environmental Protection Advisory Board, one parks employee indicated staff’s preference was to avoid a referendum. “(Fogle) has chosen the option where we can go to the commission to take a direct vote and get that passed or failed right away, and then move toward forming an actual parks and recreation district very quickly,” said Mark Hamilton, the city’s supervisor of athletics and recreational

facilities.

Some board members agreed, expressing a belief that parks funding should be pursued expeditiously. The advisory board wanted the opportunity to discuss the structure and priorities of a parks district, but those members didn’t question the validity of creating a district via commission vote.

“I agree that if we can do this administratively and not electorally, we’ll be a lot better off,” board member John Tuccillo said.

“It gets really messy, because it gets involved with other races and issues.”

Other board members took the opposite perspective, expressing a desire to give residents a chance to vote on the parks district. To create the DID, advocates collected signatures from property owners representing 67% of the assessed value within the proposed boundaries. Some parks board members wanted to see similar proof of broad public support.

“What would be the reason, except for expediting it?” board member Laurel Kaiser said. “And I don’t like that answer as being a reason to go for a (commission) vote rather than a referendum.”

Carl Shoffstall, a member of the parks board and the Coalition of City Neighborhood associations, recalled a series of CCNA meetings this year dedicated to sorting out the top priorities for Sarasota neighborhoods. When the organization sorted through the common issues in the neighborhoods, one subject recurred more

“At the end of that meeting, the No. 1 priority was parks,” Shoffstall said. “Everybody, as neighborhoods, does have that issue of parks, and they want something done with it.”

Why beaches erode Mother Nature, of course, constantly erodes the sand on the region’s beaches. But the government agencies certainly make matters worse when it comes to renourishing.

T

he Gulf Coast beaches: What a mess.

We’re not talking about the aftermath of Tropical Storm Hermine. We’re referring to the maddening, expensive, time-consuming and excruciatingly bureaucratic ordeals that every Gulf Coast beach community must endure to obtain permits from federal and state agencies to renourish and maintain their beaches.

Check out the following two cases: n Longboat Key The town of Longboat Key waited (and endured) three years from the time it filed federal and state applications for permits to the day dredging actually began in New Pass to replenish sand in front of the beachless, property-threatened Inn on the Beach and L’Ambiance and Pierre condominiums on the southern tip of the Key. Three years.

Had that process taken what it should have, those properties would not have been exposed and dangerously threatened as they were. What’s more, the dredging of New Pass and renourishing of the beach would have been completed long before Tropical Storm Hermine wiped away all that was done in the past two weeks. n Lido Beach Surely, we’re all aware of the battle raging over whether sand can be extracted from Big Pass to renourish Lido Beach.

Guess how long this process has been going on?

U.S. Army Corps of Engineers Project Manager Milan Mora first publicly presented plans for the project in 2013.

But the project actually started crawling through the government bureaucracy long before that.

According to the Sarasota Observer in 2013:

“To receive congressional approval [for the renourishing of Lido Beach], the Army Corps of Engineers justified to Congress that the project was financially prudent and environmentally sound. Mora said the project was initially authorized in 1999, and a congressionally authorized feasibility study was completed in 2004.”

When Mora presented the project to the public in 2013, he said he expected permits to be granted and sand moved in 2015, depending on funding from Congress.

Here it is, Sept. 8, 2016: no permits. Not to mention fervent opposition from Siesta Key residents and Sarasota County to do whatever they can to delay and block the Corps from dredging Big Pass.

These are just two examples of what repeatedly occurs all along the Gulf Coast coastline. If you talk to public works and higher officials in this region about the permitting process of beach renourishment, they will tell you — in our words — it’s ridiculous.

Consider the coastline from Anna Maria down to Boca Grande. That’s 70 miles of beachfront — all of it constantly being eroded and needing major renourishments. And we know, historically, these renourishments

Here are recent beach renourishment projects: n 2014 — Anna Maria, $17.7 million n 2015 — Venice, $22 million n 2016 — Siesta Key, $21.5 million; Longboat Key, $15.9 million n Future: Lido Key, $23 million

typically are needed at least every five to seven years. You can set your calendar to them. Sometimes they are more frequent, when the Hermines and Charleys come blowing through the coastlines.

But each time any municipality or county government attempts routine beach maintenance, the permitting process is interminable. The cause of the delays: primarily the U.S. Fish and Wildlife Service. As one official told us: First, the feds were all about the turtles. Now they hold up the permits for the shoreline birds.

When the local municipalities press the Fish and Wildlife chieftains on why the review process takes so long, the answers are standard government issue: Blame someone else, don’t take responsibility. The Fish and Wildlife officials say Congress isn’t funding enough employees to handle the work load.

There must be a better way. And there is a better way. When you consider the millions upon millions of taxpayer dollars invested in beach maintenance along the entire Gulf Coast (not to mention nationwide), and the frequency with which these projects occur, the permitting process can and should be efficient and the least of the expense.

We have advocated before and will continue to advocate that this issue is so crucial and expensive (property and taxpayer money are at risk) to this region that the congressional representatives for this side of the state; state senators and representatives; officials from the governor’s office and federal and state permitting agencies; and representatives of the affected communities need to conduct a summit that brings an end to this costly, wasteful and frustrating process.

UNMISTAKABLE MESSAGE Altogether, last week’s primary produced results that make it difficult to say voters sent one, definitive message.

There were mixed messages.

One race, of course, did have an unmistakably definitive message. That was Longboat Key’s density referendum. Voters rejected the Floridays Development Co.’s request to convert 2.6 acres on the north end of the island from commercial to tourism use.

The defeat was, well, stunning — albeit not surprising — 2,478 against versus 695 for, a 78% rejection.

To a degree, you might say this defeat is puzzling, particularly when you consider that most Longboaters supported the Longboat Key Club’s $400 million proposed expansion and redevelopment back in 2010.

What changed?

We’ll give you one guess: traffic.

It’s safe to say the residents of Longbeach Village would have opposed the Floridays vote even if traffic was not the issue. But when 78% of Longboat Key’s Sarasota County voters also opposed the Floridays hotel project, you can surmise that even they were sending this resounding message: No new development until Longboat Key’s and the region’s traffic issues are resolved!

MIXED SIGNALS The Republican District 23 Senate

race had to be the shocker of all of the local election results.

This is a district whose territory is primarily Sarasota County and a slice of Charlotte County. Of the five Republican candidates competing for the seat, three of them were well-known Sarasota County politicians — former longtime Sarasota City and County Commissioner Nora Patterson (whom we would have argued was the favorite); former County Commissioner and state Rep. Ray Pilon; and former four-term state Rep. Doug Holder.

And yet, the candidate who won was state Rep. Greg Steube, a native and longtime resident of Manatee County whose House district mostly covers Manatee and the lesser populated area of east Sarasota County.

In addition to his being lesser known than the other politicians in Sarasota County, Steube is more conservative than the others and was running for a seat held by a more moderate Republican (Nancy Detert) in a county known for its moderate RINOs (Republicans in Name Only).

Now contrast that outcome with these: two Republican Sarasota County Hospital District races.

As we frequently note, elections typically are referenda on the performance of incumbents. But Sarasota County voters rejected two incumbents from the hospital board — John DeJongh and Marguerite Malone — a board that has had little strife and controversy and is overseeing a healthy, well-managed health care system. NON-PARTISAN … HAH! Caroline Zucker’s re-election to the school board is proof yet again that non-partisan elections are undeniably, clearly, incontrovertibly, inarguably, convincingly partisan.

And everyone knows it.

Zucker and her supporters can say all they want about how her race against fellow Republican Teresa Mast was “for education.”

This was a contest in which the collectivist, establishment majority on the school board, teacher-union activists and Democratic Party egalitarians were fighting to protect the entrenched, anti-choice, anti-charter, anti-voucher, anti-student, anti-parents, anti-freedom, pro-public-school status quo.

To wit: “If her opponent were to win, the pro-voucher/privatization forces would have control of our school board,” said a Democratic Party Facebook post.

Which would be a good thing.

Those who support vouchers, privatization and education savings accounts believe that funding should follow a student and parents’ choice of schools — the school that best fits each student — and that the system should open up to more and more competition.

Zucker opposes that.

MORAL OF THE STORY Every election brings disappointment, satisfaction and surprise. You can never predict for sure what voters will do. Hmm. Perhaps there is a surprise in store at the presidential level.

on county property. I then heard some concern that the city could simply move the staging site and circumvent county jurisdiction, which signaled there is genuine distrust of the city by the County Commission. Not a good thing.

I heard concern over the repercussions the project could have for Siesta Key and that residents had been very vocal against the project. Under the consent agenda section earlier, there seemed to be no problem approving a change order for additional funds for the South Siesta Key Beach Restoration Phase II Project, in the amount of $668,315.86 (without an environmental impact study?). That all seems to me to be playing of favorites. I wonder if it’s because Lido HASN’T publicly talked about bringing a lawsuit.

I understand that Siesta Key is a major economic provider for Sarasota County. I love the place, I love to go there, and I wish the island every success.

But when I see a months-long parade of trucks hauling sand through St. Armands Circle destined for Longboat Key beaches and see the county approve ADDITIONAL funds to renourish a growing Siesta Key beach, I have to wonder why nothing is being done for Lido Key. KEVIN BALES SARASOTA

I am writing as a full-time resident of St. Armands Key. I am appalled at the county’s recent reversal of its decision to move ahead with the renourishment of Lido Beach. This discussion has gone on for 10 years or more and has met with setback after setback, and study after study. The County Commission’s surprise decision was just another delay in the long, drawn-out process. It appears the county is fearful of making any decision that involves controversy.

What I found disturbing was that the topic appeared on the agenda under “reports” and that there was no indication that a motion or vote would result. I find it interesting that the County Commission would make a decision of such magnitude with so little public information. It seemed like the decision was made on the fly. The Sunshine Law might frown upon that.

Discussion on the topic was relatively brief given its scope and impact. I didn’t hear any substantive discussion around the basis behind the years of studies leading to a FONSI (finding of no significant impact) recommendation by the Army Corps of Engineers. Instead, I heard discussion on a temporary project staging area to be placed

SEPT. 5 WET AND WILD 4:24 p.m. — 1500 block of North Orange Avenue Property Damage: A man was driving down the street when a water balloon struck his car, knocking the passenger side mirror off the vehicle. The man said he nearly lost control of the car, but he was able to stay on the roadway. He said children playing nearby threw the balloon.

An officer made contact with the large group of children playing with water balloons, and they said they did not throw any at a car. The officer advised them to be sure not to throw anything at moving vehicles, because it is dangerous, and they could get in trouble.

SEPT. 4 NOISE CONTROL 3:10 a.m. — 900 block of John Ringling Boulevard Property Damage: A woman was with her boyfriend in their car, which was parked in a parking lot. Several other cars in the area were playing loud music, so the boyfriend laid on the car horn until one of the subjects approached the vehicle. The boyfriend asked the man to turn down the music, but the man walked back to the group and turned the music back up.

The boyfriend yelled out of the window to turn the music back down, at which point another man walked over to the car and slapped the window with his hands. The man walked back to the group and threw a bottle at the car, cracking the windshield and passenger side mirror. Officers were unable to locate a man matching the description given.

SEPT. 3 LIQUID SNAKE 11:30 a.m. — 1500 block of Elder Lane Property Damage: A man discovered a small discoloration on the trunk of his car. The man said he covers his car every day and parks it in front of his house when he’s not using it. He believed someone poured an unknown liquid onto the vehicle. An officer confirmed there was a very small blue mark on the trunk, but the man was unable to provide any information on who may have been responsible.

ter amendment on the November ballot that would overturn the county’s May 11 decision to vacate its interest in the segment in question. The proposed amendment would also make it illegal to privatize similar waterfront roadways in the future.

The initiative will not be featured on the general election ballot. Only seven of the requisite 15,000 signatures necessary to propose a charter amendment have been processed by the Sarasota County Supervisor of Elections, which may have contributed to the judge’s denial for an emergency hearing.

Cosentino estimates he has half the required signatures, but has yet to submit them to the Supervisor of Elections. He said he has every intention of pushing forward with his amendment, but concedes that his initial timeline might have been overzealous.

“I certainly set an unreal goal as far as trying to get these things done,” Cosentino said. “We’ll keep steady at it until it happens.”

Cosentino filed his legal complaint June 10. Plaintiffs have 120 days from the time they submit a complaint to formally file a lawsuit, giving Cosentino an October deadline.

Cosentino said he will continue his efforts to reopen Beach Road.

“Sarasota County has never existed without a public Beach Road,” he said. “And we want to keep it that way.”

After filing a legal complaint against Sarasota County over the decision to privatize a segment of Beach Road, Mike Cosentino had his first day in court last week — as a defendant, not a plaintiff.

He was facing Beach Road property owners Wendy and Dennis Madden, who filed an injunction regarding what they say is misleading information being disseminated on the Reopen Beach Road website and Facebook page.

Cosentino launched the campaign after Beach Road property owners petitioned Sarasota County to permanently vacate a portion of road in front of their homes. The county agreed, and although that agreement mandates continued pedestrian access along the street, the county will no longer control the segment.

Beach Road between Avenida Messina and Columbus Boulevard was first temporarily vacated in 1993, and cars have not been allowed to drive on it since.

After the county approved the permanent vacation, Cosentino filed a legal complaint against the county with intent to sue. The Maddens, represented by attorney Charlie Bailey, have aligned themselves with Sarasota County in the impending lawsuit.

The Maddens also filed a request for an emergency hearing in an attempt to expedite the injunction process. A judge denied the motion Aug. 31.

The court has not set a date for the injunction hearing.

“Basically, the judge denied the request to hold an emergency hearing on that motion,” Bailey said.

CO NV E RSAT IO N WITH BARBARA SHIRLEY Why did you see the need for a summer program?

One of the things we say as principals is that if we only had more time with students, it would really help us to focus and zero in on areas that are challenging them.

In coming to Alta Vista, working with children who come in with varied backgrounds, we found that they were coming to school less prepared. Their vocabulary and language skills were where they struggled. That, of course, is the foundation for reading, for oral and written language, to build on for other academic areas.

How did the Eagle Academy summer program start?

In 2012, we started the Eagle Academy with the help of Joe and Mary Kay Henson. They provided the financial support, but more so the mentorship and the belief in us as a school. We had five weeks to better prepare them for the school year. When we pretested and post-tested them, we found that it truly did make a difference. They were better prepared.

How did you go from helping students to educating parents?

In a case when you’re working with families that don’t have the same economic levels, many of their priorities are survival.

We want to be able to provide opportunities for our students and their parents to reach their goals. Our Parent University started during the summer of

2012, during our first Eagle Academy. We wanted to use this time to provide educational opportunities for our parents.

The courses we offered focused on parenting skills, strategies for school success and how you can work with your children at home, reading, math and English as a second language.

What needs do the students have that you hope to address?

The Patterson Foundation, Community Foundation and Rotary Foundation have come together, and we’re getting ready to start a dental program on campus for children, which is a tremendous area of need. So many of our children come in with toothaches. It’s a distraction, plus they’re in pain, and they shouldn’t have to be.

What’s next for the Eagle Academy and Parent University?

Our goal was always to create a program model to make sure it had the credibility and results to support to move it to other Title 1 schools. It’s not just about our children and our families; it’s about all children. This past summer, three other Title 1 schools in the north county started their own summer programs. Now, we have summer learning academies in the four farthest north schools: Alta Vista, Gocio, Tuttle and Emma E. Booker.

Rainer Scheer founded event and party company Chillounge Night in 2008.

The first time Rainer Scheer put on a massive entertainment block party for 2,000 people, back in Sarasota in 2008, he worked day and night to intricately plan every detail.

But even with obsessive preparation, he made one costly mistake: He forgot to hire security personnel for the VIP tent, so no one stood by to check if people had the special wristband for entry. “People were just walking in for free,” says Scheer.

Making sure to hire VIP security is one of many lessons Scheer has learned in the unique business venture he launched eight years ago, while the recession was just beginning to percolate. The company, and the events it puts on, is Chillounge Night.

Scheer calls each Chillounge night the “ultimate cool outdoor lounge experience.” Each event has an array of music and dance entertainment mixed with oversized lounge chairs and canopy beds, hip lighting and plenty of food and beverages. Scheer makes money off tickets, usually

around $20 a person, and sponsorships. “There’s nothing like this around,” he says.

Now Scheer aims to expand the party business outside of Florida, where he has put on 36 Chillounge Night and related events in eight cities statewide since 2008.

He seeks outside investors and partners, hoping to raise at least $500,000, which would enable him to put on Chillounge Night parties everywhere from New York to California.

“I would love to find a way to put a show on in Bryant Park in New York City,” says Scheer, a native of Germany who moved to Florida in 2002. “If you can make it in New York, you can make it anywhere.”

Around 98,000 people in total have attended either a Chillounge Night or a more recent addition to the chill lineup, Cirque du Chill, says Scheer. Locations, in addition to Sarasota, have included St. Petersburg, Orlando and Boca Raton. Chillounge Night events, on average, cost about $40,000 to put on, while more complicated Cirque du Chill events can cost at least $80,000. That covers everything from permits to use streets and parks to food and entertainment.

All but three of the 36 events, says Scheer, have been profitable. Yet he says there’s little money left for marketing, which is one way outside investors could

help grow the business. He thinks with enough funding, he could do closer to 20 events a year, and create additional themes and formats. More events, Scheer projects, would also help reel in national sponsors.

“The great thing with this outdoor party is that you get to create the atmosphere,” Scheer says. “If we had more money behind this, we can take it really far.”

Scheer started Chillounge Nights on something of a whim, when business stalled at the art gallery he ran on Palm Avenue in downtown Sarasota. Scheer wanted to create a classy, upscale event where people could just chill and relax. He flew to Jakarta, Indonesia, in late 2007 and bought three truckloads’ worth of outdoor lounge gear. His furniture-buying binge cost about $80,000 — an investment Scheer says would have cost at least $300,000 if he bought the goods stateside.

In the early days, Scheer rented Ryder trucks to haul around the furniture. Now he rents three semi-tractor trailer trucks, and he leases a 9,000-square-foot warehouse to store the furniture.

“At first some people thought I was crazy, and it was a big risk,” says Scheer. “But I thought, ‘How can you go wrong when you put 2,000 people in the street?’”

Her legs were burning from the sheer vertical nature of the Dyke Trail, in Crested Butte, Colo.

It was only supposed to be 4 miles.

The Sarasota High senior’s cross-country training runs were longer than that. She could practically run 4 miles in her sleep.

Or so she thought.

Halfway through the Team Prep USA workout, Lyons, 19, realized she might have given herself too much credit.

But even as her body was telling her to give in, she couldn’t stop pressing on.

It wasn’t until she was standing at the top of the mountain looking out over the horizon that Lyons realized just how far she had come.

“I learned I can push myself even when it’s hurting — so many minutes before I’m done,” Lyons

said. “I’ve learned I can not only push myself through the level of hardness, but I can go through to the level past the hardness.”

The realization that she can persevere even when the odds seem insurmountable has given Lyons a sense of calm heading into her final cross-country season.

In her first meet of the season, Lyons crossed the finish line in 19 minutes, 37 seconds to win the Girls Elite Division of the Bradenton Runners Club XC Invitational Sept. 3, at G.T. Bray Park, beating Riverview’s Elayna Goodman, the second-place finisher, by nearly 30 seconds.

“She doesn’t think out there on the course and runs with her heart,” Sarasota coach John Stevenson said. “She goes out there and competes no matter what.

She doesn’t care who is racing or what course. She will go out and give everything she has.”

Lyons credits her early season success with the work she put in over the summer training at altitude.

The Team Prep USA camp, where Lyons spent most of July, brought runners from across the country together to train for two weeks around Crested Butte, Lake City and Gunnison, Colo.

Following the two-week camp, Lyons opted to stay for a more

intense two-week session. It was unlike anything Lyons had experienced before.

“It was quite challenging,” Lyons said. “The hills … When we first did a hill run, I wasn’t expecting quite that big of a hill.

I definitely pushed myself out of my comfort zone.”

The closest thing to a mountain that Lyons had ever run up against was the Celery Fields, in Sarasota.

“It wasn’t even comparable,” Lyons said. “This is nothing compared to what we did in Colorado.”

As if climbing a mountain wasn’t hard enough, Lyons had to learn how to breathe in the process. It took a good two weeks and a couple bloody noses before Lyons got used to training at altitude.

“It was kind of discouraging and embarrassing the first day because I wasn’t up with the top dogs,” Lyons said.

Eventually, Lyons, a two-time district champion, realized all she needed to do was push herself to the front of the pack.

“That really boosted my confidence,” Lyons said. “It makes me go faster and makes me want to train with the boys at practice now.”

to since she joined the Sailors cross-country team as a freshman. During her freshman season, set a personal best time of 18:51.

Since then, Lyons has become a better overall runner, having improved strength and efficiency, which has allowed her to excel on tougher courses when the competition is at its best.

Running has been a part of Lyons for as long as she can remember. As a baby, Lyons’ mother, Sarah-Jane Lyons, would run while pushing her daughter in a stroller.

When Lyons got a little older, the two would go for walks together. One day, Lyons decided to jog instead of walk. Jogging became racing, and racing became sprinting.

Now, the two run together and plan to run a marathon or ultramarathon together some day.

“It’s nice that we both have the passion to run,” Sarah-Jane Lyons said. “She keeps me motivated.”

A season ago, Lyons finished sixth at the Class 4A state meet.

This year, Lyons has aspirations of placing in the top 5 at states Nov. 5 and in the top 3 in her division at the Senior All-Star Meet the following week.

“I know there’s some pretty fast girls in our state, so I just want to push myself like I did in Colorado,” Lyons said.

“For every great race there are many harder ones,” Sarah-Jane Lyons said. “Running has taught her it is not the end of the world.

fter Sept. 11, 2001, we promised ourselves as a country we would never forget. In the 15 years since, the community has memorialized 9/11 in many ways.

Here, we look back on that day, which President George W. Bush began at the Colony Beach & Tennis Resort, and how the community has remembered it over the decade and a half since.

REMEMBERING 9/11 For Sarasota residents, memories of 9/11 are often tied into the visit of President George W. Bush, who was in Sarasota promoting the No Child Left Behind Act when the attacks occurred. The following revisits the events of that morning.

TUESDAY, SEPT. 11 6:30 a.m. — Bush begins a 4-mile jog on Longboat Key’s beach.

8:23 a.m. — Bush leaves the Colony Beach & Tennis Resort, heading to Booker Elementary to promote No Child Left Behind.

8:46 a.m. — American Airlines

Flight 11 strikes the North Tower.

8:51 a.m. — Bush arrives at Booker Elementary and is informed that a plane has hit the World Trade Center.

9:02 a.m. — United Airlines Flight 175 strikes the South Tower.

9:05 a.m. — As Bush listens to second-graders read a story, he is informed that a second plane has hit the World Trade Center.

9:15 a.m. — Bush leaves the classroom and goes to a holding room at the school, where he is briefed by staff.

9:30 a.m. — Bush addresses the world for the first time from

the media center at Booker Elementary. He says there has been “an apparent terrorist attack on our country.”

9:43 a.m. — As both buildings of the World Trade Center are ablaze, American Airlines Flight 77 crashes into the Pentagon.

9:55 a.m. — Bush arrives at Sarasota-Bradenton International Airport and heads straight to Air Force One. He waves briefly to the crowd before entering the aircraft, which departs immediately.

10:07 a.m. — After passengers and crew on American Airlines Flight 93 fight to retake the plane

from hijackers, the plane crashes near Shanksville, Pa. Mid-morning — Many Secret Service agents and most of the press corps are left behind at the Colony. Many agents worry about their colleagues, because the Secret Service has an office at the World Trade Center. Reporters continue to file stories while working on making arrangements to get back to Washington, D.C. 1 p.m. — Sarasota County Emergency Operations holds a meeting for local officials. The county determines that crews will remain on a heightened state of awareness.

After handing President George W. Bush the key to the city Sept. 10, 2001, Sarasota County Commissioner Carolyn Mason, then the city of Sarasota’s mayor, thought her job of welcoming the president was done.

The following morning, she was preparing for a flight to Tallahassee when she got a call from a coworker telling her to turn on the TV. “We didn’t go to the airport,” Mason said. “We went to City Hall.”

Less than 3 miles from City Hall, Bush was reading to a class of students at Emma E. Booker Elementary School and left soon after learning of the attacks.

Eight days later, Mason received a letter from Bush apologizing for having to leave so abruptly.

“I never expected to get a written apology,” Mason said. “I think that speaks to the kind of person he was and he is.”

South Gate neighbors to celebrate 60th anniversary The land that was once owned

On Saturday evening, members of the South Gate community will celebrate their neighborhood’s roots at a 60th anniversary party.

In the last six decades, the surrounding county and city have changed, and so has the South Gate community, located between Hyde Park Street and Bee Ridge Road with Beneva Road and U.S. 41 as its eastern and western borders.

The land that neighbors now call South Gate was once a part of the 80,000 acres of citrus groves planted by Bertha Honore Palmer along Phillippi Creek when she arrived in Sarasota County in 1910.

It wasn’t until the mid-1950s that developers Rolland King and Frank Smith began to mold 1,240 acres of the area into its current state.

Over the years, many developers have come in and incorporated their distinct styles of architecture — but perhaps none as prominently as the Sarasota school of

architecture’s Victor Lundy.

In 1956, Lundy added the neighborhood’s community center to the list of his landmarks in town. Other structures that showcase the Lundy style include the St. Paul Lutheran Church on Bahia Vista Street and Bee Ridge Presbyterian Church.

Located in the heart of the community at 3145 South Gate Circle, the center has become a point of pride for neighbors like Chris Kernan, a South Gate resident since 1990 who is also a real estate agent.

“It’s a historic structure,” Kernan said. “Even the pool is historical because it was the seventh permitted pool in Sarasota County and is the oldest one still in use.”

Neighbors will gather in that same structure for Saturday night’s party, where they will reflect on the community’s past with 1950s music and a dinner catered by local restaurants.

Kernan has seen how the area has changed and sees no signs of it slowing down.

“I think it’s a great community,” Kernan said. “When we moved in, there weren’t really that many kids around. Our daughter was 6 months old. Now, kids are everywhere. The next generations of families are moving in.”

At the July Sarasota Downtown Merchants Association meeting, members agreed to help local military personnel serving overseas through Operation Care Package.

This communitywide effort will collect packages of food and products that military members can enjoy while deployed, as well as coupons and gift cards they can use when they return. The packages will be sent overseas in time for the holidays.

“Our participation in Operation Care Package is an opportunity for downtown merchants and residents to show our friends and family members serving our country overseas that we are thinking of them and that we appreciate their service,” said Downtown Merchants Association Chairman Ron Soto in a release.

Labor Day Regatta celebrates 70th birthday

F

or those at the Sarasota Sailing Squadron’s 70th Annual Labor Day Regatta, Hurricane Hermine wasn’t a threat to the fun.

“I was hoping a storm would come so we would have some wind,” said Kay Brunsvold, 12.

Brunsvold was one of 300 participants in the annual regatta that kicked off Sept.

3. Sarasota Sailing Squadron Director Craig Bridges wasn’t worried about the storm either — in fact, he said Sept. 3 was a nicer opening day than many in past years.

For 13-year-old Terra Ehrhart, it was all about being out on the water and joining the rest of the sailing community. Ehrhart learned to sail six years ago, when her mom was a sailing instructor. In fact, many of the participants this year were carrying on family traditions and lessons as well.

Bridges, a past participant whose father also competed, said he’s starting to see the third generation of sailors coming in, including his children.

“For three generations to participate in all the same sport is pretty amazing,” he said.

Participants hailed from areas such as Miami, Clearwater, Jacksonville and even Georgia. The regatta included five race courses, as well as refreshments for participants, families and coaches.

300 sailors participated in the Sarasota Sailing Squadron’s 70th Annual Labor Day Regatta.
