Redistricting could cost county $250,000 The redistricting map the Florida House passed Tuesday would split Sarasota County in two, which critics say will shift congressional power northward.

If approved, it will also cost the county thousands of dollars.

Sarasota County Supervisor of Elections Kathy Dent has asked for an additional $250,000 for her 2016 fiscal year budget to pay for new voter information cards for about half of local registered voters if that map stands.

The Florida Legislature will meet for yet another special session in October to redraw state Senate districts, which could lead to even more changes for local voting districts.

It costs about $1 to print the cards, pay the postage and send out the voter notifications, as required by state law. The new funding would boost the Supervisor of Elections office’s budget about 5% to $4.89 million for 2016.

“We didn’t budget for this coming year for redistricting,” Dent said. “Fortunately, we have a budget workshop on Friday, so we can alert (commissioners) now instead of asking for it later.”

WORK STARTS ON OFFICE BAR SRQ Although the opening of Evie’s Tavern and Grill on Main Street has been plagued with delays from city permitting issues, owner Mike Evanoff is turning around a $35,000 renovation of another concept on the other side of downtown in less than a week.

Evie’s Tavern on Ringling Boulevard closed Sunday and will reopen following a facelift as Office Bar SRQ by this Friday, said General Manager Ryan Leline. The newly branded bar will feature more than 70 beers and a list

of craft cocktails, with hours starting at 2 p.m. weekdays and noon weekends to 2 a.m. throughout the week.

“It’s going to have less of a sports bar feel and more of a lounge feel,” Leline said, who seeks to attract professionals from downtown with the bar’s happy hour offerings.

In a previous interview, Evanoff said he had more elaborate plans for the site, which included outdoor seating an a no-smoking indoor area but would have been forced to spend more than $15,000 on permitting.

The Ringling College Library Association announced a change in speakers for the Town Hall 2016 Lecture Series.

Extend or end?

The city is intent on preserving downtown’s community redevelopment area. What can officials do to sway their hesitant county counterparts?

County Commissioner Christine Robinson is a critic of the current administration of the Sarasota Downtown Community Redevelopment Area, but she isn’t ruling out the extension of the tax district beyond its 2016 sunset date.

“I’m interested in seeing the city of Sarasota fix the current CRA before we talk about extending it or a new one,” Robinson said. “If I don’t see steps in that direction, coming to an agreement about a CRA is next to impossible.”

As the City Commission prepares to make the case for continuing the downtown CRA — a mechanism city officials see as a vital tool for urban core — questions remain about how they’ll get their counterparts in the county on board. The county hasn’t embraced the extension of the CRA, but as Robinson indicated, the door is open if commissioners hear a compelling case.

Even before it can approach the county, the city has found drafting such a case may prove difficult. At Monday’s City Commission meeting, the board was divided when it discussed the future of an extended CRA, with multiple residents urging the city not to cede too much control in an attempt to keep the district alive.

Andy Dorr served as chairman of the Downtown Community Redevelopment Area Extension Study Committee, an advisory board jointly appointed by both commissions to report on a potential extension. After unanimously recommending a 30-year extension and several changes to the Community Redevelopment Agency in April 2014, the board’s report has gained little traction.

On Monday, Dorr spoke before the City Commission. Along with city staff, he offered advice on how the city might get the county to agree to an extension.

members each from the city and county commissions alongside staff during the next 14 months.

That team would identify a number of crucial points: potential projects that could be funded with CRA money, a new management structure, new boundaries and a new split of tax money. In 2014, the extension committee endorsed similar changes.

“I think we’ve found common ground — recommendations that were unanimously gathered by that 10-person body, which will improve the CRA,” Dorr said.

Robinson said that since at least 2007, the city’s management of the CRA has been a problem.

Dating back to 1986, the percentage of tax money spent on actual brick-and-mortar projects has declined, while administrative costs have risen. Dating back to the early 2000s, county officials have complained that CRA funds weren’t being spent on their intended purpose.

“The fact that it hasn’t been fixed tells me that we have a problem in understanding what CRAs are intended for,” Robinson said.

“We’ve lost many capital dollars as a result of pouring money into other things.”

Right now, the Community Redevelopment Agency — the governing body overseeing the CRA’s operations — is the Sarasota City Commission. Throughout the state, Deputy City Manger Marlon Brown said, counties have expressed an interest in having a greater degree of control over their CRAs. The CRA extension committee suggested a new Community Redevelopment Agency board comprising two city commissioners, two county commissioners and three citizens appointed by the county. On Monday, however, City Commissioner Susan Chapman balked at the idea of “ceding control” to the county, expressing a fear that the majority opinion of elected city officials could be overruled under a new system.

Vice Mayor Suzanne Atwell was on the other end of the spectrum.

In making its case for the extension of the CRA, city officials have argued it’s vital not only for the city but for the county and the region as a whole. With that in mind, Atwell suggested a more regional governing body made sense.

“Why shouldn’t the county be involved?” Atwell said. “Why does the city have to have total control over this?”

Commissioner Liz Alpert gave credence to both sides of the argument. She shared the concern regarding unwanted projects moving forward over the objection of the city, but she did not want to rule out restructuring for fear of alienating the county.

“I don’t see how else we get the county to go along with extending it,” Alpert said.

Dorr said he understood the concern, and he originally supported keeping the City Commission in control of the CRA. Still, if the governing body of an extended CRA were to work on a new plan to help guide its next 30 years or so, it would involve significant public input and vetting.

Through that process, Dorr said, a cohesive, widely supported vision would be established.

When it came down to it, he was confident other issues would sort themselves out. Above all, his priority was keeping the CRA itself afloat.

“I felt it was more important to do the heavy lifting in the community than it was to squabble over it,” Dorr said.

WHAT IS A CRA? The Sarasota Downtown Community Redevelopment Area, established in 1986, was designed to combat slum and blight in the heart of the city.

It gets its money through tax-increment financing (TIF). In both the city and county, tax revenue within the CRA above the baseline established in 1986 must be spent within that area, rather than going to a general fund. Trouble brewing amid North Trail Starbucks talks Lingering issues challenge the harmony between Tahiti Park residents and developers of a proposed Starbucks.

Jennifer Ahearn-Koch, president of the Tahiti Park Neighborhood Association, wants to be clear that she’s not opposed to new projects in the area as a rule.

As a developer works on plans to bring a Starbucks to 1603 N. Tamiami Trail, she’s effusive with praise for the company’s employees. She recounts a story of how she sent an email to Starbucks CEO Howard Schultz, concerned the project might displace some of the neighborhood’s canopy trees. Within two hours, she was on the phone with a vice president who soothed her concerns.

“He said to me, ‘We want no part of tearing down and destroying a community and destroying those canopy trees,’” AhearnKoch said.

Still, cordiality can only do so much to smooth over genuine disagreement. Four months after Ahearn-Koch first shared her optimism regarding the conversation surrounding the project, some issues Tahiti Park residents wanted addressed still linger.

tree canopy, people in Tahiti Park are concerned by the impact of additional traffic on Hampton Road, the sole point of ingress and egress for the neighborhood.

Starbucks has embraced several suggestions from Tahiti Park, but the Hampton entrance has not been touched. The options are limited. Although Ahearn-Koch would like to see all three of the cafe’s curb cuts on U.S. 41, the Florida Department of Transportation doesn’t want more than two ingress/egress points on the state highway.

Already, cars have trouble getting into and out of Tahiti Park during peak hours. A traffic study estimates Starbucks will add 96 trips to the roadway at an afternoon peak, more than doubling the average of 64 it gets currently.

The volume will only increase during the morning peak hours for the coffee chain, AhearnKoch said. With that in mind, she’s trying to get whomever she can — developers, city staff, FDOT officials — to side with her on the Hampton entrance.

“I just need a human to stand there and look at it and say, ‘Yeah, this is really dangerous,’” AhearnKoch said. “I can’t see doubling or tripling the traffic and adding to it.”

Let it snow?

A vending permit for the Baltimore Snowball Factory could lead to a more active Five Points Park.

Forget benches: If the city administration’s vision comes to fruition, Five Points Park may include a vendor and café area as new amenities in the near future.

Although that vision is still being sketched out, one business has emerged as a potential trial balloon as a temporary vendor: the Baltimore Snowball Factory.

Owner Eric Garfield said he’s excited by the opportunity, and thinks his snow cone operation would be a good fit for the park.

“Hopefully it’s just somewhere where a kid can spend a couple of bucks and get something he likes to beat the heat,” Garfield said.

That change is part of a larger conversation as the city has given serious consideration to the future of the downtown park this year. New landscaping is a definite. The return of once-banished benches is a bigger question mark, but one for which some city commissioners have already signaled their support.

At Monday’s City Commission meeting, City Manager Tom Barwin revealed the city is thinking bigger. He asked for the board’s permission to solicit a vendor for the park on a short-term trial basis of perhaps 90 days. He’s interested in gauging the interest

of businesses near the intersection of Orange Avenue and Main Street, currently closed for the construction of a roundabout.

The Baltimore Snowball factory opened just over a year ago along Orange Avenue, and although Garfield says the city has been eager to help with any issues, he admits his business has taken a hit since construction began.

He’s still sussing out the potential configuration with the city.

Still, he knows it will be an opportunity to promote a business Barwin described as a perfect fit for the park in the late summer.

“I’d have some type of setup where my logo can be seen, where customers are aware of my product and what it is, and customers can have the opportunity to be refreshed,” Garfield said.

Despite Five Points Park’s classification as a passive park, Barwin said there is a growing push from residents to create more activity there. That may have been inspired by the Sarasota Farmers Market, which held a Wednesday event in the park from November through April.

Eventually, the city began to entertain the option of creating a café setting along the wide sidewalks of Pineapple Avenue. The construction at Main and Orange gave the city an opening to experiment with the park, while also

offsetting the pain of at least one business.

Barwin pictures maybe six small café tables to begin with, though the number and precise location are subject to change.

“That outdoor environment is so beautiful, and downtown is so beautiful, and there’s so much to enjoy,” Barwin said. “We want to, I think, look at experimenting with activating the park a little bit.”

HITTING THE BENCHES

On Monday, Vice Mayor Suzanne Atwell took up the cause of adding benches back to Five Points Park, setting the issue for a future commision agenda.

Downtown Improvement District board member Ron Soto has asked the city to return those benches, removed in 2011 in an attempt to discourage the gathering of homeless individuals.

Although Atwell voted for the removal at the time, the passing of time has changed her mind.

Still, not everybody is ready to see the benches return. Barwin acknowledged the lingering concerns but he said any changes would invite a wider swath of the community to use the park.

With an increased emphasis on combating homelessness and

creating a more walkable community, a more inviting park environment would be a natural extension of the city’s goals.

“I think once we have these challenges managed, you will see a community interested in more strolling, more sitting, more outdoor opportunities,” Barwin said.

He added that the tables and chairs could be stored at night, that the entire project could be adjusted if problems arose or residents raised legitimate criticisms.

If the city doesn’t give it a shot, he says, it will never know if the idea is a viable one.

“We can use that as a gauge to see how it works — or doesn’t,” Barwin said.

Home to roost Meet Randy the Rooster, the new resident who has neighbors of an Osprey subdivision crowing over his reputation as a troublemaker.

When Daniel Knauf agreed to step in as president of the Park Trace Estates Homeowners Association, he knew he wasn’t assuming the most glamorous position.

A resident of the Osprey subdivision for a decade, he’d seen the type of eccentric personality that such a residents group could occasionally attract. He’d also read some far-out stories, including one about a Fort Myers man who parked a tank in his driveway to protest his association’s ban on pickup trucks.

“I expected some craziness from my research and my experience,” Knauf said. “I did not expect to have to deal with a rooster.”

And yet, that’s exactly the issue he’s been grappling with this summer. Over the past four months, the presence of the somewhat-affectionately named “Randy the Rooster” in Park Trace Estates has given Knauf a previously unthinkable experience.

He’s discussed rooster-related

issues at neighborhood meetings, reached out to animal services and even ordered a 16-ounce bottle of a product called Rooster Booster Poultry Insect Repellent online.

Still, the problem persists — and Knauf is determined to solve it.

“I’ve got a sense of humor,” Knauf said. “It’s an absurd kind of situation. Right now, though, the rooster’s gotten the better of us.”

When one imagines the havoc a rooster can wreak within a community, the first image might be ill-timed crowing. People living near the Legacy Trail entry point Randy frequents have complained about the bird’s noise, but the trail of destruction doesn’t end there.

It extends 50 feet or so, to Bay Street and Willow Bend Way. Randy has gotten into the habit of digging up landscaping on an island there, sending a significant amount of mulch onto the street.

Although Randy has a reputation as a troublemaker, he’s also got his share of supporters.

(which was effective until the rain washed it away, he said).

“I don’t want to go after the rooster, because he’s cute, and people like him,” Knauf said.

Inquiries to the Audubon Society and Save Our Seabirds were unproductive. Dialogue with a landscaping company and a Venice animal rescue group has been inconclusive. Four months after Knauf first mistook Randy-related damage for shoddy landscaping, he’s no closer to a solution.

“If someone’s got a brilliant idea and they want the rooster and they’ve got a home for it, we’re listening,” Knauf said.

For residents of the 134 homes in the subdivision, one major question remains unanswered: Where did this rooster come from?

Knauf speculates it could have wandered off a nearby property, but a Randy sympathizer — who takes the time to feed him corn but did not want to be identified — doubts the rooster was ever in a domestic environment.

Although Knauf may not share the affinity for the rooster that Randy’s most fervent supporters do, he does admit the bird is cunning. He recounts times when the rooster came out to Knauf returning the mulch to the island area, seemingly mocking him in the process. Attempts to chase him

down proved unsuccessful.

“He’s not like a falcon or an eagle, but he can fly and go over a fence and land on the other side,” Knauf said. “He’s fast, and he’s smart.”

He might toss in some colorful language if asked for more adjectives. But for all the talk about Randy’s bad attitude, the rooster’s enemy status is largely a put-on.

Still, Knauf feels the homeowners association has to address the real problems the rooster is causing.

“I don’t have anything really against the rooster,” Knauff said.

“By rooster standards, he’s probably a really good rooster, but we don’t need a rooster tearing up our property.”

While Siesta Key Village remains the mecca of island nightlife and busy beach days, two sets of entrepreneurs are embracing the laid-back style of the south end of the Key, in hopes that their new breakfast offerings kick up business on the oft-ignored area south of Stickney Point Road.

Toasted Mango Café joined A Taste of Germany as the latest addition to the southern Siesta commercial district this month.

“A lot of people — I think especially on this end of the island — are coming for a quiet vacation,” said Kimberly Duffy, who with business partner Sandi Wagner expanded the Toasted Mango into Crescent Plaza Aug. 1.

“We’re going to bring some great food and friendly service,” said Wagner, who hopes the new restaurant makes the south side of the island a destination.

“We went in there the first morning it opened, and the food was excellent,” said Aaron Mobley, manager of the adjacent Big Water Fish Market. “Everyone

around the plaza has been busy.”

The new additions give businesses in the area hope for busier offseasons and more foot traffic.

“Everybody was saying that if you go to the south end, you’re not going to have any business,” said A Taste of Germany co-owner Tanja Hofmann. But a loyal crop of customers followed the bakery to the south end when it opened this summer.

But he’s hopeful about the investment in the area.

“Everything in real estate comes in cycles,” DeLieto said.

The dirty Clean Power Plan Every choice the president and Congress make is a tradeoff, not a solution. Once again, the states are usurped.

— Thomas Sowell Let’s take Thomas Sowell’s astute truism a step or two further: Every choice is a trade-off. And every choice has consequences — good, not so good, bad, maybe indifferent. The consequences depend on where you sit.

Activist politicians often ignore the trade-offs. They succumb to the addiction of power and influence — the power to shape your world as they see it should be. They use “the law” — force at the point of a gun — to achieve their desires, under the guise of “for the people.” But their choices typically come at many people’s expense. They talk about the glories of their choices and bury the tradeoffs and consequences.

This is especially so with Barack Obama’s Clean Power Plan, unveiled two weeks ago. Rather than let market forces — historically proven to be more efficient and humanitarian than any law, or rather than leave the 50 states to determine how electricity should be generated, Obama once again decreed how he will force electricity to be generated for them. You, nor your state, will have no choice.

Under the claim that he is “convinced that no challenge poses a greater threat to our future” — in other words, he has decided and decreed, every state must reduce its use of coal and reduce its power plants’ carbondioxide emissions, regardless of what each state is already doing.

This, he said, is a matter of national security and because “over the past three decades, nationwide asthma rates have more than doubled, and climate change puts those Americans at greater risk of landing in the hospital.” (He actually said that.)

“And that’s why I committed the United States to leading the world on this challenge,” Obama said from the East Room of the White House.

UNACCOUNTABLE REGULATORS

To be sure, there is ample constituency for climate change. We’ll not enter that quagmire. But what too many congressmen and Americans overlook — and this has been one of the defining disasters of the Obama reign — is his reach beyond constitutional bounds. For that matter, the reach beyond constitutional bounds of the Congress as well.

If you dare go into the quagmire of reading the Clean Air Act of 1970 — from which Obama and EPA believe they have the authority to rule — you see how Congress, in the process of making choices for what they believed to be the good of Americans, stupidly created bureaucratic monsters. You see how Congress gave unlimited powers to regulators who are not at all accountable to the electorate.

For instance, consider these two verbatim parts of Section 111(b) of the Clean Air Act: A) The Administrator shall, within 90 days after Dec. 31, 1970, publish (and from time to time thereafter

shall revise) a list of categories of stationary sources. He shall include a category of sources in such list if in his judgment it causes, or contributes significantly to, air pollution which may reasonably be anticipated to endanger public health or welfare (italics added).

B) Within one year after the inclusion of a category of stationary sources in a list under subparagraph (A), the Administrator shall publish proposed regulations, establishing Federal standards of performance for new sources within such category. The Administrator shall afford interested persons an opportunity for written comment on such proposed regulations. After considering such comments, he shall promulgate, within one year after such publication, such standards with such modifications as he deems appropriate (italics added).

The Administrator shall, at least every eight years, review and, if appropriate, revise such standards following the procedure required by this subsection for promulgation of such standards.

These two paragraphs, ordained by Congress and President Nixon, give the EPA administrator carte blanche over deciding what he deems to be pollution and how to regulate it. The public has no recourse. “… An opportunity for written comment.” Ha! Ah, you say, public recourse can be obtained in the courts. Perhaps so, but even the Supreme Court declined to address the unconstitutional overreach of the Clean Air Act to begin with. Instead, it ruled in 2007 that carbon dioxide, which all human life requires to survive, is a pollutant.

FOUNDERS’ INTENT EMASCULATED

The results of the choices and trade-offs Congresses and presidents have made ever since 1970 have been an ever-expanding, punitive, unaccountable, ideologically driven EPA. No clearer proof is Obama’s all-out war on fossil fuels, especially coal, which, by the way, supplies 30% of the nation’s power.

None of this should have occurred to begin with had all the previous Congresses and presidents for the past 40 years stuck to the U.S. Constitution. Yes, the Constitu-

But here are the essentials: • The EPA set new lower limits on CO2 emissions from existing power plants for each state, depending on each state’s current output.

• The EPA is ordering a reduction in carbon-dioxide emissions 25% below 2005 levels by 2020, and 30% by 2030.

• Each state will have interim targets it must meet beginning in 2020. Each state also must submit within one year a compliance plan or a plan developed in conjunction with other states.

• EPA is proposing states comply through four steps: 1) improving the efficiency of existing coal-fired power plants; 2) switching from coal to increased use of natural gas; 3) using more renewable energy or nuclear power; and 4) increasing demand-side energy-efficiency measures.

tion gives Congress the authority “to regulate Commerce … among the several states.” But rather than restrict and restrain themselves, as Amendment 10 proscribed (keeping undelegated powers reserved for the states), Congresses incessantly stretch their power by making choices and trade-offs that have emasculated the Founders’ original intent of a limited federal government.

Worse, in the tenure of Obama, the president repeatedly has usurped his authority. The Clean Power Plan is just the latest effort. If you read Article 2, Sections 2 and 3, of the Constitution, spelling out the president’s powers, nowhere does it give the executive the power to decree regulations. In fact, it states: “He shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary …”

On the Clean Power Plan, Obama did not ask for Congress’ consideration. He just did it.

In the wake of this latest dictate, economists far and wide have been decrying the future costs of the Clean Power Plan if it stands as the EPA ordered.

Using data from the Energy Information Adminstration, Kevin D. Dayaratna, a statistician and programmer at the Heritage Foundation, estimates the new EPA rules will: • Eliminate 1.19 million manufacturing jobs over the next 15 years; • Eliminate 4.3 million jobs overall over the next 15 years; • Cause the loss of $5.45 trillion in gross domestic product over 15 years; • Cost a family of four $13,310 in additional energy costs over the 15 years, or an average of an additional $887 a year.

These are Obama’s choices and consequences — the pursuit of his climate-change ideology by decree at the expense of so many Americans, and likewise ignoring Abraham Lincoln’s admonition that, “No man is good enough to govern another man without his consent.”

INNOVATING IN THE STATES

He also is ignoring how the 50 states and the private enterprises supplying power to their residents are innovating.

Florida Power & Light Co., which serves nearly half of Florida, is supplying power at monthly costs 25% below the national average and the lowest among Florida’s utilities.

FP&L’s parent company, NextEra Energy, which operates in 27 states, boasts CO2 emissions 55% below the industry average; SO2 97% below; and NOx 79% below.

At the same time, Duke Energy, the holding company for Florida Progress Corp., Florida’s second-largest electric utility, reports “even without federal regulations” reducing its carbon-dioxide emissions from its plants by 22% since 2005. Between 2011 and 2018, Duke will have retired 48 coal-powered generating units.

It is awaiting approval to build two nuclear power plants, one in Levy County. And it has started operating five natural-gas plants since 2011, emitting almost half the carbondioxide of coal plants.

A dozen states at least so far are filing lawsuits attempting to challenge and thwart Obama-EPA’s authority to coerce them into the demands of the Clean Power Plan. It would be better if Congress — Republicans and Democrats alike — had the sense, courage and will to do what the Founders prescribed: Limit the federal government’s reach, and let the states and their residents make their own choices. That would be the best solution of all.

end of the Civil War. Should the American flag, therefore, be abolished? What about the state flags of those states that practiced slavery, even those that did not secede? Aren’t they also “offensive?”

Lincoln himself said the war was not about abolishing slavery, but to preserve the Union. He did not emancipate the slaves until the war was half over, and then only in the states that seceded in the hope of sowing discord in the South because the Union was losing the war. Isn’t this offensive?

Down with the Lincoln Memorial and the $5 bill? The slave states were not threatened with abolition, so why did they fight?

Only about 7% of the households in the Confederacy owned slaves. Were the other southerners so concerned with the labor problems of a few slaveholders that they formed an army to support them?

Shelby Foote, in the excellent Ken Burns series, “The Civil War,” said it best.

The Yankees captured a southern soldier, clad in rags and asked him, because he obviously could not afford slaves, why he was fighting. He replied, “I’m fighting because you’re down here!” The fact is that the South did not secede until Lincoln called for 75,000 troops to be raised to invade the South.The flag in ques-

A group a local businessmen decided to do something about that and set forth to establish a historic district in our downtown. That accomplishment gave us the right to go to the Florida Department of Transportation (FDOT) and request a big brown sign out on I-75 which now reads, “Downtown Sarasota Historic District, next exit.” This enabled thousands of people interested in historic tourism as well as the general public to recognize our city as a place to visit.

The district, as well as our sense of place, is slowly being chipped away by owners, developers and architects who either are not aware of the designation of historic significance or just don’t care.

One thing that would help is signage and advertising of this unique shopping area.

Now, a once-in-a-lifetime opportunity exists to welcome residents and tourists alike to our historic district. A new roundabout is planned at the intersection of Main and Orange, the entrance to the Historic District. What a great opportunity to place a piece of art that celebrates our cultural and historic past.

have co-opted Lee’s flag for their dimwit pursuits, just as draft dodgers and others have used Old Glory as a sign of their own discontent. Their actions are irrelevant to that which either flag symbolizes.

There is no movement afoot to abolish our flag, just because some claim it offends them.

And even if it did, the Constitution gives no protection against being offended. It does, however, protect the right to offend. It’s called the First Amendment.

If Lee’s battle flag “offends” you, get over it. Stop trying to deny the rights of others who disagree with you. That’s the type of tyranny against which the South rebelled 150 years ago.

I find it amusing that so much focus is on the North Trail. Apparently, many folks haven’t traveled south on 41.

It’s disgraceful. I’ve recently returned from Naples, and its 41 is beautiful; shops and other establishments are behind foliage with tasteful signage. The signage on our South Trail is garish and ugly. The entrance to the country’s No. 1 beach has been an empty lot filled with weeds for several years — quite a welcome for tourists. Many of the old and outdated strip malls are partially abandoned.

How is anyone personally affected by slavery, which hasn’t existed in this country for over 150 years, much less a battle flag that doesn’t even symbolize it? They have hurt feelings? Why? Are these really hurt feelings or phony selfrighteousness in the service of political correctness?

Lastly, the creators of a thing are the only ones who can truly say what it symbolizes. It is undeniable that a few loonies

ark Lyons isn’t scared of talking about paid parking, despite its reputation in the community. He’s not jumping at the opportunity to talk about it, either, but as Sarasota parking manager, he is preparing for a serious conversation about a topic he says a city of this size must address.

A comprehensive parking strategy —a goal Lyons is pursuing — will go beyond paid parking. We talked to Lyons about outreach, changing residents’ attitudes and how parking ties in with larger issues in Sarasota.

How much of the city’s parking issues are a matter of outreach?

In our city and cities of our size, people are not thinking about parking, because they have the perception it’s just a small, quaint little town, and it should be easy. We’re subject to the same growth any city of our size or even big cities have.

It takes a long-term commitment to integrating our services, just continually talking about how we can benefit everyone.

That’s about identifying accessible parking. It’s about educating the public about the issues of parking — how parking can help eliminate this congestion in downtown, how we interact with transportation modes.

I tease our engineers and transportation people that the best way to improve our transportation and alternative mode systems is to create an on-street paid parking system. Quite frankly, once you do that, then the mind starts thinking there’s an alternative to coming down

and parking in the most convenient location we can find. We all want that, but realistically, is it worth an extra 10 minutes searching for the space? Is it worth the cost of travel? Should I travel by myself or carpool?

How do you reach people who say “I want to park without thinking about it,” if you can’t do that anymore?

This is the message I want to get out. Yes, it’s getting more difficult to find a parking space, but if you know where you’re going, it’s not difficult. If you know the time of day when congestion is greater, then you know you have options you can take advantage of. Do I want to be on the prime streets, do I want to be a block or two off or do I want to use offstreet parking facilities?

With paid parking, though, how do you get past the mentality of “this is the way it’s always been done?”

It’s funny, because this city had paid parking for, like, 27 years.

City Parking Manager Mark Lyons is focused on raising the level of parking knowledge within the community as a whole — among both residents and city staff. Following the completion of the State Street parking garage, Lyons is working with St. Armands Circle stakeholders on the possible development of a garage on the Key.

They were pulled down in the late ’60s. I think the mentality that it’s not ever going to work or be part of our community, that sort of overlooks the fact that we are growing. We aren’t growing — we have grown. If you look around, the growth is here.

If we develop paid parking, that helps manage a lot of the resources that are in place. Not in a sense that it just drives revenue, in the sense that it makes using these parking spaces easier

for the community. It allows us to improve the parking districts by taking those funds and being part of those districts. Then you get into the intrinsic value issues: we reduce the carbon footprint, we make walking in the community safer, it becomes more enjoyable.

So how do attitudes change?

We have to commit to understanding. We have to do things a little bit differently. I’m not pushing hard for paid parking. I

believe there is a time and place for on-street paid parking. The question is, can we mitigate or delay the implementation as long as possible to the point where it’s not a strain on the community, where it makes sense and helps the tax base continue to evolve? HIT AND RUN 12:52 a.m. — 3000 block of Palmadelia Avenue Property Damage: A man was inside his house when he heard a loud noise. He went outside to investigate the sound and saw a person running east. The man then noticed marks on the back of his father’s car, which came from a piece of concrete that had been thrown. The concrete hit the car’s back window, leaving a mark on the window and denting and scratching the back hatch.

HOSED 2:37 p.m. — 2100 block of Harvard Street Dispute: A woman reported that, after she returned from a weekend out of town, several children in the neighborhood told her other kids had been on her property while she was gone. The woman said one child, in particular, was a problem — he entered one of her cars just to sit in it, climbed a tree to walk on her roof and took a garden hose onto the roof to spray it on other children below. An officer invited the woman to discuss the matter with the child and his parent, who seemed to solve the problem among themselves.

SWEET TOOTH 2 p.m. — 1600 block of Eighth Street Dispute: Two individuals at an apartment complex got in a dispute after one accused the other of taking candy from a vacant apartment. The accused man said he had been sleeping and had not removed anything from the apartment. The accuser said he was sleeping in the vacant apartment, and when he awoke, some peanut butter cups were missing. He decided to confront the other man because he saw candy wrappers on the ground near the stairs of the apartment complex. The accused man wanted a report made because he was tired of the accuser causing problems in the complex.

Football Preview: Riverview High JEN BLANCO SPORTS EDITOR

With 14 underclassmen on its roster, the Riverview High football team lacks experience on both sides of the ball.

But the enthusiasm the Rams displayed throughout the offseason has coach Todd Johnson excited about the year ahead.

Riverview adds four new opponents to its district schedule this season, including Steinbrenner, Riverview, Lithia Newsome and Tampa Alonso. The seven-team district also features a pair of familiar opponents in Manatee and Palm Harbor University.

The Rams played several close games last season — five of which were determined by a touchdown or less — but were unable to post a district victory.

Riverview should be able to find a way to score this season with the addition of former Cardinal Mooney coach Josh Smithers, who is now the Rams offensive coordinator.

Senior Dominic Caldwell returns under center this season, and with a year under his belt, will be called upon to lead an offense that averaged 24 points a game.

Junior Areon Green and freshman Ali Boyce will split time in the backfield, as the Rams look to replace standout running back and leader Karan Higdon, who is now at Michigan.

Defensively, junior defensive back Zahondri Jackson returns to lead a defense that allowed at least 35 points in five games last season. The addition of safety Vince Sellers Jr., a transfer from Booker High, should provide a significant boost to Riverview’s defense, as the Rams look to make their mark in the district.

Riverview has made the playoffs just once in the last six years, but after turning over half of its schedule this season to make way for district contests, the Rams coaching staff is looking forward to seeing how the players respond this season.

Over the next week, we’ll be going inside the huddle with three more area football teams, as they prepare for the start of the regular season, which kicks off Aug. 28.

This week, the Sarasota Observer takes an in-depth look at Riverview and its goals for the upcoming season.

You’ll learn how the familiarity of the past is fueling Sellers on the field and why Johnson views the Rams youth as their biggest strength.

Familiar Focus After spending last year at Booker, safety Vince Seller Jr. is looking to make a name for himself at his father’s alma mater.

JEN BLANCO SPORTS EDITOR SARASOTA — Vince Sellers Jr. is finding strength in the familiarity of the past.

On Friday night, Sellers will suit up for Riverview High — his third team in as many seasons — and step inside the Ram Bowl for the first time.

But Sellers won’t be alone.

Defensive backs coach Jim Anderson, who coached his father, the elder Vince Sellers, at Riverview, and Josh Smithers, his former head coach at Cardinal Mooney, who is now an assistant at Riverview, will be on the sidelines to guide him.

But the 5-foot-11, 164-pound junior safety recognizes that familiarity also comes with its own expectations.

“They helped me get a chance because they know I can play the game,” Sellers says. “They also expect a lot from me because they know what I’m capable of. Coach Anderson also knows my dad, and he knows my dad is really tough.”

Sellers began playing football when he was 6, in large part because of his father, who also was a defensive back for the Rams.

“He thought it would be a great sport for me,” Sellers says.

Sellers Jr. grew up playing running back before transitioning over to safety during his freshman season at Cardinal Mooney. Sellers Jr. finished with three interceptions to go along with a pair of rushing touchdowns.

“It’s like the quarterback on the field,” Sellers says. “You get to be a leader, hit people and still go up for an interception. It’s a lot of fun.”

Following his freshman year, Sellers transferred to Booker High, where he helped lead the Tornadoes to a district runner-up finish and a berth in the playoffs.

It was during his sophomore season at Booker that Sellers further developed his skill set under the guidance of defensive backs coach Dwight Henry, who played for East Carolina University and SEE TRANSITION PAGE 16A

IN HIS OWN WORDS Who is your favorite player?

Adrian Peterson. He’s tough, dedicated, and he’s really passionate about playing football. He’s also really smart on the field.

If you weren’t a safety, which position would you want to play?

Running back. It’s my old position. I’m pretty fast and tough through (adversity). If it’s third-and-1, and you need a first down, I’m the man to go to. I’m the athlete.

Do you have any pregame rituals?

I pray before every game.

I get down on my knees and thank God for allowing me to play the sport

that many people wish to play. Then, I look up in the stands to my mom and dad and pad up.

Do you play any other sports?

I think I’m going to run track and try and play basketball this year.

What’s one thing that people might not know about you?

I’m good with computers, especially fixing them.

What’s your favorite pregame meal?

Pasta. It’s just a really healthy and good meal to eat.

What is the strength of this year’s team?

I would say our youth. A lot of times that can be a negative, but these guys are eager. Right now, they are playing above their grade level, and they know that we’re going to be counting on them. Knowing they are so young, we’ve still got a ways to go, but we’ve seen a big improvement from the spring to now.

What’s the one area that you’re looking to improve on the most from last season?

We need to be sound and not make pre-snap mistakes and the mental mistakes. We can’t hurt ourselves.

Sharks win FLAGS championships The Sarasota Sharks won the 2015 Long Course Florida State Age Group Championships July 16 through July 19, at the Selby Aquatic Center.

More than 65 teams competed in the four-day event, which featured Florida’s top swimmers ages 9 to 14. The Sharks have won 21 of the last 22 state championships.

“We’re proud of the hard work and dedication that our swimmers put into the program,” Sharks coach Brent Arckey says.

Yanez, who was ranked 17th, defeated Aili Hietala (6-1, 6-1) and Calissa Dellabarca (6-0, 6-1) to open the tournament.

In the round of 32, Yanez defeated No. 1-ranked Brooke Theis 7-5, 6-2. She then came from a set down to beat Robin Montgomery 5-7, 6-3, 6-1.

“He taught me how to cover and how to play off the receiver,” Sellers says. “I learned most of my game there.”

In the offseason, Sellers decided to transfer to his father’s alma mater, where he plans to finish out his high school career.

Sellers has yet to play a down for Riverview, but he’s already been pegged as one of the leader’s of the Rams defensive — a role he is more than ready to tackle. Sellers looks to use his vocalness on the field to hold his teammates accountable as the Rams look to get back to the playoffs for the first time since 2013.

“I’ve had a hard time moving from school to school, but Riverview is a nice fit,” Sellers says. “I really enjoy them, and they really enjoy me. I enjoy the surroundings. We’ve got some really dedicated people, and the players are passionate about playing football.

’45 alive

Sarasota resident Edward Reynolds served during World War II as a B-17 pilot. During a flight between Casablanca, Morocco and Marseille, France, Reynolds received a radio call that Japan had surrendered.

“I asked (the caller) to call the base in Marseille and ask them if they knew the war with Japan had ended,” Reynolds said.

When he returned to the United States a year later, he found his mother had kept an article that credited Reynolds with being one of the first to spread word to Europe that World War II had ended.

n Aug. 15, 1945, news spread across the United States and abroad that Japan had surrendered, signifying the end of World War II. The announcement triggered a domino effect of celebrations in Allied countries around the world.

Veterans, families and members of the community gathered Friday afternoon, on the Sarasota bayfront, to commemorate the 70th anniversary of the victory over Japan, also known as VJ Day. The emotional tribute began with the crowd joining in to sing “The Star Spangled Banner” together.

Loren Pittman, American Legion Post 129 chaplain emeritus, addressed guests and asked those who lived the day to remember it.

“This day is recorded in history as the day the world had peace,” Pittman said.

Sarasota City Commissioner Suzanne Atwell attended and read a proclamation from the city to commemorate the 70th anniversary of VJ Day. On Saturday evening, the celebration continued at the Goodwill Manasota Spirit of ‘45 Dinner. To the tune of Count Basie’s “One O’Clock Jump,” the dance floor of Robarts Arena came to life.

More than 500 veterans and their guests attended the event.

The celebration was a 1940s-style welcome home party, complete with performances by swing dancers and the Sarasota Jazz Project.

JEAN WHITE Jean White served in the Navy from 1944 to 1945, in Washington, D.C., where she worked on a research project with Northwestern University to improve the aim of guns on planes.

She remembers where she was when the end of the war was announced.

“I was home on leave with my mom and dad, so I didn’t get to celebrate,” White said. “We were happy the war was over.

We were very sad that we had to drop the bomb, and I still feel sad about it.”
