his week’s Sarasota City Commission meeting was pushed back a day in observance of the Fourth of July, but Tuesday’s meeting included its own fireworks show.

During an agenda item discussion of the commission’s reviews of charter officials (see page 7A), Commissioner Susan Chapman read off a list of issues with City Auditor and Clerk Pamela Nadalini.

That included critiques of Nadalini’s allegedly abrasive management style, concerns about personnel turnover in the auditor and clerk’s department and criticism of a dispute between Nadalini and City Manager Tom Barwin over a recent funding request.

Here are some of the most explosive excerpts from the meeting:

“I had several meetings with staff members — some of them off-site because they were so afraid of retaliation — in which they told me there were staff meetings in which the city auditor and clerk was screaming, threatening, berating.”

“Often times, commissioners get involved in personnel matters, and it tends to cause employees to go in a direction, sometimes, outside of what the truth may be.”

“I am very, very concerned — and have been concerned for a very long time — about the long-standing rivalry the clerk has with the city manager’s office.”

“I have the right to present my budget. I felt the city manager wasn’t extending that same respect to me as I think I’ve always extended to him. That was a matter I felt he needed to understand — that he was, in fact, violating the charter.”

“I recognize that my assessment this time is an outlier, but I think we need to evaluate the facts. I’m anxious to hear (Nadalini’s) report, but there’s more fire than smoke here.”

“Obviously, this is my first time hearing all of the concerns. I don’t wish to, with all due respect, play into the theatrics of how it’s been presented. ... Much of it has been sensationalized.”

Tube Dude circles back to downtown Three years after leaving downtown Sarasota for St. Armands Circle, Scott Gerber is taking his Tube Dudes back to Main Street.

On Aug. 1, Tube Dude LLC will open a storefront for the quirky metallic stick figurines in the former Victoria Blooms building at 1818 Main St. Gerber said he will remodel the historical property, which was built in 1929, to look like a Tube Dude’s home.

“There’s going to be a Tube Dude bedroom, Tube Dude living room and Tube Dude office,” said Gerber, who signed a two-year lease. “The kids are going to go crazy over this.”

The store will feature at least $100,000 worth of merchandise, including some items he hasn’t been able display in the past.

Those include Tube Dude toilet paper holders and hand towel displays.

Gerber said he has struggled with foot traffic on St. Armands for a variety of reasons, including the Coon Key Bridge construction and is having issues with the hundreds of trucks that drive through the Circle for Longboat Key’s beach renourishment project.

“I swear to God, I’m going deaf,” Gerber said. “If I don’t leave here, I’m truly concerned about my longterm health.”

BAIL-OUT PLAN? Sarasota County could spend more than $5 million on jail maintenance costs by 2021, but even bigger challenges could be on the docket.

T

he north wing of the Sarasota County Jail towers over the courthouse on Main Street. Its clean, utilitarian edges contrast with the ornate details of the historic courthouse, but inside, the jail reveals its rougher edges.

The building is a combination of three wings built between 1975 and 2002, all of which have their own challenges today. The north wing is the newest, but even in its spacious, well-lighted cell blocks, large, rust brown commercial fans sit in the common areas to compensate for an inconsistent cooling system.

In the east wing, cracks and chips color the windows, and what’s left of the paint on the floor is a dull bluish-gray.

Then there is the west wing. It’s the oldest and the most worndown of the three. Built in 1975, it will be receiving the bulk of the county’s planned maintenance slated to take place between now and fiscal year 2021. Lighting, cell door controls, piping, air vents and windows will all be upgraded or replaced in the next five years.

The county has already invested nearly $2.6 million toward improvements since 2014. Jeff Lowdermilk, Sarasota County’s facilities manager, has identified what he believes are the most pressing issues to be addressed between now and 2021. The price for that maintenance totals just more than $5.4 million.

But many problems go beyond structural and maintenance issues.

The jail teeters on the edge of overpopulation.

There are 1021 beds available in the jail, but that doesn’t mean the facility can hold 1021 inmates.

Populations must be segregated based on a person’s age, the degree of the charges against them, their sex and several other categories. That decreases the jail’s operational capacity to 867 people.

Lowdermilk told county commissioners June 8 that the jail is expected to reach its operational capacity by 2020. During a June 14 tour of the facility, sheriff’s department staff estimated the jail was either at or over capacity.

Although no formal plans have been discussed, the facility’s limitations combined with its growing population suggests the county may have to answer a larger question in the near future: What happens when inmate populations outgrow the jail?

GROWING PAINS

The conversation about the jail’s future dates back more than a decade. Beginning in 2004, the county discussed the potential need for a new jail — with an estimated cost of $84 million.

“Jail expansion has been discussed for a number of years,” Lowdermilk said. “It has primarily centered around capacity and population rates.”

The recession compromised the county’s ability to pursue such a project.

The plumbing pipes in the east wing cell blocks were constructed in such a way that, if a there were a malfunction, potentially 16 inmates would need to be relocated in a facility already short on space.

“I don’t know if they’ll ever find a remedy for that,” said Capt. Brian Meinberg, commander of the Sarasota County Sheriff’s Offices’s operations bureau.

The only way to communicate with inmates inside cells in the west wing is through a hole in the wall covered on either side with a flat, metal cage. Small vertical windows limit deputies’ ability to see inside. The Sheriff’s Office says limited sight lines leave deputies and inmates alike at risk.

Deputies say they are unable to anticipate a potential threat, and the cell block’s structure creates potential for self-harm, delaying the deputies’ ability to respond in case of an emergency.

“You’re not going to maintenance your way out of the problems we’re having,” said Maj. Jeff Bell, the courts and corrections division commander. “It’s not just a maintenance issue.”

FUTURE FIX?

According to John Breaud, who works in the county office of financial management, the county would need to hold a referendum to get voter approval to borrow the money necessary to construct a larger facility.

“It costs a lot of money to build these things, and we’re kind of constrained on the land as is,” Breaud said.

Though there are no plans for a new facility, commissioners and county officials alike agree jail maintenance is now a priority.

County Commissioner Christine Robinson said the issues with the jail are compounded because the county is now having to catch up on some maintenance that was deferred during the recession.

With an election set for November, the facility’s challenges will likely demand long-term solutions from the next commission.

For now, the board is focused on preserving the existing building.

“That will certainly be a decision for the next commission to make,” Robinson said. “Regardless of when that decision is made ... we still need to maintain the facility that we have.”

At a City Commission hearing Tuesday regarding plans for a Main Street bar, a strange thing happened: More members of the audience spoke in favor of the proposal than in opposition.

Plans to bring the St. Petersburg cocktail lounge and tapas restaurant Cask and Ale to Sarasota got approval from city staff and the Planning Board in May, but the public input at that point was decidedly one-sided.

As the business sought permission to use a liquor license at 1548 Main St., the city received letters from more than 30 downtown residents urging staff or Planning Board members to deny the request. At the Planning Board meeting, seven of the 10 public speakers were opposed to the proposal.

The resident feedback ultimately led the City Commission to set a second public hearing regarding Cask and Ale. It’s unclear what impact the public commentary had, but on Tuesday, the commission voted 4-1 to allow the major conditional use needed for Cask and Ale to open.

During the hearing, age repeatedly served as the dividing line between supporters and opponents. Proponents saw the upscale bar as an draw for younger people, while the older-skewing group of downtown residents said the confluence of nightlife establishments is a drag on quality of life.

Geraldine Collato, 37, moved to Sarasota in 2012. She went to City Hall for the first time Tuesday, motivated to speak in support of Cask and Ale after learning of the hearing from her boyfriend, who works as a bartender.

She said she understood some of the concern from downtown residents, pointing to bars such as Smokin’ Joes and Ivory Lounge as the source of many issues they raised. Having visited Cask and Ale’s St. Petersburg location, she saw the proposal as a refreshing alternative. A business offering specialty cocktails priced between $10 and $15 is less likely to create a loud and disorderly environment downtown, she said.

“I think there is a way to coexist in this town,” Collato said.

“They can’t ignore the fact there are young adults here craving places like this.”

Cask and Ale owner Jeff Catherell said most of the opposition to his plans came from the over40 crowd. He agreed to a series of conditions tied to the approval regulating noise, the transfer of the liquor license and the hours of food service.

He said many of the opponents were objecting to the general proliferation of businesses serving alcohol on Main Street. He pointed to large restaurants and bars such as Tequila Cantina, Red Clasico and Evie’s on Main — all of which use an “SRX” liquor license for restaurants, because they have 150 seats and make at least 51% of their revenue from food sales.

Regardless of how the city treats applicants such as Cask and Ale seeking to use a “4COP” liquor license for nightclub use, larger businesses can still find a way to fill the demand for nightlife attractions. If Cask and Ale were denied, Catherell said Evie’s could move in and knock down the wall between the two sites.

“You can’t stop any SRX place from coming into downtown Sarasota,” Catherell said. “It’s state law — if they meet all those requirements, they’re going to open no matter who wants it or not.”

Before the vote, multiple commissioners specifically commented on the bar’s appeal to millennials.

“We don’t just want to be a retirement community — we want young professionals,” Commissioner Liz Alpert said. “That’s what we say all the time, that we want to find a way for people to stay here.”

to a younger crowd without pronounced negative side effects.

“It was crowded,” Eddie said.

“There were young professionals there, doing what they would be doing at a nightclub on the weekend. It was a civil environment; everything was contained inside.”

MAJOR MALFUNCTIONS

Commissioner Susan Chapman, who cast the lone dissenting vote, said her opposition was rooted in questions of enforcement.

The city manager has the power to revoke a major conditional use if a business is not consistent with the terms of the approval. To date, the city has not withdrawn such an approval for any business.

“The experience is there is no adequate enforcement mechanism for any of these major conditional uses,” Chapman said.

Ivory Lounge is frequently cited as an example in cases like these.

Originally pitched as a wine bar and jazz lounge, the business quickly transformed into a bona fide nightclub.

This has caused some downtown residents to view new proposals with skepticism — but it’s also changed the way businesses apply for major conditional uses.

The proffers Catherell attached to his approval were designed to give the city more oversight and prevent a new owner from using the liquor license while changing the concept of the bar.

Commissioners who voted to approve Cask and Ale said enforcement was an important topic for the city to focus on going forward. At a future commission meeting, City Manager Tom Barwin plans to discuss strategies

for ensuring bars are adhering to the proper regulations, including the possible establishment of an annual review of the city’s liquor licenses.

Ultimately, the majority of the commission indicated an interest in having a broader conversation regarding downtown bars — but they thought Cask and Ale shouldn’t be held up in the process.

“There’s no excuse for no enforcement,” Alpert said. “We’re the commissioners of the city, so it’s up to us to make sure that happens.”

Although Cask and Ale owner Jeff Catherell was confident the City Commission would approve his proposal, there was a lot at stake for the business.

After the Planning Board voted 4-0 to recommend approval, Catherell invested $270,000 into a liquor license for the bar. He said he spent around $200,000 more on construction at the Main Street property before the City Commission decided to hold another public hearing on plans for Cask and Ale. Even after gaining approval, the delayed decision has hurt Catherell’s bottom line. He hoped to have Cask and Ale open in advance of the Fourth of July weekend; now, he says it’ll be another month or two before the business is ready for customers.

One reason for delay is the need to find a new chef. Catherell had lined up a chef for the original opening date, but the deal fell apart once the opening was pushed back.

“It’s sad that, based on their decision to delay this, Sarasota lost a great chef,” Catherell said.

The simmering tension between the city and Siesta Key residents could come to a head if and when the Florida Department of Environmental Protection issues a permit for the Army Corps’ Lido Key renourishment project.

Big Pass plans set stage for legal battle As a Siesta Key group ramps up for a lawsuit, Lido Key residents are urging the city to prep for the sand storm.

For years, it seemed clear that Siesta Key residents would do whatever it took to prevent the city of Sarasota from dredging Big Pass to renourish Lido Key. Now, the group is formally organizing support to take legal action against the city and the

Florida Department of Environmental Protection.

In 2014, Save our Siesta Sand 2 retained Carlton Fields Jorden Burt attorney Don Hemke to represent the group, formed in opposition to the Big Pass dredge. As the U.S. Army Corps of Engineers proceeded with the Lido renourishment, SOSS2 has repeatedly signaled its intent to file a lawsuit

over the project if necessary.

SOSS2 Chairman Peter van Roekens said he is waiting for the Army Corps to acquire the necessary permits to move forward with dredging before he files suit on behalf of his organization.

For now, he is partnering with other island organizations, such as the Siesta Key Chamber of Commerce and Siesta Key Village Association, to help cover what he estimates is about $200,000 in impending legal fees. SOSS2 has raised about $62,000 and hopes to raise an additional $150,000 by encouraging Siesta stakeholders to contribute.

“We’re all in this together,” van Roekens said.

As SOSS2 ramps up for a lawsuit, Lido Key Residents Association President Carl Shoffstall urged the city to get outside legal counsel on retainer as soon as possible at a meeting Tuesday.

“It’s coming,” Shoffstall said of a potential lawsuit. “I don’t want to wait — and I’ve got a lot of residents that are emailing me and asking me what’s going on with this.”

City Attorney Robert Fournier said the city has outside counsel lined up to work on the Lido renourishment plans; the deal just hasn’t been finalized. Fournier is working to finalize a retainer agreement with Deborah Getzoff of Bradenton-based firm Lewis, Longman and Walker.

Fournier said the agreement has been delayed because another Lewis, Longman and Walker attorney was representing a client in a suit against the city. With that suit settled, Fournier believes a deal should be in place soon.

“The Lido Key residents, of course, are concerned because

they want to be able to respond quickly,” Fournier said. “I think that’s a reasonable concern, because it takes time to find someone — this is an example of what you can run into. At this point, I don’t see any reason why this shouldn’t get resolved.”

If and when the FDEP submits a notice of intent to issue a permit, there will be a 20-day period to file potential challenges. Those involved with the process believe a permit notice is not imminent, but could be issued by August or September.

On Siesta, SKVA president Mark Smith called for members to donate to the cause at the association’s monthly meeting Tuesday.

“Each business and resident kind of needs to make an assessment of what Siesta Key means to them,” Smith said.

After the meeting, Smith said he is concerned the dredging could increase erosion on the south side of Siesta Key and create the need for continued dredging to maintain the pass.

“When you take sand from a pass, it’s hard to predict what the impact will be,” Smith said.

Another reason Lido residents are anxious about getting the project done as quickly as possible is the erosion they’ve seen following Tropical Storm Colin in June. City Manager Tom Barwin said portions of Lido Beach lost between 20 and 30 feet of sand, and the next planned renourishment effort for that shoreline is the Army Corps project.

“This weekend, there was no beach,” Shoffstall said. “If anyone was out there, they know there was no beach.”

City reviews spotlight auditor critiques What lessons did the city’s charter officials learn in their first official review since 2011?

At a glance, the City Commission’s evaluation of the three charter officials paints a rosy picture of the work done by the city manager, city attorney and city auditor and clerk.

On average, all three received grades of above expectations. And yet at a Tuesday meeting, the only discussion regarding the reviews focused on tensions surrounding City Auditor and Clerk Pamela Nadalini and City Commissioner Susan Chapman.

Chapman, whose evaluation rated the auditor and clerk “below expectations” in 10 of 14 categories, presented a detailed public critique of Nadalini. Chapman included pension management issues and employee turnover among her concerns, but also alleged Nadalini has an abrasive and vindictive management style.

As an example, she pointed to a recent dispute between Nadalini and City Manager Tom Barwin over a $1.5 million budget request for a new records facility. When Barwin concluded the expenditure was not appropriate, he said Nadalini became upset and threatened to file a charter violation charge against him.

In a June 22 memo to commissioners, Barwin said Nadalini has

a history of being uncooperative during efforts to coordinate between city departments.

“Both this week and on previous occasions, Ms. Nadalini has been unwilling to have those conversations and has become angry, hostile and threatening,” Barwin wrote in the memo.

Nadalini said she would more substantively address Chapman’s criticism at a later date, but she offered a brief rebuttal. She said Tuesday’s meeting was the first time she was hearing about many of the issues from Chapman, and most of the incidents in question — which date back to as early as 2011 — had been sensationalized.

As for the clash with Barwin, she said each charter official is entitled to present a budget to the commission — and Barwin was overstepping his bounds by failing to include her request.

“I was put in a situation where I had no choice but to make him understand he was, in fact, violating the charter,” Nadalini said.

The discord was an inauspicious conclusion to the first formal review of the officials since 2011. Despite the public conflict, Nadalini said she felt the review process was largely productive.

The rest of the commission graded Nadalini as exceeding expectations. She said the reviews provided an opportunity to have a meaningful dialog with commissioners, and she added that officials could always feel free to discuss issues with her.

“I have an open door policy at any given time,” Nadalini said.

REPORT CARD City commissioners were asked to grade each charter official on a three-point scale in a series of categories. The rubric allowed the commissioners to evaluate whether the official was exceeding, meeting or below expectations in each

category.

expressed some ambivalence about the value of the exercise.

City Manager Tom Barwin said the rubric-based evaluation is a product of the public nature of the process, which he thinks negates some of the benefit.

“I think it’s much more meaningful and would have much more effect if those conversations can be had in as close to as real time as possible,” Barwin said.

Barwin’s skepticism about performance evaluations extends to city staff, with department heads going years without a formal review. Tim Litchet, the city’s director of neighborhood and development services, hasn’t had a formal evaluation since 2006.

Barwin has a book in his office on the subject titled “Abolishing Performance Appraisals.”

Although he wouldn’t go that far, he says he’s constantly seeking the most effective way to communicate organizational needs.

“What has worked best for me is sitting across the table from one another, reviewing the period of time we’re discussing,” he said.

City Attorney Robert Fournier said the evaluation process didn’t turn up anything unexpected for him. Although he understands there are different thoughts on how to conduct the reviews, he’s letting the commission take the lead on finding the best way to appraise the charter officials.

“I figure since I’m the one being evaluated, I try not to say much about it,” Fournier said. “Whatever works best for the commissioners is what they’re going to do.”

“With the inability for truly insightful comments, especially on the sides of weaknesses or needs for improvement — I think the system may be a little weak there.”

AFFORDABLE HOUSING MYTHS Wages don’t tell the whole story about barriers to housing.

or the most part, the affordable housing discussion in Sarasota is increasingly sensible and productive. For example, in June the Tiger Bay Club hosted a panel discussion that was smart and interesting, and showed some real progress on grappling with barriers to more affordable housing.

But that forum also highlighted some of the myths about affordable housing I keep seeing pop up: 1. Average salaries and average home prices in a city need to be aligned, and policymakers need to address the gap; 2. We can create affordable housing by mandating that developers sell some new units in every development at much lower prices.

These myths are at best a distraction from tackling affordable housing, and at worst actually make housing more expensive.

HOUSING AND LABOR MARKETS ARE NOT THE SAME MARKET

I have repeatedly seen graphs showing that average salaries paid for many good jobs in Sarasota are not sufficient to pay average home prices in the area. Usually the graph is part of an argument that the region will have a hard time employing workers who can’t afford to buy a home here. But let’s break that issue down.

For starters, the market for labor and the market for housing are very, very different. Labor is very mobile, as people move to chase jobs or better pay all the time. Supply and demand for labor change a lot and rapidly with changes in the national, regional and local economy.

Housing is not mobile, and supply and demand change much more slowly — especially supply.

If businesses have a hard time finding certain professional workers at the salary they are offering, they will raise salaries to attract the workers they need.

Meanwhile, if demand for housing is high, developers will start working on new projects and eventually supply more housing.

The fact that salaries for so many jobs in Sarasota are less

than that needed to afford to buy a house is a clear indication that a number of things are going on. Clearly enough workers are willing to come to Sarasota for that level of wages. And they are clearly able to find a place to live.

People who can’t afford to buy a home—or simply don’t want to— rent one. There is nothing wrong with that and no reason to say everyone needs to be able to buy a home, especially early in their career. Finally, many people have a partner who also works, and the combined household income is enough to afford a home.

Comparing average salaries to housing prices assumes only single-worker families are trying to buy homes, which is usually not true at the affordable housing level.

Put simply, the labor market in Sarasota is adjusting all the time, and fairly quickly. If we allow the housing supply to adjust too, even if slower, things will balance out. Especially if we let go of the strange notion that everyone needs to be able to buy a house, rather than embrace the idea that everyone needs to be able to find a good place to live.

it results in fewer homes being built and raises average prices of homes. For example, in the Los Angeles region affordable housing mandates led to 770 affordable units being sold over seven years, while during the same period reducing the total number of new units built by more than 17,000 and raising the average home price by about $50,000.

Just think about it logically.

In a market where homes are selling well, if a developer has to sell some units at below market prices, he will have to simply raise the price of the other units to pay the difference. That price hike means some people who could afford to buy a new home at market prices now cannot. So the mandate makes some people able to afford housing while making others unable to do so.

Worse, many developers just go to the next county to build, reducing the local supply of housing, again driving up average prices, and spreading regional housing over a broader area. It is a vicious spiral that makes housing less affordable, not more.

WEALTH VS. YOUTH

The most important way to reduce the cost of housing in a region is allowing the supply of housing to keep up with demand.

This does not mean new housing has to be cheap housing either, because cheap housing tends to be the older, smaller homes, freed up for young workers or lower income families when wealthier people move into new, higher-priced homes. That is how the housing market has worked in modern times, and too many people forget that and think the young and lower earners need to be able to buy new houses.

At the same time, the city and county governments need to work with developers who want to build affordable housing projects, especially rental units. Again, the historic reality of housing markets shows that this is where people entering the market, or having hard times, get their housing. Adequate supply that grows with demand is vital here as well to keep prices reasonable.

Finally, city and county governments need to ensure the regulatory process for new development flows smoothly.

A well-functioning process for working with developers is crucial to allowing the supply of housing to keep up with demand and keeping prices in balance.

A special version of the concern about Sarasota area incomes vs. housing prices is the concern about a “brain drain” of young people leaving Sarasota because they can’t afford housing here, which surveys by the Sarasota Chamber of Commerce indicate is a real problem.

But this is a harsh reality of living in a place that is so desirable, especially to those with wealth. Wealthy, older individuals are competing with young workers for housing, and the wealthy can simply outbid them.

As long as supply of housing is less than demand, the willingness of the wealthy to pay more will drive up housing prices.

Young people who want to live in Sarasota will have to be creative. Just like young people who want to live in Manhattan, they can’t expect to live like the wealthy, many of whom are reaping the benefits of decades of hard work themselves. Renting, roommates, longer commutes, smaller housing, older fixer-uppers, etc. are all part of the mix.

ou asked in your June 2 editorial about traffic congestion, “What’s the Plan?”

As more people visit and move here, it is inevitable traffic will continue to increase.

This is the time for our community to consider a different route while planners work on a permanent solution to a complicated problem. Forget about paying out-of-state companies to create jobs. We can use the manpower and creativity we already have here.

Imagine stepping into a luxurious circulator shuttle bus after you park your car at the closest mall or shopping center. This state-of-the-art vehicle will take you to your destination while you relax and forget about traffic. This service will initially only be available on U.S. 41 from south Venice to the Sarasota-Bradenton International Airport and the keys. Each 21-seat

circulator is equipped with free Wi-Fi, individual A/C vents, a large-screen TV, comfortable seats with safety belts, an attendant with CPR and first aid training, a wheelchair lift and other amenities.

Today’s large hybrid SCAT buses cost on average $500,000 each and are rarely filled. Though it will take many more shuttle buses and drivers to accommodate this service, consider the tax base currently supporting public transportation. The savings from using smaller circulators should be a considerable factor.

Each circulator bus will feature a design indicating its destination for riders to easily recognize which bus to board and not have passengers deal with confusing numbered routes. Shuttles arrive every 15 minutes, and they will use a designated express lane for this service on U.S. 41.

Your automobile is securely parked in an insured and leased section of the shopping center’s parking lot. This section is replete with a tent canopy to shade your car, a manned kiosk stocked with beverages, sundries and reading materials for you to purchase. If you are heading to the beach or

have large items to transport to work, the bus attendant will stow your gear for you in the bus’ exterior side compartments. He or she will also serve as a tour guide for visitors.

Your smartphone is able to show you how far away your bus is while you are waiting under a covered bus stop that has comfortable benches and, at least, a fan overhead.

Of course, you can always sit in your car while you wait for the bus or enjoy the kiosk’s amenities. Tasteful, comfortable outdoor furniture will be provided for you to sit in the café atmosphere.

Local companies will sponsor the furniture, potted plants and durable rugs, which serve as advertising for them. The kiosk staff member also serves as your concierge to have your car washed or detailed by a mobile service while you are away. No time to take your clothes to the dry cleaner? The kiosk concierge will arrange for them to be picked up.

The service will operate from 6 a.m. to midnight seven days a week. When you get back to your car, you are already at the mall or shopping center and can shop, hit the gym, grab a bite or buy groceries.

It would take a good deal of planning and research to evaluate if this is a worthy and desirable service that the public would accept and support. I envision this idea only being implemented with full cooperation of government and private enterprise.

In 2015, Sarasota County allocated $13.6 million for public transportation, derived from your property taxes.

However, a very small percentage of us actually use the inconvenient SCAT bus system for assorted reasons. Every individual who pays property taxes (including renters who pay their landlords), should receive a courtesy card preloaded with a number of points based on what they paid in property taxes. The card is swiped when getting on the shuttle bus and “spends down” until it runs out of points.

When that occurs, you simply pay a $1.75 fare per ride, if that is what the true cost will be after factoring in all expenditures. In time, with a higher rate of passengers using this unique service, the operation’s expenses should level out, making it a popular alternative.

The courtesy card points are transferrable to others; visitors

can purchase a card for the duration of their stay. Beyond taxes, revenue would be generated through reasonable fares, kiosk rentals and advertising.

Customers who need bus transportation regularly will still enjoy regular bus service, because the circulator shuttle service will be implemented incrementally. This will enable transportation professionals to adjust current routes and schedules for other parts of the county. However, there should be no need for the large and expensive SCAT buses for passengers who do not own cars; the 21-seater should be able to handle their requirements for regular non-express service.

Just think how much we can reduce traffic converging onto U.S. 41. After this is studied and/or implemented, the service can be added to other north-south routes.

The county, municipalities and the media should conduct fact-finding sessions for our ever-increasing traffic challenge. Let’s not wait until we have total gridlock and visitors shun us.

Volunteers clean up Siesta Beach

Flower baskets set for downtown debut

Before and after visitors flocked to Siesta Key for the Fourth of July festivities, volunteers worked to help pick up trash.

On Tuesday morning, Siesta Key resident Gayle Paul crossed Beach Road and signed up on the spot for the third annual Liberty Litter Cleanup.

“I just think it’s such a crime,” Paul said of the trash left on the beach from the previous night’s fireworks display. “It seems to happen every year. We’ve found just about anything and everything.”

Keep Sarasota County Beautiful Program Coordinator Wendi Crisp led the effort on Siesta Key Beach. A total of 60 volunteers showed up at 7 a.m. to start the cleanup.

Crisp wasn’t surprised at the amount of trash left along the sand. Now in its third year, the Liberty Litter Cleanup averages 2 tons of trash from six beaches across Sarasota County.

Items ranging from plastic bottles to articles of clothing, rugs, beach chairs and even an American flag were found among the heaps of trash left on the beach.

Crisp counted six tent structures that were left behind.

“Unfortunately, stuff does break,” Crisp said. “I don’t know why they leave it out here.”

Siesta Key resident Veronica Murphy took a proactive approach, spending the holiday weekend passing out 900 trash bags at the beach entrance along with other volunteers. She said most people were thankful and some even stood in line to get one.

Though some visitors still left trash on the beach, Murphy is happy with the results of her efforts.

“I do think we made a difference, albeit small on July 4,” Murphy said. “However, 1,000 families used the bags instead of leaving their garbage on the beach.”

The Sarasota County Sheriff’s Office responded to three minor alcohol-related incidents on Siesta Key Monday, but there were no significant incidents during the fireworks show.

Despite a change to a new fundraising model that included the elimination of a VIP party, the Siesta Key Chamber of Commerce was able to maintain the show’s size from its 25th anniversary last year.

The organization hopes the show will continue as is.

“As long as we can see the same kind of fundraising every year, why not?” said member Michael Gatz.

Beginning this month, the Downtown Improvement District will embark on a project to beautify the city’s downtown core.

The DID will spend $187,680 to install and maintain 138 flower baskets attached to light poles throughout the heart of the city.

Although the majority of those baskets will line Main Street, the project will extend to Palm Avenue, Lemon Avenue, First Street and State Street, as well.

DID Operations Manager John Moran presented a proposed distribution for the flower baskets at a meeting Tuesday. The board, which has expressed a desire to get the flowers in place quickly, offered its approval for the configuration Moran outlined.

Moran said he expects the flower baskets should all be posted by September. The baskets will be installed in phases, which gives the DID board the opportunity to provide the vendor with feedback on the look of the flowers.

“As these things go up, you can provide the feedback so we get — eventually — exactly what you want,” Moran said.

Overall, the DID has budgeted $431,000 to pay for the maintenance of the flower baskets during the next three years.

“We haven’t been that high since the very first budget,” Moran said. “We’re actually exceeding that budget — this is the highest budget we’ve ever had.”

Sho Fu Society: We can ‘bonsai’ that The Sho Fu Bonsai Society of Sarasota masters the ancient art form, and so can you.

BONSAI FOR BEGINNERS The Japanese art form of bonsai is thousands of years old. The word “bonsai” roughly translates to “planted in a container.”

Bonsai stems from an ancient Chinese horticultural practice. It was then altered under the influence of Japanese Zen Buddhism.

As Kay Karioth walks through Marie Selby Botanical Gardens, she spots potential.

“We can ‘bonsai’ that,” Karioth says, pointing to a knee-high shrub. She can’t identify the species, but she knows that with enough pruning, it could make a nice addition to her already blooming bonsai collection.

“You can take that and stick it in a shallow pot and in a year you could have a bonsai,” Karioth said. “You can ‘bonsai’ almost anything, except for maybe a magnolia.”

Her expertise comes from 10 years as a member of the Sho Fu Bonsai Society of Sarasota.

With more than 60 members, the group has been helping residents interested in the ancient art form cultivate their green thumbs for more than 40 years. It is among the largest bonsai groups in the state. Visitors at Marie Selby Botanical Gardens will recognize the art from the display that is maintained daily by curator and Sho Fu Bonsai Society member Richard Dietrich.

on display. The Asian-inspired exhibit only adds to the mystery behind the bonsai.

“The mystery is how do you get the big tree into a little pot?” said Janet Lovesky, Sho Fu Bonsai Society vice president.

Lovesky joined the group four years ago after killing a bonsai by over-watering. It was a bonsai that she kept indoors, although she has since learned that is not a suitable environment for bonsai.

“Most people will go to the gift shop or market, and they’ll buy a bonsai there and bring it home,”

Lovesky said. “The first thing they do is put it up on a coffee table. Bonsai are supposed to live outside.”

Through classes and guest lecturers hosted by the Sho Fu Bonsai Society, Lovesky learned the key to achieving a bonsai tree.

By pruning, wiring branches and pinching buds, the tree is restricted from growing taller.

The tree’s roots are also limited because of a shallow pot.

Almost any tree can be made into a bonsai. Karioth has taken clippings from trees and plants

to start a bonsai tree. Bonsai can also be purchased. The artist who shapes the tree can also determine the price tag. The most Karioth has spent on a tree is $450.

That investment is reason enough for Karioth to take precious care of her bonsai. With more than 150 at her home, she considers her bonsai as more than plants.

“It’s like having pets,” Karioth said. “You can’t go off and leave them when you go on vacation.

housands of visitors lined the River Thames, in Henley-on-Thames, England hoping to catch a glimpse of one of the more than 200 races scheduled to take place over a five-day period during the Henley Royal Regatta — one of the world’s oldest and most prestigious regattas.

It wasn’t enough for Ben Delaney and Maddux Castle to be in attendance. They wanted to be part of one of the premier highlights of the sporting calendar.

And what better way to take part in the action than from atop the water itself?

Representing George Washington University, Delaney, Castle and eight of their teammates competed in the Henley Royal Regatta June 29 through July 3, marking the first time in the program’s history that the Colonials rowed in the historic regatta.

“Racing at Henley Royal Regatta has been a whirlwind of experiences,” said Delaney, a 2013 graduate of Horizon Educational Systems. “At 177 years old, the history and prestige of the event has put competing here at the top of my rowing bucket list.”

The Henley Royal Regatta is unique in that it features a matchrace format. During the regatta, two boats race side by side, with the winner advancing to the next round of competition. The bracketed tournament of dual races feature between two and five rounds for each of the 20 events.

Washington’s B4 boat to a topfour time finish during trials June 24, to successfully qualify for entry into the field for the Visitors’ Challenge Cup. The Colonials’ A4, which Delaney was a part of, had already qualified prior to the trials.

The Visitors’ Cup Challenge is for men’s coxless fours and is open to male crew from all eligible rowing clubs in the world.

In bracketed competition, George Washington’s A4 boat beat Cambridge University and Goldie Boat Club by two lengths before falling to eventual champion Thames Rowing Club by 1 1/4 lengths.

Castle and his boatmates fell to a team from Holland in their initial race.

With nine of the 10 rowers returning to George Washington in the fall, Delaney hopes the international racing experience will help put the Colonials on the map as a strong contender for both national and international success.

“The caliber of rowing at the regatta is unparalleled by anything in the U.S.,” Delaney said.

“With a program as young as ours, we’ve had to quickly assert ourselves as formidable racers. With our results at Henley, I’m hoping to solidify that reputation.”

Delaney and Castle first learned about the Henley Royal Regatta

back in high school during their time rowing with the crew.

Although both rowers were captivated by the thought of rowing at the Henley Royal Regatta, neither Delaney nor Castle fully grasped the level of competition associated with the regatta or its rich history until arriving in England.

“The tradition of the regatta and the level of competition elevates the event to a status that every rower can only dream of,” said Castle. “It’s a goal of every rower to reach the regatta and compete alongside some of the best athletes in the sport.”

Dressed in their Sunday best, complete with navy blue blazers and boater hats, Delaney and Castle arrived in England June 22.

Over the course of its two weeks overseas, the team had an opportunity to explore their surroundings, visiting Oxford University and the town itself.

The experience not only fulfilled a lifelong dream, it also allowed Delaney and Castle to be part of something historic.

“It’s been an honor being selected as a member of this squad,” Delaney said. “It’s an important milestone in our program history, and to be a small part of it has been phenomenal.”

ustin Katz loves to race older swimmers.

The Sarasota Sharks swimmer, who will be a senior at Riverview in the fall, got his wish in the 200-meter backstroke, at the U.S. Olympic Team Trials June 30 and July 1.

Seeded 12th in his signature event, Katz finished eighth overall in the opening heat races to advance to the semifinals. Katz returned to the pool later that evening, finishing sixth with a time of 1:57.20 to earn a berth in the finals.

Katz may have been the youngest of the eight swimmers in the final, but that didn’t deter the rising star.

In his first final of the trials, Katz posted a new personal best time of 1:57.20 to finish fifth — less than two seconds behind defending Olympic champion Tyler Clary, who finished third.

“Racing is what this whole sport is about,” Katz told the Sarasota Observer before trials.

“I love the race. The 200-meter backstroke is one of the United States’ most dominating events, so it’s a blessing and a curse that it’s my best best event.”

While Katz won’t be heading to Rio next month — to make the cut, he needed to finish in the top two — don’t be surprised if Katz is a favorite heading into the 2020 Olympic trials.

Two other Sharks swimmers went the distance at the Trials July 2. Riverview graduates Drew Clark and Carter Page, finished 74th (15:58.33) and 76th (16:00.20) respectively in the 1,500 freestyle, arguably the most grueling race of the trials. nnn

The Sarasota American Little League 11- and 12-year-old AllStar team appears to have picked up right where it left off last

season.

After reaching the state tournament each of the past two seasons, the defending District 16 champions scored a pair of runs in the top of the sixth inning to break a 7-7 tie and went on to outlast Venice 9-7 to win the district championship July 4.

It was the third meeting between the two teams in four days.

“We have an outstanding ball club of 13 boys this year,” coach Brian Wynne said. “Every player adds a valuable piece to our puzzle. Our motto is 13=1.”

Matthew Morelli hit a pair of solo home runs and starting pitcher Cooper Bowditch went 3-for-3 at the plate to help power Sarasota American, which scored 26 runs in four games.

Bowditch recorded five strikeouts before turning the ball over to Pip Smalley in the fourth inning. Smalley retired the side in order in the sixth inning to earn the win for the team.

Sarasota American finished the tournament 3-1, and while the players struggled to find their bats at various points early on, the team always found a way to battle back, as all four games came down to the last inning.

“You could see the boys believing in each other and supporting one another,” Wynne said.

Sarasota American will now advance to the four-team Section 6 tournament, which will be held July 16-17, at Twin Lakes Park.

The great lawn of Marie Selby Botanical Gardens was transformed into a backyard for all with games and picnic tables on the Fourth of July.

Live music, hot barbecue and frozen treats were all on the menu for the evening. The main course: a prime view of Sarasota Bay for the fireworks display.

Families scouted out the perfect viewing spots hours before the show began with blankets and lawn chairs to enjoy an unobstructed view of Sarasota Bay. Across the bay on Siesta Key, fireworks popped along the shore as crowds laid out their blankets and settled into beach chairs, but these early fireworks were just a taste of what was to come.

The Siesta Key Chamber of Commerce unleashed approximately 2,800 shells into the night sky during its 26th annual fireworks show.

Elizabeth and Paul Khin sat in the crowd with their 2-year-old son, Austin Khin. It was the first time Austin had seen fireworks, and his parents were worried he would be afraid. Instead, he sat in awe, pointing and yelling out the colors he saw exploding in the sky while the rest of the crowd chanted and called for more.

The show’s orchestrator, Craig Merrill, smiled as he teased the crowd with a false finale early in the show. He’s lit up Siesta Key’s shores on the Fourth of July for nearly 15 years and says the cheers after the final explosion echoes over the beach are the reason he keeps coming back.
