When Sarasota City Manger Tom Barwin sent a letter to Sarasota County officials requesting nearly $1 million for the Robert L. Taylor Community Complex next year, he believed it was relatively uncontroversial.

At best, the county would agree to the request. At worst, he thought, it would be an opening salvo in what would become an ongoing dialogue regarding appropriate county support for a city facility.

He was wrong.

On June 21, the County Commission unanimously denied the funding request, which represented 60% of the budgeted operating expenses at the north Sarasota recreational facility.

EDUCATION ENDOWMENTS The involvement of money in politics isn’t new, but in the Sarasota County School Board race, it appears donors are funding candidates sooner than usual this year.

Through July 1, both candidates in the contested District 2 race have raised more than $30,000. The nonpartisan race between incumbent Caroline Zucker and political newcomer Teresa Mast has divided local Republican donors and prominent developers in advance of the Aug. 30 election.

The last contested school board race, between Bridget Ziegler and Ken Marsh in 2014, saw both candidates raise more than $50,000.

Although the numbers in that contest were inflated after the initial primary election went to a run-off, Zucker believes a similar figure is necessary this year.

“I really think it’s going to take $50,000 to win this race,” Zucker said. “So I have to go back and get to work.”

The biggest fundraiser in this year’s school board race is running unopposed. Eric Robinson, the only District 3 candidate, raised more than $90,000 before the deadline to qualify.

Sarasota County Area Transit is proposing eliminating Bus Route 10 on Siesta Key, which offers service to Turtle Beach.

SCAT spokeswoman Kendra Keiderling cited low ridership and the lack of a funding source as reasons for the route’s elimination.

Route 10 is currently funded by a grant that will be exhausted by October 2017.

In a presentation to county commissioners, SCAT proposed replacing the line with Route 33, a seasonal route that runs from the Pinecraft area to Siesta Key Beach between November and April.

However, Turtle Beach would no longer be served.

The County Commission did not approve any changes Tuesday. Pending further discussions with the public and commission approval, changes would not be implemented before April 2017.

Despite the potential decrease in service, SCAT is continuing to discuss the possibility of a trolley system on Siesta Key with the Siesta Key Village Association.

County commissioners admonished the city for its approach — which County Commissioner Paul Caragiulo suggested was the purpose of the proposal all along.

“To approach this issue as if they were issuing an invoice to the county for 60% of their operating costs was not a legitimate way to seek assistance,” Caragiulo said.

“It was a way to produce an angry response, which it did.”

In April, a similar process played out: Barwin sent a letter to the county asserting the city was owed another year of county property tax revenue from the downtown Community Redevelopment Area — more than $4 million. The county denied the request, and both governments expressed frustration.

Taken together, both incidents speak to a bigger issue in the citycounty relationship. As the city aims to elevate service levels, it’s finding it more difficult to secure county funding than it was prerecession.

So what, exactly, is the appropriate level of county contribution to city operations?

HIERARCHY OF NEEDS

For city officials, this big-picture question has become an increasingly pressing issue.

Of city property tax revenue, 24% goes to Sarasota County; 21% goes to the city of Sarasota.

“Sometimes, it seems like there’s a disconnect in terms of the county commissioners realizing they also represent the city residents,” Barwin said. “Sometimes, I think our city residents forget they’re also represented by the county commissioners.”

In 2011, the city and county brokered a new interlocal agreement that withdrew $550,000 in county funding for nonregional city park facilities.

Coming out of the recession, Sarasota Vice Mayor Shelli Freeland Eddie joined city staff in questioning whether that agreement should be revisited. City data shows more than half of Robert L. Taylor center users are unincorporated Sarasota County residents.

“City residents pay city and county taxes, and that’s part of the frustration of city residents,” Eddie said. “There’s this perception — ‘My tax dollars don’t go as far as I think they should.’”

City leaders and residents have also suggested that the county’s priorities have shifted to highprofile projects such as Nathan Benderson Park and infrastructure in growing areas of the unincorporated county.

“Right now, it’s perceived that the county isn’t in sync with its cities,” Barwin said.

COUNTYWIDE CONSIDERATIONS

To county officials, this isn’t necessarily a question of a larger narrative. It’s two isolated funding requests, both of which were turned away for legitimate reasons.

In 2011, the county agreed to contribute $320,000 annually toward the Robert L. Taylor center, with no commitment to funding beyond that timeline.

Even county commissioners supportive of the complex said it was inappropriate for the city to assume the county would continue to pay — especially considering the facility’s rising operational costs, approved without county consideration.

County commissioners did speak to two larger issues. One was the concern that any funding granted to the city of Sarasota would create a precedent for the other cities within the county.

Robinson pointed to two North Port facilities similar to the Robert L. Taylor center that also do not receive any county funding.

Several commissioners said that extending the downtown Sarasota CRA could lead to other cities requesting their own CRAs, straining the county’s operating ability.

“We work with four cities in the county,” County Administrator Tom Harmer said. “How we interact with all four of them is important — and we have to think about how we interact with one city may impact the other areas.”

The second issue is that these disputes, right now, seem to be specific to the city of Sarasota.

Caragiulo was critical of the city’s approach, which relies heavily on Barwin to guide policy.

Still, both Robinson and Harmer suggested the dynamics

of city-county government are somewhat cyclical, with highprofile tensions eventually giving way to relative stability.

Harmer pointed to a dispute with North Port over management of Warm Mineral Springs, which was settled in 2014. Today, both Harmer and North Port City Manager Jonathan Lewis characterize their working relationship as positive.

“That normal stress that occurs between a city and county in the state of Florida — it just pops up from time to time when there’s a policy issue we don’t all agree on or a funding issue that’s difficult to solve,” Harmer said.

For now, the tension may boil down to the simple fact that two elected bodies, required to collaborate, have different priorities. Failing other solutions, City Commissioner Susan Chapman believes residents will ultimately address those tensions themselves.

“I think eventually the public will answer it through elections, one way or another,” Chapman said.

to say that, beyond the high-profile skirmishes, city and county staff collaborate on issues such as stormwater management, 911 dispatch and firefighter operations.

“We ought to focus more on the services we offer every day,” Harmer said. “We probably don’t highlight those enough.”

Still, there’s also no shortage of shots being lobbed from one side to the other.

“They seem not to care about the end result,” Caragiulo said of the city. “They seem to care about news story, feeding the fire for this animosity.”

Barwin pledged to keep working toward a more productive dialogue between the two governments about support for city services. However, he remains critical of the county’s commitment to programs within the city of Sarasota.

“It has been surprising and disappointing that the city appears to have no advocates at the county table,” Barwin said. “When you can’t even get one vote to fund the Robert L. Taylor Community Center — that’s like Chevrolet and apple pie. It’s a head-shaker to me.”

Parking meters: Will merchants pay a price?

Tasked with devising a plan for bringing back paid parking in the city, Sarasota Parking Manager Mark Lyons knew public opposition to his work was inevitable.

It’s hard to find a broad group of advocates for the cause, a challenge he can boil down to a simple rhetorical question: “Who wants paid parking?”

In May, the City Commission directed Lyons to begin work on implementing a citywide parking management strategy — which, among other things, would include the return of parking meters in certain areas. That same month, Lyons reconvened the citizen Parking Advisory Committee to begin discussing the best way to put a plan in place.

Since May, that public opposition has begun to emerge. At the first PAC meeting, one resident questioned why the city was bringing back parking meters. At a June 14 meeting, the number of

speakers grew to seven, most of them critical of paid parking. On Tuesday, five more people spoke out against the city’s plans.

Chip Beeman, the owner of Main Bar and Pastry Art on Main Street, was one of the people to express his belief that paid parking is a bad idea. He says he’s not alone, particularly among business owners who could be impacted. A survey of Sarasota Downtown Merchants Association members on the subject generated about 140 responses.

From that, 89% of respondents believed parking meters would hurt business.

The concern is tied to the last effort to install paid parking downtown. In 2011, the City Commission decided to give up on the program, pulling out the meters following strong public opposition. Merchants are still scarred by that experience, with several respondents sharing stories about how they lost thousands of dollars in revenue when the meters were there.

“The prior owner of Pastry Art told me he lost somewhere between 15 and 20% of sales during the parking meter thing,” Beeman said. “That equates to $10,000 per month.”

last attempt to install meters — although the utilization rates suggest people weren’t flocking away from downtown en masse because of paid parking, he says.

Still, the purpose of the Parking Advisory Committee is to avoid the mistakes of the past. Done right, the group believes paid parking can be an asset for businesses.

At Tuesday’s meeting, PAC member Chris Gallagher listed the new precautions the city is taking this time around. An established parking professional, Lyons, is setting up the program.

The meters will be vetted. There will be a greater effort to communicate enforcement times.

The area in which meters will be installed is smaller, and paid

parking will be implemented in phases to adapt to user behavior.

Although there might not be many vocal advocates for paid parking, Gallagher said there are people dissatisfied with the status quo in high-demand areas.

“People will throw up their hands and say, ‘I will never find a parking space — I won’t go there,’” Gallagher said. “Those people don’t tend to show up at meetings. It’s like having customers that went away: They don’t tell you they left; they just left.”

ing, they’re willing to listen to the argument in favor of the meters — or they’re fine deferring to city staff.

“When you talk to the merchants individually, most of them don’t care,” Hampshire said.

Those merchants who attended the PAC meeting expressed dismay that the group was proceeding with a paid parking plan despite the opposing voices.

“Pretty much, (Lyons) said ‘This group isn’t really here for you to voice your concerns,’” Beeman said. “‘This committee is here now to move forward with putting meters in.’”

Lyons did say the committee’s focus is on proceeding with a model for implementation. On Tuesday, the PAC endorsed a pro-

He says that doesn’t mean the public is shut off from the discussion, though. Lyons is meeting with the merchants association Thursday, and he’s already started talking to downtown businesses about paid parking and the evidence in support of it. He says the response he’s gotten from individual merchants has been more mixed than the survey results suggest, but he plans to disclose all of the input he’s gathered to the commission when it comes time to approve a plan.

“Yes, we’ve had positive and we’ve had negative feedback,” Lyons said. “But our committee — which worked on this project and truly studied it for three years — analyzed the benefits and the potential risks and believed moving forward with paid parking in the prime areas is better for our community in many different aspects.”

With low turnover rates in prime spaces and a long-standing deficit in the city’s parking fund, the PAC believes the current system is untenable. Lyons said he’s been unable to find any studies suggesting paid parking is detrimental to a community. Taking all of that into consideration, the group is confident paid parking will pay off. Things will be different than the last meter fiasco, they assured the critics.

Still, some merchants see the risk inherent to any change — and fear they’ll be the ones to pay the price if the system fails again.

“They’re gambling with our money,” Beeman said.

Despite ruling, city won’t lighten up on Sunshine A judge says City Commissioner Susan Chapman did not violate the Sunshine Law in 2013, but the city isn’t ready to change its meeting procedures.

For nearly three years, City Commissioner Susan Chapman fought an allegation that she violated the Florida Sunshine law, arguing that her case could set precedent for elected officials throughout

the state.

After a judge ruled Friday on the case, it’s unclear what precedent — if any — will come out of it.

Judge Brien Iten’s ruling was good news for Chapman. He wrote that Chapman’s attendance at a community meeting regarding homelessness did not constitute a Sunshine law violation, dismissing a claim brought by the group Citizens for Sunshine.

Citizens for Sunshine, represented by attorney Andrea Mogensen and assisted by legal consultant Michael Barfield, argued that Chapman violated

state law by attending an Oct. 10, 2013, meeting of downtown merchants. Commissioner Suzanne Atwell attended the same meeting, held at Tsunami Sushi & Hibachi Grill, and settled her portion of the suit quickly after it was filed in 2013.

Because Chapman knew Atwell would attend, and the private meeting concerned a topic likely to come before the City Commission, the suit asserted Chapman’s attendance violated the law.

But city officials were concerned that such an interpretation of the law would prevent multiple commissioners from attending events like neighborhood association meetings without public notice and someone present to take minutes.

In that regard, the ruling was good for the city: Iten described Chapman’s attendance as “passive,” concluding she and Atwell did not discuss the issue of homelessness. He determined that the gathering did not constitute a meeting under the definition provided in the Florida Constitution.

“To find otherwise would lead to an absurd result, which is what a court is compelled to avoid when applying the law,” Iten wrote.

As the city awaited a ruling, it took the cautionary step of noticing all meetings about topics likely to come before the City Commission that multiple commissioners planned to attend — even if they didn’t plan to discuss that topic.

City Attorney Robert Fournier said the city could likely end that practice if the ruling stands.

But Barfield has already said that Citizens for Sunshine plans to appeal the ruling. As a result, the city will continue its current procedure for noticing meetings.

“Until we get something out of

the District Court of Appeals, it’s not going to be binding in the circuit,” Fournier said.

Iten’s ruling does suggest that, if other public officials find themselves in a similar situation as Chapman, he or she should leave the meeting to avoid even the appearance of potential impropriety. Barfield remains convinced Chapman’s behavior violated the Sunshine law.

“We don’t believe the court’s factual findings, which are entirely favorable to our client, could be squared with the ultimate legal conclusion,” Barfield said.

The city spent nearly $347,000 to defend Chapman. She will attempt to recover legal expenses from Citizens for Sunshine in a second portion of the suit. Following the ruling, Chapman’s belief that a verdict was worth pursuing hasn’t wavered.

“The reason I didn’t settle was because I thought it was an important issue for representative government, and it would impact elected official behavior statewide,” Chapman said.

Attorney Thomas Shults, who represented Chapman, said the decision was a firm rebuke of Citizens for Sunshine’s interpretation of the state law — even considering Iten’s admonition at the end of his ruling.

“It’s a good day for representative democracy,” Shults said. “The judgment confirms the Sunshine law was not intended to be a millstone around the necks of public representatives.”

Based on Iten’s judgment, Shults wasn’t troubled by Barfield’s intent to appeal.

“It is a very well-reasoned final judgment,” Shults said. “We’re confident it will be affirmed if an appeal is filed.”

New code addresses neighborhood concerns DEPUTY MANAGING EDITOR

Last month, as the city’s Urban Design Studio worked on finishing a new form-based zoning code for Sarasota, residents from the South Poinsettia Park neighborhood shared their concerns about how the new regulations would affect them.

South Poinsettia Park sits just west of U.S. 41, bound by Hyde Park Street to the north and Jasmine Drive to the south. With the form-based code, the Urban Design Studio wants to address a jarring transition from the commercial properties along the Trail to the single-family area at the interior of the neighborhood.

This is where the tension arises.

The Urban Design Studio believes multifamily housing can serve as a natural buffer between the two differing uses. However, despite the efforts of Urban Design Studio Director Karin Murphy, the idea of increased residential density remains troubling for many residents.

Rick Popino, a resident on Hyde Park Street, summed up the hesitance from South Poinsettia Park.

“We’re opposed to the increased stress on parking and the increase in traffic,” he said. “It’s already really stressed now.”

A June meeting with residents allowed Murphy to showcase the next phase of the form-based code. That section divides the city into five different areas, with even more detailed neighborhoodspecific rules in certain places.

Murphy said South Poinsettia Park residents were largely troubled by the prospect of apartment buildings filling in the multifamily space. As a result, the code will be revised to address that specific concern in that specific section of that specific neighborhood, highlighting the ability to very narrowly apply new regulations.

“It will say, ‘Check the subarea,’” Murphy said. “For (South Poinsettia Park), it will say a small apartment building is not an allowable building type.”

Article 2, currently being reviewed by city staff, is also designed to incorporate elements of the city’s overlay districts.

Streamlining those regulations is intended to help builders and residents alike understand the code.

posed program for allowing density bonuses in certain areas. The bonuses are limited to sections of the city that can be served by future transit growth and restricted from the barrier islands or flood zones.

The density increase would be tied to affordable housing, park and transit upgrades. Developers could pay into city funds or provide improvements themselves to obtain the bonuses.

“These are three things the community is very concerned about with density and growth,” Murphy said. “Any approach to additional density needs to

address that.”

Although she believes density increases can be an important tool to create new housing types, Murphy is willing to delete that section if there’s no resident support. If all goes according to plan, the entire code should be public by the end of September.

Until she’s instructed to remove the density bonuses, she’ll continue to discuss that and other potentially unpopular subjects as the form-based code is finalized.

“We’re not the decision makers,” Murphy said. “We’re going to talk about concepts and ideas with everybody. That’s healthy.”

The goal is to make things simpler, when possible. In Laurel Park, the code removes a regulation regarding fences — because Murphy wants to apply that metric citywide in similar areas. In Golden Gate Point, the code cuts out an overlay regulation governing storage of tables on balconies, allowing a homeowners association to address that issue instead.

“We’re asking people what’s working and not working in these overlay districts,” Murphy said.

“If it’s not producing what you want, now’s the time to get rid of this and put in something else.”

JUST SAY, ‘OM’ Meditation is full of benefits for the body, mind and soul. And, it’s free.

or the umpteenth time in my adult life, I am working on a meditation practice. I began this quest back in the ’60s when I used to sneak peeks at my college roommate who had gone through a transcendental meditation course. She looked so serene, sitting in the middle of our dorm room cross-legged with her fingers in a meditation posture. I was totally intrigued with the idea of a mantra and begged her to share hers with me, which she refused to do. I was crushed, but I do digress.

This new immersion is because meditation or mindfulness, similar but slightly different, kept rearing its head into my consciousness via a plethora of articles in every kind of publication about how beneficial meditation is for our health. And not just our physical health, but our emotional and spiritual well-being, too. And, it can be accomplished in a relatively short amount of time — 20 minutes twice a day.

Truth be told, I spend that much time getting a little dose of “Scandal” or maybe “Fixer Upper” on Netflix.

Neither of those activities has one iota of lasting benefit (as my husband routinely reminds me)!

CAN 3,000 STUDIES BE WRONG?

Somewhere I read that close to 3,000 studies have been conducted on the benefits of meditation. They run the gamut of meditation helping treat depression in mothers-to-be (University of Michigan), to meditation preventing the overuse of multitasking (Universities of Washington and Arizona).

It helps there, too, where personnel were given eight weeks of training in either mindfulness meditation or body relaxation techniques.

bers of the meditation group reported much lower levels of stress, as well as better memory for the tasks they had performed. They also switched tasks less often and maintained focus for longer periods of time.

But in addition to the somewhat obscure benefits, meditation has also been shown to reduce the risk of heart disease and stroke, primarily because it reduces blood pressure and psychosocial stress factors.

It has also been studied and concluded to reduce the risk of Alzheimer’s disease.

Then there is the laundry list of mental health disorders that benefit from meditation: anxiety, depression, loneliness and eating disorders. I could go on, but all of this begs the question: “What is it about meditation that creates such positive benefits?” Most explanations center around the activation of the parasympathetic nervous system, which restores the body to a state of calm. It’s sometimes called the “rest and digest” nervous system because activation of this system literally slows most bodily functions down and promotes digestion.

HOW TO GET STARTED

We turned to Kathleen Weller, who is a Presbyterian pastor as well as a Benedictine oblate, for advice in how to get started in a meditation practice. Weller teaches meditation and currently leads a meditation group at Pine Shores Presbyterian Church.

“I was attracted to meditation for many years before finding the discipline within myself to begin. In other words, it seemed like a good idea, before I understood how important it would become,” said Weller. She went on to give these simple steps to start: n “The way to begin is to do it. Don’t read a book, don’t watch a YouTube video. Choose a mantra (a word or phrase). n Set a timer for 20 minutes. Sit with your back as straight as possible (sustainable). And say your mantra. n “As thoughts come, release them by returning to the repetition of your word or phrase. At the end, say thank you. My goal is 30 minutes in the morning and early evening. Don’t punish yourself for falling short of your goal.”

She encouraged me by saying this: “The practice is simple. But it is not easy.

Don’t expect anything to happen during meditation — no voices, lights, colors.

The benefits of your practice show up in your life later, in goodness, awareness, kindness and compassion beyond who you know yourself to be.”

And that, dear reader, was enough to get me started.

THE DIFFERENCE BETWEEN MINDFULNESS AND MEDITATION Meditation and mindfulness are often used interchangeably, but mindfulness is actually a type of meditation. According to Medical Daily, mindfulness is the act of focusing on being in the present, such as focusing completely on drinking a hot cup of tea, taking in its scent, warmth and taste, and removing overpowering emotions from the mind. It is bringing your full mind to an object, and one easy way to begin meditation is to be totally mindful of your breath. Following your breath improves your awareness of being in the present. And, in my case, it helps me to empty my mind and turn off the chatter. Mindfulness can also be used with eating — focusing on what is going into your mouth — or even on walking or sitting on the beach.

The practice of meditation predates the idea of mindfulness, says Medical Daily.

“Mindfulness is often aligned with the ‘time of the Buddha,’ in which the Buddha discovered that focusing entirely on his breath would allow him to see reality and reach meditation more quickly.”

The Sunshine Law lawsuit against Sarasota City Commissioner Susan Chapman demonstrates the financial straitjacket it creates for public agencies, win or lose.

Judge Brian Iten stated in the opinion: “Those entrusted to hold public office should always endeavor to avoid even the appearance of impropriety ... leaving the meeting ‘forthwith’ would well serve all public officials who find themselves in situations similar to the one at issue here.”

In other words, Judge Iten is saying: If any citizen of Florida chooses to serve in an elected or even appointed position, he must check his First Amendment rights at the door.

I applaud the defense counsel’s success, but wish the

defense would have attacked the statute on constitutional grounds.

Florida’s Sunshine Law serves a compelling interest for open and transparent government. Unfortunately, the attorney fee provision causes a chilling effect on public servants’ freedoms.

Because of the risk of being accused of Sunshine violations, county commissioners cannot carpool to crosscounty functions; fire district commissioners cannot attend a golf outing in the same foursome; city commissioners can no longer get together on Friday night for dinner; and at the bottom of the governance food chain, Community Development District supervisors in Lakewood Ranch and elsewhere cannot attend neighborhood get-togethers.

The Sunshine Law applies not only to elected officials but to any appointed committees that recommend action to an elected board.

The Florida attorney general’s Sunshine Manual says: “The law is applicable to any gathering, whether formal or casual, of two or more mem-

bers of the same board or commission to discuss some matter on which foreseeable action will be taken by the public board or commission.”

Prudent counsel to Florida agencies subject to the Sunshine Law advise their clients (as Judge Iten admonished) to avoid any discussion of government business outside of noticed meetings.

They advise their clients to avoid situations that would give an appearance of possible violation. They also advise “no personal emails or phone calls” to elected colleagues.

The attorney fee provision is the exception to the American Rule that each side pay its own attorney fees. Florida’s statute says: “Whenever an action is filed against a board or commission to enforce this section, the court shall assess reasonable attorney fees against such board or commission if the court determines that the defendant to such action acted in violation of this section. The court may assess reasonable attorney fees against the individual filing such an action if the court finds that the action was filed in bad faith or was

If the attorney fee provision were removed, the news media, newspapers associations, citizen groups, individuals and the state attorney offices would continue to ensure compliance by our public agencies without the budget-busting costs to agencies accused of violations.

Due to the attorney fee provision, every alleged Sunshine Law violation is a lose, lose, lose game.

Examples: n Lose — Allegation made, no suit filed or suit filed, agency admits wrong and settles, but must pay plaintiff’s attorney fees and its own fees. Last year, the Manatee School Board scuttled its school security contract after a Sunshine Law case was filed. It is on the hook for fees in the five-figure range even though it “settled” within days of the suit filing. n Lose — Allegation made, suit filed, agency contests and wins, pays its own fees, which can be substantial. Much is being written about the development of Sarasota, with generally favorable opinions.

I disagree. Two aspects for which city government is responsible are now causing grave damage to the quality of life in Sarasota: the lack of management of the homeless colonizing the downtown streets and the uncontrolled development in construction projects.

It seems that Sarasota is much less competent at managing the homeless problem than other cities. In fact, Sarasota is absorbing the homeless from other towns, where this problem seems to be nonexistent or de minimis.

Why are the commission, city manager and city attorney unable to successfully address this problem?

My grandchildren and I are afraid to use the wonderful Selby Library because of the vagrants who have installed themselves all around. Similar conditions are found elsewhere in town.

There must be legal procedures to remove the vagrants and their “belongings” when they cause a public nuisance and impact the health and quality of life in the city of Sarasota. The

“common good” is seriously affected by these — mostly — habitual drunkards and addicts to other drugs.

The architectural development in Sarasota is a very sad state of affairs. The future quality of life is sure to be very negatively affected with overbuilding, building without sufficient green spaces next to the highrise buildings, not providing for solutions to growing traffic.

Cities like Naples, Palm Beach and Tampa have been able to manage these challenges successfully in most cases.

Having attended meetings of the Downtown Sarasota Condominium Association and other organizations seeking to influence city government, I conclude that the commission and city manager are more interested in increasing revenues than in orderly architectural development.

The commission may be encumbered by prior commissions, but it is doing little to correct the issues.

Commissioners do not work pro bono. We are all paying their salaries and expenses. They will not receive my vote in the future.

A new type of business is coming soon to Siesta Key Village: a liquor store.

The owners of Morton’s Siesta Market plan to open Siesta Village Liquors in the space Siesta Hardware currently occupies.

The hardware store will remain open until July 31, with Morton’s slated to take over the lease Sept.

1. Following renovations, the liquor store will open at 215 Canal Road as early as November.

Morton’s Siesta Market is currently limited in the kinds of alcohol it can carry because Florida law restricts grocery stores from selling hard liquor.

“There is hardly any place you can buy liquor in the village,” Morton’s Siesta Market owner Eddie Morton said. “There is a place on the south end of the Key, but there is no place in the village.”

The only other liquor store on the key is Siesta Spirits, located near Stickney Point Road and Midnight Pass Road.

“We think it would be convenient for residents and tourists alike,” said Siesta Key Chamber of Commerce Executive President Ann Frescura. “I think it’s unfortunate to lose the products and services a hardware store can provide to a small community, but we understand things change.”

Morton says the market is working to identify the hardware store’s staple products, such as basic tools and the key machine, to incorporate into the grocery store.

“We don’t have a lot of room to dedicate to hardware, but we’d like to have some,” Morton said.

Although Morton’s didn’t originally intend to fill the liquor store void in the village, the retirement of Siesta Hardware owners Jim and Patricia Hillier created an opening for a new business.

The addition of the store to the village doesn’t surprise Siesta Key Village Association President Mark Smith.

“With all the visitors and even the residents, there is no place to buy liquor,” Smith said. “I’m surprised it’s taken this long, actually.”

Morton’s Siesta Market opened in 2015 in the former Siesta Market location.

Lido kayak operators support rule change The public largely endorsed a proposal to allow commercial operators to accept payments at Ted Sperling Park.

After outlining a plan to allow private companies to accept payments at Ted Sperling Park on south Lido Key, Tricia Wisner got asked an unusual question at a community workshop Monday.

Although the City Commission will need to approve the proposal before it can take effect, Lido resident Nancy Mina failed to grasp a possible downside to the rule change.

“What’s the risk?” Mina asked.

“Why is this a discussion?”

Wisner, a county operations coordinator, outlined the county’s desired change to city regulations. The county started a program regulating private water vessel operators at Ted Sperling Park in 2013, which allowed companies to offer tours and rent kayaks and stand-up paddleboards.

The city does not allow companies to take payments at parks, and the county began more stringently enforcing that rule earlier this year. Based on feedback from customers interested in walking up and paying, the county now wants to allow cash and credit card transactions in the park.

Sarasota, said a growing number of visitors seek out rentals or tours because of the rising popularity of eco-tourism. Currently, those visitors have to go off-site, book an appointment and return an hour later before their tour.

He dismissed the idea that allowing on-site payments would result in a dramatic change at the park — because the demand is already so high.

“We’re not soliciting people to go kayaking,” Nikla said. “They’re going there to kayak.”

Carl Shoffstall, president of the Lido Key Residents Association, agreed that the regulation barring on-site payments is unnecessary.

Still, he and other residents had questions about the proposal.

Most importantly, how would the activity at the park impact residents going forward?

“We have a traffic problem, and we have overcrowding,” Shoffstall said. “I’ve talked to several people from the association that say they can’t get out there with a private kayak.”

Pete Garcia oversees the county kayak program and says there’s been a concerted effort to ensure public access. Currently, the launch at Ted Sperling Park is set up to act as two separate access points: one for private use, and one reserved for the public.

Laurel Kaiser, the owner of kayak tour company Island Style Sports, was the only person to voice opposition to the plan —

and the broader private activity.

“My initiative is, don’t occupy the park,” Kaiser said. “Don’t park your trucks on county property; don’t take up that much parking.”

Gretchen Schneider, the city’s planning and development general manger, said staff will endorse the proposal based on public feedback. The topic will likely come before the City Commission this fall.

If the city approves on-site payments, Wisner said staff would continue to monitor operations at the park to ensure the system continues to run smoothly.

“We work to revise the rules every year,” Wisner said. “We work to make them better every year.”

TAKE THE CAKE 5:51 a.m. — 600 block of North Washington Boulevard Theft: An employee at a convenience store reported a man and a woman for stealing a variety of snack cakes. The employee said he wasn’t sure exactly what was taken, but he said they were all the same brand, and he estimated the value of the items between $15 and $20. Based on surveillance video, neither the employee nor officers were able to identify the suspects.

UNLUCKY BREAK 2:30 a.m. — 3200 block of Osprey Avenue Property Damage: A man was sleeping in his home when his roommate’s boyfriend came to

the door. The man did not let the boyfriend in. The boyfriend said he would be back and told the man to “watch what happens.”

About 30 minutes later, the boyfriend returned with two other men. The group began to knock on and kick at the door. The man said he was going to call 911, at which point one of the other men went to the back of the residence and threw a brick through the window.

The man said the two people who accompanied the boyfriend fled the area on bicycles. He said the boyfriend remained at the scene and was yelling that he did not do anything. When an officer spoke to the boyfriend, he claimed he did not know the two men who came with him.

He said his girlfriend lives in the home, and he was just trying to get his belongings. The officers observed the man was uncooperative during the investigation, and he eventually said he did not want his belongings any more and would leave the area.

COLD CASE 6:20 p.m. — 1300 block of Main Street Suspicion: An officer responded to a report regarding a suspicious suitcase on the street. The officer opened the suitcase and found that it was filled with stale perishable goods. No other information regarding the suitcase was available. The officer discarded the perishables.

An officer gathered the passenger’s information from the captain after the boat reached the marina. “This is a new era,” said Mark Richmond, Temple Sinai of Sarasota president Friday night.

Richmond observed what he estimated to be more than 230 people in attendance for the Shabbat service July 8. He says the average attendance is around 40 during the slower summer months.

The reason for the sudden spike: Members wanted to meet their new clergyman, Rabbi Michael Churgel.

“They’ve really made me feel welcome,” Churgel said. “People seem more eager for what’s to come now.”

Churgel, 44, recently relocated to Sarasota from Rockland, N.Y., where he was also a rabbi.

Churgel’s wife, Shara Newman, and their three children, Daphne, Zoe and Jason, were also in attendance to get to know their new community.

Churgel attended the University of California, Los Angeles, graduating in 1994 with a Bachelor of Arts degree in psychology.

He also attended the Rhea

Hirsch School of Education, where he earned a Master of Arts in Hebrew letters in 1998 and a Master of Arts degree in Jewish education in 1999.

He also graduated from Hebrew Union College — Jewish Institute of Religion in 2001.

The search for a new rabbi lasted a year, after Rabbi Emeritus Geoff Huntting announced he would retire after 23 years.

“It’s a bittersweet moment,” Richmond said. “We’re saying goodbye to a great man and saying hello to another.”

Although it’s still the beginning of Churgel’s tenure, he hopes to carry on the tradition set by Huntting of incorporating music into services.

“We’ll continue with what’s been set and hopefully build upon it,” Churgel said.

Before the service, Churgel had an informal meet and greet with members as they entered the synagogue, shaking hands and receiving warm welcomes.

Following the service, there was a Shabbat dinner to allow temple members to meet the entire Churgel Family.

Redeemer ordains new youth minister The retired Rev. Dabney Smith, bishop of the Diocese of Southwest Florida ordained Christian “ Chris” Michael Wood to the Sacred Order of Priests June 29, at The Church of the Redeemer.

Wood served as youth minister at Redeemer from January 2009 to August 2013. In September 2013, he began his studies at Nashotah House Theological Seminary, in Nashotah, Wis. At Redeemer, Wood will serve as priest associate for youth and young adults. Since returning to Redeemer in June, he has led two youth groups on mission trips to the Dominican Republic and Miami.

CAMP SPOTLIGHT Students at Mattison’s Chef Camp take on Italian and Japanese cuisine

W

ith red aprons tied tightly and recipes in hand, the campers at Mattison’s Chef Camp are enjoying a week of international cuisine.

Students at the weeklong camp are learning how to simmer, stir, press pasta and roll sushi as part of the advanced international curriculum.

The first two days were focused on the dishes of Italy. Orientation was swift because students in the advanced level course must previously have completed basic Chef Camp.

Chefs from Mattison’s FortyOne guide the chefs-in-training through the camp. Among them is executive chef Alex Vazquez, who explains to students that they’ll be making raviolo or a singular, large pasta with a shortrib filling.

Campers mixed flour and eggs to make pasta dough from scratch, then rolled it into a ball to refrigerate overnight. The following day, the pasta dough was flattened through a press until the thickness was right to add the filling. Students stuffed their individual raviolos with the shortrib filling, then sealed the pasta with an egg wash.

Rolls of sushi and tomato ragout are also on the menu for camp. At the end of the week, students and their families are invited to a feast to dine on the work of the week.

Chef Camp sessions continue throughout the summer.

ith every twist and turn, Blake Fuller climbed toward history.

The Sarasota resident blistered around the 156 turns of Pikes Peak Highway, pushing his Tesla Model S to new heights.

At speeds of 120 mph, Fuller raced across the mountain’s 12.42 miles of highway — a handful of guardrails serving as the only barrier between the Go Puck founder and CEO and the bottom of a cliff some 3,000 feet below.

In fewer than 12 minutes, the Tesla Model S climbed 4,725 feet before coming to a stop at the mountain’s summit located 14,115 feet in the air, marking the first time a Tesla Model S had attempted the Pikes Peak International Hill Climb.

Upon reaching the summit, Fuller, 36, climbed onto the roof of his Tesla Model S and leaped into the air in celebration.

He had achieved a feat that had never been done before by reaching the summit in the Tesla S, but he had reached it in record-setting pace.

Fuller completed the dangerous course in 11 minutes, 48 seconds, breaking the electric vehicle record by more than a minute.

“Taking a car that’s designed for performance street use and pushing it to its limits for 12 minutes is a pretty big challenge,” Fuller said.

Fuller was one of 100 people invited to compete in the 100th annual Pikes Peak International Hill Climb June 26, in Colorado Springs. The race is the second

oldest race in the United States behind the Indianapolis 500, which also celebrated its 100th anniversary at the end of May. “I was pretty stoked when I got to the top,” Fuller said. “It was such a smooth run, and when I found out we had the record, I started hooting and hollering.”

Once a dirt road, the course, which is now paved, was a lot faster to drive compared to Fuller’s first try. When it’s not closed for competition, it typically takes individuals about an hour to go the length of the highway at speeds of 20 mph.

“It’s less fear-inspiring when it’s paved, even though speeds are 20 to 30 miles faster,” Fuller said.

“There are about as many rules as there are guardrails.”

Fuller also had to contend with hay bales, animals and other things on the side of the road, including snow at various points.

Fuller first competed in the Pikes Peak International Hill Climb when he was 18 after visiting the site of the race during a trip to California the year before.

“I remember thinking to myself, ‘I want to do this,’” Fuller said. “I built a car, and the rest is history.”

Fuller earned Rookie of the Year honors along the way after posting the fastest time of the new competitors. Three years later, he won the event for the first time.

He competed in the event for the last time in 2002 before returning to Pikes Peak last month.

Looking to do something unique this time around, Fuller opted to bring back the car that he won with 15 years ago — albeit a newer model.

Fuller tested the 4,000-pound Tesla, which is the weight of standard SUV, on the course once before the actual competition and used unconventional methods, such as placing 400 pounds of ice under the car to keep it cool while simulating mountain-like conditions.

A 1995 graduate of Pine View, Fuller became fascinated by motor sports at an early age. His father, Peter Fuller, moved from the United Kingdom, and started working on race cars, which fed the younger Fuller’s interest.

After winning the Pikes Peak International Hill Climb in 2002, Fuller spent four years racing professionally before putting his racing career on hold to found Braille Battery Inc., which he later sold, and his current portable battery company, Go Puck.

Prior to the Pikes Peak International Hill Climb, Fuller competed in a 24-hour team race at Daytona.

“I try to stay involved,” Fuller said. “That’s what makes it fun and keeps me engaged.”

The former Cardinal Mooney point guard has aspirations of playing basketball for the Tar Heels one day, which means additional practice sessions coupled with hard work for the next three years.

Windsor, who will attend Sarasota High or Riverview High this fall, couldn’t think of a better way to get a jump-start on summer conditioning than during the Nike Girls Basketball Camp July 5-8, at Lakewood Ranch High.

“I want to get better for high school season,” Windsor said.

“I’ve learned you have to communicate on defense and that rebounding wins championships.”

With the help of Riverview boys basketball coach B.J. Ivey, Lakewood Ranch girls basketball coach Tina Hadley hosted the camp for the first time.

Together Hadley and Ivey used their experience to help the girls, entering sixth through 11th grades, develop their skills.

Next Level Hoops point guard Morgan Windsor has aspirations of playing basketball for the University of North Carolina one day.

“Everyone wants to be a Steph Curry,” Hadley said, “but not everyone wants to put in Steph Curry work.”

Most importantly, the camp allowed the players to share the court with only those players who share the same basketball.

“Sometimes girls need to be separated,” Hadley said. “This is a good environment for them to be in. They’re not comparing themselves to boys. In camps, boys tend to be selfish when it comes to game time and throwing the ball to girls.”

Mote fights invasive lionfish

ix teams of 19 divers caught 429 invasive lionfish from the Gulf of Mexico July 8-10 during the third annual Sarasota Lionfish Derby.

The event ended with a scoring and awards ceremony July 10, at Mote Marine Aquarium. More than 300 people attended the event.
