CELEBRATION DAY

Sarasota locals turned out to both ends of the John Ringling Causeway on Tuesday night to enjoy a new sight: the bridge lit up in vibrant blues, reds, yellows, oranges, greens and violets.

The span came alight with various colors of the rainbow June 22 in recognition of Pride Month. The span will display the rainbow colors through June 28.

It had been a long time coming after the city’s initial plans to light the bridge had been rejected by Florida Department of Transportation.

Sarasota city commissioners unanimously voted in favor of a resolution to display the bridge in rainbow colors on Monday.

The Sunshine Skyway between Manatee and Pinellas counties also took on a rainbow theme on Tuesday.

Club aids in beach access

Traveling from a parking lot to the waterfront in a wheelchair can be a tricky trip.

But now, thanks to the Rotary Club of Sarasota, the ride is a lot smoother for visitors to Lido Beach.

In a ceremony this week, the club presented Sarasota Parks, Recreation and National Resources a pair of specially outfitted wheelchairs that can easily navigate beach sand.

Siesta group gets $2,000 canal grants

fter installing more than 100 mini reefs throughout the Grand Canal, the Siesta Key Association won a grant to help continue its work with the hopes of more to come.

The Sarasota Bay Estuary Program, a nonprofit focused on reversing a decadeslong decline in the health of Sarasota Bay, awarded the association about $1,500 to continue its work and add an aeration system to the canal.

SKA also received $500 from the IBM employee volunteer program, which allows retired IBM employees to volunteer hours to receive money toward a nonprofit.

The mini reefs, created and installed by Ocean Habitats, are passive devices installed under docks to attract marine species that naturally improve water quality.

Once established, each reef can host enough life to filter 30,000 gallons of water daily. Since December 2020, 113 reefs — or about 11% of the canal’s capacity — have been installed at 84 homes.

St. Armands shake-up St. Armands stakeholders have a vision for improving the look and feel of the commercial district. Can they convince city officials to buy in?

t this month’s meeting of the St. Armands Business Improvement District, board members offered praise for a concept that reimagined the streets of the Circle with new lighting, landscaping and furniture in a quest to create a more unified district.

By the end of its conversation, board members agreed to move forward with the plans in hopes of eventually making a St. Armands streetscape-improvement project a reality. To get to that point, the BID intends to refine the initial concept to better reflect its desires in consultation with other stakeholders. At least two of those stakeholders — the city of Sarasota and the Florida Department of Transportation — will need to formally approve plans to make alterations to public property.

Along the way, the group of property owners will also have to secure somewhere in the neighborhood of $10 million, according to preliminary cost estimates.

Although board Chair Geoffrey Michel said the concept plan represented an initial step down what could be a long path, BID board members were enthusiastic about the proposal presented this month — and about the potential effects streetscape upgrades could have on the Circle.

“I’m absolutely blown away,” board member Tom Leonard said.

“For your first attempt, just coming out of the gate with something like this is great. It’s solving a lot of problems.”

SENSE OF PLACE

Since October, the BID has been engaged in a conversation about streetscape design as a tool to increase activity and improve the aesthetics of the Circle.

Initially, those conversations revolved around amenities to public spaces on St. Armands.

set. The conversation began in parallel with other options for adjusting the look of the district, including new zoning and changes to St. Armands Circle Park.

In March, the group selected Phil Smith, a landscape architect with David W. Johnston Associates, to produce a concept design for making over one street segment leading into the Circle. BID board members suggested a comprehensive plan for redesigning a block could give the city and developers a route toward a harmonious design standard.

Smith’s proposal sought to do that, leaning on landscaping, lighting, signs, street furniture and more to create consistent visual features across the Circle.

“St. Armands really has a sense of place, and what you want to do is enhance that sense of place and make it feel more special,” he said.

Smith focused on the block of John Ringling Boulevard between Adams Drive and St. Armands Circle, the road leading into the Circle for those approaching from the mainland. In total, Smith said the changes in his initial design would cost $2.5 million, though the improvements could be phased in if the group desired.

Smith emphasized the opportunity to make that particular street segment a defined entry point, proposing the vertical columns to denote the gateway into the St. Armands district.

area. He applauded the BID’s proactive approach to pursuing improvements, calling it a visionary group. Still, he noted any plans would need support from the City Commission, and any changes to state-controlled John Ringling Boulevard would require FDOT involvement, too.

Cover said there are other complicating factors that must be sorted out before any project can move forward. St. Armands Circle is a hub for pedestrian and vehicular activity, and streets leading into the Circle serve as Sarasota’s only points of access to Lido Key and Longboat Key. As a result, the city would have to be more considerate about the disruptions associated with construction than they usually would for a streetscape improvement.

“It would be great to upgrade everything out there, but there’s a lot to take into consideration for sure,” Cover said.

FUNDING OPTIONS

One other thing Cover said must be taken into consideration: cost.

Extrapolating the $2.5 million price tag for one spur of the

Circle, the BID could be looking at $10 million to improve the entirety of the district. Smith said that price could conceivably come down if all of the changes were implemented at the same time, but Cover said it could go up if the plans also incorporated the interior of the Circle.

Either way, Cover said it was a hefty price tag for a major project.

“That becomes the big issue: Where does that money come from?” Cover said.

BID Operations Manager Brandy Smith said the BID had made a budget request to the city for $700,000 in capital improvement funding toward a first phase of a streetscape improvement project, but that proposal came before Smith presented his $2.5 million estimate. In addition to seeking city support, the BID originally envisioned contributing $200,000 of its own funding and requesting an additional $100,00 from FDOT. BID board members offered their thoughts on how to best move from concept to reality.

Michel said the city could work to establish design standards that a builder would be required to adhere to if they redeveloped their property. Over time, Michel said, the look of the district would become complementary rather than incongruous.

“Our goal is to not have too much more happen on the developer side that would be piecemeal to this,” Michel said.

Other board members looked to the city as a potential source of financial support. Cover said the City Commission had the authority to evaluate the level of priority a St. Armands streetscape project would receive, slotting it into a long-term capital improvement plan accordingly. The BID discussed the city’s role in funding downtown improvement projects, including $3.5 million to upgrade Lemon Avenue and Paul Thorpe Park in 2019. Multiple board members said they believed it would be appropriate for the city to offer similar support for a St. Armands project.

“We’re also part of the city,” board member Yvonne Schloss said.

Michel said the group would ultimately need to rely on a mixture of sources to help pay for the type of upgrades the BID is envisioning.

“The funding’s going to come from numerous places,” Michel said. “Nobody’s going to write the check for $10 million.”

A parcel of land in north Sarasota has drawn controversy as county leaders consider affordable housing bids for the property while nearby residents say the community needs a different use.

The county in April began accepting bids for the project and are now considering six proposals for the 114-acre site at 2501 Dr. Martin Luther King Jr. Way, across from Emma E. Booker Elementary School.

Under guidelines laid out by the county, the minimum bid for the parcel is $2.5 million. The county paid $2.2 million for the land in 2013.

Additionally, any proposal must have at least 150 units, or 25% of the total dwelling units — whichever is greater — set aside for affordable housing for a minimum of 10 years. All affordable units are intended for house-

holds at or below 80% of the area median income, or $43,250 for a single person or $61,750 for a family of four.

Community members who live in the area say they should have a say in what goes on the parcel because it will affect them the most. Members of the DeSoto Acres Neighborhood Association say the county should revert to a plan that explored a sports complex on the site.

“We must go on record objecting in the strongest possible terms to this potential sale and development,” DeSoto resident Martha Hafner wrote to the County Commission. “The residents of north Sarasota County have been told multiple times on an ongoing basis this land would be made a park, not sold for private investment.”

Here’s a look at what could be built on the parcel.

needs. Another 300 units will be set aside for market-rate housing.

Additionally, Blue Sky would partner with Safe Children Coalition to use 30 units for youth transitioning from foster care and CenterPlace Health to bring a 30,000-square-foot medical building to the area.

Another 60,000 square feet will be set aside for a grocery store, though no vendors have yet expressed interest. The development team also is working to create a recreational and afterschool activity center.

Gracewater, which owns the now-closed Rolling Green Golf Course land, offered the county $4.4 million.

Documents show Gracewater is proposing 156 affordable housing units in the form of coach homes on the parcel, half of which will be at 60% AMI and another half at 80% AMI. Another 100 coach homes would be at market value.

To achieve a goal of income diverse housing, three other types of housing will be offered: 134 workforce town homes, 54 paired villas for the upper range of the workforce market and 176 market-value, single-family homes.

Habitat for Humanity, which offered $3.5 million, wants to build a community with four residential types ranging from single-family ownership to multifamily rentals.

The project would consist of 100 tiny homes, 416 town homes with a garage and 104 town homes without a garage. The proposal shows 78 residences will be reserved for households at or below 60% AMI and another 78 for households at or below 80% AMI. Aside from housing, the proposal also highlights an optional retail component that would help reduce the area’s food desert, should residents desire it. It offered the county $2.75 million for the project.

NORTH SARASOTA REDEVELOPMENT PARTNERS

The proposal highlights affordable workforce housing for those looking to rent and to own, market rate rental housing, banking and entertainment.

Phase one would include 300 market-rate and 150 workforce housing units with a homeownership project.

An entertainment area will be centered around a multiuse sports complex with the hopes of attracting the Sarasota Metropolis Football Club, a minor league soccer team. The facility would also be used for live music, local sports and summer camps.

A food plaza with a mix of restaurants, food trucks and a food bazaar also is planned. Financial Access Federal Credit Union will establish a banking and financial literacy facility on the site.

The proposal includes two purchase points, one at $2.5 million and another at $3.5 million depending on how many pieces of the proposal the county greenlights.

action (recommended in the master plan),” board member Ted Wilson said at a June 17 meeting.

“Now we just need to know when it’s going to get done, and is there any change in the cost factor?”

In 2019, staff’s recommendation for implementing the master plan called for $50 million in spending over a decade, beginning in 2021. Of that total, $18 million was for deferred maintenance of facilities below the city’s standards while $32 million was budgeted for improvements based on priorities identified in a community study.

When staff presented its plan to the City Commission, elected officials expressed some hesitancy, opting to accept the report rather than formally adopting it as a funding road map. Jerry Fogle, the city’s parks and recreation manager, said COVID-19 has further complicated the process of addressing community needs related to parks, particularly after the 2021 budget included a freeze on filling vacant positions.

With that freeze set to be lifted in the administration’s budget proposal for 2022, Fogle said the parks department’s priorities remain similar to those staff had in 2019.

“We’re focusing on ensuring our parks — and all the green space throughout the city we maintain — are at the highest level we can keep them at this time,” Fogle said.

Asked to prioritize its most pressing needs, Fogle said the parks department has emphasized deferred maintenance when it gets opportunities to pursue infrastructure-related projects.

Fogle said the city is working on upgrading bathrooms, sidewalks and lighting in its parks. Fogle said those priorities were informed by community surveys during the master-planning process.

“Those are pretty clear and easy to put on the top of the list,”

he said.

The parks department has been able to finish master planinspired improvement projects at Eastwood Park, Paul Thorpe Park, Mary Dean Park and Fredd “Glossie” Atkins Park. The city is also nearing the completion of a series of upgrades at the Lido Pavilion.

In May, the commission discussed a proposed capital improvement plan for fiscal years 2022 through 2026 that included $9 million in funding for parks projects. The proposed capital improvement plan includes $3.3 million for unspecified upgrades, with Avion Park, Dr. Martin Luther King Jr. Park, Shenandoah Park and Orange Avenue Park listed as sites in line for improvements as prescribed in the master plan. Fogle mentioned upgrades at Bayfront Park and the construction of a park in the Rosemary District as other initiatives the city hoped to pursue.

Sue Martin, the city’s general manager of parks and recreation, noted the master plan was created with the knowledge that some flexibility would be necessary. Conditions change, and priorities can shift at the will of the City Commission — Martin highlighted the emergence of Wi-Fi in the parks as an initiative officials placed increased emphasis on because of the pandemic.

Rather than providing hardand-fast rules for how the city will improve parks, Martin and Fogle said the master plan was more of a guide and that staff would attempt to stay flexible.

“A lot of the purpose of this master plan is to say this is the condition we got our parks back in, this is what work needs to be done, and this is how much money it’s going to take, so there’s not sticker shock when we present this,” Martin said.

Florida: A cradle of liberty!

Gannett Co.’s editors besmirched Florida and its 22.6 million people as ‘a cradle’ of hate, delusion and extremism — ignoring the hate, death and destruction wrought by the ‘peaceful’ protesters.

I

t’s a long-standing approach in modern newspapering to delve into the lives and sordid details of criminals and miscreants. Just the kind of story the sanctimonious editors at Gannett Co. relish: Who are the 472 people (so far) who have been arrested in connection with the Jan. 6 riot at the Capitol? What do they have in common, and what conclusions can be made about them?

Lo and behold, as reported in Gannett’s Florida papers over the weekend, 47 of the people arrested, 10% of the total, are considered Floridians, tying Florida with Texas for having the highest number of people arrested in the Jan. 6 riot.

This, the Gannett editors conclude, makes Florida an epicenter of extremism and hate, the “cradle of hate and delusion.”

What a ridiculous claim.

Forty-seven people from all over the state, out of 22.6 million Floridians — 0.0002% of the population, two-10,000ths of a percent — make Florida a bad, ugly state teeming with hatefilled extremists.

How can this be? What about Florida makes the state such a magnet for this ilk?

In a sense, the “delusional” label that Gannett’s editors paste on our state is laughable.

For one, where is the proof — the documentation, evidence and interviews — that confirm all 47 of the Floridians are hatefilled, delusional extremists?

Yes, 12 of the 47, according to Gannett, have ties to Proud Boys, Oath Keepers and QAnon, acknowledged right-wing organizations. But even then, those 12 make up only five-100,000ths of a percent of Florida’s population. How do they make Florida “a cradle of hate and delusion”?

What’s more, if you just think of the probabilities, it should not be a surprise that more Floridians and Texans were involved in the riot than from other states.

Texas and Florida are the second and third most populous states. Voters in those states cast more votes for Donald Trump than in any other states — 5.89 million Texans and 5.66 Floridians. Why should it be alarming that more Texans and Floridians

attended the Jan. 6 Trump rally than from other states and participated in the Capitol riot?

The Gannett editors made a point of noting that twice as many Floridians were arrested than were Californians, even though California has 17 million more people than Florida.

But everyone also knows California is one of the most progressive states in the country. Out of a population of 39.6 million, 6.6 million Californians voted for Trump, 34% of the total vote. So why would anyone expect more Californians to be on the other side of the country on Jan. 6 storming the Capitol?

If there is a surprise in the number of alleged extremists among the 472 arrested, it should be that New York had the fourth highest number of those arrested. One of the bluest of the blue states had 30 people arrested. Where are the Gannett editors’ concerns and outrage?

It’s pretty gumptious for these self-appointed judges to label Florida as they did with such a weak, flimsy, concocted, tilted storyline. “That’s a blot on the Sunshine State’s psyche that will take a long time to fade,” huffed the Gannett-owned Daytona News-Journal editorialist.

The News-Journal went on to demand “that the state’s chosen leaders take action to root out the hate and condemn the violent bigotry these groups espouse.”

No one should espouse violence. But“root out the hate” — what does that mean? Jail and shoot people for how they think, the way it’s done in the communist, socialist and authoritarian regimes?

Of course, nowhere in this “investigation” are there mentions of the violence, hate, death and destruction that the antifa and BLM members perpetrated across America in their peaceful protests. It is unadulterated “hate and delusion” when they destroy and loot property, police stations and federal offices.

Perhaps Gannett’s progressive editors and reporters should look in the mirror. From 2016 to now, these so-called tellers of truth made no pretenses about showing their own unabashed

Here we go again. Another election cycle of Florida’s forever politician, Charlie Crist, wanting another better, higher rung in the political world.

The guy is such a career politician, which is another way of saying he is such a political hack. Nice guy. But a guy who has lived almost Crist’s famous his entire hug with Barack adult life Obama. on a government paycheck — thanks to Florida voters who fall for his shtick.

Having lived since 2016 as a nobody of note in Congress, the former governor of Florida must be craving attention and wants to come back to the limelight of being the state’s chief executive. He’s running for governor again.

“I’m fighting for Florida,” Crist says — his forever campaign line. You’ll hear that over and over. In the opening paragraph of “Meet Charlie” on his campaign website, Crist tells us he has been “fighting my entire life for Floridians.”

Spare us.

For rational people, it’s puzzling to try to understand why Crist thinks he has a chance.

He’s an old horse. Who wants to go back and ride an old horse? People want a new horse, perhaps an up-andcomer in Florida’s Democratic Party such as Florida Commissioner of Agriculture Nikki Fried, who is 43. Crist will turn 65 on July 24.

And let’s just pretend Crist makes it through the Democratic primary to run against Gov. Ron DeSantis in the

contempt for Donald Trump and those who supported him.

Florida is not the cradle of

general election. A lot can happen between now and November 2022, but at this point it’s hardly plausible to imagine Crist having any kind of convincing message or a record that shows he is more competent than DeSantis. It just isn’t so.

Dig deep in your memory.

What did Crist do for Floridians as governor that is memorable? Beep; time’s up.

You can bet if the race became Crist versus DeSantis, the Republicans would harp on the one thing Crist did that was memorable. When the country was falling into the depths of the 2008 recession, and Florida right along with it, then-Republican Gov. Charlie Crist literally hugged Democrat President Barack Obama at a Fort Myers rally and embraced Obama’s $800 billion stimulus package — the stimulus bill that only stimulated more federal debt.

Crist will never live that down, especially in a state as red as Florida is now. Nor does he have much to go on from his time in Congress. The Washington watchdog group Citizens Against Government Waste gives Crist a “0” on a scale of 0-100 for his voting.

It calls him “hostile” to taxpayers. The Club for Growth gives same thing, “0%.”

With little record of policy achievement to tout, you can tell Crist is in search of a winning issue or platform. Last week, he glommed onto the Gannett newspapers’ reports about Floridians who were involved in the Jan. 6 riot at the U.S. Capitol. He called for DeSantis to create a bipartisan commission to investigate “what to do to keep our state and our democracy safe from these violent extremists.”

It’s time to go to pasture.

City attorney says city cannot seek a judgment on building a music hall without orchestra’s commitment to the site.

The Sarasota Orchestra has said a lack of legal clarity prevents it from pursuing the construction of a music hall in Payne Park, the location the organization has called the only viable site for a new venue within city limits.

Depending on the degree of certainty the orchestra is looking for, it might not be possible for the city to proactively answer the questions surrounding the property — at least not without a firm relocation commitment.

On Thursday, City Attorney Robert Fournier sent a memo to City Manager Marlon Brown regarding the prospect of the city obtaining a declaratory judgment on the legality of building a music hall in Payne Park.

Since 2019, opponents of the orchestra’s push to move into Payne Park have cited a provision in the property’s 1925 deed that states the land must be used “for park, playground and kindred uses.” Although Fournier has said he believes the city could effectively argue that a music hall is an allowable use, a group of residents have suggested a declaratory judgment could definitively settle any legal issues.

believes the city is not in a position to seek a declaratory judgment. Fournier said a declaratory judgment can only be sought if there is a practical need to obtain one, not in situations where a party is seeking legal advice. To meet that standard, Fournier said both the city and the orchestra would need to have a firm commitment to place a music hall in Payne Park, not just an interest.

“Otherwise, the suit is merely seeking an advisory opinion, which the courts cannot do,” Fournier wrote.

Although orchestra President and CEO Joe McKenna has said legal issues are an obstacle to considering Payne Park as a new home, he has not publicly shared specific steps the city could take to address those issues.

“Our sense is that it’s in their court to determine how we might approach those items,” McKenna said in a previous interview with the Sarasota Observer.

After receiving Fournier’s memo, Brown said he would meet with McKenna in the next couple weeks and provide an update on the orchestra’s search to the City Commission in July or August.

A coalition of downtown stakeholders who support the Sarasota Orchestra’s request to relocate to Payne Park have expressed concern the organization could pass on the site without solid legal clearance to move forward.

And when Dr. Martin Luther King Jr. uttered the words “content of their character, not the color of their skin,” the “ring of truth” had sounded and a nation changed.

But now racism is back with all its former ugliness. They just flipped the script. White is bad, and color is good.

I believe it is child abuse to teach children that their color is the only thing that matters. I read their mothers’ anguish when their boys come home crying from being told they are bad.

Critical race theory is a fraud; its purpose is to reinforce the planned movement of America into a Marxist country.

Amid search, no easy answer to Payne Park question

CRT is nothing more than propaganda Your editorial “A Response to a Response” does a great job tearing to pieces and ripping to shreds the letter in question from Terry Hynes, who attempted to intellectualize the justification for what is nothing more than racist propaganda cloaked in a scientific-sounding name called critical race theory.

There is nothing “critical” or “theoretical” expressed in the letter. CRT is presented as a forgone conclusion of systemic racism.

The power possessed by school officials and teachers is overwhelming and is difficult for students to overcome.

Some well-known Black men — Thomas Sowell, Shelby Steele, Robert Woodson, Jason Riley, to name a few — have repudiated the racial bias expressed in CRT. They are vehemently opposed to blaming white people for the problems plaguing Black people because that infers that Black people are incapable of solving their own problems.

Blame destruction of the nuclear family and fatherless homes.

CRT can easily be summed up: how I learned to love hating myself.

City could restrict sitting, lying down on sidewalks Leaders move cautiously in preparing rules in response to complaints from downtown business operators.

In response to complaints from downtown business owners, the City Commission is considering regulations that would prohibit sitting or lying down on sidewalks in specific business districts.

Although public testimony from merchants has specifically targeted homeless individuals, city officials were cautious while discussing the possibility of passing an ordinance, noting that any law would have to be broadly applicable.

Mayor Hagen Brody, who placed the item on the commission’s June 7 agenda, said he was interested in pursuing the regulations as a tool for the business district in the city center.

“I’m most worried about, obviously, our Main Street and some of the side streets where we just have to have a vibrant downtown that people want to come to and

The commission’s conversation focused on possible regulations inspired by a Seattle ordinance that prohibited sitting and lying down on the sidewalk in specific areas. City Attorney Robert Fournier said any regulations along those lines would have to meet certain standards, including nonarbitrary boundaries where the rules would apply.

Fournier mentioned the streets in which the city has installed parking meters as a potential option,

stating proximity to financial transactions could be used as a justification for the ordinance.

Fournier said the city would have to be prepared for the possibility of a legal challenge. The city already has regulations prohibiting standing, sitting or lying down in an unreasonable manner that obstructs sidewalks.

Fournier said the “unreasonable” standard was added to the ordinance following a legal challenge that said the regulations were too vague. Fournier said the Seattle

ordinance was upheld after a legal challenge.

Downtown merchants have voiced complaints about the presence of homeless individuals on the street. Store and restaurant owners have said customers are unhappy with behavior ranging from panhandling to individuals experiencing health emergencies.

“I’m a very compassionate person, but when it starts obstructing my business, it becomes hard for me,” said Harmoni Krusing Bens, the owner of Lotus Boutique.

City Commissioner Liz Alpert said she believed the city needed to be careful to ensure the regulations were not crafted to apply to a specific subpopulation.

Commissioner Jen Ahearn-Koch echoed those comments.

“On the one hand, we have to take into consideration the merchants and what they are going through and the downtown residents as well,” Ahearn-Koch said.

“On the other hand, these are members of our community that have problems and issues and need help. I would caution us all to be respectful and deal with this in a very cautious and respectful way because these are human beings, and we need to be sensitive to that as well.”

Kevin Stiff, the city’s homelessness response coordinator, said he thought the city had a right to govern public space, but he said communication should be a priority.

“I think any action taken by the commission should also make sure that there’s an opportunity for individuals who are engaging in these activities to understand what is permitted and what isn’t in the city,” Stiff said. “And if it’s not permitted in this zone, where they can do it legally.”

The commission voted unanimously to continue its conversation about regulatory options, empowering Fournier to prepare a draft ordinance for discussion.

Many aspects of school life are returning to normal for the next academic year: Students will no longer be required to wear masks, desk shields are coming down, and one-way hallways will be a thing of the past in most schools.

Still, though, enrollment will not likely be back to expected levels.

On June 15, school leaders reviewed enrollment projections for the 2021-22 school year, which showed that the anticipated number of students is lower than initial projections — a detail that could factor heavily into the district’s funding.

The most recent projections show the district will have 43,230 students in the fall, an increase from the end of 2020-21 by about 258 students. However, that number is still about 920 students below previous projections.

The number of enrolled students affects how much funding the district gets from the state.

In the 2020-21 school year, the state issued an emergency order that funded schools based on projected number of students, not the actual number of enrolled students. During the COVID-19 pandemic, public schools saw numbers of students who attended brick-and-mortar school facilities fall.

The district projected an enrollment of 44,845 for 2020-21 but enrolled 43,388. The district

receives about $8,000 annually for each enrolled student, which means without the executive order, the district would have lost $11.6 million.

The district this year is expecting about $371 million in state and local funding. That’s a reduction of $1.5 million from last year.

Chief Financial Officer Mitsi Corcoran said the base perstudent allocation went up by roughly $53 statewide, but a great deal of the increase will go toward paying a required increase in teacher retirement funds.

The district did, however, receive a small increase in the teacher salary allocation. The legislature allocated $500 million statewide to increase the base salary for all teachers to $47,500.

The district then provided teachers with an additional 3% raise.

Despite the raise in salary, the district paid less in salaries and benefits for the 2020-21 school year because of teacher vacancies. The district started the year with 34 fewer full-time equivalency teaching spots than normal along with several staff vacancies.

An officer spoke to the other driver, who said she is not from Sarasota and was confused about which roadway was the exit from the parking lot.

The woman said she immediately stopped when she saw the man’s high beams, at which point the man got out of his car and started saying things to her. The woman did not step out of her car because she did not feel comfortable, and afterwards, she also called the police. Both parties separated without further issue.

Krouse said she will stay on as long as needed to support the board and the EDC’s function.

Krouse’s appointment comes as the EDC faces a County Commission that essentially, by a 3-2 vote, made a move to defund the organization. County Commissioner Mike Moran, who brought forth the proposal, which includes redirecting the county’s local business tax to the county’s general fund budget, has long criticized the effectiveness of the EDC. His proposal, voted on at a June 8 meeting, rolls back EDC funding beginning in fiscal year 2022 and phases out funding totally by the end of fiscal 2024. If the EDC shows proven growth and metrics over the next year, commissioners could restore funding.

The EDC was established as an independent agency in 2004 with the goal of sustaining and growing businesses in Sarasota County. However, Moran said that in the past five years, EDC leaders have failed to provide metrics that demonstrate the success of

its programs.

“This has been going on for years. It didn’t just spring up.

This wasn’t a rash decision on my part,” Moran said at the meeting.

“From the very beginning, all I’ve ever asked for is clear, measurable goals. I made it very clear that I wanted less words on paper and more numbers on an Excel spreadsheet.”

Moran proposed the county would remain a dues-paying member of the EDC and could choose to support certain incentives; it just wouldn’t divert taxes to it. In fiscal year 2021, the EDC’s $1.7 million budget included $1.07 million in public funding.

Multiple business and civic and chamber leaders opposed the commission’s move, which included Moran saying he would like to see funds from the economic development incentive fund be used to support a special mental health care district.

Bullock said that would pit mental health services against economic development — when the county could still viably have both programs.

“Sarasota County is a sophisticated community with a rich history of addressing complex community priorities in responsible ways,” Bullock said. “This false choice put forth in this motion does not pass the standard of good governance or good community decision making.”

he Economic Development Corp. of Sarasota County, a week after county commissioners approved a proposal to phase out funding for the organization, has named a new interim CEO. Lisa Krouse, who recently retired from an executive position at Lakewood Ranch-based FCCI Insurance Group, was named interim CEO of the EDC. She will start July 1, according to a statement, replacing interim CEO Dave Bullock. Bullock, a former Longboat Key town manager, was named interim CEO in December 2019, replacing previous EDC leader Mark Huey, who had resigned.

“The EDC’s sole focus is to help grow and diversify the economy of Sarasota County,” Bullock said in the statement. “It’s been humbling to serve the past year and half, knowing almost 1,500 businesses were helped and thousands of local workers kept their jobs due in part to the work done at the EDC. I know the community is appreciative of these efforts.”

Krouse, formerly the executive vice president and chief administrative officer at FCCI, where she remains on the company’s board, had been the incoming chair of the EDC’s board. She instead resigned from the EDC Board, according to the statement, and moved into the interim CEO role, as she has been working closely with Bullock.

“We will be focused on the strategic direction and future of the EDC, working with our board, community stakeholders and diverse business community,” Krouse said in the release. “There have been many local leaders who have made a major investment in the EDC, and we want to see that this important work continues.”

Krouse said she will convene an expanded transition team tasked with establishing the strategic plan for the EDC. “I appreciate the commitment the board has extended to this organization, and I am looking forward to their help in facilitating a successful transition,” Krouse said.

In contrast, the park course is a large bowl. The sides of the bowl, as well as the island in the middle of the bowl, act as ramps. Park skaters focus on landing midair tricks using both their boards and their bodies (spins, etc.).

Both disciplines are scored by a panel of five judges. Street skaters each receive two 45-second “runs” to land as many tricks as they can, then an opportunity to attempt five additional tricks (with no time limit) that counts as a third run. The judges will grade each run on a 0.0-10.0 scale, 10.0 being a perfect score. The highest and lowest judge scores will be dropped, and the three remaining scores will be averaged together, creating the run’s final score. In the event’s prelims, the skaters with the highest average run score will advance to the finals. In the finals, well, the highest average run score wins.

Park skating works almost the same way, but skaters receive a third 45-second run instead of street skating’s “five additional tricks” round.

SOCIAL MEDIA STARS Skateboarding might not get much air time on ESPN or other TV networks, but that doesn’t mean it or its skaters are unpopular. In fact, the sport’s biggest stars are burning brighter than ever.

American Nyjah Huston, 26, is the world’s No. 1 street skater, according to World Skate. He has 4.3 million followers on Instagram, which is the app of choice for skaters thanks to its ability to easily share videos of tricks.

Ilardi said he has been working on switching board stances while training for the Olympics.

“I’m a regular footer, meaning I have my left foot on the front of my board, and I push with my right foot,” Ilardi said. “I have gotten better at skating goofy, which is the opposite of that. Switching stances lets me hit new variations of tricks I couldn’t before.”

In the men’s park division, American skater Heimana Reynolds is the world’s No. 1.

On the women’s side, Brazilian skater Pamela Rose will enter ranked No. 1 in Street. The top American Street skater is Mariah Duran (No. 6 overall). In park, Japan’s Misugu Okamoto is No. 1, while the top-ranked American is Bryce Wettstein (No. 8).

The Olympics will begin July 21 with soccer and softball, but Ilardi and his fellow men’s street skaters won’t get their chance at glory until July 25. That provides plenty of time to scour YouTube, learn your 50-50 grind from your boardslide and gain appreciation for this burgeoning sport.

f Sarasota’s four athletes headed to Tokyo next month for the Olympics, people might be the most confused about Jake Ilardi, perhaps wondering why he’s there at all.

Ilardi, 24, is a skateboarder. If this were 2016, he wouldn’t be standing with the other Olympians. This year’s games will be the first to feature skateboarding, which the International Olympic Committee has approved on a trial basis. The sport has also been provisionally approved for the 2024 games in Paris. Four other sports have this trial approval and will make their debut in Tokyo: baseball/softball, surfing, karate and sports climbing.

According to Skate Deluxe, skateboarding began in the 1940s as something for surfers in California to do when not on the waves. But what does skateboarding look like in 2021? What’s so impressive about pushing a board around?

Well, skateboarding is no longer about cruising the town looking for a spot to get some grub.

In the decades since its inception, skateboarding has become a legitimate sport requiring a lot of skill and just as many guts.

The sport will have two disciplines featured at the Olympics: street and park. These disciplines vary not in rules but in feel. The street course is littered with railings, stairs and small banks meant to mimic what might be found on an actual street in a large city. This is Ilardi’s specialty. Street skateboarders try to string together

t’s not even July, and I’m already getting the itch.

I need to be on a sideline watching a football game, stat. Too long without one, and I start to go a bit crazy. This is something I have to live with, but to offset my feelings a bit, I thought I would write about two local football happenings that caught my eye.

On June 20, Riverview High rising senior wideout Jaron Glover announced his commitment to Michigan State.

The announcement came after Glover visited MSU and got to interact with the Spartan coaches and see the campus.

Glover is a three-star prospect (0.8466), according to the 247Sports Composite, which averages ratings from all major recruitment sites. In 2020, Glover had 29 catches for 470 yards and six touchdowns in the typically run-heavy Riverview offense. He also held offers from Tennessee, Pittsburgh, Maryland, Syracuse and Wake Forest, among other schools.

“He also shows a knack for turning a play that looks like it will be a minimal gain and turns it into a big play, picking up additional yards after the catch,” Robinson said.

Glover showed that big-play ability in this year’s spring game against South Fort Myers High, taking the opening kickoff 80 yards for a touchdown and setting the tone for a 36-0 win.

If he keeps doing things like that, he’ll be a problem that Rams opponents might be unable to solve this fall.

In other area football news, Sarasota High has added former Booker High Coach Johnnie Jones to its staff. Jones coached the Tornadoes from 2012 through 2013. He’s also been the defensive coordinator at Manatee

seasons before transferring to Venice High. Brantley graduated this month and will join the Spartans this fall.

That’s a lot of knowledge from a lot of different places. Sailors Coach Brody Wiseman has revamped the program’s image since taking over the program for the 2020 season, using social media to promote his players

and get fans excited for what is to come, in addition to the staff changes. The Sailors were 5-6 in the regular season last year and lost their playoff game 42-21 to Lehigh Senior High (a school that, by the way, has the best running back in the country in Richard Young).

I don’t know how fast the Sailors resurgence to elite status will happen. They lost their spring game 21-0 to Bishop Verot High. There’s still a ways to go. That said, I’m intrigued by what Wiseman is building. The Sailors’ 2021 season will begin Aug. 20 with a road game against Tampa Catholic. It can’t come soon enough.

S

ix types, 32 pieces and 204 squares on a board. Those are the basic elements that have made up a game of chess for more than a thousand years.

An unacquainted person could find the game simple, or something that’s run its course after its many centuries of play.

Avid chess players Nicholas Lewis, Rick Knowlton and Dan Hersey see it another way. To them, the game contains not only endless possibilities and ways to play but also a connection to human society throughout history.

“It’s one of the most captivating ideas the human mind has ever come up with,” Knowlton said. “It’s mathematical on one side but a personal drama on the other. Those things combined suck people right in and make this thing happening on a few squares on a board completely engaging.

It’s a gift that the human mind has ever given to itself, and it’s been holding that value ever since.”

They have plenty of passion for chess and now have a way to encourage that passion in others. The trio recently opened the Manasota Chess Center, a venue for scholastic and competitive chess games, in the Crossings at Siesta Key on June 6.

The center is a nonprofit that will serve as an educational center as well as a hub for relaxed games for beginners to fast-paced blitz tournaments for veteran players.

“You can enjoy chess at any level,” Lewis said. “There are so many levels to the game from being a beginner to a grandmaster and so many in between. And you can always find someone at your level.”

It’s an understatement to say that the trio has brought a collec-

tive love and passion for the game to their new center. All three have a deep connection to chess: Historian and chess teacher Knowlton grew up with his family playing chess and eventually wrote a book on the subject, Lewis was the president of the chess club at Florida State University, and Hersey helped organize chess tournaments and clubs while working at the University of Florida.

As Hersey tells it, the idea of a permanent chess space has been percolating in the local chess community for years without much success.

Lewis, Knowlton, Hersey and countless other players have circulated through libraries, schools and even a bridge club to play their games. Those temporary spaces have worked, but there has always been a feeling that the community could have something more.

Then came the COVID-19 pandemic, which resulted in the local community offering fewer chances to play together when the

Nicholas Lewis has been working on the center for the past six months.

scheduled tournaments and gettogethers were canceled. Lewis felt he had the time to get the new operation off the ground six months ago and established the nonprofit, which now functions through monthly membership payments, donations and grants.

Lewis connected with the Crossings to serve as a venue space.

He said he enjoys the area because it’s been good for walkins from curious shoppers interested in chess. The center is open three days a week and offers casual games as well as lectures from chess professionals. They also have variations on chess found in different cultures over the years on display.

They expect participation at the center to only grow as the months go on.

Beyond writing a book on chess, Knowlton is a co-founder of Sarasota Scholastic Chess, a group that organizes tournaments and connections for elementary to high school chess clubs across Sarasota, Manatee, Charlotte and DeSoto counties.

The trio hopes those tournaments will return at their new chess center this fall when school resumes.

One of the challenges the group looks to conquer is connecting the various groups and subgroups

within the local chess community that all have their preferences of playing style and comfort and scoring systems.

They’ve prioritized keeping to a consistent schedule for tournaments and different playing styles each week to build up loyalty and routine for their members.

“Although everybody has gotten together before at scholastic tournaments at Pine View School, it’s mostly been stratified,” Hersey said. “We hope to get everybody together. … It’s part of what we hope to overcome.”

Even so, it’s the camaraderie from the local tournaments and sessions that the Lewis, Hersey and Knowlton miss the most, having the time to sit down and talk with other players and share their passion for chess.

It was surreal and satisfying for the trio to see players of all ages return to play their favorite game when they opened their center’s doors in early June.

For Knowlton, it was a dream come true.

“Having a dedicated chess venue in town is extraordinary,” Knowlton said. “It puts you on the chess map that doesn’t exist in many cities. … It’s a dream come true that Sarasota would have something like this. And it’s just beginning. Come back a year from now, and we’ll be an institution.”

arasota residents assembled June 19 on Dr. Martin Luther King Jr. Way celebrate Juneteenth, which recognizes the end of slavery in the U.S. The festival, hosted this year by the Sarasota Democratic Black Caucus and Sarasota County Democratic Party, featured community figures and vendors coming together for a day of food, music and celebration. Art campers create, learn

Y

oung minds explored their artistic sides at Art Center Sarasota with its weekly summer camps starting June 14.

Children ages 6-10 and 11-15 spent their week learning how to sketch a sculpture design that they put together by hand with baked clay material. They then heated up their sculptures to harden and painted them for a finished form.

the top. He said helping get his beloved organization through a pandemic and onto a new season is an appropriate final act.

“Being able to bring us through this pandemic with (Executive Director) Marcy Miller was a turning point,” Holt said.

Holt’s role has been to organize the group’s seasons, picking a variety of performers to fit the mission statement of promoting young artists who have participated in competitions and conservatories but are still early in their careers. He also makes sure to pick a variety of performers and keep each season fresh. There’s also the important novelty factor: This upcoming season will feature a classical accordion player.

“We have (artist agents) in New York, Europe and the West Coast giving me recommendations,” Holt said. “Sometimes you do your own research on YouTube, … (and) there’s a phenomenal

Joseph Holt has shaped the Artist Series Concerts of Sarasota performances for six seasons.

Preparation for a season starts around two years in advance, giving Holt and the organization plenty of time to line up the performances and shows. It starts as a list of talent that couldn’t possibly fit into one season but then gets whittled into something usable.

Part of his time with the organization has been scheduling more concise seasons.

He said that before he was on board, a concert season would have almost 50 performances, but each has since been brought down to around 25.

The pandemic, of course, threw a wrench in Holt’s careful plans.

The program director needed to find new outdoor venues for the various performances during the season. Events that once took place at the Historic Asolo Theater and the Sarasota Opera

“It threw us into a tailspin,” Holt said. “Culture didn’t just die, and we needed to keep presenting our artists with performance opportunities but for our audiences as well. It’s a crazy thing to design something and then have to throw it away and redesign it again.”

Holt and his staff still managed to see it through, and the upcoming 2021-2022 season will return to indoor venues. Guests and performers will fill the halls of the Sarasota Opera House, Bird Key Yacht Club, Temple Sinai and more. Outdoor performances for the winter season are being considered as well.

Making it through the pandemic gave Holt a different perspective on his career as well.

He and his spouse, Paco Martinez-Alvarez, always felt when they hit their 60s that it would be time to transition to sometime else but weren’t entirely sure when that would be.

The pandemic helped Holt, now 61, reach the conclusion it was finally time to wind down.

“I was concerned there are opportunities that younger people need to have, and I don’t want to hold onto something unnecessarily,” he said.
