South Siesta Key will soon have its own Daiquiri Deck.

The restaurant brand aims to open a new location at the top of a three-story building on Stickney Point Road by Christmas, said co-owner Troy Syprett in an interview with the Siesta Observer.

Syprett, along with coowners Russell Matthes and Matt Grover, also operate restaurants in the Siesta Key Village, St. Armands Circle and Venice.

According to permits filed with Sarasota County this week, the group plans to spend $1.2 million on a new building that will be on the same property as CB’s Island Outfitters, which used to be a gas station. The new structure will sit on the west side of CB’s, which will retain ownership of the entire parcel.

“Siesta Key is kind of two markets,” said Syprett.

“You’ve got a slot of shortterm accommodations down there, and because of traffic, it’s its just difficult to get up to the Village.”

A coffee shop similar to Perq in Southside Village will occupy the bottom floor of the new building, Syprett said. The group will use the second story as storage, and patrons will be able to enjoy views of the Intracoastal Waterway and the Gulf of Mexico from the restaurant.

Within a year, Greenpointe Communities Regional President Rick Harcrow hopes construction will finally be underway at the 14.7acre Sarasota Quay property along the downtown bayfront.

But even if everything proceeds according to schedule, that construction will represent just a small segment of Greenpointe’s vision for the project known as Sarasota Bayside. The developer is planning to build an entire waterfront district on the land, one that will include more than 700 condos and nearly 190,000 square feet of retail space.

“That will happen incrementally — one block at a time, over five to seven years,” Harcrow said.

“Not everything is going to be going vertical upon approval.”

On Wednesday, representatives for Greenpointe met with the city’s Development Review Committee, an early step toward getting approval for the mixeduse project. One hurdle they must overcome: The city’s site plan review process requires detailed information regarding each proposed building. Currently, Greenpointe just has a framework for the Quay site, broken down into nine “blocks” without specific plans for each segment.

City staff is working with Greenpointe on revising the regulations to better suit the project.

It’s a process the city wants to be careful with, according to Gretchen Schneider, general manager of planning and development.

During the last attempt to build out the Quay, the city gave the developers significant flexibility to change the look of the project.

“What we saw in the prior Quay development agreement was a submission that wasn’t really what was going to be built,” Schneider said. “They just submitted something that was going to be a placeholder and then put a lot of language into the development agreement that allowed for administrative adjustments.”

This time around, the city wants a process with more oversight.

Greenpointe doesn’t need all of its floor plans right now — but when it does have more detailed information, it will be required to go to the planning board to gain approval for each block.

For the city, the deal is designed to create a thorough review for a major downtown site. For the developer, the agreement would establish certain core facts about the project, allowing it to proceed with the planning process.

“They know for the next 10 years, this is the code they’re operating under,” Schneider said.

“Then, they can market their project with certain understandings, knowing something’s not going to change.”

VUE DEVELOPER PLOTS 18-STORY RITZ CONDO WHAT’S THE BUZZ?

With work continuing on the high-rise condominium and hotel buildings at Gulfstream Avenue and Tamiami Trail, this week, the developer of Vue Sarasota Bay announced plans to undertake another 18-story bayfront residential project.

The Kolter Group hopes to break ground on a luxury tower next to the Ritz-Carlton, Sarasota next spring. Called The Grande at the Ritz-Carlton Residences, the 86-unit condo project would be built just east of the hotel along Ritz Carlton Drive.

If plans proceed as scheduled, Kolter would acquire the air rights on the property from the RitzCarlton owners. The finished project would include service from Ritz-Carlton residential staff.

The three- and four-bedroom condos would range from 2,500 to 3,700 square feet, according to Kolter Development Executive John Harper. Michael Saunders & Co. will oversee sales of the units, which range from $2 million to more than $5 million.

In addition to Vue Sarasota Bay, which includes 141 condos and 255 hotel rooms, Kolter is also building 157 condos on State Street as part of The Mark. Even considering the West Palm Beach-based developer’s significant commitments in Sarasota, the Kolter Group sees even more room for growth.

“Our market studies showed that there’s just a strong demand for this type of product — for the higher end product,” Harper said.

Although a sales office for The Grande has already opened, Kolter is still in the process of designing the project. Harper said the developer hopes to submit plans to the city by the fall.

He believes the interest the project has received so far affirms his company’s assessment of the continued demand for high-end residential units.

“We’re excited about Sarasota,” Harper said. “Sarasota is a very upscale and luxury market.”

City reaches agreement on new Thunder by the Bay site

The organizers of Thunder by the Bay will have the opportunity to keep the motorcycle festival on Main Street in downtown Sarasota, for city staff has given initial approval to a new layout for the event.

Although the event would remain on Main Street, the changes would shift the event largely east of the roundabout at Five Points. A significant portion of the three-day festival would be located east of Orange Avenue, a response to complaints from businesses on lower Main Street and Palm Avenue.

Since January, the city has been negotiating with Lucy Nicandri, executive director of Suncoast Charities for Children, regarding the future of the event in the downtown core. In addition to complaints from residents and businesses, city officials began to question whether the festival had outgrown its traditional footprint and needed to move.

Currently, Thunder by the Bay is one of two events with a special exception from a temporary moratorium on street closures west of Orange Avenue on Main Street.

In March, the City Commission

declined to make any significant changes to its special events regulations, and staff agreed to continue negotiations with Thunder by the Bay organizers.

At Monday’s City Commission meeting, Deputy City Manager Marlon Brown reported that staff was comfortable with the upper Main Street configuration, one of three alternate site plans proposed by Thunder by the Bay representatives.

“Looking at this from a staff point of view, it seems to have addressed all of the concerns expressed,” Brown said.

That doesn’t mean the event is guaranteed to take place on Main Street in 2017. Thunder by the Bay organizers must obtain approval

Nicandri is optimistic that the new location, which has a slightly smaller footprint than this year’s event, will be a good match for Thunder by the Bay. Suncoast Charities is currently preparing for the Powerboat Grand Prix Festival, which begins June 25. After that event concludes July 4, Nicandri said she would begin meeting with businesses impacted by the street closures to discuss the motorcycle festival.

“It should lend itself well,” Nicandri said. “We just have to make sure we plan it out properly with our team of volunteers.”

Already, some storeowners along east Main Street are beginning to form opinions on how

Thunder by the Bay will affect them. Robert Ladieu is the owner of Hamilton-Ladieu salon, and he believes he’ll have to close his business for the weekend if the festival closes the 1600 block of Main Street.

“It disrupts my business,” Ladieu said. “My clients can’t come in, they can’t park.”

Kate Alton, the owner of the clothing store Samba, shares some of Ladieu’s skepticism. Still, she’s waiting to get more details before making a judgment. If the event moves forward, she’s optimistic that the crowd — an estimated 90,000 visitors attended this year’s Thunder by the Bay — will be a boon for business.

Rob Commissar, the studio manager at Orange Theory Fitness, was excited by the prospect of Thunder by the Bay moving east of Orange Avenue. The central part of Main Street typically generates less pedestrian activity than the ends near U.S. 41 and U.S. 301, so Commissar thought the event could introduce visitors to a segment of downtown with which they might not otherwise be familiar.

“I think it helps promote local businesses here,” Commissar said. “It does open up Main Street more to make it a little more commercial, which I think will be good for the area.”

In addition to businesses, the commission asked Nicandri to go over the plans with representatives from First Church and the Rivo at Ringling condominium building. Nicandri said those meetings are already scheduled for early May. Next year’s Thunder by the Bay, the 19th annual iteration of the festival, is scheduled to take place Jan. 5 through Jan. 8. Even with a new site in mind, there are still crucial questions surrounding the event’s future. Will businesses sign off on the street closures?

If not, will Suncoast Charities be allowed to stay downtown by using Payne Park as an alternate location?

The answers will be revealed in the coming months. For now, Nicandri is just happy to have the opportunity to pursue a permit on Main Street.

“I was very, very pleased that we at least got a go-ahead to move forward with an option,” Nicandri said.

Chamber pushes to preserve Siesta fireworks After ending a major revenue source supporting the Fourth of July fireworks, the Siesta Key Chamber of Commerce is asking for help to keep the event alive.

Wendall Jacobsen has worked on Siesta Key for 25 years, just about as long as the Siesta Key Chamber of Commerce has held a Fourth of July fireworks display.

As general manager of Beach Bazaar, Jacobsen has had ample opportunity to witness the impacts of the holiday celebration — something he believes is broadly felt throughout Siesta Key Village.

“It brings a lot of business to the village all day long, or if it falls on a weekend, all weekend long,” said Jacobsen, president of the Siesta Key Village Association. “People come first thing in the morning and are on the island most of the day, which brings them into the village — eating, shopping, getting supplies for the beach.”

That’s why Jacobsen was concerned to hear that the 2016 fireworks display was in jeopardy.

The Siesta Key Chamber of Commerce has reached out to several local organizations — including SKVA, the Siesta Key Association and Visit Sarasota County — in an attempt to secure funding so the event can continue.

At the April 7 Siesta Key Association meeting, chamber chairman Mark Smith explained the challenges his organization is

facing. Following renovations to Siesta Key Beach last year, the chamber had to make changes to its plans for the VIP party it held during the fireworks display.

Starting at $75 per person, the party has been the chamber’s core funding for the event.

Because of the renovations, the chamber lost access to picnic tables and parking spots for the VIP party. It also would have had to take precautions to protect the improvements. Those factors increased the cost of hosting the party by $17,000 — too much, Smith said.

The fireworks display costs approximately $45,000 to put on, Smith said. Without the VIP party, the group doesn’t have the money to pay for the event. That’s why the chamber is pivoting, asking donors to chip in for the event.

Already, SKVA and Visit Sarasota County have committed $5,000 each. Alana Tomasso, the head of the chamber’s fireworks committee, is optimistic this year’s event is secure, at least.

“We’re confident our community will pull through for us, because it’s an event that’s beneficial to our whole community,” Tomasso said. “It brings people here, gets them in the hotels — then the restaurants and recreation places make money, too.”

dent Virginia Haley said July remains a big month for tourism in the area. On all of Sarasota’s beaches, rental units are typically sold out during long weekends — and events such as a fireworks show serve as important attractions for tourists deciding where to spend their Independence Day. “It’s a very competitive time,” Haley said. “There’s a lot of people trying to convince people to go to their particular beach for the holiday. With everything happening in the area, we can give them the whole package.”

is making its own contribution toward the firework display, which underscores how important the event is to the shop.

As this year’s event draws nearer, the chamber continues to make its fundraising push. Although the organization is confident the community will rally around the fireworks, there’s less certainty toward the long-term viability of the fireworks display.

For now, the chamber has no other options than to rely on the support of the rest of Siesta Key. “We’re going to have to continue with this model down the road,” Tomasso said. “We don’t get any funding for our fireworks, so that’s what we’re counting on.”

The five-year relief plan FDOT is expected to start in June improving U.S. 41 and Gulfstream and Fruitville.

The good news: It will take half the normal time. Bad news: It’ll take five years.

W

e’re stuck on traffic.

No one can get it off his mind. But instead of talking about how bad it is, the conversation has shifted. Instead of “It took me XX minutes to get here!” the tone is pleasant surprise and relief: “It took me only X minutes to get here.”

But everyone is still talking about the Vue … and Fruitville and U.S. 41 … and U.S. 41 and Gulfstream.

“Who let them build that thing so close to the road?”

“What are they going to do there?”

We have some answers. You’ll be surprised. Maybe pleasantly so.

Start with the easy one: The Vue condominium and Westin hotel.

You may find this difficult to believe, but building to the lot line on U.S. 41, with the building seemingly hanging over the road, is required in the city code. City Manager Tom Barwin says that came from the famous Andrew Duany “new urban” downtown plan the city adopted in 2004.

And actually, city officials told us, the Kolter Group voluntarily moved the building back. Don’t blame Kolter.

More good news: When the Vue is completed, Barwin says, the Vue’s facade on U.S. 41 “will be light, glossy modern and iconic” in the style of the Sarasota School of Architecture. The sidewalk next to the building and 41 will be wider than it was before, and the road will be straightened so there won’t be a goofy jog in the right-turn lane.

There’s more. Judge it for yourself: Barwin says the Florida Department of Transportation will start in June constructing a permanent and better right-turn lane on 41 at Fruitville heading north, and a raised median island extending from Gulfstream to Fruitville. FDOT also will straighten that portion of 41.

At the same time, FDOT is moving forward on constructing roundabouts at 41 and Gulfstream, Fruitville and

10th and 14th streets.

And to demonstrate FDOT’s commitment to addressing the logjams at 41 and Fruitville and Gulfstream FDOT has cut in half the time it normally takes to construct the roundabouts — from 10 to 12 years to five to six years.

City Engineer Alex DavisShaw says she has never seen FDOT work this fast.

Yahoo. But sorry, it’s difficult to celebrate. Five to six years before construction is completed?

Overlay on that the Greenpointe project at the old Quay site. Its regional president, Rick Harcrow, says if all goes as planned, it hopes to begin construction in the first quarter of 2017. He says that project is estimated to take seven years.

To date, Barwin and DavisShaw told us, Greenpointe and Kolter have more than met their required traffic obligations and have been coordinating and cooperative with the city and FDOT. Somehow, though, it remains difficult to imagine that roundabouts at Fruitville and Gulfstream will be the answer. It will be half of a decade before we know …

What about an underpass?

Let’s talk about ‘fair’ and ‘rigged’ In the wake of Donald Trump’s triumph in New York Tuesday, Joel Schleicher, a Sarasota resident and an engaged American voter and engaged Republican, offers this assessment on the subject of “fairness.”

“I wonder if Trump will complain about fairness and a rigged system. He should.

“Let’s look at the results.

“First, the Republican candidates in total accumulated around 856,000 votes in New York. In total, that is fewer than Hillary Clinton, who won with 1,054,083 votes. Which means it doesn’t matter who the Republican candidate is; he is not going to win New York in the general election.

“Now as to Trump fairness: “He will collect around 90 delegates from his share of the New York votes —

“Now let’s put that in perspective to his so-called fairness complaints.

“Ohio Republicans cast almost 2,000,000 votes, with 1 million of them going to John Kasich. But he gets only 66 GOP delegates.

“Or, why does Florida get only 99 GOP delegates when Florida Republicans cast almost 2.2 million votes — three times more than New York?

“Heck, Alabama has more slightly fewer Republican votes — more than 800,000 — yet it gets only 50 delegates. In Texas, Marco Rubio received almost as many votes as Donald Trump did in New York, and yet he won only three delegates.

“In Wisconsin, a swing state the GOP needs, Republicans cast almost 1.1 million votes. Ted Cruz won as many votes in Wisconsin as Trump won in New York, and yet Cruz won only 36 delegates.

“So the only thing that Donald Trump showed Tuesday night is that New York Values do exist and the system is unfair in that he won 90 delegates in a state that is essentially irrelevant to the GOP in the national election.

“Need we remind Mr. Trump, who likes to TELL us how many votes he has won, that more voters have voted against him than for him, by a significant amount, in the GOP primaries.

“Yes, he is winning — and whining — but that does not mean he should anointed.”

It was just a dream, after all.

For a while, the Sarasota City Commission had many of its citizens thinking the commissioners finally were going to buck the Old Guard mayors and the city’s Shadow Government meddlers and actually give voters the opportunity to decide whether they wanted to move city elections from March to the even-year November elections.

But then the lawyers (in this case, the city attorney) got involved, and the defenders of “we’re still little Sarasota” and all things status quo came out in usual force.

At that point, the issue before commissioners Monday night became complicated and legally eye-glazing …

And then there was all that discussion about electing a candidate who would only win a plurality … and how November elections are just so … so partisan and full of money … and OMGosh … it all sounded like, if voters approved this, it could be so much work and so many things to resolve and … so … so … just shoot me!

And they did. The commissioners took the easy way out (for them) and killed the issue. Again.

The reality is Sarasota’s city commissioners will never put on a city ballot any change to a system that would make it more difficult for them.

Look on their foreheads. There’s a sign on all of them that says it all: “What’s in it for me?”

The only way the city’s elections — be they for an elected mayor or to increase voter turnout — will change is when the electorate has too much pain.

That’s human nature. People don’t change until there is too much pain.

And right now there isn’t enough pain. Certainly that is so among the sitting commissioners. Why change what got them where they are? Indeed, it’s unrealistic to expect commissioners to change anything. That would be work.

Likewise, there isn’t enough pain among the electorate, or so it appears.

Its expectations of city government are low to begin with. What’s more, Sarasota seems to be doing OK in spite of city commissioners who were elected by less than 20% of the city’s voters. As long as they aren’t raising taxes, leaving garbage in the streets or letting crime run amok, the city’s electorate will remain complacent.

Nonetheless, it remains a point of frustration that so few Sarasota city residents vote in the commission elections. It taints the results — in a way that makes them feel as if the winners are not altogether legitimate. They are truly elected by a few.

How can that change?

Former District 3 City Commission candidate Matt Woodall has said if the commissioners won’t let voters vote on changing the election date, he’ll take the matter directly to voters. Woodall says he’ll gather the required signatures to put the question on the city ballot.

But before Woodall takes that on, perhaps there is another approach.

People respond to incentives and convenience. If we were in Vice Mayor Suzanne Atwell’s chair (she was the only commissioner who motioned to let voters have their say on moving the election date), we would ask the commission to back a citizen task force whose job would be to solve this problem: If city elections are to remain held in March of odd years, what incentives and conveniences are needed to persuade more people to vote?

Don’t change the when. Try changing the how.

Fournier gave a few examples of possible issues. The heart of the dispute between Laurel Park and the Woman’s Exchange had to do with a loading zone on Rawls Avenue. The residents argued truck traffic would not mesh with the character of the apartment buildings on the other side of Rawls.

Under the code, businesses are only allowed to have ingress and egress points on nonprimary streets. The other two streets surrounding the Woman’s Exchange, Orange Avenue and Oak Street, are primary streets. How, then, does this decision impact the planning process for nearby properties on Orange Avenue — are they allowed to use Rawls for ingress and egress?

Both city staff and Woman’s Exchange representatives said the code required the creation of a new loading zone, and per the regulations in the code, that loading zone could only be placed on Rawls Avenue. Because the city rejected the project, does that mean that a new loading zone wouldn’t be required for similar building expansions?

Fournier isn’t saying that the commission’s decision has to be reconsidered in light of these questions. Still, he believes there needs to be a thorough examination of how this case may shape forthcoming developments in the area — which may prove important relatively soon, as the Woman’s Exchange considers its future on Orange Avenue.

“I’m trying to make sure I understand all of the ramifications that might come from the decision, so they can be considered at the same time,” Fournier said.

How will the city deal with the differing internal interpretations of its zoning rules?

There has long been a tension between new developments and the existing conditions in the city. An ongoing period of growth has led to some resident pushback against the influx of new projects, though staff has said it must evaluate projects based solely on the criteria in the code.

City Commissioner Susan Chapman has said provisions regarding compatibility in the code give staff more leeway than they acknowledge in deciding whether to approve a development.

The Woman’s Exchange hearing seemed to bring these issues to the forefront. Tim Litchet, the city’s director of neighborhood and development services, wasn’t certain the ruling had any broader significance, however. Litchet made the decision to grant a building permit for the Woman’s Exchange project on Rawls Avenue, and he believed the commission’s discussion focused on the particulars of that decision.

“This was really an appeal of a building permit in a specific set of circumstances,” Litchet said.

“The Board of Adjustment will give interpretations of sections of the code; this was more regarding the project itself.”

City Attorney Robert Fournier is still reviewing the consequences of the appeal, but he doesn’t necessarily agree with Litchet.

In May, he will hold a discussion with the commission about the fallout of the decision. As of now, he believes that the appeal carries significance for how the code is interpreted in the future.

“There will be some collateral issues we have to talk about in terms of ramifications of the decision,” Fournier said.

For all of John Ringling’s successes in Sarasota in the early 20th century, the development of St. Armands Key wasn’t one of them.

Opened to the public in 1926, the project was quickly waylaid by a deteriorating economic climate. Although Ringling gifted the property to the city in 1928, and his work deteriorated in the following decades, his legacy still remains a touchstone for the commercial district of St. Armands Circle.

Residents in the area are also paying homage to Ringling, undertaking an effort to replicate the colored sidewalks that were a hallmark of his vision for the key. On March 21, the City Commission approved a $2,000 grant to the St. Armands Residents Association, money that’s going toward sidewalk stain for interested residents.

For those living on St. Armands, a sidewalk-staining project is as much about uniformity as it is about honoring history. A poll of residents said beautification was a high priority. Julie and Kevin Bales, both board members for the St. Armands Residents Association, led the effort to focus on coloring the sidewalks.

While Ringling’s St. Armands featured pink sidewalks, the resident-led effort will focus on a red color. What’s most important, the association determined, is establishing continuity.

“A lot of the sidewalks on the island have already been stained,” Kevin Bales said. “It’s kind of a patchwork — we thought this could complete it some more.”

Thanks to the grant, the St. Armands Residents Association

was able to begin filling in the gaps on the sidewalks. In addition to distributing 110 gallons of sidewalk stain last Saturday, the association set up an account at Sherwin-Williams so anyone interested in participating in the future could obtain a matching color.

The association also distributed information about how to properly prepare sidewalks for the stain, which typically necessitates a power-washing before the product is applied. As residents work to prep and paint their sidewalks over the next few weeks, the stain should last three or four years, Julie Bales said.

Based on the interest so far — more than a dozen residents were able to obtain sidewalk stain last week — she believes the neighborhood is supportive of the project. She’s hoping even more people get on the bandwagon as the staining begins in earnest, creating a uniform look for the residential area on St. Armands.

“I got emails saying, ‘Oh, we’ve been wanting to do this, but we didn’t know where to get the product,’” Julie Bales said. “I think there’s going to be a lot of interest from people in the neighborhood.”

Although the neighborhood association contributed $1,000 of its own funding toward the project, both Julie and Kevin Bales said the sidewalk staining couldn’t have happened without the aid from the city.

“We’re feeling really appreciative of the city and their support for neighborhoods like ours — it gives us some common goals and brings us together,” Julie Bales said. “We get to know the city in the process, too, so it’s a really exceptional program.”

Fixing a $500 million department riddled with problems required a hefty dose of discipline. That was just the beginning.

In 2010, when a major purchasing department scandal engulfed Sarasota County, Ted Coyman was bouncing between Afghanistan, Haiti and Central Africa.

Coyman was a program manager for a contracting company hired by the U.S. State Department to set up bases and compounds for American soldiers. It was demanding, dirty and dangerous work, albeit something for which Coyman was well compensated, he says.

Then Coyman, a contracts manager for the city of Fort Myers from 2006 to 2010, heard about the scandal in Sarasota. Outside audits ultimately found at least 250 deficiencies in the county’s procurement department, from lax management to a lack of basic rules and ethics. Millions of dollars in vendor contracts were voided. Dozens of county employees lost their jobs, including longtime County Administrator Jim Ley, who resigned in May 2011. (Ley was never implicated personally in the scandal.)

Coyman, both looking for another challenge and seeking a way back to a job in the States, applied for the county procurement official position. “We were in trouble, no question about it,”

says Coyman. “There were a lot of things wrong. We were a laughingstock statewide.”

Coyman has since overseen a significant overhaul of the procurement department — which handles at least $500 million a year in contracts. It’s now considered a best-practices county, not the butt of jokes. The department, which Coyman will have run for five years in July, recently won several government purchasing industry awards. Also, Coyman and County Administrator Tom Harmer gave a presentation titled “Reaching for Success: The Sarasota County Procurement Turnaround — from Collapse to Recovery” at the 2015 International City/County Management Association conference.

A key to Coyman’s success was to treat the procurement department like a startup. His list of must-dos included: Hire new managers and staff; create an employee training manual and program; establish a procurement code; establish an ethics code and compliance policy; and design an e-bidding program so vendors can go online to bid and win jobs.

Says Coyman: “We had to do a lot of fence-mending with the vendor community, who thought we were cheaters, and the public, who didn’t trust us.”

Ted Coyman was appointed to run the Sarasota County procurement department in July 2011.

Then he looked for experience.

Only three people, out of 18 current employees, are holdovers from the scandal era.

Coyman says the next-best thing he did was set up a series of weekly tell-all update meetings with every other department.

That lasted at least two years.

One final vital part of the turnaround, says Coyman, is county commissioners and Harman regularly push him to do more and go further. And he constantly pushes his employees. Says Coyman: “There is always room for improvement.”

Sarasota County is scheduled to host the sixth annual Reverse Trade Show and Conference April 22, hosted by the Gulf Coast Association of Governmental Purchasing Officers.

The conference is a networking opportunity for vendors and government officials who hire them, in everything from power washing to roof repair. Officials with an array of governments, including Collier, Lee and Sarasota counties, will be there. At least 500 people are expected to attend.

Beyond networking, adds Sarasota County procurement official Tom Coyman, being selected to host the event five years after a major purchasing department scandal is validation of the unit’s reforms. Only a few years ago, says Coyman, vendors and other organizations “didn’t want to touch us with a 10-foot pole.”

The conference is scheduled for 9:30 a.m. to 12:30 p.m.

THE SOUND AND THE FURY Midnight — 1300 block of Main Street Dispute: The manager of a bar reported a resident for confronting him about the music at the business. The resident accused the manager of violating the city code. The manager said the resident became angry, jabbing him in the chest and getting spit in the manager’s face. A security guard on the scene confirmed the manager’s report, and said the argument lasted about 15 minutes.

The resident said he was upset because he could hear the music from his condo after midnight, and he could see people being served food and drink outside.

The resident said he’s made several complaints about this, but nothing has ever been done.

He said he stayed an arm’s length away from the manager and never put his hands on him. The officer did not observe any music that exceeded the maximum sound levels established in the city code and did not witness anything being served outdoors.

CRACKING THE CODE 9 a.m. — 0 block of North Boulevard of the Presidents Theft: The owner of a store reported an employee for periodically stealing from the business over the course of several months. The employee used his personalized alarm code to enter the business after hours, and video footage showed him taking money from the top of the cash register. The owner estimated the employee had stolen approximately $5,000 over that time period.

SLINGING JAVA 6:25 a.m. — 3800 block of South Tamiami Trail Suspicion: An officer responded to a report regarding a disturbance at a fast-food restaurant. The subject left the area before the officer arrived, but an employee at the restaurant said a woman was screaming and throwing coffee inside of the business. The officer checked the area for a woman matching the given description, but was unable to find her.

CHECKS AND BALANCES 3 p.m. — 400 block of Central Avenue Financial Crime: A man was hired to install cabinets at a business, and during the instillation process, he and the business owner did not see eye-to-eye.

Once the work was completed, he sent the owner a bill for $745.

The woman did not want to pay him. Eventually, the man went to the owner’s office, and she wrote him a check for $200. The man contacted the owner about the check after he left, and she informed him she had canceled it. An officer told the man that the bill for $745 was a civil dispute but said he would talk to the owner about writing a bad check.

Neighbors savor Tunes in the Park

M

usic echoed throughout the neighborhood of Laurel Park Saturday for Tunes in the Park.

The semi-annual event offers neighbors the chance to come together, share dishes and enjoy local music. Neighbors walked from their homes to the park on Laurel Street for the event. Attendees contributed to a potluck dinner with main dishes, appetizers and desserts.

Entertainment for the evening was provided by Ted Stevens and the Doo-Shots a retro-rockabilly band made up of guitarist Ted Stevens, Butch Alan on bass and Joe Hendricks on drums.

Democratic Club relives story of ‘Granny D’

O

n the eve of the New York state primary elections, the Democratic Club of Sarasota entertained with the story of Doris “Granny D” Haddock.

The monthly meeting for the club at the Bayfront Community Center included a performance of the one-woman play “Go, Granny D!” Barbara Bates-Smith played the role of Haddock with musician Jeff Sebens providing the soundtrack to tell the story of Haddock’s trek of more than 3,000 miles from Los Angeles to Washington, D.C. for campaign finance reform.

Democratic Club President Mary Clupper said the cause Haddock walked to raise

awareness of in 2000 is just as relevant 16 years later as it was when she took the first step of her trek.

“Campaign finance reform is going to be an issue until we overturn Citizens United,” Clupper said.

The suggestion for the performance came from Sarasota resident Rhana Bazzini, who was inspired by Haddock to take a journey for the same cause.

In October 2015, Bazzini walked from her home on Stickney Point Road to Tallahassee.

unter Leeming didn’t set out to be single.

The 22-year-old Sarasota native spent three months looking for the perfect partner — someone whose personality mirrored his own.

After exhausting all of his options, Leeming realized it simply wasn’t meant to be. He was going to be a singles rower — at least for the time being.

In January 2016, Leeming began training with the goal of competing in the men’s single sculls at the 2016 U.S. Olympic Rowing Team Trials April 21 through April 24, at Nathan Benderson Park.

Leeming, a 2011 graduate of Riverview High and former Sarasota Crew rower, will compete in a time trial April 21, with the top 14 advancing to heat races April 22.

There are 20 rowers entered in the men’s single sculls.

Unlike other Olympic Trial events, the U.S. Olympic Rowing Team Trials is an open trial, meaning anyone can compete.

Although Leeming realizes he probably isn’t the favorite to win the event, he doesn’t really know where he stands.

“I can’t not try, especially since it’s here,” Leeming said. “I think if I didn’t try, it would bother me for

For Leeming, the biggest challenge isn’t the competition rowing alongside him.

Rather, it’s the mental challenge of knowing that he’s all alone on the water.

“On the best day, rowing the single is a challenging solitary pursuit, and on the worst day, it is lonely and frustrating,” said Leeming’s coach, Liza Dickson.

Leeming returned to Sarasota about a month ago and has been training at Nathan Benderson Park practically every day since.

This week won’t be the first time Leeming has raced the world-renowned course.

Leeming won state championships in both the men’s single and men’s varsity eight during his senior year of high school.

“It definitely feels like my rowing has come full circle,” Leeming said.

“It’s fun to be back. I have a 100% victory rate here.”

The winner of the men’s single sculls will move on to an Olympic qualifier in May. Because the United States hasn’t qualified for the Olympics in the

For Leeming, this week’s trials are an opportunity to compete at a high level and prepare for the 2020 Olympics.

“It’s sort of like punching a ticket on an element of an Olympic dream,” Leeming’s father, John Leeming, said. “This is the first event where it’s all about the Olympics, and it happens to be here in Sarasota, where his whole rowing career started. He was one of the first kids around the lake clipping weeds and part of the first state championship that was held here, and now to be able to watch him continue his journey is just awesome.”

The 2016 U.S. Olympic Rowing Team Trials will mark Leeming’s first senior qualifying event.

Riverview senior happy to be back on track

S

umner Mullins eased up down the stretch of the 110-meter hurdles and turned back to Riverview High track coach Jim Anderson.

He couldn’t help but grin.

Four months ago, Mullins didn’t expect to be spending an overcast spring afternoon sprinting down the track.

Now, the Rams’ top hurdler is back on the track, looking to make the most of the final weeks of his senior season.

“It feels great to actually finish something I started,” Mullins said. “Of course I want to win, but I’ve learned I can finish something, and I won’t quit when it gets hard.”

In January, while his teammates were training for the season, Mullins was recovering from microdiscectomy surgery to repair three herniated discs — an injury he suffered while deadlifting in the weight room over the summer leading into his junior year.

Mullins felt the bar begin to slip through his fingers. He reached down and picked it up.

It wasn’t the smartest move — the bar weighed 425 pounds.

Mullins immediately felt his back begin to pop. He lay down on bench thinking he had pulled a muscle.

He hoped the pain would subside. It didn’t, but try telling his ego that.

Riverview senior hurdler Sumner Mullins returned to the track less than two months ago, after missing his junior season due to a back injury.

Mullins ended up playing football through the injury before eventually seeing a neurosurgeon in January 2015.

It was thought to be a careerending injury.

Clearly, someone forgot to tell Mullins that — or he just didn’t buy it.

He sat out his junior track season and senior football season before returning to the track at the beginning of March.

“I figured out a lot about

myself,” Mullins said. “I learned to not take things for granted, and I rekindled my relationship with God.” Mullins is still in pain, but now it’s a different kind of pain.

After not working out at all for 14 months, he has been gradually trying to get back into shape.

“I’m still weak,” Mullins said.

“I hurt in places where I didn’t hurt before.”

Mullins skipped the Rams first few meets as part of his training

to put Sarasota on the scoreboard. It was the 24th home run of Wengerd’s high school career and made her the school’s alltime home run leader.

It was the lone bright spot of the night for the Sailors, who left Lakewood Ranch as the district runner-up after suffering a lopsided 16-1 loss.

Wengerd, who also had a bunt single in the top of the first inning, had Sarasota’s only two hits of the game.

It’s not what you would typically expect from a state runnerup team with four scholarship signees and a handful of other college commits on its roster.

Wengerd was the hero on more than one occasion last season, most notably in the district championship game when her walk-off double gave the Sailors the Class 7A-District 10 title.

It’ll be interesting to see how many more quality atbats Wengerd has in store, as the Sailors travel to Clearwater Countryside for a regional quarterfinal game April 21 and an opportunity to extend their season another week.

On April 1, Mullins won the 110-meter hurdles at the 6th annual Marcus Freeman Invitational in 15.84 seconds. The following week, he finished second in the same event at the Sarasota County Championships with a season-best time of 15.36.

Having only been back on the track for less than two months, Mullins already is near where he left off at the end of his sophomore season where he posted a personal best time of 15.14 and won the district title.

Mullins returned to the track for the Class 4A-District 8 meet April 20 where he was expected to compete in the 110 hurdles as well as the 300 hurdles, which had been his signature event prior to his injury, for the first time this season. A top-four finish there and Mullins will advance to the Class 4A-Region 2 meet April 30.

“I would love to make a push to states,” Mullins said. “That’s been my goal this entire time.” nnn

sports at Pine View, Leeming opted to give rowing a try with Sarasota Crew.

He began rowing twice a week, but by the time he got to high school, he was ready for more.

“It was a really good fit for my personality,” Leeming said.

“Rowers tend to be really awkward. Most rowers were athletes before, but they never really found a sport they enjoyed. It’s a place where misfits can fit in.”

At 5-foot-5 and 125 pounds, Leeming spent the better part of his freshman year as a coxswain.

After watching Leeming take his first strokes, Crew coach Casey Galvanek wasn’t quite sure he was rowing material.

“I continue to joke with him about how, if we made cuts, he would have been the first to go,” Galvanek said.

It wasn’t until the end of his sophomore year in high school, after he grew an entire foot, that Leeming, now 6-foot-6, got a grasp on the sport.

Following his junior season, Leeming represented the United States at the 2010 CanAmMex Regatta where he won the quadruple sculls. It was Leeming’s first experience with the national team.

“It’s an unbelievable feeling when you realized you’re weren’t just selected to represent your city, but to represent your country,” Leeming said.

“Why would you not want to keep doing it and represent something so big?”

Hunter Leeming started rowing for the Sarasota Crew when he was in the eighth grade.

Championships, where he finished fifth in the men’s eight, and the 2013 and 2015 World Rowing Under 23 Championships, where he won a pair of silver medals in the men’s eight.

“It was really exciting and a little frustrating,” Leeming said. “I think second and fourth are the worst places you can get, and I’ve gotten those places a lot unfortunately.”

Leeming graduated from Brown University, where he rowed in the men’s eight for the Bears, in May 2015 with a degree in international relations and political economics. Leeming has aspirations of one day working for an intergovernmental organization or as an embassy adviser, but for now those plans are on hold.

“It’s a really long journey,” Leeming said. “It’s hard to have a life. There comes a point where you have to decide whether or not this is something you really want to pursue.”

Following the 2015 World Rowing Under 23 Championships last July, in Bulgaria, Leeming took two months off before moving to Oklahoma City last September to begin training with Dickson, who coached him at the Crew.

Following the 2016 U.S. Olympic Rowing Trials, Leeming, who practices at least 12 times a week, will either return to Oklahoma City or continue training in Sarasota. Leeming plans use this summer as preparation for the 2017 World Championships, which will be held in Sarasota next September.

“There’s nothing about this journey that’s easy, and he still keeps slugging along without seemingly missing much of a beat,” John Leeming said. “He just keeps pushing on. He’s really learned to thrive in the adversity of the process and remain competitive and committed to trying to represent the U.S. on a global stage.”

amilies and residents got their crawfish fix with the 5th annual Cajun Crawfish and Seafood Festival at St. Martha Catholic School April 16.

The festival featured local seafood restaurants, but the main attraction was the crawfish cooked fresh by the Crawfish Co. of Central Fla. Inc. Owner Rick Boyd helped prepare the 840 pounds of Louisiana crawfish for the event.

“Those ones are just waiting their turn to make a trip to the ‘health spa,’” he said, pointing to a bucket of live crawfish.

The “health spa” Boyd refers to is the boiling pot of water where the crawfish are seasoned and cooked with corn, potatoes, garlic, onion and smoked sausage.

“A lot of Louisiana people have a hard time finding this here in Florida, so they get their fix this way,” Boyd said. ­— AMANDA MORALES

Let there be light A home on Lido Key matches its spectacular setting.

he house had one of the best locations in town — waterfront, on Lido Key, with a view eastward to mangrove-covered Otter Key. The tower at Plymouth Harbor looms above, adding an unexpected urban touch. Turn your head, and there’s a longer view to the south, toward the mansions of Bird Key and the open bay. Dolphins jump, manatees swim by, and sea birds are everywhere.

But there was a problem. From the house, you couldn’t see much of this splendor.

A screened pool obscured the natural surroundings, and the owner, Caroline Popper, found that she rarely ventured out to enjoy the tropical environment.

Clearly, a change was in order.

“Our challenge was to reconnect the house to the water.”

They certainly did that. Now, the house is flooded with light, with each room offering a view that’s entirely its own.

But the collaboration between architect and client also gave the house a new personality — highly individual and eclectic, it’s now, as the owner says, “a great place to display the things you love.”

The home, solidly built of concrete, retains as its main living space a large, two-story room with a wall of windows facing the water. But to make sure things don’t get too overwhelmingly sunny, a concrete “awning” has been constructed to provide just the right amount of shade. Open spaces still let in light, but the angled roof calms things down, in addition to shading the outdoor living area by the pool.

The new kitchen is another appealing change. Originally located in the center of the living area, it has been moved so that it extends from the house in its own wing. A contiguous dining area has also been added, with a highceiling paneled in wood. Here, the view is to the south, from both the dining table and the food prep area.

The home has three bedrooms, plus a media room that can be used a fourth. The master is the most extraordinary. Here, the bedroom and bath have been combined into one large space. This allows water views from both the tub and shower. Of course, they could be separated by a wall, but the pres-

ent configuration continues the theme of creating a view whenever possible.

The most unusual space in the home is the mezzanine over the living area. It serves as a library/ office, with room for two separate workspaces. Half-walls of glass serve as a railing and also allow inspiration from the allimportant view. And here is the home’s biggest surprise — a walkway with a floor of glass. At first glance it looks open to the living area below. Can you step on it?

Certainly. It’s a bit startling when you first come across it — there you are, suspended in midair — but it is yet another element of the home’s playfulness and complexity.

The owner’s art collection is everywhere, and it constitutes years of collecting and acquiring.

“I bought nothing for the house,” says Popper. “These are things I’ve had for years.”

They include tribal art from Africa, modern paintings and drawings, textile art, European and American antiques, folk art — even a pair of Tiffany-style stained-glass windows that are displayed over the bathtub in the master suite.

The Popper house breaks many of the rules of modern architecture. It has curves, steel trusses, wood accents — a mixture of many elements, shapes, and ideas. Combine these with the owner’s exuberant taste in art and you have a showplace that finally lives up to its extraordinary location.

irates and princesses put their differences aside to share a table at La Dona Donuts for the Dunk & Decorate event April 8.

La Dona Donuts held special hours for the monthly event that allows families to decorate mini doughnuts. The theme for this month’s decorating session was princesses and pirates, with participants donning their tiaras and eye patches.

Each attendee received three mini doughnuts to decorate with his or her choice of three glazes and seven toppings. The shop served more than 200 mini doughnuts.

Proceeds from the event will benefit the mission of Family Promise to help homeless families in Sarasota find homes and manage their finances. Families who have benefited from Family Promise of Sarasota programs were invited to enjoy the event.

Guests had their pick from more than 40 desserts and savory treats while listening to live music by the Al Hixon Jazz Ensemble.
