Eight months after being hired amid controversy, Doug Logan is leaving his post as the city’s director of special initiatives on chronic homeless under similar circumstances.

Tasked with implementing the city’s eight-point strategy for combatting homelessness, Logan was in the process of organizing a new private nonprofit entity to run a “housing first” program.

As he worked to establish a board of directors and sought donors, he ran into an issue: the state’s open record laws. Logan was the subject of a records request for information regarding the nonprofit, alternately called NEWCO and Take Me Home.

Daring dog found near Salty Dog Andy the escapist is safely back with the Humane Society of Sarasota County.

The shy hound dog, who was being fostered on Siesta Key, climbed a tree and jumped a 12-foot fence last week in a daring escape. Siesta Key Association President Michael Shay sent an email asking for help locating the dog, and people began calling his foster mom, Jeanne Francisco.

Residents spotted Andy, appropriately enough, near the Old Salty Dog restaurant, and he was captured using humane traps Feb. 17. He was in good health, according to Francisco.

“He looked really great for his 10-day vacation on Siesta,” she said.

Andy is still up for adoption, Francisco said. His future owners should want a high-energy pet and, hopefully, won’t mind his penchant for climbing.

Logan and City Manager Tom Barwin said they soon learned this could be an ongoing challenge — that state law could require the nonprofit to operate under the same transparency requirements due to Logan’s involvement, even if it wasn’t a governmental entity.

The two expressed concern that those regulations would discourage private donors from getting involved in the push to address homelessness in the city.

“Most reasonable people do not want to subject themselves to what could be perceived as harassment,” Barwin said.

As a result, Logan is leaving his position and will work on the issue of homelessness as a private citizen, the city announced Friday. Barwin said the city plans to retract itself from the process of establishing a housing first program, fearing that government involvement could complicate the process.

In a Sarasota Observer interview with Logan in which Barwin was present, Barwin said he hoped those who had been involved with the creation of a nonprofit entity would still push forward with that cause independently.

“We need to step back for a minute and give those who are passionate about the community an opportunity to set it up the way they need to set it up,” Barwin said.

Even as his role with the city ends, Logan’s work makes the path forward murkier for both city officials and private citizens interested in creating a housing first program. At Tuesday’s City Commission meeting, the board voted to disclaim interest in creating a new 501(c)(3) to run its housing first program, a move designed to counter arguments that the city had a role in creating any private nonprofits that may arise in the future.

City Commissioner Susan Chapman, an outspoken critic of Logan’s hiring, is now worried Logan’s continued involvement in the fight against homelessness could lead to further issues.

“My concern is that Doug Logan will now market himself to other agencies, which will make them open to potential lawsuits,” Chapman said.

TROUBLE BREWING

Logan’s hiring in June — and his $120,000 annual salary — drew criticism because his previous experience did not involve work with homelessness issues. Barwin touted Logan’s ability to organize major initiatives — and raise funds — as factors that influenced his selection.

His work focused largely on creating a successful housing first program, a homelessness strategy that emphasizes placing individuals in homes as quickly as possible. Looking at other cit-

PRIVATE EYES Doug Logan met with City Attorney Robert Fournier in December to discuss legal questions surrounding the new nonprofit. Fournier said a series of factors determine whether a nongovernmental agency is subject to the state’s open government laws.

The most significant factor, Fournier said, is the role the government has in creating the private entity.

“Otherwise, you could just as easily set up a private group to perform governmental duties that’s not subject to the Sunshine Law,” Fournier said. “That’s not going to fly.”

In December and January, legal consultant Michael Barfield filed records request with the city, seeking information regarding NEWCO. Barfield’s second request alleged some pertinent information was not on file with the city. The subsequent search produced emails regarding the nonprofit on Logan’s personal email account, which Logan said was inadvertent.

City Manager Tom Barwin cited Barfield’s propensity for pressing the city on Sunshine Law issues as a contributing factor to the open records hurdles.

“In probably every other state in the union, in probably just about every other city in the state, all would have welcomed this, and I don’t think anyone would have challenged or questioned it,” Barwin said. “We do have some unique circumstances here.”

Both Barfield and Fournier said the city could work with a nongovernmental agency and not have it be subject to Sunshine laws. Logan’s work organizing the board of directors — and potentially serving as chairman — made it unlikely NEWCO/Take Me Home would qualify.

“They just went about it in the wrong way,” Barfield said. “They know they’re subject to scrutiny — it’s inexcusable.”

In November, he briefed the City Commission on that strategy. There was some skepticism among elected officials, who questioned the lack of city oversight and the potential duplication of services with existing agencies in the community.

Although there were other positive comments, the board consensus was to direct staff not to take any action regarding housing first at that time.

Logan continued to piece a new nonprofit together, though.

In a January interview, he said he would announce details regarding the organization in early 2016.

Both Logan and Barwin said plans to part ways came together in the week before Friday’s announcement. The records request had led to media scrutiny, but both officials said they were more concerned that potential donors would be scared off.

“Good people doing good things shouldn’t be made to look like bad people trying to sneak around somehow,” Barwin said.

“It’s not the truth, and people don’t need that distraction.”

A memo from Logan dated Jan. 15 listed a series of priorities for the next 30, 60 and 90 days.

There was only one goal listed under 90 days: “Train my successor.” Asked about that memo, Logan said the idea moved from an abstract conversation to an imminent reality this month.

MOVING AHEAD

Barwin said it is uncertain whether the city will hire another employee to replace Logan. On Tuesday, the commission indicated a desire to revisit homelessness strategies at a future meeting.

In the past, the commission has expressed an interest in taking a proactive role on homelessness. Chapman, who said she is concerned with how Barwin has handled this issue, suggested the

city search for a replacement that has a history with housing first.

“There are a lot of people who actually have skills and experience in this area, and I bet we could get them for less than $120,000 a year,” Chapman said. “What we need is somebody to coordinate the effort and make sure there is efficacy in the program.”

As he sought private donations for a housing first program, Logan said he heard similar desires, a change from what he was accustomed to in the charitable arena.

“The individuals that now want to give don’t want to give in the abstract — ‘Here’s a $500,000 check, go take care of the homeless,’” Logan said. “They want to know what the plan is. It’s philanthropy in a very different way.”

Barwin expressed his desire for private citizens to continue pursuing a housing first apparatus, but Logan demurred when asked about his specific plans.

If he works to create a nonprofit without city help, City Attorney Robert Fournier said it’s possible — though not guaranteed — that organization would be subject to open records laws, too.

One thing is clear: After spending eight months pursuing a strategy for addressing homelessness in Sarasota, Logan doesn’t plan on stepping back from the issue.

“I have not lost my desire to devote energy to the topic,” Logan said.

The consultant considered four scenarios for the future of the Van Wezel: maintaining the status quo, renovating the existing space, creating ancillary facilities or constructing a new venue.

According to the presentation, the first three options were ruled out for not adequately serving the goals of the Van Wezel.

The report states the Van Wezel is unsustainable in its current state, despite its success. The main hall is overused during peak season, and the orchestra community events generate lower revenue than the Van Wezel’s own programming. As a result, hosting additional orchestra or ballet events would result in lost income to the Van Wezel, and there are limited options for increasing revenue in the existing facility.

The presentation paints the Van Wezel as the anchor of Sarasota’s reputation as a cultural capital in Florida. It touts positive balance sheets and increasing ticket sales as positive signs for the venue.

Citing concerns about competition from similar facilities in the

region, though, the consultant says a major investment would be wise.

The report details many issues with the current building. The exterior and interior are worn and outdated. It’s not oriented to capitalize on its bayfront location.

The acoustics are inadequate for live classical music, and the backstage area and split lobby are not in keeping with modern venues.

The proposed scope of a new facility would be between 2,100 and 2,400 seats, with event space, administrative areas and an outdoor plaza. The report has options for a venue with and without a resident orchestra.

As the Sarasota Orchestra considers its future needs, the consultant said a single multiuse facility would not solve the current calendar restraints facing the Van Wezel. As a result, it recommends exploring a two-venue option to serve both parties.

Monica Van Buskirk, president of the Van Wezel Foundation, was unavailable for comment.

A memo from Sarasota Bayfront 20:20 chairman Michael Klauber said the organization would decline to comment on the presentation until after Monday’s workshop. Sarasota Orchestra President Joseph McKenna also declined comment until after the meeting.

Martin Rappaport, a member of the Van Wezel Foundation board, deferred comments on the recommended improvements to Monday’s presentation.

“He’ll make that presentation as to what it’s going to take to keep (the Van Wezel’s) prominent position in future years,” Rappaport said. “Based on that, the city and the community will have to decide as to what it wants.”

PERFORMANCE REVIEW The consulting firm AMS Planning and Services considered four scenarios when planning for the future of the Van Wezel.

Here’s how they broke down: OPTION 1: STATUS QUO Details: Maintaining the existing facility, with annual capital investment between $400,000 and $500,000.

Conclusion: This option puts the Van Wezel at competitive and operational risk.

OPTION 2: LIMITED RENOVATION Details: Orchestra sound improvements or minor improvements to patron accommodations, with renovation capped at $15 million per FEMA regulations.

Conclusion: This option is impractical and unlikely to achieve the necessary outcome.

OPTION 3: ANCILLARY SPACE(S) Details: Develop independent education/rehearsal space, a 500-person event space and an outdoor plaza with an investment of $20 to $40 million.

Conclusion: Although it would increase the opportunities at the Van Wezel, this option leaves many existing limitations in place.

OPTION 4: NEW CONSTRUCTION Details: A 2,000-seat multiuse venue, with the uses detailed in Option 3 incorporated, requiring a $150 to $525 million investment.

Conclusion: This is the best option for the continued success of the Van Wezel.

One down, one more to go.

That’s the state of the beach projects on Siesta Key. The county has completed a two-year project to renovate and improve facilities on Siesta Key Public Beach. At the south end of the Key on Turtle Beach, contractors will begin a six-week project to widen an eroded two-mile stretch of shoreline by 60 feet.

SIESTA KEY RENOVATIONS

Siesta Key Public Beach facility renovations were completed this week and will open to the public Saturday. The beach construction occurred in phases to avoid closing one of the county’s most prominent tourist attractions.

Jon F. Swift Construction renovated and replaced several older structures and added new ones as well, including a new pavilion with a restroom and concession area at the southeast end of the park.

The $21.5 million project — funded through a Sarasota County penny sales tax — preserved the original pavilion. That structure was built in 1958 and designed

by Tim Seibert, a member of the Sarasota School of Architecture movement.

Concessions that operated at the historic pavilion moved to the same building as the new lifeguard and sheriff’s offices. According to Jerry Sparkman of Sweet Sparkman Architects, the overgrown vegetation in front of the original pavilion was removed, opening

up the view of the beach.

Bill Waddill, whose firm, Kimley-Horn & Associates, spent approximately five years designing renovations, said Siesta Beach’s waves inspired the undulating wall along the promenade.

Its colors influenced the blue, green and white shades used throughout the park.

Approximately a dozen coconut palms — some of the few nonnative plants used in the design — adorn the preserved pavilion area, because the same kind of tree was originally planted there.

Lifeguard Lt. Scott Ruberg said he and his lifeguards are thrilled about their new offices and firstaid facilities. Ruberg said he’s happy to see that contractors preserved and built around a large mahogany tree that has stood near the pavilion since the 1970s, planted in memory of a lifeguard who died.

Contractor Weeks Marine asked the U.S. Coast Guard to issue a notice to mariners that it would begin staging for a Turtle Beach renourishment project this week.

Dredging equipment and barges will anchor just southwest of Bird Key and transport equipment offshore of Siesta Key. During the project, two dredging vessels will transport sand from three sites approximately seven miles offshore of Turtle

Beach. That sand will travel to a discharge site and get pumped the remaining 1.5 miles to the beach through a pipeline. That operation will begin approximately March 1 and continue around the clock until dredging is complete, estimated to be April 15.

Sarasota County Coastal Projects Manager Laird Wreford said a restricted area approximately the size of a football field will move down the shoreline as the project proceeds. Most areas should be inconvenienced for no more than a day.

The operation will place approximately 700,000 cubic yards of sand on two miles of shoreline surrounding Turtle Beach.

The project, which will also cost approximately $21.5 million, will be funded by state grants, tourist development taxes and a special assessment on property owners within the project area, according to Wreford. The additional sand will widen the beach by approximately 60 feet.

MAKE BEACH PARKERS PAY The renovated facilities at Siesta Key Beach are a smart investment — improving infrastructure and a crucial economic driver. Next to be addressed: Pay for parking.

Wow, what an improvement at Siesta Key Beach.

One of Sarasota County’s most valuable assets became even more valuable.

It looks great.

Of course, for county taxpayers, it was a pricey investment — $21 million.

But we don’t need to go through all of the math to justify its worth to taxpayers and county residents.

Most Sarasotans instinctively know Siesta Key Beach, being the top visitor attraction in this part of the county, is a leading driver of economic activity here.

Think of the economic spinoffs that occur as a result of attracting beachgoers from elsewhere — food, hotels, retail purchases, condo rentals, as well as people who eventually purchase second homes. Based on the county’s 2014 five-cent tourist development tax collections, the county’s tourism industry generated more than $340 million in direct spending.

And if you amortized that $21 million investment over 15 years (and that may be short), the cost for renovating Siesta Beach drops to around $1.4 million a year.

One last point about that investment: If you want to maintain and increase the value of your assets, you know you must reinvest and improve them to remain competitive. Disney World hasn’t remained among the most popular attractions in the world by never re-investing.

So when the county commissioners and county staffers gather Saturday morning to cut ribbons and give themselves (and Sweet Sparkman Architects and Jon F. Swift Construction) high fives and hosannas, Sarasota County taxpayers can acknowledge renovating Siesta Key Beach’s facilities was a good case of maintaining and improving public infrastructure.

FREE PARKING? NO

Now here is the “but.” Parking.

While Siesta beachgoers no doubt will approve of and enjoy the updated ambience at Siesta Beach, it’s probably accurate to say parking is the most vexing issue on Siesta Key. It is the never-ending issue in the Village, and at the height of winter, it is just as acute at Siesta Beach.

It’s a classic supply-and-demand dilemma. Too much demand, not enough supply.

What’s the solution?

To borrow one of our favorite observations from the esteemed economist Thomas Sowell, “There are no solutions, only tradeoffs.”

Here is one tradeoff to consider: paid parking in the Siesta Beach parking lot.

A WAY TO FUND BEACH SHUTTLES? In lieu of a private venture trying to operate a profitable Siesta Key Beach shuttleparking system, a potential source of funding could come from the 898 public parking spaces at the beach. Below is a summary of how much revenue might be generated in a year. It assumes 100% occupancy for eight hours a day nine months of the year.

898 parking places x $2/hour x 8 hours/day = $14,368 x 275 days = $3,951,200 per year in parking revenue.

It makes economic sense.

For starters, nothing is free. There is a big cost to free parking. Indeed, UCLA Donald C. Shoup, one of the foremost experts on parking, wrote a 700-page book explaining “The High Cost of Free Parking” — how free parking drives up the cost of housing; how it subsidizes everyone who owns and drives a car; how it adds to pollution; and how it distorts market prices for real estate and on and on.

And then there is this bromide: When anything is free, it typically is overused and abused — e.g. free parking at Siesta Beach.

Why should a Siesta Beachgoer have free access to parking for an entire day? Why should the most accessible and convenient parking spaces at the beach be free? In almost every business enterprise, convenience and premium services command the highest prices.

KEYS TO RE-INVENTING EDUCATION Sir Ken Robinson, guest lecturer Tuesday at the Ringling College Library Association’s Town Hall Series, captivated his audience with laugh-out-loud British wit and story-telling that delivered a cogent message about education.

One of his messages — perhaps most obvious — especially to anyone involved in education — is that today’s education model is the same one used in the 19th century. That says a lot right there.

Robinson, whose credits include delivering the most-watch TED talk in

history, also cited three traits of education harming children: conformity, familiarity and compliance. Altogether, these structured settings and curricula are drains on creative thinking.

Instead, Robinson says, because every child is different, “the best thing you can do” for your children is “recognize the talents inside of them” and help them develop those talents. “Recognize that school is personal.” Diversity in experiences fosters creativity.

User pays. Everyone has heard that phrase, too. If you play golf at Bobby Jones, a public-owned golf course, you pay. If you borrow a book from the library and keep it beyond its return date, you pay.

We could go on and on. In short, it makes no sense not to charge for parking at Siesta Beach.

What’s more, in the box at left we illustrate a hypothetical that could be one of the benefits of charging for parking. If users paid for parking, the revenue generated could be used to fund, if not substantially subsidize, beach shuttle services.

At popular ski resorts in the West, the resort owners often have buses and vans shuttling their customers from the ski village up to their lifts “free” — the cost, of course, is built into the lift ticket. Or consider what happens with car rentals at many U.S. airports. Once you disembark from your plane, you hop on a “free” shuttle that will drive you 10 to 15 minutes to the car-rental counter several miles away. The cost of that “free” shuttle likewise is built into the price of the rental car. But in both instances, the customer experience is acceptable.

County officials often have discussed the idea of shuttling beachgoers to and from drop-off points on the mainland. But private-sector operators have had difficulty making that work largely because the market is distorted: Parking is free close to the beach, but a shuttle service 15 minutes away comes at a price.

It makes no sense.

What about parking on the rightsof-way of neighborhood side streets near the beach?

If you charge for parking at the beach, inevitably beachgoers will seek out the next closest place to park free. But this could be addressed with technology, say, by installing electronic meters at neighborhood street intersections.

If a user over-stayed his time, he would be fined just as Florida’s SunPass system fines motorists who shoot through toll gates illegally.

Make the fines onerous.

Suffice it to say, it’s great to see a newly renovated Siesta Key Beach that will help keep Sarasota’s reputation for having one of the best beaches in America. But let’s not stop there. Bring some market sense to beach parking.

When you go to Disney World, you pay dearly to park far away from the venue. Even so, Disney still manages to make its shuttle parking experience seem convenient.

With a little entrepreneurial ingenuity, the same could be achieved at Siesta Beach.

A recent editorial noted how bad traffic had been downtown during a recent arts festival on St. Armands suggesting that law enforcement should be out there moving traffic along. As for Florida Highway Patrol, it won’t happen; as for Sarasota Police Department, it wont work. When the square footage covered by automobiles vastly overwhelms the square footage of available roadway, you have HEAVY traffic with traffic jams.

The county’s traffic woes are more about horrible planning.

The state roads in the area have seen or are seeing hundreds of millions of dollars in improvements. The county roads, nothing. Why is it that Honore Avenue is not four-lane from University Parkway all the way to Pinebrook in Venice? Lord knows the traffic volume is there.

Why is it Proctor Road was never made four lanes from McIntosh to Honore, and why is it Gantt has not been widened from Proctor to Clark, or Cattlemen from Bahia Vista to Fruitville? Every one of these roads is a nightmare. The county has the right of way, but they claim it’s for future development.

News flash: The future arrived when Palmer Ranch

and Lakewood Ranch were started.

Widening Bee Ridge east of the interstate is needed but should have taken a backseat to getting Honore, Proctor, Gantt and Cattlemen completed. Sarasota County has been too busy with traffic circles, brick pavers and tree-lined medians to exercise any common sense in improving the County road network.

The large Wall Street-traded big-money developers are running rampant with new home construction, and one must wonder if someone’s pocket is being lined for this to occur. By the way, lets not forget how we were told for years about the scarcity of water in Southwest Florida. I suppose that problem magically went away.

The bottom line here is a total lack of common sense and complete ignorance. The county might say there’s no money.

Really? Care to guess who paid for the Honore widening at Fruitville and in Palmer Ranch?

One word: developer. Sarasota is losing its luster very quickly, and the blame lies squarely on the County Commission and some very poor planning.

In spite of your claim in your editorial, no one took Brad Parker’s property.

The commissioners ruled that the free market does not mean one can sell just anything. Now, in Sarasota County one cannot sell animals that come from conditions defined as illegal and inhumane.

At the commission meeting, pictures were presented of dogs from an alleged Petland supplier that was a three-time violator of regulations. The USDA took 74 pictures during this particular inspection, and due to time limitations, only a few were shown at the hearing.

Weep for the imprisoned, tortured dogs, not Brad Parker, not this disgusting business.

Stores selling pets profit because of the ignorance of the consumer. If you become an educated consumer, you would never buy a puppy from a store.

Then the mills would go out of business!

I have read your Feb. 11 editorial entitled, “Privatize Pineapple Park.” It’s yet another example of your knee-jerk journalism.

You talk about the millions of dollars spent on parks and then say, “... how many of those parks have you actually strolled or even seen? But you are paying for them.”

I and you are also paying for the 2,328 lane miles of roads in the county as well as the many police, sheriffs, fire personnel, hospital employees, transportation workers, teachers and other people and facilities that service the county. Yet I have only met a miniscule fraction of them.

These are the unmonetized services and amenities that are available without fee for all to use as necessary or desired.

These, along with other civic and nonprofit offerings, help form the infrastructure of modern civilized living.

You also refer to “... gatherings of street people, who discourage citizens from visiting the park.” Do you not realize that “street people” are citizens?

With concerns about things that “might be better served in the hands of the private sec-

tor,” I refer you to the various stories about Martin Shkreli, the accused securities fraudster and pharmaceutical buccaneer who has abruptly raised the price of an antiparasitic drug by 5,556%, deeply affecting people with AIDS and other conditions.

Sometimes private gain must bow to the public good, thus the first sentence of the U.S. Constitution contains the following words, none of which refers to an individual: we, people, union, common, general and welfare.

The Sarasota Ballet announced Tuesday the dismissal of Mary Anne Servian from her role as the company’s managing director.

Citing rapid growth under Director Iain Webb, who joined the company in 2007, Hillary Steele, chairwoman of the board of directors, says the decision was rooted in a desire to fill the role with a managing director with more performing arts-related experience.

“There’s been so much rapid growth, and it’s time for management with performing arts experience to take us to the next level,” she says. “There’s been no impropriety. She wrote a letter to the staff wishing us all well. It’s absolutely been amicable.”

Steele says the decision has been a topic of discussion for the last few weeks and that board members are in the process of developing an intermediate plan and a committee to conduct a nationwide search fill the position.

Servian says she sees the decision as the culmination of months

of unidentifiable tension between her and Webb, and that in recent weeks, it became clear to her that she was no longer wanted in the position. Although she’s disappointed, she says she’s optimistic about the future.

“I’ve had a stellar career,” she says. “I think once the dust settles, I’ll be ready to come back into the nonprofit sector and really make a mark, which I feel I’ve done at the ballet. When I got here, we had a skeletal staff. We’ve grown from 25 to 58 employees. Our budget has grown from $2.4 million to $6.7 million. Looking back, I think I’ve accomplished a lot, and I’m proud of that.”

Servian began working with the Sarasota Ballet in 2010 as the company’s business manager, before being promoted in 2011 to managing director, a position in which she oversaw areas including finance, development, human resources, sales and marketing and outreach. Servian is also known for her career in local politics, having served as a Sarasota City commissioner, vice mayor and mayor, as well as other business, political and philanthropic endeavors.

“I really enjoy the nonprofit sector,” she says. “I like helping the community in which we live.

I’m passionate about health and human services and mental health issues, and I’m looking forward to lending my experience to others.”

Visitors at Bird Key Park enjoy the views of Sarasota Bay and Lido Key. But lately, that view has been blocked by a derelict, 30-foot sailboat in the bay just a few feet from the parking lot.

The boat, Gypsy Woman, is one of three vessels that came loose from their moorings and stranded on shoals and shores in the area following heavy winds mid-January and had not been removed at press time.

The other two vessels are located at Hart’s Landing on the east side of the Ringling Bridge and in the flats between Bird Key Park and Ken Thompson Park, according to Sarasota Police Sgt. Bruce King.

Police posted notices on the boats Jan. 21, giving owners five days to remove boats.

“That sticker means imminent doom,” King said. “It means either you fix it or we’re going to fix it.”

Efforts to clear those vessels have been slowed by personnel changes in the department, King said. A new marine officer who will resume the removal process.

If the boats sink or get buried by sandy shoals, other vessels can collide with them. They can also leak fuel, oil and other hazardous materials into the water.

Boats that aren’t removed by their owners are destroyed, King said. Police don’t own the vessels and don’t have a right to grant ownership to anyone else.

Signs: Are they a changin’?

Southgate residents say it’s time for change when it comes to the community’s only sign.

A group of Southgate residents believe they have a sign that shows it’s time for a face-lift.

Of the four signs that once stood at entrances to the community, just one remains intact.

It will require approximately $6,500 to replace.

It stands on Siesta Drive facing west and is missing part of the “u” in “Southgate.”

Jason Champion, Southgate Homeowners Association board member, started a GoFundMe campaign to replace it at gofundme.com/southgatesign.

“Help us replace our sad sign!” the page states.

Champion said that with renovations at the Westfield South-

gate Mall nearby and rebounding property values, the opportunity is ripe to beautify the first thing many people see as they enter the 60-year-old community.

“We want to make (the sign) more of a showpiece,” Champion said.

Fundraising efforts have already netted approximately $4,000, according to Sheryl King, head of the neighborhood’s beautification committee. At press time, $315 had been raised through the GoFundMe campaign.

Those efforts align with a larger revitalization effort throughout the neighborhood that includes preserving the its community house, one of the oldest buildings in Sarasota, designed by architect Victor Lundy.

If the campaign is successful, the homeowners association would like to replace some of the former signs, as well.

“This is the face of the community,” resident Chris Jenkins said.

An American in Florence Susan Kelley’s latest book “Ciao Pussy!” documents her 16 years as a resident of Florence, Italy.

Sarasota resident Susan Kelley makes cheeks blush when she tells her friends the title of her newest book, “Ciao Pussy!”

“I showed it to my dentist, and he turned red,” Kelley said. “Most people think it’s funny, and then they ask why. I tell them it’s not ‘50 Shades of Grey.’”

The book is a memoir of the 16 years Kelley and her husband, Bill, spent as expats in Florence, Italy.

What was intended to be a semester for Bill to study art turned into more than a decade of living in Italy.

Kelley tells the story behind the title in a chapter of the same name.

“There’s a culture among the women in Florence, I found out along the way,” Kelley said.

“People will say, ‘This is my dear friend,’ and then, they’ll talk behind their back.”

At a party one evening, Kelley was introduced to Fifi, a woman who came from Turkey and claimed to be a princess.

Her name translated roughly to a crude Italian slang term for a woman’s anatomy.

“When she walked away, the women all said in Italian ‘Ciao,

Pussy!’” Kelley said. “It was a little bit of an unkind thing that they called her that.”

The “Ciao Pussy!” incident became an inside joke for the Kelleys — one that won out as the title over other options they considered, like “At Home in Florence.”

“That sounded like a decorating book,” Kelley said. “This book is supposed to be fun, and we have some crazy adventures in there.”

For eight months of every year beginning in 2000, the Kelleys lived in Italy and returned to visit family for the other four months.

They learned how to navigate both the real estate market in Italy and the social scene.

The couple decided to rent an apartment in Florence just a few months after the 9/11 attacks, despite safety concerns about traveling and living abroad.

“It was scary but they (the attacks) just encourage you to go on with your life,” Susan Kelley said.

“Ciao Pussy!” is the first of Kelley's six books that is a memoir.

Kelley’s other titles are humorous self-help books, including “Why Men Commit,” “Why Men Stray/Why Men Stay,” and “Real Women Send Flowers,” a response to another book, “Real Men Don’t Eat Quiche.”

She sums up “Ciao Pussy!” as the tale of two middle-age people who left their comfortable home on the beach and traveled.

“It’s a change of lifestyle to go from living on Sanderling Road and going to a lot of black-tie functions to just leaving it all here,” Kelley said. “It was a big risk. We could have ended up penniless. I think I learned that I can really adapt to anything and what’s important.”

SHS senior named Girl of the Year Girls Inc. of Sarasota County had two surprises for Tyesha Brown Tuesday.

It was one surprise after another for Tyesha Brown Tuesday afternoon at Girls Inc. of Sarasota County.

Students surprised Brown by announcing she is the 2016 Girl of the Year.

They held cue cards with qualities describing Brown, such as “adventurous” and “creative.”

But it didn’t hit Brown that she was Girl of the Year until the curtains were pulled, revealing her aunts, sisters and friends standing on stage to celebrate with her.

Brown, 19, is a senior at Sara-

sota High School and has been a member of Girls Inc. of Sarasota County for 10 years. She is now a part-time employee.

“What we’re looking for in a Girl of the Year is a girl who exemplifies the Girls Inc. values of smart, strong and bold,” Girls Inc. Executive Director Angie Stringer said. “I remember when Tyesha was a young girl when I was at Girls Inc. before, and now, I get to see her receive this honor.”

After Brown joined her friends and family on stage, she received a special message via webcam from Dawn Wiley, former director of high school initiatives who now works for national Girls Inc.’s

national offices.

Wiley had another surprise for Brown: Brown is the recipient of the $20,000 Lucille Miller Wright scholarship.

“I don’t have to worry about how I’m going to pay for college any more,” said Brown, who plans to study business at Florida A&M University in Tallahassee.

Brown will travel to New York City for three days for the 2016 annual Girls Inc. luncheon.

“Girls Inc. has taught me how to step out of my comfort zone and make the right decisions at the right time,” she said.

Tornado recovery path slow for residents One month after the storm, 58 Siesta Key condo units remain uninhabitable, and many other residents are still waiting for repairs.

The tornado lasted just five minutes. But, a month later, many home and condo owners are just starting to see relief from the damage resulting from the Jan. 17 storm that cut a 1.14-mile path through Siesta Key and part of the mainland.

The result is a neighborhood

with roofs still dotted with blue tarps and a condo where more than one-third of residents are still displaced.

At Excelsior Beach to Bay condominiums on Siesta Key, 58 of its 166 units remain uninhabitable, according to manager Dan Watnem. Rebuilding is likely to stretch into the spring and even summer for some units.

Two of the condo’s buildings bore the brunt of the storm's damage.

Building 7, where 24 units remain uninhabitable, will have its roof replaced, according to Watnem.

Building 5, where 34 units can-

not be occupied, has a temporary roof in place that will eventually be made permanent. Units on Building 5’s top floor remain in various stages of renovation.

Power to those buildings still has to come from generators.

Watnem said insurance companies require extensive documentation to process claims. Thousands of pictures were needed from the inside of damaged units.

“That in itself is a monumental task,” he said. “There’s a lot of processes people don’t know about — engineering, information gathering, inspections and county permitting.”

before work can start and residents can re-enter homes.

For full-time residents, of course, that means finding other accommodations. For others, it may mean longer stays up North or a loss of rental income.

Watnem said roof and other repairs to Building 7 would start the week of Feb. 22. He hopes residents can return by April.

And for Building 5?

“Honestly, we don’t know," Watnem said. "We’re hoping by July.”

On the mainland, Ridgewood Lane resident Terry Castleberry’s roof sustained minimal damage.

It has not been fixed, but it’s still weatherproof.

Castleberry’s home needs more than $25,000 in repairs. Adjusters from her insurance company came to the unit right away, she said. Once those adjusters submit a report, homeowners receive an estimate from their insurance companies, and then it's up to homeowners to get contractors in place for repairs.

She described the process as a "mixed bag" for her neighborhood.

“I’m hearing some frustration out there,” Castleberry said.

“Initially, things went really fast.

At the beginning, the adjusters came, the county came and cleaned up. Then, things slowed down. It’s never going to be as fast as you want it to be, but it’s reasonable.”

Another Ridgewood Lane resident, Greg Huffman, said that two companies estimated it will take between one to four months to repair the 25-square-foot area of his roof damaged by an oak limb. At press time he was still waiting for final estimates of the damages.

Viva Reinhardt, who lives down the street from Huffman and Castleberry, saw more significant damage to her home.

“I’m basically living in a cave,” she said.

Many of her windows are still boarded up, so the house is always dark inside. Her back room, where part of the ceiling fell in, is cordoned off from her kitchen by a plastic tarp where someone wrote “under construction” and drew a smiley face.

Reinhardt, 87, has heat, but the tornado sucked insulation out of her home.

“It’s freezing here at night,” she said.

She received an 11-page itemized list from her adjuster detailing $45,900 worth of damage.

Reinhardt said she was frustrated that one month after the storm, she has to contend with broken windows and a damaged roof. For now, though, she’s still focused on the positive.

“I’m not going to complain,” she said. “I’m inside and have a table light, and the plumbing works.”

The officer’s employer said he has explained to the officer that walking through the parking lot is not a crime and apologized for any inconvenience.

DROPPED CALL 10:59 p.m. — 1200 block of 21st Street Suspicion: A man found a cellphone in the front seat of his car.

The man’s wife, who reported the incident, said the driver’s-side door does not lock. The man said there were no items missing from the vehicle, and he noticed no damage to the car. Officers speculated that the phone was dropped during an attempted burglary but were uncertain because there was no damage to the car and no items taken.

SALAD DAYS 7 p.m. — 3500 block of Fruitville Road Theft: An employee at a store said two men came in and stole a bottle of ranch dressing valued at $3.94.

Surveillance video showed one of the men taking the bottle and placing it under his jacket before leaving the store. The employee said he has seen the subjects in his store before, but attempts to identify the men based on video footage were unsuccessful.

laying in a division with opponents up to 18 years old, Nikki Yanez, 12, competes against the next wave of collegiate and international talent.

Her competition hits the ball harder. They are more consistent.

And they have a plethora of shots at their disposal.

But Nikki isn’t intimidated.

“They’re losing to a 12-yearold,” Nikki said with a smile.

A Sarasota resident, she started playing in the 18s division about a year ago to improve her consistency and make her a better overall player.

As the top-ranked player in the state and third-ranked player in the nation for the class of 2022, it didn’t take long for Nikki to get a handle on the competition. She won her first Girls 18 singles title in June at the Sarasota RC Summer Classic.

Since then, she has won four additional Girls 18 singles titles, including the Lee County CTA tournament Jan. 30 to Feb. 1.

“I didn’t have anything to lose because the girls were all older than me,” Nikki said. “I just played how I play, and I ended up winning the tournament.”

But it’s the tournaments Nikki hasn’t won that have aided her the most. Whether it’s an opportunity to improve her serve or her backhand or learning how to rally to get back into a point, Nikki makes a mental note of what went wrong. She makes it a point to focus first and foremost on those aspects in practice.

“I learn more from my mistakes,” Nikki said. “They’re older, so it’s much easier for them because they already know every shot, whereas I’m still learning.”

She’s learning quickly. A year ago, Nikki was competing in a Girls 12 singles Level 5 tournament. Two weeks ago, Nikki competed in a Girls 18 singles Level 5 tournament.

“She’s playing phenomenally at the moment,” Nicki’s coach Denys Maasdorp said. “She has a bright future. There are not many girls her age who can compete with her.”

Nikki won her first national title at the USTA Girls 12 National Championships in August, but she’s still focused on getting better. She has improved her physicality over the past year, allowing her to hit the ball harder and with more fluidity.

Nikki spends two hours a day practicing with Maasdorp, whom she began working with when she was 10, or her older brothers, Vincent, 14, and Anthony, 18, who both play tennis as well.

With every training session, Nikki works multiple areas of her

game, including her serve, court presence and aggressiveness at the net. The goal is to be able to win points no matter what style of opponent comes along.

“When you start playing internationally, you can’t be onedimensional,” Maasdorp said.

In addition, Nikki also spends up to three hours conditioning with gymnastics or other sports.

“She works really hard, and that’s what it takes to excel at this game,” said Paul Yanez, Nikki’s father.

It’s a game plan Nikki hopes will propel her to the International Tennis Federation circuit once she turns 13.

But Nikki knows there are aspects of her game she still needs to improve, such as her serve and her backhand. Even after entering 18s play, she still has three major tournaments left in her 12s career.

She will compete in the Girls 12 singles division of the Easter Bowl this spring in California, followed by the Clay Court National Championships in July in Florida, and the Hard Court National Championships in August, when she will travel to Georgia to defend her national title.

“I just want to think about this year,” Nikki said. “I’m going to keep playing 18s so that when I compete in the national tournaments in my age division, I’m ready for it.”

I like to draw and play my violin.

What sport would you be involved in if you weren’t playing tennis?

Gymnastics. I still do it every day. I use it a lot for flexibility.

Who is your favorite tennis player?

Serena Williams. She hits the ball very hard, hits her serves consistently, and she won Wimbledon.

What’s the one match you dream of playing?

The U.S. Open, because I was born in New York.

What’s your favorite food?

Pizza.

Who is a better tennis player: you or your brother, Vincent?

Vincent. He’ll always be better. He helps me grow a lot. He hits the ball hard, and he makes me better every time we play.

Riverview sweeps Class 8A honors

E

very team has that one standout player.

The one who carries the team on his or her back.

The one who pushes his or her teammates to greatness.

But what happens when a team has at least three of those players?

Is it the player who scores the most points on any given night?

Is it the one who electrifies the gymnasium with every slam dunk and dazzling spin move?

Or is it the court general whose unwavering passion for the game has carried his team to new heights?

If you’re Riverview High, you turn it over to area coaches and let them decide. You really can’t go wrong. All three players deserve to be recognized, but when it comes down to it, there’s one player who embodies everything you want in a Player of the Year.

So it wasn’t that surprising when the Florida Athletic Coaches Association named senior point guard D.J. Bryant the District 16 Player of the Year for Class 8A. The Riverview captain has guided the Rams to a 26-2 record and a Sweet 16 appearance.

Bryant will represent the area on the South team in the FACA North-South All-Star Game in mid-March.

Of course, great play usually

stems from great coaching, and that holds true for the Rams.

Coach B.J. Ivey, who has his team two wins away from reaching the Final Four, was named the Coach of the Year for Class 8A. Riverview swept the awards on the girls side as well, with Lindsay Edwards named Player of the Year for Class 8A. Edwards averaged 12.4 points per game and 5.4 rebounds per game while leading the Rams to the Class 8A-District 6 title. Riverview girls coach Carl Williams was named the Coach of the Year for Class 8A. Blazers season ends in regional finals

or the first time in three years, the Sarasota Christian girls basketball team won't be making a trip to Lakeland for the Final Four after falling to Palm Bay Covenant Christian 66-41 in the Class 2A-Region 3 finals Feb. 13.

The Blazers had reached the state semifinals each of the past two seasons, including a state runner-up finish in 2014.

Sarasota Christian senior McKenzie Lantz, who, like fellow seniors Andrea Wittmer and Nicole Miller played her final game in a Blazers uniform, finished with a team-high 17 points.

Miller added eight points and 10 rebounds.

Wittmer, who returned after missing three games due to a concussion, contributed six points and five rebounds.

ith more than 380 lovebirds renewing their wedding vows, there was plenty of love in the air Feb. 14, at Siesta Key Beach.

The record crowd gathered for the annual Say "I Do" Again vow-renewal ceremony hosted

by Sarasota County Parks and Recreation. The county has organized the ceremony for at least 25 years.

Per tradition, the couples married for the shortest and longest amounts of time were recognized.

James and Anna Mae Duke held the long-term record with 74 years of marriage, while Chris and Sam Valeo celebrated two months as newlyweds.

Sarasota County Judge Charles Roberts officiated the ceremony.

Sir Ken Robinson offers lesson on global education reform

T

ED Talk presenter and creativity expert Sir Ken Robinson was the featured speaker for the Ringling College Library Association’s Town Hall lecture Feb. 16.

Robinson’s TED Talks have reached millions of viewers and feature topics such as “Do schools kill creativity?” and “Bring on the learning revolution!”

Robinson spoke against standardized testing as the marker for success and learning.

“There is a difference between learning and education,” Robinson said. “In the effort to raise standards with tests...we still have to realize that we’re dealing with living, breathing people.”

inéBistro at Westfield Southgate welcomed guests for an exclusive look at the completed theater Feb. 11 at a VIP grand opening.

The event had the glamour of an old Hollywood premier, complete with stars like Marilyn Monroe, James Dean and Audrey Hepburn in costumes from their most famous roles.

The lobby and bar area filled with guests seeking a glimpse of what the long-awaited CinéBistro has to offer.

Amenities include a restaurant with 150 indoor and outdoor seats, along with a full bar and lounge.

The theater features seven screens with seating for 74 to 98 guests in reclining leather seats.

At the end of the evening, guests got an exclusive showing of “Zoolander 2.”

The theater opened to the public Feb. 12, but tickets had already been on sale since Feb. 9.

he ladies of Temple Beth Sholom spent the afternoon among the stars with the “Go Hollywood!” annual fashion show and luncheon Feb. 10.

The show featured fashions from Foxy Lady with hair and makeup

by Ana Molinari Salon & Spa. This year’s show honored event founder and organizer Honey Salzman, who died in June 2015. Her children, Robbie Salzman, Susan Salzman, Diane Shane and Jack Salzman were present to show support.

“She would have loved this,” said Robbie Salzman. “This was one of her joys to organize this event. She even thought of this theme last year.”
