Sol’s Deli announces move to Gulf Gate Solomon Shenker hopes the third time is the charm for Sol’s NYC Deli. The chef behind the popular Main Street delicatessen announced the restaurant will relocate to Gulf Gate. Sol’s will share a space with Il Panificio pizzeria, located at 6644 Gateway Ave. “We’re going to do the taste of New York,” Shenker said. “We’re going to have pizza and pastrami; we’re going to have cheesecake

and calzones.” Shenker, the former executive chef for Hotel Indigo, originally opened Sol Meyer New York Deli on Main Street in 2015. He split from that location and opened Sol’s NYC Deli in the Main Plaza complex in 2016. The restaurant closed late last year. Shenker said the size of the former Applebee’s property on Main Street made it hard to sustain business year-round. He said the Gulf

Gate location will be a better fit for the restaurant, expressing excitement about the energy of the commercial district. “I think it’s younger,” he said. “There’s a lot more going on.” With an opening date set for Feb. 22, he’s focused on getting open — and staying open — in his restaurant’s new home. “I think it’s going to be huge,” Shenker said.

Sarasota’s top administrator is staying put — for now. City Manager Tom Barwin announced Monday he has withdrawn his name from consideration for the city manager opening in Reno, Nev. Barwin was named one of five finalists for the position earlier this month. Barwin, hired as Sarasota city manager in 2012, now believes the timing is not conducive for a move. With a city election looming next month, Barwin said he received feedback from community leaders urging him to stay. “We have several major projects underway in Sarasota that need a bit more nurturing before handing them off,” Barwin wrote in a statement to the recruiting firm that is leading Reno’s hiring process.

ightrope walking legend Nik Wallenda had been replaying the worst day of his life over and over in his mind. And yet, barely 24 hours after watching five of his troupe members topple from more than 30 feet above ground — and he himself hanging from the wire with two others — he again was performing on the wire at a Feb. 9 dress rehearsal for Circus Sarasota’s “Synergy.” By opening night, Feb. 10, two of Wallenda’s teammates who had been involved in the fall, Zebulon Fricke and Alec Bryant, were performing alongside Wallenda. They both had been hospitalized but suffered the least serious injuries. “It doesn’t make sense to other people,” said Wallenda, whose aunt, Rietta Wallenda, and sister, Lijana, were still hospitalized Wednesday but were expected to recover. “I feel no greater peace than when I’m on that wire. It’s harder on the ground.” Fricke called working through what happened “a process.” But to not perform? Not an option. “It’s in your blood,” said Fricke, who sported a nickel-sized bruise under his left eye. Nik Wallenda’s mantra has been “never give up,” and the accident put it to the test. Before performing, he sought the blessing of each of his troupe members independently, and received a unanimous “yes” to perform. Fellow circus performers say it’s part of the business. “There’s nothing glamorous about the ‘show must go on,’” said Nik Wallenda’s uncle and tightrope walker Tino Wallenda, of the Flying Wallendas troupe. “It is simply the practical base necessity of life.” Circus Sarasota performer Emily VanDyke agreed. “We all want to perform well because this is our work,” she said. “We feel we have to do well to honor the Wallendas in the hospital. The Wallendas even performed tonight because they felt they needed to continue, and in the circus, we always continue. I send all my love to them, and I know all of the circus people feel for them. But the circus must go on.” Circus Sarasota performer Alesya Gulevich, who is listed in The Guinness Book of World Records three times, including for hula hooping with 107 hoops, said overcoming tragedy leads to per-

sonal and professional growth. “If you look at anything — business, sports or education — if you want to achieve something, you have to overcome,” said Gulevich, who uses 50 hula hoops in her show with Circus Sarasota. “It helps you push forward.” Each performer’s act is one of hours and years of training boiled down to several minutes. It reflects passion for his or her art, discipline and focus. “This focus translates into everything else,” Gulevich said. “It’s not like you forget. There’s nothing more important than life. You have to live and go forward, not backward. “It’s easy to give up,” she said. “It’s better maybe to fail. It’s better to try again.” Kay Rosaire, a seventh-generation circus performer who does animal demonstrations at her Big Cat Habitat and Animal Sanctuary, said the “show must go on” concept came from years ago when the circus traveled to towns and fans sometimes waited six months or more to see lions, tigers and bears, clowns and other acts. At first, performers didn’t want to disappoint them. Later, it became a badge of pride. “Most performers, the minute they enter the ring, that becomes their immediate world,” said Rosaire, who has performed with a broken foot, double pneumonia and other ailments. “You’re risking your own life at the same time. When you focus on doing your craft, you can do it. It’s extremely hard. You’re crying back stage and then you’re in the public putting your best foot forward. “For those few minutes you’re actually performing, there’s thousands of hours that go into training,” she said. “Those few minutes in the ring are just part of the reward. It makes you feel better, that you can continue and life will go on.” Ashley Pletcher, an Alanian rider who showcases the Cossack trick riding style, agreed. “Circus is a family,” she said. “No matter what happens, we pull together and be there for each other. It takes a lot to pull everything back together, but it’s our profession and accidents happen. It’s normal for us.” East Manatee County’s Monica Welde, who ran Bearadise Ranch with her husband, Johnny, went back to performing with her grizzly bears just a day after her husband’s Feb. 2 funeral service. He died in his sleep Jan. 25. “We all know the dangers,” Welde said. “We love our craft. The saying, ‘The show must go on’ comes from our spirit.” Berkley Mason contributed to this report.

Woman’s Exchange future remains unclear

By the standards of city government, Sarasota officials sprinted to install new zoning regulations to allow the Woman’s Exchange to move forward with a planned expansion after rejecting the proposal last year. Ten months ago, the city denied the Woman’s Exchange’s application to build a 3,524-squarefoot single-story structure at 526 Rawls Ave. The commission sided with the Laurel Park Neighborhood Association and said a proposed loading zone on Rawls was not compatible with the residential nature of the properties across the street. Representatives for the Woman’s Exchange said the zoning code required a loading area on Rawls Avenue if it intended to expand. As a result, the nonprofit said it was unable to expand in its location at 539 S. Orange Ave. — and that it would consider relocating from its longtime home in Burns Court. On Feb. 6, the commission approved a series of changes to the zoning along Orange Avenue in an attempt to facilitate the shop’s expansion. The changes allow the Woman’s Exchange and other properties that front both Orange and Rawls to place a loading zone on Oak Street, Laurel Street or Morrill Street instead.

The Woman’s Exchange has made no decision about its future, attorney Robert Lincoln said. “This is a positive thing that will make any new plans to remodel, improve or redevelop the property easier to do,” Lincoln said. “At this point, the Woman’s Exchange doesn’t have any immediate plans that would take advantage of it.” The city previously classified segments of those three roads as “primary streets,” designed for heavy pedestrian use. Landowners were not allowed to use those streets as points of ingress or egress for their properties. The Laurel Park Neighborhood Association endorsed the intent of the changes, but the group had some reservations regarding their impact. The primary street designation also included design standards that mandate windows and other features along the ground floor of any building. LPNA President Alice Sundstrom expressed concern builders could place uninviting blank walls along those streets. “I think it’s pretty safe to say nobody really wants that,” Sundstrom said. City Attorney Robert Fournier said he believes it’s unlikely the new rules will lead to blank walls. “We didn’t have primary streets for a number of years, and you don’t see a whole lot of blank walls,” Fournier said. “It’s just that it could happen.”

Commission keeps eye on bayfront planning As an independent planning group develops a vision for redeveloping Sarasota’s bayfront, the eventual judgment of the City Commission will serve as a guiding force.

A group of nine residents will spend the better part of the next two years — at least — planning the future of 42 acres of cityowned land surrounding the Van Wezel Performing Arts Hall. It’s an arduous task. It also could be rendered meaningless if, once the work is done, a majority of the City Commission doesn’t want to take action on the plan the group produces.

That’s why, as the Sarasota Bayfront Planning Organization works with a professional planner to devise a vision for redeveloping the public land, the group has a vested interest in making sure there’s broad public support for whatever its final product may be. The planning organization is an offshoot of Sarasota Bayfront 20:20, the grassroots community group that helped develop a series of guiding principles for revitalizing the city’s bayfront. On Monday, that group had its first formal

meeting with the commission. Although the workshop was held early in the planning process — and the makeup of the commission could change by the time the planning group is done — it helped clarify some of the dynamics of the public-private relationship. “I do feel like our elected officials want our help,” said Michael Klauber, the leader of Bayfront 20:20 and a member of the planning organization. “They want us to do our homework and talk to the community.” To some extent, Monday’s meeting let the commissioners share their philosophy regarding bayfront redevelopment with the planning organization. Board members stressed the importance of maintaining public access on the public land. The meeting also focused on the expectations the commission has for the bayfront planning organization. Here, there was some tension among the board. Commissioner Susan Chapman expressed a desire to make sure city policymakers had an active voice when the planning process begins in earnest, asking the group how often it anticipated providing updates to the commission. “I want to make sure we get to ‘yes,’ rather than say, ‘Wait a minute — this is a direction we weren’t anticipating,’” Chapman said. Commissioner Suzanne Atwell expressed concern that an overly active commission could stymie the momentum of the bayfront planning effort. She voiced confidence in the planning group’s ability to engage the public. “I want to be careful, as we move along, not to be too paro-

chial in this and not slip into micromanaging,” Atwell said. Seve ra l c o m m i s s i o n e rs endorsed a more deliberate approach to planning for the future of the property. The board sees any project as an important legacy for future generations and encouraged the planning organization to take a long-term view. Vice Mayor Shelli Freeland Eddie asked the planning organization to do whatever it could do to engage with all demographics, particularly students and young professionals. She said the city should consider its options for raising awareness regarding the bayfront planning process to make sure as much of the community is participating as early as possible. “I don’t want this to be something where people think, ‘When did that happen?’” Eddie said. City Manager Tom Barwin is one of the nine members of the planning organization, serving as a conduit between that group and the commission as the planning progresses. A.G. Lafley, the retired Procter & Gamble CEO serving as the planning organization chairman, said it’s too early to know for sure how often the group will need to check in with the commission. Eventually, he believes it’s the planning organization’s duty to provide the city with strategic choices independent of the influence of any stakeholder groups. He doesn’t want to put a hard timeline on how that process plays out. “Right now, we’re in a period where we’re opening our mind to what’s possible and trying to understand what’s needed and what’s wanted,” Lafley said. “We’re just beginning.”

At a recent MPO meeting, Task Force Chairman Tom Freiwald praised the state for working with Longboat Key leaders. “This Fruitville plan is certainly a step in the wrong direction,” said Jack Daly, a Longboat Key commissioner who sits on the Sarasota-Manatee Metropolitan Planning Organization. Further, there is nothing in the proposal to address the intersection of U.S. 301, which Ray said is problematic as well. Longboat and Sarasota planners will meet this week to discuss the plans. “We’ve had discussions with them previously about transportation, and we continue to have discussions with them,” Ray said. “I think the town in the last couple of years has sought a higher level of involvement than what has traditionally been the approach.” Stancel said the city has about 45% of the required funding for the project, which will need about 10 months for design and engineering after City Commission approval.

Governor v. Speaker Let’s hope Gov. Scott and House Speaker Corcoran’s rift over Enterprise Florida doesn’t devolve to the level of D.C. politics. Reassure Floridians with a show of statesmanship.

entlemen, gentlemen. Honorable Gov. Scott and Speaker Richard Corcoran, it doesn’t have to be this way. Nor should it be. And, frankly, to one extent, Floridians are surprised that it is this way. You are smart men. Plus, you are on the same team and have the same goal: what’s best for Floridians. You both want to see more jobs created here, and you both want less government. To another extent, though, because we all are so cynical these days about politicians — thank you, Washington — Floridians are not so surprised by the rift between you over Enterprise Florida and Visit Florida. Politics has a way of making otherwise smart people do things they otherwise would not. So before this situation reaches the point of no return — needless ugliness, unproductive stalemates and lost respect, trust and friendships, as has occurred in D.C. — if you could indulge me as your personal adviser on this matter, here’s what I would dispense: Cut it out, guys. Don’t make yourselves look like Washington politicians. Americans, and Floridians, are sick to their stomachs over this stuff. In fact, your positions on Enterprise Florida and Visit Florida remind us the advice we frequently receive from our company’s leadership coach: Stay in your adult. Be statesmen. Indeed, before this goes any further, get on the phone together and hash this out. This is not an all-or-nothing gambit. You’re politicians. You know as well as anyone that the legislative process is all about incrementalism and compromises to get to the ultimate goal. You can disagree on your positions. But surely there is common ground on which the two of you can agree that can result in Florida doing things better than they are being done now at Enterprise Florida and Visit Florida. Let’s see if we have this right: Mr. Governor, your position is Florida needs to continue to have a tool box of financial incentives — a panoply of tax breaks and actual taxpayer cash

DOING THEIR JOBS Props to state Reps. Alex Miller and Julio Gonzalez. They had the courage a week ago to move forward in the House Careers and Competition Subcommittee the controversial bill that, if passed in present form, would abolish Enterprise Florida and Visit Florida. They were doing what Floridians elected them to do: Watch over taxpayers’ money. As Gonzalez and Miller both noted in response to their critics: They voted to continue analyzing the operations and spending of these two organizations. The discussion and wording of this bill are far from final form.

paid to “qualifying” businesses — to help Florida have the type of business climate that will retain and attract companies. We know your position: You’re all about jobs; you want to keep the Florida job machine going. And you’ve been great at it. Likewise, you’ve recognized as a governor that you’re competing against 49 other states whose governors also want what you want. And they all offer similar types of tax breaks to attract companies. So, in spite of your freemarket, limited-government philosophy, you have accepted that tax subsidies for businesses are an unfortunate and unavoidable reality. We hear it all the time from the state’s economic development recruiters: “You have to have the subsidies if you want to compete.” We should note, too, however, that unlike many of your counterparts in other states, Mr. Governor, to your credit you have reformed and instituted tougher measurements and requirements to ensure Floridians receive at least a 10% return on their subsidies. In the same vein, you know from your business experience, that if a company is going to sell more widgets, it needs to market those widgets. That’s the way you see Visit Florida: It sells Florida to attract more customers (tourists). After all, tourism/hospitality is Florida’s biggest industry. It employs and feeds millions of Floridians. We should sell as much as we can. And this makes sense: Florida should use some of the sales-tax revenue it generates from tourists to keep the tourism wheel turning — just the way businesses allocate portions of their revenue for sales and marketing. We get it: You see Enterprise Florida and Visit Florida crucial to Florida’s economic vibrancy and growth. Mr. Speaker, on the other hand, we know you take the view that tax dollars should not be used at all to subsidize private enterprise. If you had your way, you would abolish Enterprise Florida and Visit Florida. Your view is government should not be deciding winners and losers. It should not be deciding which industries are “qualified targeted industries” eligible for subsidies. And furthermore, you cite audits showing what Floridians already know: Often times, the recipients of incentives don’t live up to expectations. And that makes Floridians feel scammed. At the same time, Mr. Speaker, you believe state government has an obligation to be transparent with how tax dollars are spent — and that includes sharing with the public how the staffs and boards of Enterprise Florida and Visit Florida spend their tax dollars. We often hear how it is necessary to keep the negotiations with prospective corporations confidential because they often include competitive trade secrets. But Floridians would welcome Enterprise Florida and Visit Florida operating far more in the sunshine. They at least should be providing quarterly or annual reports similarly transparent to what is required of public companies — financial statements and executive compensation. As an aside here, gentlemen, and just so you know, I must offer full disclosure as your adviser: I side with Speaker Corcoran on Enterprise Florida, tax subsidies and corporate incentives. That stems from a conversation many years ago with the late Nobel economist Milton Friedman. We interviewed him on Alabama offering MercedesBenz $350 million in subsidies to build a plant near Tuscaloosa. Friedman retorted: “Go ask the fixed-income

widow down in Mobile whether she thinks it’s fair to take her money to help Mercedes-Benz.” Or it’s economist Arthur Laffer’s Rule of One. To measure the effectiveness or fairness of any government program, Laffer applies it to one person. Say you’re a retail business owner in Sarasota, and you have built your company over the past 20, 30, 40 years without a nickel of government subsidies and faithfully paid taxes. Now comes along Amazon’s Jeff Bezos, and he knocks on your door and asks you to help pay his taxes so he can build and operate a distribution plant up the road. You’d shut the door on him. Yes, it would be a much better country if states did not try to steal each other’s employers with taxpayer subsidies. It would be a better country if politician-lawmakers understood that tax subsidies always help one at the expense of another. Friedman again: “What you give to one you must take away from another.” And it would be a better country if the CEOs and business owners who accept these subsidies would recognize, in the end, they ultimately are in the wrong. When they accept a subsidy, they are making the immoral choice of taking, by force, someone else’s money to help themselves. They should take the moral position of saying: “No, we’ll make it on our own.” So let’s be realistic, Mr. Governor and Mr. Speaker. Both of you know you’re not going to get all that you want. Governor, you know the Legislature is not going to appropriate $250 million for Enterprise Florida. Likewise, Mr. Speaker, you know, even if you were able to win your House colleagues’ support, the Senate and governor’s veto pen will not abolish Enterprise Florida and Visit Florida. But there are steps that can bring the two of you closer together for the good of Floridians. The first: Work to improve transparency and accountability. Mr. Governor, you ran in 2010 on bringing more accountability to state government. It’s working. Show on the Enterprise Florida website easy-to-understand reports of what companies received subsidies; what they contracted to perform; and grade them on outcomes, just as we do public schools. Second: more transparency. The compensation and spending of Enterprise Florida and Visit Florida should be as transparent as it is for all government employees and public companies. Their respective websites should make it easy for Floridians to find and see income and expenses and line-item budgets as detailed as those required at every government level. Then stand together at a press conference and share with Floridians what steps you are taking together to improve the way Enterprise Florida and Visit Florida operate. It would be comforting and reassuring to Floridians to see two of the top three state elected officeholders standing side by side, smiling, acknowledging their differences and perspectives, but also saying you have agreed and compromised on measures that will make these two organizations more accountable and transparent. And it would be comforting and reassuring to Floridians to hear the two of you continue your commitments to making Florida the most attractive state in the nation for business on the basis of the fundamentals and principles you hold dear: low taxes, low regulation, good infrastructure, good schools and safe streets. Let individual Floridians, not government, decide how best to spend their money.

Reader questions Sunshine Law case I’m worried about alt-truth in discussions about the candidates running in the Sarasota City Commission primary. For example, it’s common for someone to rile against Susan Chapman for challenging a lawsuit filed against her for attending a private meeting during 2013 with business owners, city leaders and another commissioner concerning the homeless downtown. The lawsuit was filed by Citizens for Sunshine claiming Chapman violated, you guessed it, Florida’s Sunshine Law. Apparently, the crux of the “violation” was that two commissioners were there at the same time. Now this is my problem. When I ask for details, the rile against Chapman seems to be over money. I guess if you know there was a principle involved and you feel the cost outweighs the principle, you’re OK. But there was a principle involved and in the alt-truth universe that never even comes up. Chapman claimed she wanted first-hand the reaction of people especially affected by the homeless situation down-

town. She didn’t present a position nor discuss the issues with the other commissioner attendee. When challenged, Chapman stated the principle: the right of public officials to listen out in the community, even if, given the limited opportunity of occasions, more than one of them is there to listen. She chose to fight for that principle. Ultimately the city chose to support her. So did the Florida League of Cities with an amicus brief. As the city and Siesta Key residents clash over a proposal to renourish Lido Key and dredge Big Pass, the two sides can’t even agree on why they haven’t met with one another. City Manager Tom Barwin and the Siesta Key Association have accused the other of declining to meet to talk about the proposed U.S. Army Corps of Engineers renourishment project. Barwin said he repeatedly reached out to Siesta groups to discuss the project. “I’ve asked on several occasions to be invited to speak,” Barwin said. “I can tell you unequivocally, to the best of my knowledge, that has not happened.” Siesta Key Association board member Catherine Luckner said Barwin did contact her to say he

was willing to meet in December, but that he put the onus on the resident group to organize any get-together. When the group wrote that it looked forward to meeting with city officials in a January complaint regarding the FDEP decision, the city never responded, SKA Director Harold Ashby said. “No reachout has been received by anybody,” Luckner said. Barwin, for his part, said he did not receive a copy of the SKA complaint. The back-andforth is a microcosm of the discord surrounding the Big Pass dredging proposal. The city is making overtures to Siesta residents, who say the dredging project could negatively impact the shoreline of the barrier island. Big Pass has never been dredged. On Tuesday, the City Commission will consider setting up a $2.5 million insurance fund to mitigate any effects the project may have on Siesta. The resolution would commit the use of city tourist development tax money for the insurance fund. “That should provide the assurances to Siesta Key — that we’ll have an assurance that nothing adverse would happen,”

Barwin said. SKA leaders, meanwhile, are trying to convince county officials they have the authority to intervene in the proposed dredging. On Feb. 7, Luckner told the County Commission that SKA believes a portion of the dredge area is in county jurisdiction. The group said the county comprehensive plan prevents the state from approving the dredge without county consent. Luckner expressed optimism that county officials would be more willing to intervene following that meeting. The county’s stance on the project has not changed since declining to challenge the FDEP decision last month, a spokesman said. Luckner pointed out that, absent any challenge from Siesta residents, the city and Army Corps would still be waiting on federal funding. Still, city officials want to avoid prolonging any portion of the project — although Barwin is skeptical the two sides can come to an understanding. “So far, we haven’t been able to break through and have conversations,” Barwin said. “At this point, that may have to be resolved with the lawyers.”

St. Armands sidewalks kick up concerns Leaders on St. Armands Circle want to address issues regarding sidewalk maintenance in the area. They just don’t know who’s supposed to fix the problems. DAVID CONWAY DEPUTY MANAGING EDITOR

Whose job is it to maintain private improvements to the public sidewalk on St. Armands Circle? For city and St. Armands leaders, an answer to that question has been elusive. The issue came up last fall when a landowner responded to complaints about deteriorating brick pavers in front of a Circle property by stating it was the city’s responsibility. Diana Corrigan, executive director of the St. Armands Circle Association, said her longstanding belief was that property owners had to maintain privately undertaken improvements. But she didn’t know for sure — and neither did anyone else, it seemed. Corrigan highlighted a stretch of the southwest quadrant of the shopping district where the wear on the brick sidewalk was particularly noticeable. Fearing a potential lawsuit if someone tripped and fell on the Circle, she implored St. Armands stakeholders and city staff to find a definitive answer. “We need to find out what the responsibility is,” Corrigan said

in October. “Nobody’s doing anything.” In January, city staff explored the complexities of the situation at a St. Armands Business Improvement District meeting.

Corrigan was correct that the city requires property owners to maintain private improvements to public right of way. Today, the city memorializes this arrangement in agreements with prop-

erty owners. But some of the improvements on the Circle date back decades, according to those present at the BID meeting. As properties change hands, owners have abdicated their responsibility to make sure the sidewalks were well kept — and the city hasn’t enforced any sort of agreement or intervened when maintenance isn’t taking place. “The problem is, some of these were done a long time ago,” BID Chairman Gavin Meshad said. “There’s probably no agreement.” City Engineer Alex DavisShaw said the responsibility to maintain the sidewalk falls outside of the city’s normal scope of work. If private improvements degrade over time and the owner doesn’t address the issue, the city will restore the right of way to its original state. Although staff seemed to land on a decision regarding responsibility for the enhanced sidewalks, it’s still unclear what steps the city and private property owners will take to address deteriorating segments of right of way. DavisShaw said staff has not finalized any plan of action. “It’s a gray area, so who knows,” Corrigan said. Regardless of who technically bears the responsibility for the sidewalks, Meshad admonished property owners who were not willing to ensure the Circle remained well maintained. “It’s a silly thing to argue about,” Meshad said. “It’s like asking, ‘Who’s going to clean the gum off the street?’ Just do it.”

STICKER SHOCK At Tuesday’s BID meeting, the group revisited concerns regarding the assessment property owners are paying to help fund a parking garage on the Circle. Landlord Ethna Lynch said she never received notice of how much she’d be required to pay before the city approved a 20-year special assessment for a garage on Adams Drive. The assessment will raise $260,000 annually. Although property owners offered support for the project at a January meeting, they say the city didn’t provide details on how much they’d be paying toward the garage. Lynch pointed to a consultant’s report from December 2015 that offered a preliminary outline of the city’s approach for the assessment. Corrigan said that report was not mentioned at the January meeting, and Lynch wondered why it wasn’t. “We voted on a blind proposal,” Lynch said. City Parking Manager Mark Lyons said staff made clear the cost of the assessment would vary for different property owners depending on location and usage. He said the report may not have been discussed at the January meeting because it did not offer specifics regarding cost. He also said the city mailed out notices to property owners before approving the special assessment. “I know specifically it was said that there’d be some higher, some lower,” Lyons said.

With at least 90 supporters donning neon yellow shirts in the audience, Sarasota County commissioners advanced plans Wednesday to extend the Legacy Trail from Palmer Ranch northward to Payne Park by directing county staff to continue negotiations for the purchase of 7.5 miles of CSX railways. But questions remain about how the county will pay for the project. County staff estimates the project will cost between $56 million and $60 million. At a budget meeting Friday, commissioners will discuss a range of funding options, with the most immediate need being about $20 million for the first phase of purchasing the corridor. The Trust for Public Land, a nonprofit organization negotiating the purchase on behalf of the county, has signed a letter of intent with CSX and lessee Seminole Gulf Railroad to buy the corridor in two payments, the first of which is supposed to come by the end of 2017. “Even with a $20 million acquisition, it’s still a large chunk of change, quite frankly,” said Public Works Director Isaac Brownman. Although Brownman initially identified only a referendum and the Neighborhood Parkland Acquisition Fund as internal funding sources, Commissioner Charles Hines said he wanted to see a presentation of a range of options, including mobility fees and tourist development

taxes. And Commissioner Nancy Detert, who said receiving $15 million in state funding requested by Rep. Joe Gruters was unlikely, said she wanted staff to consider best- and worst-case scenarios. “Hopefully by Friday, we’ll find a path to victory,” said Detert, who served eight years in the Florida House of Representatives and another eight years in the Florida Senate. The preliminary cost estimates staff discussed Wednesday are greater than those presented as part of a 2015 feasibility study, which identified a price tag ranging from $19.2 million to $39.8 million for the entire project. Consulting company Cardno had estimated the cost of acquiring the additional length of the trail would be between $318,000 and $2.6 million per mile, or $2.4 million to $19.5 million. But resident and outspoken environmentalist Jono Miller noted during the meeting the analysis was based on the cost of the existing segment of the Legacy Trail. Land closer to the downtown core would naturally be more expensive than land in undeveloped areas of the county. Also, the corridor in the current trail cuts through Oscar Scherer State Park, rendering it undevelopable. The 2015 report, for which the county paid $75,000, didn’t consider that variable. A recent appraisal valued the corridor itself at $44 million, and the Trust for Public Land has negotiated that down to between $36 million and $40 million. Although commissioners didn’t make any concrete decisions on funding for the project Wednesday, they maintained support for extending the Legacy Trail. “This is not an expense,” Commissioner Mike Moran said. “It’s an investment in the community, if you ask me.”

KICK OUT THE JAMS 2 a.m. — 1800 block of Main Street Battery: A man reported that a woman kicked him several times while he was performing as a DJ at a bar. He said the woman walked up to the DJ booth and became verbally aggressive toward him and his girlfriend. The woman slapped a beer out of his hands and kicked him in the leg multiple times before she left the bar. The man said the woman has been following him around to various performances, and he had to block her from viewing his Facebook page. CHECKMATE 10:46 a.m. — 4000 block of North Tamiami Trail Dispute: An employee at a hotel reported that a customer was refusing to check out of his room. The employee said the checkout time was 10 a.m., and the customer had not left 45 minutes later. When the employee confronted the customer, he became angry and said he was not going to leave until Monday. Officers made contact with the customer, who said he knew he was supposed to be out of the room that morning but thought the hotel would have to evict him with three days’ notice, because he rented the room for a week. When the officers informed him of the hotel regulations, he agreed to leave the room within the hour.

WAITING GAME 7:35 p.m. — 3300 block of Bailey Street Dispute: A woman reported that she is trying to open up a room in her home for her daughter, who intends to come to town soon, and said the current tenant is stalling when she asks him to vacate the property. She said the tenant has been living there for about two years. An officer informed the woman about the eviction process. At the time, the tenant was not in the area.

BRICK HOUSE 4:08 p.m. — 600 block of North Orange Avenue Suspicion: A resident reported a large group of individuals was gathered near his home. When an officer pulled up to the location, he observed a group of about 15 people. The group left the area when the officer got out of his car. The resident said he believes the bus stop is creating a recurring problem with large gatherings in the area and has asked the city to remove or relocate the stop. He said he has gotten multiple threats from the individuals, who have said they will throw bricks at his house if he keeps bothering them.

ast season, the Booker High baseball team won the Class 5A District 11 title, its first since 2004. It did so with just 11 players on the roster for much of the season. Coach Jeremy Schmidt had found that quality can sometimes trump quantity, and it was working. Even with seniors Hunter Johnson, Jake Underhill and Micah Davis graduating, Booker’s baseball future seemed bright. Then, Schmidt resigned. He had held the job for four years. With uncertainty surrounding the coaching position, a rash of transfers followed. The program that had come so far was at risk of falling apart completely. In stepped Anthony Crawford. The Booker alumnus was hired as coach Nov. 10, just more than eight years after he had graduated from high school. Since graduating, Crawford attended Hillsborough Community College and started his own training school, X-Factor Elite Academy. “I was not prepared for the phone call,” Crawford said. “But I feel ready for the job. What better place to coach than this?” Crawford said coming back and living within the surrounding community has helped establish relationships with the youth coaches and kids. That’s good, because the squad he is inheriting is young. It includes freshman twin brothers Lonnie and Zach Ellis, a utility player and catcher, respectively, and freshman Uriel Hernandez, who will open the season as the team’s No. 2 pitcher and also play some shortstop. would still be penciled in as starters even on a more experienced squad. That trio played together and against each other in the Sarasota Cal Ripken League. “I think we bring a new ‘franchise’ to this high school,” Hernandez said. “If we work hard and stay focused, we can do great.” Crawford said the program will be run through those three players, plus returning senior shortstop and No. 1 pitcher Alex Amero, who has signed to play for Lakeland University in Wisconsin next year. Amero was shocked by Schmidt’s resignation. “He built this whole program up,” Amero said. “But now I’m OK with it. I like Coach Crawford. He treats us like family.” Amero has fewer kind words for the players who failed to stick around. “I don’t really talk to any of those guys anymore,” Amero said. “I stayed because I love this school. If they had stayed, we could have done something really great.” Crawford said instilling a family atmosphere is vital to his coaching vision, a challenge when so many players are new and do not know each other. He wants players to have each other’s backs 100% of the time, so that there is no doubt whether an outfielder will dive for a dying fly ball, or a first baseman will stretch as far as humanly possible for a throw to gain an extra centimeter on a runner. He also said the team is focusing on “small ball,” so look for lots of bunts and steals out of this scrappy bunch this season. To get that trust instilled, Crawford is planning plenty of team-bonding events, like car washes and bowling nights. Junior Dean Price said Crawford also made the team go to football games together, which is a sign of how quickly Crawford put his plans in order, considering when he was hired. Booker now has 16 players on its varsity roster, an improvement from last year, but still did not see enough turnout at tryouts to field a JV squad. Development of depth may be an issue going forward. Then again, last year’s Tornadoes did more with less. If the highly touted freshmen live up to the hype, and Crawford is confident they will, there’s no reason why they cannot see similar success in 2017. “No one knows what we have,” Crawford said, referencing other schools. “All they know is ‘Oh, transfers.’ We have such a talented young nucleus.” Perhaps Amero asked the best question of all. “We just have to have the right mindset” he said. “Kinda go step by step. Once we pick it up and get after it, why not us?” Why not, indeed. Ryan Kohn

Club league title game reheats competitive fires

t was not exactly Game 7 of the Cavaliers-Warriors NBA Finals, or last March’s Villanova-North Carolina showdown in the NCAA Tournament championship game, but there was a basketball title decided Feb. 14 on HealthFit’s hardwood. It was a SoCo Club Sport recreation title. It may seem silly, but there is a pure quality about rec sports that I find interesting. Those athletes are playing for nothing but pride, but the intensity on the court during rec playoff games is incredibly high. They play because they love playing, and it’s a chance to see their friends before heading home and prepping for their 9-to-5s in the morning. In this case, it was a group of old friends called the TuneSquad (a nod to the 1990s kid’s favorite movie, “Space Jam”) against players from the Lake Erie College of Osteopathic Medicine. The TuneSquad came in undefeated, including a 66-48 regular-season win over LECOM. Most members of the Tune Squad have been friends for 10 years or more, playing basketball together the entire time, including Michael Vilches, Elijah Swabb and Luis Valenzuela. This season, the team also picked up Matt Jones, whom they had spotted playing for another team that was not very good. Vilches, the vocal leader of the team, said the guys mainly keep

playing for exercise and fun, but the championship game featured some moments of tension, and

slow start, missing some shots and turning the ball over, and LECOM took advantage, jumping out to an early lead. They would come back, however. Midway through the first half, Jones went on a 7-0 scoring streak all by himself to give the team the lead. It would be extended, but LECOM managed to stick around, thanks to the TuneSquad’s sloppy play. Members of the team got frustrated with each other, and some in-fighting broke out. “You wouldn’t know it by tonight, but our chemistry is actually really good,” Valenzuela said after the game. Vilches went down with a leg injury with 5 minutes, 15 seconds remaining in the game and his team clinging to a small lead. It seemed like dark times indeed for the TuneSquad, but when a rec league title is on the line, sometimes players can find an extra gear they did not know they (still) had. The team made its free throws, and with Vilches cheerleading from the bench, the TuneSquad walked off the court with a hard-fought 47-43 victory. Jones led the way with 16 points. Everyone agreed this was the team’s worst performance of the season. Ultimately, though, winning is all that matters, and members of the TuneSquad can now forever call themselves 2016 Tuesday Men’s Basketball fall champions.

In lieu of a trophy, the team all received mini Club Sport bags, which I suppose are more useful, if cheaper. Vilches said that in the team’s younger days, they would all go grab a drink after games, but now everyone goes home to their wives, kids or girlfriends. Occasionally, they will throw a team dinner at Valenzuela’s Peruvian restaurant, Brasa & Pisco. There was still one more surprise waiting for some members of the team: Jones is leaving after just one season to join another club. The move was happening regardless of the outcome of the title game. Valenzuela had no idea until Jones mentioned it postgame. “You’re so Kevin Durant right now!” Valenzuela said to him, playfully incredulous. “I’m going to go get $250 million,” Jones responded. The whole team laughed. Maybe this had more in common with the NBA than I thought.

Jesse Clark is a senior captain on the Riverview boys lacrosse team. Last year, he netted 37 goals and 23 assists in 12 games, and recorded nine goals and six assists in the Rams’ first two games of this season, both wins. How long have you been playing lacrosse? About nine years. When I was younger, my cousins who live up north came down and brought sticks with them and kind of just passed around with me, and got me into the sport. What is your best skill on the field? Probably my vision of the field. I would say I’m pretty good at dodging with my head up and looking for open players. What is your favorite lacrosse memory? Winning the Florida club championship my sophomore year (with the Sarasota Seahawks). Have you set any personal goals for yourself? Lead our team to beat all of our rivals around town and make our mark on Riverview history. Florida does not have a lot of recognition in terms of lacrosse. It’s a lot bigger up north. I just want lacrosse to be a bigger deal, in Sarasota specifically.

urt Herman and Guy Eby didn’t meet until last week, but in 1975, they came close to dying together. On Nov. 24, 1975, Eby was an airline pilot flying American Airlines Flight 182 from Chicago O’Hare International Airport to the airport in Newark, N.J., now known as Newark Liberty International Airport. Air traffic controllers gave Eby clearance to climb to 37,000 feet over Michigan, but they made an error. Suddenly, through the clouds, Eby saw the lights of a TWA L-1011 headed directly for American 182. Eby’s report of the incident estimates the aircraft were within 100 feet of each other. “I still can’t believe that we came that close,” Herman said. Herman, a Sarasota resident, was on the American DC-10 with his wife and three children on their way to Connecticut for a Thanksgiving reunion. He said he will never forget what happened next. Eby dove the plane 2,000 feet in a matter of seconds, sending the rear cabin into chaos. “It’s so otherworldly. We lost gravity momentarily, so people and things are flying above (in) the cabin,” Herman said. “When you see that, that’s indelible now. You can’t forget a scene like that.” Herman remembers trying to grab his son, who was unbuckled, but couldn’t fight the force of the plane’s descent. When the plane suddenly leveled off, the passengers were left wondering what happened. Thirteen injuries were reported. Despite his heroics, Eby did not offer passengers an explanation for the chaos. “The plane (is) structurally sound,” Herman remembers Eby saying over the loudspeaker. “We’ll be making an emergency landing at Detroit Metropolitan Airport.” Passengers had no idea how close they had come to catastrophe until the news media started reporting the following day a “near miss” between two commercial flights over Michigan. “I didn’t want to tell the passengers,” Eby said. “I thought they’d be upset.” For more than 41 years, Eby wondered if his silence was justified. Should he have told his passengers immediately the reason for his rapid descent? On Feb. 9 in his home in Ormond Beach, Eby got an answer when Herman walked through his front door, arms extended to finally hug his hero.

Eby asked Herman if he thought he had made the right decision in not disclosing the near disaster. “I think you did,” Herman told Eby. “It was so much to accept that carnage that was going on in the plane. If you would have told us how close we came, I think it would be too much for us to take in.” Their meeting that day was the first time the pair had met faceto-face. No other passengers on American 182 have reached out to Eby, but fate seems to favor Herman. He made initial contact with Eby 15 years after the incident when Herman mentioned his near-death experience in a speech at an insurance conference in California. “One person in the room knew the pilot,” Herman said. He wrote Eby a letter thanking him for his split-second decision. Eby responded, but the pair weren’t able to meet at the time. Their opportunity languished until three months ago, when Herman was preparing to give another presentation. While reviewing his remarks on the incident, the conference chairman offhandedly wondered if Eby was still alive. Herman dismissed the comment as unlikely at first. Eby would be nearly 100, but then he thought again. “Lady luck was his copilot in 1975, and I thought ‘I’m going to give it a try,’” Herman said. A series of phone calls followed, and they made a plan to meet. Their lives have been irrevocably affected by their brush with death. Eby, now 98, and Herman, 85, share piles of newspaper clippings documenting the incident. The headlines read “Plane Dives, Avoids Crash,” “Jets 20 Feet From Disaster,” and “Near

Miss.” Eby said that immediately after his desperate maneuver, he wondered if the other jet was real or if it had been an illusion. But his piles of letters with their bent corners and yellowing pages serve as evidence that two jets on a collision course did, indeed, defy disaster. In their initial correspondence in 1990, Eby told Herman he doesn’t know why their lives were spared. “I sometimes think about my close encounters and wonder was the gift to continue life given to me or (was it) because someone on board ... was destined for a greater purpose in life,” Eby wrote. As for Herman, he believes, at 85, he found his purpose for the life that was spared by a fraction of a second. He wants to write a book about Eby and thinks it could be bound for Hollywood. “He never brought attention to himself,” Herman said. “Somebody else had to be around to tell the story.” Wayne Grant, news editor of the Ormond Beach Observer, contributed to this report.

Henry Porter and the Love Campaign and the Westcoast Gospel Chorus of Florida put on a free show at the corner of Main Street and Lemon Avenue. Porter and the Arts and Cultural Alliance of Sarasota County helped organize the concert. Jim Shirley, executive director of the Arts Alliance, said the pop-up concert helped fulfill the organization’s mission of making the arts more accessible to all Sarasota residents. coast School for Human Development attended the performance. Porter, who reached out to Shirley to put on the show, said the concert was an opportunity to send out good vibes and bring people together. The musicians performed standards including “Oh, Happy Day” and “When the Saints Go Marching In” for a jubilant audience. “It touches everyone,” Porter said of the music. “The people are happy. eena Davis declared at age 3 she wanted to be an actor — not an actress — the Academy Award winner told the audience Feb. 13 at the Van Wezel Performing Arts Hall during Ringling College Library Association Town Hall Lecture Series. She cited the dictionary definition of the word actor as “a person who acts,” a distinction to be expected from Davis. In addition to a successful acting career, the actor also created the Geena Davis Institute on Gender in Media. She remembers a professor addressing her class at Boston University where she majored in drama. He told her class less than 1% of them were likely to make a living acting. Davis looked at her peers. “Oh, my God, these poor kids,” Davis said as the audience roared. Davis said she’s selective about the jobs she takes. She told the RCLA audience that she considers how roles will make women feel. After “Thelma and Louise,” Davis said she realized “how few opportunities we give women to feel excited and empowered about women in movies.” But she concedes her ability to choose is a privilege. “The only reason I have been able to be picky about the roles I accept is because I haven’t run

Johnes Riva said she spent much of her career in family law, so she’s been involved in a number of divorces. “I feel the need to balance out all those disunions,” Johnes Riva said. People crowded the pavilion and spilled out onto the sand to renew their vows. As the sun set, Johnes Riva finished reading the vows, and 385 couples were married — again.
