The STARability Foundation in Naples, with a mission to empower individuals with intellectual and developmental disabilities, has received a $5 million donation from Southwest Florida philanthropist and entrepreneur Tom Golisano.

T he funds will go toward STARability’s permanent future home, according to a statement. The organization had $6.16 million in assets in its most recent fiscal year, according to public tax filings. “This generous gift from Tom Golisano is a monumental step forward for STARability and our community,” STARability Foundation CEO Karen Govern says in the release.

The announcement follows STARability’s recent acquisition of a fiveacre parcel, including an existing 42,000-square-foot, two-story building, at 2655 Northbrook Drive, in Naples.

The new campus, coupled with the donation from Golisano, the organization states, “marks a transformative moment for STARability, positioning the organization for expanded services and growth.”

Golisano is founder and past CEO of HR and payroll giant Paychex, which provides services for more than 740,000 clients in the U.S. and Europe. A former longtime resident of upstate New York, Golisano also once owned the NHL’s Buffalo Sabres. Upon relocating to the Naples area, he’s been a big part of the philanthropic scene, in health care, education and more, with donations, the release states, surpassing $355 million. That includes three children’s hospitals that bear his name and more than $95 million to advance inclusive health worldwide.

“This center, and STARability’s expansion of programs will transform the lives of countless individuals for years to come,” Golisano says in the release.

The location will serve as STARability’s future permanent center, facilitating a range of wraparound services and support for individuals with intellectual and developmental disabilities. Property development plans are underway, and details on the timeline will be released at a later date.

STARability serves over 360 participants with a team of 41 staff and more than 200 volunteers. The organization offers pioneering programs, including the Trailblazer Academy, employment services and a variety of educational classes and recreational activities. In 2022-23, STARability provided over 30,000 experiences for its STAR participants.

Fans of the Tampa Bay Rays may not have a new stadium yet, but they’ve got a daiquiri bar to drown their sorrows in until one opens.

Sarasota-based Daiquiri Deck has opened inside Tropicana Field in St. Petersburg. It’s the company’s sixth location.

The bar, which opened on Opening Day last month, is the in the First Base Food Hall which is near the main entrance to the stadium.

According to a statement, the company has entered in a multiyear agreement with Tropicana Field. The company declined to say how long that agreement is for or if it will carry over to a proposed new stadium expected to open in 2028.

“The technology fills drink machines automatically with citrus and fruit preservation technology, selfcleaning and remote data viewing for inventory refilling and troubleshooting,” Daiquiri Deck says in the statement.

Along with stadium location, the company will have vendors in the stands selling frozen pop top drinks.

FedEx announces 200 layoffs

FedEx is laying off 221 employees and eight managers in Southwest Florida as it closes three facilities across the region. The package delivery giant announced it was shutting down two shipping facilities in Naples and one each in Fort Myers and Punta Gorda. Closed facilities include:

Texas firm grows in region with purchase

A Texas engineering services company has acquired GradyMinor, a civil engineering firm with two Southwest Florida offices and 75 employees. San Antonio-based PapeDawson Engineers is the new owner of the Bonita Springsbased firm, according to a statement. Terms weren’t disclosed.

GradyMinor, founded in 1981, specializes in municipal engineering, land development, land planning, surveying and mapping and landscape architecture. It has an office in Fort Myers in addition to Bonita Springs.

Property firm merges, rebrands

Weller Management, a St. Petersburg multifamily management company, has merged with MEB Management Services, a counterpart based in Phoenix.

The combined company is called Bryten Real Estate Partners. Financial details of the merger were not disclosed.

According to a news release announcing the agreement, the two companies spent about a year hashing out the details and consolidating before rolling out as a new, revamped firm. That includes launching a new website April 11.

Federal agency issues pro-union ruling

The National Labor Relations Board has ruled to allow a union to attempt to represent dozens of Sarasota workers, despite a protest from their employer.

The International Brotherhood of Teamsters Local 79 asked the board, an independent federal agency, to represent 80 drivers in Sarasota and one in Miami who work for wholesale grocery distributor United Natural Foods and Albert’s Organics.

UNFI sought to quash the efforts of its workers to join the Teamsters Local 79 in Tampa

because, it contended, the company planned to outsource its transportation services to transportation and logistics company J.B. Hunt as of June 2.

UNFI human resources personnel met with drivers in Sarasota at the end of February and early March to let them know their positions would be eliminated at an unknown future date and their jobs would be outsourced to a third party to increase operational efficiency, the board’s ruling says.

Shuttered restaurant torn down

Years after it closed, a restaurant specializing in salad with an-all-you-can-eat component off U.S. 41 near The Landings in Sarasota is being demolished.

Sweet Tomatoes was torn apart recently by heavy machinery at the site where it has stood for decades on Tamiami Trail.

Nearby, signage promotes “outparcel space coming soon” from east Manatee Countybased Benderson Development, which owns the shopping center that includes a recently opened rebuilt Publix. A spokesperson for Benderson Development did not respond to a request for more information about plans for the space.

Breezy buy

A pair of South Florida developers have bought a two-and-a-half-acre beachfront property near the Naples Beach Club and plan to build a luxury condominium tower on the site.

BH Group and the Kolter Group paid $102.6 million for the property — which has 200 feet of beach frontage — at 1121 Gulf Shore Blvd. N.

The purchase was made with the help of a $56.4 million loan through Centennial Bank, according to a statement. The land is zoned for 45 units, though aa spokesperson says the project is in the “preliminary stages,” with no information in size and cost.

The property is currently a 36-unit condo complex named the Bahama Club. A sales listing for the property says it opened in 1958. Another listing, on the website Naples Condo Boutique, says the community has been

sold and that “the site will be redeveloped in coming years.”

Kolter is a prolific Palm Beach developer with a slew of projects already in the works along the Gulf Coast.

Among them are the 24-story Island at West Bay Club in Estero; the 42-story One Tampa in Tampa; and the twotower The Ritz-Carlton Residences in Sarasota. BH is a Miami-based private investment and real estate firm. Its projects are mostly in South Florida and it has worked with Kolter on developments in that area.

The development the firms plan will no doubt benefit from the ongoing renovation of the Naples Beach Club, about one-tenth of a mile south of the Bahama Club.

New Pinellas County residents flock to one city: St. Petersburg

If people vote with their feet, St. Petersburg wins the Pinellas County election.

Over the past three years, 15,000 people have settled in Pinellas County, according to the city’s “State of the Economy” report.

A lmost half of the new residents chose St. Petersburg. Largo came in second at about 13%. Clearwater grabbed just over 10% of the new residents. Unincorporated Pinellas County received about 5% of those new people.

That was one of the many factoids in the report by the administration of Mayor Ken Welch, who showcased the statistics and spoke alongside Cathie Wood of ARK Invest during a recent presentation.

Welch and the report noted unemployment in St. Pete is down.

T he rate for the final quarter of 2023 was 2.9%, a small drop from 3% in the same quarter in 2022; a bigger drop from the 4.7% rate in 2021; and an even bigger drop from the 8.2% rate at the end of 2020.

Other key findings of the report:

n Raymond James Financial is the largest private employer in the city, followed by Johns Hopkins All Children’s Hospital, Publix, Jabil and St. Anthony’s Hospital.

n The top five taxpayers in St.

Pete are Raymond James, Camden USA, Camden Central, Avanti and TGM Bay Isle.

n Despite an 8.8% drop in construction permits in 2023, both 2022 and 2023 outperformed the pandemic with the city issuing 36,124 permits in 2022 and 33,190 in 2023. By comparison, 30,804 permits were issued in 2020.

n Citywide Class A office space was at 11% vacancy in 2023, up from 8.8% in 2022. Rents dropped in 2023 by 2.3% to $27.62 per square foot, from $28.26 in 2022.

n The city says it has more than 100 organizations to assist entrepreneurs.

County OKs 93-acre Sarasota Square mall redevelopment project

Last-minute height reduction of apartments secures enough Sarasota County Commission votes to transform mostly vacant mall into an upscale lifestyle town center.

BOTTOM LINE

South Sarasota will have a new mixed-use town center in the coming years as Torburn Partners has received the go-ahead from the Sarasota County Commission to redevelop the largely vacant Sarasota Square Mall.

The Illinois-based developer envisions converting the 93acre site into a mix of retailers, restaurants, offices and apartments, bringing an upscale lifestyle experience to the site south of the city and adjacent to Palmer Ranch. Aside from three big-box businesses, the mall has been nearly empty and occupying prime commercial property for several years.

Over the past two-plus years, Torburn Partners has spent $35.3 million on Sarasota Square properties, including the mall structure itself for $19 million in September 2021. In March, Torburn’s plan received unanimous recommendation for approval from the Sarasota Planning Commission.

Despite last-minute negotiations during an April 9 meeting, the developer was unable to achieve unanimity among commissioners. But the split decisions were enough to win the approval of five petitions over three separate votes to repurpose the Development of Regional Impact from all commercial into a variety of uses.

The Sarasota Square DRI is located within the southeast quadrant of Sarasota Square Boulevard and Beneva Road. The DRI was approved in 1974, comprising approximately 91 acres and entitled for 1,002,983 square feet of commercial uses. The existing entitlements are not increased, rather the developer is using an equivalency matrix to convert existing retail/commercial uses to residential and office uses.

NEW HEIGHTS

Commissioners unanimously approved adding just more than two acres to the project site, but were divided on one detail — up to seven-story, 85-foot tall apartment buildings — that led to two separate 3-2 votes on the remaining four petitions, even after Commissioner Ron Cutsinger brokered a deal from the dais to reduce the height of

the apartments.

Representing Torburn, Sarasota attorney Charlie Bailey had suggested that although the maximum height of the apartments would be seven stories, they are more likely to be six stories at most.

“ You mentioned that you’re going with five or six stories anyway, you weren’t thinking about the 85 feet, so would the developer be comfortable with a 65-foot limit?”

“That would allow us to do five stories, so it’s a stipulation we would proffer,” Bailey replied. “Wherever it appears in the critical area plan, the DRI or the rezoning ordinance, we would be willing to change any references to a maximum of 85 feet in the residential area to 65 feet.”

Despite Torburn’s proffer to reduce the maximum building height of the apartments, which will be built along Sarasota Square Boulevard, commissioners Joe Neunder and Neil Rainford opposed the plan.

Despite a four-lane roadway and rows of mature trees separating the planned apartments from existing single-family residences by some 150 feet, both said the 65-foot height and possible density of up to 1,200 units were too intense for the

surrounding neighborhood. “I’m still stuck at a lower height, but that might just be only me,” said Rainford. “My big thing is the buffering. I think it needs to have some stepdown, and to me that’s like a

little bit of step up to the other community.”

Bailey argued to no avail that the distance between homes across Sarasota Square Boulevard, the existing trees and planned landscaping would render the apartment buildings unnoticeable. Although Torburn lopped two stories and 20 feet off the top of the apartments on the fly, that left the potential to build five-story buildings where Neunder and Rainford insisted on four.

Expressing the majority opinion, though, Cutsinger said the height of the apartment buildings — which Bailey said will likely fall somewhere in between the 500 minimum units requested by staff and the 1,200unit cap — will have little to no impact.

“This is much needed. I think it’s going to be very welcomed,” Cutsinger said of the entire town center plan. “I hear my fellow commissioners about the height issue. I just believe with where it’s located that the height will be OK, so I’m supporting it.”

MIX IT UP

With approvals in place, Torburn Properties proposes to demolish the mall and redevelop the site as a mixed-use town center to include up to

1,200 residential units; 692,500 square feet of commercial/office uses; and a focal area in the center of the site to be used for events. A total value of the project has not been disclosed.

Property owners JCPenney, AMC Theatres, and Costco will remain on the project site and their current buildings incorporated into the plan.

The redevelopment will require an upgrade to the onsite stormwater management system and utilities. Torburn must meet the 100-year storm standard, improving on the current 25-year storm design to improve water quality by reducing runoff.

The mobility plan aims to support diverse transportation modes including cars, bikes and pedestrians. All roadways will have sidewalks, and an eightfoot multiuse trail will link the central area to the corner of U.S. 41 and Beneva Road. An on-site transit stop will also be provided.

The block structure plan is intended to enhance mobility by creating north/south and east/west access through the site, enabling on-site navigation without needing to leave the property (internal capture).

Sarasota moves ahead on plan to buy parcels for $7.4M for affordable housing

The city seeks to build a pair of 10-story buildings with 192 units on the site. It plans to outsource management of the construction and then, when complete, the units themselves.

BOTTOM LINE

Although the private sector is beginning to respond to the city of Sarasota’s affordable housing incentives programs, even when built, the residences will make only a small dent in the growing demand for attainable workforce housing in Sarasota.

Similar scenarios are taking place in a host of other cities and towns in the region addressing some variation of an affordable housing crisis.

I n Sarasota, however, City Manager Marlon Brown, in taking his cue from a discussion back in spring 2023, is embarking on a somewhat counterintuitive, lead-by-example strategy: Brown has spent more than a year working with Ian Black and Steve Horn of Ian Black Real Estate to assemble land to build a city-owned, privately managed apartment community in the heart of downtown.

Brown unveiled the plan April

8. On April 15, Brown faced city commissioners from the other side of the dais as a presenter. He sought approval of 10 directives, including $7.4 million and closing and other costs, to acquire two properties directly across First Street from City Hall. The proposal for the site is to build two 10-story buildings totaling 192 affordable and workforce priced apartments on it.

City Commission unanimously approved the proposal.

CLOSE THE GAP

The Barancik Foundation in Sarasota has committed $1.5 million toward acquiring the parcels, with expected additional support from the Community Foundation of Sarasota County and the Gulf Coast Community Foundation. The City Commission authorized funding partnership agreements with the three foundations to be drafted, and Brown was authorized to contact other government agencies and nonprofits that may be interested in becoming a funding partner.

Any funding gap in the cost to acquire the properties will be filled by the city’s Affordable Housing Trust Fund — which is currently at more than $4 million — and, if needed, the city’s general fund balance.

Due diligence for the purchase of the two parcels — at 1544 and 1590 First St. — will begin immediately, with closing

anticipated by the end of July. The city already owns a parking lot on the proposed development site at 1530 First St.

Construction is estimated at $70 million to $80 million, to be funded via revenue bonds, with operations and debt service covered by rents. Those rents will mirror the city’s affordable housing incentives program and will be tiered at 80% or less, 100% or less and 120% or less area median income.

Brown’s plan includes selling street level commercial space to recoup a portion of the city’s capital investment. Brown also told commissioners some state funding may be available for the land purchase. State Rep. Fiona McFarland, R-Sarasota, requested $2 million from the state of Florida for assistance for this program. The funds were approved by the House and Senate and are awaiting Gov. DeSantis’ signature.

OPEN DOOR

Once built, the city would not

manage the apartments. Brown told commissioners the plan includes contracting a management company to tend to the day-to-day operations. The city would also contract an owner’s representative to oversee construction and other related development details.

“We’re not in the business of managing an apartment complex, so that is why I’m asking the commission to engage a development and a project team and an owner’s rep for everything that we are not capable of,” Brown said. “We are just providing that door to allow this to happen. We are providing that opportunity that, in perpetuity, this remains affordable and attainable.”

In his motion to approve, Commissioner Erik Arroyo amended the request to include a pro forma to demonstrate that construction, operating and ongoing maintenance costs can be covered by the proposed rents.

Brown’s proposal is three stories of parking below seven stories of residences.

The city’s program requires 15% of the bonus density be priced in the affordable housing range, in this case rounded up to 22 units. That’s in addition to the 122 bonus units, plus 48 base density units.

Brown’s timeline for the project has construction beginning in 2025 and occupancy in 2027.

“I think it’s a really good start,” said Vice Mayor Jen Ahearn-Koch. “I’m cautiously optimistic about this.”

A COVID-19 stumble with a new brand hasn’t slowed down a Tampa franchise restaurant firm as it looks to capitalize on what its CEO says is its biggest draw: People love to eat out.

After he earned an accounting degree at the University of Georgia, Chris Elliott didn’t go to a numbers firm.

Instead, he became a store manager for Wendy’s.

It didn’t seem like a track to executive positions at Pizza Hut, Church’s Chicken, Cinnabon and now one of Tampa Bay’s largest franchising outlets. But Wendy’s turned out to be just the right starting spot.

It was because Elliott liked people. His “no drama” attitude helped him keep calm during the possible disasters that can strike a restaurant, from grease spills to running out of soda.

And he was comfortable in the lobby, taking care of guests.

“I’m a people-oriented person,” says Elliott. “You just kind of have to be geared that way.” Today, he manages restaurants in a different way. He runs hundreds of them through Tampa-based FSC Franchise Co. The privately held com -

pany owns the brands Beef ‘O’ Brady’s, The Brass Tap and, as of late last year, Newk’s Eatery.

Officials said in a news release that 2023 was a record year for the company’s deals: FSC Franchise opened 10 new Brass Tap locations and one Beef ‘O’ Brady’s, while awarding another 36 and four, respectively. It ended the year with 135 units of Beef ‘O’ Brady’s and 45 units of The Brass Tap in its portfolio.

And 2024 could bring as many as 55 new FSC Franchise stores: Thirty-five will be Brass Tap stores. Five will be Beef ‘O’ Brady’s units. And as many as 15 Newk’s stores could open this year, company officials say.

More good metrics: The firm topped $500 million in cumulative revenue in 2023, a 4% jump over 2022. Its 2023 EBITDA was 15%, says Elliott, and he predicts it will be 15% in 2024, too. He’s happy with that, since an EBITDA over 10% in the hospitality sector is a strong measure of cash profit.

Newk’s is the newest entry to FSC’s brand umbrella. The Southeastern fast-casual chain has 97 stores in 13 states, from Gainesville through Texas to Denver. (So far, none in Tampa Bay or south of Alachua County in general, though it had a store in east Manatee County that closed in 2022 after being open for six years. A Clearwater location also closed.) The Brass Tap is an upscale craft beer brand.

T he Newk’s deal was announced Dec. 20. Financial terms were not disclosed. But the accountant in Elliott comes out when talking about the Newk’s brand, noting the outlet has strong average unit sales volume of $2.3 million per year.

And it adds energy to FSC Franchise.

“It’s complementary to the other brands,” says Elliott. “Food quality, very high. A

broad, loyal customer base.” But won’t three brands cannibalize each other if they are near each other? No way, says Elliott. Beef ‘O’ Brady’s is a family sports bar. The Brass Tap is an upscale craft-beer bar. Newk’s is fast casual. They won’t pull from each other, he says.

So, strategically, what else was there to the acquisition beyond money? Elliott again reverts to the managerial analyst,

noting the buying power the three brands will have when FSC Franchise goes to market to purchase food.

“You get more volume; you get better deals,” says Elliott.

It’s an arrangement restaurants need to win, he says.

“We want to be where the puck’s going to be, not where it is now,” says Elliott, using a Wayne Gretzky philosophy.

Like many franchise companies, FSC Franchise owns some

of the stores. Elliott says about 15% of the system are corporate units: 32 units of Beef ‘O’ Brady’s, 29 units of Newk’s and one Brass Tap. The company has 60 corporate employees and 1,600 employees at its corporate stores. The company’s success has motivated its corporate employees, Elliott says. He likes to keep them motivated, so he has allowed a hybrid work schedule. That in turn led to better

work, he says. “We hire work horses, not show horses,” says Elliott. “We work in the office three days a week and from home two days a week, except for senior management. Productivity has gone up and so has employee satisfaction. We are always focused on the future.”

With all the growth, the company also had one minor recent setback: It tried to launch a fast-casual chicken store, The Hatchery, in late summer 2020. The store number didn’t get high. “The Hatchery was a chicken concept we created that opened during COVID and didn’t survive COVID,” Elliott says.

But the other businesses did, and Elliott now sees more growth and demand for restaurants, generally for a simple reason.

“It’s an industry people love,” says Elliott. “Honestly, my favorite thing to do is to go out and eat with friends.”

Business partners, who began playing volleyball as children in Eastern Europe, target future pros and more with a dedicated training facility. Site selection was one of the first obstacles.

It’s safe to assume that when Donald Suxho first started playing volleyball as a kid, he could never have imagined ending up in Venice, a small south Sarasota County city. This was in the late 1970s, in Albania, the small nation on the Baltic Peninsula.

Neither could Yury Shakirov who, though a few years younger, was also taking up volleyball but in Russia.

Yet, after a long career in the sport — Suxho competed in two Olympics Games, and Shakirov played in professional leagues across Europe — here they are.

Suxho, 48, and Shakirov are the owners of the Global Sports Institute — a startup organization in the process of building a new 42,451-square-foot facility in Venice that will serve as the training grounds for both established and aspiring players.

“We both grew up in communism, in Russia and Albania, and our way of life was sports and fitness and community, so we have a big passion for that,” says Suxho.

“We thought, ‘Hey, let’s match our kind of energy, passion, resources and expertise, and let’s build something cool.’ The sport of volleyball is growing rapidly, girls and boys, and we have a lot of experience in all this.”

QUICK SERVE

The facility, currently being built out, is scheduled to open between June 14 and 17. It is inside Tervis Tumbler Co.’s former manufacturing building on Triple Diamond Boulevard, near Interstate 75 in Venice.

GSI leased the space after the insulated drinkware company sold the 147,269-square-foot

building this past year for $15.35 million to Bulgio Capital, an investment firm with offices in Pennsylvania and Israel.

Tervis has leased back 60,000 square feet for its operations, while Nick DeVito II, partner at the Sarasota commercial real estate firm Ian Black Real Estate representing the landlord, says 22,409 square feet remain available.

When GSI opens the multisports center it will have four indoor volleyball courts.

The volleyball courts will have Taraflex flooring imported from France and GSI will offer specialized volleyball camps, club pretryout clinics and a volleyball club led by Suxho and Shakirov.

There will also be 15 pickleball courts and a traditional fitness center with Technogym Italian Pro equipment as well as a yoga room, spin room and Pilates rooms.(GSI says it will have a corporate membership for the neighboring Tervis employees.)

DeVito declined to disclose lease terms and Suxho declined to discuss GSI’s financial details or the cost of the project, saying only “to give you an idea, it’s 43,000 square feet, it’s pretty expensive. We want to create a state-of-the-art facility for all ages. You can imagine, we are

attended and played volleyball for the University of Southern California.

He eventually qualified for the U.S. Olympic team, playing in the 2004 games in Athens and in the 2012 games in London.

Shakirov, meanwhile, was competing in professional leagues across Europe, including playing in the Russian Volleyball Super League at 16. He moved to Florida about a year ago.

Suxho dreamed of opening a multisport facility. Once he reconnected with his old friend in Florida, they got to talking. One day Shakirov looked at Suxho and said it would be cool to work together, find some investors and do it.

Florida was the perfect place, Suxho says, for the same reason athletes have chosen it for decades. The year-round sun makes it ideal for training and development.

(While Suxho won’t cop to it, many an athlete chooses Florida because there is no state income tax.)

And there was a solid sports infrastructure that makes it an ideal spot — up to and including Spring Training, which started in the county in 1924.

According to Visit Sarasota County, amateur sports tourism will have an $80 million impact on the area in fiscal 2024. And if that weren’t enough proof to show what a mark sports makes on the local economy, IMG Academy, the globally known youth sports campus in west Bradenton, sold last year for $1.25 billion. It is one of the top employers in Manatee County, with a payroll of some 1,000 people.

The partners settled on the former Tervis facility after a twomonth search that took them, as they looked for just the right spot, from Tampa to Naples.

The geography made sense because Shakirov was living in Naples and Suxho, based in California, was familiar with the area after spending time as director of the Girls Volleyball program at the famed IMG Academy in Bradenton.

The two had known one another for decades, competing in tournaments and competitions for years. In 2019, they almost played on the same team. Suxho first moved to the U.S. — Massachusetts — in 1996 and eventually settled in Southern California, where he

Like most athletes who make the jump into business, he’s quick with an unintended cliché about outworking the competition. But that doesn’t make the sentiment any less real.

He believes the work ethic that got him to the Olympics will carry him through to this — and other — business ventures. He sees GSI growing and adding facilities across the country.

T hat’s the same drive that pushed him on the volleyball court.

He shares an anecdote about playing at a grass tournament not that long ago. He was older than some of the competitors, his knees hurt. But those juices kicked in. He won.

Yet, at the risk of bursting bubbles, competitive juices aren’t what win a tournament. Or a match. Or a game. Or help you succeed in business. It’s practice, repetition, dedication, failure, perseverance that make the winner. And, as tempted as Suxho is to speak the language of athletes, he knows that.

“My motto is not really to worry about the result and not really worry about the competition, but honestly keep it between me and me,” he says. “People ask me, ‘Hey, are you gonna compare with this other facility? The other clubs?’ I’m like, No. I won’t. Because we are our own unique place.”

And that approach, he knows, doesn’t change if you’re in Vlorë, Albania or in Venice, Florida.

Construction of the new Naples is resort is well underway as the company readies for its first guests in September.

With just five months to go before opening, officials at Great Wolf Lodge allowed about 50 visitors to tour the construction site April 18 for a sneak peek at what the new Naples resort will look like.

Great Wolf Lodge is a family friendly chain of themed resorts centered around indoor waterparks. The $250 million Naples resort, Great Wolf Lodge South Florida, is being built on 20 acres just off of Interstate 75 on the eastern end of Collier

County, near the Paradise Coast Sports Complex. Madison, Wisconsin-based Great Wolf Lodge broke ground on the resort in July 2022.

T he resort, for now, remains an active construction site, but many of the attractions and features the company is known for — and that will draw in tourists — looked ready to dive into. A bad pun considering there is no water yet and that much more work is needed.

A look behind the numbers of the project reveals a lot of rooms, jobs, and, of course, water.

The main attraction at the new Great Wolf Lodge South Florida in Naples is the 92,000-square-foot indoor water park.

The parent company for Great Wolf Lodge is based in Wisconsin.

Construction is well underway as the company readies for its first guests Sept. 25.

A GOOD WEEK: LSI Cos. in Fort Myers has been busy.

The commercial real estate firm announced a series of deals recently that it brokered, including several topping the million-dollar mark. Among the deals:

n A 2,954-square-foot office building in Naples. The property at 5395 Park Central Court sold for $1.29 million to DeWayne Lockhart Jr. The previous owner was Nala Properties, which paid $269,500 for the single-story building in 2019.

n A five-unit apartment building in Cape Coral. The property at 3913 S.E. 11th Place was bought for $1.03 million by an LLC with an Aventura address. The previous owner, Florida Home Visions, bought the property in 1990 for $150,000. According to its LoopNet listing, the apartment building sits on a canal and has five twobedroom, two-baths units. The listing says the building has “substantial rental income upside, as current rental rates are significantly below market.”

DRUGSTORE DEAL: A Miami real estate investment firm has bought a Punta Gorda property with a Walgreens store on it. The buyer is an LLC named KO Wash which has an address that matches The Orion Real Estate Group of Miami in state records.

It paid $4.28 million for the property at 3795 Tamiami Trail. The previous owner was Walgreens Co., which paid $2.75 million for it in 2000. According to a spokesperson for the Chicago-based drug store chain, the company is leasing back the building and “there are no current plans to close this location.” One of Orion’s specialties is lease/buybacks.

MOVIE MAGIC: Alamo

Drafthouse Cinema is opening April 29. The Austin, Texas, movie theater with a lounge and miniature golf course in the lobby is in Mercato in Naples. The theater is in the space previously occupied by Silver Cinema, which closed in July. The new 33,652-square-foot movie house will have 11 auditoriums with about 650 reclining leather seats and 4K digital projection. Its food will be from a scratch-made menu. And while food and drinks are brought to a patron’s seat during a movie, the wait staff is trained to not disrupt the movie experience. This will be Alamo’s 40th theater and its first in Florida movie theater.

A GOOD RUN: Sales at a St. Petersburg luxury condo tower are booming. That’s according to the property’s developer, HP Capital Group, which says it has reached $5 million in sales volume in the past few weeks for an overall total of $65 million in sales. The 18-story tower, on the

city’s Mirror Lake, is under construction at 777 Third Ave. N. and is expected to open to residents this summer. Prices at the 88-unit building start in the $700,000 range, with penthouse units costing $2 million and above. There are eight floor plans ranging up to 2,297 square feet. HP is a local real estate investment firm that’s focused on multifamily. It has at least three other residential projects in the works in Pinellas County and, according to its website, has “also become the largest residential land owner in Escambia County.”

INDUSTRIAL TAMPA: Construction on a new industrial building in Tampa is set to start next month. The 100,620-square-foot building will be near Tampa International Airport at 6101 Johns Road. Stonemont Financial Group, the Atlanta based real estate investment firm behind the project, says it will have 32-foot clear height, spec office suites and the ability to be divided into 33,000 square feet of space for smaller tenants. Construction is expected to be completed early next year. A spokesperson for the firm says “Stonemont does not want to disclose any costs associated with the project.” The firm is no stranger to the area. Stonemont, which specializes in the industrial sector, recently completed the Sunlake Business Center, a two-building, 361,000-square-feet office park in Tampa and is nearly done with a four-building, 905,440-square-foot industrial facility in Lakeland.

A GOOD QUARTER: Eshenbaugh Land Co. is off to a pretty good start in 2024. The Tampa-based commercial real estate firm with a focus on land deals hit $90 million in sales volume for the first quarter of the year, with 17 deals averaging $5 million per transaction. That includes the sale of 114 acres in Pasco County to Johns Hopkins All Children’s Hospital earlier this year for $24 million. Also in Pasco, there was a $13.25 million sale to Pulte and a $7.76 million sale

on State Road 52 to Lennar. Eshenbaugh was founded in 1992 by Bill Eshenbaugh and sold to Ryan Sampson in 2015. In 2022, the company surpassed $2 billion in total sales volume. Eshenbaugh, who’s known as the Dirt Dog, is still with the firm.

RETAIL ROUNDABOUT: Apricot Lane Boutique, a well-known St. Armands Circle women’s fashion retailer, is for sale. SVN Commercial Advisory Group in Sarasota has listed the 1,768-squarefoot retail property at 464 John Ringling Blvd. for $2.35 million. The listing says the sale will include both the building and the business. A separate listing on the website BizBuySell, which focuses on marketing businesses, calls it “an especially rare opportunity to own your own income earning property.” The reason given for the

sale: retirement. Gross annual revenue at Apricot Lane Boutique is $549,547, according to that listing. As for the building, which is just off the Circle, it was built in 1949 and completely renovated in 2016. A new roof was installed in 2022, the listing states. Apricot Lane is a franchised chain with six other locations in the state, including one in Fort Myers.

SAVING NORTH PORT:

Sarasota County has bought 43.4 acres for conservation. The property is in North Port on Woodland Boulevard and within the county’s Environmentally Sensitive Lands Protection Program Deer Prairie Creek Preserve. It sold for $1.45 million. In a statement, the county says the land is made up of pastures, marshes and mixed hardwood hammock habitat. Eastern wild turkeys, crested caracara, swallow-tailed kite and sandhill cranes have been spotted on it. The Environmentally Sensitive Lands Protection Program is voter-approved and taxpayer-funded. Its mission is to buy and protect natural lands and parklands. Since voters gave it the green light in 1999, the program has protected and preserved more than 40,540 acres of natural habitat, with more than 21,000 of those acres placed under a conservation easement, the county says.

WANTED: Employers to hire interns — with wages paid by CareerSource Suncoast

Program helps address major issue across the region: finding skilled workers for a variety of jobs and positions.

Recruiting and retaining talent is a major challenge for most employers in Manatee and Sarasota counties, and indeed, the nation. Solving this challenge requires creative approaches by businesses, educators and workforce development professionals.

Demand for employees is high. CareerSource Suncoast, the workforce development agency for the Manatee-Sarasota region, has averaged more than 8,000 unique job postings each month. Some of the most in-demand skills are marketing, sales and warehousing. Registered nurses also are in high demand. The Bradenton Area Economic Development Corp. is working with CareerSource Suncoast, the School District of Manatee County and the region’s colleges and universities to forge solutions to workforce challenges.

Part of the solution is exposing young people to career pathways available in the region, and providing relevant training for today’s workplace.

One program showing potential is the Summer Youth Employment Program organized by CareerSource Suncoast. The program features The Power of YOU Job Skills Training provided by the 26 West Center at State College of Florida, Manatee-Sarasota. While the student spots for this summer are filled, employers can still register to participate.

“We are looking for employers to join us in this partnership to participate in a job fair to recruit students for summer internships where their wages will be funded by CareerSource Suncoast,” said Joshua Matlock, president and CEO of CareerSource Suncoast. “The curriculum provided by SCF is dynamic and relevant to today’s workplace. Employers can make a difference in the lives of these students while developing a talent pipeline for their own businesses.”

The Power of YOU Job Skills Training Workshop is a SCF curriculum that includes an interactive, day-long workshop covering personal branding; career exploration featuring

a panel discussion with four professionals from different industries; Job Fair preparation; interviewing skills; and financial literacy. Students also participate in a job fair to meet with employers interested in bringing on summer interns.

The program was first offered in 2022 and graduated 78 middle and high school students from Manatee and Sarasota counties this past summer. Students held internships as camp counselors, retail stockers, customer service phone support, office support staff, assembly line workers and janitorial staff. This year, 150 students will participate, including some from last year’s cohort.

The first step in this experiential learning journey, The Power of YOU Job Skills Training Workshop will be held at the 26 West Center on May 11. To make the workshop accessible, CareerSource Suncoast is providing bus transportation from pick-up points in Manatee and Sarasota counties.

The journey will continue as students engage with participating employers at a Job Fair 6-8 p.m. May 15. Students will interview for summer internships, with CareerSource

Suncoast covering their wages of $15 per hour and the workers compensation costs. Internships begin June 3 and end June 28, running up to 30 hours per week. The graduation celebration will be held at the SCF Hal Chasey Gymnasium on Saturday, June 29.

“The workshop provides career exploration and readiness tools and helps our young students gain knowledge and confidence through experiential learning,” says SCF President Carol Probstfeld.

Since the first U.S. Congress, public officials have understood that newspapers are the best medium to notify the public about official matters because they contain the essential elements of public notice:

Newsprint is inherently superior to the internet for public notice because reading a newspaper is a serendipitous process.

We find things in newspapers we weren’t expecting to see. On the internet, we search for specific information and ignore everything else.

Citizens continue to learn about vital civic matters from newspaper notices.

Documented examples of people taking action and alerting their community after reading a newspaper notice are reported on a regular basis.

Verifying publication is difficult-to-impossible on the web.

That’s why the courts subject digital evidence to far greater scrutiny than evidence published in newspapers

Significant numbers of people in rural areas still lack highspeed internet access.

Those who are older than 65 or who have lower incomes or lack high-school diplomas are also cut off from the internet in far higher numbers than the average.

Moreover, the real digital divide for public notice is growing due to the massive migration to smartphones and other small-screen digital devices

Governments aren’t very good at publishing information on the internet.

The election of 1932 changed how the public viewed the role of government. Every decade since, government has continually expanded, with greater regulation and one failed welfare program after another.

The presidential election of 1932 was a political watershed for the United States.

Herbert Hoover, seeking re-election on the Republican ticket, was saddled with a deep depression. Millions of people were unemployed. The standard image of the time was a breadline or an unemployed person selling apples on a street corner.

Though the independent Federal Reserve System was to blame for the mistaken monetary policy that converted a recession into a catastrophic depression, the president, as the head of state, could not escape responsibility. The public had lost faith in the prevailing economic system. People were desperate. They wanted reassurance, a promise of a way out.

Franklin Delano Roosevelt, the charismatic governor of New York, was the Democratic candidate. He was a fresh face, exuding hope and optimism.

True enough, he campaigned on the old principles. He promised if elected to cut waste in government and balance the budget, and berated Herbert Hoover for extravagance in government spending and for permitting government deficits to mount.

the interlude before his inauguration, Roosevelt met regularly with a group of advisers at the Governor’s Mansion in Albany — his “brain trust,” as it was christened. They devised measures to be taken after his inauguration that grew into the “New Deal” FDR had pledged to the American people in accepting the Democratic nomination for president.

The election of 1932 was a watershed in narrowly political terms.

In the 72 years from 1860 to 1932, Republicans held the presidency for 56 years, Democrats for 16. In the 48 years from 1932 to 1980, the tables were turned: Democrats held the presidency for 32 years, Republicans for 16.

The election was also a watershed in a more important sense: It marked a major change in both the public’s perception of the role of government and the actual role assigned to government.

One simple set of statistics suggests the magnitude of the change. From the founding of the Republic to 1929, spending by governments at all levels — federal, state, and local — never exceeded 12% of the national income except in time of major war, and two-thirds of that was state and local spending. Federal spending typically amounted to 3% or less of the national income.

Since 1933, government spending has never been less than 20% of national income and is now over 40%, and two-thirds of that is spending by the federal government.

True, much of the period since the end of World War II has been a period of cold or hot war. However, since 1946 non-defense spending alone has never been less than 16% of the national income and is now roughly one-third the national income. Federal government spending alone is more than one-quarter of the national income in total, and more than a fifth for non-defense purposes alone. By this measure, the role of the federal government in the economy has multiplied roughly tenfold in the past half-century.

ROOSEVELT’S UTOPIAN FANTASY

Roosevelt was inaugurated on March 4, 1933 — when the economy was at its lowest ebb. Many states had declared a banking holiday, closing their banks. Two days after he was inaugurated, President Roosevelt ordered all banks throughout the nation to close.

But Roosevelt used his inaugural address to deliver a message of hope, proclaiming that “the only thing we have to fear is fear itself.” And he immediately launched a frenetic program of legislative measures — the “100 days” of a special congressional session.

The members of FDR’s brain trust were drawn mainly from the universities — in particular, Columbia University. They reflected the change that had occurred earlier in the intellectual atmosphere on the campuses — from

belief in individual responsibility, laissez faire and a decentralized and limited government to belief in social responsibility and a centralized and powerful government. It was the function of government, they believed, to protect individuals from the vicissitudes of fortune and to control the operation of the economy in the “general interest,” even if that involved government ownership and operation of the means of production.

These two strands were already present in a famous novel published in 1887, “Looking Backward,” by Edward Bellamy, a utopian fantasy in which a Rip Van Winkle character who goes to sleep in the year 1887 awakens in the year 2000 to discover a changed world.

“Looking backward,” his new companions explain to him how the utopia that astonishes him emerged in the 1930s — a prophetic date-from the hell of the 1880s.

That utopia involved the promise of security “from cradle to grave” — the first use of that phrase we have come across — as well as detailed government planning, including compulsory national service by all persons over an extended period.

Coming from this intellectual atmosphere, Roosevelt’s advisers were all too ready to view the depression as a failure of capitalism and to believe that active intervention by government — and especially central government — was the appropriate remedy. Benevolent public servants, disinterested experts, should assume the power that narrow-minded, selfish “economic royalists” had abused. In the words of Roosevelt’s first inaugural address, “The money changers have fled from the high seats in the temple of our civilization.”

In designing programs for Roosevelt to adopt, they could draw not only on the campus, but on the earlier experience of Bismarck’s Germany, Fabian England and middle-way Sweden. The New Deal, as it emerged during the 1930s, clearly reflected these views.

It included programs designed to reform the basic structure of the economy. Some of these had to be aban-

doned when they were declared unconstitutional by the Supreme Courrt, notably the NRA (National Recovery Administration) and the AAA (Agricultural Adjustment Administration). Others are still with us, notably the Securities and Exchange Commission, the National Labor Relations Board, and nationwide minimum wages.

The New Deal also included programs to provide security against misfortune, notably Social Security (OASI: Old Age and Survivors Insurance), unemployment insurance and public assistance.

The New Deal also included programs intended to be strictly temporary, designed to deal with the emergency situation created by the Great Depression. Some of the temporary programs became permanent, as is the way with government programs.

The most important temporary programs included “make work” projects under the Works Progress Administration, the use of unemployed youth to improve the national parks and forests under the Civilian Conservation Corps, and direct federal relief to the indigent.

At the time, these programs served a useful function. There was distress on a vast scale; it was important to do something about that distress promptly, both to assist the people in distress and to restore hope and confidence to the public. These programs were hastily contrived, and no doubt were imperfect and wasteful, but that was understandable and unavoidable under the circumstances. The Roosevelt administration achieved a considerable measure of success in relieving immediate distress and restoring confidence.

CENTRAL PLANNING TAKES OVER

World War II interrupted the New Deal, while at the same time strengthening greatly its foundations. The war brought massive government budgets and unprecedented control by government over the details of economic life: fixing of prices and wages by edict, rationing

of consumer goods, prohibition of the production of some civilian goods, allocation of raw materials and finished products, control of imports and exports.

The elimination of unemployment, the vast production of war materiel that made the United States the “arsenal of democracy” and unconditional victory over Germany and Japan — all these were widely interpreted as demonstrating the capacity of government to run the economic system more effectively than “unplanned capitalism.”

One of the first pieces of major legislation enacted after the war was the Employment Act of 1946, which expressed government’s responsibility for maintaining “maximum employment, production and purchasing power” and, in effect, enacted Keynesian policies into law.

The war’s effect on public attitudes was the mirror image of the depression’s. The depression convinced the public that capitalism was defective; the war, that centralized government was efficient. Both conclusions were false.

The depression was produced by a failure of government, not of private enterprise. As to the war, it is one thing for government to exercise great control temporarily for a single overriding purpose shared by almost all citizens and for which almost all citizens are willing to make heavy sacrifices; it is a very different thing for government to control the economy permanently to promote a vaguely defined “public interest” shaped by the enormously varied and diverse objectives of its citizens.

At the end of the war, it looked as if central economic planning was the wave of the future. That outcome was passionately welcomed by some who saw it as the dawn of a world of plenty shared equally. It was just as passionately feared by others, including us, who saw it as a turn to tyranny and misery. So far, neither the hopes of the one nor the fears of the other have been realized.

Government has expanded greatly. However, that expansion has not taken the form of detailed central economic planning accompanied by ever widening nationalization of industry, finance and commerce, as so many of us feared it would. Experience put an end to detailed economic planning, partly because it was not successful in achieving the announced objectives, but also because it conflicted with freedom.

That conflict was clearly evident in the attempt by the British government to control the jobs people could hold. Adverse public reaction forced the abandonment of the attempt. Nationalized industries proved so inefficient and generated such large losses in Britain, Sweden, France and the United States that only a few die-hard Marxists today regard further nationalization as desirable.

The illusion that nationalization increases productive efficiency, once widely shared, is gone. Additional nationalization does occur — passenger railroad service and some freight service in the United States, Leyland Motors in Great Britain, steel in Sweden. But it occurs for very different reasons — because consumers wish to retain services subsidized by the government when market conditions call for their curtailment or because workers in unprofitable industries fear unemployment. Even the supporters of such nationalization regard it as at best a necessary evil.

SOCIALIZING RESULTS OF PRODUCTION

The failure of planning and nationalization has not eliminated pressure for an ever bigger government. It has simply altered its direction. The expansion of government now takes the form of welfare programs and of regulatory activities. As W. Allen Wallis put it in a somewhat different context, socialism, “intellectually bankrupt after more than a century of seeing one after another of its arguments for socializing the means of production demolished — now seeks to socialize the results of production.”

In the welfare area, the change of direction has led to an explosion in recent decades, especially after President Lyndon Johnson declared a “War on Poverty” in 1964. New Deal programs of Social Security, unemployment insurance and direct relief were all expanded to cover new groups; payments were increased; and Medicare, Medicaid, food stamps and numerous other programs were added. Public housing and urban renewal programs were enlarged. By now there are literally hundreds of government welfare and income transfer programs.

The Department of Health, Education and Welfare, established in 1953 to consolidate the scattered welfare programs, began with a budget of $2 billion, less than 5% of expenditures on national defense. Twenty-five years later, in 1978, its budget was $160 billion, one and a half times as much as total spending on the Army, the Navy, and the Air Force. It had the third-largest budget in the world, exceeded only by the entire budget of the

The department supervised a huge empire, penetrating every corner of the nation. More than one out of every 100 persons employed in this country worked in the HEW empire, either directly for the department or in programs for which HEW had responsibility but which were administered by state or local government units. All of us were affected by its activities. (In late 1979, HEW was subdivided by the creation of a separate Department of Education.) No one can dispute two superficially contradictory phenomena: widespread dissatisfaction with the results of this explosion in welfare activities; and continued pressure for further expansion.

BAD MEANS FOR GOOD OBJECTIVES

The objectives have all been noble; the results, disappointing. Social Security expenditures have skyrocketed, and the system is in deep financial trouble. Public housing and urban renewal programs have subtracted from rather than added to the housing available to the poor. Public assistance rolls mount despite growing employment.

By general agreement, the welfare program is a “mess” saturated with fraud and corruption. As government has paid a larger share of the nation’s medical bills, both patients and physicians complain of rocketing costs and of the increasing impersonality of medicine. In education, student performance has dropped as federal intervention has expanded.

The repeated failure of well-intentioned programs is not an accident. It is not simply the result of mistakes of execution. The failure is deeply rooted in the use of bad means to achieve good objectives.

Despite the failure of these programs, the pressure to expand them grows. Failures are attributed to the miserliness of Congress in appropriating funds, and so are met with a cry for still bigger programs. Special interests that benefit from specific programs press for their expansion — foremost among them the massive bureaucracy spawned by the programs.

An attractive alternative to the present welfare system is a negative income tax. This proposal has been widely supported by individuals and groups of all political persuasions. A variant has been proposed by three presidents; yet it seems politically unfeasible for the foreseeable future.
