MARTHA’S VINEYARD RETAILER COMING TO ST. ARMANDS CIRCLE The Black Dog, a Martha’s Vineyard-based brand, will open its first Florida storefront on St. Armands Circle in Sarasota this season.

The tavern-turned-retailer, which harbors a maritime theme, will move into the 1,850-square-foot former Patchington’s space in October, according to Michael Saunders & Co. Realtor Lee DeLieto Jr., who brokered the lease.

According to a news release, representatives from The Black Dog were shooting photos for a catalogue last winter and “fell in love with the scenery and charm of the south.”

The 386 St. Armands Circle location will become the second of the retailer’s stores south of Maryland, and one of the only locations not near a historic harbor.

The retailer sells apparel for men, women, children and canines featuring an iconic black dog logo.

After more than a decade in its iconic downtown Sarasota headquarters, the HeraldTribune Media Group will relocate less than 50 yards away from its current digs early next year, following a lease signing late last week.

The media company will move from 1741 Main St. to a 10-story SunTrust Bank building next door at 1777 Main St., and occupy three floors there.

The 100,000-square-foot SunTrust building, which is 41 years old, has been undergoing significant renovations.

The newspaper publisher’s roughly 28,000-square-foot deal is expected to bring the building to full occupancy and better position it to be sold. SunTrust has been attempting to dispose of the asset over the past year, industry sources say.

The Herald-Tribune’s lease also represents the largest new office deal in downtown Sarasota in several years.

Lido pavilion plans raise questions about access Revised plans for a restaurant and tiki bar on Lido Beach got a warmer reception, but some residents are still concerned about private control of public property.

s Troy Syprett outlined a revised proposal for redeveloping the Lido Beach pool and pavilion the evening of Aug. 18, it was clear residents were more receptive than they had been to previous plans for the city-owned property.

Unfortunately for Syprett, that wasn’t a particularly high bar to clear.

Syprett and city staff led a public workshop regarding the updated plans for the Lido pool and pavilion. Syprett, the co-owner of Daiquiri Deck, is a representative for Lido Beach Redevelopment Partners LLC, the group the city is negotiating with as a potential operator for the Lido properties.

The city began this search in 2014, seeking a private group to run and fund improvements to the pool and pavilion. In 2011, the city considered closing the pool out-of-season for financial reasons, but an appeal from residents led to a quest to arrange a new public-private partnership.

Originally, the plans from Lido Beach Redevelopment Partners were designed to be eye-catching. They included a mini-golf course and a 305-seat restaurant.

After a harsh reception at a February Lido Key Residents Association meeting, though, the city has been working with Syprett’s group on a revised vision for the pool and pavilion.

Those changes were evident Aug. 18. The footprint for the restaurant had been reduced to 200 seats, just 50 more than are currently in the concession area, Syprett said. The mini-golf course was removed from the proposal entirely.

The changes to the proposal were a reflection of the desires of the community, Syprett said — and an indication that he’s not interested in creating a product that will lead to clashes with residents.

“We’re looking at creating a family-friendly facility,” Syprett said. “We want this to be integrated with the feel and nature of Lido Key.” Syprett said he wanted to recapture the spirit of the Lido Casino, a former iconic local destination demolished in 1969. The group plans to name the restaurant Castaways at Lido, an homage to the bar and restaurant that operated out of the casino.

Although some attendees called the new plans an improvement, there were still numerous concerns shared at the meeting.

David Riedlinger, a resident who lives on Benjamin Franklin Drive, said he believed the city should use its own funds to improve the pool and pavilion.

Not only did Riedlinger think it was important for the city to retain control of the public property, but he expressed concern about how an expanded restau-

rant would impact the character of Lido. Several residents asked questions about traffic, noise and hours of operation associated with the restaurant and 30-seat tiki bar included in the proposal.

“What’s really important to realize is that each key has a unique flavor,” Riedlinger said. “If I said, ‘Holmes Beach, Siesta Key, Lido Key, Longboat Key — somebody wants to party.’ Which one would you tell them to go to?”

Syprett said both the restaurant and bar would close around sunset, though many details regarding the potential operations are still to be determined. The revised plans also include the addition of public parking spaces.

When residents asked why the city wasn’t keeping the existing concession vendor in place, staff explained the pursuit of a private operator was a direction issued from city officials acting on recommendations from the Lido Key Residents Association.

City Commissioner Susan Chapman, in attendance at the Aug. 18 workshop, said her main priority regarding a potential agreement is maintaining public access to the beach and pavilion.

The city already charges a fee to use the Lido pool, and Syprett said most of the property would continue to remain open to the public. Still, Chapman remains concerned about the revised proposal for the pavilion area.

“I have a lot of mixed feelings about it,” Chapman said. “I don’t want to privatize the public beach.”

CONCESSION QUESTIONS Here are some of the other questions residents had at the Aug. 18 meeting regarding the proposed redevelopment of the Lido pool and pavilion: Will there still be a snack bar for beachgoers to grab food items and go?

Syprett said there would be an area in the restaurant for visitors to order food to-go. Plans also include a sundry store for customers to purchase prepackaged sandwiches and other food and drink items.

Why is a water park/splash pad area included in the plans?

Syprett said the Lido Key Residents Association suggested a splash area as an amenity for a redeveloped pavilion.

Will a community room be included in the pavilion area?

No. Because the plans maintain the existing footprints of the buildings at the pavilion, Syprett said the increased size of the kitchen leaves no space to add a community room.

Will people be allowed to bring outside food to the proposed events area?

Yes. Unless the event area is rented for a private event, the grassy space would be open to the public.

Will the planned “beach rentals” at the pavilion include motorized watercrafts?

No. Motorized watercrafts are prohibited in the public beach swim area, and the rental service would focus on offering items such as beach chairs.

Boswell plans to provide an update regarding negotiations to the City Commission within the next 60 days. If city staff and Lido Beach Redevelopment Partners reach an agreement regarding management of the pool and pavilion, a contract would eventually be brought to the commission for final review and approval.

If a deal is struck, the city would still retain ownership of the property, which would be leased to Lido Beach Redevelopment Partners. The private group would assume responsibility for funding improvements to the pool and pavilion, staff said.

Carl Shoffstall, president of the Lido Key Residents Association, said the group hasn’t had a chance to formally meet and discuss the updated plans. He agreed there was less criticism at Thursday’s meeting, though, and he personally believes Lido Beach Redevelopment Partners is making an effort to respond to the concerns of residents.

“We’ve got a group that’s willing to put the money into it,” Shoffstall said. “In my opinion, they’re showing good faith that they want to work with the neighborhood.”

At the Aug. 18 meeting, as he has in the past, Syprett repeatedly attempted to assure residents that a renovated pool and pavilion area would respect the desires of those living in close proximity to Lido Beach.

“You have to be sensitive to the neighbors around you, or else all you end up doing is creating conflict,” Syprett said.

Developers aren’t losing their interest in building hotels in downtown Sarasota, for a Maryland woman has filed preliminary plans for a 118-room hotel on Fruitville Road.

On Aug. 16, Nancy Vu submitted an application for a meeting with the city’s Development Review Committee regarding a hotel project on a 0.67-acre site between Central and Cocoanut avenues. Vu, who is listed as the contract purchaser for the properties at 1351 and 1365 Fruitville Road, declined multiple requests for comment.

A LinkedIn profile lists Nancy Vu as the senior director of asset management for Choice Hotels International. The company owns several hotel brands, including Comfort Inn & Suites, Quality Inn and Econo Lodge. The plans do not list a specific hotel flag.

The proposal is the latest in a series of hotels planned for downtown. The site is across the street from where Jebco Ventures intends to build a 163-room Hampton Inn & Suites. Starting with the 138-room Aloft hotel on Ringling Boulevard, nearly 1,300 new hotel rooms have been proposed for the heart of the city.

That’s not to say all of those rooms will come to fruition.

Other projects, such as the redevelopment of the former Quay site, are awaiting city approval.

Virginia Haley, president of Visit Sarasota County, said financing for hotel projects is starting to tighten nationally — though that doesn’t necessarily reflect the market conditions in Sarasota.

It’s impossible to know how full those new hotel rooms will be once they’re all built. Right now, Haley said, Sarasota has a 78% occupancy rate through June — an all-time high, putting the county in a position to improve on 2015’s 73% occupancy rate.

Still, the visitors’ bureau is already working to ensure the hotel market doesn’t take a dip once the new rooms come on line.

“We’re really expanding our meeting and group sales efforts,” Haley said. “What we really need to do is focus on that business during the week.”

Mast doesn’t think the timing is a coincidence.

If Mast were to win on Aug. 30, she would join fellow selfdescribed conservatives Eric Robinson, who is running unopposed for the District 3 seat, and Bridget Ziegler on the board. Mast believes the possibility of a conservative majority voting on the next superintendent motivated the current board to select Oct. 18 as the date to select a successor to the retiring White.

Mast announced her candidacy for the District 2 School Board seat in April. Later that month, the district began searching for potential applicants in earnet, eventually soliciting applications in early June. The board is in the midst of whittling down 49 applications to a list of semi-finalists before its Sept. 6 meeting.

According to Ziegler, the board’s preliminary discussions put the projected date to choose the next superintendent in January, a month before White will step down.

“Initially, the thought was to have a short list by November,” Ziegler said. “At that time, the future board would have been established and those individuals would be able to weigh in on the superintendent.”

During an April 5 workshop, Ziegler expressed her hopes that the future board would make the

final decision on a superintendent. As the board got deeper into the search process, however, the deadline was moved closer.

“When we needed to put the new schedule in place, there seemed to be some urgency to fast track the timeline,” Ziegler said.

During the same April workshop, White said she intended to have the future board fill the leadership role. However, the Florida School Board Association said it would be possible to have members-elect actively participate in the vetting of a potential superintendent. White believed that would be sufficient to ensure cooperation between the new superintendent and the future board.

According to Deputy Superintendent Scott Lempe, the current timeline was established due to a superintendent search in the Saint Johns County School District, which is slated to name its final candidate Oct. 11. At the time, Polk County was also searching for a new superintendent.

During the April 5 workshop, school board members expressed concern they may lose a potential candidate by waiting until after the new board was established.

“The board knew they had a very competitive district looking for a similar candidate on a timeline faster than ours,” Lempe said.

Still, Mast believes the vote was scheduled for Oct. 18 in a deliberate effort to exclude incoming conservative school board members from voting on a potential superintendent.

Though school board elections are nominally nonpartisan, Mast’s race against Zucker — also a registered Republican — has been framed as an opportunity to install a conservative majority on

the board.

On Aug. 18, Sarasota County Republican State Committeeman Christian Ziegler sent an email encouraging constituents to vote for Mast in what he called the “most important race on your primary ballot.”

Christian Ziegler, who is married to Bridget Ziegler, describes Mast as “the deciding candidate.”

“With two conservatives and two union-backed board members, this race will decide which direction the Sarasota County School Board will head,” the email states.

Zucker denied allegations that the board’s decisions were politically motivated.

“Everything that happens right now, they think it’s political, but it’s not,” Zucker said.

According to school board member Shirley Brown, the timeline was also constructed to allow out-of-state applicants the opportunity to make moving arrangements if selected. Though

incoming school board members will not get a formal say in picking White’s replacement, if Mast were to prevail Aug. 30, both Brown and Zucker said Mast’s and Robinson’s input will be taken into consideration when selecting the next superintendent.

“I have the knowledge necessary to make this decision, but I would be open to hearing comments from her if she wins the election,” Zucker said.

Robinson has participated in discussions as the board prepares a contract for White’s potential replacement.

As for the vote, he said he trusts the standing board to make the final decision.

“I trust them in picking the right person,” Robinson said. “I really want to vote on the contract.”

However, Mast is not content with that role in the decisionmaking process if she wins. She wants the timeline to be rearranged so the new superintendent is selected after Nov. 22, the date on which new board members will be sworn into office.

“It doesn’t count for anything unless I’m on the board,” Mast said.

Bridget Ziegler also believes the process should be slowed down.

She understands that this issue cuts both ways, and others may see her stance as motivated by the prospect of a conservative school board majority. She says that’s not the case. After the election, she plans to suggest extending the search for a new superintendent — regardless of the makeup of the new board.

“Being blended with an election, it’s frustrating,” Ziegler said.

“It could be perceived as political, and it’s really not.”

Mid-Siesta Key residents will be casting their votes on the mainland this election season, which has prompted one resident to voice concerns regarding traffic safety in advance of the Aug. 30 primary.

The polling place for precinct 411, which stretches from north of Stickney Point Road to just south of Siesta Key Village, has moved to The Devyn, an event venue located at 7113 S. Tamiami Trail.

Precinct 411 voters have cast their ballots at St. Michael the Archangel Church at 5394 Midnight Pass Road since 1986.

“Those voters, I’m sure, are very disappointed, and I feel for them,” Sarasota County Supervisor of Elections Kathy Dent said.

“But it was not my call.”

The polling station was moved off the key after the Diocese of Venice decided not to offer its churches as polling locations this year, citing security concerns.

“Regretfully, the lack of clarity for security at each voluntary polling location in Sarasota County left the Diocese no choice but to withdraw as a polling site,” the Diocese said in a press release.

“I, in my 16 years, have never had a protest at a polling loca-

tion,” Dent said.

The Diocese’s decision came just before sample ballots were set to be sent to Sarasota County voters in August.

“We couldn’t mail them to any-

one until we had a location, so we quickly went with The Devyn,” Dent said.

Precinct 411 voters will have to travel off the Key to cast their votes for the first time for the primary election. A median prevents southbound traffic from turning left on Tamiami Trail into The Devyn, which means voters will have to make a U-turn on Tamiami Trail to reach their polling place.

In an email correspondence with Dent, Siesta Key resident Rosemary Bloch expressed concerns that encouraging residents to make what she believes is an unsafe U-turn without the assistance of a traffic light will increase the likelihood of an accident.

“Whoever made the decision of this location may not be aware of the dangers posed to voters by driving to The Devyn from Siesta Key,” Bloch said in an email to Dent.

Dent said the location will be reevaluated, but not until after the general election in November.

“It’s very confusing for our voters to change midstream,” Dent said.

Bloch said she would be voting early at the Supervisor of Elections office, but was not aware of any of her neighbors sharing her concerns.

Do-over in District 23…

The Republican District 23 Senate race features four experienced lawmakers who would serve respectably. But their views on Medicaid change our point of view.

T

his is odd, but a turn of events compels us to revise one of our recommendations for the Aug. 30 primary.

It’s the Republican District 23 Senate primary, a race that appears to feature no indisputable, runaway frontrunner.

The candidates: two sitting representatives, Greg Steube and Ray Pilon; a former state representative who reached his eight-year limit in the House and now wants to serve in the Senate, Doug Holder; a former Sarasota city commissioner and Sarasota County commissioner, who also reached term limits (in the county), Nora Patterson; and a little known businessman from Charlotte County, Rick Levine.

Manatee and Sarasota voters — mostly Republicans — obviously have expressed their confidence in Steube, Pilon, Holder and Patterson by virtue of their being elected and re-elected multiple times. Their re-elections are endorsements that their performance and votes pass voters’ approval.

But now the four of them are vying for that one seat, and voters must decide which of these four candidates is best suited to do what is right for the taxpayers and voters of District 23 and Floridians. The district includes all of Sarasota County and a northern slice of Charlotte County.

On this page last week, we used what amounted to a process of elimination. We cited dismay at the mud-slinging between the political action committees favoring Holder and Steube, calling it a turn-off.

Levine is unknown. We cited Patterson as having probably the largest following of Sarasota County voters; but her voting record over the past 25 years — while fiscally solid — has tended to drift too far toward government regulation and intervention and away from capitalism. That left Pilon, a mostly conservative moderate Republican, a man of solid character and a representative willing to challenge House authority and stand for what he believes.

But then came a candidate forum this past Saturday, sponsored by the University of South Florida and the Observer. Holder’s assistant called a few hours before the event to say Holder would not attend — a not-so-subtle message. And during the forum, the contrast in political philosophies became clearer: Steube is the staunchest advocate of the

When Rep. Pilon sided with Patterson in favor of expanding the Obamacare Medicaid system in Florida and bringing back stricter growth management at the state level, those positions triggered a series of thoughts for evaluating candidates: n For two centuries, the trajectory

PALO ALTO: SOUND LIKE SARASOTA? Here’s a story apropos for Sarasota — as the city and north Sarasota County continue to struggle with having an ample supply of affordable housing downtown for young residents.

In Palo Alto, Calif., recently a Kate Downing resigned from the Palo Alto Planning and Transportation Commission in protest over no-growth policies.

In her resignation letter, she wrote how she and her husband rent a home in Palo Alto with another couple, costing them each $6,200 a month.

“This is unaffordable even for an attorney and a software engineer,” she wrote. “… I have repeatedly made recommendations to the council to expand the housing supply.”

Downing’s letter listed a half-dozen measures that would help increase the supply of housing and lead to more affordability — such as allowing two floors of housing instead of one in mixed-use developments; legalizing duplexes; or easing restrictions on granny units.

In response, Palo Alto residents un-

leashed on Downing in the local newspapers. Said one: “I’m so glad we have one less inexperienced, new resident on the Planning Commission that is demanding that long-time residents sacrifice their hardearned quality of life for young, new residents who want the benefits without the sacrifice and hard work.”

All of this prompted George Mason University economist Alex Tabarrok to write: “…[N]otice how un-American these claims are. The current residents want to protect their gains by telling other people how they can use their property … When a new restaurant starts to take patrons from an old restaurant, we generally don’t think that the old restaurant — the long-term resident — has the right to prevent the new restaurant from opening. Yet when it comes to residential land, we give the old residents a veto on the new.”

Tabarrok says we have collectivized property in the U.S., leading to high costs, ill-will and endless conflict. —Ed.

of American government has contracted your freedoms in favor of a continuously growing and more powerful, interventionist state. Reversing this starts with sending the right people to city hall, county commissions, legislatures and Congress. As Thomas Jefferson once said: “Most bad government results from too much government.” n At each election, we are reminded of the philosophy a former state legislator from Lakeland applied in Tallahassee. Before voting, she asked: “Will my vote increase freedom or reduce it?” And she voted accordingly — for freedom. n Here’s a question to ask everyone running for office: “Why are you running — to be somebody, or to do something?” If it’s the former, no way. But even if the answer is the latter, that can be dangerous.

“To do what?” To expand the power of the state over you or your neighbor? To tilt “the law” to favor one group over another? These are dangerous motivations — because when the state intervenes, one law begets another and another and another.

Look at the messes Washington politicians have created.

When French economist-journalist Frederic Bastiat produced his classic book, “The Law,” in 1850, he wrote: “… [N]othing can be more evident than this: The law is the organization of the natural right of lawful defense. It is the substitution of a common force [e.g. a government] for individual forces. And this common force is to do only what the individual forces have a natural and lawful right to do: to protect persons, liberties and properties; to maintain the right of each; and to cause justice to reign over us all.”

That’s what the law is supposed to do. But as Bastiat also wrote, elected officials pervert the law: “[The law] has been applied to annihilating the justice that it was supposed to maintain; to limiting and destroying rights which its real purpose was to respect. The law has placed the collective force at the disposal of the unscrupulous who wish, without risk, to exploit the person, liberty and property of others. It has converted plunder into a right, in order to protect plunder.”

In summary, who then is most predisposed to go to Tallahassee to work to limit the reach of government, to defend and expand liberty and shrink the state?

When Patterson and Pilon want “the state” to manage more people’s health care and do more to manage your community’s population and growth, they are advocating less freedom, more government. When Rep. Steube proposed to allow permitted gun owners to carry their weapons in the open on college campuses, he was widely criticized — too extreme, they said. Regardless of your stand on guns, philosophically, Steube proposed a measure to increase your freedom.

Rep. Steube isn’t perfect; he knows that. He doesn’t have landmark legislation named after him; he didn’t make it into the ranks of the leadership in his six years in the House.

Nor did Pilon or Holder. And we’ll repeatwhat we said last week: All four candidates — Holder, Patterson, Pilon, Steube — would serve acceptably in the Senate. But if you embrace our nation’s principle idea that government is to protect your liberty and not infringe on it, Steube has demonstrated he is more likely to do that than the others. We recommend: Greg Steube

Carlos Beruff responds: The rezoning and terms of redevelopment were approved in a vote of the Gulf Gate Community Association. This agreement was signed by the president of the association who, along with the association’s legal counsel, also spoke in support of our project before the Sarasota County Commission. The County Commission approved the project 4-0.

When our company purchased the property, it was a failed and closed golf course.

As a matter of practice, we always put up fencing when we buy land to help mitigate any potential liability issues. We also typically lease the land to cattle or horse ranchers; they keep the grass and vegetation from overwhelming the area and help prevent the introduction of vermin.

As a taxpayer, I find Zucker’s vote to be wasteful and illconsidered.

Those wasted millions could have been spent on students, teachers, supplies and other much needed items.

Subsequent to those comments, the committee simply moved ahead without touching upon that public input. The committee’s bias and direction totally contradicts Mr. Lyons’ June 9 quote.

Why not paid parking in Sarasota? The citizens, merchants, restaurant owners, visitors and tourists don’t want it!

The previous implementations have proven disastrous to the business folks and the financial expenses to the taxpayers are embarrassingly large. The fact that we have a downtown unencumbered by parking meters is unique. It is just one more check in the column that makes Sarasota a different and special place.

Paid parking will produce nothing but negatives and difficulties for downtown and our city’s retail areas. Why be frustrated and irritated by a fee parking program when one can simply turn and head in another direction?

It’s a terrible idea, detrimental to businesses and will eventually fail.

I shall not vote for Caroline Zucker in the Aug. 30 school board election.

Last April, Zucker voted to approve a contract with Willis Smith Construction Co. to build the Sun Coast Technical College in North Port at a cost of $18 million.

Another contractor, A.D. Morgan, ranked first in a competitive bidding process by a nonpartisan committee, was the low bidder and would have saved the district $4.5 million.

Apparently, this saving does not matter to Caroline Zucker.

Her reason for awarding the contract to Willis Smith was unpersuasive: She liked what the company had done in the past. Anyone involved in construction, from remodeling a bathroom to building a skyscraper, knows that one works with an architect to draft specific plans, and the construction company completes the work according to the detailed plans. The bid should have gone to the lowest bidder meeting the standards, thus saving $4.5 million of Sarasota taxpayers’ money.

Judge J. Bruce Culpepper said that although the school board did not violate any laws, the process gave “the appearance of and opportunity for favoritism.”

Why? Well, Mr. Lyons advises that he has concluded producing revenues is the only way for the city to eliminate subsidization of the annual parking department budget. Ah, yes, publicsector thinking.

Why not first take a thorough look and analysis of the components of that budget?

Now, one needs to understand the composition of the Parking Advisory Committee. All members have been handpicked by Lyons, and all are proponents of paid parking.

An opponent to paid parking sought to be appointed; he was not.

Mr. Lyons was quoted in the June 9 edition of the Sarasota Observer saying: “It is important we bring in new ideas so that we continually explore doing the right thing and avoid just funneling the existing mindset in one direction … I want to make sure we protect ourselves from ignoring some other perspectives.”

After years of lobbying from concerned Siesta Key residents, the Sarasota County Commission is making a move to prevent the U.S. Army Corps of Engineers from dredging Big Pass — until more information is available, at least.

On Tuesday, the commission voted 5-0 to request an environmental impact statement regarding the city of Sarasota’s plan to

renourish Lido Key with sand from Big Pass.

An environmental impact statement is the next — more robust — step following an environmental analysis, which the Army Corps of Engineers performed in 2002 and updated in 2015 after identifying Big Pass as a potential dredging site. No environmental impact statement has been submitted because the Corps filed a “finding of no significant impact” regarding the

In addition to the commission’s request that the Army Corps of Engineers file an environmental impact statement, the commission will be filing a compliant with the Florida Department of Environmental Protection regarding the city’s plan to use Ted Sperling Park as a staging ground for the project.

The Army Corps is currently waiting to hear from the FDEP on whether the state agency will issue an intent to issue permits for the project or request more information. Stakeholders believe an announcement regarding that notice may be imminent.

According to Erica Skolte, a spokeswoman for the Army Corps of Engineers, the corps is currently preparing a formal response to the request, which will become public once it has been sent to the county. Skolte emphasized the corps has and will continue to follow proper procedure.

Lido Key Residents Association President Carl Shoffstall said he is disappointed by the ruling and fears the decision will delay the project.

“We cannot even afford a minor storm to come across here,” Shoffstall said. “It’s so eroded.”

“We were surprised when we know that Lido Beach is in dire need of sand,” DavisShaw said.

“Our biggest concern is to provide protection to the birds, turtles and boats that use Lido Beach.”

However, several Siesta Key organizations, including the Siesta Key Association, have voiced skepticism regarding the Army Corps’ conclusion. The SKA wrote a letter to county commissioners in July requesting that they petition the Army Corps to withdraw the “finding of no significant impact” and submit an environmental impact statement.

According to county staff’s presentation to commissioners, the content of an environmental analysis is similar to an environmental impact statement, but the latter provides a more detailed explanation of the possible environmental effects.

According to county staff, the statement would serve as an acknowledgement that the project will have a significant environmental impact, but does not serve any regulatory function. It is used to inform the decisionmakers ahead of permit issuance only.

Still, Siesta stakeholders hope the environmental impact statement will force the city and the Army Corps to identify alternatives to dredging Big Pass.

“I think the (statement) will hopefully allow more thoughtful planning,” SKA Second Vice President Catherine Luckner said.

The Army Corps of Engineers identified Big Pass as a potential dredging site in 2014, citing the county’s 2010 inlet management plan as evidence that the ebb shoal is a suitable sand source for renourishment.

Since then, various Siesta Key residents and organizations have voiced opposition to the project, citing concerns that the dredge

Though discussions at University of South Florida Sarasota-Manatee’s Primer for the Primary were presented as panels, not debates, Republican candidates for the state House of Representatives District 73 seized the opportunity to debate the origins of a mailer advertisement sent last week.

Joe Gruters accused his opponent, Steve Vernon, of accepting money from large donors to finance the advertisement, which Vernon said he had never seen prior to the panel. The disagreement was met by laughter, cheers and clapping from the audience.

Gruters and Vernon made up the third panel at the event, which was sponsored by the University of South Florida SarasotaManatee, Observer Media Group and Manatee Educational TV. The pair was preceded by Frank Alcock and Frank Cirillo, Democratic candidates vying for the District 23 Florida Senate seat, as well as Republicans running in the District 72 House of Representatives race.

Jens Albiez, Frank Alcock’s campaign manager, said he is confident in his candidate’s chances in the Aug. 30 primary and believes he is in a good posi-

tion to challenge Republican opponents for the state Senate seat despite the voting history of the district.

“It’s a very Republican entrenched territory,” Albiez said.

“There is the sense that they own certain seats.”

A volunteer for Alcock’s campaign, Allen Serrell, said he believes the presidential election has given Democrats the opportunity to run in typically Republican districts.

“The national campaign does affect a lot of those decisions,” Serrell said. “I think there are a lot of Democrats running where they wouldn’t typically run.”

The final panel of the day featured four of the five Republican candidates running for the District 23 Senate seat: Rick Levine, Nora Patterson, Ray Pilon and Greg Steube. Doug Holder did not attend the forum.

Patterson, a Siesta Key resident and former Sarasota County commissioner, cited her diverse career background and her experience in local government as qualifying credentials.

Several attendees scribbled notes on their sample ballots as candidates discussed health care expansion, teacher shortages and medical marijuana.

Luigi Costello kept track of candidates’ positions in a little yellow notebook as he followed the panel schedule on his phone. He said he came to the event because he wasn’t satisfied basing his votes on advertisements alone.

“It’s not the true picture of the candidate,” Costello said. “Part of voting is instinct and gut feeling.”

Downtown resident Stanford Ross believes efforts to beautify the heart of the city have been largely successful, but there’s still one issue that’s hampering his ability to enjoy everything Main Street has to offer.

“Many people come downtown to go to the coffee shops, the restaurants,” Ross said at the Aug. 15 City Commission meeting. “If they’re sitting outdoors, it’s sometimes almost impossible to have a conversation because of the noise from the large trucks.”

At that meeting, Ross asked city officials to prohibit large trucks from using Main Street. In addition to noise concerns, he believes the trucks are having a negative impact on air quality and pedestrian safety downtown.

He’s not alone. City Commissioner Susan Chapman asked staff to place the subject on a future agenda for further consideration. She had broached the same topic at the July 18 commission meeting, stating that she had heard similar concerns from other residents.

“It doesn’t seem having 18 wheelers coming down the street is consistent with the Main Street operation,” Chapman said.

“Especially when people are sitting on the sidewalk, enjoying a sidewalk café.”

The city code outlines segments of 26 different streets on which truck-through traffic is prohibited — and Main Street is not included among them.

Assistant City Engineer Daniel Ohrenstein said staff is just beginning to investigate the possibility of new regulations on Main Street, but his initial assessment was that a prohibition on trucks would be technically feasible. Ross pointed out the trucks don’t actually make deliveries on Main Street itself.

“We have the alley network downtown, so that helps in terms of truck traffic and circulation,” Ohrenstein said. “I think it’s something that could be done.”

Not everyone is eager to embrace the potential change.

Chip Beeman, the owner of Pastry Art on Main Street, has heard some rumblings from customers upset with the noise from trucks.

He said the traffic can momentarily disrupt conversation at his business’ sidewalk café, but he sees it as a necessary side effect of operating in a commercial district.

He worried restricting through traffic would complicate the work of drivers delivering to downtown stores and restaurants.

“I understand the trucks are loud, but trucks are what brings everything to any business,” Beeman said. “If you’ve got it, a truck brought it.”

COIN CAPER 12:30 p.m. — 600 block of Audubon Place Burglary: A woman reported that someone burglarized her vehicle overnight. The woman told an officer that an unknown subject entered her unlocked car, which was parked at her home.

She said the subject removed $1 worth of loose change from the car, and nothing else was taken from the vehicle. There were no witnesses to the incident. The officer advised the woman to keep her car door locked in the future.

The woman told officers the Sheriff’s Office had been investigating the theft, and she received a notification that the jewelry had been pawned at this shop. She told the sheriff’s detective that she planned to attempt to reclaim the jewelry.

OPEN-DOOR POLICY 2:23 a.m. — 2100 block of Fourth Street Suspicion: A woman was sitting on her porch when she noticed a man walking through the neighborhood and attempting to open car doors. When the man attempted to open her car door, she yelled at him. She said that startled him, and the man walked away from the area. She said the man was wearing dark clothes, white gloves and a black ski mask, but she saw him before he put on the ski mask and was able to give a description of his face.

Officers canvassed the area but were unable to locate anyone matching the description given.

There were two other women sitting at a nearby driveway, and they said they did not see anyone walking around the neighborhood. An officer advised the woman to call again if the man returned to the area.

Why do you want to serve on the Charter Review Board?

I have always told my four sons that you win the lottery when you’re born in the United States.

Some people give back with money, and I choose to give back with my time.

I have been volunteering for the 30 years that I have been fortunate enough to live in Sarasota County. It started as Southside Elementary School PTA president, president of the Junior League of Sarasota, 12 years on the Sarasota County Hospital Board (chair two years), and 3 1/2years Sarasota County Charter Review Board, last year its chair.

If elected, what will be your top three priorities?

The CRB has sent to special committee for consideration the amendment relating to an appointed versus an elected board. I voted against sending this amendment to special committee and will continue to oppose an appointed board.

I have proposed an amendment to the CRB bylaws that is procedural in nature. This amendment allows the CRB to vote whether to docket and debate all proposed amendments, replacing the mandate of the chair to do so.

This would allow a proper vetting of any proposed amendments prior to debating them, ensuring that the amendment was not in conflict with current county ordinances or state statutes, which did occur last year.

Finally, my proposed bylaw amendment addresses failed amendments, allowing the CRB the option of not revisiting failed amendments for a oneyear period. Last year a single amendment was presented repetitively all year for consideration, and our bylaws do not address an opt-out.

Do you think the board should take a more active or passive role in determining potential changes to the charter?

I have gone on record of being more of a protector of our charter rather than a corrector.

I believe that the CRB should be open to all amendments proposed; however, the charter should be treated like our constitution and changed only with caution and deep thought.

Why do you want to serve on the Charter Review Board?

Right now, the Charter Review Board has pending a proposal to change this elected board into an appointed “puppet” board. That is, a puppet of the County Commission.

That’s the same County Commission that challenged, in court, the term limits placed on it by the Charter Review Board and the voters of Sarasota County. But for serendipity, they would have gotten away with it.

Now, you know, the Sarasota County charter is like a “limited home rule constitution.” It describes the structure of county government and the rules it must operate under.

Asking the County Commission to control their own power is like asking your dog to guard your lunch.

If elected, what will be your top three priorities during your term?

1. STOP the move to a puppet board.

2. Require the Charter Review Board members to actually show

up at meeting or lose their seat.

3. Require that the Charter Review Board members know and abide by Robert’s Rules of Order as they are required to.

Do you think the board should take a more active or passive role in determining potential changes to the charter?

I do NOT believe that the CRB should be more active in proposing changes to the charter. Many times, law and rule changes can have unintended consequences and effects.

I believe the role of the CRB should be to carefully weigh and research proposals that are brought before it by voters, with an impartial eye to anticipating as many unintended effects as possible. It is this impartial eye that an appointed board member couldn’t provide.

What is your position on the idea of turning the Charter Review Board into an appointed position, rather than an elected office?

The CRB needs to be responsible to the voters, NOT the County Commission.

I want to protect the board’s status as an elected board and not appointed. My primary opponent appears to be open to switching to an appointed board.

If elected, what will be your top three priorities during your term?

1. Keeping the board elected rather than appointed.

As backup quarterback last year, Mike Welcer could have quit or left. Instead, he learned what it meant to be a teammate.

ike Welcer learned how to be a teammate in the shadow of disappoint-

ment.

After spending his first two seasons at Riverview as the Rams’ freshman and JV quarterback, Welcer was poised to step into the same role last season — his first at the varsity level.

Then senior quarterback Dominic Caldwell, now a freshman at Florida International University, had the same idea.

With a year of varsity experience, Caldwell was named the Rams’ starting quarterback heading into the 2015 season.

The news was disappointing for Welcer, who had been playing quarterback since his father, Mark, signed him up for football when he was 7 years old.

At that point, Welcer could’ve hung up his cleats. He could’ve transferred to another program in need of a quarterback.

Instead, Welcer was willing to do whatever it took to help Riverview win games, even if it meant breaking outside of his comfort zone. In addition to being the Rams’ backup quarterback, Welcer also played tight end and was a part of Riverview’s kickoff and punt return coverage teams.

“It taught me how to be a teammate,” Welcer said. “I also learned how to try and unite the offense, and even the defense to some extent, and play as one. If you focus on your individual self, then the team won’t get where you want it to be.”

Welcer’s willingness to move positions for the betterment of the team didn’t go unnoticed.

Heading into spring football in May, Riverview coach Todd Johnson named Welcer as the Rams’ next starting quarterback.

“It’s neat to see,” Johnson said.

“He kept working and earned the quarterback job. He’s a leader and his teammates rally around him.”

Now in his fourth year with the program, the Rams’ 18-year-old signal caller is hoping to bring another championship back to Riverview.

After riding the bench last season, Mike Welcer landed Riverview High’s starting quarterback job for his senior season.

If you weren’t a quarterback, which position would you want to play?

Safety. I just like to hit. I’m not really the usual type of quarterback. I’m not soft. I like to come up and hit.

What’s the best football advice you’ve been given?

Keep your composure.

My offensive coordinator, coach (Josh) Smithers, tells me that a lot.

What do you want to be when you grow up?

A dentist.

Do you have a favorite football team?

The Pittsburgh Steelers.

As the leader of the offense, Welcer recognizes he will be scrutinized every Friday this fall. He has to be prepared to play his best and lead not only on game day, but also during practice.

While the Rams’ future this season hinges in part on Welcer’s arm, that doesn’t mean the senior is treated any differently.

During one of Riverview’s practices prior to its Kickoff Classic against Lakewood Ranch Aug. 19, Welcer fumbled. As a result, Welcer spent time after practice completing a fumble drill, during which Welcer would run five yards, fall to the ground on his stomach, get back up and run another five yards, repeating the process for the entire length of the football down and back.

Competition is what drew Welcer to football initially and what continues to fuel him every day in practice. Welcer grew up watching the great quarterbacks play on Sunday afternoons on the NFL Network. He wears No. 12 in honor of legendary Dallas Cowboys quarterback Roger Staubach.

As with many high school quarterbacks, Welcer has aspirations of playing in college, but with this being his only chance to start at the varsity level, Welcer is focused on showing what he’s capable of this season while helping his teammates become the best players they can be.

“It’s finally my time,” Welcer said.

t was an eventful first day of school in Sarasota as several Sarasota and Riverview High athletes announced their college intentions Aug. 22.

The news spread quickly across social media sites Twitter and Instagram as coaches, teammates and friends congratulated the senior trio.

At Sarasota, standout center Madison Pack announced she will be attending Columbia University.

During her junior season, Pack averaged 10.9 points, 6.2 rebounds and one block per game for the Lady Sailors.

Fellow classmate Lexi Johns committed to play softball for Florida International University. Johns, a pitcher and middle infielder, helped lead the Sailors to the state semifinals in 2015.

Across town, Riverview senior Brion Whitley announced he will be heading to the University of North Carolina Wilmington to play basketball. Whitley chose UNCW over Harvard, Wofford and the University of Tennessee Chattanooga.

Last season, Whitley, who transferred from Sarasota Christian, averaged 20 points and four rebounds while helping lead the Rams to the Class 8A state final.

In his first season at Riverview, Whitley was named to the Final Four All-Tournament team.

It was part of a message to students, which read “Welcome Manatees” on the pavement near the entrance to the school.

David then continued his exciting first day of school by meeting Principal Chad Erickson.

“He’s a little nervous,” Yajaira said of her son.

Teachers and students across Sarasota County got out the first-day jitters Monday morning.

Whether it was kindergarten students arriving on campus for the first time or fifth-grade students returning for a final year, Erickson described the atmosphere as “electric.”

Erickson stood on the front steps of the school and greeted families as they dropped off students. He shook hands, answered questions and caught up with students.

“Some of the students were showing me their new shoes and others were telling me about their summer vacations,” Erickson said. “That’s the most important part of my job, connecting with their families.”

he sandbar on Big Pass is a popular spot for residents, but on Aug. 21, it was particularly packed for Party on the Pass 2016.

This year’s event drew an estimated 100 boats and personal watercraft, according to according to event organizer Rich Schineller.

The event was hosted to support Save Our Siesta Sand 2, a group opposed to the proposed dredging of Big Pass.

“We’ve got to take more decisive action against dredging Big Pass,” Schineller said.

In July, SOSS 2 began organizing support to take legal action against the city of Sarasota and the Florida Department

of Environmental Protection.

The event also brought attention to another issue facing Siesta Key neighbors, the reopening of a portion of Beach Road. Siesta Key resident Mike Cosentino filed a legal complaint against Sarasota County after commissioners voted to vacate the portion of Beach Road. He docked a boat advertising to keep a portion of Beach Road open to the public and handed out charter amendment petitions forms.

His goal is to have 15,000 petitions signed

by Sept. 3 to include the issue on the November ballot.

In honor of National Dog Day on Aug. 26, meet a few Sarasota dogs who earn their kibble.

MIMI

Age: 9 Breed: Miniature poodle Occupation: Adoption assistant at Cat Depot; Mimi’s responsibilities include letting cats sniff her out and familiarize themselves with their canine colleagues.

Fun Fact: Mimi lives at home with Cat Depot Executive Director Shelley Thayer and three cats: T.T., Jasmine and Simba. When she’s not mingling with cats and kittens, Mimi is practicing tricks with volunteers like giving high-fives and lying down.

“She helps move those cats into homes with dogs that otherwise wouldn’t be adopted,” Thayer said.”The first time we introduced her to a cat here, one leaped down off a ledge and came charging toward her. I was nervous until the cat stopped short and kissed her all over.”

Age: 3 Breed: German Shepard Occupation: Sarasota Police Department K-9 unit; Coti’s responsibilities include tracking, article and building searches, handler protection and apprehension work.

“We went through a 5,080 hours in K-9 school,” said Nicholas Dominis, Coti’s SPD partner.

Once a week Dominis and Coti go through 10 hours of additional training with other K-9 units.

Fun Fact: At home, Coti lives with two boxers named Mako and Bella. While the other two get riled up when the mail carrier visits, Dominis says Coti pays no attention to the visitor.

“As soon as I put my uniform on he starts pacing by my back door and gets excited,” said Dominis. “He knows that he gets to sit in the car and ride around with me for 10 hours.”

MISS FAY

Age: 14 Breed: Black Labrador Occupation: Avid reader and therapy dog; retired Southeastern Guide Dogs breeder. Her responsibilities include nodding along and nodding off while children read to her at Sarasota County Libraries.

Fun Fact: Miss Fay has mothered 10 litters of puppies for Southeastern Guide Dogs.

“When we first registered her as a therapy dog, I started going to nursing homes,” Kabinoff said.

“Then we started taking her to children’s classes.

She wagged her whole body. She saw those kids and could not believe her luck. She told me that she didn’t mind working in the nursing homes, but she loves working in the schools.”

utter balls and strikes were aplenty Wednesday night for the Greater Sarasota Chamber of Commerce Bowling Tournament at Sarasota Lanes.

Twelve teams composed of local businesses networked and competed for the change to claim the title of champions for the first event.

Dolly Jacobs of Circus Arts Conservatory takes her turn. The team for Circus Arts won third place overall.
