Firm failed on jobs promise, owes county $200K Government subsidies in exchange for jobs — in this case, not nearly enough jobs — is back in the news in Sarasota County.

The latest company under scrutiny is Sarasota Medical Products. The firm, which manufactures medical devices for wound care and infections, was a soughtafter startup in 2010.

The company chose Sarasota, and the county gave Sarasota Medical $360,000 in September 2010 in return for a promise to hire and maintain 61 full-time jobs by September 2015.

Sarasota Medical only hired 12 people in five years, falling 49 jobs short of its promise. Now, the business must pay back Sarasota County $4,016 per month for each hire it fell short on, said Jeff Maultsby, Sarasota County director of business and economic development.

The repayments start in July, though the overall figure could decrease if the company ends up hiring more people by 2018.

Even if $196,784 was returned, the county would have paid about $160,000 for 12 jobs — more than $13,000 per hire. The county revised its policy of paying subsidies in advance after giving Sarasota Medical and several other firms money.

Incentives are now contingent on hires completed.

The scale of the project was whittled down following input from residents. Developer revives plans for Payne Park Village Despite concerns surrounding the original plans for the School Avenue property, residents are optimistic that the revised development will be a better fit for its surroundings.

Another pre-recession project near downtown Sarasota has resurfaced as a developer has filed preliminary documents with the city to move ahead with plans for Payne Park Village.

Payne Park Village, located on 9.6 acres of land along School Road, was originally conceived as a large mixed-used project. Plans called for 238 residential units, 120,000 square feet of office space, 100 hotel rooms and nearly 20,000 square feet of retail space.

Those plans were met with resistance from residents of nearby neighborhoods such as Alta Vista. Despite that pushback, the city ultimately approved a development plan for the land in 2009.

The property went undeveloped until owner Ron Burks placed it on the market for $10.89 million in 2012.

On May 31, Houston-based homebuilder David Weekley Homes filed an application for a preliminary meeting with city staff regarding the project. The company listed itself as the contract purchaser of the property at 301, 325 and 601 S. School Ave., 8.7 acres of the original site.

David Weekley Homes appears to have a more modest vision for Payne Park Village. A letter from planning consultant Joel Freedman states the developer wants to revise the plans for the larger parcel, which was slated to include every aspect of the mixed-use project other than the hotel.

The revised plans include 133 single-family townhouses on the 8.7-acre “Parcel 1” (see map, above), the sole portion David Weekley Homes is contracted to purchase. In addition to removing the commercial and office space, that proposal includes more than 100 fewer homes than originally envisioned. The homes will be three and four stories tall, and each home will have a two-car garage, according to Freedman’s letter. The size of the homes ranges between 2,000 and 2,650 square feet.

David Weekley Homes has filed for a pre-application meeting with the city’s Development Review Committee and a community workshop regarding the project. Already, the developer has met with leaders from the Alta Vista Neighborhood Association to share preliminary plans.

Alta Vista residents were fierce opponents of Burks’ vision for

Payne Park Village, but neighborhood association President Larry Silvermintz said the group was more receptive to the revised plans.

“Some of the leaders did show enthusiasm in comparison to the prior proposals, which the neighborhood had opposed in the past,” Silvermintz said. “Still, the neighborhood has no official position at this point.”

Martin Frame, land acquisition manager for David Weekley Homes, declined to comment substantively on the project in advance of the meeting with the DRC. He indicated firm details on the project are still forthcoming, and that feedback from city staff would guide how the development proceeds.

There is at least one hurdle the builder must clear before the plans can move forward. David Weekley Homes wants to build the homes on lots smaller than the minimum 1,800-square-foot lot size required in the city’s zoning regulations. The developer must obtain approval from the city’s Planning Board to adjust those regulations.

Frame said he wouldn’t be able to divulge more information on the company’s plans for about 45 days.

“It’s complex,” Frame said.

“Until we get comments back from the city and really know what we’re working with, I don’t have a lot to say.”

Woman’s Exchange plans remain in limbo After the city turned down plans for expansion, the consignment shop is still weighing its legal options.

The city’s decision to reject the Woman’s Exchange’s plans for expansion could soon become the subject of legal action, according to both city officials and representatives of the nonprofit consignment shop.

At this point, however, it’s unclear what route the Woman’s Exchange will take — in part, because the city hasn’t yet formally rejected the plans in question.

On April 11, the City Commission voted 3-2 to deny the Woman’s Exchange’s proposal to build a 3,524-square-foot expansion at 526 Rawls Ave. Laurel Park residents appealed city staff’s decision to permit the expansion, arguing a planned loading zone on Rawls was incongruent with the surrounding neighborhood.

Since then, the city has not officially memorialized its decision to reject the expansion by passing an ordinance. According to City Attorney Robert Fournier, that’s a necessary step that must occur before the Woman’s Exchange could challenge the commission’s ruling in circuit court.

In an attempt to avoid a legal battle, Fournier has remained in contact with Robert Lincoln, legal counsel for the Woman’s Exchange. Fournier said that the city is willing to accommodate the store’s plans if the Woman’s Exchange is willing to forego the loading dock on Rawls. As a result, the city hasn’t yet shut the door on the proposed expansion.

“I have taken a position — if they decide they’d like to find a way to do the expansion but for the loading zone on Rawls, I would assist in any way to facilitate that,” Fournier said. “We would recommend whatever code adjustments are necessary.”

Lincoln said there haven’t been any significant developments from the Woman’s Exchange since the city rendered its decision. He said the shop’s preferred course of action should be clearer within the next couple of weeks.

“We’re evaluating the information we’ve gotten from the city to determine whether there’s somewhere else to go with it,” Lincoln said.

As the Woman’s Exchange continues to mull its options, Fournier said he intends to include a resolution formally rejecting the expansion on the June 20 City Commission agenda — barring any indication from the Woman’s Exchange that he should hold off.

“Sixty days have gone by,” Fournier said. “At some point, I’ve got to bring back a resolution.”

The members of the committee all support the implementation of paid parking in the city — so in that regard, they aren’t entirely representative of the general population. Still, the city hopes this group holds the key to successfully revamping Sarasota’s parking policies, avoiding the pitfalls of the past that led to citizen unrest regarding paid parking.

“Our approach is to involve the community and make sure there’s a multitude of different perspectives being considered when it comes to managing parking in the city,” said Mark Lyons, the city’s parking manager.

On May 23, the Parking Advisory Committee held its first meeting since 2014. The group is reconvening after the City Commission approved the Citywide Strategy for Parking Management, a 73-page report drafted based on input gathered from the PAC between 2012 and 2014.

That document addresses most big-picture questions about how the city can develop a sustainable parking program. It endorses the return of on-street paid parking, but it also outlines specific needs for eight districts with parking concerns that aren’t limited to the installation of meters on Main Street.

The reunion of PAC gives the group an opportunity to discuss the best way to actually implement the philosophies outlined in the strategy report. PAC Vice Chairman Carl Shoffstall is the president of the Lido Key Residents Association. Although

much of the attention regarding parking meters has centered on commercial shopping districts, Shoffstall thinks paid parking could benefit the crowded areas of Lido Beach, too.

“My work takes me throughout the state of Florida and out into Georgia, and there’s very few places where there’s not paid parking out on the beach,” Shoffstall said. “A lot of the money that’s collected out there can go back into the beach area for landscaping and stuff like that.”

It’s unlikely that paid parking on Lido will be a primary focus as the city works to phase in parking meters, but the PAC offers a platform for Shoffstall to share his thoughts. It also gives him the opportunity to vet the idea with the community at large. Would other Lido residents be open to paid parking? That’s a question the city wants to know the answer to ahead of time.

Lyons is working to recruit new members for the PAC, too. That’s partially because the group is missing representatives from areas such as St. Armands and the Rosemary District, but Lyons also wants to avoid creating a bubble around a group that’s spent years working toward consensus on parking issues.

Committee member Eileen Hampshire, a Palm Avenue merchant, says one simple way to verify the efficacy of paid parking would involve installing a small number of meters in a busy segment of the city.

“You’d certainly be able to tell if there was turnover or not,” Hampshire said. “If those were the only four empty spots, that’d tell you something.”

The board members are aware of the failures of the 2011 effort to institute paid parking downtown. Both Lyons and the PAC are focused on learning from those failures. By undertaking a more community-driven approach to parking, the group believes the public resistance to paid parking will significantly decline, as well.

“That’s not going to happen again,” Hampshire said. “This is a much smarter, wiser, better researched effort.”

On parking issues specific to downtown: “The most pressing concern is — if you look at the street, there’s very little turnover. You come at 9 in the morning, or 11, and it’s absolutely full. Where are the customers supposed to park? Personally, I think paid parking is a good idea. If you’re going to come to a gallery and buy a $5,000 painting, you’re not going to be scared of paying $2 for parking.”

On the odds of successfully implementing a paid parking program: “I’m optimistic. We’ve got Mark (Lyons) on our side. The people on the committee have made a huge effort to understand parking issues.

If we get this done, it’ll be a major achievement for Sarasota.”

On parking issues specific to Lido Key: “I am a proponent of paid parking out on the beach. My reasoning for that is, my work takes me throughout the state of Florida and out into Georgia, and there’s very few places that there’s not paid parking out on the beach. A lot of that money that’s collected out there can go back into the beach area for landscaping and things like that.”

On avoiding the issues of the past: “I was there through it, and the way it was rolled out — the equipment, the way it was handled — was very, very poor. This time going forward, we’re going to vet everything — equipment, as well as how it’s rolled out. Hopefully, after the year-and-a half we’ve taken to go through this study and develop this plan, we’re going to be a lot more organized. It needs to be a much better experience.”

Summer starts with storm on Siesta Tropical Storm Colin brought wind, rain and flooding — but no major damage — to the Sarasota area.

As Florida braced itself for Tropical Storm Colin Monday, Gail Aker and her two kids, Chloe and Carson Aker, were on the beach.

Chloe, 8, stood in the high surf while her brother, Carson, 6, climbed on rocks, leaning against the wind and pointing as the wind whipped sand in sheets across Siesta Key Beach.

Gail Aker stood away from the surf, holding towels and shielding her eyes from the sand. Her family wouldn’t usually go to the beach during a tropical storm, but she didn’t anticipate Colin actually making a significant impact on Siesta Key. As streets began to flood Monday afternoon, she admitted the storm’s impact took her by surprise.

“I really didn’t think it was going to be this bad,” Aker said.

“Usually we just get the winds and stuff.”

Like many Siesta Key residents, forecasts regarding Tropical Storm Colin didn’t prompt Aker to make any preparations.

Tree branches and minor flooding aside, the storm ultimately left Siesta Key relatively unscathed. Siesta Key Village was quiet by the time Andi Chappell sat outside the Local Bean Tuesday morning. She has lived on the key since 1991 and said she didn’t make any preparations, either.

“It’s just a little tropical storm,” Chappell said. “If it was a hurricane, I would — but not a tropical storm.”

Still, many visitors to the key made sure they had some of the basics before the effects of the storm hit the Key Monday.

“Locals were probably in pretty good shape, but people on vacation didn’t think about bad weather,” said Gary Wright, the manager of Morton’s Siesta Market.

“One lady came in saying her girls would be afraid of the dark if the lights went off in her condo,” he said.

by Tuesday morning.

Even the Key’s smaller residents escaped major damage from Tropical Storm Colin.

Kristen Mazzarella, senior biologist for the Sea Turtle Conservation and Research Program at Mote Marine Laboratory and Aquarium, said it’s going to take time to assess exactly how many turtle nests were washed out by the storm.

Sea turtle nesting season will reach its peak around the week of July 4, and Mazzarella expects new nests to be laid to make up for the number of nests washed out.

“It’s good that this happened at the beginning, because we have many more nests to be raised,” she said. “There weren’t as many nests out there to wash out.”

Although the owners of the Ringling Shopping Center have an October deadline for informing the city about their preferred plans for redevelopment, City Attorney Robert Fournier said last week he wouldn’t be surprised to get an update sooner than that.

His hunch was correct: On Wednesday, the Doyle Family Trust alerted the city that it wants to rezone the shopping center land, bringing the property in line with downtown regulations.

Last October, officials made it clear that changing the land to Downtown Neighborhood and Downtown Edge zoning was the city’s first choice. After eight months of review, owner Louis Doyle said the property owners reached the same conclusion.

“My thought was that we should get this process rolling, because we did our analysis and we figured out this option should be the best one for us,” Doyle said.

An October settlement agreement between the city and property owners included three options for the future of the land: n The owners could remodel or redevelop the current Ringling Shopping Center structure under existing zoning; n The owners could build a new structure under existing zoning; n The owners could develop

a new project under downtown zoning.

If the shopping center were redeveloped, it would bring an end to a protracted lawsuit following the 2013 denial of a WalMart on the property. Despite outspoken resident opposition to the Wal-Mart plans, Doyle said community input has helped guide the decision-making process.

“We’re not tone-deaf over here,” Doyle said. “We’re following what people are telling us and what the marketplace is telling us.”

It’s still not clear what will go on the shopping center property when it’s redeveloped. Doyle said the owners are looking at commercial and possibly residential uses for the land, but no longterm leaseholders are locked in.

The city has 240 days to finalize the rezone. Once that process is in motion, it should become easier to target tenants, Doyle said.

It’s also not clear whether the current owners will redevelop the land themselves or if a new owner might take on the challenge after the rezone is complete.

“We’re open to all things at this point,” Doyle said.

At the end of a meal at some downtown restaurants, you might receive more than just a bill. Businesses such as Patrick’s 1481, Louies Modern and Mattison’s City Grille are distributing cards with a stark warning: “Your kindness could kill.”

The messages are part of an anti-panhandling campaign spearheaded by Ron Soto and the Sarasota Downtown Merchants Association. In addition to the cards, businesses are also putting up posters in storefronts, hoping the message will spread.

Soto, president of the merchants group, helped launch the 2014 “Downtown Cares” campaign that placed anti-panhandling signs and donation boxes throughout the heart of the city.

He said the new campaign is designed to reach well-intentioned downtown visitors, highlighting the risks of panhandling.

The signs direct visitors to sarasotacares.net, a site that lists nearly 40 homelessness service providers in the region.

“The message is still the same,” Soto said. “Please, don’t give money out on the street.”

He acknowledges the previous campaign — built around a statistic that stated 93% of cash given on the street is spent on drugs, alcohol or other illicit activity — wasn’t universally embraced. It became the subject of a proce-

dural battle at City Hall, as opposition from Florida ACLU Vice President Michael Barfield led to the revision of the city’s regulations on sidewalk signs.

So far, Soto says he hasn’t heard any negative feedback about the new campaign.

He believes merchants can help educate the public about the pitfalls of panhandling. He wants to expand beyond the downtown area, reaching businesses in Southside Village, St. Armands Circle, Siesta Key Village and other areas with heavy foot traffic.

Soto said the Downtown Cares program generated about $150 per month for service providers through the donation boxes, but money isn’t the primary concern.

“The message is the most important thing,” Soto said.

“They’re less concerned with donations and more concerned about getting the message out.”

As economists who study parking have advocated for years, the Sarasota Parking Advisory Committee, in its new Citywide Strategy for Parking Management report, has recommended paid parking for downtown Sarasota in addition to plans for paid parking and a new parking garage at St. Armands Circle.

That would bring Sarasota on board with a trend going on in many cities.

Downtown, as well as Siesta Village and St. Armands Circle, suffer from a lack of parking spaces, and too many people blocking traffic trying to find spaces or waiting for one to open. Sarasota recognizes what so many other cities have found: As with most other goods, prices solve the problem of shortages and waiting in line to determine who gets a good.

Economists from Harvard to UCLA have pointed out for years that free parking has many hidden costs and causes congestion and problematic development patterns. The godfather of modern parking management, UCLA professor Don Shoup, wrote the book “The High Cost of Free Parking” and advises cities all over the world on how to improve parking. His recommendations boil down to: n First, cities should charge the right price for curb parking, so that about 15% of spaces are vacant. That way, drivers will always be able to find one or two open curb spaces per block, and no one will cruise. We can call this the Goldilocks price. If no curb spaces are vacant, the price is too low, and if many spaces are vacant, the price is too high.

If about 15% of the spaces are vacant, the price is just right.

Parking is like gasoline: Cars use it, so drivers should pay for it. n Second, cities should return all the increased meter revenue to the metered districts. The parking revenues can pay to clean and repair the sidewalks, light the streets, remove graffiti, plant trees, provide security and put utility wires underground in the metered districts. These public improvements will attract even more customers, some of whom will walk from the surrounding neighborhoods.

No one wants to pay for curb parking — that will never change — but if cities spend the revenue to pay for public services next to the parked cars, many people will begin to see the advantages of charging for curb parking.

The city needs to learn from its mistakes in 2011, when it installed and later removed meters for paid parking downtown.

I am delighted to see that city staff have built their recommendations for downtown parking on the foundation of Shoup’s recommendations. A crucial addition developed in many tourist-heavy cities is to provide offsite parking that is significantly cheaper and shuttle service connecting it to downtown locations — an element the city staff proposal includes.

A similar service for Siesta Village and St. Armands Circle would be crucial as well, allowing those with more time but less money to park where there is more room and ride a shuttle to their destination. The many available free ride shuttles on Siesta Key would help make priced parking in the Village much more viable, and a similar service is already planned for downtown.

Right now the city spends about $500,000 a year from the general fund to subsidize parking. Paid parking is more efficient and fair, and provides a source of funding for downtown improvements — a big step up from the status quo.

Of course, the city needs to learn from the failed attempt in 2011 to implement parking meters downtown. The system needs to provide options for people to find spaces and pay for parking via a smartphone app and to easily and simply pay at the curb for those who are not so high-tech. Simple, easy-tounderstand pricing with readily identifiable violations that makes for low-cost enforcement is ideal.

You don’t have to look far to see this kind of approach. Cities all over Florida charge for parking. I recently went to a lunch meeting in downtown St. Petersburg and when I parked on the street I quickly read the sign, downloaded the app on my phone and paid for my parking.

Paid parking is more efficient and fair, and provides a source of funding for downtown improvements — a big step up from the status quo.

As I travel the country on business I have done the same many, many times.

But the leader in parking management these days is San Francisco. SFPark uses real-time technology and management to price parking variably, shifting as neighborhoods get busier or slower. That ensures there are always one or two spots available every couple of blocks so people won’t block the streets looking for parking. And the price goes down when it is less busy to encourage people to come and park then. The money goes to improvements in the area, so merchants, shoppers, tourists and residents all see benefits from the parking fees. A recent study of SFPark by UC Santa Cruz found the parking program significantly reduced congestion.

Sarasota is very much on the right track with its proposed downtown paid parking plan. I encourage it to proceed and learn from the most successful efforts in other cities. I hope that it will also follow through on proposed parking pricing for St. Armands Circle, and that Sarasota County will explore how parking pricing can help Siesta Village. Paid parking can allow many more people to enjoy those places, patronize those businesses, and fund improvements to the priced neighborhoods that will benefit everyone.

the development would not bring congestion.

But not everyone opposed the plans. Siesta Pointe resident Ellen Ross applauded the possibility of a Whole Foods and does not believe traffic will be a problem.

“We like the idea of having the stores,” Ross said. “We want to walk there.”

Mathes expects construction to begin in spring 2017. But first, Benderson must obtain a special exception from the county to build an 85-foot-tall residential structure. The project also hinges on a special exception to increase the residential density of the site to 13 units per acre.

Currently, Benderson is allowed to build nine units per acre — a number SKA Publicity Chairman Joe Volpe believes is more appropriate.

“The project becomes more tolerable if density is cut in half,” Volpe said during last week’s meeting.

Mathes will hold two more public meetings on June 14 and June 30, at Pine Shores Presbyterian Church. He hopes bring the plan to the Sarasota County Commission for approval within a year.

“I hope we can be responsive to the neighborhood’s concerns and gain support,” Mathes said.

“We are absolutely going to move forward, however that plays out.”

Despite their skepticism about current plans, many residents believe Benderson’s engagement with residents is a sign the developer is receptive to feedback.

“It seems like Benderson wants to work with the community,” David Daniello said. “Otherwise, we would have the first projected plan.”

Representatives from mainland communities near Siesta also worried that the new development could clog access to the Key at Stickney Point Road, leading drivers to cut through their neighborhoods to bypass traffic.

A concept map of the development shows the addition of two stoplights — one north of the Stickney Point and U.S. 41 intersection and one west of the intersection — to control traffic.

Benderson has already conducted traffic studies in the area.

But Florida Department of Transportation spokesman Robin Stublen said his agency would need to do its own studies before making any modifications. FDOT will not take any action until plans are approved by Sarasota County.

“When we have a set of final plans in our hands, we can start our process up here, but not until then,” Stublen said.

Of the two proposed lights, Mathes told the Sarasota Observer that he is hopeful the light west of the intersection on Stickney Point Road will be added before Siesta Promenade opens. But he said it’s unlikely a light will be added north of the intersection on U.S. 41 because it would be just 750 feet from an existing light, and Florida codes require stoplights to be at least 1,320 feet apart.

Mathes insists the development will not increase traffic.

“You’ll never know the difference with our project in place,” he said. “What we expect to happen always happens on the roads, and we have seen that time and time again.”

But many at the SKA meeting scoffed when Mathes promised the packed parish hall at St. Boniface Episcopal Church that

Nikki Nilon gave with hands, heart The helping hands of Natalie “Nikki” Nilon were always painted with bright red nail polish.

On Sunday mornings, she used those hands for shopping, cooking and serving meals to the homeless. She was also known for her tireless support of Girls Inc., helping to empower young women.

“The interesting thing about her is that Nikki threw herself into the hands-on stuff,” said Rabbi Geoff Huntting, of Temple Sinai, where Nilon was a member.

Nilon, of Sarasota, died June 2.

She was 80.

Her husband, the Rev. Jim Nilon, established the Throne of Grace Charismatic Episcopal Church in Sarasota. Through the church’s ministries, the couple helped homeless individuals find housing and jobs and assisted many through addiction recovery.

The Sunday mornings the Nilons spent helping the homeless were sacred to the couple.

“They weren’t faceless people that she handed a cup of soup to or a sandwich,” Huntting said.

“She knew who the people were and called them by their first name.”

“She would go from working with a homeless family to a board meeting to a fundraiser,” Stringer said. “She was someone who could relate to everybody and have a passion for everything she was involved in.”

Nilon was preceded in death by her daughter, Lauren Pahos, and parents, Ruth and Isadore Baumgart. She is survived by her husband, the Rev. James Nilon; brother Irving Baumgart; daughter Robin Rash; son-in-law Ste-

ven Pahos; step-daughters Lisa Redding and Susan Nilon; grandchildren Shelby Rash, Maggie Pahos, Lainie Pahos, Will Pahos, Tara Redding, Sean Redding, and Quinn Nilon; nephew Bruce Baumgart; and cousin, Jean Zylber.

Girls Inc. Executive Director Angie Stringer remembers Nilon’s passion for helping the girls the organization serves.

“It was so important to her to work with the girls when they were younger,” Stringer said. “(She believed) that helping them now would prevent them from entering into abusive relationships.”

Stringer recalls Nilon coordinating tea parties for the girls to meet women in the community who were role models.

“In the time that I’ve known her, she brought so many people into Girls Inc.,” Stringer said. “It was really her mission to introduce as many people in the community to the organization.”

Girls Inc. board member and longtime friend Sherry Watts heard Nilon speak about how strongly she believed in the organization at a tea party in January.

“She made volunteering and donating money more fun than we could ever imagine,” Watts said.

“She was working on both ends of the spectrum. I don’t think I’ve ever been around someone who was more passionate about girls and women as we saw in Nikki.”

Nilon’s efforts were recognized in 2001, when she was honored with the Visionary award by Girls Inc. She also organized an annual luncheon for previous winners and honorees for the “She Knows Where She’s Going” Award to encourage women to stay involved with Girls Inc.

COMMENCEMENT COMMOTION 1:52 a.m. — 700 block of North Brinks Avenue Noise Complaint: After receiving a noise complaint, officers made contact with a man who said he was having a graduation party at the residence in question. Officers then contacted the man’s mother, who said she was aware of the party. The man said everyone would leave shortly and apologized for any inconvenience.

GASSED UP 2:33 p.m. — 1200 block of North Washington Boulevard Trespass: A man went to a business to return a vehicle he had purchased. He said he was supposed to get refunded $815, but the business only gave him $800. The man said that was the correct price for the car, but he had also put $15 worth of gas into the vehicle, and he wanted that refunded, too. An employee at the business said the man was causing a scene, and wanted him trespassed from the property.

The employee said the $15 in gas money was never part of the deal, and the business had no intention of paying him that money.

The employee said the man could file a civil lawsuit to get the $15 if he thought it was necessary. The man said he did not care that he was not welcome on the property, because he did not want to come back. He added that he would see the dealership in court to get his $15.

SIGN AWAY 2:29 a.m. — 2100 block of Ringling Boulevard Property Damage: An officer received a report of a man creating a disturbance outside of a fast-food restaurant. When he arrived, the officer noticed a stop sign in the middle of the road in front of the restaurant. The officer asked a man if he knew anything about the stop sign, and the man responded, “Yeah, I got mad at it and threw it in the road.” The man said he was angry because he felt the stop sign ran into him. The officer said the man was slurring his speech, had trouble maintaining proper balance and smelled of alcohol.

A witness approached the officer and shared a video from her cell phone in which the man was approaching vehicles in the drivethru, and screaming profanities at the cars. The video also showed the man approaching and harassing customers eating outside. The witness said she saw the man rip the stop sign from the ground and throw it into the street. The manager of the restaurant said he wanted the man trespassed from the property.

CAT DEPOT: THE LUCKY 13 Families who took in 13 cats known as the Baker’s Dozen come full circle for a reunion on National Doughnut Day. AMANDA MORALES COMMUNITY REPORTER

This baker’s dozen of delectably named cats can’t be contained in a box.

On Jan. 16, 2015, Charlotte County Animal Control removed 58 cats from a hoarding situation in a home. Many of the cats were ill or had infections in desperate need of treatment. Cat Depot accepted 13 of the worst cases in the group to rehabilitate. These 13 were dubbed the “Baker’s Dozen,” each named after doughnuts.

Many of the cats were missing teeth, partially blind and fighting off infections. As they recovered, their personalities began to emerge. After recovering, all 13 were adopted into homes.

On June 3 — National Doughnut Day — Cat Depot invited volunteers and friends to celebrate the reunion of some of the Baker’s Dozen. Not all of the cats were able to make the event, but those who did enjoyed a video, while their humans enjoyed doughnuts and reminiscing about how each cat has progressed.

Some adopters renamed the cats, while others kept their sugary-sweet names.

Volunteer Cathy Worster adopted Sprinkle. Originally, she thought the name Sprinkle was a

funny fit because he would sleep in his litter box but pee in his bed.

“He was the craziest one of the bunch,” Worster said.

Sprinkle only weighed 4 pounds when he first arrived at Cat Depot. He’s blind in one eye and has cloud vision in the other, but he’s perfectly content in the home Worster has made for him.

Katie and Mike Ross adopted Siya, formerly known as Jelly, about a year ago.

“We were looking for a cat that fit in with our other three cats, and she just did,” Katie Ross said.

Siya is a multicolored cat with a perpetual wink. She lost one of eyes to infection as a result of her prior living conditions.

Cat Depot employee Nancy Adamo and her husband Chris adopted Boston and decided to keep his doughnut-derived name.

“We’re proud of his heritage,” Chris Adamo said.

The Adamos give Boston special food because of kidney issues.

Boston was wary of people at first, but he’s improved and now loves to play.

From the Baker’s Dozen also emerged Cat Depot spokescat Bow Tie, formerly known as Glaze. Nancy Colby adopted him and transformed him into the spokescat and an ambassador for cats with special needs.

“They lost their tails, eyes, teeth — but not their hearts,” Colby said of the Baker’s Dozen. “These cats lived half of their lives in a terrible situation. We can start from now and give them a better second half of their lives.”

Escape Room Sarasota owners Luis Montanez and Jennifer Seavey were inspired to start their business after experiencing the adrenaline of escape rooms for themselves.

When a mouse finds its way out of the maze, there’s a piece of cheese at the end of the experiment.

When you and your closest friends find your way out of Escape Room Sarasota, you get a T-shirt. Simple enough.

But the puzzles and clues Escape Room participants discover during the 60 minutes they have to escape from the locked rooms aren’t so simple.

Escape Room Sarasota owners Luis Montanez and Jennifer Seavey were first introduced to escape rooms as players themselves in the Tampa area.

When they opened Escape Room at 6526 S. Tamiami Trail in March, they found there was no manual for setting up the puzzles or determining themes for the rooms.

Montanez and Seavey set the difficulty level of the puzzles, striking a balance between challenging and escapable.

The first of two rooms is the Cabin in the Woods scenario, where Montanez leads participants down a dark hallway to a room that resembles an abandoned cabin. As players make their way down the hall, Montanez can see their body language change from excited to intimidated.

“They come in and look around, and they notice it’s very creepy,” Seavey said. “As soon as the door closes, they’re on their own.”

Players have been known to tug on the closed door out of panic.

Eventually, the owners removed the handle from the inside to eliminate the temptation.

Once players are in the room, the real fun begins — for both parties. While players are locked into the four-wall room, Montanez and Seavey watch from a control room, giving clues and monitoring safety.

“We can tell if they’re going to escape,” Seavey said.

Inside each room is a TV screen where clues can be displayed to help players along. When players are ready for a clue, they flip a light switch to signal the control room, which cues the person in the control room to display a hint on the screen.

Through the cameras mounted in the rooms, Seavey and Mon-

tanez have witnessed great teamwork — along with total breakdowns in communication.

In one group of more than 10, most players spent most of their time trying to pick the lock; meanwhile, just a few focused on solving the puzzles.

In a group of co-workers taking part in a team-building activity, one person emerged as the leader — then wouldn’t allow the rest of the team to give input. That team barely escaped with seconds left.

“You see people’s true character when they come in here,” Montanez said. “Once they get in here, as soon as it starts, you can tell who’s the one that is going to be taking charge, because they show it right away.”

When a player who takes control immediately, Seavey and Montanez refer to him or her as the “dictator.” The success rate of groups with a dictator is low in the escape rooms.

Often, while adults overthink a puzzle, the young children in the room are the first ones to solve it.

“We can see them working it out and know, ‘Nope, that’s not it.’

The answer is right there in front of you,” Seavey said. “Of course we know the answer — we say to each other all the time when we’re in the control room, ‘They don’t know that.’”

The Island Village Montessori School first-grader had already watched the German National Team and New Zealand’s Sarah Walker, a silver medalist at the 2012 Olympics, make their way around the Supercross course, and now it was his turn to leave his mark on the new Sarasota BMX track.

Ollie tightened his neon green gloves and readjusted his helmet in preparation for the biggest ride of his young life.

Within a matter of seconds, Ollie was racing down the challenge ramp’s 20-degree incline and maneuvering his way through the first of several trial runs.

“The start ramp was fun!” Ollie said. “I was only scared the first time. After that it was like the normal start hill.”

Ollie is one of only a handful of people, including his father, Johan Lindstrom, who have been fortunate enough to test out Sarasota’s new track.

“If I would’ve had this growing up in Sweden, it would’ve been amazing,” Johan Lindstrom said.

“Knowing he can ride this track on a daily basis is a cool way to grow up. I’m looking forward to it.”

Construction on the $2.4 million project to transform the nation’s oldest motorcross park at 17th Street and Tuttle Avenue began last November and is expected to be completed next month.

Sarasota resident Johan Lindstrom, partner and CEO of EliteTrax Inc., and his team have been constructing the 1,400-foot state-of-the-art track since last November.

The 1,400-foot-long track combines a traditional BMX course for amateur riders with an Olympic Supercross course, which will be the site of the Union Cycliste Internationale BMX Supercross World Cup Oct. 8-9.

Johan Lindstrom, the director of Global SX Events Inc., who manages the UCI BMX Supercross World Cup on behalf of the UCI, and other officials first began discussing the idea of bringing the event to Sarasota about five years ago. Last July, the announcement made it official.

At that point, it was up to Lindstrom, partner and CEO of EliteTrax Inc., which is building the track, and his team to create a course that not only works for professional and elite riders, but also for those who are just starting out in the sport.

“Finding that level of balance takes a little bit of work, but I think we have a very good combination,” Lindstrom said.

During a race, eight riders line up at the start and by the time they reach the bottom of the ramp they’ll have reached speeds approaching 45 miles per hour in less than a second and a half.

From there, they’ll race across 8,000 yards of imported red clay dirt hills and three turns before crossing the finish line on the other side of the course.

“They’ll get up to speeds that they haven’t experienced before,” Lindstrom said. “Initially they are going to get tired, but this is going to set apart the Sarasota kids. We should see some fast kids coming out of Sarasota in the future.”

With the bulk of the work already finished, the project is now in the dress-up phase. Lindstrom and his team will spend the next month putting down sod, installing a fence and making a couple minor adjustments to the course itself.

The course is scheduled to officially open July 10. Following its opening, the Dutch National Team, the German National Team, the Latvian Olympic Team and the Colombian Olympic Team all will be heading to Sarasota to train for the 2016 Rio Olympics.

Not only does the track meet the standards of the Olympic course in Rio, but Sarasota also offers riders the opportunity to train in the same weather conditions they’ll face later this summer.

It’s hard to believe the same athletes I first covered when we launched a sports section in Sarasota in 2012 are now high school graduates. I still remember meeting many of you for the first time.

For Adam Bradtmueller, it was on the track helping lead Sarasota to another 4x800-meter relay victory. For Keri McMahon, it was in the Cardinal Mooney gymnasium, following in the footsteps of her older siblings, Hanna and Ryan, whose names are synonymous with Cougar athletics. Then there are Sarasota Christian’s Cheyenne Miller and McKenzie Lantz, who became the school’s most recognizable three-sport athletes.

I’ve watched you overcome adversity and develop into champions. Whether you’re off to play at the collegiate level or moving on, I wish you nothing but the best.

arely did a day go by this spring that I wasn’t greeted on my Twitter feed with another recruiting notification.

At Riverview High alone, more than 50 colleges spanning a plethora of conferences, including the SEC, Big Ten, ACC and MAC, visited the Rams during spring football.

The visits paid off for Riverview rising seniors Zahodri Jackson and Vince Sellers, who both walked away with scholarship offers.

At Booker, defensive tackle Kelvin Pinkney has offers from Western Kentucky, Middle Tennessee State and Tennessee State, while defensive lineman Tony Register landed his first offer from Indiana University.

Michael Cannon also got offers from Cincinnati and Middle Tennessee State.

“Some schools throw offers around like candy, and others are real slow and do their homework,” Riverview assistant coach Josh Smithers said. “This is definitely the time of year that offers are given out, though.”

A vast majority of players will be attending summer camps, whether it’s one held by a college or targeted at specific positions.

“I think it gives them a better opportunity to evaluate the young men when they have them live and in person, as opposed to

A

s Sarasota Military Academy cadets received their diplomas, they passed through an iron gate before stepping off stage Tuesday evening at Robarts Arena.

The iron gate at the foot of the stage is a symbol of leaving the protection of strength and integrity at SMA before embarking on adulthood for graduates.

Sarasota Military Academy Board Chairman retired Lt. Gen. Howard Crowell took a moment to introduce cadets to some of the founders of Sarasota Military Academy and to bid them farewell.

“The pebble in the pond has ripples that go on forever,” Crowell said. “Soar, go forth, conquer, good luck and Godspeed.”

ore than 500 graduates paraded down the center aisle of Robarts Arena June 4 during the Riverview High School commencement ceremony.

Before students moved their tassels from right to left, Principal Eric Jackson reminded them to persevere in their future endeavors.

“Never forget the lessons you’ve been taught,” Jackson said. “Embrace setbacks. Use these moments as building blocks for your next success.”

ooker High School Principal Rachel Shelley embraced each student as he or she stepped onto the stage for the commencement ceremony June 4, at Robarts Arena.

Shelley then asked students to stand as she called out their plans for after graduation. Students stood to indicate their plans to enter the workforce, vocational schools, the armed forces and college. At the end, all students were standing.

“Class of 2016, Booker High School has done all it could to prepare you,” Shelley said. “You are collegeor career-ready and now become productive members of our society.”

Rain can’t dampen Sarasota High commencement

T

he Sarasota High School commencement ceremony got an early start June 3, when thunder began to rumble.

Families and friends were still packing the stands of Charlie Cleland Stadium at Ihrig Field when graduates began marching to “Pomp and Circumstance.”

Principal Jeff Hradek announced that the ceremony would be condensed, with student speeches eliminated so graduates could receive their diplomas

before the storm arrived.

Somewhere around the letter “R” of the alphabetical lineup of graduates, rain started to fall, bringing a halt to the ceremony.

Some parents stayed to watch students receive diplomas in the rain, while others fled to the gymnasium, where they were reunited with graduates.

The ceremony resumed after the rain cleared, allowing students to cross the stage and for speakers to give their presentations.
