To get a parking garage on St. Armands Circle, leaders in the area are willing to pay up.

At a Sarasota City Commission meeting Monday, staff outlined two mechanisms it believes could help fund a garage project on North Adams Drive, both of which drew support from St. Armands stakeholders.

Staff is targeting the installation of paid parking and the creation of a special assessment district to pay for the garage, which comes with a preliminary $11.5 million cost estimate.

In April, commissioners endorsed plans for a Circle garage, which they hoped would address a parking deficit of about 320 spaces in the area.

City Parking Manager Mark Lyons said staff will gather more information during the summer to help crystalize the logistics of a garage project. Lyons suggested paid parking could be implemented both on the streets and in the garage, if it were OK’d.

Sarasota County has been named as a defendant in a lawsuit between Benderson Development Co. and a dredging contractor that claims it was never paid for more than $529,000 of work at Nathan Benderson Park.

Dredge America filed the lawsuit in the U.S. District Court for the Middle District of Florida against the county and Benderson, seeking compensation for the unpaid work and an additional $500,000.

The firm’s counsel has accused the two parties of breach of contract, violation of the Florida Local Government Prompt Pay Act and breach of the implied covenant of good faith and fair dealing, and requests a jury trial in the $1 million case.

The action comes two weeks after Benderson won a motion to dismiss a similar lawsuit Dredge America filed in Jackson County, Mo. Dredge America alleges that the county, which owns the park and funded improvements to turn the former borrow pit into a world-class rowing venue, paid Benderson for work that it performed, but the developer “wrongfully withheld” the payment.

“Now that Dredge America has retained local counsel it seems more likely that we will be able to have a productive discussion and resolve that dispute,” Benderson Director of Development Todd Mathes said in an email to the Sarasota Observer. “Regardless, Benderson Development will absolutely ensure that the county is held harmless.”

Urban Design Studio:

The long road to fixing sprawl The city’s planning team says widening roadways is a sign of tunnel vision, not a solution to congestion.

Karin Murphy, director of the city’s Urban Design Studio, wants to bring downtown character to a section of the city that has become increasingly suburban.

In the forthcoming revised city code the Urban Design Studio is producing, she hopes to create an environment that encourages the gradual overhaul of a sprawling eastern part of the city, anchored around a major intersection at Fruitville and Beneva roads.

During the month of May, the Urban Design Studio toured this portion of the city, visiting with neighborhood associations to examine specific issues they’re facing. Once these neighborhoods gathered at a May 28 meeting, however, their common threads became clearer — and a major link is the management of the land and roadway near Fruitville and Beneva.

concern for residents. A 2013 traffic study said the intersection fails to meet the city’s level of service standards and that five lanes need to be added for traffic to flow at an acceptable level.

For the Urban Design Studio, which has focused on getting people out of cars and encouraging the use of other modes of transportation, a wider road is the wrong way to solve the problem.

In addition to making the streets more imposing for pedestrians, Murphy said there’s no guarantee congestion will improve.

“If we want less cars, I always think of the analogy — if I want to lose weight, I don’t buy a pair of pants two sizes bigger than I already wear,” Murphy said.

The Urban Design Studio is instead working on changes that, over time, could lead to an overhaul of the area’s layout. The fixes are focused not just on the major roadway but also on improving the connections between the various residential complexes and retail centers nearby.

One area the Urban Design Studio concentrated on is the northwest corner of Fruitville and Beneva, a half-mile stretch with two shopping centers, anchored by a Publix and K-Mart. In addition to the obvious issues — the strip malls create a vast swath of parking lots facing the streets, a sin in the world of New Urbanism — Murphy lamented the internal road configuration of this land.

restricted. Residents who live just a few blocks away as the crow flies are required to travel more than a mile thanks to the street system in place. As a result, neighbors who might like to walk to the grocery store face a steep barrier to entry.

“There are a high number of vehicle miles traveled caused by the lack of the connectivity,” Murphy said. “We want to examine: How do you get that a little bit better?”

Murphy said the studio would reach out to property owners in the area to ascertain what they need to develop the land in a more pedestrian- and neighborhoodfriendly manner. Although connectivity improvements could be installed relatively quickly, the bulk of the transformation process would take time. Still, regulations that incentivize desired development over vacant land would help spur the process.

“If they see the incentives, if they see things that aren’t requiring complicated development agreements, they’ll get going,” Murphy said.

TRAFFIC TROUBLES

In addition to the redevelopment of vacant land, residents at the May 28 meeting asked how the new code would address the con-

gestion at Fruitville and Beneva.

Neighborhoods such as Glen Oaks Manor have complained about a high volume of cutthrough traffic in the area. The Urban Design Studio is looking to redesign neighborhood streetscapes — making lanes narrower and less inviting for drivers who want a quick alternate route.

The Urban Design Studio is also pushing the idea of an expanded public transportation network, advocating for long-term investments such as a potential streetcar system. That proposal didn’t sit well with some attendees, who had no plans to give up their cars and were interested in a more immediate solution to reduce their daily commutes.

Murphy said the desire is not to force residents to use modes of transportation other than cars but to provide a wider variety of choices. By gradually reducing the length of vehicular trips — and eliminating some altogether — the net effect would also benefit those residents who continue to rely on their cars.

“I don’t want to ever say we’re not having cars,” Murphy said. “If you think of it like a food pyramid, right now, the pyramid is out of whack. What we want to do is reduce vehicle miles traveled.”

HOW TO UNDO SPRAWL The Urban Design Studio has a series of guidelines for how it can help transform a sprawling area: n Connect streets to improve the overall grid; n Create a mix of uses; n Construct buildings with shallow setbacks, not ones that sit behind large parking lots; n Create a diversity of housing types in the same neighborhood; n Increase density to support more amenities and transit; n Design roadways with pedestrians, cyclists and transit users in mind; n Make transit service comfortable, frequent and dignified.

Since then, the most significant activity undertaken regarding the property has been a series of lawsuits contesting the city’s decision.

Atwell wants to change the momentum surrounding the Ringling Shopping Center. At the last two City Commission meetings, she’s called on the city to do what it can to kickstart development in an area she feels sorely needs it.

“I feel that it’s been an eyesore for much too long in this community,” Atwell said. “Sarasota’s better than that.”

At those commission meetings, Atwell asked city staff to investigate how the property could be rezoned to allow for mixed-use redevelopment. She asked about the possibility of setting up a

workshop to get input from residents in the area, too — some of whom opposed the Walmart project, leading to its eventual rejection.

Although Atwell voted in favor of the Walmart plans in 2013, she knows that it is no longer a viable option. Still, she’s hopeful the right circumstances will bring Doyle back to the table — and will get the right project in place at the shopping center.

“We can get an urban village,” Atwell said. “We can get residential, a grocery store, maybe a drug store.”

RALLYING SUPPORT

Around the same time Atwell made her initial remarks at City Hall, a Facebook page surfaced, titled “Revitalize Ringling Shopping Center.”

The page gives no indication of who’s behind the effort — the only information provided says the page is intended to show support to “replace the eyesore with business and jobs!” Nevertheless, in just two weeks, it’s gathered 345 likes from people ostensibly in agreement with the message.

It turns out, the person behind the Facebook page is the man who owns the shopping center — indirectly, at least. Doyle has hired Sarasota-based public relations firm Three Six Oh PR to organize those who support the redevelopment of the shopping center.

“I think what happened last time is there was a very vocal minority of people that were speaking out against plans for the property,” Three Six Oh President Candice McEleya said. “We want to give a platform to the majority.

Most of the people want something to move forward there.”

Both Atwell and McEleya said they were unaware of each other’s efforts but were excited to hear that support existed elsewhere for revitalizing the shopping center. They also believe people nearby would welcome a project to replace the largely vacant strip.

“We’re hearing from a lot of business owners that are right in that area across the street on Ringling,” McEleya said. “They want something that’s going to bring more people to the area.”

ongoing lawsuit challenging the city’s site plan denial, the second such lawsuit Doyle has filed. He’s also notified the city he intends to make a claim under the Bert J. Harris Private Property Rights Protection Act, a state law that allows property owners to file claims when governmental bodies “inordinately burden, restrict, or limit private property rights.”

At the June 15 City Commis-

sion meeting, City Attorney Robert Fournier plans to discuss the ongoing litigation, the Harris Act claim and the city’s options for settling the dispute with Doyle.

He’s optimistic that a workable solution can be reached, potentially including comprehensive plan and zoning changes to allow for a wider variety of projects at the site.

He believes Doyle is under a false impression that residents will oppose any development he proposes for the property.

“I don’t think the neighbors are necessarily opposed to everything,” Fournier said. “I think they want it to be in accordance with the downtown code and New Urbanist principles.”

For Atwell, who believes residents are eager to see something, the redevelopment of the Ringling Shopping Center would be a catalyst for growth in an area just east of downtown. All the city needs to do is begin taking steps in the right direction.

“This could change the whole dynamic of that neighborhood, of Payne Park, of the city and county,” Atwell said. “It all ties in.”

Harvey Vengroff’s plans to inject affordable housing into the city of Sarasota may be smaller than he originally envisioned, but the outspoken entrepreneur thinks the project now has a better chance of breaking ground.

The city’s Development Review Committee reviewed plans Wednesday for a 400-unit apartment complex on Audobon Place, just northwest of Fruitville Road and Lime Avenue, where Vengroff had originally intended to include up to 800 apartments.

“There were a lot of people who turned out who seemed to be for the project and for affordable housing,” Vengroff said.

But a deficit in parking requirements remains an issue.

Although the city requires two parking spaces per unit, Vengroff’s planning representative Joe Barnette said the developer could charge $600 for renters without a car and an additional $50 for those with vehicles to incentivize alternate modes of transportation.

Vengroff said he hopes to shed some of the industrial property he owns to raise the $30 million needed for the five-building development, while the project will advance to two neighborhood workshops.

“I can’t imagine too many people being against affordable housing,” Vengroff said.

County prepares for the $200 million question PROJECT COST

Sarasota County is preparing to ask residents for more property taxes over the next 30 years or so, in a referendum to pay for four major construction projects.

“At this point, really early in the game, we’re looking at about a $200 million referendum,” said Assistant County Administrator Steve Botelho, who oversees the county’s office of financial management.

During a budget workshop this month, commissioners directed staff to proceed with plans for a $106 million public safety campus for the Sarasota County Sheriff’s Office, a $14 million central energy plant replacement in downtown Sarasota, a $35 million fleet maintenance facility for the county and Sheriff’s Office and a $19 million update for the R.L. Anderson Administration Center in Venice.

Botelho said those numbers are preliminary and don’t all include land acquisition costs. Despite the hefty price tag, he said he expects the measure will be palatable to voters because the projects are much needed, and at least two concern public safety.

Sheriff Tom Knight has been lobbying for more than five years to expand his facilities that provide about half the necessary capacity for staff. Knight said the projects are crucial — especially considering that the Sheriff’s Office would lose millions of dollars of vehicles and tactical equipment if a hurricane were to hit — leaving it unable to fully coordinate a disaster response.

“We would be paralyzed,” Knight said. “There’s no doubt about it.”

Early this month, Botelho and his staff will meet with other departments and representatives from the Sheriff’s Office to hone in on more accurate cost estimates. Then comes the public education process, which Botelho and Knight said are the most important aspect of the referendum process.

The county may spend money on fliers, but because the ballot question will be asked during an on-cycle election, in November 2016, it won’t incur the cost of roughly $500,000 for a special election.

his staff with educational materials to present during public addresses. In addition to printed materials, the county’s communications department could also produce video features to assist in the education process.

If the price tag of the construction projects remains at $200 million, the county will levy an additional .2285 mills, but that number will fluctuate based on the debt service the county owes and property values — meaning it would likely fall given current trends. That means the owner of a $200,000 home could expect to pay about $45 above their current property taxes.

“It’s kind of a relief that we’ve gotten it to this point,” Knight said. “It’s important for the next 50 to 60 years to have these facilities.”

Mote Marine Laboratory and Aquarium CEO and President Michael Crosby is still determined to find a space for a new aquarium in Sarasota, even if it’s not on the water.

Crosby told the Kiwanis Club of Longboat Key at its May 28 breakfast meeting that moving the aquarium to the mainland is still a top priority.

“Moving the aquarium off a barrier island is important for a number of reasons, most importantly for accessibility to visitors,” Crosby said. “We need to establish a 21st century facility that has access to a much broader segment of the state.”

In September 2014, Crosby began a campaign to secure bayfront space for a new aquarium on land near the Van Wezel Performing Arts Hall. Crosby wanted an endorsement for its plan from the Sarasota City Commission to begin securing funding and design work for a new site.

But the city commission dashed Mote’s plans in a 3-2 vote in October 2014, when it declined Mote’s vision for growth in that location.

Mote Marine Laboratory and Aquarium CEO and President Michael Crosby said May 28 that Mote’s City Island campus “is bursting at the seams,” and plans for a relocated aquarium site are still underway.

Asked if he expects to ask the commission for another vote of confidence for a new aquarium, noting the vote could go the other way now that a new commission is in place after a recent election, Crosby said: “Mote stays out of politics. But I can tell you that we continue to look at sites, and I discuss potential sites for Mote in Sarasota with property owners on a regular basis.”

Asked if a new aquarium site has to be located on the bayfront, Crosby said it does not.

“It doesn’t have to be waterfront for an aquarium attraction,” Crosby said.

said, would remain as Mote’s spot for research.

“It’s the best site I’ve ever seen for a research center,” Crosby said.

Crosby also outlined a plan for a comprehensive campaign for the future of Mote called Oceans of Opportunity, which is working to raise $50 million.

The money will be used to boost its number of doctorate scientists from 35 to 45 and expand Mote’s local and global impact.

The only capital project for the campaign is to build a new research facility in the Florida Keys. The new aquarium is not a part of that campaign.

Although the broad public engagement undertaken by Sarasota Bayfront 20:20 has been toned down since late last year, the group tasked with developing a vision for city-owned waterfront land is still moving forward.

The group held its last meeting before the summer Friday.

To give stakeholders perspective on the site, the group completed a walking tour of the 42-acre swath of bayfront. Now, the work surrounding the bayfront land consists of three distinct efforts.

A technical team, made up of city staff, is compiling data on the site, gathering environmental and other logistical information.

At the same time, Sarasota Bayfront 20:20 leaders will research best practices for designing, funding and managing the eventual project, the details of which are still undetermined.

Meanwhile, the Sarasota Orchestra and Van Wezel Foundation are conducting needs assessments, which will help map out their plans for growth. Representatives for both organizations said success has left them eager to expand.

“We have no room left in our building,” Sarasota Orchestra CEO Joe McKenna said. “We can’t even add another staff person.”

The group plans to synthesize all the information in September, allowing it to create a more comprehensive roadmap for the bayfront’s redevelopment.

More Medicaid: Federal ransom T he call of media editorialists, state senators and altruists for expanding Obamacare’s Medicaid program in Florida remains a cacophonous drumbeat of pots and pans.

The clanging — aimed most at the Florida House leadership and Gov. Rick Scott — will not stop. The letters to editors — where the most vocal altruists speak up — are just as noisy. From one we saw last month, typical of most: “Out of compassion, I believe most Floridians would gladly see their federal tax dollars provide health care for 800,000 Floridians too poor to buy health insurance.”

That’s always the argument in favor of Medicaid expansion: We’re already sending our tax dollars to Washington, so we deserve and are entitled to get that money back to provide health insurance and medical care to 800,000 uninsured Floridians.

As an aside, we can’t help but wonder about those 800,000 uninsured Floridians. They are always depicted as being unable to afford health insurance.

Really? Or is it a choice? How many of those 800,000 Floridians have consciously chosen not to purchase health insurance instead of something else?

How many are paying multiple cellphone charges? Cable TV? Payments on a late-model car? All those are choices.

But that’s a topic for another time.

Let’s go back to that compassionate Floridian who, gladly, would like to see the federal tax dollars Floridians pay come back to Florida to insure those 800,000 uninsured.

For starters, we’ve come across a few sources that show Florida is a net receiver of federal tax dollars, not a net donor (wallethub.com and ritholtz. com; you should take a look). Contrary to what many believe, we apparently are

already getting more than our share.

At the same time, Florida TaxWatch, also a credible source, has produced annual reports about how Florida consistently is not getting its share. Florida ranks near the bottom among states in the amount of federal grants per capita it receives each year. TaxWatch always argues that we should demand our due.

But these federal grants, e.g. Medicaid is one of them, are a form of federal bribery and extortion that are ruining a crucial part of the amazing government system the Founders created and tearing apart the fabric of our republic of states.

That crucial part being destroyed: fiscal federalism.

Two researchers at George Mason University, Veronique De Rugy and Stefanie Haeffele-Balch, explain fiscal federalism as “the idea that, acting under some federal constraints, states should set their own economic policies rather than follow directives from the central government.” In short, fiscal federalism increases competition between states.

“If states differentiate themselves on the basis of taxes, spending and regulation, Americans have more freedom to decide the rules under which they live,” explain De Rugy and Haeffele-Balch. “If citizens are dissatisfied with the state in which they reside, they can register their discontent by voting with their feet and moving to another jurisdiction.

This competition for residents helps keep lawmakers in check, giving them an incentive to keep taxes, regulations and other intrusions modest.”

But over the past four decades, federal lawmakers increasingly have eroded this competition, mostly through the federal grants-in-aid system. This is when the federal government centralizes control over the states by taking your tax dollars and then telling your state that it will give your state’s money back — but only if the state follows the central government’s rules.

As Christopher Conover, a research scholar at the Center for Health Policy and Inequalities Research at Duke University, wrote last January, “This is terrible politics and terrible fiscal policy.”

And that is exactly what expanding Medicaid is all about. Conover

described it perfectly in a 2,800-word essay under the title: “Mr. President, if you believe in fairness, why did you make Medicaid expansion so unfair?”

Conover made three conclusions about the expanion of Medicaid and Obamacare. One of them was: “Obamacare favors states that put self-interest ahead of the national interest.”

Conover summarizes the results perfectly when he writes about whether states should or should not expand Medicaid: “… If other states proceed with expansion and we do not, it makes us look like suckers left holding the bag while everyone else snags the goodies tossed around by Uncle Sam. “Encouraging the citizenry to pick each other’s pockets certainly is not going to enhance the odds of more civil discourse. Quite the contrary: It’s going to result in a race to the bottom as every state is incentivized to make very certain it gets its ‘fair’ share of the spoils. Thus, whether you characterize the offer as a bribe (to do Uncle Sam’s bidding) or ransom (Uncle Sam has your money, so come get it or lose it), this movie is not going to have a happy ending.”

Not at all.

Nonetheless, all of the “compassionate” Americans advocating the expansion of Medicaid nationwide remain unconcerned that those federal Medicaid dollars that come back to the states will pile on top of an already unsustainable social welfare system and are increasing the national debt every year, every day, every minute. As the accompanying graph shows, all federal entitlements and the interest on the nation’s long-term debt consume 75% of ever dollar spent.

What’s more, the federal government already is borrowing 14 cents of every dollar it spends. And then the Congressional Budget Office is forecasting the nation’s interest payments will double in five years — from $251 billion a year to $746 billion. That’s on top of the growth that will come from expanding Medicaid, offering subsidies on health insurance through federal exchanges and the explosion in Social Security and Medicare that is coming from aging baby boomers.

All of that money must come from somewhere. If you were a 25-year-old and cared about your future standard of living and the taxes you will be paying to cover today’s generations entitlement benefits with your future earnings, it would be difficult to think the future looks anything but bleak.

This is the argument against Florida — and every state — succumbing to Washington’s strong-arm tactics to expand Medicaid. When put in the context of our duty to leave our nation better off than we had it, expanding Medicaid is morally wrong.

And we didn’t even go into the human side of the issue. In Conover’s analysis of Medicaid expansion, his research concluded two other points: • “Obamacare favors able-bodied adults over pregnant women, infants, children and those who are elderly or disabled.

• “Obamacare gives the most vulnerable the lousiest coverage.”

We’ll save those for another day.

Suffice it to say the evidence is ample that Big Brother’s Affordable Care Act is not the answer to America’s health care-sytem ailments. In the good old days, the Founding Fathers would have left that to the states to address. That’s what the Florida House leadership is trying to do.

Aside from Louisville, similar changes have been successfully implemented in Nashville and Jacksonville, cities and counties much larger than Sarasota.

Sarasota County has started some consolidation, but this could/should be accelerated — for instance, either complete or being considered, 911 dispatching; some maintenance issues; fire departments.

Does it make any sense that the Sarasota Police Department and Sarasota County Sheriff’s Department are within two blocks of each other, and yet the sheriff’s officers do not patrol the city?

Sarasota has a great opportunity in front of us at the Bayfront with the 20:20 initiative and advancing our performing arts infrastructure. Yet this fissure between the county and city is already having a negative impact on potential funding.

As citizen voters and as elected officials we need to challenge the old and ring in a new form of governance.

Dear Editor: The Sarasota Observer’s article on “The Great Divide” May 28 was informative, insightful and should cause dismay for the citizens of Sarasota — city and county.

We are a county with fewer than 400,000 citizens but with huge potential. Merely 30% of the voters reside in the three largest cities of North Port, Venice and Sarasota, with the city of Sarasota representing only 13% of the county.

Isn’t it simply common sense that in a county our size — smaller than most cities — that what is good for the county should be good for the cities within, and what is good for the cities within should be good for the county?

The fact that there are egos, at cross purposes, should be eliminated immediately.

A few years back, The Argus Foundation sponsored a visit from Jerry Abramson, former mayor of Louisville, Ky. (then lieutenant governor of Kentucky and now working in Washington, D.C.). His message was the county and city of Louisville had been at odds and eventually initiated a unitary form of government — doing away with one layer. All indicators suggested this was good for growth and the taxpayers.

SWING AND A MISS 5:50 p.m. — 3200 block of North Tamiami Trail Fight: A man received a text message from another male, challenging him to a fight in an ongoing dispute regarding a woman.

The man met the other male at the parking lot of a bank, at which point they began fighting. The man reported that, during the altercation, the other male pulled out a baseball bat, hitting him in the arm and then breaking out windows in his car.

The other male admitted to his involvement in the altercation, but said he only used the baseball bat out of self-defense when one of the man’s friends began swinging a rifle at him. Both men said they did not wish to press charges for the incident.

SQUATTER’S WRONGS 6 p.m. — 3200 block of South School Avenue Trespass: A man reported that someone illegally entered a vacant property he owns. The man discovered footprints on the floor and synthetic marijuana on the windowsills.

A nearby resident said she saw two youths walk around to the back of the house recently, which she thought was unusual. The property owner asked for extra patrols around the area.

CAR CRISIS 2 a.m. — 1100 block of Patterson Drive Criminal Mischief: Earlier in the night, a woman called police about someone threatening her and threatening to throw a brick at her vehicle. When the woman woke up, she looked at her car and saw someone had scratched the paint on the front bumper.

The woman believed one of two people was responsible, though there were no witnesses.

YOUTH OPERA: Summer school on stage CONTINUED FROM PAGE 13A

“I didn’t really understand opera, but I had been taking voice lessons, so, like an arrogant 8-yearold, I thought I could sing,” says Katherine, now 14 and entering ninth grade at Booker High School.

But when it came to singing opera, she had a lot to learn.

Which is exactly what she did. At the end of three weeks, Katherine left knowing more about how to control her voice, how to sing in other languages and even how to produce an opera.

She liked the experience so much, Katherine encouraged her classmate and friend from ballet, Samantha Lane, to attend the camp with her the following year.

Katherine and Samantha both say the camp has helped them develop more confidence.

“If I could come here instead of school, I would do it,” says Samantha, 14, who is also entering ninth grade at Booker. “We’ve had so many conversations about starting an opera academy and just to send us here to work and to teach us.”

The Youth Opera Program has inspired Sarasota’s musically inclined youth since 1984. Centered around a full-scale professional production during the opera’s main stage season each fall, the Sarasota Youth Opera takes all interested students (no auditions necessary) and teaches them the basics of opera singing, acting, production and history.

Three weeks of camp is just the start. If the opera camp staff does its job, it will spark a lifelong appreciation of opera.

“They’re sponges at that age, and the possibilities are endless,” says Plocher. “They could go a million different directions.

Through the program, our end goal is not that we’re going to turn out a whole class of opera singers or the next stars of opera. Our goal is turning out really good leaders and young people who feel confident in what they’re doing and who they are as people.”

The camp provides a supportive yet competitive environment in which students are pushed and challenged to improve.

“Opera kids are intelligent and really smart having to learn about different cultures, music and languages,” says Samantha. “But more than that, you learn and gain knowledge and become more aware of other people. It’s not just about you in the spotlight.”

For veteran campers Katherine and Samantha, the best part of camp is seeing new students fall in love with opera the same way they did.

“The new and young kids hit that level during their time being here, and they just realize that they love opera,” says Katherine.

director Jesse Martins and manager of educational activities Ben Plocher (affectionately known to the opera kids as “Maestro Jesse” and “Mr. Ben”), the two will help lead a production of Hans Krása’s “Brundibár” and welcome a new batch of students into the world of opera.

“If you’re new, you get adopted into this family very easily,” says Katherine. “You might be nervous the second you walk in, but after that, it’s all good.”

The three-week camp in June is a crash course in opera. It features 70 to 80 students ranging in age from 8 to 18.

Five days a week, students learn the foundations of operatic singing, culture, production, history and performance from Sarasota Opera staff. Students ages 8 to 10 have shorter -length classes limited to mornings; older students are at the opera house all day.

This year, from June 8 through June 26, the opera camp class will spend approximately 90 hours learning in camp. Though it’s offseason, staff members such as Martins, Martha Collins, Francesca Macbeth and Greg Trupiano teach them the basics of music, acting, history, story and producing their own opera.

Encore performances Robert Levin will step down from his role as organizer of the Sarasota Music Festival in 2017, after 10 years of leadership.

The Hyatt Sarasota will turn into a mini-campus conservatory in June when the 60 college-aged students participating in this year’s Sarasota Music Festival check in.

The students will convene under the guidance of 40 professional and veteran musicians (some of whom are festival alumni) for a more than twoweek-long dive into music study, practice and performance. The result will be a 100-person musical supernova of musicians both young and experienced.

The dean of the campus is Robert Levin, 67, who has served as artistic director of the festival for nearly a decade and taught in it for 35 years.

But even after decades, Levin treats his job with the urgency of a new teacher.

“We try in every encounter with a student to do life-changing things,” says Levin. “We have a critical responsibility and an emotional and dramatic responsibility in teaching these students, and the amount of progress that can happen between coaching and the final performance can be enormous.”

The next two festivals will be

Levin’s encore performances as organizer.

Levin will take on an emeritus position beginning with the 2017 festival. He will continue to serve as a faculty member and adviser.

A committee similar to the one used to recruit Sarasota Orchestra Artistic Director Anu Tali is searching for festival’s new artistic director.

Joseph McKenna, president and CEO of Sarasota Orchestra, the parent company of the festival, praised Levin’s leadership.

“Bob Levin is unparalleled in his musical brilliance as a teacher and a scholar,” McKenna says. “I think single-handedly, his musical prowess and his extraordinary abilities is in and of itself a legacy.”

Levin took over the organizer role a decade ago from Paul Wolfe, former artistic director of the orchestra, who founded the festival in 1965 and ran it for 40 years.

What started as a one-week summit 50 years ago now requires organizers to sift through nearly 500 video auditions from conservatory and college students from throughout the globe.

Levin became a visiting faculty member at the festival in 1979.

After becoming director, he led the festival through the recession and a reorganization that reduced the number of students from 90

Woody Guthrie: An American Odyssey MARTY FUGATE THEATER CRITIC

“Woody Sez: The Life and Music of Woody Guthrie” is now playing at the Asolo Repertory Theatre. The title speaks to the scale of the ambition — like saying “Einstein Equates: The Life and Physics of Albert Einstein.” This is no mere song revue or a by-the-numbers biography. It easily could have been. But creators David M. Lutken (who plays Guthrie) and Nick Corley (who also directs) had something else in mind.

Their musical tracks the folksinger’s life from his hardscrabble youth in Oklahoma and Texas to the Dust Bowl exodus, to his sharp turn to the left in California and battles with radio stations in New York City — and literal battles when he enlisted in World War II (and slapped a “This Machine Kills Fascists” sticker on his guitar). It’s a long, strange trip with a cruel ending worthy of a “Twilight Zone” episode.

The fat cats and the Dust Bowl didn’t get him, but Huntington’s disease did. That hereditary, degenerative muscular disease took Guthrie down in his final years. By the 1960s, he couldn’t move or speak. It was the era when Bob Dylan and other singer-songwriters were walking his road. And he couldn’t even make any wisecracks.

Lutken and Corley’s musical unfolds this odyssey in Guth-

rie’s own words, taken from his “Woody Sez” column in “The Daily Worker,” his autobiography and other sources. You don’t simply hear Guthrie’s story; you hear his voice.

Songs, too. (That goes without saying, but I decided to say it anyway.)

The 35 songs include “This Land is Your Land,” “So Long, It’s Been Good To Know Yuh,” etc. Most of us know these tunes by heart — or the nonradical portions, anyway.

Guthrie’s songs are crowdpleasers — but this musical isn’t out to please the crowd.

There’s no applause bait, no emotional manipulation. The musical places Guthrie’s songs in context. And always puts the story first.

That’s not to say the music is shortchanged. Lutken plays a mean guitar — and a Dylanesque harmonica, too. He’s backed up by three amazingly talented performers: Helen Jean Russell, Darcie Deaville and David Finch. They tackle autoharps, dulcimers, banjos, stand-up bass, violins (aka fiddles), mandolins, guitars, spoons and instruments unknown. And turn on a dime from duets to solos to quartets in Lutken’s fast-paced musical direction. Great music. But never just music.

Guthrie’s songs themselves are stories. Packed with truth.

The three supporting singer/ actors take turns as various characters — Will Geer, Pete Seeger or Guthrie’s mother as the story dictates. Fine actors, yes. But most of the time, they’re just cranking out the music. The first-person narrative is on Lutken’s shoulders.

And he can act as well as he can play. The long, lanky Lutken looks and sounds like Guthrie.

Since he began volunteering with the program, Epstein says he’s learned as much as the young men he mentors. The most valuable lesson?

spring training game in March and took about 200 kids. It was a Sunday and I went with the guys I mentor. I typically meet with them on Monday and Tuesday, so I figured they’d skip meeting the next week since we were going to the game. The game finished, we were saying our goodbyes and they start going over their schedules for the week to find a time to get together. It was amazing to me that they wanted me to be a part of their week as usual. I’m a part of their life and they are a part of mine.

Achievers meeting, there were five students and mentors that all spoke, and my two guys were a part of that. Everyone there was blown away by all five stories. The kids got up there with such poise while speaking. At the end of my guy’s talk, he said he had made a best friend in me. Wow. That just floored me — how rewarding is that? That’s what drives me.

the guys I mentor involve seeing their excitement as they tell me or text me about making an A on a test or being named the employee of the quarter or that they just set the record for number of sales in a month. Or the pride Coy had of showing me his 401k statement, or hearing their determination and passion about wanting more for themselves and their families and even being determined to be a great father some day.

IT JUST really stops and makes

you think. From that I think I’m kinder, more compassionate, more sympathetic and less judgmental. It’s important to remember that no matter who you meet, you don’t know their story.

MY PURPOSE is both to impact more kids and to encourage others to volunteer and get more involved. I’ve been asked to speak about my experience and I try to encourage people, to help them understand how impactful this is for their lives and yours. The saying “the more you give, the more you get” — I now understand what that means.

he 2011 football season was a memorable one for Drew Lascari. Then the offensive coordinator for national powerhouse Don Bosco Prep, in Ramsey, N.J., Lascari coached a team that enjoyed both an undefeated season and a national championship.

But a hard-fought victory over the Manatee Hurricanes stands out.

“Those were some of the most talented and toughest players I had seen,” Lascari says. “I knew then that there was talent in the Sarasota-Bradenton area.”

Lascari will work directly with the pool of talent he recognized years ago as Cardinal Mooney’s new head football coach.

In his first head coaching position, Lascari replaces former head coach Josh Smithers, who is now an assistant at Riverview. Lascari wants to incorporate the knowledge he gained at Don Bosco: “Toughness is a teachable trait,” he says. “The most important thing is putting them in as many competitive situations as possible on a daily basis and letting them learn how to win and respond to losing.”

“I saw how a top-notch organization is run, from the classroom, to meetings, to the weight room, to fundraising,” Lascari says.

A native of New Jersey, Lascari’s father, Roland, was the team physician for the local high school, and his older brother, Matt, played wide receiver.

Lascari played quarterback at Pequannock Township before going on to the State University of New York at Cortland, where he transitioned to wide receiver.

After graduating in 2006 with a bachelor’s degree in health sciences with a concentration in predentistry, Lascari began training players part time while studying for the Dental Admission Test.

Soon, he questioned whether he still wanted to be a dentist.

“I got such pleasure and exhilaration out of (training those players) that it started to make me wonder what to do with my life,” Lascari says.

Lascari had been working with Don Bosco Prep Ironmen coach Greg Toal, who in 2010 hired Lascari as an assistant coach.

In March, Lascari visited his parents in Lakewood Ranch and drove past Cardinal Mooney.

After his visit, Lascari learned the head coaching position at Cardinal Mooney was open, so he applied and was soon hired.

He won’t be able to relocate for a few weeks, but he plans to have his full coaching staff in place next week, which he hopes will include his brother, who is wide receivers coach at Don Bosco.

“It’s incredibly special to be coaching with my brother every day,” Lascari says. “It’s always been a dream of ours.”

Sarasota Christian wins Sunshine Cup Sarasota Christian recently won the Florida High School Athletic Association Floyd E. Lay Sunshine Cup All-Sports Award for Class 2A Private.

The Blazers scored 49 points to finish ahead of Grandview Prep (40). Points are awarded to a school based on its finish in FHSAA State Series competition in each sport in its respective classification.

The Sunshine State Games Sarasota-Bradenton Festival will be held June 6 through June 8.

CEO reflects on 14 years at Pines of Sarasota John Overton is ready for retirement in July — but he’s ‘not ready for the rocking chair.’

Pines of Sarasota CEO John Overton got his start in the long-term care business 41 years ago. His first title: Santa Claus.

It was 1973, and Overton’s wife, Pam, was working as a nurse in a senior living facility. She asked him to play Santa for the residents, and he agreed.

“I was so disappointed that evening because the activities director in that facility at the time acted as though it was a real pain to be there handing out gifts to the residents,” says Overton. “From my standpoint, nothing could be more important, so I said, ‘That

might be something I would want to learn more about.’”

That interest would develop into a passion for people that carried Overton through various positions in long-term care to his current position. But after 14 years at Pines of Sarasota, Overton is looking forward to retiring from the senior living, therapy and rehabilitation facility in July.

There aren’t many people at Pines who Overton doesn’t know personally. But on the off-chance that he doesn’t recognize a face, he greets the person and welcomes him or her to the facility that’s become his home, too.

Before coming to Pines of Sarasota, Overton worked for other long-term care facilities, including one in Detroit. But when the option to move back to Florida to work at Pines of Sarasota surfaced, Overton once again listened to his wife.

“She said, ‘I happen to love Sarasota very much, and I believe you can make a difference at Pines,’” he says.

Since then, Overton has focused on having an impact at the local long-term care facility, which has

served the community since 1948 — longer than any in the area, from Bradenton to Naples.

Under Overton’s supervision, the facility has expanded to include skilled nursing for rehabilitation with the Ann & Alfred Goldstein Therapy and Rehabilitation Center, which opened in 2010, providing capacity for an additional 204 patients.

He’s also worked to reduce employee turnover. For the last five years, more than half of staffers have worked at Pines between 15 and 20 years.

He says the key to maintaining a happy workforce is to invest in employees.

“It’s tough being a caregiver,” he says. “So we make sure that we’re able to find the right people and encourage them, not only for the job they’re in now but to also provide them additional education to achieve their goals.”

Overton, who will turn over his duties to incoming CEO David Sylvester, says he looks forward to retirement, but he’s “not ready for the rocking chair.”

He plans to spend his time traveling with his wife.

Overton is proud of the impact he’s had through his work.
