Steve Queior, president and CEO of the Greater Sarasota Chamber of Commerce, announced his resignation Tuesday.

Queior took over as the leader of the organization in late 2003 and has had a 40year chamber career, according to a news release. His previous experience includes leadership roles at chambers in South Bend, Ind., and Fort Lauderdale.

Under Queior’s leadership, the chamber advanced the funding of targeted improvements to downtown Sarasota and aided in the development of Nathan Benderson Park’s Suncoast Aquatic and Nature Center, the release said. He also led the launch of Sarasota Tomorrow, a key partner in bringing Baltimore Orioles spring training to the region.

The chamber has already identified a transition team to lead the search committee. Queior has offered to stay on full-time for the remainder of the year or until a new president is hired. His long-term plans were not specified in the statement.

“I look forward to pursuing opportunities here with a narrower focus that would engage my expertise in areas I’m very committed to, such as education attainment, workforce development and housing and nonprofit management,” Queior said.

In January 2017, the city of Sarasota plans to begin an extensive construction effort along more than two miles of Osprey Avenue.

That project will extend from Main Street to Siesta Drive and is scheduled to continue through fall 2018. Broken into two phases, the construction will include infrastructure upgrades such as sidewalks, water mains and wastewater force mains.

The city is working to coordinate the construction with the needs of surrounding stakeholders. For example, the portion of Osprey Avenue near Southside Elementary School is scheduled for construction during summer break, and the construction near Southside Village is designed to minimize the impact during tourist season.

Already, the city has created a website, ospreyaveimprovements.com, to share information regarding the construction.

and another 30 days to complete the work entirely. Although Garland targeted April for that substantial completion, that date remains variable.

“We’re currently finalizing that schedule with the contractor,” Garland said. “Throughout

this process, we’ll continue to revise it.”

Since McKim and Creed came aboard in 2013, Garland has emphasized his desire to communicate effectively with residents. Once a construction date is finalized, he said, the project

team will work to disseminate key information to people who could be affected by the project.

Already, the group has committed to posting message board signs regarding the project at least 30 days before the work begins.

Sarasota Police Department, said law enforcement officials would work with residents to monitor any issues associated with cutthrough traffic. Hudson Bayou is one of many city neighborhoods that has raised concerns about the impacts of large trucks traveling down tree-lined residential streets.

“You have a problem even before you close the bridge,” King said. “You have a problem with trucks driving through the neighborhood, hitting power lines and clipping tree branches and so on.”

The microtunneling construction is the first of three phases for constructing Lift Station 87 at 1900 Mound St. in Luke Wood Park. The new wastewater facility is designed to replace the failing Lift Station 7, located just south of the Hudson Bayou at 935 Pomelo Ave. At an August 2015 City Commission meeting, the Lift Station 87 team presented the last publicly updated timeline for the entire project. That schedule called for a final completion date of August 2020. On Saturday, Garland said he wasn’t certain what a more upto-date timeline would indicate, but he’s hopeful that completion date will eventually be moved up.

The 2015 timeline called for Phase 2 of the project — the construction of the actual lift station facility — to begin in September of this year. Garland said he doesn’t expect to meet that aspect of the timeline, but the project team is working to stagger the schedule so bidding for Phase 2 can begin as construction on Phase 1 is ending.

The project team is currently working on completing the design for the building itself, which Garland hopes will lead to a quickerthan-anticipated construction schedule for Phase 2.

The winning bid for construction of Phase 1 was $7.7 million, which is $1.7 million less than the original budget estimate. An August 2015 estimate projected the overall project cost at $32 million — more than double the initial budget, with a targeted completion date nearly a decade later than originally expected.

For the neighbors who will be impacted by the project, there’s not much to do other than wait and hope everything proceeds according to schedule. Already, Hudson Bayou residents have plans to reconvene with Lift Station 87 personnel to discuss the impacts of the bridge closure and any changes they may deem necessary.

“The process is going to take a year,” Patten said. “And we can’t wait a year to let people know how we feel.”

lmost three years after the city hired McKim and Creed to spearhead the beleaguered Lift Station 87 project, the engineering firm is finally prepared to begin a crucial phase of construction.

Even if everything goes according to plan, the construction will create one major issue: The Osprey Avenue bridge, located just south of Mound Street, is scheduled to be closed through at least April 2017.

On Saturday, the Hudson Bayou Neighborhood Association held its annual meeting, and the impending street closure was one of the primary topics of conversation among residents.

“The impacts to our neighborhood are potentially enormous,” said HBNA President Rob Patten.

“People are still wanting to go to the bayfront, to the beaches, to St. Armands.”

Patten invited McKim and Creed Project Manager Robert Garland and city Project Manager Tony Centurione to speak at Saturday’s meeting.

The work requires microtunneling beneath the Hudson Bayou to install new pipes for the planned wastewater facility. The previous engineering firm was fired for its inability to complete this task, but McKim and Creed is working to finalize a construction schedule for this portion of the project within the next few weeks. Garland said that work should begin in late July or early August.

The project officials explained the city’s plans for managing traffic during construction and said that more details on the design and timeline of the Lift Station 87 project are forthcoming.

In November, project officials outlined the strategy for dealing with the bridge closure. The city will attempt to reroute all traffic to U.S. 41 via signalized roads, an attempt to avoid disruption to the residential streets in Hudson Bayou and other west-of-trail neighborhoods.

To achieve that goal, the city will post signs alerting drivers of the construction on Osprey, Mound and Tamiami Trail. If residents see an increased volume of cut-through traffic, the city will also consider installing temporary speed tables to discourage drivers from taking alternate routes through the neighborhood.

This initial phase of the lift station project could last even longer than officials hope. The contractor has 395 days to finish the project to “substantial completion”

that contractors on the Echelon project have repeatedly trespassed on Essex House property.

A Ronto Group representative and Echelon land-use attorney Brenda Patten did not immediately return phone calls from the Sarasota Observer for comment by press time.

Varano said the construction crew excavated beyond the Echelon property line, creating a hole on Essex House land. When residents tried to install a fence to prevent the intrusion, the land was not stable enough to support the structure, Varano said.

The lawsuit alleges “an excavation claw ripping out land and foliage has resulted in multiple trees belonging to plaintiff falling, being ripped out of the ground or dying as a result of the excavations.”

The developer of Echelon’s had not filed a response to the lawsuit as of press time.

On the Palm Avenue side of Essex House, the association has erected three canvas billboards with slogans that read: “How many trees must we lose in the name of progress?” and “City of Sarasota profits more sacred than homeowners rights and safety.”

Some residents have said they believe the crane is a safety issue.

On May 2, resident Jay Leon sent an email to City Commissioner Susan Chapman regarding the construction.

“My mother-in-law’s final years will be degraded by the constant noise and the fear of a crane malfunction,” Leon wrote.

Charlotte Perret is a part-time

resident for more than a decade who settled in permanently three years ago. Although she doesn’t overlook the construction site, she said the crane’s presence makes her uncomfortable.

“When it’s windy, it can be really, really scary,” Perret said. “And it’s almost hurricane season.”

In an email to city staff, Deputy City Attorney Michael Connolly explained that the city had no authority to intervene against the Echelon development on behalf of Essex House residents.

He said there’s no city ordinance that requires a developer to obtain the right to use the air above another property and that the other issues did not fall under the city’s purview.

“This is a private property rights dispute between two adjoining landowners, which can only be resolved by the two adjoining land owners or by litigation in a court of law,” Connelly wrote in a May 18 email.

“That’s a really peculiar definition of a neighbor: a construction company and the residents of a building,” Perret said. “Really weird.”

Chapman has frequently said the city is too lenient in granting approval to new developments.

Although staff members say they are bound by the zoning regulations, Chapman has suggested the city has the leeway to strike down projects that aren’t deemed to be appropriate for their surroundings. In her response to Leon, Chapman expressed her displeasure with the development review process.

“I have long opposed administrative site plan approval — for years before my election,” Chapman wrote. “It is a travesty! Staff who lives outside the city gets to

The 18-story, 17-unit Echelon project broke ground at 624 S. Palm Ave. earlier this year. Units start at $2.2 million and top out at $4.25 million; completion is scheduled for summer 2017. The Essex House, built in 1974, is located at 707 S. Gulfstream Ave. The Echelon project was subject to some controversy before it even began. Three residents — including one Essex House owner — contested the demolition of the previous property at 624 S. Palm Ave., which had a historic designation. The City Commission

voted unanimously to permit the demolition in October 2014.

No hearing has been set in the lawsuit against the Echelon developers. The suit asks the project team to end its excavation at the property line, fill in the land already removed and install fencing to prevent further issues. It also asks the court to prevent the continued use of the crane above the Essex House property.

“Nobody likes to (sue). It’s going to cost us money and them money,” Varano said. “But when you keep having this happen every day, what other avenues are open to you?”

A prominent statewide site selection executive harshly criticized Sarasota County commissioners after they rejected a proposal to use $720,000 in public funds to help lure a national roofing company headquarters to town.

The executive, Rob Sitterley, said commissioners, in a 4-1 vote

held May 24 after a contentious meeting, made “a big mistake.”

Sitterley works out of the Orlando office of Gainesville, Texas-based Merit Advisors, which represents the company behind Project Mulligan, the controversial proposal that went before the commission. If approved, the company, unnamed in public documents, would have been eligible for more than $1.5 million in state and local

subsidies in return for 180 jobs over six years. That includes the $720,000 from Sarasota.

“Today’s vote is a no for economic development in Sarasota County,” Sitterley said in an interview after the vote. “Sarasota’s vote says ‘OK, we don’t want to play in the area of corporate headquarters.’ That makes the area not at all competitive.”

Commissioners were partially swayed by a vocal group of roofers, contractors and builders who opposed the project. That side’s position: Using public money to woo a business in an industry that already struggles to find employees would be a bigger mistake than missing a corporate headquarters opportunity.

Al Singleton with Sarasotabased Alvin J. Singleton Roofing Contractors, for example, told commissioners that approving the incentives would be a slap in the face to him and his peers.

“We didn’t get any economic incentives when the economy was down,” said Singleton at the meeting. “This wouldn’t be economic development. It would be economic movement.”

Economic Development Corp. of Sarasota County President and CEO Mark Huey, the lead local official who worked with Sitterley in putting together Project Mulligan, declined interview requests before or after the vote.

Commissioners, after more than 20 people spoke in opposition to the project, said this vote was particularly difficult. “This has been very divisive,” said County Commission Chairman Alan Maio. “We have friends on every side of this issue, and it’s extremely uncomfortable.”

An uncomfortable moment came when Steve Queior, presi-

dent and CEO of the Greater Sarasota Chamber of Commerce, spoke in favor of the project.

Queior talked up the long-term positive impact, and rare opportunity, to land a corporate headquarters with nearly 200 jobs.

But Queior’s position, in front of chamber members who oppose the project, was awkward. “It’s very strange that the Chamber of Commerce and multiple members of the chamber are on opposite sides,” said Commissioner Charles Hines. “What that tells me is something is wrong here.”

Queior, who has run the Sarasota Chamber since 2003, announced his resignation in a statement shortly after the meeting. Chamber officials said the timing of the release had nothing to do with Project Mulligan.

Sitterley, who helped lure the Hertz corporate headquarters from New Jersey to Lee County in 2013 when he worked in economic development for Florida, said opposition forces were misinformed about Project Mulligan.

The jobs, he said, were for corporate office work, not in the field, so there wouldn’t be any poaching. The company, added Sitterley, agreed to submit to written clauses that would hold it to not hiring local people.

Several commissioners, in discussion before the vote, acknowledged the risk in rejecting the project, and appearing to look anti-business. But they disagreed with the premise. The vote, according to two county commissioners, was based on flaws in the process, not against the idea of incentives.

“Anybody who says this isn’t a welcoming community based on this vote,” said Maio, “I would personally push back on that.”

Profile in courage Congratulations to Sarasota County commissioners. They said no to crony capitalism.

That doesn’t mean we’re anti-business. It means we don’t believe in unearned benefits.

It was a profile in courage.

Sarasota County taxpayers should be proud of their county commissioners.

They showed remarkable courage when they said no to providing a taxpayer subsidy to help an out-of-state company relocate its headquarters and up to 180 jobs to Sarasota.

Predictably, the defenders of crony capitalism immediately began firing flaming arrows at Sarasota.

Project Mulligan’s representative from Orlando, Rob Sitterley of Merit Advisors, was quoted in the Sarasota Herald-Tribune: “That sends a clear message that Sarasota is not open for business. The reputation is that Sarasota isn’t a major player in economic development. This vote says they don’t want to be a player.”

“That will be a black mark on Sara-

sota,” said University of Central Florida economist Sean Snaith.

“It’s protectionism,” said Paul Mason, an economist at the University of North Florida.

Let the Site Selector Club members say what they will and cross Sarasota County off their lists.

This region should be proud not to sell itself, its soul or its taxpayers on the basis of how much corporate welfare and crony capitalism it is willing to use as bribe money.

With all due respect to Mark Huey, CEO of the Economic Development Corp. of Sarasota County, you hear it all of the time. To be a “player” in the economic development Elephant Hunting Game, you have to offer “incentives” to woo corporate relocations.

And that club is OK with that. It has no qualms about using someone else’s money to bestow unearned benefits on businesses.

We always love to tell the story of the late Nobel economist Milton Friedman. When Forbes asked him whether it made sense for the state of Alabama to give $300 million in tax subsidies to persuade Mercedes-Benz to build a manufacturing plant near Tuscaloosa, Friedman responded: “Go ask the elderly widow on a fixed income down in Mobile how she feels about being taxed and using her tax dollars to help

Mercedes-Benz.” That said it all.

And you hear about all of the highpaying jobs and economic spinoffs that Project Mulligan and others will bring.

But again, Friedman pricked the air out of that balloon when he said: The people who give these subsidies never think what else taxpayers would do with that $300 million. Who’s to say, Friedman said, that Alabamans would not create as much or more economic activity than the Mercedes plant if that money were left in their hands? Touche.

Professor Mason may call what the county commissioners did “protectionism.” But how is it morally right to take money from your existing taxpayers — businesses and individuals who have paid taxes here for decades and who have never received a dime in government subsidies — and give an unearned benefit to an out-of-towner?

We are open for business in Sarasota County. And Sarasota Countians would welcome with open arms Project Mulligan. But on moral, defensible terms.

We want to compete and sell our community on our merits — on the merits of our quality of life, our culture, our business climate and community values.

We are open for businesses and entrepreneurs, especially those who still believe in the American values of making it on your own.

Everyone loses with new overtime rules Take this bet: $1,000 that you cannot find one employer in the U.S. — and there are 28 million of them — who is dancing in the street and praising Obama’s new overtime regulations for how they will improve the employer’s business. Not one.

It’s one more Obama sneer of disdain at American capitalism and employers. n n n

It was 2008, and Al Carlson, thenCEO of Sarasota-based Sun Hydraulics, was explaining Sun’s experience with Enterprise Florida. At the time, Sun wanted to build another manufacturing plant near its existing site. It had never sought government assistance in its 35 years of existence. But as Carlson explained, his team thought: “Why not?

Let’s see what happens.”

Carlson learned quickly he didn’t like the program. The incentives were all based on the hiring of more employees.

“I don’t want more employees,” Carlson told me. “That’s not the purpose of our business.”

Carlson, whose DNA is engineering, said one of his business’ objectives was to figure out how to be more productive, how to do more with fewer resources, to do more with fewer people.

So here is how that story relates to Obama’s new overtime regulations, which if left in place by Congress over the next 50 days, will require employers to pay overtime to any salaried employee earning up to $47,476. And then indexed thereafter.

Like Sun, every business strives to do more with the fewest, most productive people possible.

Yet, the Department of Labor believes one of the results of its overtime changes will be an incentive for businesses to hire more people. The Labor Department brainiacs believe that rather than pay time-and-a-half overtime to those salaried employees who previously worked more than 40 hours a week without overtime, employers will hire more people to do the salaried employees’ extra work and avoid paying overtime.

But a likely scenario would net no

more jobs. Some employers will cut the salaried employee’s base pay so that his or her new overtime pay ends up at the same level the salaried employee earns now. That, or cut employees’ benefits.

This is what Obama and his B-crats appear not to see: Every governmentforced increase in wages is not automatically offset with an increase in sales to cover the higher wage costs. Nor, likewise, will a business’ profits rise in tandem with the higher wage costs.

To the contrary, the higher overtime demands — and the new costs to administer the regulations — will make businesses less productive and less profitable. Another regulatory drag on an already anemic economy. n n n

Here’s another loss to productivity and the American spirit to get ahead.

Surely, many of you remember how, early in your careers you recognized that to get ahead, to earn more and create more opportunities for yourself, you were willing to work harder than many of your peers. You put in extra hours with no additional pay on the bet this extra effort would be rewarded later. You were willing to do the extra work at the salary on which you and your employer agreed. That was your private deal with your employer.

Indeed, that’s the way many Americans have realized the American dream: Work harder and longer, and be more productive than others.

But what happens when an employee falls under the overtime regulations?

Everyone loses.

The relationship changes. Employees are forced to punch in and out, a demeaning act, as if he’s one of the herd.

The incentive to do extra is snuffed. The ambitious employee is held back. He is less productive than he would otherwise be.

And so is the business — held back, less productive.

But this is the Obama administration vision — everyone equal. The communal, socialistic model, dictated by Washington at the point of a gun. n n n

One of the great tragedies in America is federal intervention into private employment. Ever since the 1930s of Roosevelt’s New Deal, an insidious government increasingly has forced its way, like an ugly troll taking tolls at the bridge, between what should be a private compact between two people — employer and employee.

That arrangement should be no different than any peaceful, private exchange between a buyer and seller of goods and services.

Obama and his Labor Department progressives would argue the need for government to intervene to protect the worker. But they ignore the powerful, simple fact that in the agreement between employer and employee, no one is forced. If an employer exploits or the employee is unproductive, the two are free to terminate their agreement.

Likewise, the statist interventionists refuse to accept that the extraordinary American standard of living did not come about because of union contracts, wage-and-hour laws or the reams of regulations from Congress and the Department of Labor.

Americans’ world-leading wages and working conditions are the result of entrepreneurial innovation and competition — the freedom of employer and employee to determine how best to collaborate to serve their customers.

At what price an employer and employee agree to trade is none of the government’s business.

Will Congress kill it?

Two Republican-sponsored bills that would nullify the new overtime regulations are creeping through the U.S. Senate and House — S.2707 and H.R. 4773.

Lawmakers have about 50 days remaining to kill the rules.

While numerous House and Senate members have proclaimed opposition to the regulations, are they really committed? The bills were introduced in March.

Dubbed C4, the group is exploring potential areas of cooperation to further benefit students and the region. The consortium garnered support of a foundation partnership including the Charles and Margery Barancik Foundation, Community Foundation of Sarasota County and Gulf Coast Community Foundation.

The college presidents formally announced the consortium in January. With foundation support, the group engaged me as its initiative manager to help develop and implement priorities with campus leaders.

New College of Florida President Donal O’Shea believes, “This sort of collaboration realizes some of the deepest goals of the State University System Board of Governors, the Florida College System and national educational organizations. It will provide the nation and the state with a new and vibrant model for higher education and research.

And most important, it offers our students and our region an unparalleled opportunity to take their place in our ever more global world.”

O’Shea was active in the nation’s oldest Five Colleges Consortium in Western New York while serving as provost at Mount Holyoke College.

One of the consortium’s first priorities is the implementa-

tion of a cross-registration program that will allow students to register for classes among the institutions on a space-available basis and pay their home tuition.

With our smaller colleges, this option will accommodate students’ special interests and could expedite their graduation and expand curriculum beyond what colleges could offer individually.

A number of similar crossregistration programs exist mostly in the Northeast and Midwest. This is a Florida first among private and public colleges.

Along with scores of dynamic academic programs, the region’s academic institutions offer a comprehensive education within beautiful campus settings close to home.

This year’s commencements remind us of the depth and diversity of those educational opportunities along “the Creative Coast.”

Yes, we are a college town Together, New College of Florida, Ringling College of Art and Design, State College of Florida and the University of South Florida Sarasota-Manatee conferred close to 3,000 diplomas at this academic year’s graduations.

Who knew?

As important, the vast majority of degrees — about 2,100 — went to local students. That means we are attracting area high school students and local employees to our campuses.

Carol Probstfeld, president of State College of Florida, reports: “Our students have achieved some of the highest academic honors at the national, regional and state levels. Our community should be proud.”

Unlike many communities, our high school graduate population continues to grow, with more than 5,000 annually expected from Sarasota and Manatee counties. Letting students and parents know about local, first-class options early in their postsecondary planning enhances the likelihood they might cross a future graduation stage here.

Nearby residents want to eliminate 12 on-street parking spots near the Siesta shelters on Beach Road.

In the early morning hours after the bars in Siesta Key Village have cleared out, and Siesta Key Beach is mostly vacant, Robert D’Orsi can still hear commotion.

D’Orsi is president of the Sunset Royale Association, which represents the residents of the 34-unit condominium building at 711 Beach Road, located a short walk from the Siesta Key Beach Pavilion. It’s also directly across the street from eight picnic shelters and 12 on-street parking spaces designed for beachgoer use.

Despite suggestions to the contrary from the Sarasota County Sheriff’s Office, D’Orsi and other Sunset Royale residents say these

shelters are a hot spot for latenight activity.

“We have to lock our doors at night, put signs up and surveillance and whatnot,” D’Orsi said.

“There are members of the public coming here and doing graffiti on cars, defecating in the hallways, peeing in the bushes.”

That’s why in April, the Sunset Royale Association submitted a petition to the county Traffic Advisory Council requesting the removal of the 12 on-street parking along Beach Road. On June 13, the advisory board will consider the residents’ proposal.

Residents are primarily concerned with late-night partying in those concrete shelters.

midnight, but the beach, shelters and on-street parking spaces stay open all night, D’Orsi said.

If visitors want to keep the good times going after last call, the shelters become a natural destination. That’s why when the County Commission voted on replacing the previous wooden shelters with new, concrete structures, D’Orsi spoke against the plans.

Since then, the sheriff’s office has been working with residents at Sunset Royale to address the

complaints. Lt. Debra Kaspar said the department directed deputies to keep a close eye on the individuals spotted near the shelters late at night.

Kaspar said there have been 13 calls for service from 711 Beach Road to the sheriff’s office in the past year; six of those were related to noise from the shelters across the street. By and large, though, the people at the shelters weren’t doing anything illegal — and they often weren’t even actually using the shelters.

“They weren’t at the structures,” Kaspar said. “They were coming from the beach and going back to their condos, or they were waiting for an Uber to arrive.”

Kaspar said the sheriff’s department continued to monitor the situation this spring and believes the issue has essentially been addressed.

But D’Orsi insists that as recently as this weekend, there were people using the shelters after bars had closed. The conduct might not rise to the level of a crime, but it’s still an undue burden on residents, he said.

“Are they being loud and disorderly? Not really,” he said. “But just sitting there talking, everyone in this building can hear you.

People shouldn’t be over there drinking outside when there’s a residential area so close by.”

Kaspar said deputies who don’t witness a noise violation firsthand need direct communication from residents who can identify the potential culprit. Often, residents have declined to meet with deputies, which makes citing an actual violation a challenge.

“Don’t go to bed mad,” Kaspar said. “Try to address it at the time it’s occurring.”

notion that officers would rely on residents to reprimand partiers.

“If it’s 3 a.m., I don’t want to meet a deputy — I want to go to sleep,” he said.

Merchants at a Siesta Key Village Association meeting hoped to at least reach a compromise — perhaps by instituting a time restriction on the street, rather than eliminating the spaces entirely. D’Orsi said he was open to that idea, although he thinks there are safety and logistical issues with the daytime parking setup as well.

Meanwhile, Michael Shay, president of the Siesta Key Association, cited the reports from the sheriff’s office as evidence the complaints might be overblown.

“I think the allegations about the all night partying and this and that were unsubstantiated,” Shay said. “They make some good soundbytes on Channel 7, but there’s not much reality there.”

We can all hum the beginning notes of “The Star-Spangled Banner.”

Few things impress a stadium full of fans more than when a performer hits those final notes that celebrate the land of the free and the home of the brave — a reminder of what unites Americans regardless of day-to-day divides.

That’s why Sarasota resident Erika Miller wants to give the anthem every opportunity to be performed live.

Although many events and sports matches start with the playing or a instrumental recording of “The Star-Spangled Banner,” Miller has discovered that few include someone singing the song live.

“The recording when it’s just the instrumental is a beautiful song, but it’s really the words that have the story about how the flag was still waving,” Miller said.

Miller, 23, has performed the national anthem more than 100 times in the last five years. The inspiration to do so came from a service project while she was a student and Bayshore High School in Bradenton. She was nominated as a student for the Golden Herald Awards in Bradenton, and her teacher suggested

she perform the national anthem for the ceremony.

It dawned on her how strange it was that there wasn’t someone already booked to perform the national anthem for the award ceremony.

“Unfortunately, there’s no good reason to not have it performed,” Miller said. “In one way, there’s no negative to having someone sing. Sometimes they go ‘Well, we never thought of having someone sing it.’ When I do offer, they’re so happy.”

After her debut performing the national anthem, Miller was encouraged to reach out to more organizations and events to do the same. She performs for political events, clubs, and spring training games for both the Baltimore Orioles and the Tampa Bay Rays.

Whenever Miller performs for political or sports events, she gets the guest speaker or athletes to sign a book that she plans to auction off and donate the proceeds.

She’s partnered with the Special Operations Warrior Foundation, a Tampa- based organization that donates scholarships and grants to children of fallen and wounded special ops soldiers.

Miller is always surprised by the reaction of the audience.

“When I get off the field or get off the stage, they say, ‘Thank you so much. It’s so nice to hear it sung live,’” Miller said. “A lot

After performing at the Legends golf tournament in December, Miller received a commemorative coin from one of the Marines who sat at her table. He gave it to her because of her respect for the national anthem.

It’s a difficult song to perform for even experienced singers.

Miller began singing when she was 4 and initially performed with a pitch pipe to start the song.

“I would say getting the first note is really important,” Miller said. “I’ve memorized the note that I start on, but the pitch pipe helped me in the beginning.”

Her preferred method to perform the anthem is a cappella because it lets the lyrics stand on their own.

“It’s so much more powerful,” Miller said. “You’re honoring the soldiers that fought. The words have the meaning not the instrumental.”

CALL FOR HELP 6 p.m. — 1600 block of North Washington Boulevard Dispute: Officers responded to a cellphone store regarding a dispute between the owner and a customer. The customer said the owner took his cellphone and refused to return it. The owner had agreed to activate the cellphone while the customer went to the bank and got money.

The customer realized he did not have the money needed and returned to the store, where the owner had already activated the phone. As a result, the owner said he wouldn’t give back the phone until he got paid. After speaking with an officer, the owner of the store agreed to return the phone without further incident.

WEATHER ALERT 1:27 p.m. — 900 block of Myrtle Street Suspicion: Officers received an anonymous complaint about a suspicious person attempting to enter a home through the window. An officer spoke with the person, who explained that he was installing a weather seal on the window for renter of the home. The person renting the home confirmed that the suspect had been hired to install the weather seal.

LONG-DISTANCE CALL 1:56 p.m. — 3100 block of North Tamiami Trail Dispute: A customer purchased a phone and service plan from a cell phone store and said an employee at the store assured him he would be able to make free, unlimited calls to cellphones in India. The man eventually discovered that he was unable to make those calls. Officers spoke to an employee at the store, who explained that the plan was set up to make calls to landlines in India only. The man did not want to make any changes to his account and did not want to speak to technical support about resolving the issue.

Retiring Rams Athletic Director James Ward has inspired countless athletes and coaches.

R

iverview High boys basketball coach James Ward didn’t hand out a game ball every night.

But one night in January 1997, as the Rams celebrated their district championship victory over Manatee in the locker room, Ward singled out freshman B.J. Ivey and handed him the game ball.

His wrist wrapped in a cast due to an injury from his final JV game, Ivey hesitated for a moment before accepting his first and only game ball. He hadn’t broken a sweat during the game. He hadn’t even made it onto the court. But Ward still wanted everyone to know that Ivey was an integral part of Riverview’s success that night.

“It meant the world to me, and it made me want to get back there and make sure we won again,” said Ivey, who took over Riverview’s boys basketball program in 2009, when Ward stepped down to become the school’s athletic director. “He’s done a really great job of always making it about the kids.”

It’s just one example of how Ward has made a difference dur-

ing his storied career — something he continues to do even as he prepares to retire from his post June 9.

The framed photographs and scrapbooks, the poster of Martin Luther King Jr. propped against a chair and the game ball from Riverview’s 3-0 Turkey Bowl victory against Sarasota last fall, among other Riverview sports memorabilia, in his corner office will soon be packed away.

“It hasn’t really sunk in yet,” said Ward, who is still busy helping athletes finish the school year and get into college.

After a 27-year coaching career that included stints as Riverview’s girls track coach, boys basketball coach and an assistant football coach, Ward retired from coaching to become the Rams’ athletic director.

In the eight years since, Ward, 63, has spearheaded a number of changes to the Rams’ athletic program, including the installation of the school’s Hall of Fame, new softball and baseball stadiums, and a new gymnasium.

A native of Sarasota, Ward’s story begins in Newtown.

It’s where he tossed around his first football and played his first pickup game of basketball.

The youngest of five children, Ward would travel with his older brother, Lonnie Ward, who had gained notoriety on the gridiron at Booker, to watch the Turkey Bowl — the annual regular season SEE PAGE 18A

Spring football sets tone for the future S

pring football is an opportunity for teams to build for the future.

It’s the first step in a long journey that, if all goes according to plan, will span the next six months.

There’s only so much work that can be done during the three-week spring season, but it gives area coaches a glimpse at how this year’s team responds and sets the tone for summer.

With nine players, including leading rusher Josh Booker and leading wide receiver Talik Keaton, leaving the program for various reasons, coach Brian Ryals wasn’t sure what to expect when his Sailors suited up for their spring game versus Naples Gulf Coast May 19.

There were bound to be some question marks.

As I stood on the sidelines snapping photos of the first half and listening to assistant coaches weigh in on Sarasota’s productivity on the field, it was clear there was still work to be done.

“Back up!” one coach yelled.

“What are you doing?” another added in frustration. “Where are you going?”

Having covered high school football for nearly a decade, I’ve come to realize the sidelines are a place where area coaches sound off, and this past week proved no different.

everything from exuberance to frustration, but one thing remained clear: The Sailors were charging forward.

Facing an opponent projected to win its district this season, Sarasota held Gulf Coast to 12 yards rushing and one touchdown in a 7-0 loss.

“I think we all left that game feeling pretty good,” Ryals said.

“We weren’t expecting this to be a finished product but rather a work in progress moving toward

our goal. I felt like we did that, and we’re definitely moving in the right direction.”

With the spring season behind them, area teams will return to the weight room in preparation for the fall. Leaders will emerge, and workouts will be established.

Players won’t strap on their helmets and shoulder pads for another three months, but the work is far from complete.

finale between crosstown rivals Riverview and Sarasota. Ward and his brother were the only two black boys in attendance, but that didn’t stop Ward from absorbing as much knowledge as he could.

“Sports was just an equalizer,” he said. “You could be poor or wealthy, and it didn’t matter because when you were on the field, you all played the same way.”

A four-sport athlete, Ward loved basketball and football, but football was where he truly excelled. If the first unit wasn’t out on the field, Ward would go out and work with the second unit.

A skill player, Ward played wide receiver, running back and quarterback for the Rams, helping lead Riverview to a near perfect season in 1971.

Ward went on to play football at Dodge City Community College and Bethel College, both in Kansas before returning to Sarasota in 1976.

He landed his first teaching job at Riverview in 1982 and was named girls track coach the following year.

In 1989, Ward took over the Rams’ boys basketball program.

He went on to lead Riverview to its first Final Four appearance in 1993.

Today, as athletic director, Ward is arguably the school’s biggest cheerleader — not just for basketball and football, but also for the smaller sports, such as tennis and golf. He encourages coaches and teachers to support all the teams, and he makes it a

“Everyone knew he was big with basketball program and everything, but he was at every sporting event,” junior forward A.J. Caldwell said. “I thought that showed how influential of an AD he was and how much he cared about the school and the athletes.”

It’s not unusual for Ivey to call him on a Saturday and for Ward to tell him he’s on his way to Orlando to watch the baseball team or driving to Tampa for a swim meet.

Ward says his philosophy on education always has been centered on listening to students and challenging them to do better.

On numerous occasions, he has spent the entire day with a student in class to identify a problem and find a solution.

Rams student-athletes haven’t seen the last of Ward.

Ward will return in the fall to Riverview, where he’ll continue to teach physical education until February, when he’s able to fully retire.

Upon retirement, Ward, a husband and father of five, plans to continue working with kids, volunteering and traveling around the country to see former Rams in action.

He also took a job as the boys basketball coach at Booker Middle School two years ago and plans to continue coaching there.

“It’s a different age group than I’m used to, but hopefully, I can help them see things earlier and see things differently,” Ward said.

“It’s about having the chance to take young men and change their lives and help them grow a little bit faster.”

his isn’t the first time that first-grade teacher Joyce Barnett has coached a team to the World Finals for the Odyssey of the Mind. But here’s what’s unique about the team: It’s the youngest group to represent Bay Haven School of Basics Plus in the competition.

Principal Chad Erickson, who has coached students for the competition before, is proud to see this group of third-grade students prepare for the World Finals.

“It’s the kind of competition that hits both sides of the brain,” Erickson said.

Competition began May 25 and continues through Saturday, in Ames, Iowa. Other Sarasota County competitors include a team from Lakeview Elementary School.

Odyssey of the Mind is a creative and intellectual competition designed to develop problemsolving skills in students. The competition has been challenging

students for more than 25 years with scenarios that sometimes require skits that include costumes, props and building structures to solve the problem.

Students are challenged with two types of scenarios: spontaneous and long term. During spontaneous scenarios, students are presented with a question and must answer it in a lightning round. The question is one that has no correct answer but tests how individual students use their creativity to respond. An example of a spontaneous question is, “If you could transform into anything, what would it be?”

Among the six team members from Bay Haven School of Basics Plus, answers to the question varied, offering a glance at what each student brings to the team.

here was a minor misunderstanding among the eight graduates of St. Boniface Preschool May 12.

Some thought they were starting kindergarten the next week; others argued that they were starting the next day.

(They will have to wait until the start of the new school year.)

But they all agreed they were excited to graduate pre-K with their friends.

Friends and family members watched as the graduates received their diplomas. A social hour that included juice boxes and cookies followed the ceremony.

“It’s this chance to have freedom in the water,” said participant Jordan Glenn, 15, who has water skied since he was 11. “It just gives kids and people with disabilities the freedom to go out and do something.”

In the Sarasota area, residents can participate in a wide array of water activities. Now, Easter Seals Southwest Florida, Ski-ARees, Loveland Center, Community Haven for Adults and Children With Disabilities and Ann’s Angels are working to bring these opportunities to everyone.

On May 22, the nonprofits collaborated on an adaptive clinic to help 20 people with various physical or mental disabilities learn to water ski.

“There are things like water skiing that other people choose to do or not,” said Jannon Pierce, vice president of Easter Seals Southwest Florida. “These people who are disabled don’t always get to choose. We really want to work together to offer equal access and equal choice.”

The event featured clinics in the morning and afternoon, followed by a performance by members of Ski-A-Rees.

“For us, we love to ski,” Ski-ARees board member Adam Waxler said. “To be able to share that with people who otherwise can’t, you just can’t put that into words.

I’m sharing something I love with people, and seeing their smiles is an amazing feeling.”
